Philippine History / Battle of Mactan
April 30, 2022, 10:43:14 PM
On April 27, 1521, some 1,500 local warriors under the leadership of Lapulapu defeated at the Battle of Mactan the 60-strong Spanish force commanded by the Portuguese explorer Ferdinand Magellan (Fernando de Magallanes). Unable to optimize the use of their firearms, doing "little to no harm" against Lapulapu's troops, it was reported that eight Spanish were killed while 15 died on Lapulapu's side at the aftermath of the engagement. This victory stood in stark contrast with Spanish military missions elsewhere, whereas conquistadors such as Hernan Cortes (who faced more than 80,000 Aztec warriors) and Francisco Pizarro (who faced more than 8,000 Inca warriors) met unparalleled successes for their initial military campaigns against native empires despite being similarly outnumbered. Cortes had around 1,500 soldiers at Tenochtitlan, and Pizarro 168 at Cajamarca.

Initially backed by Lapulapu's rival, Rajah (Raia) Humabon, the Spanish would later be ambushed by Humabon's troops, further cutting down the number of survivors of the Magellan expedition. While interpretations behind the rationale of Humabon's response after Mactan remain varied, similar to Lapulapu's motivations in resisting the armed foreigners, Spanish colonization as a result would not begin until four decades later with the arrival of Miguel Lopez de Legazpi in 1565.

Philippine History / Battle of Calumpit in Bulacan
April 30, 2022, 10:28:49 PM
On April 25, 1899, the Battle of Calumpit in Bulacan began as American forces under General Arthur MacArthur advanced from Malolos. Anticipating that the Americans might make use of the railway bridge crossing Bagbag River, President Emilio Aguinaldo ordered General Antonio Luna to have the bridge destroyed. However, not only was Luna nowhere near Calumpit - he and some 1,000 troops were at the time in Pampanga to "discipline" General Tomas Mascardo, who refused to comply with Luna's orders to report in Calumpit - Luna also ignored Aguinaldo's command to take down the railway bridge.

General Gregorio del Pilar, who was left in command of the sector, modified Aguinaldo's plan by cutting only the iron girders of the bridge. Deprived of sufficient cavalry and artillery support, which Luna took with him to Pampanga, del Pilar had to make do with the estimated 3,000 troops remaining in Calumpit.

The intention was to have the American artillery train collapse midway, but the bridge prematurely fell down before the train was able to cross it. Chinese porters helped bring the train through the river while American troops tried to cross it. Seeing how deep the river would be to be swum, Colonel (later General) Frederick Funston took some of his men to use rafts pulled by ropes. This action earned Funston the Medal of Honor by 1900.

The citation went: "Crossed the river on a raft and by his skill and daring enabled the general commanding to carry the enemy's entrenched position on the north bank of the river and to drive him with great loss from the important strategic position of Calumpit."

On the other side, Filipino troops were being bombarded by American artillery. Luna, who was only able to return with his troops when the battle was nearly a day old, attempted to push back the enemy. Perhaps beyond him, the Americans had already crossed the river, and in the ensuing fighting forced the Filipino retreat. The American command thought it was a reserve force, but in reality, it was Luna's belated return from Pampanga after the resolution of his affair with General Mascardo.

The Americans reported 149 casualties, while the Filipinos reported 200 casualties. American engineers were quick to repair the railway bridge. As for Luna, he recommended Aguinaldo to request an armistice. This led to a peace committee under Manuel Arguelles to be sent, but General Elwell Otis rejected their offer, thinking that it would give Filipinos time to rest. Aguinaldo's troops would later retake Calumpit on May 12, 1899, days after the Americans had left the town to proceed to Pampanga.

The Russia-Ukraine conflict has dealt "a major shock" to commodity markets, altering global patterns of trade, production and consumption, the World Bank (WB) said in a report released Tuesday.

The increase in energy prices over the past two years has been the largest since the year 1973, according to the WB's latest Commodity Markets Outlook report.

Price increases for food commodities, of which Russia and Ukraine are large producers, and fertilizers, which rely on natural gas as a production input, have been the largest since 2008, the report noted.

The report estimated that energy prices are expected to rise more than 50 percent in 2022 before easing in 2023 and 2024.

𝗪𝗜𝗟𝗗 𝗔𝗡𝗗 𝗔𝗟𝗜𝗩𝗘 𝗪𝗘𝗗𝗡𝗘𝗦𝗗𝗔𝗬𝗦

Libas, scientific 𝘚𝘱𝘰𝘯𝘥𝘪𝘢𝘴 𝘱𝘪𝘯𝘯𝘢𝘵𝘢, is a medium-to-tall tree distributed widely through the Philippines and can be found particularly in the forests of Bataan in Central Luzon. It is a sun-loving species and can reach a height of more than 25 meters. It has a smooth, grey and reddish-brown bark, and a green and yellow fruit that is edible but sour.

Libas fruit can be made into jellies and preserves, but may also be eaten raw. They are also fed to pigs, which led to the name "hog plum." The young leaves of S. pinnata are also edible, which are used as a souring agent in dishes like sinigang. The bark, young leaves and the fruit of the libas also have medicinal properties and are used in the treatment of wounds, sores and burns.

Help us save these trees to keep them #wildandalive. Contact your nearest DENR Office to report any illegal forest activities and to know more information on how you can help in our country's reforestation programs.

Filipinos' love for learning
Across social classes, a consistent and common dream of Filpino parents is for their children to finish schooling. And this love for education isn't entirely new. Since pre-Hispanic times, Filipinos have shown a keen interest in learning.

Back then, education was informal and decentralized due to the structure of society. Children had to learn the skills needed for survival and traditions and beliefs. Older relatives were the teachers and the young ones were considered apprentices.

Bear in mind that Filipinos back then had already established their own civilizations and societies, as evidenced by systems of governance and religions. It wasn't the complete picture of savagery that the country's future colonizers made it out to be.

During the Spanish colonial times, despite popular belief that only the richest could afford education, schooling was actually accessible to the general public. To understand this, we must look at the Cadiz Constitution.

On March 19, 1812, a constitution was drafted in the Spanish port of Cadiz. Initially, this was supposed to be a framework of governance for the Spanish empire, including its colonies.

The constitution was considered liberal for its times as it included tenets on freedom of the press, national sovereignty, and even voting privileges for the males. Chapter 9 of the constitution stated that even the smallest towns in all colonies should have a school that would teach basic literacy, arithmetic, and catechism.

The constitution had then undergone a series of abolitions and reinstitutions, following a tumultuous succession in the Spanish monarchy.

However, the intent to educate the colonies did not dissipate. In 1857, there came the Act for Public Instruction or the Moyano Act (named after the minister of development Claudio Moyano), which aimed to solve the high illiteracy rate of the Spanish empire during that time. With this, primary education or three grades were compulsory for both boys and girls. This was free for kids up to the age of nine who could not afford it.

The act also established six years of secondary education, as well as a normal school (Escuela Normal Elemental) to train teachers in provincial capitals.

Because of bureaucracy, Filipinos waited until 1863 for its implementation, after Queen Isabella II signed the act. After this, it was mandated that there should be at least one primary school for children in each town. Primary schooling then became free and available regardless of race, sex, or social class.

Of course, there existed problems in its implementation such as discrimination within the classroom, as stated by Jose Rizal himself in his writings. Friars were constantly telling Filipino students that they had inferior intelligence and they were only good for manual labor. Another common criticism was also that there was an overemphasis on the teaching of religion.

Ironically, it was the friars who were largely responsible for education, the primary instruction of which was Spanish. They were the very same people who were opposed to teaching their language to Filipinos, for fear that this will lead to enlightenment and rebellion.

However, despite their best efforts to keep Filipinos in the dark, the illustrados and the rebels prevailed. By 1866, the proportion of literate people in the Philippines was higher than in Spain. The proportion of Filipino children attending school was also above average in European standards.

So maybe education was a risk, but only to the oppressors. When Filipinos came to claim their independence from Spain, the Malolos Congress had over a hundred deputies, many of whom were lawyers (40), doctors (16), pharmacists, engineers, priests, and entrepreneurs.

Education to please the colonizers
Under the rule of the United States, children seven years of age were required to register in schools in their respective towns. They were given free school materials too. There were three levels of education: seven years of elementary school, four years of secondary or high school, and college or tertiary education. Religion was not mandatory as they had also built schools in non-Christian provinces in Mindanao and the Mountain Province area.

American teachers also came to the Philippines, the most famous of whom were dubbed the Thomasites. It was said that the U.S. government spent about $105,000 on these expeditions. Part of the mission of the Thomasites is to build the school themselves, especially in areas that did not previously have schools.

Aside from teachers, the U.S. also spent money on Filipino scholars under the Pensionado Act. This was a program that encouraged Filipino scholars to study in the U.S. Those chosen to participate were the ones seen to have leadership potential in preparation for a liberated Philippines.

World Daily News / J-15 Flying Shark
April 25, 2022, 02:02:26 PM
Satellite images show the J-35 fighter being lined alongside the J-15 Flying Shark fighters that already operate from China's two existing Aircraft Carriers.

This is the first time we've seen J-35s, China's counterpart to the American/Western F-35; they're used for training for combat operations.

The J-35 is a fifth-generation, carrier-based stealth fighter jet, and it is China's second indigenously manufactured fifth-generation fighter after the J-20.

Only China, Russia, and the United States have indigenously developed fifth-generation fighters. Russia possesses the Su-57 Felon, the United States possesses the F-117 Nighthawk, the F-22 Raptor, and the F-35 Lightning II, and China possesses the J-20 Mighty Dragon and the J-35 Gyrfalcon.

Israel has accelerated the roll-out of the laser-based interceptor as part of a plan to adopt such technology and reduce the high costs currently incurred by shooting down incoming projectiles. "The laser is a game-changer thanks to its easily operated system and significant economic advantages," said Brigadier General Yaniv Rotem from the ministry's Directorate of Defense Research and Development.

PACIANO A. RIZAL (1851-1930)
Jose Rizal's older and only brother devotedly took care of the National Hero. As Nick Joaquin said, "Without Paciano to back him up, it's doubtful that Rizal would have gotten as far as he reached."

Paciano Rizal helped their parents choose the young Jose's tutors and later acted as Jose's guardian in school. With an uncle, Paciano helped Rizal go to Europe in 1882 and was the one who told their parents about Jose's departure. For five years, he sent his brother a monthly pension of 50 pesos, later 35 pesos. He also constantly updated his brother about what was going on with their family and in the country through letters.

Paciano studied Latin under Maestro Justiniano Cruz before attending the Colegio de San Jose in Manila. While in the city, he lived and worked with Fr. Jose A. Burgos, who earned the ire of the Spanish friars by campaigning for the secularization movement. Jose began to use the name Rizal instead of Mercado, which the rest of his family used, in order to avoid the surveillance that the Spanish authorities were already giving Paciano because of his connections with Burgos.

Paciano was prohibited from taking his final examinations because of his known closeness with Burgos and for his outspokenness against friar abuses. Later on, land troubles with the religious corporations in Calamba caused his exile to Mindoro from September 1890 to November 1891. Jose tried to appeal their case in the Spanish Cortes in Madrid but to no avail.

Paciano collected financial contributions to help sustain the propaganda movement. He also supported the Katipunan by recruiting members in Laguna. In 1896, he was arrested and tortured because he refused to sign documents that could incriminate his brother and connect him to the revolution.

After Rizal was executed, Paciano became a general of the Revolutionary Army. He was also appointed as a military commander of the revolutionary forces in Laguna, where the American forces captured him in 1900.

Army joins search and rescue efforts for Leyte landslide victims

The Philippine Army deployed on April 14, 2022 an 18-man team that will assist in the search and rescue efforts for victims of massive landslides that buried dozens in Baybay City, Leyte.

The team departed from Villamor Airbase, Pasay City to Tacloban, Leyte via the Philippine Air Force's C-295 plane on Thursday morning and will be deployed to augment responders who are conducting search and rescue efforts for landslide victims in Baybay City and Abulog, Leyte.

Eastern-Visayas based 8th Infantry Division has deployed HADR teams to clear landslide-hit roads; distribute aid for displaced families; and rescue stranded families in flooded communities since "Agaton" pummeled the region over the weekend.  For its part, the 546th Engineer Combat Battalion deployed search and rescue teams and HADR equipment to landslide-hit barangays in Baybay City and Mahaplag, Leyte. The 63rd, 14th, 19th, 43rd, and 87th Infantry Battalions also deployed disaster response teams to help calamity-stricken families in Baybay City.

8ID disaster response units — in close coordination with local disaster risk reduction and management offices and other government agencies — remain on alert even as "Agaton" has already dissipated.

Army Commanding General Lt. Gen. Romeo S. Brawner, Jr., stressed the importance of bolstering the Army's HADR capabilities amid the perennial threat posed by typhoons, floods and other natural calamities. "Rest assured, the Philippine Army will continue to work 'round the clock to help ease the suffering of our typhoon-stricken countrymen," the Army Chief said.

A total of 5,599 cops were dismissed from the PNP Service from July 2016 until March 30, 2022 after facing administrative charges due to grave offenses.

The Internal Affairs Service of the PNP has taken an aggressive stance in handling and investigating police personnel who were meted with administrative charges.

The PNP has vowed to fight against corruption within the PNP system through its massive Internal Cleansing Program.

Apart from the dismissal from Service, several penalties were imposed to police personnel who were charged for less serious offenses.

Data from July 2016-March 2022 shows that 1,129 were demoted, 10,490 were suspended, 848 faced forfeiture of salary, 2,475 were reprimanded, 208 were restricted and privileges were withheld for 286 personnel.

Of the 5,599 dismissed cops, 714 of them are involved in illegal drug related cases.

These numbers of penalized personnel reflect the PNP's commitment to cleanse its ranks in order to carry out their mandate in protecting the community.

Working hand in hand with the PNP IAS is the PNP Integrity Monitoring and Enforcement Group (PNP-IMEG).

IMEG's functions include the following: receive complaints and information against erring personnel and conduct relevant information gathering activities, detect and conduct intelligence build-up on the involvement of PNP personnel in illegal activities, acts of graft and corruption and other crimes for the conduct of prompt counter measures; and initiate law enforcement operations against rogue PNP personnel.

Moreover, the Department of Justice, through the National Bureau of Investigation, is currently carrying out its independent investigation on cases of anti-drug operations and the PNP has given its full cooperation in the investigation.

With this conscious effort of the PNP,  PNP IAS and PNP IMEG to thwart corruption within the organization, the PNP wishes to oppose the statement from the recent report of the United States Department of State's latest annual country reports on human rights stating that IAS remained largely ineffective.

Although we are not completely disregarding this report, the PNP would like to respond to it with all the significant accomplishments of IAS, as mentioned above.

It will be unfair for the PNP to be regarded as an organization that tolerates impunity and human rights abuses.

The PNP will always stand for what is right, just and fair. Although it's going to be an uphill battle for the PNP, we will be enforcing the law without fear and favor. We will continuously improve our system and organization in order to protect and serve the Filipino community.

On April 10, 1866, General Isidoro Torres was born in Bulacan. Having the codename "Matang Lawin", he was among the organizers of the Apoy Council (Sangguniang Lalawigang Balangay Apoy) of the Katipunan in Bulacan. Included in his roster of connections during the initial phase of forming the Katipunan was Deodato Arellano, the society's first president.

He earned his bachelor's degree from the University of Santo Tomas, after which he served as cabeza de barangay. Narrowly escaping arrest at the outbreak of the Philippine Revolution, Torres would soon find himself in Paombong, where he headed the revolutionary forces there. In November 1896, Torres and his troops were victorious at the Battle of Bustos, but his second-in-command, General Anacleto Enriquez, was not as fortunate. He and many of his 800 troops perished in the Battle of San Rafael in the face of a similarly-sized yet better equipped Spanish force. One of Enriquez's proteges and friends, then Lieutenant Gregorio del Pilar, held Torres accountable for the loss, intensifying the enmity between the two Filipino leaders.

Later on, when Torres was already a member of the Malolos Congress, as well as military governor of Bulacan, and del Pilar was promoted to a general rank, there was an instance when the two quarreled over who would lead the inaugural parade for the First Philippine Republic on January 23, 1899. Eventually, Torres headed the 6,000-soldier show of force. President Emilio Aguinaldo likely recognized how Torres was del Pilar's senior not only by age, but also by rank. To recall, Torres has been serving as a general since the first phase of the Revolution.

In the Malolos Congress, historian Teodoro Agoncillo noted that Torres represented Islas Palaos (Palau), but some sources would say that Torres was appointed representative of Balabac (now part of Palawan). When guerrilla warfare was decreed by Aguinaldo by November 1899, Torres would also shift towards unconventional tactics. In August 1900, Aguinaldo would write Torres to pursue those who would collaborate and give up arms.

During the Battle of Marilao River on March 27, 1899, the first instance when Aguinaldo personally led troops against the Americans, Torres's soldiers were among those who fought alongside reinforcements under General Pantaleon Garcia. With around 90 casualties for both Americans and Filipinos, it may arguably be the first time during the war with the United States when American casualties were equal or greater than that of Filipinos. A similar event would take place at the Battle of Makahambus Hill in Cagayan de Oro on June 4, 1900, where 20 American casualties were inflicted at the cost of 4 Filipino casualties.

Torres would keep fighting throughout the Filipino-American War until his surrender on April 24, 1901 at Norzagaray, a month after Aguinaldo's capture in Isabela. Refusing the offer of the Americans to become governor of Bulacan, he went overseas (Singapore, Japan), and would return to the Philippines only by 1903. From 1909 to 1912, he served as juez de paz (justice of the peace) in San Isidro, Nueva Ecija. Torres died on December 5, 1928.

World Daily News / Russia Failed in Ukraine
April 07, 2022, 09:47:02 PM
Russia's six-week-old invasion failed to take Ukraine's capital quickly and achieve what Western countries say was President Vladimir Putin's initial aim of ousting the Ukrainian government. Russia's focus is now on the Donbas, a mostly Russian-speaking region in eastern Ukraine.

In Brussels, Ukrainian Foreign Minister Dmytro Kuleba urged NATO to provide more weapons for his war-torn country to help prevent further atrocities like those reported on Kyiv's northern outskirts. Ukrainian authorities are working to identify hundreds of bodies they say were found in Bucha and other towns after Russian troops withdrew and to document what they say were war crimes.

"My agenda is very simple... it's weapons, weapons and weapons," Kuleba said as he arrived at NATO headquarters for talks with the military organization's foreign ministers.

"The more weapons we get and the sooner they arrive in Ukraine, the more human lives will be saved," he said.

Some NATO nations worry they may be Russia's next target, but the alliance is striving to avoid actions that might pull any of its 30 members directly into the war. Still, NATO Secretary-General Jens Stoltenberg urged member nations to send Ukraine more weapons, and not just defensive arms.

"Ukraine is fighting a defensive war, so this distinction between offensive and defensive weapons doesn't actually have any real meaning," he said.

Western countries have provided Ukraine with portable anti-tank and anti-aircraft weapons, but they have been reluctant to supply aircraft, tanks or any equipment that Ukrainian troops would have to be trained to use.

Asked what more his country was seeking, Kuleba listed planes, land-based missiles, armored vehicles and air defense systems.

Since Moscow announced more than a week ago that it planned to concentrate its forces in the east, growing numbers of Putin's troops, along with mercenaries, have been reported moving into the Donbas, where Russia-backed separatists have fought Ukrainian forces for eight years and control two areas.

Ahead of its Feb. 24 invasion, Moscow recognized the Luhansk and Donetsk areas as independent states. Military analysts have said Putin also could be seeking to expand into government-controlled territory.

Ukrainian Deputy Prime Minister Iryna Vereshchuk urged civilians to evacuate to safer regions before it was too late.

"Later, people will come under fire, and we won't be able to do anything to help them," Vereshchuk said.

She said Ukraine and Russian officials agreed to establish 10 civilian evacuation routes from Donetsk, Luhansk and the Zaporizhzhia region. She said residents would be able to seek safety in the cities of Zaporizhzhia in southeast Ukraine and Bakhmut in the east.

The International Criminal Court has opened an investigation into possible war crimes in Ukraine. In areas north of the capital, Ukrainian officials gathered evidence of Russian atrocities amid signs Moscow's troops killed people indiscriminately before retreating.

In reaction to the alleged atrocities, the U.S. announced sanctions against Putin's two adult daughters and said it is toughening penalties against Russian banks. Britain banned investment in Russia and pledged to end its dependence on Russian coal and oil by the end of the year.

The U.S. Senate planned to take up legislation Thursday to end normal trade relations with Russia, paving the way for higher tariffs on some imports, and to codify President Joe Biden's executive action banning imports of Russian oil.

The European Union is also expected to take additional punitive measures, including an embargo on Russian coal.

Zelenskyy said the sanctions would not be effective unless they included a ban on Russian oil, on which Europe relies heavily. He said the West's sanctions on Russia so far "can't be called commensurate to the evil the world saw in Bucha" and elsewhere. | via Associated Press

Philippine Army, U.S. Army Pacific hold air assault exercise

The Philippine Army (PA) and their U.S. Army Pacific (USARPAC) counterparts conducted a shoulder-to-shoulder "Balikatan" air assault exercise in Fort Magsaysay, Nueva Ecija from April 4 to 5, 2022.

The air assault exercise—spearheaded by PA and USARPAC (jointly called the Combined Army Forces or CARFOR)—was highlighted by the seizure of multiple objectives through the company-level combined air assault launched by the PA 1st Brigade Combat Team and USARPAC's 3rd Infantry Brigade Combat Team, 25th Infantry Division.

The drill tested the interoperability of both armies in a holistic exercise that incorporated elements of combined joint special operations forces reconnaissance; chemical, biological, radiological, nuclear, and explosives (CBRNE);  counter-improvised explosive device (C-IED); site exploitation; and military operations on urban terrain (MOUT).

Another highlight of the exercise is the nighttime sling load training where soldiers rigged up a piece of equipment onto all-weather, medium-lift Chinook and Black Hawk choppers using sling sets, cargo nets, and other specially designed equipment. Sling loading equipment allows units to avoid obstacles that may hinder them from promptly reaching their target destination. The technique is also used to reach areas where the use of convoys is impractical or unfeasible.

Balikatan, an annual combined and joint exercise hosted by Armed Forces of the Philippines and U.S. Indo Pacific Command, will culminate on April 9, 2022.

Tibig, scientific 𝘍𝘪𝘤𝘶𝘴 𝘯𝘰𝘵𝘢, is a tree species native to the Philippines. Its local name is derived from its strong association with water, as it is often found in areas where water is close to the surface. Forest guides also often point out its remarkable ability to produce drinkable water from freshly-cut stems.

This small tree can reach up to 5 meters in height and is easily recognizable because of its round green and yellow fruit, which grow in clusters from the main trunk and older branches. The Tibig fruit, also known as the Philippine fig, is edible and has a sweet taste when ripe.

Tibig trees can be found in low and medium altitudes all over Central Luzon, and are particularly abundant in places like the Biak-na-Bato National Park in Bulacan and in some portions of the Sierra Madre Mountain range in Aurora, Bulacan, and Nueva Ecija.

Help us save and plant more of these native trees to keep them #wildandalive. Contact your nearest DENR Office to report any illegal forest activities and to know more information on how you can help in our country's reforestation programs.

'Spam' alert
JUST IN: The Cebu City Department of Veterinary Medicine and Fisheries (DVMF) warns consumers of Korean ham, or "Spam" made in Korea, that is popularly sold online.

The DVMF said that these pork products are still banned in Cebu due to the threat of the African Swine Fever (ASF). Recently, the agency confiscated and incinerated 96 cans of the banned pork products.

Doctor Jessica Maribojoc, the head of the DVMF, said they already sought the help of the Food and Drug Administration (FDA) to crack down on online sellers of this banned Korean ham.

Furthermore, they have formed a team that would monitor online shops for these sellers so they can be reported to the FDA. | Delta Letigio #CDNDigital

READ: Wage hike petitions on course - DOLE

The regional wage board has given due course to the petitions for increases in daily pay of minimum wage workers in the National Capital Region, the labor department announced on Tuesday.

DOLE-National Capital Region (DOLE-NCR) Regional Director Sarah Buena Mirasol said the Regional Tripartite Wages and Productivity Board has resolved to consolidate three wage hike petitions seeking between P213 to P250 increase in the daily minimum wage for Metro Manila workers. Mirasol also chairs the wage board.

A separate petition for an across-the-board wage adjustment of P470 a day filed last March 14 by the Trade Union Congress of Philippines was not acted upon by the board, Mirasol said.

But Mirasol added that the board received a fresh petition from the TUCP for the same amount of adjustment but no longer across the board. She said the petition may be considered during the board's next meeting.

A platoon-sized contingent from the Philippine Army took part in a two-day room-clearing combined interoperability exercise (COIE) with their U.S. Army Pacific (USARPAC) counterparts in Fort Magsaysay, Nueva Ecija on April 3-4, 2022.

The room-clearing drill is part of the series of combined interoperability exercises (CIOEs) that will culminate in the Military Operations in Urban Terrain / Airfield Seizure Joint Interoperability Exercise (JIOE) in Fort Magsaysay, Nueva Ecija.

Troops from the 92nd Infantry Battalion, 2nd Infantry Division trained side by side with their USARPAC in attacking and clearing an airfield, involving isolating the objective, suppressing the threat, advancing the assault element, assaulting the building, clearing the building, and consolidating and reorganizing the force.

Around 8,900 Filipino and American soldiers are participating in this year's iteration of Balikatan. The annual bilateral exercises, hosted by Armed Forces of the Philippines (AFP) and US Armed Forces Indo-Pacific Command, are geared at strengthening interoperability and enhancing capabilities, trust, and cooperation built over decades of shared experiences.

From CBS News: "This movie has a very clear message that we are not going to give up on people," he said. "We are not going to turn our backs on people because of mistakes that they've made. We are going to tell people and encourage people that nobody is beyond redemption and that we support you, we love you, we accept you for who you are."

Part of why cancel culture is so toxic is because, as Wahlberg said, "there's nothing worse than when somebody realizes that people don't care," because it causes them to "lose hope and have no faith."

"You cannot give up on people," the A-lister continued. "And people are so quick to turn their backs on people. And negativity as a whole has just been amplified in a way that it's really hard to remind people of the importance of loving and supporting people. People can do incredible things."

History / Filipino War Veteran Juan A Jacob
April 05, 2022, 11:16:12 AM
READ | Story of a war veteran who embodied the Philippine Army's motto of serving the people and securing the land.

"Service is really at his heart."

This is how his surviving wife and children recalled fond memories of the late war veteran Juan A. Jacob. Private Jacob, who once served under the United States Army Forces in the Far East (USAFFE), passed away on March 27, 2022, less than a month shy of his 102nd birthday. He was among the oldest living Filipino World War II veterans, prior to his death.

War veteran Jacob was among the thousands of gallant Filipino youth who heeded the call to defend the country from Japanese invaders at the onset of World War II in the Pacific Theater. At 20 years old, he was called to military training at the then Camp Murphy, now called Camp Aguinaldo, the Armed Forces of the Philippines' general headquarters. After months of rigorous military training at the Santolan Baracks (Engineering Department) of Camp Murphy, he was enlisted as part of the Alpha Company, 52nd Engineer Battalion, 51st Infantry Division of the USAFFE.

War veteran Jacob was among the estimated 75,000 Filipino and American troops who were forced to walk for more than a hundred kilometers to the concentration camp in O'Donnell, Capas, Tarlac after the Fall of Bataan in April 9, 1942. He survived the inhumane conditions at the concentration camp, and eventually escaped to became a guerrilla fighter until the Allied Forces' liberation of the Philippines in 1945.

War veteran Jacob continued his secondary studies as the country started to rebuild from the ashes of war. To make ends meet, he also worked as a nighttime shift security guard at the Santa Mesa, Manila-based National Rice and Corn Corporation. In 1947, he married his fellow Catanduanes-native Francisca Velasco Vega. The couple was blessed with seven children.

"Tatay Jacob taught us to do good and be good. His words of advice helped us attain our dreams," Mrs. Edna J. Quirante, Tatay Jacob's fifth child recalls.

Service is really in the heart of war veteran Jacob. A decade after World War II, he pursued his dream to become a teacher and eventually completed an Education degree from the Arellano University in Sampaloc, Manila. This paved the way for a teaching career in his hometown of Panganiban, Catanduanes where he taught grade school and high school students from 1956 to 1979. The war veteran also went on to serve as municipal councilor of Panganiban town from 1980 to 1986, right after his fruitful teaching stint.

"Papa taught us to be frugal and to live a simple life. He instilled in us the value of giving and helping others who are in need," Mrs. Quirante shares, recalling fond memories of her late father. She says that her father, who also lived in California, U.S.A. for a time to process his veteran pension from the American government, worked as a laundromat aide wherein he received commendations for his honesty and integrity at work. "During his free time, he would help homeless people through his volunteer work for the Salvation Army," recounts Mrs. Quirante.

War veteran Jacob was a survivor through and through. His will to fight is evident even in the sunset years of his long and eventful life. The war veteran had survived colon cancer in 2012, and even recovered from Covid-19, and pneumonia last year.

"He may have passed on but his lessons and his legacy of service to our country and the people will remain," Mrs. Quirante shares. #

Philippine Army, Indonesian Army wrap up site survey, planning exercise for TA DOLPHINE XIV-2022

The Philippine Army and the Indonesian Army wrapped up on April 1, 2022 the four-day site survey and planning conference for Training Activity Indonesia-Philippines (TA DOLPHINE XIV-2022) in Jakarta, Indonesia.

TA DOLPHINE XIV-2022, which was approved during the 27th Indonesian Army-Philippine Army Working Group Meeting, will focus on the exchange of information, tactics, technics and procedures in the conduct of counterinsurgency operations.

The 14th iteration of exercise will be conducted physically on June 6 to 17, 2022 at the Taipur Military Camp, CIlodong and Sangga Buana Training Site, Karawang, West Java, Indonesia. It can be recalled that the Philippine Army's First Scout Ranger Regiment and the Indonesian Army's Strategic Command held the TA DOLPHINE XIII-2021 via video teleconferencing in November last year due to pandemic restrictions. Last year's iteration of the combined bilateral exercise between the two armies focused on urban and jungle warfare special operations.

FSRR Chief of Staff Col. Samuel G. Yunque and Indonesian Army's 17th Para Raider Infantry Brigade Commander Col. Fendri Navyanto Raminta led the site inspection and conference planning activity. The two officers highlighted importance of conducting bilateral combined exercise between the Philippines and Indonesia because the two countries share not just borders but common regional security interests as well.

Army Commanding General Lt. Gen. Romeo S. Brawner, Jr., commended the troops of the 46IB for their immediate action to retrieve the weapons hidden in their area of responsibility. G.R. No. 850, December 23, 1902
LOS HIJOS DE I. DE LA RAMA, PLAINTIFFS AND APPELLANTS, VS. ERIBERTO MIJARES, DEFENDANT AND APPELLEE.

D E C I S I O N
COOPER, J.:

This is an appeal from a judgment of the Court of First Instance of Occidental Negros in a suit brought by Los Hijos de I. de la Rama against the defendant, Eriberto Mijares, on certain promissory notes aggregating the sum of $4,500, executed by the defendant payable to D. Esteban de la Rama. The suit was commenced on the 4th day of January, 1900, by an executive action, and after the termination of the executive action, by reason of objections made, a complaint in an ordinary declarative action was filed on the 21st of October, 1901.

Paragraph 4 of section 795 plainly states that where the trial has not been already commenced all future procedure in such actions and special proceedings pending in a court at the date of the adoption of the new Code shall be in accordance with the provisions of the Code of 1901, so far as this act may be conveniently applicable to the conduct of such actions or proceedings.

The proceedings in the case, from the filing of the complaint up to the time of the trial, were apparently had in accordance with the provisions of the Code of Civil Procedure, 1901, but at this stage, after the rendition of judgment, the judge adopted the provisions of the old Code of Civil Procedure and granted an appeal in accordance therewith.

Instead of the case being brought here by bill of exceptions, as it should have been done, an appeal has been taken in which even the provisions of the former law have not been observed, the evidence not having been sent up with the original papers in the case.

We have held in Bustillos vs. Garbanzos, decided on the 4th day of December, 1902, appealed from this same court, similar in character, in order that the ends of justice may not be defeated, that the error resulting from the act of the judge in requiring the case to be brought up under the old procedure, should not be charged to the appellant.

The law permits the procedure under the old law when the new law may not be conveniently applicable, and we must presume that the judge acted under the discretion allowed him under this provision.

The record of this case is in such a confused state that it has been impossible for us to determine the case upon its merits, and we find it necessary in this as we did in the former cases, to reverse and remand the case to the Court of First Instance for a new trial.

The cost of this appeal will be adjudged against the appellant. The judgment is reversed and the cause remanded for a new trial.

Arellano, C. J., Torres, Smith, Willard, Mapa, and Ladd, JJ., concur.

Philippine History / Hacienda Luisita Massacre
March 29, 2022, 04:53:50 PM
This month, the infamous November 2004 Massacre, or more popularly known as the Hacienda Luisita Massacre, happened.

It was on November 16, 2004, when farmers from the Central Azucarera de Tarlac sugar mill wanted to have a ₱9.50 increase on their weekly wage, but only faced with guns, tear gas, and military vehicles to disseminate them, dispatched by then Labour Secretary Patricia Santo Tomás.

Seven of the people participating in the rally were killed, an estimated number of 121 people, adults, and children were injured, and 133 people were arrested and detained

In the months following the Hacienda Luisita massacre, eight more people who either supported or provided evidence to the farmers' cause were found murdered. After the incident, Deputy Speaker Benigno 'Noynoy' Aquino III, Representative of Tarlac, claimed that the dispersal done by the enforcers was justified. ( Renato Dilan)
