the problem appears way faster than the solution.  it could mean social upheaval at great political cost if this possible final solution is imposed with speed--- uprooting hundreds of thousand of houses including shanties that were built over sewerage systems.  that, and an overnight change to people's bad garbage disposal habits and the total ban on disposable plastic bags and packing materials.  it would be like moving mountains, but with demonstrations and probably shooting deaths.  it is a sisyphean task.

this sounds sick, but the clear solution to manila's floods is a drought.

swerte pa gyod tawon mi nga wa mi sa flooded area.  these pictures are unbelievable for me.

i haven't been out in the last 72 hours.  but i can see the rain through our window.  while not constant, it comes heavy and weird in its regularity of intervals.  even the clouds are weird with their thickness, darkness and nearness.  the gloom it casts, while not total, makes it appear instead as if a massive spaceship has parked in the skies of metro manila, much like the one in the movie "independence day".

"(The Philippines) has two structural developments, which are quite positive. The Aquino government is very keen on improving public finances and we've seen a good deal of expenditure restraint and a bigger improvement in the government balances," he said.

"Second is the BPOs, business process outsourcing, which seem to be providing a good spark for the domestic economy. So when you put them all together,we see the Philippines as one of the best performers in Asia."

However, the Philippines is not entirely insulated from any fallout from the euro zone debt crisis and a slowing global economy.

Gruenwald said the Philippines won't be as less vulnerable as Indonesia and India, which are domestic-driven economies.

But the country may be stronger than the more open economies of Singapore and Hong Kong.

"The Philippines is kind of in the middle of the pack. It's certainly important to see the euro debt crisis resolved. Europe is Asia's biggest trading partner, it's an even bigger trading partner than the US," the economist said. (With ANC)

PH one of the best performers in Asia: ANZ Bank

ABS-CBNnews.com
08/06/2012

MANILA, Philippines - The Philippines is seen as one of the best performers in Asia, according to the chief economist of Australia-based ANZ Bank.

In an interview with ANC's Coco Alcuaz, ANZ's chief economist for Asia Pacific Paul Gruenwald said the Philippine economy is "quite in a sweet spot."

"We're quite positive on the Philippines. I just got back from a trip to New York. Investors are interested. We see an economy that is quite in a sweet spot. We've got (Philippine) growth very strong at 5-6% and inflation under control," he said.

Gruenwald cited the Aquino government's efforts to improve public finances and expenditures, as well as the booming business process outsourcing industry.

Finally, there are many valuable points in the bill’s Declaration of Policy and Guiding Principles which are desperately needed especially by poor women who cannot afford the cost of medical service.  There are specific provisions which give substance to these good points.  They should be saved even if we must litigate later about those which we disagree on.  In other words, let us not burn the house just to roast a pig.

http://opinion.inquirer.net/
#31340
Tenth, I have never held that the RH bill is perfect.  But if we have to have an RH law, I intend to contribute to its improvement as much as I can.  I hold that the approval of the RH bill today will not end all debate about it.  It will only shift the arena for debate from the raucous and noisy rally fields to the more sober judicial arena where reason has a better chance of prevailing.
#31341
Ninth, I claim no competence to debate about demographics.
#31342
Eighth, I am dismayed by preachers telling parishioners that support for the RH bill ipso facto is a serious sin or merits excommunication!  I find this to be irresponsible.
#31343
Seventh, in addition, I hold that abortifacient  pills and devices should be banned by the Food and Drug Administration. However, determining which of the pills in the market are abortifacient is something for the judicial process to determine with the aid of science experts.  Our Supreme Court has already upheld the banning of at least one device found to be abortifacient.
#31344
Sixth, we should be careful not to distort what the RH bill says.  The RH bill does not favor abortion. The bill clearly prohibits abortion as an assault against the right to life.
#31345
Fifth, I hold that public money may be spent for the promotion of reproductive health in ways that do not violate the Constitution. Thus, for instance, it may be legitimately spent for making available reproductive materials that are not abortifacient. Public money is neither Catholic, nor Protestant, nor Muslim or what have you and may be appropriated by Congress for the public good without violating the Constitution.
#31346
Fourth, the duty to care for sexual and reproductive health of employees should be approached in a balanced way so that both the freedom of religion of employers and the welfare of workers will be attended to.  In this regard it may be necessary to reformulate the provisions already found in the Labor Code.
#31347
Third, the obligation to respect freedom of religion is also applicable to the state. Thus, I advocate careful recasting of the provision on mandatory sexual education in public schools without the consent of parents. (I assume that those who send their children to Catholic schools accept the program of Catholic schools on the subject.)

My reason for requiring the consent of parents is, in addition to the free exercise of religion, there is the constitutional provision which recognizes the sanctity of the human family and “the natural and primary right of parents in the rearing of the youth for civic efficiency and the development of moral character.” (Article II, Section 12)

(another splitting of one whole paragraph here; more apologies)
#31348
Second (very important for me as a student of the Constitution and of church-state relations), I am very much aware of the fact that we live in a pluralist society where various religious groups have differing beliefs about the morality of artificial contraception, which is very much at the center of the controversy.

But freedom of religion means more than just the freedom to believe. It also means the freedom to act or not to act according to what one believes. Hence, the state should not prevent people from practicing responsible parenthood according to their religious belief, nor may churchmen pressure President Aquino, by whatever means, to prevent people from acting according to their religious belief.

As the Compendium on the Social Doctrine of the Catholic Church says: “Because of its historical and cultural ties to a nation, a religious community (like the Catholic Church) might be given special recognition on the part of the State. Such recognition must in no way create discrimination within the civil or social order for other religious groups”; and “Those responsible for government are required to interpret the common good of their country not only according to the guidelines of the majority but also according to the effective good of all the members of the community, including the minority.”

(this appears as a whole paragraph in the column; splitting it into three is the poster's decision, with apologies.  the intention to split is simply to present it into bite-size reading fare, not an editing attempt. - islander)
#31349
First, let me start by saying that I adhere to the teaching of the Church on artificial contraception even if I am aware that the teaching on the subject is not considered infallible doctrine by those who know more theology than I do.  I know that some people consider me a heretic and that at the very least I should leave the priesthood.  But my superiors still stand by me.

The RH bill is constitutional. It maintains unconditional fealty to Section 12 of Article II on State Policies which pertinently provides: “It (the State) shall equally protect the life of the mother and the life of the unborn from conception.” (Congressman Edcel Lagman, RH Bill sponsor, excerpt from http://www.edcellagman.com.ph/)

Con

So patent and non-debatable is the constitutional offense.  Sec. 12 of Article II of the Constitution provides: “The State recognizes the sanctity of family life and shall protect and strengthen the family as a basic autonomous social institution. It shall equally protect the life of the mother and the life of the unborn from conception.  The natural and primary right and duty of parents in the rearing of the youth for civic efficiency and the development of moral character shall receive the support of the Government.”

Under this provision, the State is the constitutional protector of conception, just as parents are the primary educators of their children.  As such, the State cannot be a party to any program of contraception. The RH bill, on the other hand, makes the State the first provider of contraception and sterilizationâ€"â€"-the first and ultimate preventer of conception.  It also makes the State the primary educator of children. (Francisco Tatad, former senator, excerpt from http://manilastandardtoday.com/)

Pro

- enactment of the RH bill would help prevent the rise of urban poverty

-"The current high economic growth of more than 5 percent per year promises to lift millions of Filipinos out of poverty. But hopes of future prosperity could turn to dust if the country is not able to deal with the population growth by giving men and women access to the information and means to freely and responsibly exercise their human right to have just the number of children they want." - UN (WHO, UNFPA, and the UN Children's Fund)

Con

As early as 1966, Nobel Prize winner Simon Kuznets’ research has shown that there is insignificant empirical association between population growth rates and output per capita (economic growth).  Rather, it is the rate at which technology grows and the ability of the population to employ these new technologies efficiently and widely that permit economic progress.

Kuznets saw that the basic obstacles to economic growth arise from the limited capabilities of the institutions (political, social, legal, cultural, economic) to adjust.  He argued instead that a more rapid population growth, if properly managed, will promote economic development through a positive impact on the society’s state of knowledge.  His findings have been confirmed by similar studies by the US National Research Council (1986), the UN Population Fund Consultative Meeting of Economists (1992), Eric Hanushek and Ludger Wößmann (2007), among others. The Pros and Cons
Some basic things about the RH Bill, clearer and simpler
(aside from reading the whole text of RH Bill No. 5043, the latest version of which is now the RH Bill No. 4244)

what it is, in short:

It is meant to support responsible parenthood.

why some sectors are against it, in short:

"Responsible parenthood" is a disguise for encouraging contraception and the distribution of contraceptives, using taxpayers' money.

The Pros:

The Philippine government (or its authorities) in general, as led by the palace (aka the president)

20 Philippine government agencies (through their heads, naturally)

The United Nations, through the World Health Organization (WHO), UN Population Fund (UNFPA), and the UN Children's Fund

Legislative authors of the Bill and other legislators

Countless faceless men and women

The Cons:

Primarily the Catholic Church

Other legislators

Countless faceless men and women

Drunk pilot ejected from flight minutes before take-off

The Qantas Boeing 737 was taxing onto the runway when the pilot was ordered back to the domestic terminal. Picture: Supplied

A QANTAS pilot was just minutes away from take off when she handed over control of the plane after cabin crew suspected she had been drinking.

The airline said the senior pilot was stood down from operational duties on full pay, following the incident at Sydney Airport last Monday.

A Qantas spokesman said the airline couldn’t comment on the pilot’s identity or alcohol reading, but confirmed: “A Qantas captain was withheld from service this week for administrative reasons.”

“The matter is being investigated and it would be inappropriate to comment further,” he said.

The spokesman also confirmed the pilot was a woman but would not elaborate further, pending the investigation.

Highly plastic adult stem cells are routinely used in medical therapies, for example bone marrow transplantation.  Stem cells can now be artificially grown and transformed (differentiated) into specialized cell types with characteristics consistent with cells of various tissues such as muscles or nerves through cell culture.  Embryonic cell lines and autologous embryonic stem cells generated through therapeutic cloning have also been proposed as promising candidates for future therapies.  Research into stem cells grew out of findings by Ernest A. McCulloch and James E. Till at the University of Toronto in the 1960s. (wikipedia)

it can be artificially cultured diay.  well, technology might also make it possible to be bottled and sold as cream, "live".  in which case, it must be very, very expensive because it is not as if this technology is as common as coca-cola bottling.
#31368

for one thing, presuming that technology made bottling live cells possible, still it's not autologous.

Dili ba kaha ni gikan sa human embryo any mga cell nga gigamit nila.

in a sense, mora gyod, although my understanding is that the sourcing has improved because there are choices.

There are three sources of autologous* adult stem cells:

1) Bone marrow, which requires extraction by harvesting, that is, drilling into bone (typically the femur or iliac crest),

2) Adipose tissue (lipid cells), which requires extraction by liposuction, and

3) Blood, which requires extraction through pheresis, wherein blood is drawn from the donor (similar to a blood donation), passed through a machine that extracts the stem cells and returns other portions of the blood to the donor.

Stem cells can also be taken from umbilical cord blood.

Of all stem cell types, autologous harvesting involves the least risk. By definition, autologous cells are obtained from one's own body, just as one may bank his or her own blood for elective surgical procedures. (wikipedia)

“The President wants to share his thoughts on the RH bill. As far as I know, there about 150 congressmen who confirmed their attendance,” Gonzales said over DZBB’s Buena Manong Balita program yesterday.

The House is set to vote on whether to terminate the debates on House Bill (HB) 4244 or the Responsible Parenthood, Reproductive Health and Population and Development Act of 2011, which has been subject to plenary interpellations since May 17 last year.

If current trends continue, as the country grows richer, the number of people living in poverty will increase, the UN said.

About 20 million Filipinos live in slum conditions.

According to the UN, urban population is growing at a rate of 60 percent, and it is estimated that by 2030, 75 percent of the Philippine population will be living in urban areas.

The bill seeks to make it mandatory for the government to provide free contraceptives.

Besides free contraception, it would also give the poor preferential access to family planning services in state hospitals, while lessons on family planning and sex education would become compulsory in schools and for couples applying for a marriage license.

The Church is adhering closely to the Vatican teaching which allows only the use of natural family planning methods like the rhythm, withdrawal and abstinence for couples to limit the number of their children.

In line with the same teaching, it bans the use of artificial contraceptives specifically the Pill, condom and intrauterine device which it considers as “sin” because they induce abortion.

Philippine Business News / Re: UN: Pass RH Measure
August 05, 2012, 10:01:17 PM
The UN statement is seen as big boost to President Benigno S. Aquino III, a staunch advocate of the measure.

Today the President will meet with 150 congressmen in a final effort to convince them to support the RH bill.

According to the UN, reproductive health “is not about population numbers” but “about ensuring a life of health and dignity.”

“Issues around the reproductive health bill have been addressed and clarified for over a decade now,” the UN pointed out. “Time spent discussing these issues repeatedly is measured by the lives of the 15 women we lose to maternal deaths every day.”

UN: Pass RH Measure
International Organization Weighs In On Divisive Issue

By ROY C. MABASA and CHARISSA M. LUCI
August 5, 2012

MANILA, Philippines â€" Saying there is no better time than now, the United Nations on Sunday urged Philippine policy-makers to pass the controversial reproductive health (RH) bill.

“Current circumstances present this opportunity, and it is in the hands of policy-makers to make it happen,” the UN said in its statement on the Responsible Parenthood, Reproductive Health, and Population and Development Act Bill.

The measure has become a highly divisive issue in Congress. On Monday, the House of Representatives will decide whether to vote on the bill or shelve it.

Last Saturday, about 10,000 people attended the Catholic Church-led prayer rally at the EDSA Shrine to oppose the passage of the measure.

As for the old bronzes, I really don't see them as part of what's going on in the dialogue unless addressed by a new intervention."
