President Benigno S. Aquino III assured the Filipino people that the government is doing its best to protect consumers from possible disruptions of imported oil supply in the country as a result of the recent turmoil in the Middle East and North Africa.

“Our government is not taking this lying down. We are taking steps to protect our people from possible disruptions in supply and the volatility of the world oil market,” the President said in his speech at the 35th anniversary of the Philippine National Oil Companyâ€"Exploration Corporation (PNOC-EC) on Friday at Fort Bonifacio in Taguig City.

The President said the initial P450 million financial assistance for the Pantawid Pasada Program is one of the immediate steps that the Department of Energy (DOE) initiated to help all legitimate passenger jeepneys and tricycles franchise owners from the impact of the continued oil price hikes.

“Energy Secretary Rene Almendras has spearheaded the Pantawid Pasada, a temporary financial assistance program for the public transport sector. The initial 450 million pesos for this has been set aside and legitimate transport operators will be able to avail of this in the coming weeks,” he stressed.

The Chief Executive noted that the recent turmoil in the Middle East and North Africa has made life more difficult for the Philippines because the country is still dependent from imported oil.

“We are a country where a large portion of our oil requirements are imported; making us vulnerable to forces we have no control over. As we have seen, if something happens in Libya, Bahrain, or Egypt, we pay the price â€" in the form of higher fuel cost,” he said.

At least 42 families or 163 people have been evacuated from six barangays in four towns in Taal Volcano Island, Batangas province due to the threat posed by the restive Taal Volcano, disaster authorities said Friday.

The National Disaster Risk Reduction and Management Council (NDRRMC) said 12 families or 51 people are in two evacuation centers while 30 families (112 people) are staying with their relatives.

NDRRMC executive director Benito Ramos said the evacuated people included: 12 families or 51 people from Pulo Island, Talisay, one family or two people now at Venancio Trinidad Memorial School; 11 families or 49 people from Barangay Alas-as in San Nicolas town; 25 families or 95 people from Barangay Looc, San Sebastian and Sala in Balete; and 5 families or 17 people from Barangay Lumang Lipa in Mataas na Kahoy town.

Earlier, the Philippine Institute of Volcanology and Seismology said volcanic activity continued to intensify at Taal Volcano, with at least 16 volcanic quakes recorded in the last 24 hours. (PNA)

The Philippine National Police (PNP) is now on full alert for the coming nationwide observance of “Semana Santa” or Holy Week.

PNP chief Director General Raul Bacalzo said all PNP units nationwide have been ordered to intensify security initiatives in preparation for the upcoming Holy Week as thousands are expected to troop to the provinces for the expected long weekend.

Bacalzo said he specifically instructed police units to intensify existing checkpoints and enforce anew the PNP’s "Oplan Sita" and "Oplan Bakal" campaigns, and the Motorized Anti-Street Crime Operatives (MASCO).

He said they recently signed a memorandum of agreement (MOA) with the Philippine Practical Shooting Association (PPSA) and the Philippine Association of Detective and Protective Agency Operators (PADPAO) to enlist the help of security guards in terms of police visibility.

PNP spokesman Chief Supt. Agrimero Cruz said security is now beefed up at bus terminals, airports, seaports and along major highways to ensure the safety of travelers and motorists who are going home to the provinces.

Cruz said stringent security measures are now strictly observed in areas where people are expected to converge such as churches, malls, rail stations and other public establishments, including vital installations and key economic centers.

Meanwhile, the Bureau of Fire Protection (BFP) will deploy its firefighters to help in maintaining peace and order, and ensuring public safety during the observance of the Holy Week.

BFP is an attached agency of the Department of the Interior and Local Government (DILG).

The firefighters will augment PNP personnel and other law enforcement agencies, according to BFP Director Rolando Bandilla Jr.

Bandilla’s instruction came after Interior and Local Government Secretary Jesse M. Robredo directed the BFP to mobilize firefighters in time for one of the most important Catholic celebrations.

“Firefighters should assist in maintaining peace and order in local government units and in safeguarding communities from fire incidents,” said Robredo.

All BFP regional offices, provincial, city and municipal fire stations will be placed in full alert to preempt emergency situations, including fires that may occur during the culmination of the Lenten season.

Bandilla said BFP fire trucks, ambulances and rescue vans will be deployed in strategic areas specifically along the North Luzon Expressway (NLEX), South Luzon Expressway (SLEX), Subic Clark Tarlac Expressway (SCTEX), and Gapan-Olongapo Road. - PNA

Malacanang said on Thursday it is open to increase the amount of fuel subsidy to affected transport sectors once the Department of Energy (DOE) gets the exact number of target owners of passenger jeepneys and tricycles.

“The amount of subsidy ay puwedeng dagdagan depende sa number of jeepneys and tricycles,” Presidential Spokesperson Atty. Edwin Lacierda said during the regular press briefing on Thursday at Malacañang.

Lacierda said the list of registered public utility jeepneys and tricycles are now under validation by the DOE.

On the release of “Smart Cards,” Lacierda informed the public that the May 1-2 target date for the dissemination of cards to jeepney and tricycle operators is possible after the procurement and bidding process was completed Wednesday.

“Nagkaroon na ng bidding process at may mga sponsors na magbabayad doon sa pagpapagawa ng mga Smart cards. So, in effect walang ilalabas na pondo ang gobyerno sa pagpapagawa ng cards, were just finalizing the agreements sa mga sponsors,” Lacierda said.

With that development, he said, the entire P450 million fund for the Pantawid Pasada assistance program is intact and the savings for the printing of cards can now be funneled directly to the jeepneys and tricycles.

Each Smart card will carry a load of P1,050 per card (P35 per day) and will be issued to some 268,245 public utility jeepney (PUJ) franchise holders nationwide, while almost one million tricycle drivers will get P150 fuel subsidy each (P5 per day)

Malaysia's top news portal Malaysiakini remained crippled Wednesday, more than 24 hours after cyber attackers struck ahead of hotly contested state elections on Borneo island.

Steven Gan, its co-founder and chief editor, said the site would continue to report on Saturday's vote in Sarawak state despite the shutdown, which came days after whistleblowing website Sarawak Report was hit by a similar attack.

"I believe the attack is linked to our reporting on the campaigning for the Sarawak elections and it is no coincidence that this has happened to us three days after Sarawak Report was also attacked," he told AFP.

An interactive website has voted the Ninoy Aquino International Airport (NAIA) one of the world’s 10 worst airports and the worst in Asia in 2010, with travelers describing it as “a bombed-out ruin” and “a cattle yard, only worse.”

The website, “The Guide to Sleeping in Airports,” ranked the Manila airports, particularly NAIA Terminal 1, fifth worst in the world, behind two in France, including Charles De Gaulle in Paris, and the Los Angeles and Moscow airports.

The ranking was based on reviews of air travelers who complained, among other things, of “safety concerns, lack of comfortable seating, rude staff, hostile security, poor facilities, no (or few) services to pass the time, bribery and general hassles of being in the airport.”

Two lists of the best and the worst airports are updated annually by the website (http://sleepinginair
ports.net), which travel agent Donna McSherry started in 1996.

NAIA actually rose two places in the list. In 2009, it was ranked seventh. Two other Asian airports made it to the worst list in 2010, both from India, in New Delhi and Bombay at sixth and eighth, respectively.

On the other hand, the world’s three best airports in 2010, according to the website, were also in Asia: Singapore Changi, Seoul Incheon and Hong Kong, the same top three the previous year. - PDI

Businessman Eduardo “Danding” Cojuangco Jr., an uncle of President Benigno Aquino III and crony of the late dictator Ferdinand Marcos, is the legitimate owner of a fifth of shares in San Miguel Corp., which government claims he acquired using the controversial coconut levy funds.

SMC is the country’s biggest food and beverage conglomerate, which has diversified into power generation, telecommunications and other businesses.

The Supreme Court, sitting en banc, affirmed a 2007 decision issued by the Sandiganbayan and declared “that the block of shares in SMC in the names of respondents Cojuangco et al. ... is the exclusive property of Cojuangco et al. as registered owners.”

The government had been contesting 20 percent of SMC’s capital stock or 16,276,879 shares that Cojuangco allegedly acquired through the coco levy when he headed the United Coconut Planters Bank (UCPB). [SMC closed Tuesday at P153 a share in the Philippine Stock Exchange and San Miguel Brewery Inc. at P30.6.]

Beleaguered television host Willie Revillame announced Friday his program would go off air for two weeks starting Monday following a crippling ad pullout by major sponsors.

“Pasensya na ho muna wala muna hong ‘Willing Willie’ (I’m sorry there will be no ‘Willing for Willie’ for a while),” said Revillame at the end of his show Friday as he maintained he did not abuse the boy who gyrated like a macho dancer in his show.

The highest paid TV personality also hit broadside at critics, telling government agencies to instead focus on helping the poor and threatened with lawsuit those who attacked him on Twitter.

Revillame, 50, said the top-rating program would be on hiatus for two weeks and after the Holy Week the management of TV5 would decide if the show must go on. - PDI

The following email was sent to me by Karen, a member of our website:

“For no obvious reason this morning, I was feeling anxious and depressed. I looked at it and realized that the false belief creating all this was that I have to be perfect in order for me to allow myself to feel happiness. Yet, there are so many conditions for me to be perfect that it is almost impossible to achieve. Still, I have driven myself to be ‘perfect’ sometimes and discovered it that the ensuing happiness lasts about 2 seconds and I am exhausted.

“Lately, procrastination is somehow wrapped up in this conundrum too. Maybe I don't even try things because I know if it's not done perfectly I won't value it anyway. Most of my life, my critically inspired drive propelled me to achieve some amazing things (including opening my own business in L.A.). Somehow, I feel that if I don't criticize and punish myself then I'll never go anywhere or do anything. Yet the truth is, right now, I'm not really productive. There must be another way!”

Needing to be perfect is a form of control. The wounded, critical part of us believes that, “If I am perfect (whatever that means!) then people will like me, love me, admire me, approve of me, pay attention to me, or validate me. Then I will feel worthy. I can control how people feel about me by being perfect.” The need to control how people feel about us comes from making others responsible for defining our worth. The false belief is that if someone likes you, then you are worthy, and then you can be happy. But, as Karen said, “the ensuing happiness last about 2 seconds and I am exhausted.” Trying to be perfect is exhausting and the good feelings are very short-lived.

In addition, having to be perfect in order to gain approval often leads to procrastination. The fear of disapproval and failure if you are not perfect can be so great that it stops you from taking the action you need to take. Judging yourself to get yourself to do things “perfectly” often backfires, leading to paralysis instead of creativity and productivity, as it has with Karen.

Karen states that, “There must be another way!” There is, indeed, another way - a much better way.

When you decide to define your own worth instead of handing that crucial responsibility to others, you will stop worrying about what others think and feel about you. The problem is that, for most of us, our parents and other adults defined our worth when we are young. Of course we saw adults as having the authority to do that. As we grew older, we gave our peers the authority to define us. But at some point, we need to shift from others having the authority to define our worth to our own higher, wise self or spiritual Guidance having the authority.

In addition, we need to shift from defining our worth based on external qualities to our worth being based on internal, intrinsic soul qualities. As long as your worth is based on performance, you will worry about results. But when your worth is based on your intrinsic qualities of caring, compassion, goodness, empathy, and joyfulness, then it is never on the line regarding your performance. This will free you to create and produce with freedom and joy, knowing that you can make all the mistakes in the world and still be worthy. Perfection never comes into the picture when your performance is a joyful expression of your intrinsic worth, rather than a form of controlling what others think and feel about you.

When you open to learning with a higher authority about your true, intrinsic worth, and embrace the beauty and wonder of your beautiful essence, you will stop thinking about perfection, and you will stop thinking about performance and what others think about you. You will know that you are already “perfect” in your essence, and that there is nothing to prove.

When you know your worth as intrinsic rather than based on your performance, life becomes so much easier and less tiring. Instead of your addiction to perfection immobilizing you, you are free to fully express yourself and manifest your gifts and talents. Expressing yourself creatively and productively becomes fun rather than fearful!

An editor of a weekly newspaper in Bohol says he won’t stop commenting on what is happening in his hometown even if he is locked behind iron bars.

Fred Amora, associate editor of the STANDARD said he welcomes the suit filed against him by Guindulman Mayor Ma. Fe Añana â€"Piezas.

He, however, said it shocked him knowing that Piezas lived in the United States and was a citizen in that country before she came back and became mayor of Guindulman.

“I was expecting a more liberated mayor who would be the first to uphold press freedom considering how the First Amendment of the US constitution protects their citizens’ right to speak,” Amora said.

“Having no malice in what I wrote but driven only by my civic and moral duty, I will continue writing (even behind bars) about what is happening in my hometown,” he added.

Amora is a scion of political clans in Guindulman, ran as municipal mayor under the Liberal Party in 2001 and is a resident and registered voter there.

Investigating prosecutor Tito Apura has filed an Information for Libel at the Regional Trial Court, Branch 50 in Loay. The complainant-mayor is assisted by the prominent Tinampay Legal Clinic while respondent will act as his own counsel.

Amora said, not dazzled by the expensive law firm hired by the mayor-complainant, he intends to appear in court, as a “fool’s client” defending himself.

Amora was cited for Libel due to his commentaries in his regular Sunday column The Gospel. The complainant-mayor is also claiming for cost of lawyer’s services amounting to P25,000, plus 25% of whatever is awarded to her favor, litigation expenses of not less than P50,000, and cost of suit, the amount which will be determine during the course of hearing, and other forms of damages.

The write-ups of Amora allegedly pictured her (Piezas) as “gullible” and a “moron” with the object of destroying her reputation and discrediting the mayor before her peers.

Amora said he had no a malice in writing about the mayor’s official acts. In his answer, he cited a Supreme Court time-held ruling that says:

“A public officer must not be too onion-skinned with reference to comment upon his official acts. Only thus can the intelligence and dignity of the individual be exalted. Of course, criticism does not authorize defamation. Nevertheless, as the individual is less than the State, so must expected criticism be born for the common good? Rising superior to any official, or set of officials, to the Chief Executive, to the Legislature, to the Judiciary - to any or all the agencies of Government - public opinion should be the constant source of liberty and democracy.”

It's part of the demolition attack of ABS-CBN against Willie Revillame.

I am not a fan of Willie Revillame but I wonder why they have to make an issue out of it when in fact Willie was even surprised that it was the 6-year-old kid's way of dancing.

Jan-jan, name of the instant celebrity kid, was asked last night why he cried while he was dancing. He said that he was scared of former PBA star Bonel Balingit who stood beside him.

For Dinkie Soliman, she should stay away from this demolition job of ABS-CBN and instead focus on the millions of orphans and street children who need her attention.

Puddles in the basement of a turbine building of the No. 1 reactor of a troubled Japanese nuclear power plant have been found to be 10,000 times more radioactive than water in the core vessel of a normal reactor in operation, its operator said Friday.

Some 3.8 million becquerels per cubic centimeter of radioactivity was detected in the puddles at the reactor at the Fukushima No. 1 nuclear plant, Tokyo Electric Power Co. <9501> said.

The level was almost the same as 3.9 million becquerels of the activity found in puddles in the basement of the No. 3 reactor's turbine building, where three workers were exposed to high radiation Thursday and hospitalized.

Possibly highly radioactive puddles were confirmed in the basement of a turbine building of the No. 2 reactor as well, Tokyo Electric Power said.

The anti-graft court Sandiganbayan has convicted a public prosecutor in Dagupan City for demanding and receiving bribe money in the amount of P20,000 from a respondent who had pending cases before his office in 2005.

In a 30-page decision penned by Associate Justice Maria Cristina Cornejo, the Sandiganbayan Fourth Division found Assistant Prosecutor Joselito Barrozo guilty for direct bribery and sentenced him to imprisonment of from four years to nine years, four months and one day.

Barrozo, who shall also suffer the penalty of special temporary disqualification, was also ordered to pay a fine of P60,000.

Associate Justices Gregory Ong and Jose Hernandez both concurred with the decision.

Records of the case showed that on Feb, 14, 2005, Barrozo was arrested in an entrapment operation conducted by the National Bureau of Investigation (NBI) arising from a complaint filed by a certain Jennie Valeriano.

The anti-graft court gave weight to the testimony of NBI special investigator Gideon Elfred Alidem Cauton, agent Levi Omar Orille, special investigator Richard De Guzman and Narlito Orhel, who testified that Barrozo was caught red-handed in an entrapment operation.

The pay-off took place at the parking area beside the Dagupan City Hall of Justice.

During the conversation between Valeriano and Barrozo, the former put the money inside the left pocket of the latter’s pants without reaction from him.

Valeriano gave the pre-arranged signal and the NBI agents approached Barrozo.

Seized inside the Honda Civic car between the driver’s seat and the passenger’s seat was the P1,000 marked money with the other 19 pieces of P1,000 dusted boodle money.

Records showed that Valeriano was the respondent in cases of several counts of estafa and bouncing checks pending before Barrozo’s office.

The estafa cases were dismissed and Barrozo demanded from Valeriano the said amount as his fee in resolving them in favor of the respondent.

The Sandiganbayan sustained the credibility of the prosecution’s version led by Assistant Special Prosecutor III James Abugan which found that the elements of the crime of direct bribery were established.

“Accused Barrozo accepted the money given to him by Valeriano under obviously suspicious circumstances. The money, as categorically stated by the giver (Valeriano) was given to and received by Barrozo in consideration of the dismissal of the cases which were the subject of preliminary investigation conducted by Barrozo,” the decision said.

The decision further said that “Barrozo’s act did not constitute a crime but was unjust as it was executed without regard to the evidence but simply in consideration of the amount demanded and received by him. Hence, the dismissal of the cases was connected with the performance of the official duties of Barrozo as public prosecutor.” (PNA)

Internet overseer Icann has given final approval to the creation of an internet domain dedicated to pornography.

The move to create a top level ".xxx" domain - similar to ".com" and ".org" - ends a 10-year battle over the virtual red-light district.

Icann gave initial approval last year, but carried out further consultation checks over the application.

It is now poised to sign an agreement with the ICM Registry, which is backing the domain, to make .xxx a reality.

Supporters say the domain will make it easier to filter out inappropriate content.

But many pornographers worry that the move could ghettoise their content. Religious groups have argued that giving pornography sites their own domain legitimises the content. - BBC

How To Tips / Guide - How to Make Spanakopita
March 20, 2011, 03:47:21 PM
In Greek a spanakopita with cheese is known as spanakotyropita. This recipe will only present how to make spanakopita with ready phyllo rather than making it from scratch. The ingredients for this Greek spinach pie are: 4 pounds of fresh spinach, 2/3 cup of olive oil, 1 large or 2 small spring onions, 1 bunch of fresh dill (optional), 1/3 cup of water, 1 egg, 2/3 pounds of firm feta cheese, 2 teaspoons of freshly ground pepper, 1 pound of phyllo sheets. Most phyllo sheets come in frozen form so before you even start preparing your spanakopita it would be wise to take them out of the freezer to defrost a few hours before use.

The best-tasting recipes are the ones that our grandmothers and great-grandmothers treated their families to many years ago, and some people count family recipes as their most prized possessions. They commit these family recipes to memory and pass them on to their children as heirlooms that are to be treated with reverence and respect. In fact, even suggesting a small change to grandma's traditional recipe is enough to anger some of today's cooks in their own home kitchens. But wait: what about new fat-free and healthy eating crazes that have captured much of the nation?

Saying Filipinos who want to leave Japan are “not balikbayan boxes,” militant groups Thursday assailed President Benigno Aquino III’s plan to use its one and only C-130 plane to fly them home.

Renato Reyes Jr., secretary general of Bagong Alyansang Makabayan (Bayan) said, “surely, the Aquino administration can do better.”

“It can get chartered flights from Philippine Airlines and Cebu Pacific to help Filipinos in Fukushima evacuate. Isn’t a C-130 a cargo plane? Are they planning to fly Filipinos out of Japan like balikbayan boxes?” Reyes told the Inquirer.

“The Palace statement that Filipinos who have no means can just ride the C-130 of the Air Force is definitely not enough.”

He said the government “should exert its best efforts and should have a concrete plan.”

A once-exotic word that has now entered the everyday lexicon, a tsunami refers to a shock of water that spreads through the sea, usually after a sub-sea floor quake.

A section of seabed is thrust up or driven down by violent movement of the Earth’s crust.

The rift displaces vast quantities of water that move as waves, able to cover enormous distances over open water, sometimes at the speed of a jet plane.[/url]

An 8.9-magnitude quake off Japan’s northern coast on Friday generated a 10-meter tsunami that picked up ships and dashed them into coastal towns. Buildings and vehicles were carried away as the huge wall of water swept inland.

The word “tsunami” comes from the Japanese words for “harbor” and “wave.”

At their point of generation, tsunamis have a relatively small wave height, with peaks far apart.

As the waves approach the shore they are compressed by the shelving of the sea floor, reducing the distance between the peaks and vastly increasing the height.

To those on the shore, the first sign of something amiss can be the retreat of the sea, which is followed by the arrival of large waves.

Seabed exposed

“The sea was driven back, and its waters flowed away to such an extent that the deep seabed was laid bare and many kinds of sea creatures could be seen,” wrote Roman historian Ammianus Marcellus, awed at a tsunami that struck the then-thriving port of Alexandria in 365 AD.

“Huge masses of water flowed back when least expected, and now overwhelmed and killed many thousands of people... Some great ships were hurled by the fury of the waves onto the rooftops, and others were thrown up to 3 kilometers from the shore.”

Why the high death tolls

Several factors determine the height and destructiveness of a tsunami.

They include the size of the quake, the volume of displaced water, the topography of the sea floor as the waves race to the coast and whether there are natural obstacles that dampen the shock.

Destruction of protective mangroves and coral reefs and the building of homes or hotels on exposed beaches are fingered as leading causes of high death tolls from tsunamis.

Large quakes are the main drivers of tsunamis, but the phenomenon can also be sparked by other cataclysmic events, such as volcanic eruptions and even landslides.

In 1883, a volcano shattered the Pacific island of Krakatoa, causing a blast so loud that it could be heard 4,500 km away, followed by a tsunami that killed some 30,000 people.

The tsunami of December 2004 in the Indian Ocean was caused by a monstrous 9.1-magnitude earthquake off the Indonesian island of Sumatra.

It released energy equivalent to 23,000 of the atomic bombs dropped on Hiroshima, according to the US Geological Survey. Some 220,000 people in 11 nations were killed, many of them thousands of kilometers from the epicenter.

Mindanao waves

On Aug. 17, 1976, a 7.9-magnitude earthquake in Mindanao spawned a tsunami that affected more than 700 km of coastline around the Moro Gulf in the North Celebes Seaâ€"the largest tsunami-inducing quake to have occurred in Mindanao, according to the Philippine Institute of Volcanology and Seismology.

Nearly 5,000 died while some 10,000 were injured in the Mindanao quake and tsunami, according to Phivolcs. The World Almanac put the Mindanao death toll at 8,000. More than 2,000 went missing.

Global monitoring

The Pacific Ocean is particularly prone to earthquakes and therefore to tsunamis.

But research has found that, over the millennia, tsunamis have occurred in many parts of the world, including the Atlantic and Mediterranean. A global monitoring network, overseen by the United Nations, has been set in place to alert areas at risk. Tokyo Electric Power Co. <9501> said Saturday morning that pressure control failed at three nuclear reactors in Fukushima Prefecture, which stopped operating after the 8.8-magnitude quake hit northeastern Japan the previous day.

The temperatures in the pressure control facilities of the reactors at the Fukushima No. 2 nuclear power plant exceeded 100 degrees Celsius, with the reactor pressure becoming uncontrollable, the company said.

However, sufficient cooling water levels are maintained, and no radiation leak from the reactors has been confirmed, the company added.

According to the government's Nuclear and Industrial Safety Agency, the company informed the agency of its plans to prepare to release the pressure in the reactors.

The 8.8-magnitude quake that hit northeast Japan Friday afternoon left some 5.64 million households without power as of Saturday morning, according to data compiled by power suppliers.

According to Tohoku Electric Power Co. <9506>, power remained cut off to the entire prefectures of Aomori, Iwate and Akita as of 6 a.m. (9 p.m. Friday GMT), with about 4.4 million households in total losing power supplies in six prefectures.

Tokyo Electric Power Co. <9501> said that as of 5 a.m., about 1.24 million households in total were left without power in the prefectures of Tochigi, Gunma, Ibaraki and Chiba. - Jiji Press

Radiation levels in the central control room of Tokyo Electric Power Co.'s <9501> quake-hit Fukushima No. 1 nuclear power plant stood at 1,000 times normal, the government's Nuclear and Industrial Safety Agency said Saturday morning.

The radiation figure came to 150 microsieverts per hour in the room, about three times the exposure in an X-ray scan of the lung, according to the agency.

Separately, the company detected radiation levels 20 times normal around the power plant's main gate, some 1.5 kilometers away from its No. 1 reactor.

The power utility has decided to release the steam in three reactors of the plant to lower their pressure, which has risen since the reactors shut down automatically after the 8.8-magnitude quake struck northeastern Japan Friday afternoon. But no such work, which may let a small amount of radioactive steam leak out into the atmosphere, had started when the radiation levels were measured. - Jiji News

How To Get Better Teachers â€"and Treat Them Right
By Chester E. Finn, Jr.

Excerpt
To start producing better students, we need to find better teachers. To do that, Chester E. Finn, Jr., a distinguished visiting fellow at the Hoover Institution, proposes taking a common-sense approach to lure our best and brightest to join the profession: deregulate teaching, and pay outstanding teachers more than mediocre ones. In addition, Finn suggests improvements to how we train teachers, so they can offer better-quality instruction to students.

The most powerful earthquake to hit Japan in recorded history struck off the island nation's shore on Friday, collapsing buildings, touching off widespread fires and unleashing walls of water up to 30 feet high.
The waves swept across rice fields, engulfed towns, dragged houses onto highways, and tossed cars and boats like toys. It reaching as far as about six miles (10 kilometers) inland in Miyagi Prefecture on Japan's east coast.

Hundreds of people were dead and hundreds more missing, Japanese media reported, citing local and national police. Tens of thousands of people were displaced, according to Japan's Kyodo News agency.
Prime Minister Naoto Kan said the "enormously powerful" earthquake had caused "tremendous damage over a wide area."

The 8.9-magnitude quake prompted the U.S. National Weather Service to issue tsunami warnings for at least 50 countries and territories, although initial reports as the waves reached locations outside of Japan indicated no damage.

But Japanese government officials said large tsunami waves are still a risk to coastal Japan, and urged residents in coastal areas to move to higher ground.

LEGAZPI CITY, March 11 (PNA) - The Albay Provincial Disaster Risk Reduction and Management Council (PDRRMC) issued Friday an advisory to coastal communities facing the Albay West coast and the eastern seaboard to be on alert for a possible tsunami event following an 8.8 magnitude earthquake that jolted Northen Japan.

Albay Governor Joey Salceda said he advised the town executives in the west coast and eastern seaboard particularly in the islands of Rapu-rapu, Cagraray in Bacacay and San Miguel I in Tabaco City to be on preparedness status and for disaster authorities to be on 24-hour alert for possible evacuation once declared.

Advised to be on high alert are the coastal villages in the towns on eastern seaboard comprising Tiwi, Malinao, Malilipot, Bacacay, Sto. Domingo, and the cities of Tabaco and Legazpi while in the west coast are the towns of Pio Duran, Oas and Libon.

PDRRMC data indicate that there are 149 coastal and island villages with 24,721 families or 128,751 people under threat of tsunami.

The Philippine Institute of Volcanology and Seismology (Phivolcs) hoisted Tsunami Alert Level 1, advising the public to be on stand-by for possible evacuation.

Phivolcs bulletin said a strong distant earthquake occurred near the East Coast of Honshu, Japan at 1:46 p.m. Friday with depth of 10 km and a magnitude of 7.9.

An earthquake of this size has the potential to generate a destructive tsunami that can strike coastline in the region near the epicenter within minutes and hours, Phivolcs said.

The Philippine Coast Guard (PCG) on Friday afternoon warned ships off the Philippine Coast to head towards the nearest harbor or coastal area so they can avoid an impending tsunami following a big earthquake which hit Japan.

PCG commander Adm. Wilfredo Tamayo said they have issued a “notice to mariners” on all kinds of ships.

Tamayo said “A Notice to Mariners” advises mariners of important matters affecting navigational safety, including new hydrographic information, changes in channels and aids to navigation, and other important data.

The powerful earthquake which struck off Japan's north-eastern coast, shook buildings in the Japanese capital of Tokyo, forcing people out of their homes, authorities said.

Japan issued its most serious tsunami warning, saying a wave as high as 6 m (20ft) could strike the coast near Miyagi prefecture.

Officials said the 8.8-magnitude quake struck about 250 miles (400km) from Tokyo at a depth of 20 miles. Television pictures showed a wave crashing into the Pacific coast. The surge of water carried cars and ships as it surged through a coastal town. (PNA)

The Department of Labor and Employment (DOLE) has allocated this year an additional P400,000 for the agency’s Special Program for Employment of Students (SPES) for Negros Oriental beneficiaries.

The development is expected to hike the number of SPES beneficiaries in the province, which was pegged at 1,100 students in 2011.

Labor and Employment Officer Kendrick Villaluz of the provincial DOLE Office said the SPES program now has a total of P1.4 million which shall be distributed to the local government units and the private sector (called “acceptors”) who will be taking part in the summer program.

The acceptors are the local government units of Dumaguete, Sibulan, San Jose, Amlan, Tanjay, Bais, La Libertad, Canlaon, Valencia, Sta. Catalina, Bayawan and Basay, Silliman University, Foundation University, St. Paul University of Dumaguete, Cang’s Inc., Holy Child Hospital, and geothermal giant Energy Development Corporation.

Under the SPES, the acceptors pay 60 percent of the salaries of the student workers while the national government, through the DOLE, covers the remaining 40 percent.

College students are prioritized for the SPES although if the quota is unmet, high school students may also apply and qualify for the program that runs not less than 20 days minimum and no more than 45 days maximum, said Villaluz.

Pinky Aquino-Abellada, sister of President Benigno Aquino III, has pledged to build more preschool classrooms in the province during her Wednesday visit here to grace the Provincial Women's Day celebration.

According to Provincial Planning and Development officer Josie Jean Rabanoz, for a start, the presidential sister committed one preschool building in time for the school opening in June. She is also set to launch the "Aklat, Gabay at Aruga tungo sa Pag-angat at Pag-asa" (AGAPP) project in the province.

Rabanos said the Department of Education (DepEd) Davao has identified 12 schools as potential recipients for the project in the province alone.

Abellada, who chairs the AGAPP Foundation, said her group raises funds from private donors to build preschool buildings and school libraries nationwide under the “Silid Pangarap” program. The organization, whose members are former classmates of the President, has already put up 25 two-room preschool buildings since it was launched on August 1, 2010 and hopes to build another 1,000 around the country by the end of Aquino’s term in 2016. - PNA
