Department of Justice (DOJ) Secretary Leila De Lima on Friday ordered the National Bureau of Investigation (NBI) to investigate the killing of one of her close-in security, Ali Quintos.

The NBI, which is the Philippines' premier investigating body, is an attached agency of the DOJ.

De Lima said that the killing of Quintos should not be taken for granted.

At present, De Lima said, the motive of the crime has not yet ascertained, adding that, it could not yet be determined whether the incident was a "security threat" to the DOJ Secretary.

De Lima said that they were very "shocked" and saddened by the incident.

Earlier, De Lima confirmed that Quintos was found dead in San Ildefonso, Bulacan on Friday morning, however, it was possible that his cadaver was merely dumped there and he could have been killed somewhere else.

Quintos was last seen alive on Thursday after escorting De Lima to her residence and before he went home in Antipolo City, Rizal.

The Man Who Made $15 Billion from the Housing Bubble Just Bought These 5 Stocks


Prior to the 2007 meltdown of the subprime lending market, hedge-fund manager John Paulson was a name with a solid reputation for performance, but not necessarily put on the same pedestal with the likes of George Soros or Warren Buffett. The primary fund he manages, the Advantage Fund, has averaged a 15.4% annual return since its inception in 1994. That's solid, but not earth-shattering.
After going against the grain and betting against the housing market in 2007, though -- and generating a $15 billion profit (a nearly 600% return) for his fund's investors as a result -- the 56-year-old Harvard MBA grad established himself as one of the elites among Wall Street's stock-pickers.

The money soon followed, as investors warmed up to the idea of not following the rest of the trading crowd. Paulson now manages $29 billion in assets, making him the head of the world's third-largest family of hedge funds.

Though steering such a vast amount of money makes it tough to step into off-the-radar opportunities and acquisition targets (his favorite), Paulson still has a penchant for owning stocks the rest of the market's key players aren't really considering.

The additions he made to the portfolio in the fourth quarter of 2011 are no different. While they may be surprising, his track record still makes these names worth considering yourself. Here's a look at some of Mr. Paulson's fourth-quarter purchases that you may also want to consider.

1. United Rentals (NYSE: URI)
An equipment rental business may not be the most riveting idea out there, but United Rentals may well have the makings of a buyout target.

Revenue for the $2.6 billion company is improving following the 2010 lull, and the company swung back to a profit in the middle of last year. United Rentals also has $500 million worth of cash and near-term receivables on the balance sheet. It's no wonder Paulson took on a new position with the stock -- to the tune of $20.8 million -- during the fourth-quarter.

No, United Rentals hasn't exactly been making rounds on the rumor mill as an acquisition target. Those shares are now worth 62% more than what Paulson paid for them, though, so he's obviously honing in on something.

2. Delphi Automotive (NYSE: DLPH)
This $10 billion auto parts manufacturer was Paulson's biggest pick-up last quarter. He added 51 million shares to his holdings, or $1.1 billion worth, making it his single-biggest holding (Delphi now comprises 8% of the entire portfolio). Though only a few months old in its current form, Delphi's forward-looking price-to-earnings (P/E) ratio of 7.3 is appetizing.

3. Medco Health Solutions (NYSE: MHS)
The tripling of the number of shares of Medco Health the fund owns still only got the position up to $126 million, which is a mere 0.5% of the entire portfolio. Yet, some say Medco Health was also one of the best decisions he made last quarter.

The health care management outfit is a reliable revenue producer and profit generator, even if earnings growth has slowed in the past 12 months. That's largely why Express Scripts (Nasdaq: ESRX) wanted to buy it, per the announcement in the middle of last quarter.

Did Paulson, who tends to play M&A and special situations, have a gut feeling the acquisition was coming? Or, maybe he sensed it when rumors of other mergers and buyouts in the space (like the Omnicare (NYSE: OCR) purchase of PharMerica) started to surface. Actually, it's not clear when he actually scooped up his Medco shares, but with an average entry of $53.41 compared with the current price of $63.74, it is clear his timing was spot-on.

4. El Paso Corp. (NYSE: EP)
The 4 million shares Paulson picked up at around $24 per share only translates into $96 million worth of the $21 billion natural gas utility. Yet, his entire purchase was new.

What's interesting is that, though off the beaten path, Paulson wasn't the only hedge fund to step into El Paso. Farallon Capital Management, with Thomas Steyer at the helm, also took on a big stake. Though Paulson has not indicated what his thought process is with El Paso Corp., we can presume his interest is the same as Steyer's -- it's a bet on an acquisition.

5. Goodrich Corp. (NYSE: GR)
Though it's a distant second compared to Delphi, aeronautical contractor Goodrich is a favorite for Paulson's fund. It still only makes up 1.3% of the entire portfolio, although it should be noted the bulk of that allocation was mustered in the fourth quarter, when 927,650 shares were added to the 502,000 shares already held.

Risks to Consider: Even the most prolific of fund managers have bad years, and Paulson's 2011 was pretty bad. His flagship Advantage Plus Fund lost roughly half its value last year. Is the worst over for the legend? You never really know until after the fact, but...

Sometimes the path less traveled is also the most fruitful path. Despite a lousy 2011, John Paulson has the historic numbers to prove he's worth following. In fact, his weak 2011 may mean 2012 is the time to really start embracing his stock ideas, as the law of averages says he's due for strong performance. Just don't fall into the same trap he may have fallen into last year and make a trade predominantly on the expectation of a buyout with little regard for the fact you'll actually own the company if it isn't acquired.

To that end, El Paso and Goodrich have already priced in buyouts and may not have much left to give in terms of upside. United Rentals, Delphi and Medco, however, are attractive even if they aren't acquired, and are definitely worth further research.

Aboitiz Foundation Inc. (RAFI) Kool Adventure Camp (KAC) facilitators held a jungle survival training and  practical application of their Leave No Trace trainers’ backpacking program last February 11-12.

The overnight training application in Pamulaklakin Forest trail, Subic Free Port, aims to
acquire and develop proficiencies in jungle survival from the indigenous people of Zambales, the Aetas.

The program also intends to apply the Leave No Trace principles―Plan Ahead and
Prepare, Travel and Camp on Durable Surfaces, Dispose of Waste Properly, Leave What You Find, Minimize Campfire Impacts, Respect Wildlife, and Be Considerate of Other Visitors.

The  training  includes  basic  mountaineering,  fire  building,  wildlife  identification,  etc.
Without food and water during the overnight stay in the rainforest, the Aeta guide educated the participants on how to get water from vines, cook using green bamboo, and make insect repellant and soap from certain plants and other indigenous survival techniques. These are the same techniques taught to the US troops.

KAC hopes to incorporate some of these basic skills in its current expedition program
offerings.

The  participants were KAC's Audrey Criscille Abatol, Peter Jay Alera, Daphne Dia,
Marie Sol Gonzalvo, Gabriel Lamparas, Kenneth Lim, Totits Ocampo, Franco Otero, Leomil Urpiana, and Landolf Villanueva.

The jungle survival training program was designed for civilians with the desire to
undergo military survival training, conducted by the indigenous Aeta, originally for the US military troops training for jungle warfare.

KAC is one of the programs under RAFI’s Leadership & Citizenship focus area, one of
the five focus areas of RAFI, where future leaders are nurtured to prepare them to effect
change. Its other focus areas are Integrated Development, Micro-finance & Entrepreneurship, Culture & Heritage, and Education.

KAC is an organizational member of the Association for Challenge Course Technology-USA and Association for Experiential Education-USA. It is currently building the Philippines' first outdoor experiential learning center in Barangay Cansumoroy, Balamban, Cebu, which is set to open in 2013.

Chinese are accustomed to boiling tap water before drinking it because they think this can make the water clean, but an investigative report published Monday casts doubt on that belief.

The Century Weekly, a magazine under Caixin Media, reported Monday in its cover story that the water quality of at least 1,000 tap water providers in cities is disqualified, citing Song Lanhe, chief engineer of the Urban Water Quality Monitoring Center under the Ministry of Housing and Urban-Rural Development.

Song gave the comment based on a drinking water survey conducted by the center in 2009, the largest of its kind in more than a decade.

"Among more than 4,000 water plants we surveyed, we found the water provided by over 1,000 plants was disqualified," said Song, who added the quality of urban tap water has not improved much since the survey.

The ministry has so far not released results of the survey. The report said this indicated that the underlying truth might be much uglier.

"I am not authorized to tell you the exact figure (of tap water's qualification rate)," Song said.

The controversial report went further, saying that the figure might be around only 50 percent, but the report failed to name the sources who revealed the information.

Online tweets on the country's leading website portal sina.com.cn on Tuesday criticized the country's inability to provide safe water for its people and many disappointed with and worried about the disqualified tap water that could lead to serious diseases due to high CODmn and untreated remnants of heavy metals in the water.

CODmn is an index used to gauge the amounts of organic compounds in the water.

A netizen nicknamed Meteor Popcorn tweeted that he had known that tap water was directly drinkable in some foreign countries since he was very young, however, tap water in parts of China could cause serious disease because some chemical companies are located along the upper reaches of the country's major rivers such as the Yangtze.

Wang Zhansheng, a Tsinghua University professor, said the accumulation of organic compounds in human bodies could lead to cancer and even mutations at worst. The report said the survey has shown that the disqualified tap water was mainly because of high CODmn.

Meanwhile, incidents of water pollution by heavy metals are not rare in the country in its pursuit for fast industrial and economic growth. On Jan. 15, cadmium contamination was detected on the Longjiang River in south China's Guangxi Zhuang autonomous region after fish died in large numbers. The river is an upstream tributary of the Liujiang River, which runs through Liuzhou, a city with 1.5 million permanent residents.

With China's economic boom over the years, the underlying truth is that many water sources are heavily polluted. The report said that simple water treatment methods used in the past could no longer produce safe drinking water.

As of the end of 2009, 98 percent of the surveyed plants were still treating water with conventional methods including coagulation, sedimentation, filtration, and disinfection, but experts argue these simple steps can not treat heavy metals and organic compounds.

Further, Song said that outdated urban water pipes were also likely to cause new pollution.

"Old piles are easy to corrupt and become encrusted with scale, which will produce microbial bacteria and cause pollution," said Liu Wenjun, a researcher in drinking water safety with Tsinghua.

Experts agree the fundamental solution to addressing water pollution is to clean up water sources, however, they say this is a gigantic task that may need 15 to 20 years to achieve.

Meanwhile, providing safe and clean tap water is paramount at present. Implementing stricter water treatment methods and upgrading urban water pipes are urgently needed.

However, water plants claim doing so will be difficult because they will be extremely costly. At the same time, the government investment is inadequate and the state has control on water prices.

Wang Zhansheng and other scholars estimated the costs would increase by around 20 billion yuan (3.2 billion U.S. dollars) per year for the 4,000 water plants if they chose to upgrade treatment methods and water pipes.

Wang said that the government has the responsibility in addressing the issue and treating water pollution. Song said at least 20 percent to 30 percent of the nation's water plants needed to instantly start deep processing of water to ensure water quality.

Senate President and impeachment presiding officer Juan Ponce Enrile vowed on Wednesday to grant Supreme Court Chief Justice Renato Corona with utmost deference when the chief magistrate finally appear to testify in his own impeachment trial in the Senate.

”We are not going to (be) abrasive or disrespectful. We’ll grant him all courtesies as the chief justice of the Supreme Court. There is none who will insult him or be rude to him. We will treat him with utmost deference,” Enrile said in a media interview after Wednesday morning plenary session.

The Senate President believed that the defense panel will be true to its promise to present the chief justice to the impeachment court to answer all the allegations including the complaints filed before the Office of the Ombudsman that Corona has US$ 10 million in various bank accounts.

”He (Corona) is willing to bear all out. That’s what they (defense) said. I heard it. It’s up (to) the chief justice to defend himself. I will not teach them how to defend their client but they cannot control the decision of the court,” Enrile said.

Last Tuesday, defense lawyer Jose Roy III revealed that Corona has promised to testify but only if Ombudsman Conchita Carpio-Morales and the complainants on the alleged US$ 10 million bank deposits of the chief justice would be subpoenaed by the Senate, sitting as impeachment court.

In response, Enrile has immediately granted the defense’ request to summon Morales and 10 others including partylist congressman Walden Bello and former partylist congresswoman Risa Hontiveros.

”When a question is profounded to them it’s up to them to answer or not. If they don’t answer, there is an implication of not answering. If they answer, there is also an implication if they answer,” he said.

As promised to Enrile, the defense formally submitted its motion for subpoena commanding Morales, Bello, Hontiveros, Harvey Keh, Ruperto Alerosa, Gibby Gorres, Albert Conception, Ernest Francis Calayag, Moses Mijkhael Albiento, Tristan Daina Brioso Zinampan and Emmanuel Tiu Santos to appear and testify before the impeachment court next week.

The complainants have been instructed to bring with them the original and certified true copies of documents of their complaints against Corona before the Office of the Ombudsman, as well as documents on which they base their accusations that the chief magistrate has foreign bank accounts with an aggregate value of US$ 10 million.

Enrile also granted the request of the defense for a 48-hour suspension of the trial to give them enough time to prepare for Corona’s appearance.

As such, the Senate President suspended the trial until Monday next week.

Women should undergo regular pap smear, as advised by the Department of Health (DOH) officials as they spearheaded the observance of Cervical Cancer Awareness Month this May.

DOH-CAR Regional Training Center, Dr. Ma. Lorena Santos of the Baguio General Hospital and Medical Center (BGHMC) Department of Obstetrics-Gynecology, in a DOH-sponsored Kapihan  forum, said that cervical cancer remains to be the number two killer among women, second only to breast cancer nationwide. From 1985 to 2005, it posted an average of two deaths per 1,000 women.

For BGHMC alone, Santos also confirmed an increasing trend in cervical cancer. In 2011, they have 150 discharged cases of secondary cervical cancer with two deaths, which is higher compared to their 2010 data of 129 cases.

City Health Services Office (HSO) Epidemiology Unit head, Dr. Donnabel Tubera , also confirmed that cervical cancer also remains among the top 10 cause of mortality in the city.

Cervical cancer,  Santos explained, is mainly correlated to the Human Papillomavirus (HPV) infection, which is sexually transmitted and more often happens on sexually active women with multiple partners or those who have a single partner  who  is also engaging in multiple-partner sex. It  also shows high risk among women who started to experiences sex at an early age.

It takes 20 to 25 years for the HPV virus to develop as a full blown cancer in the  cervix. Thus, Santos reiterated  the need for women to undergo regular screening through pap smear.

Pap smear is a screening test used to detect potentially pre-cancerous and cancerous processes in the endocervical canal (transformation zone) of the female reproductive system. The test remains an effective, widely used method for early detection of pre-cancer and cervical cancer.  It may  also detect infections and abnormalities in the endocervix and endometrium.

ââ,¬Å"If a person waits  for cervical cancerââ,¬â,,¢s symptoms  such as  experiencing pain during sexual intercourse and bleeding or having foul odor discharge from the female sex organ (vagina) to manifest, then it may be already late or the cervical cancer may be in its advance stage which will make it harder to treat,ââ,¬Â Santos stressed.

The DOH  regularly provides a free  pap smear  during the month of May in observance of Cervical Cancer Month.

Dam projects destroy environment

HCM CITY, Vietnam â€" It is a serious mistake to build so many hydro-power dams around the country since they ravage the environment, a seminar on the subject held in the Central province of Quang Nam's Tam Ky City on Monday said.

Le Phuoc Thanh, head of the National Assembly delegation from Quang Nam, told the conference named "Sustainable Development of Hydro-power Projects: Lessons and Warnings" that dams have destroyed forests, caused floods in the lower sections of rivers, and swallowed a lot of arable land.

Investors, and not common people, benefit mostly from them, he added.

Dinh Van Thu, deputy chairman of the Quang Nam People's Committee, said: "We made a big mistake by allowing the development of so many hydro-power projects. It is a little bit late to correct the fault."

Prof Vu Trong Hong, chairman of the Viet Nam Irrigation Association, said some 800 medium and small dams are blocking off and "killing" all the country's rivers, especially in the central and Central Highlands regions.

He laid the blame squarely on the privatization of power generation for the massive investment in hydro-power projects.

"BOT (build-operate-transfer) investment in hydro-power projects is banned in other countries but allowed in Viet Nam," he said.

Dr Dao Trong Hung of the Viet Nam River Network (VRN) said around 16 hectares of forests need to be destroyed to generate a megawatt of hydropower.

"They were ‘forest destruction' projects that were licensed in the name of hydro-power projects," he said.

Dams have also affected bio-diversity, he said, pointing out that 110 hydro-power projects are encroaching on 47 forests. The Cat Tien and Hoang Lien National Parks were alone home to 12 of them, he said.

People relocated to make way for dams too suffered, he said, referring to the 1968 Thac Ba Hydro-power Plant which uprooted many who continue to lead a hand-to-mouth existence after all these decades.

Irrigation expert Le Tri Tap, who is also an ex-chairman of the Quang Nam People's Committee, said dam projects ignore sustainable resettlement of residents relocated to build them.

"That is how these hydro-power projects have impoverished people."

Authorities failed to carefully identify the adverse impacts of dams while investors had unscrupulously tried to alter the basins of rivers, causing a long-term threat to the environment, he said.

Do Tai, chairman of the province's Dong Giang District which has seven hydro-power projects, said: "I was heartbroken to see many residents in my district losing their land to hydro-power projects. They were forced to destroy forests to earn a living and were later prosecuted for [it]."

VRN urged relevant authorities to consider each dam project carefully before licensing.

Their benefits should be shared with residents and communities affected by them, VRN said.

Though invitations had been sent to hydro-power investors across the country, none attended the seminar which was organized by the Quang Nam NA delegation and VRN.

Just a few days ago, the Ministry of Natural Resources and Environment announced inspections of hydro-power projects in 22 provinces and cities.

They will be examined for land, environment, water-resource, and hydrometeorology issues.

Last year, the Department of Industry and Trade of Quang Nam Province had urged Quang Nam and the Ministry of Industry and Trade to scrap six long-delayed, environmentally harmful dam projects.

A total seven records fell in athletics in the 2012 Palarong Pambansa, two of them owned by phenomenal Anjelica De Joseph of Western Visayas in the 800 meters and 1,500 meters in the girls elementary division at Narciso Ramos Sports and Civic Center (NRSCC) here.

De Joseph ran the 800 meter dash in 2:18.8 to eclipse the 2:24.28 record set by Lovilyn Pamatian, also of Western Visayas, in 2010 before winning in the 1,500 meters with a time of 4::49.9, besting the previous 4:47.90 record of Policornia Bolobo in the 1991 Palarong Pambansa.

Another Western Visayan girl Joneza Mie Sustituedo also set another record run in the 3,000 meters secondary girls, clocking in 10:34.02, erasing the record of 10:40.68 set in 2000 by Mary Jane Campos of Cagayan Valley.

On the other hand, Jie Anne Calis of Northern Mindanao grabbed the gold in 1500 meters elementary girls with a time of 4:48.9 and also set a new record in that event.

The earlier record holders are Maureen Emily Schrijvers of the National Capital Region (NCR) who erected a new record in high jump secondary girls with a time of 1.62 while Julian Reem Fuentes of Cagayan Valley set his own record in the long jump at 7.26 meters, breaking the 7:15 old record set by Paulo Martinez of Southern Tagalog in 2002.

Ronald Lacson, also of Western Visayas, owns the other new javelin record with a heave of 53.47 meters, to beat the record of 51:88 meters set by Jonah Robles of Southern Tagalog in 1998.

The Department of Tourism (DOT) is looking forward to open up the new Iloilo Airport for international flights, initially to Hong Kong and Singapore, by the last quarter of 2012.

DOT 6 officer-in-charge, Atty. Helen Catalbas confirmed that Cebu Pacific has already agreed to accommodate flights from Iloilo to Hong Kong and Singapore.

Catalbas said that the airport was being prepared to host international flights that will serve Western Visayas and its neighboring regions.

The airport, she said, would serve as a hub for domestic flights from General Santos City and Puerto Princesa, with connecting flights to Singapore and Hong Kong, instead of traveling to Metro Manila.

The international flights, she said, would aid in the promotion of more tourist destinations in Iloilo and other provinces like Roxas City, Capiz , Guimaras, Northern Antique, and Southern Iloil, which are now being developed by their respective local governments.
