Boxing and Boxers / The Greed of Floyd Mayweather Jr
February 23, 2012, 08:50:04 AM
by Agence France Presse

Manny Pacquiao says the pieces were falling into place for a world title fight with Floyd Mayweather until the American boxer tried to low-ball him on the split of the pay-per view revenue.

Pacquiao said he called Mayweather personally to try to broker a deal for a world championship fight and thought they had an agreement until Mayweather brought up the pay per view.

Mayweather said he would give Pacquiao a $40 million lump-sum payment if Pacquiao agreed to let Mayweather keep the pay per view earnings for himself.

“It was embarrassing to me,” Pacquiao said Tuesday. “He was trying to take advantage of me. It is clear he didn’t want to fight.”

Some experts have estimated that the pay per view could be around $160 million.
Pacquiao and Mayweather have tried several times to get a contract signed but it has been scuttled for a variety of reasons, including disagreements over blood testing and the share of the purse.

“I called Floyd and told him that we need to make this fight happen,” Pacquiao said at The Beverly Hills Hotel. “I said he could have whatever he wants, blood testing, 50/50 split and he said ‘Oh, well. I will give you what you want.’ Then he mentioned the pay per view.”

To the Point
by Emil Jurado

I read the Wall Street Journal, Asia Edition, dated February 22, 2012. I was shocked to read that Wynn Resorts Ltd. accused Japanese billionaire Kazuo Okada of Universal Entertainment of putting up Philippine Amusement and Gaming Corp. Chairman/CEO Cristino Naguiat Jr. in the most expensive room at Wynn Resorts Macau, known as Villa 81. This covered 7,000 square feet and cost $6,000â€"P258,000â€"per day.

Santa Banana, the 47-page Wynn report even detailed the September 2010 Macau visit of Naguiat with his wife, three children, a nanny and other Pagcor officials to Wynn Resorts Macau!

The report said that Naguiat was registered as “incognito” â€"“an attempt to hide the payment of extremely costly expenses by a corporation connected with a registered entity.”

Okada was given a license to operate casinos and entertainment facilities at the Entertainment City being put up by Pagcor at the 71-hectare reclaimed area along Roxas Boulevard.

The Japanese billionaire was also accused of improperly giving more than $110,000 in payments and gifts to two gambling regulators in the Philippines and their families. Okada, his associates and companies reportedly made three dozen improper payments, including the four-day stay by Naguiat and family.

Okada and Wynn Reports Ltd. of Las Vegas, with casinos in Macau and Sentosa Island in Singapore, are now locked in an intra-corporate dispute resulting in the takeover by Wynn Resorts of Okada’s interests at Wynn and his forcible dismissal as its director.

On February 20, 2012, Okada visited Naguiat and explained. He denied making cash gifts, according to a press release of Naguiat.

Okada reportedly told Naguiat that the $110,000 in gifts detailed in the report were “complimentary accommodations” granted to Okada’s business associates from the Philippines and other countries from 2008 to 2011, according to Pagcor’s statement. Okada had reportedly apologized to Naguiat and other officials.

I wrote in my column yesterday that I found Pagcor’s explanations reasonable. I know for a fact that there is a reciprocity agreement among gaming and casino establishments worldwide.

But I did not have all the details then, as I do now.

Malacañang has also since defended Pagcor and Naguiat. I wonder whether the President has read the Wynn Report.

The report said that Okada’s associates in Macau obtained $20,000 from the resort’s cash as advances for Naguiat and his family. Okada also reportedly hosted a dinner at Wynn Macau for Naguiat and about 13 others, charging the US$1,673 dinner to Okada’s room.

The Wynn report disclosed what transpired during a Wynn Resorts board meeting in February 2011, when Okada said that “in Asia, it’s okay to give gifts to government officials” and “I wouldn’t bribe someone but would have someone else bribe that person”â€"or something to that effect.

Okada, of course, denied everything. But, Wynn Resorts Macau has the records to show it. The US Securities and Exchange Commission has since stepped into the picture between Okada and Executive Officer Stephen Wynn.

The Wynn report also detailed 30 charges, between 2008 and June 2011 when Okada, his associates and companies made payments that directly benefited senior Pagcor officials, including two chairmen and their family members. One payment for $4,642 reportedly benefited former first gentleman Mike Arroyo. I don’t know how Mr. Arroyo can explain this.

In any case, the Wynn report is detailed enough, especially about the four-day stay of Naguiat and family at the P268,000-a day room.

I wonder how President Benigno Aquino III would react to this. Or, will he do what he has always done for his close associates who have committed wrongdoing?

It is sad the President’s own friends are making a mockery of the administration’s drive against graft and corruption!

Science and Research / Our Planet Is Endangered
February 23, 2012, 05:54:29 AM
Excerpt from the Acceptance Speech of Octavio Paz, the 1990 Nobel Prize Literature Winner:

It is impossible to know. The recent past has taught us that no-one holds the keys to history. The century ends with a throng of questions. Yet we can be certain of one thing: life on our planet is endangered. Our unthinking cult of progress together with the very advances in our struggle to exploit nature have turned into a suicidal race. Just as we are beginning to unravel the secrets of the galaxies and the atomic particle, as we explore the enigmas of molecular biology and the origins of life, we have wounded the very heart of nature. This is why the most immediate and most urgent question is the survival of the environment, regardless of whatever forms of social and political organization nations may choose. The defence of nature is the defence of mankind.

Parkinson’s disease is a common disease facing many older people across the world.   It affects the central nervous system and it impairs cognitive processes, motor skills and other functions.   This disease mostly affects the older generation and it manifests itself with symptoms which include rigidity, tremor, postural instability, slowness in movement and others.   Other symptoms include sleep difficulties, sensory and autonomic dysfunction.   Parkinson’s disease has a high prevalence rate among older people with approximately 500,000 people suffering from the disease in the United States.   In addition, there are approximately 1 million people who suffer from the disease but they have not been diagnosed yet (Oxtoby et. al., 2004). This makes Parkinson’s disease a serious illness which requires urgent interventions by society.
Parkinson’s disease adversely affects the daily life of people suffering from it since it affects their cognitive processes or motor skills.

DEAR EMILY,

I am entering my 67th year, and reading some of the problems in your columns made me reminisce about my own life.

My wife and I came from poor families and worked our way through high school and college to finish our education.    Through sheer determination,  frugality, and working almost 20 hours everyday,  we were able to start a little business.  It succeeded well enough to send our three children not only to good schools in Manila, but overseas, too, for their post-graduate degrees.

When she reached her 40s,  my wife did not only find so much time and money in her handsâ€"she also started finding fault in herself.  She was already pretty to me, but suddenly she was complaining about how her nose was too thick,  her breasts too small, her chin too weak, and other stuff I couldn’t even see.

The crack in our marriage apparently started with the first of a series of her plastic surgeries.   Once, I was gone almost a month for business meetings,  and when I came back and saw what she did to her breasts,   I couldn’t say anything.  I didn’t know whether to stare or look away from her.  She felt very hurt at my reaction.  It took great effort for me to make love to her again after that.   I was truly horrified to touch her for fear that her breasts would leak or get smashed!

Her unhappiness with her looks continued.  One day, at breakfast,  I almost didn’t recognize her! She looked so heavily made up so early in the morning, and  when I asked if we were expecting company, she looked at me funny.   Turns out she had tattooed her eyebrows,  her eyeliner,  and even lined her lips permanently!

Instead of finding it amusing, I felt disgust at how weird she looked.    Even her skin, which was meticulously cared for monthly by her dermatologists, appeared scaly!  I’ve not been remiss in telling  her how pretty she already was, but that only started an argument.

She used to be this woman who was so naturally pretty that we’d laugh at her friends who were so vain.   But she turned out to be exactly like them.

I am a quiet, simple man with simple pleasures and desires.   I worked hard all my life hoping to give my family everything I never had.  My wife and I were together through all that, but instead of appreciating our blessings,   money became a burden to her, and she couldn’t seem to wait to throw it all away.    I wish she spent it more in educating herself or doing charity work. She’s always with her friends, shopping here and abroad and getting fixated on fixing something in their bodies.

Her unhappiness with everything made us snarl and throw harsh words at each other.   The rift in our marriage just widened, and we drifted farther and farther apart.

Eventually, our kids had their own families, and my wife and I had to find solace somewhere else.  She went from one affair to another, and nothing lasted more than a few months.

While my friends went for young girls,   I found an educated, feet-on-the-ground woman of my age whose wisdom constantly astonished me.   She already tried marriage once, and that was enough for her.  We have been together 18 years now.

My wife has her own  life, and is still vain as ever.  Oftentimes, I’d think of our “hungry years”â€"the struggles and hardships we went throughâ€"and still feel pangs of regret.   I look back at how happy we seemed to be then.

Bohol Latest News / NBI to Re-open in Bohol
February 22, 2012, 06:14:04 PM
by the bohol standard

The National Bureau of Investigation Field Office here will reopen soon.

This was announced by Provincial Administrator Alfonso Damalerio II last Friday during the radio program Kita ug ang Gobernador regularly held at the People’s Mansion and simulcast live through all local radio stations in the province of Bohol.

“This time, Governor Edgar Chatto made the initiative to spare our fellow Boholanos from the trouble of going to Cebu just to secure these clearances. The provincial government had offered to buy the necessary equipments like the biometrics capturing machine and these will be delivered soon,” administrator Damalerio said.

For more than a year now, the NBI field office had stopped its operation here when the bureau contacted a new computer systems provider that disturbed their data files.

Boholanos have to go to Cebu to secure clearances for various requirements like travel and employment. They have to cue in a long line and spend time and money in Cebu for the needed NBI clearance.

The re-opening of the NBI office here was also earlier discussed with Regional Director Atty. Ed Villarta during the recent HEAT Caravan mobile services in Guindulman and Antequera wherein NBI was among the national government agencies that actively participated in the activity.

The Philippine Overseas Employment Administration (POEA) 7 has again warned jobseekers against illegal recruiters who promise high-paying jobs abroad, but have no authority from the government to recruit workers.

POEA 7 Director Evelia Durato said job applicants should be warned, especially after one of the noted alleged illegal recruiters in Cebu was released on bail recently.

Durato said job seekers can’t help but be enticed by the recruiter’s job offer that includes an attractive salary package for a job in Canada.

The recruiter allegedly duped close to 100 job applicants, but only three lodged a complaint in court.

Durato wondered why the accused was allowed to post bail when there were three complainants, which under Republic Act 8042 or the Anti-Illegal Recruitment Law, constitutes large-scale illegal recruitment, a non-bailable offense.

She said she plans to coordinate with the law enforcement agencies in Cebu to make sure that the appropriate charges are filed against illegal recruiters caught during entrapment operations.

Based on the affidavits of the complainants assisted by POEA, the applicants paid at least P50,000 as processing and placement fee for a job in Canada, but end-up working as on-the-job-trainees in a restaurant or grocery in Singapore, while others don’t get to leave Cebu at all.

One of he complainants said she paid P22,500 to the illegal recruiter, and an additional, 1,100 Canadian dollars for a job in Canada that she never got.

When she asked for a reimbursement of all her payments, the recruiter offered to get her a job in Singapore and sent her there instead, telling her that a job is waiting for her there.

However, weeks after arriving in Singapore, she still did not have a job and was forced to come home.

TAGBILARAN CITY, Bohol, Feb. 21 - Crime volume in January this year by 11 percent compared to the same period last year with theft and robbery still topping crime incidents.

Police provincial director Sr. Supt. Constantino Barot Jr. reported during the Provincial Peace and Order Council (PPOC) meeting on Tuesday at Governor’s Mansion that the Bohol Police Provincial Office (BPPO) recorded 246 crime incidents last month, an 11-percent drop from 278 incidents recorded in January last year.

Theft still topped the statistics with 105 incidents recorded, or 51 percent of the crime volume; followed by robbery with 52 incidents, or 25 percent of the volume; and physical injuries with 28 incidents, or 14 percent of the volume.

Barot said that Bohol followed the nationwide trend where theft, robbery and physical injuries as the prevailing cases, which can be signs of poverty.

The police recorded seven incidents of car thefts, six murders, six homicides and one rape.

Governor Edgar Chatto, who presided the PPOC meeting, appreciated the efforts of the police force in the province for bringing down the crime rate and even considered Barot’s report as the best birthday gift he received from BPPO.

The governor said the continued reduction of crime volume in Bohol after 2010 was a notable accomplishment of the police force.

He said the provincial government pursued the agenda on poverty alleviation to address crimes against property, although there were other factors such as the criminal tendencies of some individuals.

Less incidents of both index and non-index crimes have been recorded last January compared to the same period last year wherein index crimes reduced from 212 to 205 and non-index crimes reduced from 66 to 41.

Barot attributed the reduction of crime volume to strict implementation of Police Integrated Patrol System (PIPS), which covers all the aspects in crime prevention, including checkpoints and foot patrol.

“Although crime still occurs from time to time, we could say that the police is on top of the situation. The deployment of prosperity teams in the barangays is expected to help the police in its effort to maintain the peace and order,” said Barot.

The police provincial director also said the BPPO had already conducted training for barangay peace-keeping teams, where tanods and concerned citizens are members, in all areas in the province except in five towns.

“Since it is a continuing program, we will soon be able to cover the remaining five towns,” Barot said.

During the month of January this year, BPPO conducted 10 operations against illegal drugs which resulted to the arrest of 10 persons and filing of 13 cases in court.

Barot explained that there were instances where after an operation, they found two offenses committed by the arrested person such as illegal possession and illegal sale of prohibited drugs. That’s why the statistics showed 13 cases filed in court while there are only 10 persons arrested during the period.(PNA)

THE impeachment trial of Chief Justice Renato Corona at the Senate continues to draw grassroots support including from the over two million members of the country’s cooperative sector.

Rene Buenviaje, president of the partylist ‘Coop NATCCO,’ in a statement said the continuing revelations in the Senate on the chief  justice’s “hidden” bank accounts have cast a pall of suspicion in the public’s mind as to his continuing fitness to continue to preside over the affairs of the country’s highest tribunal.

“Paano pa ba natin mapagkakatiwalaan ang isang taong may nililihim?  Ang chief justice, dapat malinis, walang tinatago, walang nililihim,” Buenviaje said.

Coop-NATCCO is a sectoral group comprising some 700 cooperatives in the country and boast of around two million members.

The group’s avowal of support for the ongoing impeachment trial of Corona comes after local government unit  leaders headed by Camarines Sur Gov. Luis Ray ‘LRay’ Villafuerte last week openly backed the Corona ouster process. - source: Journal.com.ph

A team of researchers of Japan's Kyoto University has found a kind of protein that helps the body burn fat following an intake of fatty meals, Japanese public broadcaster NHK reported on Monday.

The researchers at the Kyoto University's Institute of Chemical Research compared mice with protein called GPR120 with those that do not have the protein, and provided them with high-fat feeds, the report said.

They confirmed that the mice without the protein were heavier than those who had it by an average of 15 percent, and accumulated twice as much fat in their bodies, it said.

The Japanese scientists also analyzed the genetic sequence of about 20,000 people in Europe, including the French and the British, and found that people with mutant GPR120 genes were 1.6 times more likely to be obese.

Based on the result of the research, the Japanese scientists concluded the protein is capable of detecting fat, and also plays a role in prompting the body to burn the fat. - PNA

On December 19, 1839, Jose Ma. Basa, a successful merchant who donated money for the smuggling of Dr. Jose Rizal’s novels to the Philippines, was born in Binondo, Manila.

Basa, a reformist group member who was accused of participating in the 1872 revolt which led to the execution of three Filipino priests Mariano Gomez, Jose Burgos and Jacinto Zamora (Gomburza), was forced to settle in Hong Kong with his family.

Basa and the others who were accused in the 1872 revolt were given pardon under the condition that they would not return to the Philippines.

Hence, Basa's home in Hong Kong was turned into a temporary house of some of the exiled Filipinos like Jose Rizal, Marcelo H. Del Pilar and Graciano Lopez Jaena, the so-called triumvirate of Filipino propagandists.

When General Emilio Aguinaldo established a junta in Hong Kong in 1898, Basa also served in the general’s committee and was appointed as the Director of Justice.

When the Spanish-American war broke up, he and other wealthy Filipinos in exile offered money for the American government to either grant protection or to annex the Philippines.

Basa died in Hong Kong on July 10, 1907 at the age of 67 and his remains were brought back to Manila.

History / Pact of Biak-na-Bato
February 20, 2012, 09:02:52 AM
by PNA

On December 27, 1897, General Emilio Aguinaldo and 25 other revolutionary leaders sailed for Hongkong from Sual, Pangasinan, on board the steamer Uranus, in compliance with the terms of the Pact of Biak-na-Bato.

Aguinaldo, with his men in voluntary exile in Hongkong as part of the peace agreement of the Pact of Biak-na-Bato by Pedro Paterno, also volunteered to be a peace maker as early as August 9, 1897 with the basis of reforms and amnesty.

Accordingly, Spanish Governor Primo de Rivera realized the impossibility of quelling the revolution by force of arms contrary to his premature proclamation on May 17, 1897 that the “revolution is over”.

Gen. Aguinaldo's forces were driven from Cavite to Bulacan and declared the constitution and inaugurated the Republic of Biak-na-Bato on November 1, 1897.

Hence, negotiations with Aguinaldo, which specified that the Spanish would give self-rule to the Philippines within three years if Aguinaldo went into exile, began in August and concluded in December with the Pact of Biak-na-Bato.

Also, under the pact, Aguinaldo agreed to end hostilities as well in exchange for amnesty and 800,000 pesos (Filipino money) as an indemnity. He and the other revolutionary leaders would go into voluntary exile. Another 900,000 pesos was to be given to the revolutionaries who remained in the Philippines, who agreed to surrender their arms; general amnesty would be granted and the Spaniards would institute reforms in the colony.

However, both the Spanish and Filipino authorities failed to follow the terms of the pact, of the total war indemnity of P1.7 million only P600,000 was actually paid by Spain -- P400,000 was given to Aguinaldo and P200,000 was distributed among the revolutionary leaders in the Philippines.

The rest of the indemnity, amounting to P1.1 million, was never paid. Many of the Filipino patriots who had surrendered their arms and returned to their homes were arrested, imprisoned, and persecuted, contrary to the amnesty proclamation, and not one of the reforms which were believed to have been promised by the governor general was granted.

For their part, Filipinos were equally guilty of breaking the terms, as Aguinaldo kept the money in the banks of Hong Kong to be used in a future struggle against Spain. Revolutionist in the Philippines did not surrender all their arms.

Notably, while in Hong Kong, Aguinaldo watched closely the developments in the Philippines and kept the P400,000 and his compatriots designed what is today the Philippine national flag.

The revolution took only a little holiday, a holiday cut short by the arrival of a new power -- the United States of America.

Philippine Daily News / Ukay-ukay for Sendong Victims
February 20, 2012, 08:56:26 AM
The Bureau of Customs (BOC) would soon donate P20-million worth of seized imported used clothing (ukay-ukay) from Hong Kong to thousands of typhoon 'Sendong' victims in Mindanao.

BOC Commissioner Ruffy Biazon said Thursday that five forty-footer container vans of used clothing were seized at the Port of Manila by operatives of the BOC Operations and Intelligence Office of the Enforcement Group.

Biazon, who identified the importers of the used clothing as Heritage Asia International Products Trading Corp. and Global Welltrade Trading Co., respectively, would soon be slapped with the appropriate charges in court for violation of Section 2503 for misdeclaration and Republic Act No. 4653 banning the importation of used clothing.

“We are starting the year with an even more intensified anti-smuggling campaign and faster filing of appropriate charges against smugglers in court,” Biazon said.

“I would like to start the year then, with a stern warning to smugglers not to mess with the Bureau of Customs or they will have their place in jail, where they rightfully belong,” he added.

For his part, Customs deputy commissioner for enforcement group Horacio Suansing said they issued a seizure order for the used clothing after enforcement group officials, lawyer Imelda Cruz and Capt. Arnel Baylosis, recommended the issuance of the corresponding alert orders for the five containers after weeks of surveillance and profiling of said shipments.

“We shall expedite that processing of the seized used clothing to enable us to facilitate its donation and transfer to the Department of Social Welfare and Development for its immediate distribution to the typhoon victims in Mindanao,” Suansing said in a statement.
