PCG PRESS RELEASE
25 March 2022
PCG CONFIRMS INCREASING PRESENCE OF FILIPINO FISHERMEN IN BAJO DE MASINLOC

The Philippine Coast Guard (PCG) has confirmed the increasing presence of Filipino fishermen in Bajo de Masinloc, Zambales.

During the intensified maritime operations from 28 February to 05 March 2022, the PCG has monitored approximately 45 Filipino fishing boats conducting fishing activities at the vicinity waters off Bajo De Masinloc. Through the ongoing "Bayanihan sa Karagatan," personnel of BRP Malabrigo (MRRV-4402) and BRP Capones (MRRV-4404) provided Filipino fishermen onboard with relief supplies and COVID-19 kits to uphold their health and welfare at sea.

PCG Commandant, CG Admiral Artemio M Abu considered the recent data as a significant milestone in promoting maritime security and maritime safety at the said vicinity waters located 124 nautical miles west of Zambales.

"Seeing more Filipino fishing boats in Bajo de Masinloc is a proof of our intensified efforts to safeguard Filipino fishermen who consider fishing as their primary source of livelihood. Through our regular interaction, we assure them that the PCG will remain active and present in the area. Lagi naming binabanggit sa kanila na narito kami para pangalagaan ang kanilang kapakanan at itaguyod ang kanilang kaligtasan," CG Admiral Abu furthered.

In 2021, the National Task Force for the West Philippine Sea (NTF-WPS) reported several incidents when the PCG and the Bureau of Fisheries and Aquatic Resources (BFAR) successfully implemented rules-based and peaceful approaches against suspicious foreign vessels and "shadowing" China Coast Guard (CCG) ships that were seen within the vicinity waters of Bajo de Masinloc.

NTF-WPS Chairman and National Security Adviser, Secretary Hermogenes Esperon emphasized the need to encourage Filipino fishermen to catch fish in Bajo de Masinloc which is considered a traditional fishing ground.

Anchored on Secretary Esperon's pronouncement, Department of Transportation (DOTr) Secretary Art Tugade has ordered the PCG to continue its intensified deployment of assets and personnel to protect Filipino fishermen.

"The Area Task Force – North of the NTF-WPS provides operational direction for Bajo de Masinloc and Philippine Rise. Our units will continue to augment and support the Area Task Force – North of the NTF-WPS to safeguard Filipino fishermen in the said vicinity waters," the Coast Guard Commandant added.

"The PCG is here to be of service to the Filipino people by remaining steadfast in its duty to protect the country's waters and safeguard every Filipino at sea. This is our commitment to the nation," CG Admiral Abu ended.

Philippine Government / PUV Modernization by LTFRB
March 21, 2022, 11:39:39 AM
DOTr-LTFRB's RESPONSE TO MR. WALDEN BELLO's STATEMENT REGARDING THE PUV MODERNIZATION PROGRAM

WALDEN BELLO: 'Yung modernization nila ng PUV system nila, they took away, they defrauded so many people and consolidated the whole PUV system into three bus companies, corruption 'yan.

RESPONSE:
The statement reflects an utter ignorance of invariably the largest non-infrastructure project of the Duterte Administration.

At the outset, we categorically deny Mr. Walden Bello's accusations of corruption in the PUV Modernization Program.  It is also not true that the whole PUV system has been consolidated into three bus companies. Based on our records, as of March 04, 2022, there are 1,659 transport corporations and cooperatives operating PUVs on various denominations nationwide. For PUBs, we have 131 consolidated operators.

We believe in the basic principle that Public Transport is a Public Need for which Government should address said Need in a comprehensive and systematic manner.

The Public Utility Vehicle Modernization Program (PUVMP) is 10-component program which addresses key issues plaguing the decades-old problems in our public transportation services in the country. Among these issues are,

First, the problem with so many franchises issued over decades which do not aptly address demand.  For instance, so many franchises are issued on a route, thus it developed into a culture of on-street competition between and among bus operators and drivers. PUVs are to run routes in an efficient, dependable, and systematic manner for the benefit of commuters, and not to compete against each other. Hence, the need to consolidate the highly fragmented public transport industry in the country.

Second, there has not been a serious, comprehensive study to plan routes that address seamless inter-connectivity of routes as well as establish inter-connectivity of modes (i.e., rail to bus, bus to PUJs, etc.) of public transport (PT), but only under this administration. There is an urgent need for comprehensive route rationalization studies. On this note, for route planning of local routes, the local government units (LGUs), namely the provinces, cities, and municipalities, understand better their respective public transport need, thus, it is the LGUs which craft their own Local Public Transport Local Plan or LPTRP.

Third, it addresses the decades-old problem of the "boundary system" or simply the rent of the PUV, where drivers are entirely dependent on ridership. Now that routes are run by qualified Transport Service Cooperatives (TSCs) and corporations, the drivers paid on salary with benefits, and are assured of security of tenure.

Fourth, the replacement of old and dilapidated PUVs with modern, comfortable and environment-friendly units. It must be emphasized that the PUVMP is a program that covers all modes of road-based public land transport - from buses to PUJs. The government, through the Development Bank of the Philippines (DBP) and the Landbank of the Philippines (LBP), offer very reasonable financing with favorable terms that are responsive to the needs of transport corporations and cooperatives and allow smooth transition to modern PUVs. Both banks provide loans to cover 95% of the acquisition cost of the vehicle, with the remaining 5% fully subsidized by the government. Transport corporations and cooperatives are given 7 years to repay said loans, with a grace period of 6 months, under a fixed interest rate of 6% per annum.

Fifth, the adoption of fleet management system by operators on their routes gives them the ability to regulate headways and manage vehicle utilization to prevent the present fragmented market structure. In this manner, and as mentioned above, PUVs are now being run in an efficient, dependable, and systematic manner for the benefit of commuters.

Sixth, social support program is a key element in the program implementation, which gives options to affected transport workers, to either provide enhancement skills and additional competencies if they chose to continue working within the public transport industry or to enroll in alternative livelihood and enterprise related trainings for those who opt to take other livelihood programs outside of the public transport industry. Among the social support programs currently implemented, are the enTsuperneur Program, in partnership with DOLE, and the Tsuper Iskolar program, in partnership with TESDA.

In closing, we wish to express that no administration has ever gone this far in modernizing our country's public transportation system in such a profound and comprehensive manner, adopting an all-inclusive approach, except the current administration. Given its magnitude and comprehensive impact on our society, the Program entails the cooperation of national agencies, including the DOF, NEDA, TESDA, DOLE, DTI, DENR, and DSWD, among others.

Anonymous Diary Blog / What is happening in Ukraine
March 21, 2022, 01:06:01 AM
Gracious God, many of us are calling to you to intervene in what is happening across the world - the anger and hate for our fellow men, the fear of disease, and now, especially, the fear of war. At this moment, we lift your children who are fighting for their lives, who are facing death or at the very least, oppression.
As Christians, who know the cost associated with what is happening in the Ukraine and off the shores of Taiwan, and also in Myanmar, Afghanistan, and the Philippines, we reach out to you to intervene now, restore peace, open the eyes of those who think this is something that we in this country don't need to fear.
Whatever the outcome, we pray that your will be done as we cooperatively pray the prayer that Jesus taught us to pray ...
Our Father, who art in heaven, hallowed be thy Name, thy kingdom come, thy will be done, on earth as it is in heaven. Give us this day our daily bread. And forgive us our trespasses, as we forgive those who trespass against us. And lead us not into temptation, but deliver us from evil. For thine is the kingdom, and the power, and the glory, for ever and ever.
Amen.
PS: I wish everyone who reads it would paste it on their page.  It's a world prayer assignment, a couple of minutes for the health of all the sick, weary, and heartbroken.
AMEN.

Philippine Government / Why ODA Loans
March 20, 2022, 06:58:53 PM
By USEC G Hope Libiran
Why ODA Loans?

A country that has more needs than available resources has to borrow, and when a country borrows, it has to find cheaper borrowing, such as with lower interest rate, longer repayment term, and longer grace period.

Cheap borrowing is available to developing countries (such as the Philippines) from ODA Partners (such as ADB, China Eximbank, JICA, and World Bank). Note that the availability of cheap financing depends on a country's development status, meaning, as a country becomes richer, it loses access to cheaper ODA financing.

Just so you know, most of the DOTr railways projects are financed with Official Development Assistance (ODA). Examples of which are the Metro Manila Subway, MRT-3 Rehabilitation Project, and the PNR Clark Project. Funds for these projects were borrowed at very concessional rates of up to 0.1% per annum, up to 40 years to pay, and up to 12 years grace period, meaning, the government will not start paying for the principal borrowed for these projects until the 12th year, when the projects are already completed, operational, and benefitting the public.

These are also multi-year projects, covering investments that will be made over multiple years.

Now, let us explain investments in relation to economic benefits. Marami kasing tao ang natataranta makarinig lang ng utang ng gobyerno.

Take note of this: Large scale infrastructure projects are not simple government expenses. THEY ARE INVESTMENTS that are made for the purpose of realizing a minimum required economic return.

The determination of whether the economic cost of a project is justified by the economic benefits that it will generate is not a simple process done by a single agency. It consists of a robust multi-level and multi-agency process, where cost estimates are validated and where the expected project benefits are measured and assessed vis-à-vis the cost to generate those benefits. In the case of railway projects, the government's investment decision making process determines how much it will cost to build the project, and how much benefits it will create, in terms of reduction in people's travel time, reduction in road-based vehicles' operating costs, and other benefits such as a cleaner environment and fewer pollution-caused illnesses. These benefits are quantified and assessed vis-à-vis the cost of the project, and if the economic return is at least 10%, then investment in the project is approved and the project is implemented.

Our government's minimum required economic return of 10% is already relatively conservative vis-à-vis international benchmarks for developing countries like the Philippines. For instance, the Asian Development Bank uses 9%, while our own Philippine Institute for Development Studies has recognized a lower range of 8%.

Further, the investment time horizon for large scale infrastructure projects like railways ranges from 25 to 40 years. This means that the upfront economic costs of a project is measured vis-à-vis its projected benefits over a period of 25 to 40 years.

The approval of infrastructure projects undergoes a rigorous evaluation process by the Investment Coordination Committee of the NEDA Board. The economic managers are members of the NEDA Board that is chaired by the President.

Among the considerations for evaluation are economic viability and availability of fiscal space. The appraisal of projects does not only look at financial viability, but also takes into account impacts to the environment, potential land value appreciation, traffic congestion impacts, jobs generation, social impacts, among others.

For decades, government was not able to raise financing for these decades-delayed and long-needed projects.

Only the Duterte Administration was able to earn the trust and confidence of its development partners to finance and make these decades-long dreamed of projects a reality.

European Union EU / Ukrainians Don't Run From War
March 19, 2022, 09:02:47 AM
From CBN
Here on the frontlines of Ukraine, the church is standing strong. In at least one case, it just happens to physically stand right between Kyiv and the Russian army. But Pastor Andrei Martinov of Grace Generation church isn't nervous. He laughs, "No! No. No. We just pray."

Within hours of Russia's invasion, this prominent evangelical church in Kyiv started holding prayer services every four hours. "We received a revelation from God that we are to pray, and the more the church is praying, it destroys the enemy and destructs their ability to shoot at Ukrainian territories, civilian targets, and our Ukrainian military," Pastor Andrei said.

March 18, 2022, 07:52:30 PM
By City Mayor Nacional Mercado
As a sports enthusiast, it is my dream to have a state-of-the-art sports facility with an oval track, tennis court, and basketball court for our athletes and all sports fanatic in the city.

Five (5) years of patiently waiting and here we are today, finally making it through the first step of that dream project through this Groundbreaking Ceremony of the PAGCOR-Funded Sports Facilities today, March 18, 2022. The soon-to-rise Maasin City Sports Complex will make us realize that dream. But this could not be possible if not because of the support extended to us by President Rodrigo Duterte, Office of Senator Bong Go, and PAGCOR, through PAGCOR Chairman Andrea Domingo with its representatives - VP Ramon Villaflor (CSR Group) and Acting Asst. VP Eric Balcos (Community Relations & Services Department).

I could not thank you enough for this generous grant given to the City of Maasin and I'm looking forward to this forged partnership. When complete, this Sports Complex will be the premier, multi-purpose and recreational facility in the City of Maasin and the first in the Province of Southern Leyte.

Poems and Poets / Nganong Maanyag Ka ug Mabihagon
March 18, 2022, 05:54:54 PM
Poem by Marcelo Geocallo
NGANONG MAANYAG KA OG MABIHAGON

Sa kanunay moaninag ang maanyag mong panagway,
naghimog arko sa akong ulohan,
nagdibuho og mga katahom sa nag-agos nga dugos sa tabilawan
nga naglukim sa kagahapon;
misintak og nag-awhag sa kabana ug nagpaalinggat sa bililhong mga anib nga gilukim
ning panumdoman.

Ay'g paminaw sa mga bunghog;
isipa lamang nga mga inagulo ra kana sa mga buyog nga napakyas, walay
nasupsop nga dugos
nga sarang nakapataniag sa gimad-an nilang tutunlan.

Who's Who in the Philippines / Re: Bobby Nalzaro

By Ted Ayeng
SUPER BOBBY, BANATI!
Before joining DYLA Cebu in 1990, I had already received calls by long distance for several times from the man and he invited me to join him and the reportorial team of Bombo Radyo Cebu.

I was already with DYTR Tagbilaran at that time. From time to time he visits Bohol because he has roots in Maribojoc. We always see each other at Coralandia Resort and spend hours of talking over few bottles of beer. That was Super Bobby Nalzaro.

He was not able to convince me. It was Leo Lastimosa who was the news director of DYLA then who succeeded in bringing me to Cebu to explore our career in media. The story is long. And the rest is history.

In 2011, I was again invited to join RGMA but fate had it and I'm still with DYTR Tagbilaran now.

Wa ra gyud mi mag-uban ni Bobby. Pero kon magkita mi especially sa Coffee Dream ug Bo's sa SM, we share coffee and SML.

Ug mao na kini ang balita karong hapon. Pastilan...

So long, 'Sano Bobby. Mao nay tawganay namo.

Magkita ra ta gihapon, idol!

STATEMENT OF LTO 7 DIRECTOR VICTOR CAINDEC ON THE PASSING OF BOBBY NALZARO

"Not everyone gets to pass this lifetime in a place of prestige and prominence.

A journalist of his caliber and influence can only be appreciated by how they touched the lives of those reached by their work as well as their persona, some with better appreciation than others.

I would be a hypocrite to say that his acts, for whatever motivated him to do such, did not create deep wounds within, not just for myself but more to my loved ones who were unfairly dragged without remorse.

Alas, while this may be the case, the man did bring me to my own place of prominence, or infamy, however, you may prefer it to be.

In the end, I have become a stronger and better person for having faced a more than worthy adversary.

To the bereaved family and loved ones of Bobby Nalzaro, my family and I offer our deepest condolences and prayers, not only for the eternal repose of his soul but for peace, serenity, and healing."

Who's Who in the Philippines / Re: Bobby Nalzaro
March 18, 2022, 07:53:42 AM
The January 16, 2022 Sunstar column of Mr. Bobby Nalzaro can answer to your questions:

I have been 'off the air' since December 24 last year until this time. My regular fans have been looking for me since then.

The truth is, I was admitted in the hospital last Dec. 24 until Dec. 30 due to hypertension. Hypertension and diabetes are the only serious ailments bothering me since I reached the age of 50. Basta 'senior citizen' na, mao na gyud ni kasagaran bation.

On that day after feeling uneasy, I called up my cardiologist, Dr. Cecile Cabias, to seek her advice. She advised to have myself confined in a hospital so I can be checked up. So, I followed her advice. I don't know if I already suffered a mild stroke. I heard the nurses at the emergency room talking about my blood pressure reaching 200. But if it was a mild stroke, it did not really affect my vital signs, like my speech and memory. I only feel numbness in my right foot that is why I cannot still drive. My neurologist found nothing wrong in my brain based on my CT-scan. I was discharged five days later. My son, Eldridge Roy, a licensed Physical Therapist, is taking charge of my rehab procedure. I thank God that it was not a serious hypertensive attack.

I was already planning to return to work last week. But my doctor advised me to relax a little bit more. Our 'abnormal broadcast' operations also firmed up my decision not to handle my programs yet. We shortened our daily broadcast operations from 4 a.m. to 7 p.m. because the electricity has not yet been restored until this time in our transmitter site in Alumnus, Mambaling. But I will be back on the air soon.

I fully agree with what they say: "Health is wealth."

By Samsam Gullas
I am saddened to hear the news that well-known tri-media personality Pablito "Bobby" Nalzaro passed away earlier this afternoon.

Though I heard of his fame long before I became a politician, I got to know Super Bob personally during my first year as a congressman in 2013.

Sometimes he liked me. Sometimes he didn't. But at the end of the day, my respect for a legend in media remained.

I truly admired his dedication to his craft. His genuine charisma and his dedication to truth-telling is a testament to why he is a respected member of Cebu's independent press.

Sakit pamanlongon that we lost a great man today. But I am still joyful to know that many remembered him for his exploits in Cebu media, of how he shaped Cebu's media landscape.

Rest In Peace, Super Bob!

CGPA visits home of Tabak Division

Commanding General, Philippine Army (CGPA) Lt. Gen. Romeo S. Brawner, Jr., visited the home of the 1st Infantry "Tabak" Division at Kuta Major Cesar Sang-an, Pulacan, Labangan, Zamboanga Del Sur on March 14, 2022.

The CGPA commended Tabak troops for their accomplishments over the past year as he vowed to bring down ample resources to the division to sustain and bolster its operations.

In his "Talk to Troops," Lt. Gen. Brawner reiterated his command guidance "SERVE": ensure physical and mental health of soldiers; enhance soldiers' skills and unit capabilities; and push down much-needed resources to Army units. The Army Chief said that these thrusts will capacitate troops to emerge victorious against communist-terrorists and other threat groups. He also reminded troops to practice their right of suffrage and to ensure orderly and peaceful polls on May 2022.

The CGPA also committed to provide a bigger petroleum, oil and lubricants (POL) allocation for Army ground units for the sustainment and achievement of Army missions despite its increase of value in the world market.

"I hope that we will maintain our initiative and our momentum in our fight against threats to our national security. Let us continue to uphold the Constitution of our republic," the CGPA concluded.

Philippine Daily News / Comelec Debate 2022
March 15, 2022, 05:41:24 PM
COMELEC WON'T TURN AWAY CANDIDATES ON DEBATE DAY, EVEN WITHOUT PRIOR CONFIRMATION

Ferdinand Marcos, Jr. and Sara Duterte-Carpio can still change their mind and decide to just attend the upcoming Commission on Elections (Comelec) presidential and vice-presidential debates on March 19 and 20.

Comelec spokesperson James Jimenez on Monday said candidates will not be turned away if they show up on debate day at the venue in the Sofitel, Manila.

"If they come on the day of the debate, they will not be turned away. It's up to them. The sooner they confirm, the sooner we can brief them on things like the set up, where they need to stay, ano kailangan gawin before hand etc. The same briefing that will be given to all candidates," Jimenez said.

He said one candidate he declined to name has requested a walk-through of the venue.

"Bibigyan natin sila ng opportunity to walk the venue. This is important because they have to know where they will be appearing, ano ang posibleng gawin in that area, sino puwede nila isama. We are being very strict on the number of people they can bring." Jimenez added.

"So it's important for the campaigns to know what is possible within the limits of the rules. Ngayon, kung ayaw mag-avail ng opportunities na yun, that's fine. If they come on the day of the debate, then good. Tara, debate tayo," Jimenez said.

Before this, Jimenez had said they are not ready to call it quits with the candidates who have not given written confirmation of attendance.

"We are not ready to call it quits with them. We think that some people will take a little longer to come to a decision. We are willing to wait. The debate will be this weekend. So it will be very interesting to see if they will be there."

Jimenez said the written confirmation is not a requirement to participate in the debate. However he stressed that showing up on debate day will mean an agreement to abide by the rules of the debate.

Army concluded almost 2,000 applicants during the anniversary recruitment caravan

Almost 2,000 Army aspirants joined the two-day Philippine Army recruitment caravan at the Headquarters Philippine Army Grandstand, Fort Bonifacio, Metro Manila from March 12 to 13 2022.

Some 1,212 aspiring enlisted personnel and 500 aspiring officers registered to take the pre-qualifying Armed Forces of the Philippines Service Aptitude Test (AFPSAT) during the weekend caravan. AFPSAT passers still need to hurdle interviews, physical fitness test, trade test, and physical, medical and neuropsychiatric exams to determine if they are qualified for training. Nine Philippine Army Major Units (PAMUs)—Aviation Regiment, Armor Division, Signal Regiment, Civil Military Operations Regiment, 51st Engineer Brigade, Special Forces Regiment (Airborne), First Scout Ranger Regiment, Army Support Command, and the Army Artillery Regiment— joined the caravan and set-up recruitment booths, and static displays to inform Army aspirants about the diverse functions of soldiers in the organization.

The Philippine Army Office of the Assistant Chief of Staff for Reservist and Retiree Affairs (OG9, PA) also set-up a booth for ROTC cadets and aspiring members of the reserve force. Additionally, 138 applicants applied for Civilian Human Resource (CHR) posts at the booth of the Civilian Personnel Management Branch of the Philippine Army Office of the Assistant Chief of Staff for Personnel (OG1, PA).

Northern Samar Governor, local leaders endorse VP Leni for President

Press Release: Northern Samar Governor Edwin Ongchuan expressed his wholehearted support for Vice President Leni Robredo's presidential bid in a statement released on his personal Facebook account today, March 15.

"In consultation with our local leaders, and after assessment of the character and track record of all presidential aspirants, it came to our collective discernment that the candidate who best fits [the qualities of a president as stated by President Duterte] is VP Leni Robredo," Governor Ongchuan said.

Governor Ongchuan, who is the chairperson of the National Unity Party in the province, has the backing of the local leaders as almost all of the 24 incumbent mayors in Northern Samar are members of the party, along with the district congressmen and members of the Sangguniang Panlalawigan.

Laoang Mayor Harris Ongchuan who is running as congressman of the province's second district, and First District Congressman Paul Daza, who is on his reelection bid, had also expressed their support for VP Leni's run for presidency. These endorsements aim to consolidate Northern Samar for VP Leni, who previously won in the province during the 2016 elections for her current post.

"With her kind of leadership, we believe that VP Leni will be beside us in our efforts for Sustained Progress (in Northern Samar)," Gov. Ongchuan added.

Gov. Ongchuan is in agreement with President Rodrigo Duterte that the next President of the Republic should be compassionate, decisive and a good judge of people's character. It can also be recalled that the president also prefers a lawyer to be the president, of which VP Leni is the only one among the top 5 candidates.

As depicted in various Facebook posts, local officials and supporters are currently preparing for a grand rally for VP Leni as she is set to visit the  province later this month.

BBM TOPS PULSE ASIA SURVEY. Pulse Asia discloses on its website details of the nationwide survey:

The survey fieldwork was conducted from February 18 – 23, 2022 using face-to-face interviews. This nationwide survey is based on a sample of 2,400 representative adults 18 years old and above, who are registered voters and likely to vote in the May 2022 elections. It has a ± 2% error margin at the 95% confidence level.  Subnational estimates for each of the geographic areas covered in the survey (i.e., Metro Manila, the rest of Luzon, Visayas and Mindanao) have a ± 4% error margin, also at 95% confidence level. Those interested in further technical details may refer to our website (www.pulseasia.ph)

The following are some of the key developments that took place in the weeks immediately prior to and during the conduct of the interviews for the present survey:

1. The extension of Alert Level 2 in Metro Manila until 28 February 2022, with seven (7) areas outside Metro Manila being placed under Alert Level 3; the lifting by 13 Metro Manila local government units (LGUs) of mobility restrictions for unvaccinated individuals amidst the decreasing number of daily reported COVID-19 cases in the country; the start of the COVID-19 vaccination drive for those aged 5-11 years old;

2. The dismissal, on 10 February 2022, by the First Division of the Commission on Elections (COMELEC) of three (3) petitions seeking to disqualify former Senator Ferdinand Marcos, Jr. from the May 2022 presidential election; prior to her retirement from the poll body on 02 February 2022, the dissenting opinion on these cases by former COMELEC Commissioner Rowena Guanzon was released to the public;

3. The start of the official campaign period for national candidates in the coming elections on 08 February 2022, with the different presidential candidates kicking off their respective campaigns in various parts of the country; the public outcry against the COMELEC's "Oplan Baklas" that was launched on 16 February 2022 beginning in Metro Manila; the call made by the COMELEC for candidates and their supporters to strictly adhere to safety guidelines during their campaign activities amidst the continuing COVID-19 pandemic;

4. The participation of former Senator Marcos in the presidential debate sponsored by the Sonshine Media Network International (SMNI), a company owned by Pastor Apollo Quiboloy who earlier endorsed the former lawmaker and Davao City Mayor Sara Duterte for the May 2022 elections; this came after ex-Senator Marcos declined to be interviewed for the Jessica Soho Presidential Interviews series and his non-appearance in the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) Presidential Forum; Vice-President Maria Leonor G. Robredo, Senators Panfilo Lacson and Emmanuel Pacquaio, and Manila Mayor Francis Domagoso declined the invitation to join the SMNI debate;

5. The release of the Senate Blue Ribbon Committee's partial report on its investigation into the COVID-19 supply contracts entered into by the government with Pharmally Pharmaceutical Corporation and its recommendation to file criminal charges against several individuals, including Department of Health (DOH) Secretary Francisco Duque III and former Presidential Economic Adviser Michael Yang; Senator Richard Gordon, head of the committee, said President Rodrigo R. Duterte "must be held accountable" for betrayal of public trust arising from the involvement of his allies and friends in these questionable transactions;

6. The request made by transport groups for a provisional P 10 minimum fare for public utility jeepneys (PUJs) while their petition for a P 15 minimum fare is being heard by the Land Transportation Franchising and Regulatory Board (LTFRB); the petition was filed by jeepney drivers and operators amidst the continued increase in oil prices due in part to rising geopolitical tensions between Russia and Ukraine; and

7. The order by Russian President Vladimir Putin, issued on 21 February 2022, for troops to be sent to two (2) breakaway regions in eastern Ukraine, defying threats of sanctions from the United States (US) and other countries; the Philippine Embassy in Poland has started coordinating with Ukrainian authorities to ensure the safety of Filipinos in the country as well as for the repatriation of those wishing to return to the Philippines.

Limited Optional Face-to-Face Classes Will Start in ICC Imus this 2nD Semester, SY 2021-2022.

With the entire province of Cavite now in Covid19 Alert Level 1, "limited optional face-to-face" classes in ICC Imus will start to be implemented during the 2nd Semester, SY 2021-2022. Students taking up Computer Technician and Applied Computer Engineering courses will be the first group of students to shift to "limited optional face-to-face" classes for their major subjects. Among all ICC courses, computer systems servicing and computer networking skills are the ones who need actual hands-on exercises the most (ICC computer technician & applied computer engineering students in other provinces and other countries will be given ample time to perform actual computer installation & computer networking exercises before their graduation day).

The next group of students to shift to "limited optional face-to-face" classes will be the graduating students. The "limited optional face-to-face" classes will be implemented by phases in all ICC branches. To make it safe for both students and faculty members, the first group of students who will be allowed to join the "limited optional face-to-face" classes are the ones who are fully vaccinated. Health protocols and social distancing will likewise be implemented in the "limited optional face-to-face" classes.

The "limited optional face-to-face" classes will resume this semester, however, ICC will make online classes as a permanent option for ICC students in other countries, ICC students in other cities, ICC students in other provinces and ICC students who are more comfortable doing online classes.

Post from Facebook FACT CHECK
The Claim: BBM authored the Philippine Archipelagic Baselines Law

Rating: FALSE

The Facts: Bongbong Marcos's website claims he authored Republic Act 9522 or the Philippine Archipelagic Baselines Law, which defines the territorial seas of the Philippines. (https://www.bongbongmarcos.com/about/)

This is False.

RA 9522, which consolidates House Bill 3216 with Senate Bill No. 2699, has had zero involvement from Bongbong Marcos (https://legacy.senate.gov.ph/republic_acts/ra%209522.pdf).

HB 3216 was principally written by Antonio Cuenco and filed on 2007 (https://hrep-website.s3.ap-southeast-1.amazonaws.com/...), while the Senate counterpart was filed in 2008 by Antonio Trillanes IV, Aquilino Pimentel Jr., Edgardo Angara, Rodolfo Biazon, Juan Ponce Enrile, and Miriam Defensor Santiago (https://legacy.senate.gov.ph/lisdata/91138292!.pdf).

The bill was then signed into law by then-president Gloria Macapagal-Arroyo in March of 2009 (https://legacy.senate.gov.ph/republic_acts/ra%209522.pdf).

The only involvement of a Marcos in the baselines law was not even Bongbong's, but rather then Ilocos Norte Rep. Imee Marcos, who filed House Resolution 214 in 2004, Congress session 13-1RS-017, which did not even form part of the law but rather was a resolution urging the President, the Secretary of Foreign Affairs, and government agencies to prioritize determining national territories and archipelagic baselines.

Bongbong has no direct connection with RA 9522.

Why we fact-checked this: Despite being fact-checked prior (https://www.philstar.com/.../fact-check-who-authored...), the false information continues to be paraded around in no less than Marcos's official website. Therefore, it is important to similarly remind people that the information remains false.

Then Hatfield heard about this low-sugar diet believed to slow cancer in some people. With nothing to lose, he gave it a try, and to his astonishment, it worked.

"And the cancer was gone," he said. "Completely."

Marco Angelo Cabrera: Correct Movement Moderated Forum:

"The late and great former Senator Jose "Ka Pepe" Diokno, was not only a brilliant CPA-lawyer and politician but was also one of those who realized that the Malolos Constitution (which had a parliamentary system without protectionist economic policies embedded in it) was a far superior charter than the ones that came after. This is the Diokno I idolize."

Our trivia for today.
Jose W. Diokno earned his Bachelor's Degree in Commerce Summa Cum Laude in 1940 at De La Salle College (now De La Salle University). He took the CPA Board Exam in 1940 while he was in his second year in law school and placed No. 1.

He was home-schooled by his father, former SC justice Ramon Diokno. In 1944, he petitioned the Supreme Court to take the Bar Exams without a law degree. The Supreme Court granted his petition, and he took the Bar Exams and tied with the Class Valedictorian of U.P. for the 1st Place with a grade of 95.3.

Diokno is the only one who placed 1st in both the CPA board exams & the Bar Exams.

Philippine History / The Surrender of Onoda Hiroo

On March 9, 1974, Lieutenant Onoda Hiroo surrendered to the Filipino authorities in Lubang Island, Mindoro. He was one of the last Japanese World War II holdouts who continued to hole up long after the war ended in 1945.

Born in Japan's Wakayama Prefecture on March 19, 1922, he initially worked in a trading company in Wuhan City, China. He joined the Imperial Japanese Army in 1942 at the age of 18, and was selected to attend the Nakano School, the premiere Japanese training center for intelligence officers.  There he received training in espionage, guerrilla warfare, and sabotage. In late 1944, he was sent to Lubang Island, where he received orders to conduct sabotage activities against the incoming American forces. By the time that the US Army landed on the island in 1945, he was ordered by his superior, Major Taniguchi Yoshimi, to stay on the island and fight to the bitter end. Taniguchi likewise promised that they would come back for him no matter what happened. Onoda then led three other enlisted personnel in retreating to the mountains.

Although they found leaflets announcing Japan's surrender, they dismissed it as enemy propaganda and continued their resistance. In the jungles of Lubang Island, they built bamboo huts, patched up their uniforms, and kept their rifles in good condition. They also foraged food in the jungle, stole provisions from the local residents, and killed their cattle for meat. In some instances, they attacked the local residents who they thought as guerrillas, killing about 30 of them in their entire hiding. While there were numerous attempts made by the Americans and Filipino search parties to contact them, they managed to evade them all. Eventually, his band dwindled: one surrendered to the Filipino authorities in 1950, while the other two were killed in skirmishes (1954 and 1972) with the local police. As these things happened, in 1959, the Japanese government officially declared Onoda as dead.

However, in 1974, a Japanese student, Suzuki Norio, found him in Lubang Island. He was befriended and convinced by Suzuki to surrender, but he refused, insisting to receive orders from a superior officer. This prompted Suzuki to bring their photos to the Japanese government, who then sent a delegation composed of his former commander, Major Taniguchi (who survived the war), and Onoda's younger brother, Toshiro. Taniguchi then issued the relief orders to Onoda, and afterwards formally surrendered to Major General Jose Rancudo, the Commanding General of the Philippine Air Force. Two days later, wearing his tattered uniform, he was presented to President Ferdinand Marcos, where he personally surrendered his katana. Apart from this, he also surrendered his still-functioning Arisaka Type 99 rifle, 500 rounds of ammunition, some grenades, and a dagger that was given by his mother to be used for seppuku (ritual suicide). Marcos then pardoned him for the crimes he committed during his 29-year hiding.

After his surrender, he returned to Japan and received a hero's welcome. He was also warmly welcomed by his parents, who were still alive at the time of his return. He would later publish his memoir "No Surrender: My-Thirty Year War," and became a Japanese exemplar of devotion to duty. However, he was unable to adjust to the postwar Japanese society, and in 1975, migrated to Brazil to pursue cattle-raising. Returning to Japan in 1984, he opened the Onoda Nature School, a nature-oriented youth camp. He revisited Lubang Island in 1996, and lived interchangeably between Japan and Brazil until his death in 2014 at the age of 91.

Deadly, Portable Anti-Armor Weapons Tip the Scale in Favor of Highly Mobile Infantry Units. It looks like an instructional video from the U.S. Army Infantry School at Ft. Benning, Georgia. Or perhaps a cautionary video for tank crews at the Armor School there. As video continues to surface from the conflict in Ukraine, these images of a column of Russian tanks being ambushed in a classic anti-armor missile engagement will likely be watched and re-watched by tank crews around the world....

Army launches 2-day LTOPF caravan for Army founding anniversary

In celebration of the 125th founding anniversary of the Philippine Army, the command organized a two-day License To Own and Possess Firearms (LTOPF) caravan on March 8-9, 2022 at the Ricarte Hall, Fort Bonifacio, Metro Manila.

The accessible LTOPF registration is the Philippine Army's initiative to encourage all military and uniformed personnel, civilian, and dependents in helping with the government's mission on being responsible gun owners. The one-stop shop caravan encouraged a hassle-free licensure for all loose firearms especially during the implementation of gun ban this upcoming elections.

A total of 173 personnel availed the LTOPF during the two days of application which provide an easier submission of the requirements. All applicants underwent neurological and psychiatric examination, drug testing, gun safety test, and responsible gun ownership. Other necessary documents needed were valid government ID's, NBI, and police clearance, and proof of income on which all services were also installed in the caravan.
