The Bangko Sentral ng Pilipinas (BSP) has approved EastWest Bank’s acquisition of Green Bank of Caraga.

EastWest Bank president and chief executive Antonio C. Moncupa, Jr said EastWest would gain nearly P3 billion in consolidated assets with this move as well as achieve its plan to pursue Green Bank’s successful micro finance model.

“We think that over time, it will be optimal to integrate most of the Green Bank branches into EastWest even as Green Bank continues to pursue its focus to serve Small and Micro enterprises. This is another milestone for EastWest Bank as this acquisition marks our full entry into the Small and Micro Finance arena,” he said.

Green Bank, which is focused on providing need of small and micro enterprises in rural areas, has 46 branches all over the country and they would be a great boost to EastWest’s 117 branches nationwide.

“(Through this acquisition) EastWest Bank will be able to provide this under-served segment wider access to innovative products and delivery channels,” he said.

Green Bank is the third entity that EastWest acquired after Ecology Savings Bank, Inc. in 2003 and AIG Philam Savings Bank (AIGPASB) in 2009.

Merger with AIGPASB enabled EastWest to solidify its status in consumer lending specifically in auto financing and credit card businesses.

According to the 2011 TD Canada Trust Everyday Banking Poll, Canadians selected online banking as the most preferred method of paying bills (65 percent), followed by pre-authorized debits (16 percent), branch banking (8 percent), telephone banking (5 percent), at an ATM (3 percent) and by check in the mail (2 percent).

In fact, Canadians say the most significant change in banking habits over the past five years has been adopting online banking (46 percent), followed by paperless record keeping (12 percent) and viewing statements electronically (10 percent). Three-quarters of Canadians (76 percent) now use online banking to pay their bills.

"Anytime and anywhere, Canadians are increasingly turning to online banking for its convenience, security and ability to simplify how they manage their everyday finances," says Raymond Chun, TD Canada Trust Senior Vice President. "Online banking gives Canadians access to banking information whenever they need it - and they can also use a tablet or smartphone to check account balances, pay bills and make transfers."

But Chun says there is still an opportunity for Canadians to take advantage of other banking services that will help make saving and managing finances even easier.

According to the poll, less than half of Canadians (43 percent) take advantage of pre-authorized payments, only 8 percent use mobile banking and only 28 percent use automated savings programs.

"Setting up pre-authorized debits to pay credit card and other bill balances each month is a simple and effective way to ensure payments are never missed. This saves money on late fees and interest and helps maintain a credit rating," says Chun. "With mobile banking, you can access your accounts, transfer funds or make payments with your mobile device anytime, from almost anywhere in the world."

Travel and Tours / BPI Museum in Cebu City, Philippines

A display of Spanish-era banknotes, a circa 1980s automated teller machine, and a calculator that weighs 42 pounds in a bank museum can tell varied tales of progress and development in the country’s history.

These and other artifacts can be found in the Bank of the Philippine Islands (BPI) Museum in Cebu, the first museum in the country located inside an operational bank, museum consultant Jojo Bersales said.

”The ups and downs of history are reflected on the items on display,” he said.

The building itself on Magallanes St., here, near the Cebu City Hall, was declared a heritage treasure. It was built in 1924.

”The museum cuts into the bank with the bank operating in the center,” he said.

But Bersales said security measures were strengthened. Anyone who wanted to visit the museum should be by appointment only, he said.

It was BPI that first issued banknotes in the country, and one of the items on display is the first bank note, which is actually a letter stating that the note represents a particular amount.

Another is an 1855 leather bound book of records, the handwritten journal of the daily operations of the Banco Espanol Filipino de Isabel II.

The accounts book dates back to the day before the Japanese invasion of the country or on April 9, 1942.

Bersales said it contained a list of accounts and personnel working at the bank.

He said the list included the names of “enemies or friendly nationals” that the occupying forces could use to identify the properties that could be confiscated.

The amount of money inside the bank before the Japanese occupation was P708,884.06, based on a ledger on display at the World War II-era gallery.

One of the priceless documents kept within glass display cases pertains to the 1931 acquisition from Augustinian friars of the corner lot where BPI Cebu stands. The first page entry is dated Jan. 12, 1931, with the purchase price, including taxes, of P65,610.

Also on display are copies of the original sheets of building plans by Juan Marcos Arellano, a nationally renowned architect from Manila and one of the first American-educated Filipino architects. He also designed the Cebu Capitol building.

Large steel vaults line one side of the gallery, which were from different BPI branches. One of these is more than a hundred years old, built in 1897.

The exhibit shows notes and coins from the Spanish-Philippine period, the American administration, Commonwealth, and Japanese occupation. The new banknotes under the Aquino administration are also on display.

A rare museum piece is the P100,000 bill that measures 8.5 inches by 14 inches. Only 1,000 pieces were printed.

There is also the P2,000 bank note, of which only 300,000 pieces were printed.

Also on display are calculators that are several pounds heavier and bigger than their modern counterparts.

One such item is the SRW calculator that weighs 42 pounds. It has only addition and square root functions.

There are also the large accounting machines, comptometers and typewriters.

Smart Communications, Inc. on Tuesday launched Chikka TopApp, the world’s first Wholesale Applications Community (WAC) application which will eventually allow subscribers from foreign mobile networks to transfer prepaid credits to its subscriber in the country.

Instead of being charged via credit card or via an online payment account, the corresponding amount will be deducted directly from the sender’s load wallet or charged to the postpaid account.

Napoleon L. Nazareno, Smart president and WAC Board Member, said Chikka TopApp will benefit Filipinos who can now easily receive airtime load sent by their loved ones overseas using phones in their home cellular networks.

“We are making it possible for all WAC-accredited Application Developers to reach out to more potential customers,” Nazareno said.

“We would like to specifically help and enable Filipino Application Developers to tap into this huge potential market and we hope to see many of them reach global stature,” he added.

Chikka TopApp was made possible by a new Network Application Programming Interface (NAPI) which was exposed by Smart to developers worldwide via WAC.

The NAPI allows developers to bill users through WAC without having to connect separately with each mobile operator’s billing system.

“WAC is absolutely delighted that Smart is the first operator in the world to on-board for the WAC NAPI project,” WAC chief executive Peters Suh.

“We applaud you on demonstrating the leadership, perseverance, and creativeness needed to bring this project to fruition,” Suh said.

The NetphoneSmart has been taking the lead in developing applications based on the WAC platform. Last September, it launched the WAC-enabled Netphone 701 which features the ground-breaking SmartNet platform.

SmartNet is a service delivery platform which includes several patented technologies such as Safe Browse and the Global Directory.

Sixty-seven Chinese engaged in telecommunications, internet and credit card fraud had been deported aboard a chartered flight to Beijing, the Bureau of Immigration (BI) said Wednesday.

The Chinese nationals were placed in the immigration blacklist thus banning them from re-entering the Philippines.

“They were deported for being undocumented aliens, which stemmed from the cancellation of their passports by the Chinese government,” according to BI Commissioner Ricardo David Jr.

The deportees were expelled following the summary deportation order that the BI board of commissioners issued against them after the foreigners were arrested last Sept. 28 at their safehouses in the cities of San Juan and Mandaluyong.

The BI said informants have tipped the authorities about the syndicate’s illegal activities which conducted surveillance operations that lead to their arrests.

A relative of former Philippine Army chief Gen. Arturo Enrile complained to the police that he was robbed of cash money and all of his valuables by a taxicab driver along Epifanio delos Santos Ave. (EDSA) in Quezon City Monday morning.

Achilles Ponce Enrile, 32, a call center supervisor residing at Ayala Alabang Village, Muntinlupa City, told the Quezon City Police District (QCPD) that he lost his iPad, Blackberry phone, platinum ring, wallet containing P4,700 in cash, ATM and credit cards, identification cards, and driver’s and firearm licenses.

Enrile said he had just come from work and boarded the cab, a white Toyota Vios with the marking "Romeo Taxi," at around 8 a.m. at Pioneer St. in Mandaluyong City and asked the driver to take him to Caloocan City where he was supposed to meet his girlfriend.

The victim told police investigators under Superintendent Audie Madridejo of the QCPD Station 2 in Masambong that while the cab was traversing the northbound lane of EDSA, he fell asleep on the passenger's seat beside the cabbie.

Enrile said he was surprised when he was awakened by the driver near the SM North EDSA in Bago Bantay and found the suspect holding and aiming at him what appeared to be a .38 caliber revolver.

He added that he was ordered by the cabbie at gunpoint to yield his wallet and all his other belongings before he was forced to alight from the vehicle. The driver then sped away.

Enrile said he immediately looked for policemen and eventually found operatives from the QCPD Station 2 near the old Paramount Theater at the corner of EDSA and West Ave.

Three employees of the Department of Finance and its attached agencies -- the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC) -- are facing graft and corruption charges for allegedly failing the lifestyle check.

DOF’s anti-corruption arm â€"- Revenue Integrity Protection Service (RIPS) -- filed before the Ombudsman last December 2 the complaints against Antonio M. Veses, Supervising Customs Operations Officer and Assistant Chief, Informal Entry Division of the BOC; Jessie J. Carlos, Tax Specialist I, DOF “One-Stop Shop” Tax Credit and Duty Drawback Center (DOF-OSS Center); and Madelyn T. Sacluti, Revenue Officer IV of the BIR.

In a statement, RIPS said the three employees are subject of preliminary investigation for Falsification of Official Documents, Perjury, Grave Misconduct, Dishonesty, Gross Neglect of Duty, violations of Anti-Graft and Corrupt Practices Act and Code of Conduct and Ethical Standards of Public Officials and Employees, and accumulation of unexplained wealth beyond government salary and other lawful income.

The complaint against Veses was filed after RIPS found out that despite his gross annual income of P395,676, he was able to accumulate several real properties and put up business investments, such as townhouses and office spaces for rent, AMV Facial Care Center, AMV Reflex and Body Massage, and a private resort, known as “Jardin de Antonio” in Tanauan, Batangas.

“His sworn Statement of Assets, Liabilities and Networth (SALN) bared that even though he has enormous loans, he managed to disburse some of them in cash while simultaneously afforded high-ticket purchases such as a Honda Civic sedan, a Toyota Rav4 SUV, a Mitsubishi Outlander SUV, and a house and lot in Parañaque City worth P7,500,000,” RIPS said.

The complaint also alleged that Veses manipulated some entries in his 2001, 2003 and 2010 SALNs regarding the values or costs of his assets and liabilities.

RIPS said Veses’ networth from 2001 to 2010 rose from P4,286,000 to P13,789,000.

It also said that the Customs officer failed to include in his SALNs some properties like the two commercial lands and a four-storey building located along Dr. A. Santos Ave., San Dionisio, Parañaque City; a 1994 Toyota Corolla sedan; two parcels of land and some improvements which comprise his Batangas garden resort.

“Similarly, some of his businesses were not correspondingly stated in his SALNs for the years that he actually acquired them. He also failed to disclose that he and his family have substantial interests in Leogistics Corporation, in which they serve as its incorporators and corporate officers at the same time,” it said.

Relatively, the complaint against Carlos came about after RIPS discovered that the Finance employee was able to acquire several assets amid liabilities from credit card companies, as well as mortgage payables and personal loans

RIPS said the Finance employee’s properties include a Toyota Innova SUV, a Hyundai Starex Van, a two-storey house and lot along Felix Huertas St., Sta. Cruz, Manila for P3,000,000, and two farm lots in Darasa, Tanauan City, Batangas worth P4,000,000 in cash, all of which were acquired from 2008 to 2010 despite his annual gross compensation during that time of P139,068-P190,800.

It said that based on Carlos’ latest SALN, his annual gross income is P210,408.

“The disorganized and incomplete information as to his assets, liabilities and business interest as shown in his SALNs for the years 2000 to 2010 underscored Carlos’ impertinent style in accomplishing the same,” RIPS said.

Meanwhile, RIPS said Sacluti was able to acquire several real estate properties in Quezon City and Laguna during her stay in BIR amid an annual gross salary of P380,532.

“A further probe of her generous investment in marketable securities for selected years appeared to be questionable as she subsisted only on her diffident income as a government employee, excluding applicable taxes and deductions,” RIPS said.

RIPS found out that the BIR employee failed to include in her SALNs three real properties like a four-storey building and a residential lot in Tandang Sora, Quezon City and another residential land in Maulawin, Pagsanjan, Laguna.

“In addition, she did not state with particularity her three Toyota motor vehicles, namely: 1997 Toyota Corolla, 2003 Toyota Revo and 2009 Toyota Innova but collectively referred to them as “vehicles” in her SALNs,” it said.

The statement also said that Sacluti, in her SALNs, declared a P50,000 GSIS/Pag-IBIG HDMF loan “but it turned out that the same loan was actually P11,898.44 and already paid in full since January 11, 1999.”

She also failed to declare in her SALNs that her husband was the owner of “R. Sacluti Enterprises” as well as the contractor/lessor of an apartment on Ruby St., Tandang Sora, Quezon City, it said.

“Finally, she failed to secure the necessary travel authorities relative to her foreign trips which is required under Civil Service Regulations, Executive Order No. 6, Series of 1986, and DOF’s department orders and related rules,” it said.

RIPS said the three employees may undergo a six-month preventive suspension without pay pursuant to Section 24, Republic Act No. 6770, or the “Ombudsman Act of 1989” while under investigation.

They will also be dismissed from government service and all their alleged properties will be subject to forfeiture and reversion to the government if they are criminally and administratively indicted.

If Naomi had dreamed about return- ing to her former home prosperous and successful, entering Bethlehem would have been a nightmare. While living in a foreign land, she had lost her husband and two sons and returned with only her daughter-in-law Ruth and a heart full of sorrow. ?Do not call me Naomi [pleasant]; call me Mara [bitter],? she told her former neighbors, ?for the Almighty has dealt very bitterly with me?
When our son Stephen was a youngster, he went away for a week at a Christian summer camp. Later that week, we got a letter from him that was addressed to ?Mom and Dad Crowder? and simply said, ?Please come and take me home today.? What his child?s mind couldn?t comprehend, of course, was that it would be days before we got his letter and more time before we could come for him. Facing The Future

While going through some old files, I came across a 1992 special issue of TIME magazine titled ?Beyond the Year 2000: What To Expect in the New Millennium.? It was fascinating to read the predictions made 2 decades ago about what the future would hold. Some general observations were on target, but no one foresaw many of the events and innovations that have radically changed our lives. The most telling statement to me was, ?The first rule of forecasting should be that the unforeseen keeps making the future unforeseeable.?

The New Year is often the time when we resolve to take better care of ourselves?to exercise, eat right, and perhaps shed some of the pounds we gained over the holidays.
