Asia | Middle East / What is the Strategy of Israel
April 03, 2012, 08:29:04 PM
By George Friedman | April 3, 2012

Israel is now entering its third strategic environment. The constant threat of state-on-state war defined the first, which lasted from the founding of the Jewish state until its peace treaty with Egypt. A secure periphery defined the second, which lasted until recently and focused on the Palestinian issue, Lebanon and the rise of radical Sunni Islamists. The rise of Iran as a regional power and the need to build international coalitions to contain it define the third.

Israel's fundamental strategic problem is that its national security interests outstrip its national resources, whether industrial, geographic, demographic or economic. During the first phase, it was highly dependent on outside powers -- first the Soviet Union, then France and finally the United States -- in whose interest it was to provide material support to Israel. In the second phase, the threat lessened, leaving Israel relatively free to define its major issues, such as containing the Palestinians and attempting to pacify Lebanon. Its dependence on outside powers decreased, meaning it could disregard those powers from time to time. In the third phase, Israel's dependence on outside powers, particularly the United States, began increasing. With this increase, Israel's freedom for maneuver began declining.

Dear Struggling Wife,

Jumping into an affair is easy.  But are you prepared to walk away as easily from it and cut its sticky strings after you’ve started it?
Being this lonely housewife with your vulnerable frame of mindâ€"and with your lover hovering around you at work practically your whole waking hoursâ€"could be a recipe for disaster. This may just terminate your marriage sooner than you think, with no solid ground to land after that!

It’s romance and caring that you are gasping for and foolishly thinking this is the guy to do it!   You are seeing in him a rosy future that will go on till eternity. You forget that all liaisons start dangerously the way of a hot summer day, which cools sadly and realistically, like the dark of the night.
Don’t use this guy as a crutch you can lean on.  There’s not much strength in that. Have an affair because you feel for this guy with all your heartâ€"because he is he. Do not use an affair with him as an excuse for a crappy marriage.

Another suspected drug pusher in Corella fell in the no-let up Oplan Banat of the Provincial Public Safety Company and the Special Weapons and Tactics (SWAT) Team of the provincial police.

A 28-year-old resident of barangay Canangca-an in Corella identified as Risty Cenabre 28, married, was arrested yesterday after a buy-bust operation coordinated with Corella municipal police.

The police team recovered the P500 marked money and the two cellophane sachets containing suspected shabu purchased by the poseur-buyer from Cenabre.

Police Superintendent Nicomedes Olaivar Jr,, the operation team leader, described Cenabre as a big-time drug personality operating in Panglao.

The suspect had also been implicated earlier in incidents of hold-up in Panglao and Tagbilaran City.

He is currently detained in the PNP lock-up jail in Corella, while investigators prepares charges of drug pushing against him, a violation of Section 5 Article II of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

On the other hand, police investigators already filed charges against the drug suspect arrested last week in a buy-bust at Espuelas Extension in the city.

At least the governor's interventions in the prevailing woes on high prices of petroleum products never fell on deaf ears when Petron took the lead yesterday in reducing pump prices in Bohol by P1.50 for diesel and P2 for gasoline per liter .

Prices of Petron's Xtra unleaded gasoline dropped from P62.95 to P60.95 per liter, XCS (special) gasoline from P63.65 to P61.65, regular from P59.75 to P57.75 and diesel from P52.10 to P50.60 per liter.

Petron-Manila arranged for the rollback with local dealers while “still reviewing their price mechanism”.

Governor Edgar Chatto told the Chronicle that he just received a text message yesterday morning from Petron-Manila official, Lawyer Kat Nicdao, informing about the oil company's response to the public clamor raised during Friday's oil prices forum in Bohol Tropics.

Ticdao told the governor that he “immediately reported to the management everything that transpired during the forum”

The governor said he was also told by Ticdao that “as mentioned during the forum, Petron has been finding ways to address the concern”.

Ticdao also said that he got an advice last Monday that effective yesterday morning, “Petron will effect rollback in the pump prices in Bohol ”.

With Petron taking the lead, the governor hopes the other oil companies will follow suit.

In fact, Chatto said they discussed the matter during the Regional Development Council (RDC) meeting last Monday where the entire body expressed support to the governor's effort to really bring down the prices of petroleum products in the region to the reasonable level.

Chatto brought up the matter before the RDC as he had earlier told the representatives of the big three oil companies during the oil prices forum.

“I'm thankful that there is already an initial reaction from Petron. We are pushing for what is actually the reasonable level in Bohol,” according to Chatto.

The three other provinces in the region even wanted to be highlighted as among the prime movers in the resolution instead of being referred to as mere supporters to the move.

Chatto gained solid support from regional leaders on his persistence to come up with a solution to the extremely high variance between the prices in Bohol and other areas of the country.

Petron's initial response traces back to the governor's perseverance in bringing out ideas and talking things out between the consumers and the oil companies and the government agencies concerned through several rounds of meetings and fora which finally bear fruit now.

Chatto thanked the Department of Energy and Department of Trade and Industry.

Running the Tagbilaran City Airport is directed to a paradigm shift under a new manager starting yesterday.

Engr. Agnes Udang--who used to be the area manager of Center 6 of Mactan International Airport in Lapulapu City, Cebu--yesterday assumed as the new manager of Tagbilaran City Airport, replacing Ed Solis.

Solis has been reassigned as OIC of Ormoc City Airport, based on Authority 85-12 issued by Civil Aviation Authority of the Philippines (CAAP) Director General Ramon Gutierrez.

Solis officially turned over the responsibilities to Udang yesterday.

Udang, concurrent officer of Tagbilaran City Airport, yesterday said that she might introduce some changes in the policies, especially on the guidelines in manning the traffic flow and decongestion of the parking and waiting area for vehicles in the airport vicinity.

For the meantime, she is still observing things to determine areas that need improvement.

Solis assured that Udang can sustain CAAP's rapport with the local media, being Cebuano-speaking from Cagayan de Oro City.

Solis, who had been airport manager here since November 2006, turned over the management of Tagbilaran Airport to Udang with two problems downâ€"the congestion of passengers and lack of ventilation at the terminal.

This, as works on the P32-million expansion and rehabilitation of the terminal building finally commenced this month which he had been proposing since 2009.

Solis said the project will take the contractor--the Albay-based Verzontal Builders--180 days or six months to finish, but he already ensured that the ongoing works at the terminal area will cause no much inconvenience to the passengers and safety in the area maintained.

Solis and Udang explained that the reshuffle of area managers of CAAP, though not a regular routine, facilitates promotions in positions.

Solis said there is no fixed term for a manager's assignment to an area, but CAAP would usually reshuffles managers to improve airport services by bringing out helpful ideas that a manager from another area can introduce to a new assignment.

Illegal swertres in Bohol could no longer be viable to some operators who feared bankruptcy after a series of hit in the number combinations.

An illegal swertres operator even admitted that his capital had been drained already with no single day without a winning combination in his tally sheet.

On this, he decided to quit from the underground business for good since a month ago yet or wake up bankrupt one day.

The downfall of illegal swertres started showing underground financiers could no longer afford to pay the winning bettors, following a series of target combinations.

This raised suspicions that PCSO must have found a way to spread syndicated combinations to kill the illegal swertres economy.

On the part of PCSO, the electronic system allows monitoring of combinations with most bets and it would be easy to declare a combination as sold out to.

A concerned citizen shared a sad experience when he finally won for the first time but the usher only told him that illegal swertres operation had already stopped and the financier no longer release cash prizes.

This served a lesson for those who preferred to place their bets on illegal swertres than at the lotto outlets because it has been observed in the past that financiers of illegal swertres immediately released the cash prizes upon the announcement of results broadcast by PCSO through a sponsored TV program.

Collecting prizes from Lotto outlets allegedly requires some time and a lengthy process, aside from a certain percentage for the operator's cut.

Moreover, one can place a one-peso bet with illegal swertres, while the minimum bet that lotto outlets accept is P10.

However, illegal swertres operators no longer see the business viable this time for some factors.

First, the ushers and collectors could no longer freely move and have become inconvenient with the aggressive police operations.

Second, lotto outlets are already accessible in almost all corners of Poblacion and commercial areas in the towns and the city.

Third, PCSO has implemented a systemic procedure in releasing the prizes.

Fourth, PCSO has proven to be more credible and stable than the illegal swertres financiers who can get arrested anytime or go into hiding upon every opportunity to get away from obligations.

A large percentage of FDA-approved drugs are withdrawn from the market within a few years of their release because of adverse side effects that were not discovered or not reported during testing, side effects that are often fatal or debilitating.

Few people know that at least half of the most widely used allopathic therapies are themselves unproven, including chemotherapy for cancer, heart bypass surgery, hysterectomies, the ultrasound screening of unborn babies, surgery for back pain, radical mastectomy to cure breast cancer, drugs to lower blood pressure or cholesterol, radiation or surgery for prostate tumors, hormone replacement therapy and balloon angioplasty to unblock heart arteries.

Critics like Julian Whitaker and award-winning medical journalist Lynne McTaggart cite research published in highly regarded medical journals showing that these therapies have never been proven effective, but because they are so profitable to hospitals, physicians and drug companies, they remain widely prescribed.

Pinoys top shabu users in East Asia
By Artemio Dumlao (The Philippine Star)

The Philippines has the highest rate of shabu abuse in East Asia, with 2.1 percent of Filipinos aged 16 to 64 using the illegal drug, the 2011 United Nations (UN) World Drug Report said recently.

According to the UN report, consumption of shabu, dubbed as the poor man’s cocaine, and marijuana remains to be the main drug threat in the Philippines.

Based on records provided by the Philippine Drug Enforcement Agency (PDEA), from January to October 2011, Filipino authorities seized 250 kilograms of shabu worth $68 million (P2.92 billion).

During buy-bust operations, PDEA was able to confiscate 818 kilograms of marijuana, 17,222 grams of cocaine, and 960 tablets of Ecstasy, worth $17.4 million (P748 billion), $2 million (P86 million) and $26,790 (P1.5 million), respectively.

The tourist police team in Panglao launched a manhunt against two motorcycle-riding men who robbed a trader from Dauis while heading to Panglao to deliver fresh milk to resorts in barangay Tawala.

According to PO2 Elmer Lucrecia, the 56-year-old victim identified as Aritas Agarin was travelling along the secludedTapayan Roadin barangay Bolod on her Honda motorcycle heading to Amorita Resort to deliver fresh milk at around4:30 p.m.yesterday when the incident happened.

Lucrecia said they received a text message at4:40 p.m.yesterday informing about the incident and their chief immediately instructed them to proceed to the location described in the text message.

The victim, a resident of barangay Tinago in Dauis, narrated that she already noticed the suspects riding a gray-and-black Kawasaki Fury tailing her while still in the highway.

When she reached the less populated area alongTapayan Roadtowards barangay Tawala, the suspects side swept her, causing her to lose control of the wheels and fell on the road.

The back-rider, with face covered with cloth, immediately got off and took her bag she left in her motorcycle. The bag contained P200 cash and two cellphones.

The suspects immediately took a U-turn going back to the highway.

The victim could hardly describe the suspects because the one driving the get-away motorcycle was wearing a full-face helmet. She was, however, able to notice that the driver was of large build while the back-rider was slim.

She was saved by another motorist who passed by the area.

The victim, who sustained bruises and scratches, was rushed to the hospital and is now safe.

The successful anti-corruption campaign of the Philippine Veterans Affairs Office (PVAO) has resulted to P4.2 billion savings, according to PVAO administrator Lt. Gen. Ernesto Carolina on Friday.

Carolina said huge part of the savings has been achieved after cleansing the list of World War II veteran pensioners in line with the “Tuwid na Daan” campaign of the Aquino administration.

”We’re able to save P4.2 billion after cleansing our list of World War II veterans,” Carolina said during the weekly Communication and News Exchange (CNEX) forum over PTV Channel 4 hosted by Philippine Information Agency (PIA).

He said the cleansing of the list started in 2009 when PVAO required all the veteran pensioners to open bank accounts where their monthly pensions will be deposited.

”For so many years under old practice, the checks of their monthly pensions were being mailed and when we stopped that and adopted the electronic transfer, we discovered that many of those who were supposed to receive checks were already dead,” Carolina explained in a separate interview with the Philippines News Agency.

The hairiest teenager is Supatra "Nat" Sasuphan (Thailand) according to the Ferriman Gallwey method of evaluation of Hirsutism. She was measured on the set of Lo Show dei Record in Rome, Italy, on 4 March 2010.

Meeting Nat was one of the many highlights of the show for on-screen adjudicator, Marco Frigatti. "She's a remarkable little girl," says Marco. "She's proud of who she is and wants to be treated just like everyone else. She's not the one with the  problem - it's only those who treat her differently who've got the problem."

And Nat agrees. "I don't feel any different to anyone else, and I've got lots of friends at school." Now a celebrity, she's starting to enjoy her fame, and was thrilled by the chance to visit a foreign country. "It's really fun and exciting," she told us, "and it's my first time on a plane. I've never been outside Thailand." But her most exciting experience was the moment she was crowned Hairiest Child. "Being hairy makes me special," she said, adding: "This the happiest day of my life!"
