FOUR Philippine universities made it to the top 200 list of Asian universities drawn up by the consultancy Quacquarelli Symonds Ltd. (QS) for 2010.

The top Philippine university on the list was the Jesuit-run Ateneo de Manila University, which tied with Taiwan’s National Central University in the 58th slot.

It was a big jump for Ateneo from the 84th spot last year.

State-run University of the Philippines, however, fell from 63 to 78, while University of Santo Tomas advanced to 101st from its former 144th spot.

De la Salle University suffered the worst blow among the four Philippine universities, falling to 106th from the 76th spot.

Some universities from Malaysia, Indonesia, Taiwan and Thailand ranked higher than the four Philippine schools that made it to the top 200. The four universities also represent a glaring minority, given there are around 2000 higher learning institutions in the country.

According to Wikipedia, Quac-quarelli Symonds specializes in education and study abroad. It has over 100 employees and been operating globally from offices in London (head office in Hampstead, North London), Paris, Singapore, Stuttgart, Boston, Washington D.C., Sydney, Shanghai, and Johannesburg since its founding in 1990 by Wharton School Master of Business Administration graduate Nunzio Quacquarelli.

In measuring quality, QS used the following criteria: Asian academic peers (30 percent), papers per faculty (15 percent), citations per paper (15 percent), student-faculty ratio (20 percent), Asian employer review (10 percent), international faculty (2.5 percent), international students (2.5 percent), inbound exchange students (2.5 percent), and outbound exchange students (2.5 percent).

Rounding up the top 10 universities are the following: University of Hong Kong ; The Hong Kong University of Science and Technology; National University of Singapore; The Chinese University of Hong Kong; The University of Tokyo (Japan); Seoul National University (South Korea); Osaka University (Japan); Kyoto University (Japan); Tohoku University (Japan) and Nagoya University (Japan).

Las Vegas police said they were seeking boxer Floyd Mayweather Jr. for questioning about a domestic battery report lodged on Thursday (Friday in Manila) by his former girlfriend Josie Harris.

Police said they were called to a home at the 3800 block of Tropical Vine Street in southwest Las Vegas to investigate a family disturbance, according to local TV Channel 8.

Las Vegas police spokesman Barbara Morgan said Harris alleged that she was hit by Mayweather during an argument and that they were looking for Mayweather to get his side of the story.

“We’re looking to talk to him as a potential suspect,” Morgan said.

Morgan said, however, that no warrant had been immediately filed and no formal charges have brought on Mayweather, 33, who has faced similar charges before.

It is the latest negative publicity on the unbeaten American boxing superstar, who last week unleashed a racially offensive and expletive-filled Internet attack on Filipino pound-for-pound boxing king Manny Pacquiao. The thrash-talking boxer later apologized after being widely criticized by the media and by boxing fans for his 10-minute video rant.

Pacquiao merely ignored Mayweather’s outburst and suggested that Mayweather is actually helping promote his November 13 fight against Antonio Margarito for the vacant World Boxing Council junior middleweight title a the Dallas Cowboys Stadium in Texas.

Las Vegas police said Harris, the mother of three of Mayweather’s children, went to Southern Hills Hospital but she was immediately released.

Police Officer Bill Cassell confirmed Harris was taken to hospital for treatment, but her injuries were not described as serious.

Agence France-Presse reported that a lawyer for Mayweather said he had been in touch with police and that the fighter would cooperate with authorities.

Morgan said Mayweather, was not at the Las Vegas house when officers responded to the report of domestic violence shortly after 5 a.m. on Thursday.

Philippine Provinces / Cafgu in Davao City Cited as "Hero"
September 11, 2010, 06:57:26 PM
(PNA) â€" The Armed Forces of the Philippines (AFP) recognized the heroism of a member of the Citizen Armed Forces Geographical Unit (CAFG) for his act in securing the villagers from alleged extortion activities of the underground movement.

CAFGU Active Auxiliary (CAA) Tino D. Bangilon was awarded with “Wounded Personnel Medal” right at his bed at 11 a.m. Friday at Camp Panacan Station Hospital, Davao City.

Bangilon, a member of 72nd Infantry Battalion, was wounded as the result of the Improvised Explosive Device (IED) explosion at Barangay Mapula, Paquibato District, Davao City on Sept. 1, this year.

Lt. Col. Medel M. Aguilar, Public Information Officer (PIO) of the Army’s 10th Infantry (Agila) Division, said the incident happened when the unit of Bangilon was securing villagers in the area after the reported presence of New People’s Army (NPA) members, who were allegedly conducting extortion activities.

“The information came to the attention of some military units who were conducting community development programs in the area,” said Medel.

After pinning his “Wounded Personnel Medal”, Bangilon thanked the AFP leadership and the whole Filipino people for the honor he received. “Nalipay ko nga gidayeg sa liderato sa AFP ang dakong sakripisyo nga among nahimo aron makab-ot ang kalinaw ug kalamboan sa mga kabukiran” (I am happy that the AFP recognized our efforts in achieving development and peace in the mountains), Aguilar quoted Bangilon as saying.

In another development, troops of the 84th Infantry Battalion believed to have inflicted a number of casualties during an encounter with communist terrorists at Sitio Kabagayan, Barangay Sibulan, Toril District, in Davao City on Friday morning.

Aguilar said elements of 84th IB were conducting security operation when they clashed with some 30 heavily armed communist terrorists at 8:30 a.m.

He said that the rebels were reported earlier of being involved in the massive recruitment of minors in the remote barangays of Toril District.

Five people luckily escaped death after the car they were riding in collided with a military vehicle shortly before midnight Friday along the south national highway in Dumaguete City.

Initial investigation showed the car was traveling back to Dumaguete while the truck was on the opposite lane heading south when the former slammed into the left front portion of the M-35 (6x6) truck of the 79th Infantry Battalion based in Siaton town.

The car was severely damaged and almost a total wreck, , but the driver and the other passengers, except for one passenger who was taken to the hospital for some minor injuries, were all safe.

None of the soldiers in the truck were injured, but the vehicle incurred damage on the front portion.

The soldiers claimed the car was racing so fast and that some of the passengers seemed intoxicated.

The military truck was on its way to Siaton after having transported Scout Rangers to San Jose town, about 30 minutes drive north of this capital city.

Lt. Col. Pio Diñoso III, 79th IB commander, said that the car owner has assured to pay for the repair of the military truck.

The driver told this reporter they were returning to Dumaguete after attending the fiesta celebration in Dauin town.

He said they were about to cross to the other lane to refill at a gasoline station when the car hit the military truck instead. (PNA) - RMA/JFP

BBC: Three men have been jailed for sexually assaulting an unconscious woman who only learned of the attack when she saw footage of it on a mobile phone.

Mohammed Shahjahan, 27, from Oxford, was jailed for eight-and-a-half years for rape at Oxford Crown Court.

Feizal Ali, 26, was jailed for three years for sexual assault. Both had denied the charges against them.

Nicholas Jones, 26, who made the film, will serve three-and-a-half years after admitting sexual assault and voyeurism.

All three will be put on the sex offenders register for life.

'Sickening' act

Following the sentencing on Friday, Judge Julian Hall said: "This was a disgraceful incident which would not have come to light but for the fact that Nicholas Jones filmed it, kept it and later showed it to the victim."

The judge described Shahjahan as "an arrogant young man who was heartless, shameless and had no consideration for the victim".

The Sandiganbayan has found sufficient evidence against Supt. Francisco Villaroman, a former Manila Police chief, and nine other officers who were accused of extorting HK$300,000 from suspected Chinese drug traders in 1998.

Second Division Associate Justice Teresita Diaz-Baldos rejected motions filed by former Director Reynaldo Acop, Villaroman, Chief Inspetors Julius Caesar Mana and Denn Reed Tuvera, Insp. Cesar Aquino, SPO2 Antonio Ventura, SPO2 Mabini Rosale, SPO1 Danilo Castro, PO3 Ferdinand Apuli and PO1 Anthony Ong seeking dismissal of the direct bribery case for alleged lack of evidence.

“The Court finds that the prosecution has presented sufficient evidence to hold the accused liable for the crime charged,” read the resolution which was concurred in by Associate Justices Samuel Martires and Edilberto Sandoval, division chairman.

The resolution held that the testimonies of prosecution witnesses Mary ‘Rosebud’ Ong, her brother Peter Ong and Remus Garganera had withstood cross-examination by defense lawyers.

Case records showed Mana obtained a search warrant endorsed by Villaroman and Acop from the Pasay Regional Trial Court for a raid at 62 Maria Clara St., Quezon City on Dec. 6, 1998 .

Four Chinese nationals were arrestedâ€"Lu Shao Min, Wang Jin Luan, Jin Piao Wang Chua and Li Jiazhu.

Mary Ong testified that the four were eventually released and the charges against them dropped by the city prosecutors on Feb. 24, 1999 ‘for lack of interest to prosecute on the part of the government witnesses’.

She claimed that a certain Chong Hiu Ming paid HK$300,000 and turned over 10 kilos of shabu to the raiding team to secure the release of the four suspects.

Ong said she personally met with Hiu Ming in Hong Kong over the payoff and presented records of telephone calls between Villaroman and Major Avelino Abogado as proof.

The court said Garganera’s testimony corroborated Ong’s account because of his detailed account of the transaction among the accused.

Peter Ong, who acted as driver and interpreter for his sister, also testified on the surveillance made on the suspects and the raid which he witnessed.

The accused said police officials would have to support their contention during their presentation of evidence at the continuation of the trial, the court said. Macon Ramos-Araneta, Manila Standard Today

Two party-list lawmakers on Thursday sought the investigation of an American businessman who closed down his firm in Manila, leaving at least 416 employees with unpaid salaries and suddenly without jobs.

Bayan Muna Reps. Teodoro Casino and Neri Colmenares filed House Resolution 355 to investigate Lawrence Kevin Fishman, owner of Skytech Dental Laboratories, a prosthetics outsource firm.

They said senior officers at its Sta. Mesa office were merely informed by Fishman via e-mail from the United States last Aug. 24, saying the business was folding up on Aug. 25 “due to bankruptcy.”

The resolution noted that Skytech produced prosthetics for the company’s international clients and had laboratories in Vietnam and China.

The head office is in Los Angeles, California under the corporate name Trident Dental Laboratories.

In their filing, Casino and Colmenares said even Fishman’s executive vice president for Manila operations, Wilma Ledler, was surprised because their workers would be left without salary and separation pay amounting to at least P50 million.

She said Skytech accountables included back rentals of P1.7 million, P500 million in electricity bills and obligations to local suppliers.

“Whereas, the now jobless Filipino workers do not believe in Fishman’s claims that he was losing money since the company employed three shifts of technicians practically 24 hours a day,” the resolution said.

While scoring the malpractice of the employer, Labor Secretary Rosalinda Baldoz has ordered immediate assistance to the displaced workers through Undersecretary Lourdes Trasmonte, National Capital Region Director Raymund Agramonte and his deputy Jeffrey Soriano.

“Our officers also discussed the prospect of the workers operating the company themselves since they have the equipment, the technology, the skills and the market to resume operations,” she said, adding that assistance could be channelled through the employees’ cooperative.

Former Maguindanao Governor Andal Ampatuan Sr. only agreed to surrender his son and namesake who was tagged in the Maguindanao massacre when he got assurances that he would be put "under the care" of then president Gloria Macapagal-Arroyo, a government witness said on Wednesday.

Lakmudin Saliao, a former household help of the Ampatuans who acted as a close-in aide of Andal Sr., said the clan patriarch only agreed to surrender Andal Jr. to authorities after getting assurances from former presidential adviser on Mindanao affairs Jess Dureza that his son would be put under Arroyo's care.

"Andal Jr. would be surrendered only if he is put under the care of Gloria Macapagal-Arroyo," Saliao said he heard Andal Sr. tell Dureza on the phone on November 24.

He said Andal Sr. had also discussed his son’s surrender with Maguindanao Representative Didagen Dilangalen and a woman lawyer who promised "to do everything to help Andal Jr."

The following day, Andal Sr. told Dilangalen that Andal Jr. would be surrendered "to the care of Ms. Arroyo" because that "was what was agreed upon," Saliao said.

Earlier, Saliao declared that he witnessed Andal Jr. order the killing of everybody in the convoy of incumbent Maguindanao Governor Ismael Mangudadatu’s supporters and 32 journalists on November 23, 2009.

Fifty-seven were killed in the country’s worst politically motivated massacre in recent history, including Mangudadatu’s wife, sisters, supporters, and journalists who were on their way to either file his certificate of candidacy for governor or cover the event.

Over dinner amid laughter, the Ampatuan clan planned the massacre of a political rival and his supporters, and the family patriarch gave the final order to “kill them all” when the victims showed up six days later in an ambush that left 57 people dead, a house help testified Wednesday.

At the opening of the trial almost 10 months after the worst political violence in the nation’s history took place in Maguindanao, Lakmudin Saliao directly linked Andal Ampatuan Jr. to the killings allegedly on orders of his father, former Gov. Andal Ampatuan Sr.

Saliao, 33, said that Ampatuan Jr., the mayor of Datu Unsay town, led a force of over a hundred mostly police and paramilitary troopers that carried out the massacre on Nov. 23, 2009.

The dead included 30 journalists, the largest single group of media people killed in a single incident.

Saliao said that the patriarch had called his sons, including his junior and former Gov. Zaldy Ampatuan of the Autonomous Region in Muslim Mindanao, relatives and supporters to a meeting twice to stop his rival, Toto Mangudadatu, from filing his candidacy for governor in the May elections.

“That is easy, father. Kill them all if they come here,” Saliao quoted Ampatuan Jr. as saying during the first meeting on the night of Nov. 17 at the clan’s farm at Barangay Bagong in Shariff Aguak.

Saliao, who said he was a trusted close-in help of the patriarch, testified that Zaldy Ampatuan then spoke, “If that is what we’re talking about, we should plan it carefully so that we won’t be discovered.”

“That is why we are here. It is shameful for the Ampatuan clan to have someone challenge them,” said Anwar Ampatuan, mayor of Shariff Aguak, according to the testimony.

Another clan member, Vice Gov. Akmad Ampatuan, reportedly also spoke: “We will listen to father. It is OK with us if all of them are killed.”

The Ampatuan patriarch suggested that the massacre be carried out “somewhere in front of the highway that had been dug by the backhoe,” Saliao said.

Saliao, who told the court the quotes in the Maguindanao dialect, said the patriarch then asked his other children and supporters if they thought everyone in the Mangudadatu convoy should be killed.

OK with women

Saliao testified that the Ampatuan women stood up, along with the rest of the gathering, laughed and said it was “OK with them all if everyone was killed.”

Saliao said Ampatuan Sr. then flew to Manila the following day to meet with officials of the then ruling Lakas-Kampi coalition of President Gloria Macapagal-Arroyo.

He returned to Shariff Aguak on Nov. 22, for a final meeting.

“If that is the final decisionâ€"to kill everyoneâ€"then I will go to Manila so that we will not be noticed. Let’s just call each other (on the phone),” Saliao quoted Zaldy as saying.

On the fateful day, Nov. 23, the patriarch went to a rest house in Barangay Bagong at around 9 a.m., Saliao said.

He said the elder Ampatuan ordered him to call his son on the phone.

“I gave the phone to (the father) and put it on speaker phone. ‘Jr.’ was (displayed on the phone screen),” Saliao said.

“Is Toto already there?” the father asked his son, who answered that the convoy had yet to arrive, according to Saliao.

‘Kill them all’

Later, the son through an “Icom radio” reported, “Father, they’re here,” Saliao said.

“Is Toto there?” the elder Ampatuan asked.

“No father. (Only) his wife and sister Bai Edsel,” the son answered.

Saliao said the father replied: “You know what to do. Kill them all.”

But then the old man reportedly added: “Just set aside the media.”

“No father. Let us finish this. They should all be killed. [They] will talk if they’re not killed,” Saliao quoted the son as saying. “Good,” Ampatuan Sr. remarked.

“A few minutes later, through a phone call that was on loud speaker phone, Andal Jr. said ‘Father. It is finished. They’re all dead,’” Saliao said.

A happy father

Saliao said the elder Ampatuan did not answer and “dropped the cellular phone.” Saliao said the patriarch looked “happy” and “kept on smiling” after he was told about the killings.

“He was happy and kept on smiling (because) many people were killed,” Saliao claimed.

He said Ampatuan Sr. then talked to another son, Anwar, and told him to meet Andal Jr. and join him “in his escape.” He said the patriarch later talked to “ustadz” or Islamic teachers.

Later that day, on a hilltop near the highway, troops recovered the 57 bodies gunned down and hastily buried along with some of the victims’ vehicles in mass graves dug by a backhoe.

Mangudadatu, who was later elected governor in the May elections, had sent his wife, sisters and other female relatives accompanied by journalists in the belief that their lives would be spared.

Smoking gun

Nena Santos, lawyer of the Mangudadatus, described Saliao’s testimony as “a smoking gun.”

The Ampatuans have denied the multiple murder charges filed against them.

In all, 196 people are facing charges related to the massacre, but only over a dozen are detained, including Andal Sr. and Andal Jr.

“It was at 5 p.m. that I heard on the news that Andal Jr. was the primary suspect in the killings,” Saliao told Judge Jocelyn Solis-Reyes.

He said the following day, Ampatuan Sr. met with Maguindanao Rep. Didagen Dilangalen and Cynthia Sayadi, the then regional solicitor general, at Ampatuan Jr.’s house to talk about his surrender.

“(Ampatuan Sr.) said Unsay will be surrendered only to the care of Gloria Macapagal-Arroyo,” Saliao said, adding that Sayadi replied that “they will do everything to help Andal Ampatuan Jr.”

A few minutes later, then Press Secretary Jess Dureza called and talked to Ampatuan Sr. for about “15 to 20 minutes” and afterward the patriarch said he had agreed to surrender his son “to the care” of Arroyo, Saliao added.

The hearing lasted almost three hours at the heavily guarded Bureau of Jail Management and Penology compound in Camp Bagong Diwa, Taguig City. Black-clad sharpshooters patrolled on a catwalk while dozens of heavily armed police stood guard.

A long way to go

Ampatuan Jr., who wore a yellow prison shirt, smiled and whispered to a lawyer as Saliao testified.

Nenita Oquindo, who lost her husband and daughter in the massacre, wept as Saliao recounted how the killings were allegedly hatched.

“I have mixed emotions. I am angry at (Ampatuan Jr.) but at the same time I am happy that the witness gave a very clear testimony,” said Monete Salaysay, whose husband Napoleon, was killed in the massacre.

“I hope this is the start for us to finally find the light and get justice. But we have a long way to go,” she added.

The carnage drew international condemnation and prompted Arroyo to impose martial law in Maguindanao for a week as troops cracked down on the Ampatuans, her political allies.

Sen. Joker Arroyo has warned that the sheer volume of the caseâ€"at least 227 witnesses are listed by the prosecution and another 373 by the defenseâ€"means it could drag on for “200 years.” With a report from Miko Morelos and Agence France-Presse

The search for justice in the Philippines could lead to public marketsâ€"in a court that sits on top of one.

A Supreme Court official, defending the P27-billion proposed judiciary budget for next year, said the sad state of Philippine courts is one of the biggest factors for the slow grind of justice in the country.

Midas Marquez, Supreme Court administrator, said at a hearing of the House appropriations committee that the number of cases continues to pile up every year because of lack of courts.

At the end of last year, he said at least 618 cases are pending at 2,200 regional and municipal trial courts nationwide. In many cases, he added, courts handle 4,000 cases at a time when the acceptable ratio should be just 500 cases per court.

Squatter courts

“We also have court houses on top of police stations and supermarkets, which to my view is not befitting a regular court house,” he told the committee chaired by Cavite Rep. Joseph Emilio Abaya.

This elicited remarks from other congressmen.

“With the data being presented here, then we can’t find a solution to the saying, ‘Justice delayed is justice denied,’” said Rep. Salvador Escudero III.

Cagayan de Oro Rep. Rufus Rodriguez called attention to the “collapsing” Hall of Justice building in his province, saying recent rules barred the use of pork barrel for building new courts or repairing existing ones.

Marquez agreed with Rodriguez that the Hall of Justice building in Cagayan de Oro badly needed renovation.

Slashed budget

“The walls of the Cagayan de Oro Hall of Justice are only up because of the termites,” said Rodriguez. At least P100 million was needed to repair it.

The judiciary is asking for a P27-billion budget next year, but the Department of Budget and Management slashed the amount to P14 billion.

The peso ended on Tuesday its appreciation the previous days as speculations arose that Asian central banks may intervene more in the foreign exchange markets to prevent sharp currency appreciation.

Dropping by 8.5 centavos, the peso closed at 44.44 against the US dollar on Tuesday from the previous day's finish of 44.355.

Intraday high stood at 44.32:$1, while intraday low settled at 44.51:$1. Volume of trade fell to $1.025 billion from $1.05 billion previously.

Asian currencies, including the peso, had been appreciating the past few days amid a bullish outlook of investors on Asian economies. Traders said the positive outlook has prompted investors to place more of their funds in portfolio investments, such as stocks, from the emerging markets in Asia, thereby resulting in appreciation of the regional currencies against the greenback.

The sharp rise of the currencies, however, is seen to hurt the export sectors of the region if such a movement is sustained.

Investors believe that central banks would not allow pushing the export sectors to a substantially disadvantageous position. As such, central banks, including the Bangko Sentral ng Pilipinas, are expected to implement some policies and measures that would temper the huge entry of dollar investments, which are causing local currencies to strongly appreciate, traders said.

CANBERRA, Australia â€" Prime Minister Julia Gillard will lead Australia's first minority government in 67 years after two independent lawmakers threw their support behind her center-left Labor Party on Tuesday, ending two weeks of uncertainty left by national elections that ended on a knife-edge.

Australia's first female prime minister promised her government will be stable over the next three years, although the defection of a single lawmaker would bring down her administration.

"Labor is prepared to deliver stable, effective and secure government for the next three years," she told reporters.

The independents' support means Gillard can continue with her plans to introduce a 30 percent tax on iron ore and coal miners' burgeoning profits, and make Australia's biggest polluters pay for carbon gas emissions.

Labor gained the ability to form a government for a second term after two independent lawmakers â€" Tony Windsor and Rob Oakeshott â€" joined her coalition more than two weeks after elections failed to deliver a clear winner for the first time since 1940.

FLOYD MAYWEATHER JR. “might be a little scared” of fighting Manny Pacquiao.

Former undisputed world middleweight champion “Marvelous” Marvin Hagler said this Tuesday over On the Ropes Boxing Radio, adding that the Filipino champion was right in his decision to move on and fight Antonio Margarito instead.

Hagler, a Hall of Famer whose resumé includes epic showdowns with all-time greats Thomas Hearns, Roberto Duran and Sugar Ray Leonard, said one has to fight the best to be considered the best in the world.
Hagler said it was clear that Pacquiao wants to fight Mayweather, but the former lord of the ring keeps on coming up with conditions.

The American also said it should be just a matter of saying yes or no to the fight.

POUND-FOR-POUND king Manny Pacquiao has decided to train in Metro Manila so he could continue to attend to his work as Sarangani representative.

Pacquiao announced this yesterday after arriving from Los Angeles, where he took part in a grueling three-city promotional tour for his scheduled showdown with Antonio Margarito at Cowboys Stadium in Arlington, Texas, on Nov. 13.

Rizal Gov. Casimiro Ynares Jr. offered to make the air-conditioned Ynares Sports Center in Pasig available to Pacquiao, according to the fighter’s business manager, Eric Pineda.

Pineda said the governor, who is an avid Pacquiao fan, promised to set up all the necessary facilities for training.

Baguio City was the first choice of trainer Freddie Roach and conditioning expert Alex Ariza following the successful preparation for the WBO welterweight title fight against Miguel Cotto, whom Pacquiao halted in the 12th round last November.

The “Fighter of the Decade” showed his concern to serve his constituents by attending committee hearings in Congress a couple of hours after his arrival.

Pacquiao added that he would “start training this week by jogging to get into condition since the fight is two months away.” He said he would begin work in the gym next week.

The government has put on hold the P18.7 billion Laguna Lake Rehabilitation Project for further review despite a go signal given by the Department of Justice.

“Yes the DoJ confirmed that that's a legal transaction but I'm in coordination with the Secretary of DENR to review the project. So we're putting it on hold,” Finance Secretary Cesar Purisima told the Senate finance committee during its initial deliberations of the proposed P1.645-trillion national budget for 2011.

DENR is Department of Environment and Natural Resources.

But while in the process of review, Purisima said the government will pay the “commitment fees” for this project. He did not say, however, how much this would cost the government.

The lake project was tagged as among the so-called “midnight deals” of the previous Arroyo administration.

But the justice department issued an opinion affirming earlier findings that the Laguna Lake project, funded through an Official Development Assistance, was considered an executive agreement and therefore not covered by the Government Procurement Act that required public bidding.

The supply contract was signed by the DENR and BDC, a Belgian firm, for dredging the lake and the construction of a ferry system.

PDI: State prosecutors intend to call former president Gloria Macapagal-Arroyo and her husband Jose Miguel Arroyo as the first witnesses against former Social System Security administrator Romulo Neri in the alleged rigging of the government’s National Broadband Network deal with China’s ZTE Corp.

Assistant Special Prosecutor III John Turalba said the former president would be called to testify on the extent of Neri's authority with regard to the undertaking, adding that she cannot refuse to testify or comply with the order of the court under the law.

Neri was the director general of the National Economic and Development Authority from 2006 to 2007 at a time when proposals for a national broadband network were submitted to the Neda for approval. Neda is tasked with approving the feasibility of all multi-billion-peso flagship projects of the government.

Neri is accused of involvement in the rigging and overpricing together with former Commission on Elections chairman Benjamin Abalos Jr.

Now Pampanga Representative Arroyo herself has been accused of pushing for the contract with the ZTE Corp. but was not charged during her presidency because of her immunity from suits then.

Business and Economy / BDO Philippines: A Global Bank
September 06, 2010, 04:01:21 PM
UK-based financial publication, The Banker revealed that the Philippines’ Banco de Oro Unibank is now among the top 400 banks worldwide.

The Banker in its latest survey reported that BDO, the main banking arm of the SM Group of Companies improved its ranking by 40 notches from 436th in 2009 to 396th to this year.

The rankings are based on the definition of Tier 1 capital as prescribed by Basel’s Bank for International Settlements (BIS), considered as the central banks of all central banks.

“The object of the survey is to show the bank’s soundness in relation to the Basel requirement of a minimum ratio of Tier 1 capital to risk-weighted assets of four percent and a minimum ratio of total capital to risk-weighted assets of eight percent,” according to The Banker.

BDO, which leads the industry in corporate, retail, investment banking and insurance services, has also been a recipient of various accolades from both local and international award-giving bodies, including Euromoney, FinanceAsia, Asiamoney and Wall Street Journal.

BDO presently operates 704 branches (including 20 overseas offices and branches) and 1,200 ATMs, and the impending acquisition of Export and Industry Bank would add another 50 branches most of which are strategically located in Metro Manila. - source: goodnewspilipinas.com

A day after the Filipino boxing star made it known that it's Floyd Jr. who needs him and not the other way around, the brash American boxer answered back and boasted that he can easily beat Pacquiao if and when their highly-anticipated match finally comes to reality.

In his latest UStream broadcast, Mayweather repeatedly stressed Pacquiao won't be able to beat him, and even called the world's current pound-for-pound fighters names, from 'Poochiao', 'midget' to 'chump.'

"Once I beat him, it's going to be a cakewalk," said Floyd Jr. "And then it's on to the next, and on to the next."

A Pacquiao-Mayweather showdown has all been the boxing world is longing to see, a fight that certainly features two of the biggest names in boxing today.

But efforts to put a mega-bout of this magnitude is not that easy to make as proven by two previous failed negotiations between both parties arising from differences in issues ranging from drug testing procedure to split in the prize purse.

On Wednesday, however, Pacquiao and trainer Freddie Roach told media men in New York for the promotional tour of the Filipino's November 13 title fight with Antonio Margarito, that they've already agreed to all the demands being made by Mayweather, including the contentious random style drug testing to be administered on both fighters leading up to fight night.

"Whatever he (Mayweather) wanted to do, we were accepting it. Whatever he wanted. Manny said, 'I want to fight. I'll agree to anything.' I though the fight was a shoo-in," said Roach.

Mayweather though, didn't respond to the allegations, but rather said that at this point in time, he doesn't have the urge to climb back in the ring. - afp and bohol chronicle

Note: Mayweather says he can easily beat Pacquiao but he is afraid to fight Pacquiao. stupid niger.

"Dear Ms. Barretto:

"We are writing on behalf of our client, Ms. Angelica Panganiban.

"Our client referred to us the matter of your making false accusations against her in print, television and internet media, as well as your acts of making grave threats against her life and well-being.

"In particular, we have gathered that you posted on your Twitter Account about a traitor friend, who has allegedly been saying malicious things about you and your family. In a subsequent interview, you identified the person you were referring to in your "tweets", to be Ms. Panganiban. You likewise accused Ms. Panganiban, in your other interviews, of spreading rumors that you are having an illicit affair with a certain Mr. Martin Castro and that Ms. Panganiban is out to ruin Mr. Derek Ramsay and Mr. Castro's friendship. You further accused Ms. Panganiban of spreading rumors that Mr. Castro is a drug-addict.

"Contrary to your baseless accusations, our client has not done any of the things you have accused her of. She has not committed anything wrong, much less, maligned you or any member of your family. On the contrary, it is our client who is being maligned by your unfounded accusations. You have placed our client's reputation and good name in a bad light, in the eyes of the public. Your malicious statements have unduly exposed our client to public hatred and contempt and have caused derogatory feelings against her.

"We have further gathered that on 8 August 2010, you called Ms. Panganiban and threatened her in this manner, "[P]apatayin kita. Wawasakin ko mukha mo. You don't deserve to live. Suntukan tayo ngayon na." You likewise conveyed this threat against the life of Ms. Panganiban to no less than Ms. Mariole Alberto, Head of Star Magic, when you said "Wawasakin ko ang mukha niya pag nagkita kami Tita."

"Your threat against the life of our client, which was not made in jest, is a grave threat punishable under our penal laws.

"Let this, therefore, serve as a FINAL DEMAND on you to immediately cease from making any more false accusations and damaging remarks against our client, and to stop threatening her life and well-being.

"We likewise hereby demand a retraction from you of your libelous and slanderous statements, to correct the negative impression created in the minds of the people who have read or heard your statements against our client. Should you fail to do so within seven (7) days from receipt of this letter, we shall be constrained to take whatever legal action necessary to protect the interests of our client.

"We trust that this merits your preferential attention.

"Very truly yours,

"Atty. Joji Alonso"

Manny Pacquiao shrugged off Floyd Mayweather Jr.'s online video rant against him as an "uneducated message" on Friday as the Filipino fighter continued to tout his November bout with Antonio Margarito.

"I just heard about that, but I didn't see the video," Pacquiao said of the short clip posted on the internet, in which Mayweather unleashes a sometimes racist and expletive-filled tirade slamming Pacquiao, a newly elected congressman in the Philippines.

In the video, Mayweather renews his accusation that Pacquiao used performance-enhancing drugs -- a charge that prompted Pacquiao to sue him when Mayweather made the claim during failed negotiations to put together a bout.

"It's a really cheap low blow, but again, consider where it came from," said Pacquiao trainer Freddie Roach. "We tried to fight him. He said no. He doesn't want to fight."

Pundits have predicted a fight between unbeaten Mayweather and pound-for-pound king Pacquaio could be the richest in boxing history.

When the two couldn't reach a deal in January, Pacquiao fought Joshua Clottey, defeating him in March at Cowboys Stadium.

When negotiations broke down again in recent months, Pacquiao turned his attention to Margarito.

The two will fight for a vacant junior middleweight title on November 13 at Cowboys Stadium, the billion-dollar home of the Dallas Cowboys NFL team.

It's not clear when the Mayweather video was made, but it appeared online this week as Pacquiao and Margarito conducted a three-city tour promoting their bout.

After stops in Los Angeles and New York, the tour ended on Friday at Cowboys Stadium.

Pacquiao, 31, said he's only planning a couple more fights before retiring from the ring and he indicated it wouldn't matter to him if he doesn't face Mayweather.

"I'm not looking for that fight," said Pacquiao, who boasts a record of 51-3-2 with 38 knockouts. "I'm satisfied with what I've done in boxing already."

Still, the seven-division champion said earlier this week that he would take on Mayweather if the fight could be put together.

2011 NATIONAL SEARCH FOR SUSTAINABLE AND ECO-FRIENDLY SCHOOLS

Rationale:

“Overcoming poverty, gender equality, health promotion, environmental conservation and protection, rural transformation, human rights, intercultural understanding and peace, sustainable production and consumption, cultural diversity, and information and communication technologies â€" these are the key themes under the United Nations Decade of Education for Sustainable Development (UNDESD) that has been declared for the years 2005-2014.

Education for sustainable development centers on awareness of sustainable development issues, enhancing knowledge, influencing values and attitudes, and encouraging responsive behavior and learning that leads to action. Information is a major component of education and a continuous campaign for massive environmental awareness is indeed necessary.

Under the country’s local response to the UNDESD, included in the National Environmental Education Action Plan for Sustainable Development is a national program that would encourage schools to establish sustainable and eco-friendly schools. The school system is a vital part of our basic learning and is seen as a powerful vehicle for change. The school population, comprising of the students, teaching and non-teaching personnel, constitute a sizeable percentage of the national population. As such, any program focused on advocacy and other multi-faceted program of activities done within the school system especially relating to environmental concerns needs to be documented, encouraged, and recognized.

Sustainable and Eco-Friendly schools may be described as environment-friendly schools that have initiated and integrated in their instruction, research, extension and/or administration, programs which are environment-related. The promotion of this program for the establishment and/or strengthening of sustainable and eco-friendly schools in the country had been enshrined as a priority in the ASEAN Environmental Education Plan for 2008-2012, and likewise in the Roadmap for the Implementation of Republic Act 9512 of 2008 (Environmental Awareness and Education Act) under the National Environmental Education Action Plan (2009-2014).

In 2009, the National Search for Sustainable and Eco-friendly Schools was launched, as a partnership program among the Department of Environment and Natural Resources, thru the Environmental Management Bureau, the Department of Education, Commission on Higher Education, with SMART Communications Inc. Nine schools were declared as national champions, with the best being the following: Peñablanca East Central School in Cagayan for Elementary; La Castellana National High School in Negros Occidental for High School; and Palawan State University in Palawan for College. For 2011, another National Search for Sustainable and Eco-friendly School is in place, to give recognition to the environmental initiatives of schools over the country. The National Search that will give recognition awards to Best Schools is planned to repeat periodically.

The following can be adopted in pursuit of sustainable eco-friendly schools:

    * developing environmental policies for the school
    * physical cleanliness, orderliness and beautification of the school
    * energy conservation and demand management
    * water conservation/water management (maintenance of potable water)
    * paper conservation/paper recycling
    * waste reduction, waste segregation, recycling and composting
    * air, water and soil pollution control
    * seedling production/vegetable gardening and marketing
    * reforestation and/or nursery establishment
    * establishment of a botanical garden
    * herbarium
    * establishment of bio-park
    * environmental audits of school’s operations and facilities
    * integration of environmental themes into the school curriculum
    * conduct of in-service environmental training for faculty members
    * development of environmental support instructional materials
    * offering of environmental degrees/certificate programs
    * environment and natural resource-related research works and studies
    * linkages and exchanges on the environment with the following sectors: national government    agencies, non-government organizations, religious organizations, local government units, business  and industry sector, among others
    * environmental awareness and community education,  holding of green fairs and environmental   exhibits/sale of green products,  holding of seminars and/or conferences/symposia,  holding of eco- tours or ecological destinations,  healthy lifestyle campaigns
    * climate change adaptation and mitigation programs

Some of these programs can take the form of: litter watch; beach eco-watch; tap watch; bantay-ulan; bantay-dagat; bantay-gubat; land care, and the like.

Objectives of the Program:

   1. To encourage schools/academic institutions to become more actively involved in environmental issues at a practical and local level; and
   2. To develop skills and understanding among the students, faculty and school administrators in initiating active responses and increasing community awareness and participation on environmental concerns.

Mechanics:

AFP: After years of earning less than their male counterparts, some American women are catching up to and even overtaking men in terms of how much they earn, but only some of them, a study shows.

They are single women in their 20s without children, who live in large cities and work full-time, the report by Reach Advisors, a New York-based strategy and research firm focused on emerging shifts in the consumer landscape, says.

Those young women earn on average eight percent more than men in their age-group, according to an analysis of Census Bureau data conducted by Reach Advisors.

On average, though, American women who work full-time earn about 80 percent of what men earn.

The report says that one reason young women are overtaking men in terms of earnings is because girls are "going to college in droves".

Overall, nearly three-quarters of girls who complete high school go on to university, compared to only two-thirds of boys.

Women are one-and-a-half times more likely than men to graduate from university and to obtain a masters degree or higher, the report says.

As women go further in their education, they are also holding off on getting married and starting a family.

They're not holding off on buying a home, though: the percentage of single women who bought homes for the first time has increased by 50 percent from the 1990s to 24 percent of all first-time home-buyers in the United States in 2009, the report said.

A Catholic priest convicted of sexually abusing three young sisters has been jailed for four years.

Father Eugene Lewis, 76, was found guilty of 11 charges of assault between 1963 and 1973. The sisters said the abuse began when they were as young as seven. He had denied the charges.

The abuse took place at their County Fermanagh home.

In May, a jury in Omagh unanimously convicted Lewis, who lived in Dublin before his six-week trial.

The former provincial superior of the Society of Missionaries of Africa was also accused of raping one of the sisters, but since the alleged incident happened in Dublin he could not be tried for the offence in Northern Ireland.

TWO MEN walked away with more than P6 million in cash and jewelry after breaking into a pawnshop in Tondo, Manila, before dawn Wednesday, the police said.

The burglars entered the Bellardo Pawnshop owned by Mario Ramos by boring a hole on the floor of their rented room located directly above the establishment located at the corner of Jose Abad Santos and Tayuman Streets, investigators said.

The thieves, both male between 40 and 50 years old, made off with P1.8 million in cash and several pieces of jewelry worth about P5 million, Supt. Ferdinand Quirante, chief of the Manila Police District Station 2, said.

The official added that they had invited witnesses who could describe the two men, among them the owner and employees of the pawnshop.

The burglary was discovered by an employee identified as Vernalyn Pulido as she opened the pawnshop at around 8 a.m., the police investigation showed.

Pulido told probers she immediately noticed two holes in the ceiling near the entrance as soon she entered the pawnshop. There were also bits of trash on the floor.

She said it seemed the burglars had decided to drill a second hole after they found out that the first one didn’t give them access to the vault. When Pulido checked the steel cabinet in the vault containing the valuables, it was already empty, she said.

Ramos said the two men started renting the room about a month ago after he got a call from a woman called Malou who told him that two of her vendors would be using the room.

He said the behavior of the two tenants had not seemed odd until Tuesday night when their radio was turned on at full volume. “We had no idea they were already digging a hole,” he told reporters.

One-sixth or about 120 of the 650 sailors of the United State command ship in the Pacific is Filipino, said Captain Rudy Lupton, USS Blue Ridge commanding officer.

USS Blue Ridge (LCC 19), which is the command ship of the US 7th Fleet with control over 45 ships and area of responsibility from Hawaii to India, arrived for a scheduled four-day goodwill tour here August 4 in order to “strengthen ties between the two countries through shipboard tours, activities, and community service projects.”

Captain Rudy Lupton, commanding officer of the 636.5-foot long ship, said he believes that this visit to Manila will be a rewarding experience for his crew.

"Manila is an exciting port of call for the crew," Lupton said. "Our sailors are looking forward to relaxing, participating in community service projects, enjoying the local culture and experiencing all that Manila has to offer."

The visit is more special to those with friends and relatives still in the country.

One of them, Ship Serviceman Archie Burdeos, born and raised in Manila and from Cavite, said he might visit some kin during the visit.

“It’s a mix of feelings when I see my family because, like many other times I’ve seen them while in the Navy, it was unplanned but exciting,” said Culinary Specialist 2nd Class Edgar Tandoy.

But even those without acquaintances here are excited to have a taste of what the Philippines means to them. - source: PDI

Arrest Warrant for Palawan Mayor Accused of Rape

A Cebu judge has ordered the arrest of Rizal, Palawan Mayor Nicolas Montano for rape.

Members of the Cebu police, accompanied by the provincial police, served the arrest warrant on Montano while he was in a hotel in Puerto Princesa City on Monday afternoon.

The warrant was issued last Aug. 25 by Cebu Judge Gilbert Montes.

Montano was already set to board a Philippine Airlines plane to Cebu, accompanied by the arresting lawmen, when he complained of chest pains and was brought by an ambulance to the provincial hospital where he was confined for hypertension.

Provincial hospital chief Glorifino Juan has declined to comment on the medical condition of Montano, who remained at the hospital’s emergency room unit overnight and had declined media interviews.

Col. Rodolfo Amurao, of the Puerto Princesa police, who conferred with Montano when he was served the arrest warrant, quoted Montano as saying that the rape charge was “mere harassment.”

Palawan Mayors’ League President Marjo Reyes, in an interview with a local radio station, said their group will support Montano in the case.

Montano is a first-term mayor who won under the local opposition ticket Partido Para sa Pagbabago ng Palawan (PPP) but has since abandoned it to ally with the administration of incumbent governor Abraham Kahlil Mitra.

PPP spokesperson Joey Mirasol said in a text message to the Inquirer, “we are shocked but relieved that he (Montano) resigned from the PPP, which spared us the embarrassment.”

The details of the rape case allegedly involving Montano were not immediately available. Redempto D. Anda, Inquirer Southern Luzon

MANILA, Philippines -- The peso slipped on the first trading day of the week, consistent with the movement of other Asian currencies that were dragged by a less-than-expected growth performance of the US economy in the second quarter.

The local currency closed at 45.37 against the US dollar on Monday, down 17 centavos from Friday's finish of 45.2.

Intraday high stood at 45.2, while intraday low hit 45.41. Volume of trade fell sharply to only $663.11 million from $1.038 billion recorded previously.

Traders said the decline in the value of the peso mirrored the drop of other Asian currencies. They said regional currencies were adversely affected by a disappointing 1.6-percent growth of the US economy in the second quarter, which was slower than most forecasts.

The United States is a major export market for Asian exporters, including the Philippines.

Oil prices plummeted Tuesday for the second consecutive day as investors fretted over the pace of the US economic recovery and growing oil inventories.

New York's main contract, light sweet crude for delivery in October, shed $2.78 to $71.92 a barrel in closing trade, while Brent North Sea crude for October lost 1.96 cents to $74.64.

"We are seeing increasingly poor fundamentals with the lower prices being acknowledged by market participants," said MF Global analyst Mike Fitzpatrick.

Citing "burgeoning inventories, the restricted demand and the poor economic climate," he said prices could drop below the $70 per barrel threshold by the end of the week.

The oil market's continued fall comes despite news of a surprise improvement in consumer confidence in the United States, which slightly boosted stock markets. - AFP

Cars and Automotive / Japan Car Sales
September 01, 2010, 07:38:39 PM
New vehicle sales in Japan jumped 46.7 percent in August year-on-year, an auto industry group said Wednesday, as buyers rushed to make the most of soon-to-expire subsidies for green cars.

In the 13th straight monthly rise, new registrations for vehicles including cars, trucks and buses but excluding minicars totalled 290,789 in August, the Japanese Automobile Dealers Association said.

The month saw new registrations of passenger cars rise 49 percent on-year to 267,777 units, while those of trucks gained 23 percent to 21,740.

The recent strong performance of the domestic car market has been driven by subsidies and tax breaks to revive a sector battered by the financial crisis, but these will expire at the end of September, prompting fears of a slowdown in the second half.

Toyota, the world’s largest automaker, sold 130,092 vehicles excluding Lexus-brand models, seeing sales rise 43.3 percent despite the ongoing effects of a recall crisis involving more than 10 million vehicles worldwide. - AFP

Business and Economy / Burger King For Sale
September 01, 2010, 02:44:39 PM
Agence France-Presse

NEW YORK â€" Burger King, the second-largest US hamburger chain, is in talks with private-equity firms for a potential sale, The Wall Street Journal reported Wednesday.

Among the interested firms is Britain's 3i Group PLC, the Journal said, noting that the talks had already lasted several weeks and that their status was unclear. Citing sources familiar with the matter, it noted that it was uncertain that the discussions would result in a sale.

Although it has been a public company since 2006, Burger King has already been through several buyout firms.

Faring worse than its bigger rival McDonald's in the wake of the financial crisis, Burger King last week reported a drop of 2.3 percent in its global sales for its 2010 fiscal year, compared to a 1.2 percent gain during the same period last year.

It also posted a 3.9 percent decrease in US and Canada sales, compared to a 0.4 percent increase in the same period last year.

"In fiscal year 2010, we faced sustained levels of high unemployment and a fragile global economy that combined made this one of the toughest operating environments in recent history," Burger King Chairman and CEO John Chidsey said in a statement.

The fast-food chain currently has a market capitalization of about 2.26 billion dollars and operates over 12,000 restaurants worldwide in more than 75 countries.

World Daily News / Camellia Oil Scandal in China
September 01, 2010, 10:56:41 AM
Local health authorities Tuesday admitted waiting for five months before announcing that secret recalls had been ordered for camellia oil by Jinhao, a well-known edible oil maker based in central China's Hunan Province, after the oil had been found to have contained excessive carcinogens.

An official with the provincial bureau of quality and technical supervision confirmed, on the condition of anonymity, that in March the bureau found excessive amounts of harmful elements, known as benzo(a)pyrene (BaP), in a sample of Jinhao camellia oil.

Benzo(a)pyrene is highly carcinogenic and will accumulate within human body, causing long-term health problems, according to health experts.

The official also said that the high level of benzo(a)pyrene remnant was resultant from the processing of the oil, which had been resolved by updating equipment.

But the official did not explain why the bureau only demanded Jinhao call back the oil, but did not publicize the result of the testing in March.

The Century Weekly, a Chinese magazine, reported Monday that Jinhao twice recalled the problematic oil without informing consumers or the media.

The benzo(a)pyrene level in the recalled oil, according to the report, was 60 micrograms per kg, five times higher than the national limits.

Jinhao, however, refused to publicly release information about the recalled batch or the quantity of products that had been recalled, the magazine said.

This month, the Government of Canada  announced it is implementing stricter regulations with the aim of further improving the working conditions for temporary workers and live-in caregivers in Canada. According to the federal government, consultations held over the past two years revealed that employers were exploiting some live-in caregivers because the system made them vulnerable.

“Temporary foreign workers come to Canada in a very vulnerable position because they are dependent upon their employer,” said Canadian Society of Immigration Consultants (CSIC) Chair Nigel Thomson. “These new rules will help ensure that employers play by the rules.”

To address this, the federal government is tightening the regulations affecting live-in caregivers and temporary foreign workers, as well as the people who hire them. “The government is taking action to protect temporary foreign workers, including live-in caregivers, from potential abuse and exploitation,” explained Immigration Minister Jason Kenney.

New regulations came into effect in April 2010 that required employers to provide contracts that specify wages, benefits, accommodation, duties, hours of work, and holiday and sick leave entitlements.

Starting in April 2011, new rules will apply a more rigorous assessment to jobs for live-in caregivers and temporary foreign workers before the employers are given the authorization to hire. The assessment will address whether the employer has followed the rules in the past and has honoured their commitments to workers with respect to wages, working conditions and occupation. Failure to meet the commitments will result in a two-year prohibition on hiring foreign workers.

Manila Standard Today

AN administration ally in the House on Friday demanded the replacement of Macra Cruz, administrator of the Manila Waterworks and Sewerage System, for inventing all kinds of bonuses for herself, including a Christmas bonus that came in September.

In 20 months, Cruz made P6 million in bonuses, of which P4 million she had awarded to herself, said Bagong Henerasyon Rep. Bernadette Herrera-Dy.

“As if mocking President Aquino, who exposed anomalies in MWSS in his first State-of-the-Nation address on July 25, Cruz, the day after or on July 26, drew from the funds some P238,000 in ‘privatization anniversary’ bonuses when all officials were supposed to carry out the President’s orders to instill reforms in their respective agencies and to rid their departments of corruption,” Herrera-Dy said.

Cruz was deputy administrator under the previous administration, but President Aquino appointed her administrator in July.

Among the rewards she gave herself was P1 million in “Ondoy calamity assistance” and a regular PX mart and grocery allowance, Cruz said.

“When Christmas time came and Cruz found she already overused the word ‘Christmas’, she rewarded herself with P200,000 in productivity incentive bonuses in December 2009,” said Herrera-Dy, who furnished reporters copies of the benefits Cruz had made for herself.

“President Aquino could not expect Cruz to implement reforms in the MWSS because she herself misused the funds for her own benefit. The President must replace Cruz immediately,” Herrera-Dy said.

“She virtually made the MWSS her milking cow.”

Herrera-Dy said Christmas came early to Cruz, who collected her 13th month pay in September 2009.

She also collected grocery, “Family Week” and scholarship allowances amounting to P250,000.

Vouchers and receipts furnished Herrera-Dy by “concerned individuals” showed that two weeks after the devastating storm Ondoy inundated Metro Manila in September 2009, Cruz awarded herself P100,000 in calamity assistance. Another P100,000 was drawn from funds for her “year-end financial assistance.”

On Nov. 6, Cruz received a P130,000 Corporate Christmas Package and some P100,0000 in Christmas bonuses on Nov. 17. A day later, she took out P800,000 in car loans, documents showed.

On Nov. 24, Cruz was granted P100,000 as a productivity incentive bonus and P20,000 in PX Mart allowances.

On Dec. 10, she granted herself P300,000 in financial assistance and another productivity incentive bonus of P94,000.

Four days later, or on Dec. 14, Cruz received some P143,000 in discretionary allowances and on the same day another P100,000 as a collective negotiation agreement bonus. The following day, Dec. 15, Cruz received P100,000 in “OGCC/GOCC celebration” funds.

From Dec. 17 to 22, she received P200,000 more in productivity bonuses.

From January to July 26 this year, Cruz had already made P1.52 million in bonuses, said Herrera-Dy, who added she would deliver a privilege speech Monday to expose more anomalies at the water administration.
