General Topic / Lotto Winner Now Wants a Wife

Philippine Daily Inquirer

The winner of the P55.6-million jackpot in the 6/49 Super Lotto game on January 10 is looking for a wife.

The 39-year-old native of Surigao del Norte said that for years, he cast aside the thought of getting married because he did not have a job and could not provide for his family.

With his future now secure, the man told a Philippine Charity Sweepstakes Office (PCSO) official that he was now searching for someone to share his lifeâ€"and his winningsâ€"with.

According to PCSO General Manager Jose Ferdinand Rojas II, the man bagged the jackpot when he got the winning number combination of 14-15-16-21-26-45, which was picked for him by a computer.
He said the lucky bettor claimed his winnings Tuesday morning at the PCSO office in Pasay City.

“The man has been placing bets at least four times a week for the past eight years,” Rojas said.
“He did not marry because he does not have a job to support a family. But now, he plans to find a woman he will marry,” he added.

The man also told Rojas that he would spend part of his winnings to build a house.
His other plans include buying a car, setting up a business, putting the rest of the money in the bank.

Meanwhile, the winner of the 6/42 Lotto draw on January 12 also claimed his winnings Tuesday.
The 54-year-old man said that he would use the P19.3 million he won to build a house for his seven children.

Iran, the U.S. and the Strait of Hormuz Crisis
By George Friedman | January 17, 2012

The United States reportedly sent a letter to Iran via multiple intermediaries last week warning Tehran that any attempt to close the Strait of Hormuz constituted a red line for Washington. The same week, a chemist associated with Iran's nuclear program was killed in Tehran. In Ankara, Iranian Parliament Speaker Ali Larijani met with Turkish officials and has been floating hints of flexibility in negotiations over Iran's nuclear program.

This week, a routine rotation of U.S. aircraft carriers is taking place in the Middle East, with the potential for three carrier strike groups to be on station in the U.S. Fifth Fleet's area of operations and a fourth carrier strike group based in Japan about a week's transit from the region. Next week, Gen. Michael Dempsey, chairman of the Joint Chiefs of Staff, will travel to Israel to meet with senior Israeli officials. And Iran is scheduling another set of war games in the Persian Gulf for February that will focus on the Islamic Revolutionary Guard Corps' irregular tactics for closing the Strait of Hormuz.

Family & Parenting / Erap Estrada Ruins a Family?
January 16, 2012, 09:58:33 AM
by PhilStar.com

Both the Philippine National Police and the Philippine Drug Enforcement Agency have mobilized all their units and allied agencies to wage an all-out war against illegal drugs in the province.

Heeding the call of Governor Edgar Chatto to zero in on illegal drugs as the root of all evils in the community, Bohol police director Constantino Barot Jr. and PDEA-7 regional director Jigger Montallana warned drug personalities that more aggressive operations had been launched.

Montallana said that for the meantime, their agents in Bohol were occupying the old PDEA office at K of C Drive along Gallares St. in Tagbilaran City.

He said they will transfer their office to Camp Dagohoy, as offered by the governor and Barot, once the renovation of the administration building of the Bohol Police Provincial Office is completed.

He said the PDEA office needs to be located near the BPPO for prompt coordination in undertaking operations.

Montallana also proposed to put K-9 units in all ports of entry in Bohol and even in the islands to block all transshipment of illegal drugs from other provinces.

Chatto assured Montallana that the provincial government will allocate funds to acquire K-9 units if needed just to secure all the areas of Bohol from the illegal drugs trade.

The Bohol Chamber of Commerce and Industry also expressed full support and assured full cooperation to the plan of action that authorities have designed against illegal drugs.

The problem on illegal drugs had been lengthily discussed during the recent Provincial Peace and Order Council (PPOC) meeting in the town of Antequera.

During the meeting, Panglao Councilor Walter Sultan disclosed that the town mayor’s intelligence fund last year has remained intact when, in fact, it could have been put to good use if allocated for information gathering regarding the activities of drug personalities in their town.

Sangguniang Panlalawigan Member Brigido Imboy, chair of the Committee on Peace and Order, said during the PPOC meeting that based on a surveillance report regarding illegal drugs, the islands of Cabul-an in the town of Buenavista and Pandanon in Getafe had been transshipment points of illegal drugs.

Montallana assured that they will include the islands in the list of priority areas of focus as the governor also understood that what Imboy reported was just an indication that the supply of shabu unloaded in the islands were brought to mainland Bohol.

Montallana also reported that in Cebu, they conduct trainors’ training on anti-drugs campaign and Governor Gwen Garcia has also been supportive of their plan of action in constricting all ports in the province.

He said they can do it here in Bohol, considering that 13,600 passengers and 14 airline carriers go in and out of Central Visayas a day and the bulk of illegal drugs supply getting in the province came from Cebu.

Montallana explained that they have to be strategic in prioritizing the high-value targets to maximize their limited manpower of only 1,000 nationwide and only three of them are in Bohol, although they are training 200 more agents to fully undertake the operations against drug personalities.

The BCCI is also pushing for the resumption of information drive against drug abuse in the campuses.

Col. John Bonafos, commander of the 802nd Infantry Brigade, also assured to help PDEA in the fight against illegal drugs.

Foreign Books Imported to the Philippines Tax-Free
by Susan G. de Leon

The Department of Finance has declared that all books imported into the Philippines, whether for personal or commercial use, are tax-free.

Finance Secretary Cesar Purisima recently signed an order declaring duty and VAT-free status of imported books, and detailing guidelines covering clearance procedures from customs.

Department Order No. 57-2011 states that all imported books, whether for commercial or personal use with the exception of those published by or for a private commercial enterprise essentially for advertising purposes as stated in Annex A of the Florence Agreement, are exempt from customs duties.

The Order also states that importation of books is likewise exempt from value-added tax (VAT) pursuant to Section 109 (R) of the National Internal Revenue Code.

The UNESCO Florence Agreement, which was signed by the Philippines, waived tariffs on books and other printed materials in order to facilitate the free flow of educational, scientific, and cultural materials.

Commercial book importers, under the DOF Order, are required to present an endorsement from the department's Revenue Office so it can be exempted from duties and VAT on books and other materials.

The endorsement will only be issued after book importers submit the following: bill of lading/ Airway bill /Postal registry notice with BOC Tentative Assessment Sheet; commercial invoice; packing list with title of books; authority of representative (in lieu of consignee); affidavit to the effect that the shipment consists of books; and in case of donated books â€" Deed of Donation duly authenticated by the Philippine Consulate abroad, and Deed of Acceptance.

Book importers are also required to submit certification from the UNESCO Office in the Philippines attesting that the importation/s is/are covered by the Florence Agreement; and Certificate of Registration with the National Book Development Board as book importer or publisher.

Individuals, who import books for personal use whether as accompanied baggage or through couriers or post office, do not need to secure an endorsement from the DOF Revenue Office.

However, the order clarified that these importations should be cleared and released through the required declaration of goods under existing regulations.

The DOF order also clarified that books considered for personal use means quantities that do not exceed 12 copies of any one work when imported by an institution or six copies of any one work when imported by an individual.

In 2009, the Department of Finance, imposed duties on book importation and since then the Bureau of Customs started imposing a 1 percent import duty on educational books and 5 percent duty for non-educational books.

However, the DOF order dubbed as “book blockade of 2009” was revoked after widespread criticism.

Philippine Provinces / Hygiene Clinic Para sa mga GRO
January 15, 2012, 02:27:56 PM
