Legal expert sees dismissal of Disqualification cases against BBM before SC

A Philippine legal luminary said it is very likely that the Supreme Court of the Philippines (SC) will uphold the Commission on Elections (Comelec) ruling, which junked all the petitions seeking to disqualify incoming President Ferdinand 'Bongbong' Marcos, Jr.

"That case ay nadismiss na sa Comelec.  Usually, ang attitude ng Supreme Court ay i-uphold nila yung findings ng administrative body like Comelec that has competence over the subject matter," said San Beda Graduate School of Law Dean, Fr. Ranhilio Aquino, in an interview with DZRH Thursday morning.

According to partial and unofficial results, Marcos currently leads the 2022 presidential race with more than 31.1 million votes, maintaining a gap of 16.2 million votes from his nearest rival.

Last Tuesday, a group headed by Fr. Christian Buenafe,
filed a petition asking the SC to issue a Temporary Restraining Order (TRO) to stop Congress, convened as the National Board of Canvassers (NBOC), from counting Marcos' votes.

The group also seeks to cancel Marcos' Certificate of Candidacy (CoC) based on alleged material misrepresentation.

On Wednesday, a second disqualification petition was filed against Marcos by the Campaign Against the Return of the Marcoses and Martial Law (CARMMA).

Apart from asking the SC to stop the NBOC from counting the votes, the group also seeks to overturn the Comelec's ruling on its previous petitions.

Aquino also noted that the SC historically respects the people's will when deciding on cases especially involving elected officials with clear mandates.

"While I cannot guess what the Supreme Court will do, in many cases in the past, the attitude of the Supreme Court has always been, kapag nahalal na ang isang tao, they will not touch the question of disqualification kasi ang paninindigan nila nagpasya na ang mga tao at dapat igalang ang pasya ng mga tao,"  Aquino added.

Marcos is set to become the first majority elected President since the country adopted the multi-party political system.

With 56% of the 67.4 million voters choosing him over the candidates, Marcos has obtained a clear mandate from the people.

Philippine elections also hit several milestones as Comelec reported that voter turnout in the May 9, 2022 elections hit 83% - the highest achieved since the country shifted to automated polls.

"On behalf of the people of the Republic of Singapore, I warmly congratulate you on your electoral success," sabi ni Pres. Yacob.

Sinabi ni Yacob na umaasa siya na magkaroon ng mas matatag pang ugnayan ang Singapore at Pilipinas sa ilalim ng pamumuno ni Marcos.

"Singapore and the Philippines share a warm and longstanding relationship, underpinned by strong economic cooperation and robust people-to-people ties," sabi pa ni Yacob.

"I recall fondly the warm and gracious hospitality extended to me by the Filipino people during my State Visit to the Philippines in September 2019. I look forward to working with you to strengthen the friendship between our two countries," dagdag niya sa kanyang sulat.

Inalok din ni Yacob si Marcos na bumisita sa kanilang bansa kapag ito ay naupo na bilang pangulo.

"I would like to take this opportunity to invite you to make a State Visit to Singapore. I wish you every success in steering the Philippines to greater heights," dagdag ng presidente.

BOP POSTS US$415 MILLION DEFICIT IN APRIL 2022
END-APRIL GIR AT US$105.4 BILLION

The country's overall balance of payments (BOP) position posted a deficit of US$415 million in April 2022, a reversal from the US$2.61 billion BOP surplus recorded in the same month last year. The BOP deficit in April 2022 reflected outflows mainly from the National Government's (NG) foreign currency withdrawals from its deposits with the BSP as the NG settled its foreign currency debt obligations and paid for various expenditures.

Notwithstanding the deficit in April, the cumulative BOP position registered a surplus of US$79 million in the first four months of the year. This level is a reversal from the US$231 million deficit recorded in the same period a year ago. Based on preliminary data, the cumulative BOP surplus reflected inflows that stemmed mainly from personal remittances, net foreign borrowings by the NG, and foreign direct investments.

The gross international reserves (GIR) level declined to US$105.4 billion as of end-April 2022 from US$107.31 billion as of end-March 2022. Nonetheless, the latest GIR level represents a more than adequate external liquidity buffer equivalent to 9.3 months' worth of imports of goods and payments of services and primary income.[1] Moreover, it is also about 6.7 times the country's short-term external debt based on original maturity and 4.5 times based on residual maturity.

Business and Economy / Spin Sucks Podcast
May 23, 2022, 08:01:05 PM
By Linked Newsletter
Well, after 26 months of being vigilant—and almost a little crazy—my entire family tested positive for Covid.

The good news is that we got it all at the same time so we didn't have to isolate ourselves from one another.

The better news is that everyone was asymptomatic, except me. I went down hard. I had a colleague tell me I looked "wrecked" when I finally showed up for a Zoom meeting six days into it.

But it meant that pretty much everything was put on hold, including the Spin Sucks podcast.

Last week was supposed to have been a big hoopla for our 200th episode and, instead, listeners were met with silence.

I couldn't even bring myself to record a, "Hey folks, there's no new episode this week, but we're working on something very cool for you to celebrate the 200th episode! Stay tuned until next Tuesday!"

Would have been really easy to record that, right? Wrong!

We also moved houses right before we went down and I had the added benefit of having no idea where my microphone was.

Covid plus life in boxes made for a hard week for poor Gini.

The Spin Sucks Podcast: 200 Episodes
So here we are...technically at the 201st week of the Spin Sucks podcast, but only the 200th episode.

And, because it's such a big deal, we're going to celebrate in a way only Spin Sucks can do...with a special guest from the one and only Spin Sucks intern.

Rather than transcribe the interview, which isn't nearly as fun, you have to listen to it.

Here you go!

Business and Economy / $2.2 Billion Hedge Fund
May 23, 2022, 07:59:43 PM
By Max Adams
Good morning. We hate to be the bearer of bad news, but the S&P 500 on Wednesday suffered its biggest one-day loss since June 2020, and a $2.2 billion hedge fund sees a "really bad" recession coming.

Let's dive into what happened.

Sign up here to receive Insider's full 10 Things Before the Opening Bell newsletter — directly in your inbox.

1. The S&P 500 on Wednesday suffered its biggest one-day loss since June 2020. Many investors are licking their wounds this morning, after the S&P 500 lost 4% and the Nasdaq 100 fell 5.1% yesterday.

The plummet comes amid fears over the prospect of the world economy experiencing stagflation — a toxic combination of high inflation and slowing growth.

Strategists at IG said: "The brief bounce in risk assets in the first half of the week looks to have now turned entirely, as inflation and growth fears reassert themselves."

Caxton FX analyst Michael Brown also had a gloomy forecast, saying: "The technical picture is as grim as the fundamental one for equities, with the S&P future again failing to remain above 4,050, and having broken sub-4,000 once more."

Here's the latest on yesterday's market plunge, and what the markets are doing now.

In other news:

2. There's been a lot of talk of a housing bubble recently. Insider asked 32 experts their opinion on where home prices are headed in the coming months. Read why most said the market isn't in a bubble.

3. These stocks have mostly priced in recession risk and are poised to outperform. Bank of America flagged a handful of small and mid-cap names that are well-positioned if stocks rebound. Here are the firm's top 20 picks.

4. A $2.2 billion hedge fund sees a "really bad" recession coming. Mark Yusko of Morgan Creek Capital says the great unwind of risk assets is upon us — but these four cryptocurrencies and five Chinese stocks are still worth a look.

5. Consumer sentiment and retail sales are moving in opposite directions. Americans say they hate the economy, but are spending big. Take a look at retail sales in April versus the latest sentiment readings.

Inspiration & Hope / Assault on Christian Faith

Putting it plainly, to withstand the onslaught of worldly distractions and the tsunami of unbelieving assaults on the Christian faith, we need to be grounded in God's Word. As Psalm 1 tells us, meditating on God's Word gets it into our minds and hearts as the Holy Spirit works, rooting us firmly like the tree that stands fast and thrives beside a nourishing stream. - Ligonier Ministry

Philippine Government / Covid Vaccines With EUA
May 23, 2022, 07:42:19 PM
SENIOR CITIZEN PARTY-LIST ASKS FDA, DOH TO EXPAND 2ND BOOSTER ELIGIBILITY, GRANT FULL APPROVAL TO ALL  COVID VACCINES WITH EUA

By Congressman Ordanes

I ask the DOH and FDA to expand the eligibility criteria for the second booster to include everyone in the A3 or people with comorbidities category. Right now only the seniors, healthcare frontliners and immunocompromised subset of the A3 are eligible for the second booster.

Expanding the eligibility for the 2nd booster will improve the protection of all the A3 because of their varying medical conditions. Para pati mga anak na adults ng seniors at mga apo ng seniors makasama na sa puedeng mag-second booster.

I also ask the FDA to please fully approve the best of the COVID vaccines which still have only EUA. Full approval will mean issuance of the certificate of product registration, thereby making the COVID vaccines more widely available.

Some interesting things to read this weekend in May
Dear Friends,

This past week, we lost one of my journalist heroes, Roger Angell, at the age of 101. He wrote for The New Yorker from 1945 until 2020. He was the only baseball writer inducted into the Baseball Hall of Fame. He wrote an astonishing piece about aging, and if there was a Hall of Fame for aging well, he would have been in it, too. Every sentence of that piece is a job, starting with the first two. "Check me out. The top two knuckles of my left hand look as if I'd been worked over by the K.G.B." Or this bit, picked essentially at random. "I've endured a few knocks but missed worse. I know how lucky I am, and secretly tap wood, greet the day, and grab a sneaky pleasure from my survival at long odds. The pains and insults are bearable. My conversation may be full of holes and pauses, but I've learned to dispatch a private Apache scout ahead into the next sentence, the one coming up, to see if there are any vacant names or verbs in the landscape up there. If he sends back a warning, I'll pause meaningfully, duh, until something else comes to mind. On the other hand, I've not yet forgotten Keats or Dick Cheney or what's waiting for me at the dry cleaner's today."

I started working at The New Yorker when he was 90, and he was unfailingly kind to me. When my job became running the website, he was one of our most generous and prolific bloggers, forever offering me ammunition when other staff writers proclaimed that web writing was just for the young. In my last months in that job, he wrote about his joy at seeing The Cubs win, and his horror at the possibility that Donald Trump might. My favorite piece of his thought might be this profile of Bob Gibson. And you should of course read David Remnick's remembrance of Roger. It ends with a memory of the two of them leaving the Mets' clubhouse after the team lost the 2000 World Series. "Roger got behind the wheel and, driving alarmingly fast on the Grand Central Parkway, he talked about next year." He will be profoundly missed.

I spent last week in Los Angeles, where we launched our "A Forest for the Trees," a 28,000 square foot art exhibit inspired by our Atlantic cover story last year, "Return The National Parks to The Tribes." You'll be surrounded by redwoods, you'll be tricked by magic, you'll be seduced by fire. The reviews have been wonderful. Or as one critic wrote, "If you are remotely within the Southern California region I want you to stop what you're doing right now and make plans to catch this." But it's also a good excuse to read some great environmental journalism. Here is John Muir on Yosemite, written in The Atlantic in 1899. Here's a beautiful piece on bristlecone pines. And while I was out west, I bumped into Jaron Lanier, one of the pioneers of virtual reality, and was reminded of Jennifer Kahn's profile of him. If you don't know his life story—including his youth alone in a geodesic dome in New Mexico—you should read this.

This week, I'm off to Davos, where I'll be moderating events on economic change, technological risk, the metaverse, ocean treaties, and Web 3.0. If you're there, say hello! Meanwhile, the best coverage of the soap opera that is the Elon Musk attempted purchase of Twitter has been by Matt Levine at Bloomberg. It's not easy to combine real humor with real understanding of the deal terms. I also liked this interview of Mark Zuckerberg, particularly the first 40 minutes or so while he talks about the metaverse—and the prospect that we will be able to create entirely realistic digital twins of ourselves, which sounds great until you think about what would happen if you got hacked. And Katherine Eban continues her incredible investigation into the origins of Covid and whether there was possibly a lab leak.

Meanwhile, my last suggestion is this startling piece on the evangelical church, written with profound empathy and understanding. The question of whether the church should be political—and whether pastors who aren't political can thrive—is one of the most complicated in American life.

Finally, some more words from Roger Angell: "Getting old is the second-biggest surprise of my life, but the first, by a mile, is our unceasing need for deep attachment and intimate love.

First to visit Marcos was Kazuhiko Koshikawa, Japanese Ambassador to the Philippines at around 9 am followed by Ambassador Kim Inchul of South Korea who paid a courtesy call at 10 am.

The envoys from the four countries also assured Marcos of their willingness to provide necessary assistance to hasten the country's recovery from the ill-effects of the pandemic.

"Ang lagi ko lang pinapaalala sa kanila sinasabi ko palagay ko sa pandemyang ito ang recovery ng lahat natin ay hindi kakayanin ng kahit na isang bansa, kahit na gaano kayaman kailangan the partnership will be the one that will bring us to keep the global economy at least as stable as possible," Marcos narrated.

"As you know, nakakatanggap na ako ng mga congratulatory messages from heads of states na kausap ko na sila, ang unang nakatawag sa amin ay si US President Joe Biden, and Chinese President Xi," Marcos noted.

"Also, Japanese Prime Minister Kishida, I even spoke with the outgoing Prime Minister of Australia, PM Morrison who had just went through an election. So, marami na talagang nangyayari, we're already being recognized," he said.

"We were able to discuss many of the things that how are we going to handle the next few years in terms of the relationship of our countries," ani Marcos sa press conference matapos ang serye ng pakikipagpulong sa mga diplomats.

"Also, Japanese Prime Minister Kishida, I even spoke with the outgoing Prime Minister of Australia, PM Morrison who had just went through an election. So, marami na talagang nangyayari, we're already being recognized, This new administration is being recognized mukha namang wala ng problema sa recognition. Maybe the comfortable margin that we enjoy during the election has a part to play with that," wika pa niya.

"We've been having excellent progress for the past few years, and we look forward to continuing the progress that in the relevance under the new administration," sabi naman ni Indian Ambassador Kumaran.

This bill, soon-to-become a law with today's ratification of the bicameral conference report on the consolidation of the Senate and House versions of the Anti-Sexual Abuse or Exploitation of Children (OSAEC) Act, is most timely in the light of the continuously rising cases of minors being sexually abused and exploited online.

It is legislation long overdue. The perpetrators are often relatives and neighbors of the victims while the clientele are often those of organized crime groups .

Economic gain is the usual motive as can be seen in the many previous arrests law enforcers have made.

The widespread use of internet technology, mobile apps, electronic payments, and sometimes online games has fueled the prevalence of OSAEC.

BSP AND NOTE PRINTING AUSTRALIA PARTNER IN PRODUCING MODERN POLYMER PH BANKNOTES. The Bangko Sentral ng Pilipinas (BSP) has partnered with Note Printing Australia (NPA), a subsidiary of the Australian central bank, in the initial roll-out of modern polymer banknotes. During a high-level event at the Manila residence of Australian Ambassador to the Philippines Steven J. Robinson AO (left, above), BSP Governor Benjamin E. Diokno (center) received uncut 1000-Piso polymer banknotes from NPA Chief Executive Officer Malcolm McDowell (right), witnessed by BSP and Australian Embassy officials, as well as leaders from the Philippine banking industry.  The new polymer banknote is more durable and cost-effective because of its extended lifespan; more environmentally friendly because of its smaller carbon footprint and recyclability; and more hygienic and sanitary because of the shorter survival periods of viruses and bacteria on its surface. It also has advanced security features to further deter counterfeiting.

BSP Launches Fish N' LEarn – A Financial Education Game for Fisherfolk

The Bangko Sentral ng Pilipinas (BSP) is targeting to capacitate over 1.9 million fishers nationwide through a financial education simulation game called "Fish N' LEarn". The game was developed under the BSP's Financial Education (FinEd) Program for Fisherfolk, in partnership with the Department of Agriculture - Bureau of Fisheries and Aquatic Resources (DA-BFAR), United States Agency for International Development (USAID) - Fish Right Program, and BDO Foundation.

Fish N' LEarn simulates real-life events that influence the financial behavior of fishermen and their families. It aims to empower the agri-fisheries sector by reinforcing positive money habits and values among fisherfolk through a fun and interactive game.

BSP Governor Benjamin E. Diokno highlighted the important role of our fisherfolk, who serve as food security frontliners in the ongoing pandemic. "Fish N' Learn is meant to give our fisherfolk the primacy that they deserve by focusing on improving their financial health and overall quality of life, which helps to foster a financially healthy citizenry. Strong public-private partnerships are instrumental to achieve sustainable and scalable programs such as this one," Diokno said.

Fish N' LEarn will form part of the regular training programs of DA-BFAR for fisherfolk. Embedded in the game are the important key messages on financial literacy and marine conservation, which are summarized into five Ms: (1) Maging mapagkalinga sa karagatan (Nurture oceans and aquatic resources); (2) Mag-impok ngayon para sa kinabukasan (Save for the future); (3) Magpalago ng kita sa pamamagitan ng pagne-negosyo (Expand income sources by putting up a business); (4) Mag-seguro para protektado (Get insurance for protection); and (5) Maging matalino sa pag-utang (Use debt wisely).

The BSP, USAID-Fish Right, BDO Foundation successfully launched and turned over the Fish N' LEarn game kits to DA-BFAR in May 2022 in celebration of the Farmers' and Fisherfolk's Month. The game materials were distributed to DA-BFAR's Regional Fisheries Training and Fisherfolk Coordination Divisions (RFTFCD) and its Provincial Fishery Offices (PFOs), as well as to select USAID-Fish Right civil society partner organizations. The first batch of BFAR trainers underwent capacity-building Training of Trainers (TOT) in September 2021 to ensure proper cascading and roll out of Fish N' LEarn to fisher-beneficiaries. Another round of TOTs will be held in 2022 to capacitate more regional trainers nationwide.

The BSP, DA-BFAR, USAID-Fish Right, and BDO Foundation signed a Memorandum of Agreement (MOA) for financial education last 04 February 2021.

"Sun Tzu was a Chinese general, military strategist, writer, and philosopher who lived in the Eastern Zhou period of ancient China (5th ct BC). Sun Tzu is traditionally credited as the author of The Art of War, an influential work of military strategy that has affected both Western and East Asian philosophy and military thinking. His works focus much more on alternatives to battle, such as stratagem, delay, the use of spies and alternatives to war itself, the making and keeping of alliances, the uses of deceit, and a willingness to submit, at least temporarily, to more powerful foes. Sun Tzu is revered in Chinese and East Asian culture as a legendary historical and military figure. His birth name was Sun Wu and he was known outside of his family by his courtesy name Changqing. The name Sun Tzu by which he is more popularly known is an honorific which means "Master Sun". Sun Tzu's historicity is uncertain."

4 REASONS WHY CUSTOMERS REFUSE YOUR 'OFFER' FOR THE FIRST TIME

When customers refuse to buy, many sellers still blame "heavy aura" without questioning why customers leave without buying but your competitors are chosen by customers. There is no customer as "heavy" as you think, the reason the customer refuses the "offer" comes from yourself.

1. Selling the wrong target audience

The first reason customers turn down your "offer" is because they don't have money. The first factor that businesses must determine is the target audience. What age will your customers be, what personality traits will they have, and how much their monthly income will be. Target customers are those who can afford to pay for your products and importantly, if they have a need for that product.

For example, you are a sales person for the real estate market - requiring the target customer to be someone with economic ability, wishing to buy to live or invest. The potential customers you define are people aged 30 and over.

Entrepreneurs localize the target audience and find ways to bring their products to them. There are other objects you can ignore or not care about. For example, customers at school, students, they will not have the ability and need for your product.

2. Can't solve "pain"

The second factor that helps you to successfully close the order is to identify the needs of the customer, what are they needing, what is missing? If the problems customers urgently need to solve are 'pain', then your product is like a cure-all for them.

It is very important to clearly identify the needs of customers, because customers only want to buy when their needs are necessary. When making a purchase, the customer gets to solve the problem and get what they want, not what you're selling.

If you only focus on the products you want to sell without paying attention to the needs of your customers, it will only cost you a lot of time, effort and money. As for the customer, they will feel annoyed, annoyed and have a bad impression of your product.

3. Can't handle customer's refusal

The reason of "can't process the customer's objection", you can't sell the product is still your fault. To distinguish a professional salesperson, talent is in your ability to turn a customer's refusal from no to yes or not?

When customers still do not understand anything about your products, even though they have the need and ability to pay, they still refuse your offer as usual. The reason customers refuse the "offer" lies in the fact that you are not really skillful, the way you offer has not really attracted customers.

Being a sales person requires you to have good communication, persuasion and negotiation skills. These skills no one can teach you nor any books record, it is formed in the process of you "colliding" with life.

The elite salesmen are like a hypnotist, they can use their words to hypnotize customers to make them unconsciously withdraw money to buy goods for you.

Remember, when customers say "NO" to you, it doesn't mean that they don't like the product, there is no need for the product, they mean "CONQUER ME".

4. Failing to give "urgency"

The reason why customers don't buy your product even though they have a need is "why should I buy it now?" After the exchange between you and the customer is over, if they don't buy your product but buy a competitor's product, this is your fault.

People often have procrastination in order to sell, you have to give "urgency" reasons by limiting the time and quantity to make customers buy NOW.

The reason the customer refuses the "offer" lies in you, not in the customer. Be a smart, quick and clever salesman to satisfy even the most demanding customers.

Pinay Actress joins Philippine Army reserve force

Actress Nathalie Hart is set to join the Army's reserve force after undergoing the 45-day Basic Citizen Military Training (BCMT) that started on May 15, 2022 at the National Capital Region Regional Community Defense Group's headquarters in Fort Bonifacio, Metro Manila.

Hart, who have starred in various movies and hit television series, will undergo the BCMT that is conducted for civilians who seek to be part of the country's reserve force. BCMT is geared at equipping trainees with basic military knowledge and skills necessary to prepare them in times of mobilization.

It can be recalled that Army reservists, hand in hand with regular troops and other responders, launched timely relief and rescue efforts that saved lives in the aftermath of calamities, particularly in the aftermath of Taal eruption in January 2020 and the onslaught of Typhoon "Odette" late last year and Tropical Storm "Agaton" last month.

Army Commanding General Lt. Gen. Romeo S. Brawner, Jr., has earlier said that the command is aiming to recruit quality reservists that will effectively complement the Army's regular force. The Philippine Reservists Act (Republic Act 7077) mandates reserve units to assist relief and rescue efforts during calamities and socio-economic development initiatives.

The Army currently has around 790,000 standby and ready reserves that performed an important role in the successful implementation of development support and security operations of the Armed Forces of the Philippines, especially in its humanitarian assistance and disaster response efforts.

Facts and Trivia / The First Council of Nicaea
May 21, 2022, 04:45:14 PM
#OnThisDay May 20, 325, The First Council of Nicaea – the first ecumenical council of Christian bishops convened in the Bithynian city of Nicaea, Asia Minor (now İznik, Turkey).

Derived from Greek (οἰκουμένη, oikouménē, lit. 'the inhabited one'), "ecumenical" means "worldwide." This ecumenical council was the first effort to attain consensus in the church through an assembly representing all Christendom. The Council resulted in the first uniform Christian doctrine, called the Nicene Creed. With the creation of the creed, a precedent was established for subsequent local and regional councils of bishops (synods) to create statements of belief and canons, which define unity of beliefs for the whole of Christendom.

The First Council of Nicaea, the first general council in the history of the Church, was convened by the Roman emperor Constantine the Great (in agreement with the pope, Sylvester I) upon the recommendations of a synod led by the bishop Hosius of Corduba. The choice of Nicaea was favourable to the assembling of a large number of bishops. It was easily accessible to the bishops of nearly all the provinces, but especially to those of Asia, Syria, Palestine, Egypt, Greece, Thrace, and regions of the Roman Empire. The sessions were held in the principal church, and in the central hall of the imperial palace. A large place was indeed necessary to receive such an assembly, though the exact number is not known with certainty.

Generally, this synod had been charged with investigation of the trouble brought about by the Arian controversy in the Greek-speaking east (Arius was a priest best known for the doctrine of Arianism; Arius argued for the supremacy of God the Father, and that the Son was created and had a beginning, and that the Son was rather the first and the most perfect of God's creatures). To most bishops, the teachings of Arius were heretical and dangerous to the salvation of souls. The majority, especially those who were confessors of the Faith, energetically declared themselves against the doctrines of Arius.

The Arian controversy arose in Alexandria when the presbyter Arius began to spread doctrinal views that were contrary to those of his bishop, St. Alexander of Alexandria. The disagreements sprang from different ideas about the Godhead and what it meant for Jesus to be God's Son. St. Alexander together with St. Athanasius of Alexandria maintained that the Son was divine in just the same sense that the Father is, coeternal with the Father.

At this First Council of Nicaea, a number of bishops, led by Eusebius of Nicomedia, came as supporters of Arius. But when some of Arius's writings were read aloud, they are reported to have been denounced as blasphemous by most participants. Accordingly, the debate at the council became so heated and raged in an attempt to come up with an answer.

The Arian discussions and debates at the Council extended from about 20 May 325, through about 19 June 325. The majority of the bishops ultimately agreed upon a creed, known thereafter as the Nicene creed. The Council declared that the Son was true God, coeternal with the Father and begotten from his same substance, arguing that such a doctrine best codified the Scriptural presentation of the Son as well as traditional Christian belief about him handed down from the Apostles. This belief was expressed by the bishops in the Creed of Nicaea, which would form the basis of what has since been known as the Niceno-Constantinopolitan Creed. The Nicene Creed is part of the profession of faith required of those undertaking important functions within the Catholic Church, and in those Christian denominations that adhere to it.

The Council having been finished, emperor Constantine exhorted the bishops to work for the maintenance of peace; he commended himself to their prayers, and authorized the fathers to return to their dioceses.

On May 19, 1898, Emilio Aguinaldo returned to the Philippines two days after setting sail from Hong Kong aboard the USS McCulloch. Before landing on Cavite, Aguinaldo conferred with Commodore George Dewey at the latter's flagship, USS Olympia, where the Filipino leader supposedly received Dewey's assurances that no war would ensue between Filipinos and the United States should Spain's governance weaken in the Philippines and the archipelago took the path of independence. Aguinaldo would also recall that Dewey advised to have the Filipino flag ready to be raised. Dewey, however, cabled later that he or any ship under his command never saluted the Filipino flag.

At this time, there were concerns from Filipino ranks that the Americans might annex the Philippines instead, since it appeared that none of the American officials Aguinaldo conferred with were actually committed to support their aspirations of freedom. In fact, the joint resolution authorizing the war with Spain only indicated an assurance for Cuban independence, but spoke nothing of the Philippines and other Spanish possessions.

General Mariano Noriel, for one, cautioned Aguinaldo: "Look, General, if we don't watch out, they will be replacing our flags with their own all over the country!"

General Artemio Ricarte, whose anti-American sentiments were quite known, also warned Aguinaldo "to be careful because it seems the Americans want to fool us."

On May 4, 1898, Spanish Governor General Basilio Agustin formed a Filipino militia upon the recommendation of the Board of Authorities to aid in the war against the Americans. In a semblance of Filipino representation, although merely advisory in nature, Augustin also created a consultative assembly on the same day. Aguinaldo's return from exile, however, energized Filipinos to turn away from the colonial government and shift their loyalties to the Revolution, which victories led Aguinaldo to organize a new government by May 23. The peace brought by the Pact of Biak-na-Bato lasted only six months.

TRIVIA 15
DID YOU KNOW? | A new US Navy warship will be named after the only Filipino Medal of Honor recipient.

On May 20, 2022, the Navy Secretary Carlos Del Toro announced that a future Arleigh Burke-class guided-missile destroyer will be named after the sole Filipino Medal of Honor Recipient Fireman 2nd Class Telesforo De La Cruz Trinidad.

Trinidad was born on November 25, 1980 in a humble family in Aklan Province, Panay. He enlisted in the US Navy after the Spanish-American War and boarded the USS San Diego. On January 21, 1915, the captain of the ship conducted a four-hour full-speed endurance trial which concluded in an explosion from the boilers. Trinidad was forced out of the room by the force of the blast where the first explosion happened, but he re-entered the fireroom to rescue his injured crewmembers. As he returned to rescue another fellow fireman, Trinidad passed into a fireroom where he was caught in an explosion and badly burned his face.

Trinidad was awarded the Medal of Honor for his display of bravery and compassion. The US Navy honors his legacy by naming the backbone of their surface fleet that provides protection to America around the globe after the Medal of Honor recipient. The Navy Secretary also expressed his hopes for this symbolic gesture to serve as a beacon not only Asian Americans and Pacific Islanders but for all the Sailors, Marines, and civilians who serve across the Department of the Navy.

"For the first time ever, the Qatar Council for Healthcare Practitioners (QCHP) certifies physicians from the Philippines as eligible for the "specialist" title within that country's healthcare system. The recently updated Approved Specialty Qualifications List for Physicians issued by the Qatar Ministry of Public Health acknowledges the specialization training that Filipino doctors undergo in their own country to make them eligible as specialists in Qatar.

This encompasses all Filipino doctors who are diplomates of Philippine Specialty Boards, having completed their post-qualification degrees and required three years work experience, unless otherwise specified.

The inclusion of Filipino doctors in the list which was released last April 2017 was the result of a successful January 2017 meeting in Doha of top health officials of both nations led by Qatar's Minister of Public Health Dr. Hanan Mohamed al-Kuwari and Philippine Department of Health Secretary Paulyn Jean B. Rosell-Ubial. Also present at the landmark meeting in were Director Maylene Beltran, of the DOH's Bureau of International Health Cooperation and Dr. Jose Tiongco, chief executive of the Medical Mission Group (MMG) Hospitals and Health Services Cooperative of the Philippines.

The meeting, which was organized by the Philippine Business Council (PBC), included discussions on the plan of the MMG to establish a Filipino hospital and polyclinic in Qatar in partnership with Qatari investors. The equivalency of qualifications now awarded to duly qualified Filipino doctors is an important step towards setting up these new healthcare facilities. The discussion on equivalency of physician qualifications was spearheaded in 2015 by the Filipino Medical Association in Qatar with the support and endorsement of the Philippines embassy.

Philippine Business Council officials in Qatar noted that the recognition of Filipino medical specialists by the Qatar Ministry of Health reinforces the acknowledged competency of Filipino health professionals in that country, thereby bolstering the number of qualified doctors addressing the healthcare needs of that nation's people.

The State of Qatar is among the countries in the Middle East in which a considerable number of Filipino doctors are practicing their profession.

"This is indeed a significant milestone not only for the health sector but for the Philippines as a nation, providing competent Filipino medical specialists to the outside world such as Qatar. This accolade to our very own doctors signifies partnership of two countries to move forward in the quest to raise quality healthcare to a new level. I am deeply honored and very proud with this achievement and I want to extend the gratitude and appreciation of the Philippine government and all Filipinos to the Government of Qatar for its support and assistance to our health and development goals," Secretary Ubial concluded."

"President Rodrigo Duterte recently issued Executive Order 26, which strengthens the implementation of our existing tobacco control laws, particularly in the promotion of smoke-free environments. The example President Duterte gave us during his years of service as mayor of Davao City – one of the first 100 percent Smoke-Free Cities in the Western Pacific Region and in ASEAN – is hopefully something we can replicate all over the Philippines. The DOH will soon issue an IRR to complement EO 26.

Smoking does not only impact negatively on a person's health. It is also a hindrance to our collective aspirations as a country.  In the Philippines, the cost of a single pack of the cheapest brand of cigarettes is equivalent to the amount of money that could have bought 38 cups of uncooked rice. That is enough to feed a family of four for about five days.

This year's 'World No Tobacco Day' theme is "Tobacco: a threat to development. Tobacco alone has a significant impact in the achievement of Sustainable Development Goals (SDGs), the world's commitment to ending poverty. Tobacco use takes money away from a family's budget for basic needs such as food, education, and shelter.

Every year, tobacco use kills 87,000 Filipinos, which are more than the number of deaths due to HIV/AIDS, tuberculosis and malaria combined leading to an annual economic loss of approximately Php 271 billion from tobacco-related hospitalization and productivity losses. The 2015 Philippines' Global Adult Tobacco Survey (GATS) reported over 17 million Filipino adults have smoked tobacco products – 42% among men and 6% among women. While there has been a substantial decrease since 2009, a significantly large number of Filipinos will face possibly irreversible health damage in the coming years subsequently putting a strain on the capacity of the health sector to cushion the impact.

Tobacco farming and production damages the environment. Apart from the loss of valuable natural and agricultural resources to tobacco farms, the industrial processes involved in tobacco production take a major toll on the ecosystem as the use of wood in drying the product results in even more deforestation and even more carbon dumped into the atmosphere.

For these reasons, this year's theme for World No Tobacco Day (WNTD), "Tobacco – a threat to development" makes explicit the crucial and very real link between tobacco and SDGs.

Conversely, every effort to reduce tobacco consumption directly benefits individuals, societies, and global development targets.

"The Department of Health, being the lead agency in the implementation for the fulfillment of comprehensive smoking ban, ensures its strict 100% compliance towards a smoke-free Philippines," Health Secretary Paulyn Jean Rosell-Ubial concluded." Posted in 2017

"The Department of Health (DOH) spearheads the 5th Neglected Tropical Diseases (NTD) Forum in Cebu City with the theme: "Evidence Based Technologies to Accelerate the Gains of NTD Elimination, A New Hope". The forum affirms that through the newly established Philippine Health Agenda, shared vision, process of national and local interface and public-private partnership, addressing a health and development issue such as NTD will be attainable.

"We have gone a long way since we started our first NTD Forum in 2012. So far, it has paved a way in forging strong partnerships resulting to triumphant stories on NTD elimination. To date as of 2016, 10 out of 28 provinces have reached the goal of eliminating schistosomiasis as a public health problem.  35 out of 45 endemic provinces have eliminated lymphatic filariasis, Forty one (41) areas were declared rabies-free and 17 out of 79 surveyed provinces have reduced the prevalence of soil transmitted helminthiasis to less than 20% while leprosy maintained the national elimination at less than 1 per 10,000 population.  Hence, it is high time to recognize the sustained efforts and contributions of our local government units and communities, the academe and research institutions, the Department of Agriculture, the Department of Education, the Department of Interior and Local Government as well as our development / international partners and of course my DOH family.

Year after year, through the Stakeholders Forum, we were able to deepen our understanding of the many issues and challenges we are faced with at the same time acknowledging the need for a collective response and finding solutions together. We continuously move forward with a shared vision: "End NTDs by 2030", Health Secretary Paulyn Jean B. Rosell-Ubial explained.

According to the World Health Organization, Neglected Tropical Diseases (NTDs) are diverse group of communicable diseases that prevail in tropical and sub-tropical conditions in 149 countries which affect more than one billion people, costing developing economies billions of dollars every year. They mainly affect populations living in poverty, without adequate sanitation and in close contact with infectious vectors and domestic animals and livestock. In the Philippines these includes: leprosy, rabies, schistosomiasis, filariasis, soil-transmitted helminthiasis, and food and water-borne diseases.

DOH emphasized that four areas will be concentrated in order to diminish NTDs: (1) Interrupting transmission through continuous collaboration with  national government agencies like the Department of Agriculture in the dog vaccination program, interrupting rabies transmission. (2) Elimination of Stigma by stressing that people affected with NTDs need not be alienated because of their disease (3) Halting the Progression of Disability by administering annual check-up nationwide among the poorest of the poor, enabling early detection and treatment for such diseases; and (4) Overcoming the Effects of NTDs, DOH will continue to identify those who have potential exposure to NTDs and in return, they will be provided with preventive chemotherapy which have been fruitful in the DOH's campaign against schistosomiasis. Soil transmitted helminthiasis and lymphatic filariasis.

"I would like to congratulate each and everyone who has contributed to the movement to end NTDs. I have always believed that health is everybody's concern, not just the government but the whole society. Together, let us continue to march towards our goal of a healthier and more productive Philippines for the next generation to come. Let us commit ourselves to work towards one shared vision: All for Health towards Health for All!" Secretary Ubial concluded."

"In line with the passage of the Zeno of Citium was a Hellenistic philosopher, the Department of Health (DOH) in partnership with the University of the Philippines National Institutes of Health (UP NHI) launched the 1st Philippine Rare Disease Symposium with the theme: "Working Together for Better Care."

The symposium aims to gather the representatives of relevant public and private stakeholders to create awareness and understanding of the recently enacted national policy on Rare Disease. Furthermore, the symposium envisions strengthening the pathway for collaboration among partners and stakeholders for the effective implementation of the national rare disease program.

"The DOH together with the NIH-UP, shall create a system for the identification, management and registration of persons with Rare Disease, including an effective referral system, to provide them with better access to support, treatment, and information. A technical group shall identify the needed drugs, product, and services of this group to ultimately incorporate this in the medical assistance or PhilHealth benefits provided to the public. The DOH shall also develop the expertise of health professionals in the country in terms of diagnosing, treating, and managing patients with rare diseases. Special consideration shall be given, such as provision of benefit similar to those given to Persons with Disabilities (PWDs). These are only some of the government's undertakings to ensure that patients suffering from rare diseases are prioritized and given access to adequate health care and assistance," Health Secretary Paulyn Jean B. Rosell-Ubial said.

Less than one year ago, when the Republic Act 10747 or what is commonly known as the Rare Disease Act was signed. The passage of this law gave new hope to Filipinos who are suffering from rare but often chronic, life-threatening and costly diseases. This vulnerable population has been, to an extent, neglected. Because of the rarity of their disease, not much poor assistance was given to them in the past. There is scarcity in terms of expertise and available treatment for these patients in the country. RA 10747 will address these gaps and provide the much needed attention this vulnerable group long deserves.

The World Health Organization defines a rare disease as an often-debilitating disease or condition with a prevalence of 0.65% to 1%. In the Philippines, a disease is considered rare when it affects one patient in every 20,000 population. Patients afflicted with rare diseases often have their quality of life reduced to taking medications, check-ups and suffering from pain. They are often dependent on other people to attend to their basic needs. They also need lifelong medical care, food supplements, medications and multidisciplinary therapies to alleviate the symptoms and effects of the disease.

"The DOH fully supports and recognizes the importance of the First Philippine Rare Disease Symposium to jumpstart the dialogue and collaboration among the different stakeholders to determine how best we can enforce and implement the law. We are committed to do our part to guarantee services that provide care for all life stages and address the burden of rare diseases in the country, Secretary Ubial concluded.

The Philippines will be celebrating the 8th National Rare Disease Week on February 22-28, 2017, joining hands with the rest of the world in the Rare Disease 2017 campaign with the theme "With Research Possibilities are Limitless". The last week of February was declared as the "National Rare Disease Week" in the Philippines on February 8, 2010, through the Presidential Proclamation 1989."

"The Department of Health spearheads the celebration of Heart Month this February with the theme: "Gulay at Prutas Araw-Arawin, Matamis, Mamantika, at Maalat Hinay-Hinayin." This Valentine's Day, the public is reminded to choose a heart-healthy gift or practice a healthy lifestyle and diet to keep one healthy. Here are some heart-friendly tips from DOH:

Instead of buying your sweetheart an overload of cakes, sweets, and fatty foods, why not give a more permanent gift. A poem, letter or message may convey more feeling.
If you choose to buy chocolates, choose dark chocolate with less sugar and caramel added. Dark chocolate should be made up of at least 60-70 percent cocoa. It has flavonoids, antioxidants, which are good for the heart and blood vessels. Eat only a moderate amount, approximately an ounce (around 30 grams) a day.
Be active on Valentine's Day. Plan an outing or walk around a park or mall. Walking for 30 minutes is good for your heart.
Home cooking is healthier than restaurant food. Instead of an expensive restaurant date, why not cook at home and enjoy a romantic dinner for two. For example, you can eat fish like tuna, mackerel, bangus and salmon.
Split your meal in two. If you still want to go to a restaurant for a date, splitting your meal can cut your calorie intake in half.
Give fresh fruits. If you want to eat something sweet, local fresh fruits in season are the healthier choice.
Don't smoke. If your sweetheart is a smoker, encourage him or her to quit smoking. Smoking can lead to a heart attack or stroke. Hence, quitting is the best Valentine's Day gift for your loved one.
Be faithful to your partner. Reduce your stress and enjoy life more.
In the Philippines, deaths related to Non-Communicable Diseases are attributed to: cardiovascular diseases (33%), cancer (10%), diabetes (6%), and chronic respiratory diseases (5%) (WHO Report on NCD Country Profiles 2014). The Food and Nutrition Research Institute (FNRI) National Nutrition Survey showed that there is an increasing prevalence in the following behavioral factors from 2008 to 2013: diabetes from 4.8% to 5.4% and overweight among adults from 26.6% to 31.1% while decreasing trends for hypertension from 25.3% to 22.3%  and current adult smokers from 31.0% to 25.4%.

Last 2016, the DOH launched the establishment of the DOH Hypertension and Diabetes Club. This will be scaled-up nationwide to enhance the initiatives in addressing Non-Communicable Diseases (NCD) and will serve as a support group in communities to disseminate information and ensure that appropriate management is provided to all patients. As of February 2017, more than 600,000 patients are registered in the club.

To be part of the DOH Hypertension and Diabetes Club, the client needs to consult the nearest health center or primary health care facility to undergo assessment, screening and management using the Philippine Package of Essential NCD Intervention (PhilPEN) protocol. Once the patient is diagnosed to have hypertension and/or diabetes, he/she will be enrolled to the club. Member can access DOH drugs for hypertension (Losartan/Amlodipine/Metoprolol) and diabetes (Metformin). They will also benefit from activities promoting healthy lifestyle.

"Be kind to your heart. Choose healthier options this Valentine's Day, maintain a regular diet and exercise. Gulay at Prutas Araw-Arawin, Matamis, Mamantika, at Maalat Hinay-Hinayin," Secretary Paulyn Jean B. Rosell-Ubial concluded."

UP MINDANAO ALUMI CONFIRM: NPA RECRUITMENT IS HAPPENING WITHIN THE SCHOOL

IN THE NEWS: A University of the Philippines-Mindanao (UP-Min) alumnus has confirmed that recruitment activities are being carried out by the communist New People's Army (NPA), sometimes even with the help of their mentor.

"Yes, there is (an) active recruitment. Let me correct you in your denial that there is no active recruitment on UP campuses. There is, and it starts with the words critical thinking," Choyax Cagape, a former UP Min student, said in a Facebook post on May 14.

Cagape was responding to denials made by some of his classmates about the supposed NPA's non-existent recruitment activities inside UP-Min.

As of this writing, the post gained over 2,500 reactions, 251 comments, and 1,500 shares.

Most of the netizens who commented on Cagape's post appreciated him for his bravery, while some offered corroborations about his claim, citing their own experiences with the school as well.

"To my classmates in UP Mindanao, I do not know how to react when you post denials that there is no active recruitment of the NPA in UP Mindanao. I do not like to post arguments on your posts, so I will just make my own," Cagape said.

Cagape narrated that when he was then the election body chairperson of the student body in his first year, a teacher introduced him to "subversive ideology."

"You all know her; she called me an admin loyalist when I did not postpone the elections due to lack of 'representation of all the sectors of the student body. Even to the point of calling me a bourgeoisie," he said.

Cagape claimed he knew some classmates and or other UP-Min students who went to the mountains without finishing school because they had already been recruited by the NPA.

"And yes I visited one of the 'offices' of leftists off campus, and it was filled with Maoist propaganda, a newspaper filled with anti-government sentiments," he said.

Arian Jane Ramos, former secretary of an NPA unit under the Southern Mindanao Regional Committee, said her journey with the NPA started with being an activist until she was introduced to NPA's legal fronts inside the school.

Ramos is a UP-Min Bachelor of Arts in Communication graduate.

Ramos said schools have been the NPA's favorite recruitment grounds, attracting students to join leftist groups first then recruiting them to be party members. The final step would be to join the armed struggle in the mountains.

Ramos recalled that it was during an election in their school that they were introduced to the candidates under the Alyansa ng mga Aktibong Kabataan ng UP Mindanao (ANAK UP-Min).

"Their lines were very sharp. They were discussing educational issues, economics, politics, international relations in the Philippines," she recalled in an interview Thursday.

The Anak UP Min, according to Ramos, is a coalition of NPA fronts inside the campus.

However, Ramos said she did not join the ANAK UPMin, and instead, she became interested in the Gabriela Youth as she was very interested in women's issues and gender equality.

Their group created the UP Mindanao Gabriela Youth Chapter, which later expanded to other universities to recruit students and organize more school-based chapters.

"Then I was introduced to Makibaka, the underground mass organization of women, Independent Movement of Modern Women. I was given orientation, so there, I found out that it was guided by the Communist Party of the Philippines (CPP)," Ramos said.

Ramos blamed her radicalization on the exposure she had with NPA front organizations inside UP-Min.

On This Day May 17, 1942, in the morning, a group of Japanese Military officers landed at Tagbilaran, Bohol, they were the emissary of the Japanese Imperial Forces telling they would invade the Province of Bohol.

Prior to this, on May 3, 1942, in the course of the Second World War, the Japanese Imperial Forces bombarded Tagbilaran, the capital of Bohol, using their aircraft and warships. They also bombed the airports of Tagbilaran and Ubay.

The Japanese emissary and Governor Agapito Hontanosas together with Congressmen Margarito Revilles and Isabelo Binamira held a long conference at the (old) provincial capitol. The Japanese emissary persuaded the Bohol Provincial Government and the Bohol Military Commanders to surrender and offer no resistance.

On May 22, 1942, the Imperial Japanese Forces, numbering around two thousand, made a landing in Tagbilaran. No cannon roared, and no gun fired from the Boholano Forces when the Japanese landed at the wharf of Tagbilaran. Occupation Governor Agapito Hontanosas acted as a kind of "military governor" of the province of Bohol by the Imperial Japanese Army under the command of an officer named Colonel T. Mini. Then after a few days, upon order of Colonel Kawakami of the Imperial Japanese Army in Cebu, a "puppet" provincial government was organized. All chiefs of division of the former provincial government were called to organize their respective offices. With the exception of school superintendent D. Williams who fled to the interior mountains of Bohol and provincial treasurer Aquilino Calixto who went to Manila sometime before the Japanese invasion. All chiefs of division, including their employees of the former provincial government were affected, and their offices were abolished. All functions of the provincial government were all under the Japanese Imperial Command. Consequently, many officials of the province did not submit and refused to serve the Japanese administration. Those who would not serve or obey the Japanese administration would be punished and put in the concentration camp in Tagbilaran.

Conversely, Senior Board Member Conrado D. Marapao Sr., received radiographic instructions from Acting President Manuel A. Roxas of the Philippines, directing him to assume the governorship of Bohol, and to continue the function and operation of the Commonwealth Government in the Province of Bohol. On May 22, 1942, Governor Conrado D. Marapao Sr., (Bohol Governor, May 22, 1942–May 31, 1946) assumed the position. Thus, Bohol had two civil governments – the first under Agapito Hontanosas (Bohol Governor, August 30, 1941–Wartime Years) with the Japanese Administration behind it, the second under the Commonwealth Government or Free Local Civil Government of Bohol with Marapao as the head.

The Boholanos organized an underground government to fight and liberate the province of Bohol. In the early part of June 1942, the Boholanos formed the nucleus of a guerrilla force in Maitum, Balilihan. With a handful of United States Army Forces in the Far East (USAFFE) soldiers and volunteers, they began operating in the neighboring towns.

On May 25, 1945, the Province of Bohol was formally declared liberated from the Japanese Imperial Forces. On the same day, the civil government of Bohol formally turned over to the authority and jurisdiction of the Commonwealth Government of the Philippines. Thus, ended the control of the Philippine Civil Affairs Unit of the United States Army in Bohol and began the re-established Commonwealth Government with new appointments extended to all the ranking provincial officials and all the municipal officials by the President of the Philippines. Bohol once more was restored to its life of freedom and contentment.

What Is Open-Pit Mining? By Manny Piñol

Definition, Examples,
Environmental Impact
By Rebecca Coffey, treehugger.com
Published February 22, 2022

(Following the approval by the South Cotabato Provincial Board of the Lifting of the Ban on Open Pit  Mining in Tampakan Town, I decided to learn more about Open Pit Mining, the benefits and risks, and I came across this very informative article posted on treehugger.com, a sustainability website which is obviously pro-environment. I took the liberty of downloading the photos and copypasting the article written by Rebecca Coffey. Credits go to treehugger.com, Ms. Rebecca Coffey and Getty Images.)

Open-pit mining is one of several non-tunnel approaches to mining that gives miners ready access to minerals and stone near Earth's surface. Explosives help create massive, canyon-like holes. Heavy machinery refines the holes into workable pits and extracts the valuable materials that large trucks then cart away. Solid and liquid waste are usually kept at disposal sites near the pit.

Open Pit Mining Definition
No government agency publishes information about the number of open-pit mines domestically or globally. Nor is there a reliable public source of information about the dollar size of the open-pit mining industry. This may be because open-pit mining is only one type of mining in which the soil and rock covering the material to be mined are removed. Together, those types of mines are called surface mines.

An additional problem with pegging the size of the open-pit mining industry is that many open-pit mines have underground tunnel components.

More useful is to look at the mining industry in general. Statista.com reports that, in 2020, the United States had the following active mines: 6,251 sand and gravel pits, 4,281 stone quarries, 1,009 coal mines, 895 nonmetal mines, and 278 metal mines. Sand, gravel, stone, coal, and many of the metal and nonmetal mines are likely to be of the open pit type.

The classic open-pit mine is impressively deep and far wider at the top than at the bottom. One example is the particularly massive Bingham Canyon mine near Salt Lake City, Utah. It is nearly three-quarters of a mile deep and about 2.5 miles wide.

Pits are dug so that the walls ("batters") slope downward. The slope helps reduce the pull of gravity on the rocks and therefore minimizes the risk of boulders tumbling down and causing injuries. Flat, dirt terraces called "benches" or "berms" periodically extend out from the batters. They are wide enough to firmly support dinosaur-sized trucks and other heavy machinery as they pass each other. A system of ramps allows trucks and other dirt movers to drive between benches.1

Open-pit mining is commonly used to extract metallic ores like aluminum, bauxite, copper, gold, copper, and iron as well as non-metallic ores like coal, uranium, and phosphate. Open-pit mining is also known as open-cast mining, open-cut mining, and mega-mining.1

Environmentally, open-pit mining is devastating. It consumes enormous amounts of water, heavily pollutes water and air, disfigures landscapes, and permanently destroys habitat. Even after pits are exhausted and sites are rehabilitated, the pit area retains elevated risks of erosion and flooding.

Despite its environmental drawbacks, there are a few reasons that open-pit mining remains popular. Relying on heavy machinery and explosives, it is from three to five times more expedient than deep-shaft mining. As much as 20,000 tons can be mined in a single day. It's safer for the miners, as well, because at most pits tunnels aren't necessary, which means that the risks of tunnel collapse, fire, and toxic gas release are minute.1

Air Pollution
Heavy clouds of dust form during mining operations. Blasting alone is an enormous piece of the problem. In 2018 an international team of scientists publishing in E3S Web of Conferences reported that about 10 billion cubic meters of rock are exploded annually. The resulting clouds transport about 2.0-2.5 million tons of dust.2

The dust from drilling and blasting at some mines is highly radioactive. This is the case, for example, at uranium mines. The problem is not limited to well-known radioactive ores, however, as all ores are radioactive to some degree.3

Even when it's not radioactive, dust containing heavy metals can be very dangerous. When it is breathed it can create a variety of respiratory problems including black lung disease.4

The explosives used in blasting release fumes rich in smog- and acid rain-producing gases like ozone, hydrocarbons, and the highly toxic nitrogen dioxide. As far back as 1973 Soviet scientists reported that the smog can form in the pits themselves.5 In 2019 Chinese scientists reported that a mine-produced hydrochloric acid mist was caustic enough to corrode concrete.6

When mining equipment malfunctions or when workers such as welders make mistakes, coal ignites. Mine fires release toxic gases and cause significant air pollution.7

The gargantuan heavy equipment used at mine sites generates exhaust and pollutes the air.

Water Pollution
One of the most significant problems in open pit mining is also endemic to underground mining. The mineral pyrite is often found in coal mines. It contains sulfur. When pyrite is exposed and sulfur reacts with air and water, it forms an acid. Acidic water as well as any rock-bound heavy metals that the acid has dissolved leach out of the mines and into nearby rivers, lakes, and streams, killing aquatic life and making the water unusable.

A 2021 study in the peer-reviewed journal Ecological Applications showed the elimination of 40% of the marine animal species in 93 bodies of water downstream from an area of Appalachia that has multiple open-pit mines.8 Especially problematic in relation to coal mining, acid mine drainage can continue for hundreds of years, even long after the mine has closed.

Acid Water Drainage Pollution
Arguably, "acid water drainage" should be grouped with water pollution, but in this case, it's not mining or even mill processes that create the problem. It's nature itself.

When the sulfur in exposed pyrite meets air and rainwater, it forms an acid. As the newly acid rainwater drains away, it can free—and sweep along— heavy metals from the rock. With or without heavy metals, acid water drainage is catastrophic to aquatic wildlife.

The water pollution created by open-pit mining is typical throughout the mining industry. Coal and other minerals are transported by rail, truck, or boat to "mills" where the mineral product is sorted out and the rock is crushed, ground, washed, and filtered. Then, depending on the mineral, the mining product is put through a variety of water- and solvent-intensive purification processes. The solvents, other industrial chemicals, and metals that remain in the water are collectively called "tailings."

On-site accidents can send the tailings directly into the environment. This is what happened near Vancouver, Canada, at the Mount Polley Tailings Storage Facility on August 4, 2014. The collapse of an on-site dam sent eight million cubic meters of tailings into Polley Lake, Hazeltine Creek, and Quesnel Lake.910

According to the official environmental impact report, the polluted water overwhelmed the creek and carved a new much wider and deeper valley. The surrounding wetlands became thick with metallic sludge. About 336 acres of topsoil around Polley Lake were washed away and deposits of tailing as thick as 11.5 feet blocked the lake's outlet. Restoration efforts are ongoing.

Water Consumption
Water consumption rates are tracked by the United States Geological Survey. During 2015, an estimated 4 trillion gallons per day were pumped out of the earth for the washing necessary for the milling process of mining. (This figure includes both surface mining and tunnel mining.) Groundwater was the source for 72% of that. The remainder was surface water, 77% of which was freshwater.

Waste and Habitat Destruction
Open-pit mines are dug directly into mountain tops. The vegetation is gone. The soil is gone. The habitat is completely destroyed.

Until 1977, Federal law did not require that open-pit mines be remediated or rehabilitated in any way after mining operations had ceased. Since that year, the Federal Office of Surface Mining Reclamation and Enforcement has governed reclamation in concert with various state agencies. Regulations vary by state but, in general, mining companies need to clean up the site. They are not obligated to rebuild mountain tops. They don't need to restore habitat. They must merely return the land to some usable form.1

Regarding the word "usable": The California Department of Conservation, for example, merely insists that pits be put to beneficial use. That Department lists open space, wildlife habitat, agriculture, or residential and commercial development as appropriate ways in which pit land can be reclaimed.

A portion of the enormous Beckman Quarry in San Antonio, Texas, became a Six Flags amusement park and a shopping center. The Big Brown Mine near Fairfield, Texas, is now a wildlife area and private lake. Bridgeport, West Virginia's Pete Dye Golf Course, rated No. 9 on Golfweek's ranking of the Best Modern Courses, is on the site of a former open-pit mine.

Noise and Light Pollution
To maximize the use of the expensive machinery, many open-pit mines operate seven days a week, 24 hours per day.11 This creates untold noise and light pollution that is disturbing to humans and nearby wildlife.12

Long-Term Effects (Remediation and Reclamation)
Obligated to clean up open-pit sites, mining companies sometimes flatten solid waste that is rich in heavy metals and place it inside the pit that is to be backfilled.13 If there was pyrite in the mine, a layer of clay is deposited over the entire pit so that the pyrite and any sulfur it contains won't immediately interact with water and air and create further acid mine drainage. (Unfortunately, there are no long-term studies on the success of clay layers.)

The mine itself can be filled with waste rock.13 Then it is re-contoured. Topsoil is added and vegetation is planted.1

The difficult truth is that, at remediated open-pit mines, the mountain top is forever gone. Meanwhile, when a mine closes the pumps keeping water out of the pit are turned off. The nearby topology may cause rainwater to always flow into the remediated pit. Sometimes the area becomes a lake—albeit one with particularly toxic waters.14

Is Open-Pit Mining Safe?
For miners, open-pit mining is safer than tunnel mining—but it's not exempt from risk.

Mining tunnels can collapse or burn calamitously, killing many hundreds of miners at a time. For example, in 1942 a mixture of gas and coal dust exploded in the Honkeiko coal mine near Benxi in the Liaoning province of China. As tunnels collapsed and fire blasted throughout the mine, 1,549 miners died.

Even when mine gases don't explode, they can kill, either because they are toxic when inhaled or because they take up a large percentage of the breathable gas that's available in the narrow space. This deprives miners of oxygen and silently smothers them.15

The dangers to miners of open-pit mines are far fewer. According to the United States Department of Labor, falling rock, heavy equipment problems, electrocution, and various other accidents common across industries are also endemic to open-pit mining. Even so, not many die. In 2021 one miner was killed.

Philippine History / The First Bisaya People

DID YOU KNOW?
AGTAS ARE THE FIRST "BISAYA" PEOPLE

Hundreds of years before the Spaniards came to the Philippines, there was a Bornean Datu named "Datu Puti."

Datu Puti led 10 Bornean Datus from Borneo and Sumatra in a rebellion against Rajah Makatunao who was a Chola appointed local Rajah who said to retinue and revive Srivijaya in a new country called "Madja-as" (experts agreed that "Madja-as" was "Pannai" now Panay island) in the Visayas during the Srivijayan influence in 1082AD in southeast Asia.

Although the Datus have never met Rajah Makatunao upon their arrival on the island (until they left leaving with some Datus), however, they were welcomed by the natives in Pannai, these natives were called "Atis" or "Agtas". The Atis people were not at all the original people of Negrito or Aeta type (although some historians said they were closely related), Atis were tall people and dark-skinned Austronesian type.

Atis were rich people, who lived in villages of fairly well-constructed houses, they possessed, gold, drums, and other musical instruments, as well as a variety of weapons and personal adornments, which were much superior to those known among the Negritos.

Atis`s precious possessions include gold beads so long that they touched the ground when worn and, second, a salakot, or native hat covered with gold.

The Atis were the ones who referred to the Borneans as "Bisaya," which some historians would interpret as the Atis` way of distinguishing themselves from the white settlers.

Even during the earlier part of Spanish colonialization, the Spaniards used the term Visayan only for these areas.

Only in the latter part, the name Visayan was extended to the whole central region because, as several of the early writers state (especially in the writings of the Jesuit Lorenzo Hervás y Panduro published in 1801) that their languages are closely allied to the Visayan dialect of Panay.

News Report: NCR and Western Visayas wage boards grant minimum wage increase

The Regional Tripartite Wages and Productivity Board - NCR issued Wage Order No. NCR-23 on 13 May 2022 that granted a wage increase of PhP33 bringing the new minimum wage rate to PhP570 and PhP533 for workers in the non-agriculture and agriculture sectors, respectively.

It is expected to protect around one million minimum wage earners in private establishments in the region from undue low pay. The increase considered the restoration of the purchasing power of minimum wage earners because of the escalating prices of basic goods, commodities, and petroleum products.

The Regional Tripartite Wages and Productivity Board – VI issued Wage Order No. RBVI-26 providing a wage increase for workers in the non-agriculture, industrial and commercial establishments of PhP55 and PhP110 bringing the daily minimum wage in the region to PhP450 and PhP420 for those employing more than 10 workers and those employing 10 or less workers, respectively. In addition, the Board granted a PhP95 increase for workers in the agriculture sector bringing the daily minimum wage to PhP410.

Additionally, the Board issued Wage Order No. RBVI-DW-04 providing a wage increase of PhP500 bringing the new monthly minimum wage rate for domestic workers to PhP4,500. It is expected to benefit 160,795 domestic workers (49,413 live-in and 111,382 live-out).

Heherzon Alvarez helps boost Negros watersheds, stop pollution
BY CARLA GOMEZ
Environment Secretary Heherson Alvarez yesterday bared efforts to preserve and expand the watersheds of Negros Occidental, as well as moves taken to protect the environment.

Alvarez, who was in Bacolod yesterday, said the DENR is entering into a joint project with Bacolod to establish a cloning nursery for trees to expand the about 1,000 has. watershed of the city.

He said that, with a population of about 400,000 the current watershed of Bacolod City will not be able to hold enough water for the needs of the city.

With the cloning nursery, he hopes to be able to expand Bacolod's watershed by three times its current size, Alvarez said.

He said the DENR will infuse about P3 million into the project.

His office has also ensured the further protection of the forest by coming to an agreement with the Philippine National Oil Corp. not to enter the Mt. Kanlaon Natural Park for geothermal exploration, Alvarez said.

They can drill for geothermal power beneath the forest horizontally without entering the buffer zone to cut trees, he said.

He stressed the importance of trees in the preservation of water supply and as carbon sinks. Each tree can hold 350 gallons of water, Alvarez said.

PNOC has committed to further strengthening the forest in Negros as it operates its geothermal plant in Mailum, Bago, he said.

Meanwhile, he said the Central Negros Power Cooperative's bid for him to reconsider the withdrawal of an Environment Compliance Certificate to build a coal-fired power plant in Pulupandan is still pending.

He said he will try to keep an open mind on it but said coal as a source of energy poses the danger of causing further global warming.

He stressed the need for the Philippines to contribute to the effort to put a stop to global warming.

On the problem of air pollution from the Maricalum Mining Corp. tailings pond in Sipalay, Alvarez said he has suggested that creeping vines be planted while a sprinkling system is put in place that will prevent dust pollution.

He said MMC president Teodoro Bernardino has promised to take action on the air pollution.

Asked if sanctions would be imposed on Bernardino if he fails to act on the problem, Alvarez asked, how do you go after a bankrupt firm?

Speaking on the environment at the University of St. La Salle yesterday, Alvarez bared the DENR focus on programs for poverty alleviation and creation of wealth.

"Our emphasis is on breaking the chain of poverty. We shall protect the environment and conserve our natural resources in ways that will reduce poverty," he said.*CPG
