THE Board of Investments said on Tuesday that it has approved the registration of two agribusiness investments worth P101.9 million.

According to Department of Trade and Industry Undersecretary and BOI Managing Head Adrian Cristobal Jr., the investments will boost agribusiness exports of the country, diversify the country’s sources of export earnings, contribute to the government’s $120 billion export target by 2016 and ensures jobs for small farmers and small and medium enterprises that are dependent on export activities.

Agriculture/Agribusiness and Fisheries investments are part of the regular list of the 2011 Investments Priorities Plan, the BOI’s catalog of priority activities for investment.

One of the noteworthy agribusiness investments approved by the BOI is the 90-percent Philippine-owned SN SMN Meat Products Corporation project which involves the construction of a P91 million meat processing plant in Pampanga. - ABS-CBN

The government targets airing during this year’s Metro Manila Film Festival (MMFF) a movie plug advocating solid waste management (SWM) to help boost public action on waste diversion through reusing and recycling trash, lessening volume of garbage which authorities link to flooding, particularly amid climate change.

Authorities concerned are bullish about such exposure for SWM, noting MMFF is among the country's top star-studded Christmas events that people look forward to every year.

”The five-minute plug will document best SWM practices that local government units (LGUs) and people can look into and adapt,” said Emelita Aguinaldo, chief of the National Solid Waste Management Commission (NSWMC) which is supporting the project.

She cited the need to further push the SWM bid, reporting that waste diversion compliance of LGUs nationwide is still far from desirable.

”Compliance of Metro Manila’s 17 LGUs is better at some 34 percent,” she said.

NSWMC targets achieving a 50 percent waste diversion rate by 2016, she noted.

The government is promoting waste diversion to help reduce the volume of garbage for disposal, saying nearly half of waste generated can be reused and recycled.

Latest available data show Metro Manila generates daily some 8,000 tons of garbage, accounting for nearly 27 percent of the estimated 30,000 tons of waste produced nationwide everyday.

Authorities continue cautioning against dumping garbage particularly in water bodies.

Aside from polluting water, they warned that garbage reduces the water-carrying capacity of the water bodies and blocks drainage so risk increases for overflows and flooding during inclement weather.

Experts expect climate change to drive increasingly violent weather disturbances as well as to bring forth hotter summers and wetter rainy seasons in the country.

Last week, the Environmental Management Bureau (EMB) and the Metropolitan Manila Development Authority (MMDA) signed the memorandum of agreement for the movie plug project’s implementation.

”EMB will provide some P500,000 to fund the project,” Aguinaldo said.

She noted that MMDA will attend to arrangements for the plug’s airing during the Metro Manila Film Festival.

MMDA head Francis Tolentino is overall chairman of the MMFF Executive Committee which oversees the festival's activities.

The 2011 MMFF raked in revenues exceeding P630 million, MMDA reported earlier.

Aguinaldo isn't discounting the possibility that the plug will be aired on television as well.

For 2020 and 2050, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) earlier projected an increase in the number of days with maximum temperature exceeding 35 degrees Celsius.

"Heavy daily rainfall will continue to become more frequent, extreme rainfall is projected to increase in Luzon and Visayas only but the number of dry days is expected to increase in all parts of the country in 2020 and 2050," PAGASA noted.

PAGASA's projections use the medium-range greenhouse gas emission scenario.

Such scenario indicates a future world "of very rapid economic growth, with global population peaking in mid-century and declining thereafter and there is rapid introduction of new and more efficient technologies with energy generation balanced across all sources," PAGASA said. - PNA

Senator Loren Legarda, alarmed at the continued rise in the number of dengue cases in the Philippines, again stressed that climate change is a major factor in the increase of deaths due to various illnesses.

Legarda, chairperson of the Senate committee on climate change, noted a study by Climate Vulnerability Monitor 2010 revealed that it is not disasters but diseases that cause the most number of deaths by climate change.

“Climate change, especially in tropical countries like the Philippines, creates more rainfall and warmer temperatures. Coupled with the worsening solid waste management problem in our cities, we have conditions that provide optimal breeding for disease-carrying mosquitoes,” she said.

According to the Department of Health (DOH), there have been 32,193 cases of dengue infection documented between January and June this year.

This is a figure 3.89 percent higher than the 30,989 cases recorded in the same period last year. The National Capital Region had 7,670 cases, Central Luzon had 5, 552 cases, and CALABARZON had 4, 508 cases.

“There is a wider trend here which the public must be made aware of. These global trends in weather conditions are already manifesting their effects on our very doorsteps, and with the increase in percentage of dengue cases this year, it is clear that we need to do more and act fast,” she stressed.

Legarda, in an earlier statement, urged the DOH to strengthen its initiatives on disease and health surveillance and enhance its awareness campaigns on climate-sensitive diseases, not limited to dengue but including other major diseases related to climate change.

“The same report revealed that each year, 350,000 people die because of health hazards related to climate change, like pulmonary infections, malaria, cholera, heatstroke, and skin infections. If we remain complacent, climate change will claim at least 800,000 deaths per year by 2030,” she said.

“What we are seeing here are the fundamental links among climate conditions, the ecosystem, and the impact that human beings are making on the environment.

The Philippine Health Insurance Corporation (PhilHealth) has assured continued coverage for facility-based deliveries to mothers as part of efforts to address maternal deaths during pregnancy or delivery.

“More than ever, there is now a greater sense of urgency to strengthen our efforts towards protecting our mothers,” said Dr. Eduardo P. Banzon, President and CEO of PhilHealth in response to the 2011 Family Health Survey on maternal deaths released recently by the National Statistics Office (NSO).

Accordingly, maternal deaths during pregnancy or delivery are primarily due to delays in seeking medical care, in reaching appropriate care, or in receiving care at health facilities.

To address these delays, PhilHealth started providing coverage for facility-based deliveries since 2003 through its Normal Spontaneous Delivery (NSD) Package for accredited government and private hospitals and Maternity Care Package (MCP) for non-hospital facilities.

Banzon said over the years the package had expanded from covering only the first normal delivery at P4,500 to four deliveries at P8,000. It also ensures that the whole spectrum of care â€" from prenatal to postnatal â€" is delivered.

Combined with the No Balance Billing or “Walang Dagdag Bayad” policy for all member types, mothers need not worry about expenses they would incur when delivering in Phil Health-accredited non-hospital facilities and government hospitals.

“The package is there, but there remains to be significant barriers to access to this package. This is precisely why we launched the 1MOM (1Municipality, One MCP Provider) Campaign”, Banzon said, noting that the campaign promotes access by proactively ensuring that there is at least one PhilHealth-accredited provider in each municipality.

“Accreditation is critical, as it not only improves quality of care through implementation of standards, but also assures a steady inflow of resources to the facility. This money can be used to enhance the facility’s infrastructure, procure more supplies and equipment, and provide incentives to the staff, thereby capacitating them to provide better care to mothers,” Banzon said.

From 198 accredited facilities in 2007, the number has increased to 998 as of March 2012,” added Dr.Narisa J. Sugay, head of PhilHealth Accreditation Department and MDG Benefits Team, adding that despite the increase in number it revealed that only 607 out of 1,646 municipalities and cities has at least one accredited MCP provider.

"Clearly, much still needs to be done. But we are very much willing to streamline processes and provide necessary support to get more providers on-board,” Sugay added.

"But PhilHealth cannot do this alone. The 1MOM Campaign is a call to action for players within and outside the health sector. If you believe that it’s unacceptable that our mothers are dying, join us in this campaign. There are many opportunities for you to contribute,” said Banzon.

Among the areas of collaboration that the campaign offers are developing management skills of frontline providers including midwives; generating resources for health facility enhancement to improve delivery of basic and comprehensive emergency care;and designing creative information, education, and communication programs for mothers, he said.

Members of the EcoWaste Coalition’s AlerToxic Patrol Tuesday swept through Quiapo, Sta. Cruz and Binondo districts in Manila for a timely event dubbed as the “e-Jeep Toxics Tour vs. Mercury Pollution.”

The group paraded through the busy commercial area by foot and in two electric-powered jeepneys or “e-Jeep” to increase public awareness and vigilance against exposure to mercury, a toxic substance of global concern, in processes, products and wastes.

The event came on the heels of two infamous product safety scandals last week involving the EcoWaste Coalition’s discovery of mercury up to 60,800 parts per million in 13 skin whitening products bought from Chinese drug stores and cosmetics retailers in Manila and Makati, and the recall in China of mercury-tainted Quan You milk products.

It was also held on the eve of the fourth meeting of the Intergovernmental Negotiating Committee (INC4) on June 27 to July 2 in Uruguay for the crafting a globally-binding agreement that will protect public health and the environment from mercury pollution.

“We are here to inform and warn our people about the real and present danger of mercury pollution due to human activities that are damaging the food supply and the ecosystems and causing harm to public health,” said Thony Dizon, coordinator of the EcoWaste Coalition’s Project Protect.

Human activities that release mercury into the environment are many and include coal combustion, artisanal and small-scale as well as large-scale mining, metal refining, the production, consumption and disposal of mercury-containing products and devices, waste disposal in dumps, landfills, incinerators and cement kilns, cremation and pollution from contaminated sites.

The group first assembled in front of the Quiapo Church at the historic Plaza Miranda where youth performers from Green Stage Filipinas-Maskara did a “sabayang bigkas” (speech choir) about the ill effects of mercury exposure and presented a puppet called “Mercury Contaminator.”

The group also unveiled a 20-meter blue and orange cloth to honor the victims of the tragic mercury poisoning in Minamata, Japan, where the blue depicts the coastal villages of Minamata and the orange depicts the signs warning villagers about the dangerous levels of mercury in the water.

Also in Quiapo, the group set up an “on-the-spot” screening of consumer products using an X-Ray Fluorescence (XRF) spectrometer at no cost to consumers who had their purchases like cosmetics tested for mercury and other toxic metals.

The group then proceeded to Carriedo St., Rizal Ave., Bustos St., Dasmariñas St., Quintin Paredes St., Reina Regente St., Felipe Dos St., Norberto Ty St.,, passing by iconic churches, shopping malls and stores in the area and winding up in Ongpin St., the heart of Chinatown. - PNA

The commonly prescribed diabetes drug metformin reduces the overall cancer risk in people with Type 2 diabetes, according to a large review study presented Monday at The Endocrine Society's 94th Annual Meeting in Houston.

"Type 2 diabetes increases the risk for several types of cancer, "said lead author Diego Espinoza-Peralta, an endocrinologist with Mexico's National Institute of Medical Sciences and Nutrition in Mexico City. "Our findings suggest that the regular use of metformin -- a low-cost medication -- reduces this risk, compared with not taking metformin."

Espinoza-Peralta and colleagues conducted a systematic review and meta-analysis of reported studies that evaluated cancer risk in patients with Type 2 diabetes. They analyzed seven relevant studies that included more than 32,400 Type 2 diabetic patients who had no other known condition that increased their cancer risk.

The investigators found that the odds of getting any type of cancer was 38 percent less with daily continuous use of metformin than for those with no exposure to metformin. This risk reduction extended to certain types of cancers, specifically colon and breast cancer, which are among the cancers that studies have found to occur more often in people with Type 2 diabetes. There was no risk reduction, however, in pancreatic cancer, another type of cancer for which people with Type 2 diabetes are at increased risk. - PNA

Is your belly Big? That's belly Bad coz U are at Risk!

This is the message by the Department of Health (DOH) to its central office employees at Tayuman, Manila or those with big waist circumference (WC) to join them on its own "biggest loser version" pilot program.

The DOH started on Monday measuring the waist circumference of its DOH employees and those found with high WC -- 90 centimeters or more for males and 80 centimeters or more for females will be encouraged to join the six month "Belly Gud for Health" program.

Accordingly, those with more than 90 cm WC for males and more than 80 females are most likely to be more obese, said Raymond Jay Mazo, nurse IV, DOH-Degenerative Disease Office of the NCDPC, who was assigned to take rounds to different offices to measure the employees' waist circumference.

"Belly Gud is one measure of avoiding lifestyle related diseases such as cancer, hypertension and COPD (chronic obstructive pulmonary disease), and can be avoided by practicing healthy lifestyle, avoiding stress, exercise or physical activities," Mazo said.

Likewise, Mazo noted that part of the program include aerobic exercise every Tuesday and Thursday (from 8 to 9 in the morning), jogging/walking (3:30 to 4:30 pm) at the DOH compound, "Ala Stress", Monday to Friday to respective offices (3:00-3:15pm), as well as monthly nutrition and physical activity session.

Specific prizes awaits those identified biggest loser such as t-shirt, coleman, bag or things related to sports with regular monitoring or recording of WC until the awarding ceremony of the biggest loser on first Monday of January or January 7 next year, Mazo said.

" Join Belly Gud for Health... lose that extra fat around your waist and win special prizes. It's more fun if you are healthy.

The active low pressure area (ALPA) spotted in Eastern Samar continues to intensify and is expected to become a tropical depression that might enter the Philippine territory by Thursday or Friday.

Weather forecaster Boy Soriaga on Tuesday said once ALPA becomes a cyclone, it will be called "Dindo", the fourth cyclone to hit the country this year.

Soriaga said the ALPA was estimated based on satellite and surface data at 750 kilometers East Northeast of Guiuan, Eastern Samar (12.5°N, 133.5°E).

He said the weather disturbance may also enhance the southwest monsoon, affecting Southern Luzon, Visayas and Mindanao which will experience scattered rains showers.

Possible flash floods and landslides threaten over Bicol Region, Palawan, Eastern Visayas and Northern Mindanao due to widespread rains.

Metro Manila will still experience partly cloudy with isolated rain showers, he said.

In its advisory, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said the rest of Luzon will be partly cloudy to cloudy with isolated rain showers or thunderstorms.

Moderate to strong winds from the southwest to south will prevail over Northern and Central Luzon and coming from the southwest to west over Southern Luzon and Visayas.
