LGU Philippines / The Real Ambition of Loren Legarda
October 24, 2009, 01:20:23 PM
Sen. Loren Legarda confirmed Friday that she is running for vice-president in the 2010 elections.

"Opo, magdedeklara na po ako. Hangarin kong maglingkod ng walang humpay, walang pasubali at may malinaw na plataporma sa paglilingkod sa ating bansa," Legarda said in a rally at Rizal Park in Manila.

Running under a "pro-poor, pro-environment" platform, the senator said it was her intention to educate and protect every Filipino from the effects of poverty and climate change. She said the devastation caused by Typhoons Ondoy and Pepeng could be blamed on poor urban governance, vulnerable livelihoods and decline of ecosystems.

"We all need a strong economy but it should be felt by every sector and every Filipino. No Filipino should die for lack of money for hospitalization or lack of medicine. No Filipino should die of hunger because they have no food. We should take care of the farmers and the fishermen. We should help feed the people who are feeding us," she said.

Legarda later told reporters that she would run for vice-president but will remain with the opposition. - ABS-CBN

Microsoft on Wednesday began integrating Twitter messages into its new Internet search engine Bing and arch rival Google announced plans to do the same.

Microsoft unveiled its real-time Twitter search feature at a Web 2.0 Summit here and said it also planned to incorporate status updates from social network Facebook into Bing.

Within hours of the announcement by the US software giant, search leader Google said it too had reached an agreement with the popular microblogging service to include Twitter updates in search results.

The Twitter feature on Bing is already active and can be accessed at bing.com/twitter while Google, in a blog post, said it would roll out its product "in the coming months." - AFP Wire

Showbiz & Celebrity / Madonna Sued by Her Neighbor
October 21, 2009, 12:59:06 PM
A woman who lives in an apartment above Madonna in Manhattan has complained to the New York State Supreme Court about the pop star rehearsing to loud music.

Karen George said in papers that the star and "her invited guests repeatedly dance and / or train" to "unreasonable high decibel amplified music".

She is suing the management company of the Manhattan building, saying it has failed to act on her complaints.

Spokeswomen for the management company and Madonna have declined to comment.

In the papers, Ms George said she had been forced to leave the building during the sessions - which caused "noise and vibration to pour through the walls" - because she found them "unbearable". - BBC

Of five presidential aspirants who spoke Tuesday on how they intended to address poverty, only Joseph Estrada said “jueteng” should be legalized.

The ousted President said millions of families were benefiting from the illegal numbers game and that he favored legalizing it “until the time we find alternative jobs for our people.”

“I am not tolerating it but I am for the legalization of jueteng,” said Estrada, who was convicted of plunder in 2007 for accepting jueteng kickbacks but was quickly pardoned by President Gloria Macapagal-Arroyo.

At a leaders’ forum at the Asian Institute of Management in Makati City, Estrada, Senators Richard Gordon and Francis Escudero, environment activist Nicolas Perlas and Olongapo Councilor JC de los Reyes discussed their priorities should they win as president in 2010, as well as their views on reproductive health, sex education, and whether they would go after Ms Arroyo for alleged corruption.

So, si Kiko sabi ko, 'Tingnan mo. Meron ba? Oo nga.'

"So, lumipad kami, nasa ibang bansa kami. Dito lang sa Asia, pero hindi ko na sasabihin kung saan. Tapos pina-check ko. So, wala. Ang daming lumalabas sa mga tabloid, nagulat ako. Nag-aalala tuloy yung mga Sharonians ko. Don't worry, I'm fine. It's not cancer," diin niya.

David Alaba has been given the nickname “Wunderknaben” or “wonderboy” in Austrian Football.

Alaba has been in the center of discussions in almost all sports newspapers in the country for being the youngest football player in the national team.

The midfielder player of Bayern Amateur in Germany was successful last Saturday for Austria’s Under-21 team against Azerbaijan.

“Bata pa si David ay talagang nararamdaman na namin ang kanyang hilig at galing sa football. We hope that he will really do his best sa mga laro ng national team,” said his cousin, Maria Bauer.

Alaba was born in Vienna in 1992 to a Nigerian father and a Filipino mother. He moved to Munich in Germany in the summer of 2008 as a 15-year-old player of Bayern Amateur Team.

“For me, David is not a Wonderboy but he is simply a young boy with strong sense of appeal. He is a young boy, who can really kick the ball with precision,” Didi Constantini, chief of the Austrian National Football Team.

Bohol Latest News / Bohol's Donation for Ondoy Victims
October 20, 2009, 04:55:22 PM
By REY ANTHONY CHIU
Philippine Information Agency

No one is so poor so as to have nothing to give.

Even poverty saddled towns here in Bohol dipped from its scant coffers to fill their relief bag of cash and contribute to the estimated P2.85 million fund for victims of storms Ondoy and Pepeng.

Mayor Roberto Salinas reported during the recent League of Municipalities of the Philippines (LMP) meeting hosted by municipality of Bilar that about P1.6M has already been hand carried by Governor Erico Aumentado to the Department of Social Welfare and Development (DSWD) last week.

If the towns respond as we proposed with our equitable formula, we would be generating at least P2.85 million from the LMP alone, he said.

With the LMP still collecting the cash assistance from the towns, Salinas told his mayors that the formula the league devised is just to put up a common guide for the amount a town can give. He added, a town can definitely give more.

As to the formula for the financial relief, he said the LMP decided that first to third class towns put in P100K each, while fourth to sixth class towns can give P50K.

Last week too, according to records from the Office of the Provincial Treasurer through Eustaquio Socorin, the towns of Buenavista, Calape, Carmen, Jagna, Talibon, Tubigon, Ubay and President Carlos P. Garcia each gave P100K.

Among them, lower classified President town of Carlos P. Garcia gave more that its category.

Towns who gave P50 thousand each are the towns of Alburquerque, Alicia, Baclayon, Balilihan, Candijay, Catigbian and Clarin, Cortes, Danao, Mabini, Maribojoc, Panglao, Pilar, Sagbayan, and Valencia.

Inabanga initially gave P75K, Sikatuna, P30, Dagohoy P30 and Lila P10K.

Sikatuna Mayor Ireneo Calimpusan, Dagohoy Mayor Herminio Relampagis and Lila Mayor Telesforo Balagosa said they would send in the full amounts in the next batch of financial relief envelop from Bohol to be sent this week.

The urgency of pooling a relief fund from Bohol popped up as local officials saw the poor victims of the successive storms that left some parts of Metro Manila and nearby provinces under water at the height of storm Ondoy.

Seeing the need to help, Salinas said he took the initiative to send text messages to his fellow mayors to pool whatever is available to help.

He admitted that although it was informal way of seeking a common and immediate help to the victims from Bohol, he was enthused further by the quick response.

He said some mayors decided to appropriate funds immediately even without the national state of   calamity declaration yet. (PIA)

How To Tips / Tips on Having Healthy Sperms

How to Produce Healthy Sperms
By Gen Wright

In the act of conception itself, both man and woman should be healthy to be able to successfully produce an offspring of their own. It is the male partner's responsibility to take care of himself to be able to produce healthy sperms.

With their current lifestyle and environmental factors, a lot of men have been having problems with their sperm count, motility, and volume. Before we discuss some tips on how to ensure healthy sperms, let us take a closer look on several factors that affect the sperm's overall health.

Sperm Count

It refers to the quantity of sperms produced per ejaculation. Normal values are around 50 million sperms per ejaculation. Values lower than the mentioned value are considered decreased male fertility. It is better to see a fertility specialist or doctor if you want to determine your sperm count.

Sperm Volume

Sperm volume is also important when one is to have a healthy sperm. Some causes of low sperm volume are obstruction and injury to the articles, medication side effects, and hormonal problems.

Sperm Motility and Morphology

Sperms are supposed to move fast. A man's sperms are considered healthy when half of the sperms ejaculated are active and if a quarter of them are moving rapidly in one direction. A normal and healthy sperm should have an oval head that will hold the genetic blueprint for the baby. It must have a tail that will propel it to move forward. Specialists consider sperms healthy if half of the ejaculated sperms have oval heads and propeller tails.

Here are some simple ways you can do to ensure healthy sperms:

Give up smoking and cut back on alcohol.

Cigarette smoking has been shown to damage the genetic blueprint or DNA in sperms. If this happens, it is possible that the offspring may have birth defects and problems. Smoking was also found out to reduce sperm motility, making it hard for the sperms to reach the egg and fertilize it. Alcohol was also shown to affect male impotence. Eat well and watch your weight.

Zinc and folic acid supplements are recommended for men who are planning to sire a child. Make sure to eat plenty of fruits and vegetables and avoid too much sugar and caffeine. Weight problems can also affect sperm count, so it is advised for men to watch their weight closely.

Lead an active lifestyle.

A sedentary lifestyle has been shown to contribute to male infertility. It is important to lead an active lifestyle like doing mild exercises three times a week. However, it is not advised to do extreme cycling as prolonged periods with biking may be linked to sperm problems and issues.

Maintain a sperm-friendly temperature.

Sperms are designed to be stored to a temperature cooler than the rest of your body. Minimize visits to hot saunas and long hot baths. Avoid wearing synthetic and tight-fitting pants as well.

Always be safe.

STDs can also affect sperm count and motility, so when engaging in sexual intercourse, always have condoms handy and get tested for STDs regularly.

Revealing this time his true feelings on the attempt to oust him as Lakas party provincial chairman, Gov. Erico Aumentado warned over-ambitious politicians to be cautious and prudent.

“Ang tawong magdali, dali mapandol (a man in hurry easily stumbles),” the governor said when asked how he feels that some partymates want him to relinquish the provincial chairmanship considering that he is no longer eligible to run as governor in the May 10, 2010 elections. (obviously referring to Ondoy Cajes?)

“As I have said, there are processes that the party adopts and all these will be resolved with the sole purpose of maintaining the unity of the party. Mag-agad ta sa partido. Di lang ta magdali (let us not be hasty),” the governor added as the issue was raised again during the Friday regular radio program The Governor Reports.

Aumentado remains the provincial party chairman as well as regional chairman for the administration’s newly merged Lakas-CMD-Kampi political party.

The question on his provincial party chairmanship was reportedly raised by second district congressman Roberto Cajes during the meeting of Bohol leaders with political affairs Secretary Gabriel Claudio held in Manila last Sept. 25.

The exchange of words between Aumentado and Cajes was intense with both of them raising their voices that, reportedly, Arbitration Committee Chairman Butch Pechay has to douse the heat with his usual jokes; including a weird “toss-coin” solution to positioning conflicts.

The governor, however, said the exchange of words was a healthy discussion where sometimes one has to raise his voice to stress a point.

Cajes reportedly challenged Aumentado, offering that he too will relinquish his second district party chairmanship, and therefore the governor who is on his third and last term and no longer qualified to run as governor, must do likewise.

“Such eager moves show a hunger for power. Ako dili ko hakog sa gahom. I worked my way up and I was inching as provincial board member for 19 years, until I reach this position today,” the governor added.

Aumentado, who is on his more than forty years in public service, has no family member or immediate sibling joining politics that could have capitalize his present status as Bohol’s most influential leader and undefeated politician on record today.

Cajes meanwhile, on his third and last term as second district congressman, has a wife Judith Cajes, also in power as mayor of the town of Trinidad. Youth Commissioner and SK National Federation President Jane Censoria Cajes also show the making of a politician with her charisma and brilliance packed in one. Another daughter also sits as SK chairman in a barangay of Trinidad town.

A married daughter Bobbith Cajes-Auza was also a provincial federation SK chair and sat as ex-officio member of the provincial board for an extended term of 5 years.

“Paso balao lang ta (we walk cautiously),” Aumentado said, citing the move of a cockfight game-fowl “balao” who walks slow but sure and deadly.

A six-month-old baby had a miraculous escape after his stroller rolled off a railway station platform and into the path of an incoming train.

The incident, which happened Thursday at Ashburton railway station in Melbourne, Australia, was captured by CCTV.

The footage shows the baby's mother momentarily letting go of the stroller, which then rolls over the edge of the platform. Second later, a train pulls in to the station.

The stroller and baby were dragged 30 meters (33 yards) further up the track before the train came to a halt.

John Rees, a spokesman for train operator Connex, told Australia's Channel 7 television station: "It's a miracle this baby wasn't killed. The baby managed to escape with just a cut to the forehead, I'm told. It's a complete miracle."

The baby boy was quickly reunited with his distraught mother. He was taken to Melbourne's Royal Children's Hospital but was later discharged. - CNN

Published by the Bohol Chronicle

Ombudsman-Visayas ordered Tagbilaran City Hall to release the “elusive” documents behind the P4.7 million unliquidated cash advances of city hall officials as reported in the 2007 Audit Report of the Commission on Audit (COA).

Asst. Ombudsman for the Visayas Virginia Palanca-Santiago gave City Accountant Kurt Adolf Bungabong “subpoena duces tecum” 10 days to submit the original/and or clear and certified copies of the pertinent documents of the cash advances including the P3 million confidential expenses of City Mayor Dan Lim.

The Ombudsman asked the city accountant to release likewise the schedule of aging of advances to officers and employees as of Dec. 31, 2007 as the said unliquidated cash advances were incurred in 2007.
The case docketed as CPL-V-09-0279 at the Office of the Ombudsman (Visayas) is one of the four cases filed against the Tagbilaran City mayor.

Santiago specifically ordered the release of documents on the P3-million unliquidated cash advances of Mayor Lim, confidential expenses; Executive Asst. Arlene Karaan, P677,143.41; City Administrator Walter
Toston, P235,725.00; Eucofronio b***t, P237,701.00 and Mario Llyod Guiterrez, P575,000.00.

The case stemmed from the complaint filed by Fernando G. Galan Sr. of Mansasa district, this city.
It maybe recalled that City Vice Mayor Jose Antonio Veloso was surprised why the COA Audit Report did not contain the particulars on who did the cash advances amounting to P6.7 million. He wrote COA Manila to release the particulars as it was “unusually missing from the audit report.”

It was only after COA-Manila ordered the regional COA to release the document that the public was kept posted on the identities of the city hall officials who did the unliquidated cash advances.

City kagawad Bebin Inting, an accountant by profession, told the Chronicle that it was unusual that the particulars of the unliquidated cash advances were not found in the COA Audit Report. He recalled that in the 2006 Audit Report, the names of city hall officials involved in cash advances were contained in the report.

Meanwhile, the 2008 COA Audit Report showed a bigger unliquidated cash advances amounting P20,053,211.66 of which P7.1 million was registered as the intelligence fund of the city mayor, aside from  P1.5 million traveling cost advances.

The 2008 COA Audit Report did not likewise contain the particulars or identities of the city hall personalities involved in the unliquidated cash advances.

Vice Mayor Veloso has to write again COA Manila to release the documents of the P20-million unliquidated cash advances.

Former OIC Gov Victor de la Serna, who likewise wrote the city mayor and city accountant regarding the supporting documents of the P20-million cash advances failed to receive a single document after both said that it was already submitted to COA.

De la Serna, who wrote as a taxpayer was given a run around since the city accountant, acting on the mayor’s order categorically said the documents can be requested from the COA while COA said the documents are with the city accountant’s office.

Accountant Bungabong earlier said in a radio interview that the “public need not worry since all the original documents on the matter are in tact at his office.” However, when asked to produce them upon request of Atty. de la Serna, the accountant came with another reply denying release of the documents claiming that he submitted it to the COA.

During recent sessions of the Sangguniang Panlungsod, Vice Mayor Veloso led the minority bloc to declare a “cover-up” on the investigation behind the unliquidated cash advances which is now the subject of an Ombudsman order.

The shouting match and near gunfight yesterday afternoon capped another sorry spectacle that engulfed supporters of Noynoy Aquino and Cesar Montano in Bohol.

Earlier, there were apprehensions of an expected tug-of-war over who should be in charge of the campaign of front-running presidential candidate Aquino. The conflict of two other groups escalated into the open during the senator’s first visit in Bohol since he declared his candidacy.

Prime-movers of the Movement of Volunteers to Elect Noynoy for President (Move Noynoy) were flabbergasted when they were virtually relegated to the sidelines last Thursday.

Lawyer Antonio Amora Jr., former provincial administrator of Gov. Erico Aumentado, who now prides himself as the Liberal Party contact in Bohol , was fingered as the culprit in trying to upstage the Move Noynoy originals.

Amora, who came into the picture when Move Noynoy was already off the ground, reportedly disregarded vehicle arrangements for the visit and instead took over the show.

Instead of being a people’s campaign envisioned by the Move Noynoy core, it was Amora along with political hangers-on who stole the show in Thursday’s affair.

Engr. Vicente Loquellano, Move Noynoy prime mover, declined to issue any statement on the emerging conflict but confirmed that his group will hold an emergency meeting to distance itself from the LP.

Among the political figures who flanked Aquino during the visit were former Con-Con delegate Natalio “Chito” Castillo and ex-Panglao mayor  Dumaluan.

Castillo and Dumaluan had been affiliated with the PDP Laban although Castillo had also previously been identified with ex-Pres. Erap Estrada.

During his speech at the forum hosted by Move Noynoy, Aquino made no mention of either the prime movers or the movement itself that was the first to declare support for his candidacy in Bohol .

Another Move Noynoy convenor admitted that he has not been attending the recent meetings when Amora started to throw his weight around.

“I have nothing against him. But since the start, we made it clear that this was a people’s campaign. Since he now claims he is working for LP, he should get out of Move Noynoy because he is politicizing it,” the convenor declared.

Also sighted among the Aquino crowd in Bohol were City Councilor Zenaido Rama and businessman Donald Sevilla.

A Move Noynoy convenor said Thursday’s affair was nearly aborted when Aquino’s Manila office asked for a postponement to wait for newly-inducted LP member Cesar Montano.

The local convenors however refused saying that the preparations were already in place.

“We also have nothing to do with Montano because he was not part of the group in the first place,” a source privy to the exchange revealed.

It was only when the group threatened to quit the Aquino campaign when the Manila office came up with a compromise. The Thursday affair pushed through with the NGO group taking charge while the LP led by Montano would host Saturday’s political event.

The compromise seemed like a good idea until the LP took over the show just the same last Thursday.

Tagbilaran Mayor Dan Lim has offered to take a leave of absence from the Institute of Solidarity in Asia (ISA) in the wake of fresh efforts to embarrass the city before the prestigious institution.

The mayor revealed that he has written Dr. Jesus Estanislao, ISA chairman and president to express his willingness to go on leave if he has become a burden to ISA.

“I am willing to make a sacrifice,” Lim, an ISA fellow, declared.

The mayor said he was informed that a poison letter was sent to Estanislao enumerating the issues supposedly plaguing the city government.

Attached to the letter were photocopies of clippings of news items, editorials and columns of two newspapers critical of the mayor.

“Curiously, it came months after the Bohol Chronicle reported that the ISA will take back the recognition it has given to Tagbilaran as one of its dream cities,” Lim said.

The mayor said this is too much of a coincidence and believed this is part of the orchestrated campaign to bring him down in next year’s election.

Lim however did not take the latest challenge sitting down.

“If you think I am guilty, file more cases in court,” he dared his unnamed accusers.

Calling his opponents cowards for hiding behind anonymity, Lim said this only reflects their insincerity.

Lim said that if they are fearless as they pride themselves to be, they should attack him instead of embarrassing the city.

The mayor said he is sad that just as Tagbilaran has started to attack attention and gain recognition for its efforts, his enemies are trying to negate all the strides.

“They have not done anything beyond lip service and now they want to take away even the little that we have accomplished,” he added.

Lim said that the recognition given by ISA and the Asian Institute of Management is not his but rightfully belongs to the people of Tagbilaran.

“These recognitions were given after a careful process that involved proper documentation every step of the way,” he noted.

The mayor said that in their efforts to discredit him, his enemies are actually embarrassing the city and its people.

He pointed out that many cities have started looking up to Tagbilaran as a model but the respect that they give to the Tagbilaran is now being eroded by “people who claim to be Tagbilaranons but who love only themselves.”

To prevent that from happening, Lim said he has asked to go on leave from ISA.

“If I am out of the way, they might stop creating trouble at ISA and AIM and allow the city to keep its dignity intact,” he added.

Near gunfight, shout match mar Noynoy's visit
published by Sunday Post

Two factions fighting for control in promoting the gubernatorial ambition of actor-director Cesar Montano engaged in a shouting match resulting in  a near gunfight late yesterday at the JJ’s  Seafood Village along K of C Drive, Tagbilaran City.

On one hand to stake his claim as his “brother’s keeper” was Rommel Montano, younger sibling of the actor. He reportedly drew his licensed 45 cal. pistol to ward off any provocation from another supporter of the Baclayon native identified as businessman Donald Sevilla.

The confrontation broke into the open after the armed bodyguards of former mayor Doloriech Dumaluan came into the picture to back up Sevilla in his verbal skirmish with the young Montano.

According to the younger Montano, he was provoked into drawing his firearm after he was allegedly berated by Sevilla in front of several Montano supporters.
As far as the two factions were concerned, it was one accident waiting to happen. Reports said that the Sevilla-Dumaluan faction was reportedly irked of Rommel’s over protective stance of his elder brother.
He said what must have triggered Sevilla’s outrage to him was the alleged disapproval of their group’s requests in promoting Montano’s candidacy.
Rommel said as a close aide of his brother, he found it prudent not to approve all requests by the Dumaluan-Sevilla group in the interest of his brother’s welfare.

The same group, according to Rommel, was at odds with another Montano ally Ariel Lim. As Montano’s campaign manager, Lim was also the object of the group’s derision when it can’t have its way with the actor, at times.

Lim was “loaned” to Montano by former Ilocus Sur governor Luis “Chavit” Singson. Montano and Singson were party mates as senatorial bets in the administration juggernaut during the 2007 elections. Both suffered defeat.

Yesterday’s incident happened after presidential candidate Benigno “Noynoy” Aquino III  sworn in the gubernatorial aspirant as a new member of the Liberal Party at the JJ’s Seafood Village. With Montano into the fold of the Liberal Party, the actor becomes the party’s standard bearer for governor in Bohol.

With the two warring groups appeared ready to rumble with their drawn guns, cooler heads led by the actor himself stood in the middle to pacify his quarreling supporters.

It was gathered that to cool off the situation from breaking into an armed confrontation, the actor-politician brought his younger sibling to Cebu early last night.

There’s more than meets the contents of the police blotter sketching the murder incident in Dauis town on October 2 featuring a relative of  Police Senior Supt. Edgardo Ingking, provincial director of the Philippine National Police, Bohol Command.

While police reporters pounced on the prominence of the suspect who happens to have the same family name as the top Bohol policeman, what was not known in public was the human interest angle of the story.
In fact, one reporter erroneously named Supt. Ingking as a brother of the suspect, Raymund Ingking, 36, a native of Pamaong St., this city but now residing in Mariveles, Dauis town.

Irked, Supt. Ingking denied the insinuation saying the suspect was indeed his relative but not his brother.

Nowhere in the sketchy police report that one angle investigators was looking into was that the victim was suspected to have carried an illicit relation with the wife of the suspect. The victim was identified as Allan Nistal y Hongayo, 37, single, and laborer of the same Dauis barangay.
In his own counter-affidavit, Ingking said sometime last month, he heard loose talks in the community that the victim and Floriza “Liclic” Lagatic, the wife’s suspect were having an affair. But according to Ingking, his wife denied the allegations, as false.

The suspect further elaborated about his suspicion that there indeed was something going on between Nistal and his wife. He said on September 30 at past 10:00 pm, a peeping through the window, he saw Nistal passed several times in their residence.

Ingking also said he also noticed his wife to be acting strangely while putting on and off a flashlight.

What appeared to be the “dead giveaway” of the illicit relation happened on the same night when Ingking was roused from his sleep while beside his wife. He said at this instance he felt an electric fan was put on but he asked his wife to put it off. He, however, was surprised to have noticed that his wife  was perspiring heavily.

Ingking said, acting on his suspicion, he touched the private part of his wife and felt it to be “wet and sticky”.

It was on the night of October 2 that the September 30 incident was repeated in the Ingking abode.

With a drawn gun, Ingking then confronted Nistal. Denying that the victim carried an  illicit affair with the wife, the suspect said “okay, I will not harm you but help me get a ride to Tagbilaran City”.
Ingking further narrated in his counter-affidavit that while his attention was focused on how to get a ride to Tagbilaran, Nistal suddenly grabbed his hand and grappled the gun in his possession. He said in their fight for control of the gun, it went off after the trigger was puled several times hitting the victim.

The suspect ended his sworn testimony with the statement that he had no intention to kill Nistal adding that,  had he wanted it to, he should have done it earlier while he was in their house.

Two Filipinos may face death by hanging after they were caught trying to smuggle drugs into Iran, the Department of Foreign Affairs said Saturday.

Citing a report from the Philippine Embassy in Iran, the DFA said the two Filipinos were not based in Iran and may have been duped by drug dealers.

"The latest cases involved non-Iran-based Filipino nationals who were duped by unscrupulous individuals, who may be connected to a network of international drug smugglers, into travelling to Iran purportedly to secure employment," the DFA said on its website (www.dfa.gov.ph) Saturday evening.

It said the two victims may have been lured with offers of lucrative salaries in exchange for a seemingly easy task of transporting a package with their baggage.

But the packages, upon discovery by the Iranian customs authorities, contained illegal drugs. - GMA News

Bohol Police Director Senior Supt. Edgardo Ingking was charged before the Visayas Ombudsman for allegedly mishandling the investigation into the slay attempt on a former mayor.

Already slapped with administrative charges for gross misconduct and grave abuse of authority at the National Police Commission (Napolcom), Bohol Police Director Senior Supt. Edgardo Ingking is now facing criminal charges for obstruction of justice and dereliction of duty.

The criminal and administrative raps stemmed from the handling of the investigation into an attempt to kill former Panglao mayor, Dr. Doloreich Dumaluan.

Dumaluan was shot by one Teodulo Macalandag at the former mayor’s beach resort in Barangay (Village) Bolod, Panglao, last August 25.

In his complaint before the Ombudsman, Dumaluan alleged that Ingking failed to send police investigators to talk to him or assist him.

The former mayor alleged that Inking, instead, offered to help and provide a lawyer to Macalandag, the self-confessed assailant.

Dumaluan claimed that Ingking's act of helping in the defense of the person who shot him by offering the suspect a lawyer was contrary to the police officer's sworn duty to investigate and advance the interest of justice.

The former mayor said Ingking's behavior was calculated to impede, delay and prevent Macalandag from disclosing the truth.

Attached to Dumaluan's complaint was an affidavit executed by Macalandag. It claimed that Inking offered to give Macalandag a lawyer after the police official learned that Dumaluan visited and talked to Macalandag on two occasions at his detention cell in Camp Francisco Dagohoy, Tagbilaran City .

Dumaluan said Macalandag had already expressed willingness to tell the truth and reveal who ordered him to shoot the former mayor when Dumaluan was still confined at the Chong Hua Hospital in Cebu City , recuperating from his gunshot wound.

Dumaluan said Macalandag reiterated his willingness to tell all during Dumaluan’s visit at Macalandag’s detention cell and during the clarificatory hearing conducted by the Bohol Provincial Prosecutor's Office (BPPO) last September 9.

Macalandag's affidavit corroborated Dumaluan's claims in his complaint, according to the former mayor.

Dumaluan first talked personally to Macalandag at Camp Dagohoy on September 8 where the latter purportedly narrated voluntarily the story and revealed the names of people involved.

Dumaluan and Macalandag met again the following day as the former mayor wanted to clarify some statements made by the latter.

The former mayor said that it was after their second meeting that Ingking also went to see Macalandag at his detention cell and offered to provide him a lawyer.

Dumaluan said it was on his third visit, together with two priests, which was requested by Macalandag in their previous meeting, that guards at the police camp barred him from seeing Macalandag.

Dumaluan said he was told by the camp guards that they were just following orders of Ingking.

Ingking himself admitted in an interview over a local radio station that Dumaluan was not allowed to enter Camp Dagohoy and would be arrested if he insisted on doing so.

Acting on the request of Sen. Aquilino Pimentel Jr. for an independent investigation into the shooting and the police handling of the case, the PNP headquarters in Camp Crame sent a team from the Criminal Investigation and Detection Group (CIDG) last Tuesday.

The CIDG team interviewed Macalandag and reviewed the handling of the investigation.

Members of the team refused to be interviewed by media but said they would immediately submit their report to the CIDG chief in Camp Crame .

Philippine Daily Inquirer

The irony of it all is not only its nameâ€"which means “cruel”â€"but that it is threatening to strike Luzon so soon after two back-to-back storms ravaged wide areas in the country’s biggest and most populous island.

A tropical cyclone with an international name “Lupit” on Friday intensified into a storm as it entered the Philippine area of responsibility, packing maximum winds of 95 kilometers per hour and gusting up to 120 kph.

The Pagasa weather bureau said the impact of Lupitâ€"officially referred to by Pagasa as “Ramil” after it entered the Philippine weather monitoring jurisdictionâ€"would not be felt until Sunday.

As of Friday evening, the third storm to threaten the country in three weeks was spotted 1,000 km east of Virac and moving west northwest at a fairly fast clip of 35 kph in the general direction of northern and Central Luzon, weather experts said.

“We will not feel the effects yet. We will have good weather until Sunday,” Pagasa weather forecaster Robert Sawi said.

Pagasa Deputy Administrator Nathaniel Cruz tried to ease fears among people living in low-lying areas that they would again be swamped by floods, saying Pagasa would recommend a slow release of water from dams in Luzon.

“Hinay-hinay lang ang release (The release of water will be done gradually). It will not be significant enough to cause any flooding,” he told the Inquirer.

Local officials have said the release of huge amounts of water from several dams worsened the floods in many areas in northern Luzon in the wake of Tropical Storms “Ondoy” (international codename: Ketsana) and “Pepeng” (Parma) which left hundreds of people dead and devastated agricultural crops and infrastructure.

LGU Philippines / Trouble with Bohol Sports Activity
October 17, 2009, 12:36:27 AM
A boycott threat by the first congressional district not to participate in the coming provincial sports meet to open Tuesday in Valencia town was aborted after Cong. Edgar Chatto came to the rescue.

The first district solon came in like “a knight in shining  armor to save a lady in distress” thereby averting a boycott of his district in the week-long sports event.

Maribojoc Mayor Leoncio Evasco, Jr. sounded the distress call among his colleagues in the first district-- who would have bore the brunt to finance the participation, had Chatto refused to throw in the bailout package.

“There’s a need to revisit or evaluate the logic behind the holding of sports meet in quick successions”, Mayor Evasco said in an interview yesterday.

An emergency meeting was held the other day to salvage the situation of a provincial meet sans the participation of all the districts.

The Chatto bailout came in the form of a P800,000 financial assistance to enable the first district to be included in the three-way congressional sport hostilities.

A P500,000 check was handed by Chatto to the First District Congressional Committee during the meeting Friday while the second tranche of P200,000 will be delivered tomorrow. The rest may be released anytime the solon pleases with the Maribojoc LGU advancing the balance.

According to Mayor Evasco, the first district decided to forego participation in the Valencia sports event if only to burden the teachers of contributing to the district’s delegation.

Acting as spokesman of the 14 first district mayors, Mayor Evasco said they were able to raise P700,000 to a sports meet that needs a budget of P1,350,000.

Friday’s meet to abort the first district congressional revolt in the provincial meet was attended by all the mayors of the district and a sprinkling of vice mayors.

This means the teachers and the local government units would have shouldered the balance had Chatto did not come into the picture of the first district financial shortage.

This explains Evasco’s call to evaluate the holding of sports activities in serial fashion.

MANIFESTO OF SOLIDARITY

Citing financial difficulties to overworked teachers and financially challenged local government units, the 14 towns in the first congressional district decided earlier not to participate in the provincial meet on Oct. 13-16.

According to a manifesto signed by Department of Education and local government units, an overwhelming sentiment snowballed calling for the non-participation of the first congressional district delegation to the provincial meet.

The manifesto was signed by 29 local government officials and Dep-Ed executives from the 14 towns led by Mayor Evasco and acting Vice Mayor Fructuoso Redulla Jr.

“A Manifesto of Solidarity With The Overworked Teachers and Financially Challenged LGUs of the 1st Congressional District of Bohol and The Suffering Victims of Typhoons Ondoy and Peping” enumerated the reasons for the boycott.

The finance committee of Maribojoc town shared its apprehension that it is in a tight financial bind owing to the fact that the expected funds from Rep. Edgar Chatto (Lakas, 1st district) from which the delegation’s expenses will be drawn are meeting financial and bureaucratic pre-audit requirement at the Commission on Audit (COA).

The manifesto noted that the anticipated financial assistance coming from the discretionary fund of the provincial government was also denied barely a week away from the Oct. 13-16 provincial athletic meet schedule.

“While the overworked and financially-challenged teaching force of the (first district) ultimately shouldered the financial burden in the past by reluctantly forking out personal funds from their already meager salaries, the time has come to put a stop to this malpractice,” the manifesto added.

The signatories said it is not only mind-boggling and physically taxing but also financially draining for the teachers to be tasked to contribute considering that they are the prime-movers of the sports development in the grassroots level.

At the same time, the first district towns found it “immoral and unconscionable to spend hundreds of thousands, if not millions of pesos, to hold a three-day sports affair amid hunger, death, sickness and despair over a calamity of horrible proportion”.

“Prudence and common sense dictate that whatever meager resources that the LGUs and DepEd personnel may generate, would go a long, long way and would better serve those who are hardest hit by the twin calamities that rocked and shook Luzon and the metropolis,” the manifesto added.

The manifesto said the signatories hope that the call for non-participation will jolt other sports development stakeholders “to take a second, if not, closer look to this nagging problem” that confronts local governments and teachers year in and year out.

But all these protestations of non-participation is now “water under the bridge” with the Chatto financial bailout of the beleaguered contingent. - Sunday Post

Bohol’s three congressmen were at the receiving end yesterday of a sharp rebuke from the tongue of City Mayor Dan Neri Lim for doing nothing to stop the “robbery”  of Internal Revenue Allotments (IRA) of cities in favor of provincial capitals trying to make a short cut to city hood.

Speaking through his weekly radio program Ang Mayor sa Dakbayan over Station DYTR,  the irrepressible city mayor lambasted Reps. Edgar Chatto, Roberto Cajes and Adam Relson Jala for allowing the Congress approval of House Bill No. 24.

The House bill wiggled out of the legislative wringer without any protestation from Bohol’s three congressmen thereby robbing cities of their much needed IRAs. The bill which is awaiting Senate nod, allows the conversion of provincial capitals into cities, without benefit of complying to requirements like population, size and income.

It’s just like being robbed with your eyes open.

This was how Mayor  Lim described the bill approved in Congress which seeks to exempt capital towns of provinces without cities from requirements of city hood.

In the forefront in campaigning against the bill is the League of Cities led by Mandaluyong Mayor Benjamin Abalos Jr.

House Bill No. 24 authored by Zamboanga Sibugay Rep. Ann Hofen has been described as another attempt to railroad the passage of unwarranted cityhood bills that have long-term implications to cities and their constituencies.

Rep. Hofer’s interest in having the bill approved is her hometown Ipil, capital of Zamboanga Sibugay. Once the bill gains Senate approval, as provincial capital, Ipil,  automatically becomes a city just like Siquijor in Siquijor.

Lim said that in the case of Tagbilaran, it expects to receive P212,171,439 in  IRA this year.

However, if HB 24 becomes a law, he said Tagbilaran will only receive P187,153,479.46.

“This represents a difference of P25,017,959.54, by any standards a lot of money down the drain,” the mayor added.

Lim said that losing roughly P25-M in one fell swoop is like “being robbed with your eyes open.”

The mayor expressed outrage over this latest snafu in Congress that threatens to reduce the IRA and therefore the income of Tagbilaran.

“I will have little to do with the other congressmen because they have their respective constituencies to make them accountable,” he added.

Lim however said he is particularly incensed with the Boholano solons who did not do anything to stop this latest threat to the coffers of the city.

Just last month, another bill authored by the three Boholano solons creating the Bohol Island State University (Bisu) came under fire from many sectors because it virtually turned over assets of the provincial government to the school for a song.

As a consequence, the reduction in the assets also means a diminished IRA for Bohol .

“I do not know why they are doing this to Tagbilaran,” the mayor asked.

Lim said the city has not benefited from the pork barrel of Rep. Edgar Chatto except perhaps for those given to his political lieutenants.

Not contended with that, Lim said his failure to oppose HB 24 threatens to make life more difficult to Tagbilaran given the potential reduced IRA.

The mayor said one of the possible victims of HB 24 is city hall workers.

“There is a very real possibility of massive lay-offs of casual workers and the adverse effects on the new Salary Standardization Law,” he warned.

Lim said that with the potential deficit of P25-M, other basic services might be threatened as a result.

“We have not bothered them with our needs. Now, they are conspiring with those who seek to reduce the funds that rightfully belong to us,” he lamented.

Lim called on city residents to join him in opposing this potential threats not only because it will adversely affect them but because “enough is enough”. - Sunday Post

The branch manager and cashier of RDAK Transport Equipment, Inc. now face charges of estafa after having been alleged to have conspired in using, for their personal benefit, the collection money of P1.782 million.

The accused, Rochelle Cababan, branch manager of RDAK-Tagbilaran and Coleta Lahoy, the company’s secretary who also served as cashier, allegedly used up the collection money totaling to P1.782 million instead of turning it over to the management.

City Prosecutor Romeo Chatto penned a three-page omnibus resolution dated August 3, 2009, recommending the filing of charges after finding pieces of evidence that indicts Cababan and Lahoy for the crime of estafa under Article 315 of the Revised Penal Code.

The information of the case was filed on August 25, before the Regional Trial Court in Tagbilaran City.

      The accused denied the charges.

The Tagbilaran City branch of RDAK Transport Equipment, Inc., represented by its legal counsel, Lawyer Lord Marapao IV, filed a complaint for estafa and/or qualified theft against Cababan and Lahoy, after company’s internal auditor found out the anomaly in April this year.

RDAK Transport Equipment, Inc. sells motor vehicles in the Visayas and Mindanao.

The company alleged that in March this year, collection letters were sent to delinquent customers.

In the following month, the company’s credit and collection officer, Fidel Subaria, who also serves as the internal auditor, came to Tagbilaran City to audit the Bohol branch.

In the process, he was able to gather details of the individual accounts of the customers and as he proceeded with his inquiry, he noticed 26 discrepancies in the accounts of the customers.

Record showed that the customers had made full payment, some partial payment, to Cababan and Lahoy, for the motor vehicles they bought.

But these payments or collection never reached the head office of the corporation.

Subaria also discovered that Cababan and Lahoy issued receipts for these payments to acknowledge the payment made by the clients. But these receipts were those that the company no longer used.

The amount summed up to P1.782 million.

Subaria then confronted Cababan and Lahoy and demanded the remittance of the amount.

But Cababan and Lahoy denied Subaria’s allegations, saying they immediately deposited to the company’s account or sent to the corporation’s main office in Cebu City, all payments they received from customers. (Sen Guingguing)

Evageline Hoffman, 36, of  Songculan, Dauis town even went to the extent of going home just to get the P60,000 worth of personal belongings in order to heed the demand of the swindlers.

The foreigner’s wife said she was brought inside an unnumbered Starex van along F. Rocha St. where the transaction took place. She believed she was hypnotized because she appeared to have fallen under the spell of the con artists.

According to police investigators, the victim was the 50th in a series of operations involving a budol-budol gang.

In the case of the latest caper, Ms. Hoffman said she just came out of the Fil-Can  Training Center along CPG Avenue in front of the Aldea Photo Center. She is a student of the caregiver school.

Once outside, she was met by a chinky-eyed woman who introduced as a wife of another foreignerâ€"a Norwegian.

Without her knowing it, they were joined by a group of four personsâ€"three men and another woman at the waiting van.

While there, the usual “sales talk” began with one of the men telling the wife that they wanted to buy fire extinguishers.

In an apparent effort to guarantee the transaction that there was something in the form of commission if the prospective victim can pinpoint the right dealer, the gang showed to Ms. Hoffman a bag full of money. Another also showed his fat wallet, an indication that he, too, was “loaded”.

For the victim, it was a perfect day in the life of a “care giving student”.

Losing no time, she went home to get her jewelries and cash worth P3,000 thinking of the commission she would get in the fire extinguisher deal.

After all is said and done, it was too late for Ms. Hoffman to learn that she was another cold statistic of the growing number of budol-budol scam victims. - sunday post

British moto insurer Diamond has revealed the figures behind a recent survey among female motorists and they are nothing short of troubling. As it turns out, an estimated one in five women drivers admits to retouching their makeup on the go, when they’re behind the wheel, which translates into half a million crashes caused by them on the roads in the UK, The Telegraph informs.

As a rule, women have quite a reputation for being able to do more things at once, as opposed to their male counterparts, who, most of the time, can only concentrate on the task at hand. However, when it comes to driving, women should not even consider attempting doing something else and thus avoid risking their own life, as well as those of other drivers, for nothing, The Royal Society for the Prevention of Accidents warns in light of the recent numbers uncovered.-Softpedia

Chances are most of us have already found ourselves in a situation in which we’ve had a superior yell and belittle us whatever the reason, meaning, regardless of whether we did something wrong or not. Until not long ago, researchers believed bully bosses were so aggressive because they wanted to hold on to their position of power no matter the cost. A recent study, though, comes to show that self-perceived incompetence and aggressiveness actually go hand in hand, as E! Science News points out.

Bosses tend to bully employees not because they firmly believe no other method could work to boost productivity, or because this is their way of marking their territory, researchers have learned. Bosses bully their employees because they see themselves as incompetent, and perhaps not even able to math the employees’ performances, for which reason they feel the need to be constantly putting them down, the aforementioned publication says, citing the findings of the study.

“During role-playing sessions, study participants who felt their egos were under threat would go so far as to needlessly sabotage an underling's chances of winning money. In another test, participants who felt inadequate would request that a subordinate who gave a wrong answer to a test be notified by a loud obnoxious horn, even though they had the option of choosing silence or a quiet sound.” E! Science News writes. - Softpedia

It’s confirmed. Former President Joseph Estrada and Makati Mayor Jejomar Binay will run for president and vice president , respectively, in 2010.

Estrada’s son, Senator Jose “Jinggoy” Estrada, made the disclosure Tuesday noon, just hours after Senate President Juan Ponce-Enrile told an interview that the Estrada-Binay tandem was almost a “done-deal.

“Confirmed,” said Senator Estrada when asked about the tandem.

He said his father and Binay will make the formal announcement on October 21 in Tondo, where the former president was born.

The decision, he said, was reached several weeks ago and the two were supposed to make the announcement on October 14 but decided to postpone it in deference to victims of recent typhoons in the country.

The Estrada- Binay tandem, the senator said, is a “force to reckon with.”

A Quezon City court has sentenced to life imprisonment a laborer accused of stealing P1.2 million from a man and then killing him and his housemaid after a 6-year-old girl positively identified him as the man whom she saw strangling one of the victims.

In a 27-page decision promulgated recently, Judge Bayani Vargas of the Quezon City Regional Trial Court Branch 219 found Jaime Elpidang guilty of robbery with homicide.

Vargas also ordered Elpidang to pay the heirs of Samuel Allan Sy and his housemaid, Vilma Ciruela, a total of P320,000 and P120,000 in damages, respectively.

The judge said he based his decision on the testimony of the young girl who told the court that she saw Elpidang strangle Ciruela inside Sy’s house in May 2004. The girl said she witnessed the killing from her hiding place.

At the time the crime took place, the girl was staying with Ciruela who was her mother’s best friend.

In his ruling, Vargas downplayed Elpidang’s defense that he was not the one who killed Sy and Ciruela as he pointed out that a child’s testimony is sometimes sounder than an adult’s.

“Children of sound mind are likely to be more observant of incidents which take place within their view than older persons, and their testimonies are likely more correct in detail than that of older persons,” he said in his decision.

Based on court records, Elpidang broke into Sy’s house in Barangay Talipapa and took P1.2 million worth of cash and jewelry. To silence Sy, he stabbed him and later strangled Ciruela.

The victims’ bodies were later discovered by authorities and Elpidang was arrested after the young girl positively identified him as the killer.

Famed boxing coach Freddie Roach stressed that speed and not power will determine the outcome of the “Firepower” match up between Filipino champ Manny Pacquiao and Puerto Rico’s Miguel Cotto.

Roach, who has been preparing Pacquiao in Baguio City for his toughest fight yet, said he expects Cotto to come out with his guns blazing at the sound of the opening bell on November 14.

“I think Cotto will be aggressive and that he will be looking to show his strength. But once he has been hit, he will revert to being a counter puncher,” the American trainer told Gareth Davies of Telegraph.co.uk.

“Speed will win in the fight; not power,” he added.-abs-cbn.com

Technology / Wi-Fi Direct from Wi-Fi Alliance
October 15, 2009, 09:25:26 AM
By Maggie Shiels
BBC technology reporter, Silicon Valley

The Wi-Fi Alliance said it would soon finish work on a new specification called Wi-Fi Direct.
It will let wi-fi devices like phones and laptops connect to one another without joining a traditional network.

The Wi-Fi Alliance - whose members include Intel, Apple and Cisco - hopes devices with the new technology will be on the market by the middle of 2010.

Owners of devices without Wi-Fi Direct will be able to upgrade through a software download, says the technology consortium.

The Wi-Fi Alliance's marketing director, Kelly Davis-Felner, told BBC News: "This is going to be a quick and convenient way to use wi-fi in future to print, synch, share and display.

"The consumer is going to experience this as a very easy-to-use mechanism that will be quite seamless."

The Eastern Samar provincial government will encourage former residents who failed to find better lives in Metro Manila and other urban areas to return to the province.

In an interview here Sunday night, Eastern Samar Gov. Ben Evardone said they have decided to launch this week the back-to-the-province program in response to the flooding that hit Luzon caused by tropical storms “Ondoy” and “Pepeng” and to address the overpopulation in urban areas.

Evardone said that under the program, the provincial government would provide bus transportation for all members of the family and then provide livelihood and entrepreneurial trainings to family members through the Technical Education and Skills Development Authority (TESDA) and the Department of Trade and Industry (DTI).

After the trainings, the Diocese of Borongan would conduct a value formation seminar for the beneficiaries, he said.

Upon undergoing trainings and seminars, the beneficiaries would be provided by the provincial government P10,000 in cash each, as a startup capital for livelihood, and P20,000 to be used for the purchase of housing materials like nipa shingles and bamboos and some agricultural inputs, Evardone said.

The relocated families’ children would also be sent to college under a scholarship program at a local state university, he added.

“Their family would not go hungry if they only become industrious because we have a lot of agricultural resources (in the province),” Evardone said.

He said the province would try to tie up with national government agencies, especially those with micro-financing programs.

Philippine Daily News / No More Coffins in Baguio City
October 12, 2009, 04:55:17 PM

Philippine Daily Inquirer

The Philippine summer capital, battered by floods and isolated by landslides, is running short of fuel suppliesâ€"and running out of embalming fluids and coffins.

President Gloria Macapagal-Arroyo on Sunday asked a Pampanga town known for its coffin industry to ship at least 100 caskets to Baguio.

Ms Arroyo called officials of Santo Tomas town and asked if they had available coffins after learning that Baguio funeral parlors had run out of caskets and embalming chemicals owing to the big number of landslide deaths here and in Benguet province.

Ms Arroyo said she was assured by Pampanga Rep. Anna York Bondoc that 300 caskets were available for Baguio and Benguet.

As of Sunday, 254 people have died in the onslaught of Tropical Storm “Pepeng” (international codename: Parma) in the region, according to the Regional Disaster Coordinating Council (RDCC).

Of that number, 196 died in landslides that hit this city and the Benguet towns of La Trinidad, Mankayan and Itogon, the RDCC said.

Congressman Edgar Chatto in a rare moment lambasted City Mayor Dan Lim for peddling half truths or even lies regarding proposed House Bill 24 which includes policies behind the creation of new cities.

Chatto said the mayor should "study well lawmaking procedures and check his facts before lambasting other people."

The solon's statement came after the mayor branded the solon as well as other solons as having the courage to "steal budgetary allotments from existing cities by dividing the Internal Revenue Allotments (IRA) whenever more cities will be established in a certain province."

"Gi kawat sa mga kongresista," (solons steal the fund), the mayor blasted during his weekly radio program yesterday referring to House Bill 24 authored by Congresswoman Ann K. Hofer.

Lim said that the bill is now pending in the Senate after it was approved in Congress.

In reacting sharply to the statement of the mayor, Chatto stressed the problem with the mayor is he is fond of peddling lies. He said these lies should be corrected right away otherwise he (mayor) will be able to trick the public into believing lies.

Chatto said the mayor statement is far from the truth since the bill is still with the technical working group in Congress and has not even passed the committee approval.

The solon in a radio interview, a couple of hours after the mayor lambasted him, said the problem with some people is that "they could not stand on their own performances, thus, will venture on hitting other people."

The solon said he will "not allow people to pollute the airwaves by telling lies and fabricate scenarios to create hatred towards his political opponents."

Chatto said that upon reading HB 24, he manifested his objection in the committee level as it will reduce the IRA of an existing city once other cities will be established.

He likewise branded the bill as unconstitutional as it violates the basic rule to have standard procedures in determining on towns to be chartered as a city.

Five of the six hold-up suspects victimizing a U.S.-pensioner couple in broad daylight Tuesday remain at large.

The couple was robbed after having their pension proceeds encashed from the Land Bank of the Philippines branch at the Island City Mall in Dao district, this city.

The victims were identified as Felipe Hagapit, 69 and Teresita Hagapit, 67, of Poblacion, Dagohoy town.

Reports said that the couple together with their son, Espiridion, 39 were blocked by the armed suspects as they were about to board their parked Multicab at the tail end portion of the ICM parking area, across Fixrite Hardware at about 9:45 a.m. last Tuesday.

Carted away by the suspects was the encashed amount from their US$900 pension.

During an interview with Mrs. Hagapit, she narrated that while they were few steps away from their Multicab, an unidentified armed man grabbed her and poked his gun at her chest and later on her head as the suspect demanded for the bag containing the cash. She first resisted, but was later advised by her son to just surrender the bag.
Another armed suspect poked his gun on the driver while the other suspect armed with Uzi took hold of the couple's son to prevent resistance.

The three armed suspects boarded the black XRM motorcycle while the three other suspects who acted as lookouts boarded a maroon Bajaj motorcycle.

Acting upon a quick tip from a crank call at the police station, two teams of police operatives kicked off a chase leading to the outskirts of the city entering barangay Can-gining in Baclayon town.

As the suspects hardly shake off the chase, two of them left their companion and fled by foot.

The cops caught up with Valerio Butron, 47, an employee of the Pilar Sangguniang Bayan, left behind with the motorcycle.

The other PNP team led by Wenny Lopena on bike chased the other group onboard the XRM motorcycle. However, the cops failed to catch up with the suspects. Upon reaching near the Habitat housing project in barangay Bo-ol, only the abandoned getaway XRM motorcycle was found.

However, upon interrogation at the city PNP headquarters, cash worth P45,700 and receipt of the encashment were confiscated from Butron, who at first denied possession of the loot. Police also said the suspect is a swertres coordinator. - The Bohol Chronicle

LOS ANGELES, California â€" Did somebody commit a mea culpa by prematurely disclosing that International Boxing Organization (IBO) light welterweight champion Manny Pacquiao would soon relinquish the title after fighting Miguel Angel Cotto on November 14 to duke it out with Floyd Mayweather Jr. in a rich transaction in March 2010?

This question surfaced in the boxing circle here after Top Rank chief Bob Arum recently announced the 30-year-old Pacquiao (49-3-2, 37 KO’s) “may no longer pursue Mayweather” but will instead square off with Shane Mosley in his next fight before the May elections in the Philippines if he will dispose of Cotto  (34-1, 27 KO’s) in a 12-round fracas at the MGM Grand in Las Vegas, Nevada.

“It appears the first round of negotiation with Team Mayweather bogged down due to disagreement in sharing of purse,” said sources from La Brea on 3rd St. here who refused to be named because they were not authorized to say something about the deal which has been going on even before Mayweather silenced Juan Manuel Marquez in 12 rounds last September 19 in Las Vegas.

Sources said both Pacquiao and Mayweather would have bankrolled at least $20 million (about 940 million in Philippine money) each but Team Mayweather reportedly “wanted the bigger slice of the pie” after the unbeaten African-American fighter dislodged Marquez and his reputation has been deodorized once again after a 21-month hiatus.

Provincial Administrator Tomas Abapo Jr. continues to lead airlanes surveys on the vice gubernatorial arena.

The latest survey conducted through the public affairs program, Tomorrow's News Tonight (TNT), hosted by DYTR Station Manager Lito Responte, showed a wide margin between Abapo and Second District Representative Roberto Cajes.

Abapo leads with 33 percent of the listener’s preference, while Cajes- -his expected closest rival in Bohol’s vice gubernatorial race- -slumped with 22 percent.

The survey indicated large response from rural areas where Abapo is believed to have established a turf.

The TNT survey only confirmed Abapo’s lead in an earlier round conducted by radio station DYRD.

Abapo, currently the Dean of the Holy Name University College of Law, has conquered 70 percent of the respondents’ preference for vice governor in 2010, leaving three potential rivals with only 30 percent to divide among themselves or 10 percent each.

The earlier survey comprises, generally, of respondents from growth centers, including the capital city, Tagbilaran.

Abapo had been a radio commentator, then a Provincial Board member. Later in his government service career, Governor Erico Aumentado appointed him as provincial legal officer, then as provincial administrator.

Even with the tag, "the little governor", Abapo has chosen to stand side by side the grassroots sector in the effort to bring the government closer to the people.

“If I were Gen. [Hermogenes] Esperon, I will fire him.”

Thus Gov. Erico Aumentado said of a Malacañang official who “turned down” the checks he brought to the Palace last week. The checks and cash worth P1.217,109 were donations from 22 of Bohol ’s towns whose mayors had to rush to beat a Monday deadline as the governor was to leave for Manila the following day.

During their last League of Municipalities of the Philippines (LMP) Bohol chapter meeting, the mayors had agreed to donate to the victims of Tropical Storm Ondoy and Typhoon Pepeng in the amount depending on the classifications of their respective towns.

They heaved a collective sigh when the Commission on Audit (COA) waived the pre-audit requirement on the donations considering the urgency that the cash must be released to help the typhoon and the flood victims, especially the survivors who have no home to return to as their houses were inundated, swept away or buried in landslides.

Much to Aumentado’s chagrin, however, the mayors’ efforts apparently went to waste as this unidentified Malacañang official on duty that day “refused” the checks, saying that they should be reissued in the name of the Department of Social Welfare and Development (DSWD).

In the effort to speedily turnover the checks, these were made payable to the Malacañang Disaster Relief Operations Center, the core of government help for the victims, transmitted by Provincial Treasurer Eustaquio Socorin and hand carried by Aumentado.

The governor returned home with only an acknowledgment receipt from the DSWD for the cash donation of Sevilla, a 5th class municipality, and its barangays, amounting to P12,109.

He had to bring home the checks, distributing them to the mayors again for the necessary change in the payee’s name, only to be called later by PMS Director Marietta Tamondong who said the Presidential Management Staff (PMS) that Esperon heads is now ready to receive the checks as is.

The governor had no choice but to ask her to wait because the checks were now in the field for the necessary change.

He told Tamondong that the Office of the President, or at least the PMS should have established a trust account for the donations. This way, the checks can be easily deposited or withdrawn without having to go through the usual tedious process when the donations are mixed with the general fund.

If the provinces and municipalities can create trust accounts for donations with their depository banks, there is no reason why Malacañang cannot do so, he said.

Esperon’s staff should be sensitive to the situation of constituents especially those coming all the way from the provinces. To note, the checks brouhaha had caused him to come late to a meeting with the general manager of a government owned and controlled corporation with whom he followed up the status of Bohol projects.

It is fortunate that he goes to Manila on multi self-imposed assignments in order to cut on travel cost that will burden the local government unit if he were to go to central offices one at a time, he observed, hence his dismay when this undersecretary or assistant secretary returned the checks.

He said Omar Dumdum of the PMS-Social Policy Office had initially received the checks but on consulting his supervisor, the latter told him to return the checks in order to change the payee’s name.

The provincial government has so far donated P400,000 worth of NFA rice paid through its local office here and withdrawn from the National Capital Region office. Region 7 Director Bernardo Calibo of the National Police Commission who is also the chair of the Bohol Association in Metro Manila, Inc. (BAMMI) personally delivered the rice to Malacañang aboard government six-by-six trucks.

Malacañang later "borrowed" the trucks for the rest of the day to augment its logistics for its continued relief operations.

General Topic / Waiter's Reward Donated to Rape Victim
October 11, 2009, 06:48:54 AM
A waiter given a £10,000 reward for helping to convict a rapist has donated the money to the victim.

Lloyd Gardner, 22, of Ottery St Mary, Devon, contacted police in 2006 after seeing CCTV footage of a man wanted in connection with the rape in Exeter.

He spotted two women he knew on the film - and they led police to rapist Jakub Tomczak.

Mr Gardner said he did not deserve the reward and hoped the cash would help the woman rebuild her life.

He said: "I was told I was entitled to a reward because I gave police the lead they needed as I recognised the two girls and through them detectives were able to track the man down.

"It was a difficult decision to make because it is a lot of money and it would have been very helpful but I didn't feel like a deserved it at all.

"With the state that the girl was in after the incident, I really felt that it would go towards making her life a lot better over the next couple of years." - BBC
