NEW YORK â€" a Manhattan man’s spirit soared to celestial heights Friday when a judge gave him permission to change his name to Jesus Christ.

Jose Luis Espinal, 42, of Washington Heights, said he was “happy” and “grateful” that the judge approved the change, effective immediately.

Espinal said he was moved to seek the name change about a year ago when it dawned on him, “I am the person that is that name.”

Espinal, who acted as his own lawyer, got the change approved by Manhattan Civil Court Judge Diane Lebedeff, who said she was “satisfied that this application is neither novel, nor would granting it pose practical problems.”

The judge said name change applications usually are not denied just because the change might cause practical difficulties or be thought unwise, as long as a person with the same name does not object to the proposed change.

Santa Claus

She cited a 2001 Utah case in which a man legally changed his name to “Santa Claus” and a Washington, D.C., case earlier this year in which a name change applicant obtained a driver’s license and social security card in the name of “Jesus Christ.”

The judge compared those cases with that of actor Peter Lorre’s widow, who objected to a man who said he was the actor’s relative changing his name to “Peter Lorie.”

SUSTAINING Bohol water sources earn a little bit of help from the ABS-CBN Foundation’s Bantay Kalikasan and the country’s environment department.

Bohol officials Friday signed a memorandum of agreement with ABS-CBN and the Department of Environment and Natural Resources for the conservation and rehabilitation program of at least 30,000 square hectares of watersheds.

By that, they also ascertained that the partnerships forged could be the onset of brighter things for environmental intervention in this island whose residents swear on the environment protection as a way of life.

The signing held at the Loboc Children’s Palace signals the putting up of environmental remedies to the 19,000 square hectares of catchment in the Loboc watershed and some 11,000 square hectares of watershed comprised by six towns sharing the Abatan River.

Keeping the watershed for future generations and assuring its judicious use as a resources, has been a dream of communities within the watershed areas, aired a community organizer who was well into resource rehabilitation in addition to the development.

At the MOA signing were no less than ABSCBN foundation’s Gina Lopez and DENR’s Lito Atienza, who also took his adoption as honorary son of Bohol that day. Governor Erico Aumentado signed the partnership MOA for Bohol.

Both Abatan and Loboc watersheds have been eyed as possible alternative water sources for Tagbilaran City and its nearby towns. Bohol’s partnering with Bantay Kalikasan and knowing its track record with the Luzon’s La Mesa Dam has slready elated Boholanos.

Part of the development is establishing nature parks with in the watershed area, cutting out trails for trekking, camping and picnic grounds, bird watching sites and putting up reforestation programs to rehabilitate the general area, explains Atty. Tomas Abapo earlier.

We could be creating a new tourism destination in Loboc, to complement with the usual rivercruises and tarsier inter-action, a tour operator admitted given the opportunity to project for the success of the programmed partnership.

But the biggest victory shoud be for the community within the watershed areas to be taught how to care for their owned resource and using the help of other cooperative agencies to make a pitch for the good life, the tourism stakeholder shared.

BOHOL earns her third accolade in a row by grabbing the Consistent Regional Outstanding Winner in Nutrition (CROWN) this year, reports Governor Erico Aumentado Friday.

Bohol took the CROWN since 2006 and this year was a near sweep for Bohol, Gov. Aumenatdo commented over his weekly radio program aired live.

If not for Lapulapu City and its P28M nutrition program funds winning in the city category, Bohol could have swept it all, the governor who is enjoying his last term said.

Also winning in this year’s regional nutri-competition is Tubigon town for the second year in a row for municipal categories.

Winning too is Boholana Barangay Nutrition Scholar Pergentina Anod of Cagawasan Inabanga and Provincial Nutrition Coordinator Juliet Manliguez of the Bohol Provincial Health Office by besting other Central Visayan coordinators.

Elated to reveal how Bohol scored in this year’s regional fete, Aumentado, who personally received the award from the National Nutrition Council in a Cebu ceremony, said the council considered local efforts to blot out hunger to part with the award.

He said the council took the Rice Accelerated Emergency Response (Racer), the backyard gardening program advanced by the Provincial Legislative Council through Vice Governor Julius Caesar Herrera, the supplemnetal feeding program and the montly feeding activities for poor children at CIVAC venues as indicative of the efforts to blot out hunger and pump in nutrition for the entire province.

As this came, President Gloria Macapagal-Arroyo also issued Executive Order No. 825 creating the Local Anti-Hunger Task Force.

Bohol local officials laos hope to create, by virtue of the Presidentail directive, its own anti-hunger task force to advance its interests in immediate hunger mitigation.

Executive Secretary Eduardo Ermita said the President created the order with her commitment to eradicate all forms of deprivation, including that relates to hunger, by pursuing the objectives of the Millennium Development Goals (MDGs).

The latest quarterly survey on hunger conducted by Social Weather Stations (SWS) showed that hunger incidence in the country declined dramatically from 23.7 percent (4.3 million families) in the fourth quarter of 2008 to 15.5 percent (2.9 million families out of 86 million Filipino population).

He said the Accelerated Hunger Mitigation Program (AHMP) implemented by the Arroyo government addresses hunger both on the aspect of supply, or the unavailability or insufficiency of food to eat, and on the aspect of demand, or the lack of money to buy food.

The AHMP is implemented by national government agencies based on the hunger-mitigation program framework, in cooperation with local government units.

The Arroyo administration is shopping around for a used “presidential fixed-wing executive jet" worth at least P1.2 billion.

The prospective aircraft must be “factory new, twin-engine (turbo-fan engines), pressurized, fitted with auxiliary power unit, and with VIP cabin configuration," said an advertisement placed in the Philippine Star on Thursday.

“The type of aircraft to be offered should have been used as a VIP/Executive aircraft by the country of origin and by at least two countries," the advertisement continued.

As of this posting, Malacanang has not responded to requests for comment about the ad. But despite whatever justification it will make, news of the planned purchase will likely fuel the public outcry over official extravagance.

The President and her US entourage are being criticized for spending $20,000 and $15,000 respectively for expensive dinners in New York and Washington, DC. The uproar has come in the wake of the national mourning for the late former president Cory Aquino, who was known for her simplicity of lifestyle and personal modesty.

The newspaper ad for the new presidential jet invited interested bidders and suppliers to participate as long as they have a repair shop within the Southeast Asian region with the necessary tools, equipment, and skilled personnel.

These “should be ready and available before the delivery of the aircraft," the ad said.

Funds for the jet’s acquisition are expected to come from the Philippines’ 2009 national budget.

Interested bidders are required to pay a non-refundable fee of P100,000 until August 26, 2009.

The pre-bid conference is scheduled for the next day at the Mabini Hall in Malacañang while the bid submission deadline will be on September 10, 2009. The winning bidder will be chosen on the same day.

Under the Arroyo administration, the government acquired at least two brand-new choppers, one of which crashed in Ifugao province last April, killing Palace personnel, including Press Undersecretary Jose Capadocia. - GMANews.TV

A P15.3 billion Official Development Assistance fund from Japan International Cooperation Agency can now be accessed by private corporations and even local government units through state-owned Development Bank of the Philippines (DBP).

The facility, which would be used to finance logistics and improve infrastracture systems in the country forms part of the two ODA loans signed by President Gloria Macapagal Arroyo during her June visit to Japan.

In Bohol, the facility may help local government units wanting to invest in logistic systems for perishable products and freezer facilities to facilitate and extend product shelf life before these are shipped to main markets.

DBP president and chief executive officer Reynaldo G. David said the facility opened falls under the DBP’s Logistics Infrastructure Development Project (LIDP) in continuation of the bank’s sustainable Logistics Development Program (SLDP) but on a more expanded scope.

“The LIDP particularly provides long-term funding for critical infrastructure projects such as roll-on, roll-off (roro) vessels and related facilities such as ports and ramps; toll roads; farm-to-market roads; and related maintenance equipment,” he said.

Other projects eligible under this facility are packaging, transport, and distribution facilities, projects under the bulk grains highway which facilitates efficient transport of products from Mindanao to Luzon, and projects under the cold chain highway which re-engineers the logistics system for perishables.

“This facility will improve farm-to-market efficiency and enhance movement of products and goods to the major trading areas to help boost the domestic economy,” David added.

David said the facility can be accessed by private corporations with at least 70% Filipino ownership, government-owned-and-controlled corporations, and local government units who are willing to counterpart 39% of the project cost.

The facility, he said is disbursed in seven years.

Amid wanton destruction of Philippine forests, described as the most rapid and most massive in the world, various NGOs and environmentalists see sustainable forest management a crucial undertaking as we face the global threats of climate change.

Authorities say that the never-ending denudation of already limited forest cover results to ecological and economic disasters. According to a Food and Agriculture Organization (FAO) report, at least 163,000 hectares of forest is lost every year. The Department of Environment and Natural Resources (DENR) lists, “some 38 areas nationwide are prone to frequent landslides and flooding, most of which are located in the heavily denuded forest areas.”

While efforts have been started since the United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro in 1992, much needs to be realized. The once lush Philippine forest cover estimated at 21 million hectares in 1990 or 70% of the country’s total land area was reduced to a measly 800,000 hectares or 18% after a decade. By 2010, Philippine forest cover is projected to be reduced to an upsetting 266,666 hectares or six percent (6%).

Meanwhile, House Bill 137 titled “An Act Instituting a Self-Sustaining Forest Management Program, by Providing Incentives to Tree Planters on Private Lands, Forest Lands, and other Public Lands and for Other Purposes or the “Tree for Legacy Act of 2007” filed by Aurora Rep. Juan Edgardo Angara empowers the citizenry in sharing with the national government and local government units the responsibility in the management and maintenance of ecological balance within their community.

The bill explains that “there is no single solution to all the ecological and economic disasters but the “Tree for Legacy Act” as a Forest Management Program is certainly one of them”. The bill’s objectives are consistent with Executive Order 263 and 318 in promoting community-based approaches in attaining sustainable forest management in the country. The bill encourages tree plantation development from both private and public lands, which is very important in integrated watershed management.

Ramon San Pascual, Executive Director of the Philippine Legislators’ Committee on Population and Development Foundation, Inc. (PLCPD) said, “once enacted, this bill will provide the mechanisms in ensuring sustainable forest management that will consequently contribute in reducing ecological and economic threats posed by climate change.”

“Although I am the chief executive in my town, I cannot implement many projects having the worst sanggunian, probably good candidates to the Guinness Book of World Records,” Panglao mayor Benedicto “Dodong”Alcala said in an interview Thursday after the meeting with Local Water Utilities Authority chairman Prospero Pechay.

“The town has about P50-million in available funds and I have made many proposals how to solve this water problem in my town, yet I cannot move. The Sangguniang Bayan had always opposed the plans,” Mayor Alcala lamented.

“This problem will only be solved if these obstructionists-municipal councilors will all be wiped out in the May 2010 elections. The people of Panglao must choose. It’s either me or these councilors,” he said.

The Alcala administration was supposed to be the real savior of Panglao having experienced feuding executive and legislative officials during the time of his predecessor former mayor Doloreich Dumaluan.

When all those elected assumed office after the May 2007 elections, the same conflict resurrected and the local government has again remained a feuding family, extending even to the air lanes as both camps exchanged barbs, more often than meeting for a possible solution.

Both first district congressman Edgar Chatto and Governor Erico Aumentado have acted as mediators but the needed cooperation from each camp lasted only after each photo session where everybody were seen smiling in posterity handshakes.

There have been two proposals for Panglao by private water suppliers, - one from Cebu-based Mactan Rock and the city based Bohol Water Utilities Inc. but all these were stalled at the municipal council level.

Under the law, a mayor cannot enter into a contract or sign agreements with any entity without a resolution from their respective sanggunians giving the authority to do so.

On Thursday afternoon, LWUA chairman Pechay purposely motored to Panglao to meet with the councilors for a possible discussion to convert the municipal water system into a water district.

Reports reaching the STANDARD say only two of the councilors came to the meeting which frustrated LWUA chairman Pechay.

THE country’s seemingly quixotic fight against illegal drugs gets a boost here in Bohol with Capitol lending a quarter of a million-revolving fund for buy bust operations in support of the Philippine Drug Enforcement Agency (PDEA)

By virtue of an executive order he signed August 12, aside from putting up the seed money for the gvernment’s anti drug operations here, Governor Erico Aumentado also reaffirmed Bohols support to the President-led anti-drug operations moving all across the country along with other concerned law enforcement agencies.

President Gloria Macapagal Arroyo has personally taken the monicker as the anti-drug czarina in the country’s decades old war aganst the proliferation of dangerours drugs, which has wasted too many young lives and muddled to many young futures.

In Bohol, through executive Order No. 16, series of 2009, the commitment to the drive also hopes to engage component local government units to take the example and come up wth their local commitments of support, says Provincial Legal Officer Handel Lagunay during last Friday’s The Governor’s Reports.

The quarter of a million, Governor Aumentado said was sourced out from the Capitol’s intelligence funds and would be primarilly used to set up buy-bust operations to aid the often cash-trapped government anti-narcotic agencies.

The fund however, the governor explained would be subjected to the usual government audit policies.

Earlier, PDEA’s intelligence Officer Steven Valles admitted that PDEA operates on a tight fund and the replenishment is not that fast, so set up operations are hampered.

PDEA, in a specail talk last week also admitted the lack of manpower to relentlessly pursue drug offenders so the need to deputize some members of the local police force became as imperative.

The PDEA put up a deputizaton seminar last Monday to Wednesday to formally expand their force and advance the anti-drug drive to Bohol, a logical drug spills over province.

According to the Dangerous drugs Board, Central Visayas, where Bohol is located ranks as the country’s second largest user of drugs. Observers however agree that the problem is basically concentrated in Cebu.

The “Universally Accessible Cheaper and Quality Medicines Act of 2008”.or Republic Act 9502 is good news to the users but bad for the pharmaceutical companies.

The approval of said law drew varied reactions from both sectors even as pharmacies here have put the blame on the doctors.

An owner (identity withheld) of a chain of pharmacy in the city said that doctors are at fault in the soaring of medicine prices. They issue prescriptions on certain medicines that are costly so that they can have “commissions” from those medicines in connivance with the promoters.

The owner, in an interview, cited an example that doctors are still practicing “endorsements” for “perks” yesterday in the pharmacy. The owner discovered that a certain drug prescription presented by a customer appeared on it but another was written at the back with an instruction that the one written at the back should be bought instead of the other with lower tag price.

But the owner did not identify the doctor nor the customer.

The owner explained that it used to be that medical representatives that carry out the promotions and monitoring of their drugs can acquire a car after just two years. But now they can hardly get one within five years because some doctors are reluctant to endorse for fear of prosecution once caught.

The owner stressed that the law is good and favors its implementation but admitted the pharmacy may be affected by the price adjustments.

Senior board member of the Sangguniang Panlalawigan Cesar Tomas Lopez, a doctor by profession, said big pharmaceutical companies spent huge sums for what he called “wine and dine” perks given to the doctors to get endorsements of the medicines they produced and marketed.

Rep. Adam Relson Jala said the law, which was concurred by him and his colleagues, will ultimately provide the consumers with an affordable but of quality medicines especially the essential ones.

He admitted however that drug firms may be affected by the lower prices of drugs imposed by the law at half the price. But what is important, he said, is that it will benefit the general public.

In a separate interview, Catigbian Mayor Bert Salinas, president of the League of Municipalities of the Philippines Bohol chapter, also said that the said law is a “blessing from heaven.”

For its part, Mercury Drugs here through its manager Gina Manimantan said that the company will just follow the law with the support of the people.

In fact, she said in an exclusive interview, that the company is implementing the discount privilege the senior citizens as long as the latter would comply with the requirements.

In a recent interview, party-list Bayan Muna Rep. Teddy Casino said that there are still loopholes in the said law because it gives the President to issue such pricing of the medicines.

Section 17 provides that “the President of the Philippines , upon recommendation of the Secretary of the Department of Health, shall have the power to impose maximum retail prices over any or all drugs and medicines as enumerated in Section 23.”

Casino said that there are some limitations of the law that do not benefit the poor. The said law may be effective only if supported by local producers. There should be a national drug development program that would assist in the development of the local initiatives for medicine.

The list of drugs and medicines that are subject to price regulation provided by Section 23 include the following: “(a) All drugs and medicines indicated for treatment of chronic illnesses and life threatening conditions, such as, but not limited to, endocrine disorders, e.g., diabetes mellitus; gastrointestinal disorders, e.g., peptic ulcer; urologic disorders, e.g., benign prostatic hyperplasia (BPH); cardiovascular diseases, e.g., hypertension; pulmonary diseases, e.g., pulmonary tuberculosis (PTB), asthma; auto-immune diseases, e.g., systemic lupus erythematosus (SLE); skin diseases, e.g., psoriasis; neuro-psychiatric disorders; other infectious diseases, e.g., human immunodeficiency virus-acquired immune deficiency syndrome (HIV-AIDS); and other conditions such as organ transplants and neoplasm; (b) Drugs and medicines indicated for prevention of diseases, e.g., vaccines, immunoglobulin, anti-sera; (c) Drugs and medicines indicated for prevention of pregnancy, e.g., oral contraceptives; (d) Anesthetic agents; (e) Intravenous fluids; (f) Drugs and medicines that are included in the Philippine National Drug Formulary (PNDF) Essential Drug List; and (g) All other drugs and medicines which, from time to time, the Secretary of the Department of Health determines to be in need of price regulation.”

Section 24 of the law prohibits “any manufacturer, importer, trader, distributor, wholesaler, retailer, or any person engaged in any method of disposition of drugs and medicines to engage in acts of price manipulation such as hoarding, profiteering, or illegal combination or forming cartel, as defined under Section 5 of Republic Act No. 7581, otherwise known as the Price Act, and all other acts committed in restraint of trade.”

If found violating this provision the penalty of imprisonment for a period of not less than five (5) years nor more than fifteen (15) years or shall be imposed a fine of not less than One hundred thousand pesos (Php100,000.00) nor more than Ten million pesos (Php10,000,000.00), at the discretion of the court. The court may also order the suspension or revocation of its license to operate (LTO), professional or business license as provided for under Section 25.

“Whenever any act of illegal price manipulation of any drug and medicine subject to price regulation is committed by a juridical person, its officials or employees, or in case of a foreign corporation or association, its agent or representative in the Philippines who are responsible for the violation, shall be held liable therefor.”

AS tourism booms, islanders led by their officials and a beach operator in a six-hectare island barangay of Pandanon, Getafe, locked horns to possess a certain portion of the white sand beach that is now attracting foreign visitors from Cebu.

This developed during the hearing conducted last week by environment committee of the Sangguniang Panlalawigan following the protest of barangay folks led by captain Lydia Abapo.

Abapo sent a letter to the provincial government questioning the approval of Municipal Resolution No 82, series of 2009, endorsing in effect the application for foreshore lease of a certain Mr. Antonio Ouano, Sr.

In her petition dated April 26, 2009 signed by 707 residents, she asked the Talibon based Community Environment Natural Resources Office headed by Officer-in-charge CENRO Alejandro Estopa to look into Ouano’s application for foreshore lease.

Pandanon officials has passed on April 11, 2009 a Resolution “opposing the foreshore lease application (FLA) of Mary M. Ouano adjacent to approved FLA (VII-2) 615 of Ernesto C. Ouano Sr. at barangay Pandanon, Getafe, Bohol and any other application involving the same family.”

For his part, acting vice-mayor Camilo A. Torrefranca, in his response to Pandanon officials’s demand, questioned why the Sangguniang Bayan was not the addressee nor furnished of the barangay Resolution.

He lamented that other agencies, such as the DENR, Department of Tourism, tourism committee chairs of the House and Senate, including Mayor Theresa P. M. Camacho, were instead furnished of the barangay Resolution.

But Torrefranca admitted before the committee hearing that Abapo had caused the endorsement for the SB through vice-mayor Cary Camacho “to fairly act immediately to help disapprove the pending application” of the Ouanos.

But he said that the said endorsement dated April 27, 2009 was received too late by SB’s office on May 5, 2009 since SB Resolution 82, series of 2009 was already passed. “Do not put us in the midst of your personal conflict with the Ouano family. We are only doing what we believe is right and not dictated by anybody,” Torrefranca said.

The barangay officials raised the a concern whether or not the barangay folks must be consulted prior to the approval of the SB Resolution No. 82, series of 2009.

The Ouano family represented by GEtafe councilor Antonio Ouano and Antonio Ouano, Sr. said why only now that the barangay officials are very interested to develop a certain portion of the beach.

Antonio Ouano, Sr. asked the DENR to give priority in approving their FLA because the Ouanos has been there on the island applying for FLA since 1980s.

As if diverting the issue at hand, the Ouanos pointed out that the real problem facing the island barangay is not the acquisition of the beach but the illegal fishing proliferated nearby. He challenged the barangay officials to curb the illegal fishing.

The Ouanos who operate a beach resort here said that with the tourism becoming a boom in the area they are able to provide job opportunities to the local residents.

The case is now in the hands of the CENRO Talibon to resolve once and for all.

In attrendance of the committee gearing included provincial legal officer Atty. Handel Lagunay, Atty. Raul Barbarona as an environmentalist representing the non-government organization operating here, board member Beinvenido Molina as vice-chairman of the environment committee, board member Alfonso Damalerio II, environment committee chair, board member Ma. Fe Camacho-Lejos, chair of the peace and order committee and board member Ester Corazon J. Galbreath as tourism committee chair and Mayor Camacho and her son vice-mayor Cary Camacho and other officials.

NEXT on the line of coordination for the local task force on the Panglao Bohol International Airport Project (PBIAP) is for the detention pond lot acquisition, reports Atty. Handel Lagunay Friday.

The detention pond, a necessary place to collect excess water run-off from the soon to rise facility is also a basic requirement in the complex to maintain sub-base integrity, says an engineer who is privy to international requirements in building airport infrastructure.

Allowing run-off water to seep just anywhere jeopardizes the structural integrity of runways and much more, the water collection pond also allows easy treatment so the water can be reused for several purposes, he explained.

As for the Presidential pilot project in Bohol, the talks about acquiring the water collection (detention) pond for the facility surfaced when the local task force came to Barangay Danao in Panglao last week, to meet land-owners for the additional acquisition program.

From the looks of it, Atty Handel Lagunay said, majority of the landowners are amenable to the plan while he admitted some needs more thorough explanation to convince them to give their lots up for sale.

Saying he doesn’t believe it would come to the touchy expropriation proceedings, Atty Lagunay also hinted that the unified support by the local government would facilitate the government acquisition.

Lagunay bared during the weekly Governor Reports that he was elated of the turn-out after informing land-owners of the plan, despite noting that some landowners did have reservations.

This as the PBIAP project costing has coasted through the NEDA Board as the President promised it would two weeks ago.

The NEDA board was the final validating government body to see to the project before the bidding documents could be released and the normal government implementaion procedures for infrstructure projects start, sources said.

By its timetable, the PBIAP would start its civil works with the runway construction by December this year.

It may not be thoroughly completed as President Gloria Macapagal Arroyo ends her term in June 2010 as promised, but it would have substantial developments already by that time, Lagunay summed.

THE Department of Health (DOH) 7 is appealing to the public to be careful what drugs they take, amid a growing fixation with food supplements that supposedly improve a person’s health.

“What is important is that you have to look at the Bfad (Bureau of Food and Drugs) registration and the expiration date,” said Dr. Thelma Fernandez, DOH 7 Botika ng Barangay coordinator.

While media reports label most food supplements as a “cure-all” drug, Fernandez said the food supplements were not registered as drugs yet.

“And there is no such thing as a drug that cures every ailment.”

”If you’ll take a look at the Bfad registration, if they are registered at all, these pills and tablets are just food supplements,” said Fernandez.

Fernandez added that consumers of food supplements should be cautious of some of the testimonials statements in advertisements.

“Food supplements aid us for nourishment. But cure all health problems? That’s something else. In the testimonials they say the food supplement helped lower their high blood pressure, but actually, they cannot really say that. After all, at the end of the advertisement, they say there are ‘no approved therapeutic claims.’ That’s just contradictory,” said Fernandez.

She explained that before creators of food supplements can claim that their products help lower high blood pressure and other health problems, the drugs have to undergo a series of tests to prove their efficacy.

“However, none of the food supplements on the market have undergone any clinical trials. They do not undergo clinical trials because these are expensive. Aside from the testing, you’ll have to pay for the people who will undergo the month-long testing. You pay for their food, and accommodation,” said Fernandez.

While the health department cannot stop the public from taking supposed “cure-all” food supplements, Fernandez said that one should not forget to take their regular prescription drugs as well.

PROTECTING unsuspecting consumers from getting sub-par products in the light of the resurgence of persistent peddlers in the rural areas, the Department of Trade and Industry (DTI) advises: ask for their home solicitation permits from the DTI.

The often pitiful complaints of consumers getting the lousy end of deals in these peddling activities have often been the subject of radio complaints in Bohol stations, most of them dealing with defective products and furnishings or lousy services.

Consumer division chief Joe Hibaya said vending and peddling activities can only have the green light after the proponents have secured the necessary home solicitation permits from the DTI.

The permit would then contain the identified area and coverage, the duration of the activity, which should only be within office hours so the buyers can verify with DTI and the permit also contains the personnel of the company involved in the activity, clarifies Hibaya.

The consumers have the right to safety, Hibaya points out and that should also allow them to seek for the right information about the product they are going to buy then they choose the product with informed decision, Hibaya pointed.

For imported products, DTI said consumers should look for the genuine International Clearance Certificate (ICC) marks. For local manufactured goods, they should at least bear the Philippine Products Standard to sport the PS mark, hinted the DTI authorities.

While people would still unwittingly go for the low-priced often sacrificing quality, at least they have been duly informed through the right labels of the products they get.

Succeding complaints, Hibaya said may be coursed through the local DTI but the standard procedure is to go through the store’s consumer welfare desks (CWDs) for facilitation of action.

Bohol Latest News / Agri sector generates 2.15M jobs
September 02, 2009, 01:43:01 AM
Philippine agriculture generated a total of 2.18 million jobs from 2005 up to the first quarter of 2009 as farm productivity expanded by an annual average of 3.9%.

According to DA Secretary Arthur Yap, the agriculture sector, which accounts for a third of the labor force, generated 96,616 jobs in the first quarter of 2009 alone.

This came as President Arroyo orders to the Department of Agriculture to speed up the implementation of FIELDS that has contributed to the 2.1% growth rate in agriculture sector.

FIELDS, enumerates the government’s food security and sufficiency agenda, through Fertilizers, Irrigation and other rural infrastructure like farm-to-market roads (FMRs), Extension services and education for farmers, Loans, Dryers and other post harvest facilities, and Seeds and other genetic materials.

Yap said that over the 2005-2008 period, 2.09 million jobs were also generated under the Convergence Initiative, which is a tri-agency program comprising the DA along with the Departments of Agrarian Reform (DAR) and of Environment and Natural Resources (DENR).

The DA secretary remains optimistic of steady and further growth of jobs inspite of the threats of El Niño and La Niña, high cost of fertilizers and typhoons.

LWUA Chairman Prospero “Butch” Pechay said Thursday that under the Philippine Water Crisis Act of 1995, no private or governmentâ€"owned water distribution utility can operate without a congressional franchise.

Pechay was in Bohol Thursday to meet with mayors, vice mayors and water development stakeholders, discussing with them the many advantages of creating a local water district assisted by LWUA that can assure quality and efficient water supply.

The meeting was held at the Seg Lim Chinese Restaurant of the posh Bohol Tropics Resort, this city.

“I already talked with Salcon people like Dennis Villareal and I told them to assess the assets of BWUI. These assets will be paid and must be turned over to the local water district of the city,” Pechay disclosed.

The City Government of Tagbilaran, with the approval of the Sangguniang Panlungsod, has already submitted its intentions to convert its present water utility system into a water district.

BWUI is a private consortium under the Salcon Group of Companies and is operating a water distribution system acquired from the provincial government in a controversial joint-venture agreement signed in December 2000 during the incumbency of former governor Rene Relampagos.

The former Provincial Public Utilities Department (PPUD) previously operated both the water and electric power distribution system in the city but was taken over in the December 2000 JVA for the total amount of P150-million and a retained share for the provincial government of only 30%.

City Mayor Dan Lim and Gov. Erico Aumentado have expressed the desire to buy-back these twin public utilities.

LWUA SYSTEM
A local water district created by LWUA is a government owned corporation but will be managed by a board of trustees that will have a fixed term of 6 years.

Since it is a non-stock, non-profit corporation, it will purely exist for quality water service to the public, also benefiting the local governments from shares of income and relief from burden of loans, operational and maintenance expenses.

“Mas ma manage ug maayo ang water utility ug wala nang palakasan bisan tawo pa sa mayor,” Pechay further explained.

About thirteen mayors, some non-government organizations, planning officers attended the discussions presided by provincial Administrator Tomas Abapo, Jr. in behalf of the Governor who was still in Manila Thursday morning.

LWUA said it has close to P2-billion in funds available for local governments desirous to create their own water districts and these funds are available in easy repayment loans at only 9% interest and payable in a long term arrangement up to 25 years.

LWUA plans to create its own bank, to be named the WE Bank (Water-Energy Bank).

“Creating water districts with the assistance of LWUA is not all loans. The office can extend grants from 50% to 90% depending on the viability of the district area. Loan component is only about 10% of the total amount needed,” Pechay added.

Towns only need a resolution from their respective sanggunians, submitted to LWUA and the issuance of Certificate of Conformance is made in just one week.

“If you have the resolutions now, you can have your own water district right away,” the LWUA chairman assured.

“When I assumed office, I cut the bureaucratic red tape. When before, issuance of conformance certificates take one year, this time it will be only one week. I also declared that all intents for creations of water districts are now “viable” and there is no discrimination and this is pursuant to the LWUA mandate of creating efficient water systems throughout the country,” Pechay said.

LWUA records reveal that out of 1,400 LGUs in the country, there are only 500 that have created their own water districts. Pechay intends to serve these remaining 900 before his 6-year terms end as LWUA chairman in 2014.

“Don’t mistake this as having to do with my political career. I am not running in the May 2010 elections. In LWUA, I can serve our countrymen better that these senators that you have elected in 2007 that only wasted their time investigating matters like Katrina Halili video scandal that are private in nature, forgetting other priority concerns that are beneficial to our countrymen,” Pechay said in a separate interview with STANDARD, taking a pot shot at the present set of senators.

Pechay ran as administration senatorial candidate in 2007 and was No. 2 in total number of votes here in Bohol.

are we talking about the entire police force, police contingent, police precint or jail? we need to remember that eventhough police stations have jails and police can put people to jail, jail management in the philippines is governed by BJMP and police is under PNP which is 2 different branch of government agencies under the DILG. every police detainees will not stay in the police detention cells as they should be turned over to the rehabilitation centers, city jails or provincial jails or lest the national bilibid prisons or better known as muntinlupa or munti after they are sentenced or charged with the crimes through the fiscals office or court.

King Leonidas of Sparta who held the pass at Thermopylae using 300 Spartan warriors and a mixed bunch of other soldiers numbering no more than 2000 aginst a Persian army estimated between 300,000 and 1 million strong. Yes he lost the battle (mainly due to treachery) but this action allowed the bulk of the Greek army to escape and later defeat King Xerxes and his Persian army.

Gengis Khan- Had the Largest Empire the world has ever known.

Dwight D. Eisenhower - Managed to merge multiple national armies with separate and self serving priorities into a victorious army that wiped out a military with superior technology and tactics. Most other great generals were only in charge of their own armies, Dwight had to contend with the politics of at least 3 countries to make WW2 winnable in Europe.

before the incident last thursday, my father-in-law asked a favor from him when the met somewhere in tagbilaran to make a public service announcement to the members of the farmer's group where my fatherinlaw is the leader since they will be having a meeting the following sunday.

many filipinas married foreigners and become successful in their lives and they live happily with their husbands and those filipinas are all in legal age. i have friends and acquaintances who can attest this. but how about these young girls who are as young as 13? do these foreigners will marry them? after their vacation is over here, they don't give a damn. they will just left and go back home leaving these kids in disarray.

if it can feed their family, i cant blame them. kanya kanyang diskarte sa buhay yan. those who are criticizing so much about this kind of relationships are not the one feeding them so anong paki nila. after all both parties benefit in whatever their intentions in the relationship are.
i agree with you. it's better than stealing or resorting to violence. but the saddest part here is that these people are not doing anything to augment their lives. instead they used their kids to feed them through this way. and it's a clear child exploitation which is punishable by law. pahayahay lang gud sila dawat limpiyo. and in the end kung biyaan na ilang mga anak sa mga foreigners, it will end up as sex workers in the sex dens.

here in cebu, particularly in lapu-lapu city where hotel and resorts are abundant. you can see foreigners walking around the city's malls and shopping centers accompanied by young filipinas whose age are ranging from 13-19 years old. i think that's pretty obvious, that these teenagers are exploited by their own parents to be with these people to earn money. i asked some of those people who has some knowledge about this kind of relationships and most of them have the same answers, poverty is the reason.

Comment from Admin:

Based on affidavits executed by witnesses and Dumaluan himself and based on police reports, it was obvious and it has been established that the shooting incident was a premeditated murder attempt on Dumaluan. Macalandag just appeared in the scene and shot Dumaluan. He wasn't one of the men who was confronted for illegally erecting electrical posts in front of the resort and pretending to be Boheco men. The incident happened at 2.30 pm. As early as 11 a.m. of the same day, boat men at the resort area had seen a group of men who were cleaning guns near the resort.

On an interview, Macalandag had confessed he was hired to shoot Dumaluan.

Perhaps, some people have a wrong notion about Dr. Dumaluan after he was subjected to a series of black propaganda concerning a ridiculous rape-murder case, which has been dismissed by the court and the Department of Justice (DOJ). It would be unfair to judge a person's character solely based on unfair media reports. The real Dr. Dumaluan is not the one you read about in paid media propaganda.

BSAAA, is not really that recognized since it's allied to the BAP. the group who was considered by many as the culprit why Philippines is now way behind in basketball in Asia. I hope Paul Calizar will realize that and he will submit himself to reality that there is no life with BAP. he should transfer allegiance to SBP, the FIBA recognized NSA for basketball in our country. this could be the beginning of new and exciting basketball for the boholanos. There are so many good players in bohol. they are just waiting to discovered and it's now the time come out from our shell and show how good the boholanos are.

OT:
Ferdie Lusdoc also a former BIT supercruiser is now part of Mandaue Landmasters who are competing in the 3rd season of Liga Pilipinas. the highscoring guard is considered to be one of the gunners of the Landmasters owned by businessman Jo Soberano.
