Bohol Latest News / BATTLE OF PRIVILEGE SPEECHES
September 17, 2009, 04:28:07 AM
SP probe on bingo issue may zero in on "for the boys fund"

Opposition Councilor Zenaido "Djingo'' Rama yesterday rose to the occasion to own up his role as legitimate investor of a bingo joint located at the Island City Mall following a privilege speech rendered by an administration colleague which hinted of bribe money paid to city lawmakers.

Rising on the question of personal and collective privilege, City Councilor Danilo Bantugan cast doubts on the propriety of all members of the Sangguniang Panglungsud who were alleged to have accepted funding support from the bingo operator in the name of "for the boys".

Bantugan and Rama took turns in making their own privilege speeches during the SP session Thursday delving on issues that were diametrically different to each other.

Bantugan highlighted his speech on the bingo issue where he insinuated of a rumor going the rounds of the city's watering holes about the alleged involvement of a member of the august body in the operation of a popular amusement center in this city. It turned out that the amusement center referred to is a bingo joint inside the ICM.

Feeling alluded to in Bantugan's speech, Rama called up the weekly radio program "Ang Mayor sa Dakbayan" during yesterday's edition and corrected his colleague that he was not a protector but as an investor.

The radio program discussed at length Bantugan's privilege remarks entitled "Who is the Protector? In an effort to shed light on the issue of making all the SP members suspects in the bribe accusation.

This precipitated a sharp reaction from Councilor Anne Mariquit Oppus challenging Bantugan to name names in order to spare the innocents and punish the guilty.
Bantugan refused to elaborate on Oppus' repartee.

INVESTOR
According to Rama, he invested P500,000 in the bingo operations through its owner, the Cagayan de Oro-based Lemketkai.

But sources close to City Mayor Dan Neri, who had since the kagawad's sworn enemy, said they have no argument against the councilor's alleged investment.

They said what they were after was the allegation that Rama reportedly asked for protection money from the bingo operator supposedly for distribution to all SP members.

Insinuations of "for the boys budget" cropped up after city hall discovered that the bingo joint was not paying the right amount of taxes.

This was where the allegation of bribe money came into the picture as Rama as an investor took upon himself to reportedly assure the amusement center owner that he would take care the operations of inquisitive city councilors if hush money were available. The operator reportedly coughed up the needed amount.

But not one of the 11 city councilors admitted having been a recipient of the bribe budget.

This prompted Bantugan to ask for a fact-finding investigation to be headed by City Legal Officer Doni Piquero.

Dropping broad hints on the suspect's identity, Bantugan assured his radio audience yesterday that he can produce incriminating evidence including pay-to-cash checks given to a council member. The money which was eventually encashed by the bearer was for payment for some tax discrepancy of the bingo operations while a good part went to the pocket of the one who assured that he would take care of "for the boys".

According to Bantugan, once a full blown investigation was in order, the bingo operator is willing to show the returned checks paid to one of the council members and the ledger showing the cash disbursement.

As for Rama, he also admitted in his radio call that he had since divested his P500,000 investment in the joint. The opposition councilor also admitted that "he earned a little" out of his investment.

RAMA'S SPEECH
In what seemed to be a battle of privilege speeches during Thursday's session, Rama made known his disgust concerning the manner in which the city government is managed and controlled by the present administration.

Harping again on the issue of unliquidated cash advances and the alleged missing vouchers which were the subject of a previous privilege speech, Rama lamented the fact that until now it has not yet been appropriately addressed and acted upon.

He said it was noteworthy to stress that he was taken aback when it reached to "my senses that the amount of the city's unliquidated cash advances has bloated to a sum of the more than P20 million and that 22 vouchers amounting to P7.9 million were purportedly missing.

However, when confronted the issue of the so-called missing vouchers, City Accountant Kurt Adolf Bungabong came up with his own explanation that there was no truth to the accusations.

In fact, Bungabong, a lawyer-CPA, per his records, the case of the vouchers which were suspected to be lost were actually up for transmittal to the Commission on Audit or have been transmitted already to the same office.

Health and Food / Town athletic meet held
September 17, 2009, 04:23:06 AM
INABANGA - Hundreds of elementary and high school students pitted skills against each other in the recently concluded town athletic meet.

The sports hostilities proved a success even if postponed until after the danger of further spread of the influenza A (H1N1) virus already diminished.

The virus had caused suspension of classes in several schools and the request that the Philippine Charity Sweepstakes Office (PCSO) skip this town in the supposed to be provincewide medical missions last September 6.

Mayor Jose Jono Jumamoy had relayed his request to Gov. Erico Aumentado in the effort to contain the spread of the virus that a pupil of Lawis Elementary School picked up when visiting Negros Island.

The students, coaches and officiating officials trooped to the municipal cultural center for the opening ceremonies.

In his welcome message, Jumamoy encouraged the students to learn to love sports and imbibe the spirit of competition.

"Through this activity, the youth will learn the value of sportsmanship. Joining the meet is not all about winning only but above all, learning the value of fair play," he said.

Delegates from the elementary schools in the Inabanga North and South Districts, the Southern Inabanga High School, Inabanga High School, San Jose High School, Cuaming High School and Saint Paul's Academy saw action in over 10 events to include running, jumping and throwing events, badminton, basketball, chess, dance sport, sepak takraw, table and lawn tennis and volleyball.

Although the meet involved student athletes and the schools, it was a local government unit event as well. Jumamoy collaborated efforts with Inabanga South District in-Charge Eleuterio Torregosa, Inabanga North District Supervisor Grace Wielder and the Technical Working Group created for the purpose.

Winners of the municipal meet will comprise the Inabanga Team that will compete in the Sub Congressional meet on September 23 in San Isidro..

Catigbian Performance Team showed full support to the 75th Philippine Charity Sweepstakes Office (PCSO) medical and feeding mission.

Prior to the schedule of the provincial-wide medical mission, Mayor Roberto Salinas met with the Local Health Board to discuss preparations for the activity.

The Municipal Health Office and the Municipal Social Welfare and Development Office took the lead among the departments that could be involved in the activity.

Concerns like the venue, transport, participants, volunteers, medicines and food were discussed during the meeting to come up with a systematic flow of the activity.

The municipal government provided transportation to the target indigent patients, especially to those who came from far-flung barangays.

A schedule was made for the 22 barangays so as to facilitate orderly consultations for all the patients.

Those from the far-flung barangays were scheduled in the morning, while patients from the nearby barangays of Poblacion and Poblacion Weste were assigned in the afternoon.

The medical and feeding mission held at the Catigbian Gym on September 6 started at exactly 8 am as scheduled.

Rural Health midwives and volunteer nurses from the PCSO manned the registration and took of the beneficiaries' vital signs.

Twenty municipal scholars assisted and directed the patients as they queued for the consultation.

The Municipal Health Officer Dr. Jacqueline Majella Uy, along with volunteer doctors- -Dr. Virgilia Salinas Redulla, Dr. Luricelle Pines and Dr. Eldrin Mascarinas attended to a total of 710 patients throughout the day.

Nurses from the Nurses Assigned to Rural Service (NARS) program, along with other MHO staff distributed the medicines, courtesy of PCSO, and advised the patients accordingly about its dosage.

The local police and military were also there to provide security.

Mayor Salinas, his wife, members of the Sangguniang Bayan and department heads were also there to show their support.

The joint-committees on environment protection chaired by board Member Ae Damalerio together with the public safety/ peace and order chaired by BM Ma. Fe Camacho-Lejos have found during a Friday committee hearing that misconceptions and lack of education on how to preserve mangroves have caused rampant illegal cuttings.

Second district board member Lejos, a native of Getafe, where the world renowned Banacon Island mangroves plantation is located, said planters of mangroves have the misconception that they are the owners and have the right to cut these marine protective trees, even without permits from authorities.

“Some of these planters have inherited the mangroves plantation sites from their grandparents and they think they owned it. Mangroves trunks are sold as firewood and are very much in demand by the bakery business,” Lejos told the STANDARD after the Friday joint-committee hearing.

“Under the law, these people who illegally cut these mangroves can be charged. Pero looy man sad kaayo kay sagad ani panginabuhi man. Unsaon naman ug magutom ug wana silay makaon ( but it is also a pity to know that the cutting is for their sustainance. What if they get hungry with nothing to it),” Lejos added.

Provincial Environment and Natural Resources officer Nestor Canda reported that they have apprehended illegal mangrove cutters last week and DENR is to file cases against them.

Canda was not present during the committee hearing but instead sent Talibon Community Environment Officer Alejandro Estopa in his place.

Lejos particularly asked for an investigation on the alleged illegal cutting of mangroves in Banacon Island, (considered the biggest in Asia with an estimated 425 hectares mangrove forest), after the cutting was published by the FREEMAN regional newspaper the other week.

The newspaper report told of rampant cutting in the mangrove in Banacon Island and the local government allegedly not doing anything about it. The news item carried with it actual photos of cuttings found on the spot by Engr. Romy Cabading of the Knights Stewards of the Sea, a non-government organization.

Cabading reported that at the rate the mangroves are cut, these trees will all be gone by 2016 or in six years time.

Getafe Mayor Teresa Camacho is in the United States while the town’s OIC mayor did not attend the committee hearing and did not also send any of her representatives from LGU-Getafe.

To spare realty taxpayers from paying the imposable penalty of two percent (2%) per month if they are delinquent, third district Board Member Bienvenido Molina, Jr. is proposing an ordinance granting amnesty to these taxpayers.

The Molina ordinance will be submitted this Tuesday for deliberation during the Sangguniang Panlalawigan regular session.

Board member Ben Molina chairs the SP committee on Ways and Means and was a former mayor of Alicia, Bohol.

The condonation of penalties will apply to the 2% monthly penalty while the principal taxable amount consisting of basic tax and special educational fund must be paid in full not later than March 31, 2010.

However, all penalties condoned will be reimposed if full payment of the full principal taxable amount is not made within the specified period.

Real properties owners that can avail are those published as delinquents, including agrarian reform beneficiaries who already received their Certificate of Land Ownership award, or tax delinquents as of 2008 or earlier.

Those excluded from availing the amnesty are those who entered into a compromise agreement with the government with respect to their realty deliquency or owners of delinquent lots already published for auction sale.

The ordinance will take effect 15 days after it shall have been published in a newspaper of local general circulation.

The Molina Ordinance aims to unburden taxpayers from paying additional penalties at this time of socio-economic and financial crisis.

WHO are these cityhall guys asking protection money from businesses in the city?
City councilor Danilo Bantugan virtually dropped a bombshell Friday when he delivered a privilege speech, alledging that a Chinese businessman gave out “protection money” to be shared by city council members.

The Bantugan expose’ alleged that a city councilor brokered the illegal extraction, received the money but pocketed the same for himself.

The councilor claims he has documents, ledgers from a bingo business establishments here in the city that will show who received and how much, including signatures of alleged pay-offs of protection money.

PROTECTION MONEY
Reports of protection money paid-off to cityhall had long been discussed in silence, allegedly exacted from illegal business proliferating in the city, like illegal gambling, sale of pirated compacts discs (CDs), lewd shows in nightly entertainment joints, prostitution and hotels harboring such activities,

Businesses not giving such pay-offs are allegedly harassed and eventually padlocked by cityhall.

These unverified reports re-surfaced this week after such noise of protection money reached the halls of the Sangguniang Panlungsod Friday.

As the Bantugan expose’ was feasted in the airlanes, City Councilor Zenaido “Djingo” Rama called yesterday morning on the radio program “Ang Mayor sa Dakbayan” to clarify insinuations that he is the subject of the expose’.

NOT ME
Rama explained to program hosts Boy Guingguing and Atty. Salvador Diputado that there is no such thing as “protection money” since, in the first place, the alluded bingo business is legal.

The bingo business referred to is the one located at the second floor of the Island City Mall, this city, reportedly owned by Chinese businessman Lim Kit Kai, who has other business interests in Mindanao and all over the country.

“The truth of the matter is that I am one of the Boholano investors to the bingo business when it opened in the city. I invested P500,000 to it while another businessman John Yap also invested the same amount. The investment was made when I was not yet a city councilor,” Rama clarified.

WHO’S INTEREST?
Rama disclosed that it was city mayor Dan Lim himself who enticed him to invest in the bingo business. But after their relationship got sour, it was also the city mayor who asked Lim Kit Kai to divest him as business partner.

As of now, he is no longer connected with the bingo business, Rama said.

“If I received money from Lim Lit Kai, those were my legitimate share of my investment and not as protection money to be shared by city councilors.”

“All these are imaginary and are products of dirty minds that are accustomed to such practices of extracting protection money from investors in the city,” Rama added.

Councilor Bnatugan said on radio yesterday that an investigating panel is already formed, headed by city legal officer Doni Piquero to look into the matter.

“If there is such investigation, I will face it,” Rama told the STANDARD last night.

CVSCAFT should speak with one clear voice-Rep. Chatto

Rep. Edgar Chatto has urged the administration, faculty and stakeholders of the Central Visayas State College of Agriculture, Forestry and Technology (CVSCAFT) System to speak with one clear, firm voice on the conversion of the school into the first and only state university in Bohol.

They know more of their school and its strength to qualify for what could soon be the Bohol Island State University (BISU), said Chatto in an exclusive interview, he being the principal author of the House bill raising CVSCAFT to a university status.

The Bohol legislator who is the vice chairman of Congress’ education committee could only hope that the CVSCAFT family would speak as one amid just very recent discordant notes over the transfer of the main campus from Bilar to Tagbilaran City once BISU is established.

Chatto has shared the dream of the CVSCAFT community, Gov. Erico Aumentado and Reps. Roberto Cajes and Adam Relson Jala in making university education accessible to as many Boholanos, particularly the young ones who are children of lowly families.

The CVSCAFT System has campuses in Bilar, Tagbilaran City, Calape, Clarin, Balilihan and Candijay.

The original draft of the state university bill had the main campus retained in Bilar, but the idea of a new main campus in the city was pushed by the CVSCAFT System Board of Trustees (BOT) led by the chairman of the Commission on Higher Education (CHED), Administrative Council, college directors and heads of the campuses.

In the 89th Administrative Council Meeting in Clarin Campus on January 4-5, 2007, the CVSCAFT pushed for the main campus in Tagbilaran City, not in Bilar, on account of the move for a state university.

The BOT met also in Clarin Campus on May 20-21, 2008, this time passing BOT Resolution No. 23, Series of 2008, which approves the Bohol Island State University as the official name of CVSCAFT once it is converted into a state university.

Long before the BISU bill was filed, the BOT passed Resolution No. 47, Series of 2003, transferring the seat of operations of the CVSCAFT System to Tagbilaran City Campus. This transpired in the BOT Meeting in Siquijor on August 15, 2003.

MAIN CAMPUS IN CITY REAFFIRMED
Following the sudden dissenting notes on the main campus transfer, Chatto called the attention of CVSCAFT System president Dr. Elpidio Magante to address the concern in their level in the CVSCAFT.

In its 44th BOT Meeting at Bohol Tropics last August 20, the CVSCAFT reaffirmed its position to have the main campus transferred to the city.

Magante said it is the desire of the Board of Trustees to have the main campus in the city as stated in the BOT resolution transferring the CVSCAFT System president’s office and administrative workforce to the city campus.

Board trustee and NEDA Regional Dir. Marlene Catalina Rodriguez stressed the strategic location of the city campus “which should be accepted by the faculty of the Bilar Main Campus and everybody for efficiency of service.”

Trustee Argeo Melisimo favored the same on ground that it is operationally viable. He cited the technology development in Bohol, specifically the fiber optic connection in the city which gives the capital of the province advantages over Bilar, an interior town.

Melisimo also said the board is supportive of the equitable allocation and distribution of resources to the campuses under the state university system.

Trustee Avelina Escudero said they in the Bilar Campus faculty have understood and accepted the fact that the existing main campus “could not surpass” the city campus as the main campus, according to the minutes of the latest BOT meeting.

Escudero sits in the BOT as president of the Faculty Association of the CVSCAFT- Main Campus in Bilar.

She clarified that they just want equitable allocation of resources, especially due share to the Bilar campus, once the state university status is attained.

Magante said he had repeatedly mentioned the university status application---with CVSCAFT-Tagbilaran as main campus---during meetings of the faculty, employees, Supreme Student Government, Administrative Council which is composed of all college directors, and in school programs.

Dr. Magante revealed in an interview that the Bohol solons led by Chatto filed the BISU bill by reasons of the appeal of the school (CVSCAFT System) administration.

He added that the governor strongly backed the CVSCAFT want for the state college’s conversion into a university also right at the start of the filing of the BISU bill.

The proposed transfer of the main campus was not a brainchild of the solons as attested by CVSCAFT high-level meeting records and as what some people would like to mislead the Boholanos and make them mistakenly believe, Magante further explained.

In fact, the governor lately met with Chatto and CVSCAFT System president during which the latter provided Aumentado and the congressman minutes of the CVSCAFT Board of Trustees (BOT) and Administrative Council (CA) meetings discussing the main campus transfer.

The governor then called the members of the Sangguniang Panlalawigan (SP) led by the vice governor in a separate ensuing meeting on the state university concern.

In the said meeting, the governor also explained his position on the usufruct term in the school use of the provincial lot, which he wanted to remain in the name of the province even if it is perpetually used by the school.

They agreed on it in principle while the province is awaiting the memorandum of agreement with the state college and, soon, university.

PRESIDENT Gloria Macapagal Arroyo declared September 21 as a regular holiday, to commemorate the Eid’l Fit’r or commonly the feast of the Ramadhan.

By virtue of Proclamation 1880, the president has propped up Republic Act 9177, which declared the regular observance of the Eid’l Fit’r as a regular holiday all throughout the country.

The government’s Office of Muslim Affairs (OMA) has earlier determined the feast of the Ramadhan in accordance with the Islamic lunar calendar.

The Muslim commemoration of the feast starts September 21, OMA said.

According to the President, declaring the day also promotes cultural understanding and integration of the entire Filipino nation because it affords Christians the chance to join Muslim brothers in the observance of the feast.

Moreover, in the proclamation, she said the declaration brings the religious and cultural significance of the Eid’l Fit’r to the fore of national consciousness.

The proclamation has also lengthened to one more day the weekend, allowing domestic tourists enough time to experience the country’s potentials. (PIA)

Mao ni ang balita the other day.

Managsuon gitulis, 1 patay

Most life jackets used in RP vessels a ‘hangman’s noose’

MANILA, Philippinesâ€"Retired Rear Adm. Benjamin Mata was pleased to see a video on safety measures
that Sulpicio Lines had prepared for its passengers, but he became depressed when he saw that life jackets
that had been banned years ago were still in use.
Mata, 77, a master mariner, said the contraptions were similar to those he saw in “Titanic”â€"the hit movie
about the world’s largest steamship of its era that struck an iceberg on its maiden voyage and sank in 1912,
leaving 1,517 people dead.
The video that Mata watched during a hearing of the Board of Marine Inquiry (BMI) was the same one
shown aboard Sulpicio Lines’ ill-fated MV Princess of the Stars before it left Manila for Cebu on Friday, June
20, at 8 p.m.
The 23,800-ton, seven-story Princess of the Stars encountered a raging typhoon at noon the following day
and capsized. Except for 56 who survived, all the more than 860 people aboard the ferry perished or were
missing.
“It’s standard procedure to show this film before departure,” Mata says.
But what caught Mata’s eye were the three types of life jackets that were shown on the video. He was
shocked to see a life jacket that had been outlawed years ago.
“You can see these Titanic-like jackets that are a virtual hangman’s noose, or a death trap,” he says.
“These are the life jackets designed and provided for in the Titanic. So many passengers died there, in those
life jackets that have an all-around buoyancy. When you wear it and you jump into the water, there is a
tendency that if you are unconscious, your face will be under water,” Mata explains.
He says that this particular life jacket is one of those approved by “bleeding hearts” in the Maritime Industry
Authority (MARINA), which, along with the Philippine Coast Guard (PCG), supervises the shipping industry.
A more modern, and expensive, versionâ€"with a larger balloon out front that allows the wearer to float face
upâ€"is used in other maritime countries. But the use of this modern life jacket hasn’t been made compulsory
here after MARINA yielded to pleas from shipowners who said that it was not affordable, according to Mata.
Another master mariner, retired Commodore Amado Romillo, 77, says that the cheap life jackets comprised
50 percent of those in use by inter-island ferries.
Mata was vice chair and Romillo a member of the Board of Marine Inquiry (BMI) that looked into the June 21
sinking of the Princess of the Stars. The two mariners, who have wide international experience as sailors
and shipping executives, resigned from the BMI in the midst of the inquiry after Sulpicio Lines accused them
of prejudging the case.
“The attention span of the people in the corridors of power is limited to a child of 5 years of age,” Mata says.
“It is a certainty that this grievous event will be forgotten within the next four weeks and everything will be
back to normal, our leaders mouthing inanities and grabbing every opportunity to make them look good.”
Broken necks
Romillo explains that the orange-colored canvas jackets stuffed with Styrofoam strapped around the body
can mean certain death for persons wearing them if they jump from a ship’s deck into the water at least 15
meters below.
“These people are not professional divers. So you jump feet first, the water will push the Styrofoam inside
the canvas jacket violently upward. The Styrofoam is so hard that when it impacts on your jaw or the neck it
could mean certain death,” Romillo says.
“The video did not instruct people how to jump,” Mata says. “There is a method of jumping and that
instruction should have been included. It was not in the video.”
“They should have instructed the passengers how to wear the life jacket and in case you have to jump over
the side this is how you do it, hold down the life jacket, like that,” Romillo says, demonstrating with his arms
crossed over his chest and fists balled, clutching an imaginary object tightly.
Two PCG officersâ€"Dr. Ted Esguerra and Lt. Cmdr. Inocencio Rosario Jr. who participated in the retrieval
operations off Sibuyan Island in Romblon province last monthâ€"support the views of Romillo and Mata.
Bodies had old vests on
Esguerra, a PCG doctor and trainer who guided dive missions in the upturned ship, says the vests he saw
on recovered bodies are the old boxy types that gain buoyancy from Styrofoam.
“It is filled with Styrofoam, not EVA foam which is harder to wear and tear. You could see through the slits
[on the vest cloth] that it’s Styrofoam,” Esguerra says.
Unlike EVA (ethylene vinyl acetate) foam, a tougher material also used as padding for sports gear,
Styrofoam wears down more quickly as the simple act of rubbing can shed off its foam beads.
Esguerra also observes that the life vests are not the type that have headrests, a design that provides
buoyancy support to the back of the head, easing face-up flotation.
He says the sunken ship’s vests are also the type that can cause neck injuries among ship passengers while
jumping overboard at a certain height.
“When you hit the water, your body tends to go deeper down and the vest would stay afloat, it may hit your
chin and cause neck injury. There’s a tendency for it to hit your head,” Esguerra says.
Rosario, commanding officer of the PCG’s BRP Pampanga, also recalls seeing these old and bulky orange
vests on bodies his dive team also saw.
Look before you jump
“The other problem is, you jump in the water. You don’t look at what you will fall into. You’re hoping that the
ship side is safe. But what do you have? Ladders,” Romillo says, referring to accommodation ladders
welded to the side of the ferry.
“You’re hoping to land in the water, but you land in the accommodation ladder,” Romillo says. “You will hit
steel.”
He says that in the Princess of the Stars disaster, so many people jumped overboard. “They were wearing
life jackets, moments later, they’re dead.”
Romillo and Mata rue that both of them were unable to participate to the bitter end in the investigation and
thus lost a chance to cry out their deep-seated misgivings about the state of the nation’s maritime industry.
Mata notes that Republic Act No. 9295, which was signed into law in May 2004, delegated the power to
supervise the shipping industry to MARINA, which did not have the competent personnel to carry out its
mandate and which then had to deputize the PCG to do the job.
The PCG, which has very meager resources, became the “convenient fall guy,” Mata says.
Floating coffins
That is why the country has virtual “floating coffins” destined for the scrap heap plying the country with a
coastline that is one of the world’s longest, says Mata.
Mata has photographs of vessels operated by three of the nation’s largest shipping companies, including
Sulpicio Lines, showing thick black smoke belching out of chimney stacks, indicating aging engines, and
accommodation steel ladders welded to their sides.
“Those appendages are dangerous obstructions in the event of an abandon ship situation,” Mata says.
“In the midst of uncontrollable panic and pandemonium, people will jump overboard and instead of landing in
the water will land on the steel ladders, causing injuries and death. The inflatable life rafts outfitted and
installed on the life raft deck are in danger of crashing on these ladders thus rendering inutile life saving
appliances,” he says.
“Who conceived of this idea and who authorized and approved this? We are the only country in the world
that has installed these appendages.”
Mata says the video of Sulpicio Lines also did not give instructions to passengers on how to use the life rafts.
There was testimony, he says, that the life rafts were lashed tightly and passengers had to untie them
frantically.
Survivors say that the Princess of the Stars, battered by the strong winds of Typhoon “Frank” (international
codename: Fengshen) and mountainous waves towering high above the ship, went under within 20 minutes.
Romillo says also the video did not indicate on which deck the inflatable life rafts were to be released into
the water.
No food, water
The life rafts should carry standard provisions under international maritime rules.
“There was no food or water in the life raft, only a flashlight,” Philip Vasquez, 25, says in his testimony during
the BMI hearing. Vasquez had grabbed hold of one life raft and miraculously survived with 27 others aboard
after 22 hours in storm-tossed seas until they were swept to Mulanay town in Quezon province.
A Sulpicio Lines safety officer, Ernelson Morales, dismisses the claims of Romillo and Mata, saying that the
company video shown during the hearing was prepared decades ago.
“We only used the video to show how to don the life jackets but those were not the life jackets we use,”
Morales says. “Actually, our life jackets come from BP Mata,” he says, referring to a company Mata’s
children own.
As for the life rafts, Morales says that these were supposed to be released easily by pushing a hydrostatic
button. He also says that these rafts had “survival kits” but only the crew knew where they were because
they were supposed to launch them during an emergency.
At least one crewman of Sulpicio Lines told the BMI that he never participated in a company emergency
exercise because he was always on duty and didn’t know what to do when the ferry was being battered by
strong winds and mountainous waves.
Morales also says that the accommodation ladders were approved by MARINA.
During the hearing, Morales told Mata: “Sir, I don’t think anybody would jump blindly. Of course, he will first
check to see where he would be jumping. That’s instinct.”
MARINA Director Roberto Arceo says steel ladders are allowed to be welded on the sides of the ships
because Philippine ports have no passenger terminal port with a landing bay. He says that in an emergency,
there are other places where passengers can jump off from the ship.
Arceo also says the agency inspects all life jackets and makes sure these conform to international standards.
He says those life jackets made of Styrofoam are banned. Life rafts are inspected periodically to make sure
they are working and have provisions.
Culture of complacency
Mata says it is time the government enacts the Philippine Coast Guard bill that has been pending in
Congress for the last 11 years. The law will give the PCG the necessary wherewithal to enforce maritime
safety, he says.
It is also time to give teeth to the BMI, which is simply a fact-finding mechanism, and provide it with
resources and the power to penalize infractions of maritime laws, Mata says.
“The pervasive frailty of our people believing that the goodness of God will protect them have lulled
everyone into a culture of complacency,” he says.

I am a well travelled man here in our native country Philippines. I've been to Luzon, Visayas, Mindanao. Basically almost all towns and cities here in the Philippines. For Luzon, the farthest I've been to is Lopez, Quezon and Sorsogon, Sorsogon. Not counting Brook's Point, Palawan. For Visayas, the farthest I've been to is Llorente, Eastern Samar. While for Mindanao, is Siasi and Jolo, Sulu and then Bongao, Tawi-tawi. The most memorable is when I attended a pre-bidding conference at Cabatangan Complex in the outskirts of Zamboanga. The home of the MNLF and the former base of then ARMM Gov. Nur Misuari when he was still the ARMM governor.

Outside of the Philippines, I've been to Johannesburg, South Africa; Mumbai, Hyderabad and Bangalore in India; Hongkong, Macau, Singapore, Kuala Lumpur, Malaysia; Bangkok, Thailand.

My trips abroad are all company sponsored because of trainings. While my local trips are part of my previous job as a liaison officer of direct importer company that deals with all types of machineries ranging from trucks, heavy equipments, hospital equipments, computers, office equipments among others where most of its targeted buyers are LGU's and government offices.

History
The place is a panorama of verdant hills, rugged mountains and green fields. It is said to have been so named because of the grass “balili” which grew in abundance in the locality. Balilihan means a place where plenty of “balili” grows.

Before the beginning of the 19th century, Balilihan was a barrio of the town of Baclayon and an old settlement where the families of Orig, Dangoy, Racho, Maniwang, Lacea and Pongase were the first inhabitants. When the Dagohoy revolt was suppressed by the Spaniards, the authorities established a garrison in Datag (one of its barrios) to discourage and stamp out further uprisings on the part of the natives. When Balilihan was separated from its mother town (Baclayon) on September 29, 1828, the Spanish government, represented by Friar Tomas, formally established a settlement or “pueblo” in the sitio “Bay sa Iring” named so for the network of caves from where cats go into hiding which was about two kilometers from the Spanish garrison. Serafin Pongase was appointed as the first captain, but his administration was short-lived because he met his death in the hands of Manuel Danila with whom he had an altercation.

Spanish Belfry in Poblacion, Balilihan - served as the watch tower during Spanish regimeLater, due to the scarcity of water, the seat of government was transferred to its present site which is amply supplied with water from various springs such as Tan Pero, Ka Dadoy, Boho, Ka Boro, Bulingit, Komon and Abaca. The elevated land also made a low hill a good viewing point to keep watch over all nearby towns. Thus the construction of a Spanish Belfry similar to the watch towers of the shores atop the hill. This tower is made of adobe stones gathered by foot from the rock deposits of the mother town Baclayon. It was erected in the year 1835 under the able management of Friar Tomas and Capitan Placido Andoy. It was inaugurated in 1846 when Capitan Gabriel Racho was the gobernadorcillo. In 1888, Friar Benito Grayoa, who at that time exercised control over local governments, ordered the transfer of the municipio to Cabad, a barrio four kilometers west of the poblacion. The padre’s plan met vigorous opposition from the people and through the able leadership of Capitan Bartolome Racho, they filed the protest before the Spanish Military Governor Linares who disapproved the proposal causing Friar Grayoa’s ire who then plotted for the consequent punishment of the captain by dragging him with the Friar’s horse through the streets causing his death in jail. Fearing reprisals from the clergy, some of the people migrated to Surigao, Leyte and Misamis. Not long afterwards, Friar Grayoa was transferred to Siquijor.

The Spanish era flourished with the construction of Spanish church at the foot of the Spanish watchtower where a large patio became the hall for social affairs and the friar’s convent a school for the cartilla, with the municipio across. With the guidance of the local appointed leaders under the control of the Spanish friar, the town slowly progressed peacefully until the outbreak of the Revolution in1898.

On November 12, 1900, American soldiers were known to be coming from Antequera. All officials of the town led by Capitan Antonio Racho came out to meet the soldiers with a brass band, but when the Americans arrived, they gathered all the officials in the municipal hall building and placed them underguard, for the Americans had heard that the town officials had been supporting the insurgents. The supplications of spokesman Segundo Racho not to burn the town was of no avail and the sounds of the welcoming brass band turned into valleys of gunshots. The officials were ordered to move toward Sevilla while the civilians ran for safety to the out skirts of the town. The town was razed down to the ground. The Americans burned the church, the convent, the municipal building, the school building for boys and girls as well as private houses. The only structure that was spared was the Belfry on the top of the hill.

Years later, the people, or the first time of their lives, witnessed an election of their local leaders wherein Manuel Diamante was elected president. It was during the administration of these elected local leaders that remarkable progress was achieved. Streets were constructed, peace and order was restored and then the houses and the population of the central area (Poblacion) increased remarkably.

In 1904, there was a move to fuse Balilihan with Antequera in order to meet the requirements of a municipality under the American regime. The people under the able leadership of President Manuel Diamante vehemently objected to the plan, so the following year the Philippine Commission finally ruled in its Act. No. 350 abolishing the municipality of Catigbi-an and instead annexing it to Balilihan as one of its barrios.

During World War II, the town residents went into hiding in their mountain hideouts for fear of the Japanese. Balilihan was a haven of refugees from other places who lived a life of deprivation in the mountains. Many innocent civilians were either tortured or put into death by the enemies on mere suspicions of guerilla activities. Ex-Mayor Patricio Ibarra was put up by the people as war time mayor to defend them from their enemies.

Political Divisions of Balilihan, Bohol
Municipal Hall of Balilihan, BoholThe Japanese atrocities gave rise to the organizations of the guerrillas into full combat force under the supreme command of Mayor Ismael Ingeniero. The people helped the guerilla movement by feeding the troops in the front lines as well as those in the headquarters in “Behind the Clouds”, in Maitum which was the famous concentration camp of the war. Enemy collaborators were tried here and those found guilty of high crimes were liquidated. Those with slight offenses were imprisoned for the duration of the war. Another concentration camp was at Hanopol where prisoners were kept.

The liberation from Japanese atrocities was a cause for a happy celebration. The people moved down from their hiding places in the mountains and celebrated with the evacuees the joys of freedom under the tutelage of the Americans. Some evacuees remained for reason of marriage or others. Everyone worked hard to rehabilitate and repair their homes. Schools were opened, public offices functioned, peace and order maintained and life became normal once more.

Public Market of BalilihanIndependence Day was celebrated on July 4, 1946 with the gathering of war babies and children at the town plaza with the Rizal Monument as the focal point and place of assembly â€" an act that symbolizes a new tomorrow for the new generation.

In 1948, Balilihan suffered a great loss of territory when the biggest barrio (Catigbi-an) was given its town charter in spite of the strong representation against the move by town Mayor Balbino Chatto and Gerardo Racho who personally went to Malacañang to see President Elpidio Quirino. Catigbian was the given away to be on its own.

Balilihan Hymn

Balilihan sa Kahangturan

Kabalilhan diha sa imong ngalan,
Duyog ang kusog sa yanong buhilaman,
Kapatagan, kabukiran nga malunhaw,
Panalangin ni Bathala wa n’ya ihikaw;

Dinagayday sa imong kasugiran,
Diwa ni Dagohoy hunis kaliwatan,
Ngalan mo nakulit na sa mga bungtod,
Diha sa sabakan mo garbo ug bantayog;

Balilihan, Balilihan
Among lungsod, among yutawhan,
Gabayan ka sa mga tinguha,
Ikaw maoy mutya, among himaya,

Balilihan, Balilihan
Among lungsod, among yutawhan,
Gugma’g kadasig ikaw halaran,
Balilihan sa kahangturan

Balilihan, Balilihan
Among lungsod, among yutawhan,
Gabayan ka sa mga tinguha,
Ikaw maoy mutya, among himaya,

Balilihan, Balilihan
Among lungsod, among yutawhan,
Gugma’g kadasig ikaw halaran,
Balilihan sa kahangturan.

General Topic / Re: what's with the looks????
September 10, 2009, 04:10:58 AM
try the BPO companies or call centers. i think they are not particular in the looks as I can see alots of the people they are hiring are not good looking. as long as you have good command in english then it's your passport in getting a job in that industry.

it's a sad truth but somehow companies are really putting it as the main requirement in hiring people. not just brainy but good looking. it's common practice used by banks, insurance companies, pawnshops, cellshops, sales, malls and more who are engage doing business directly with people. they know people will drop by, come by, and most likely will buy if these business establishments employs good looking people.

2. naa na siyay showbiz career, from endorsements to sitcoms to movies. ug wala ta kahibaw, magproducer pud ni siya later on.
3. mao sad unya pud ni ang iyang marason nga modagan pagka congressman kay kung retire na siya, di na man siya magboksing. concentrate na kunohay siya as congressman. kana kung kadaug batok sa mga chiongbian.
