In recent weeks, insurgent forces in several countries have been forced to withdraw from territories they once held. Somalia's al Shabaab, which was pushed out of Mogadishu in October 2011, was ejected from Afmadow on May 30. The group now runs the risk of losing its hold once again on the port city of Kismayo, an important logistical and financial hub for al Shabaab.

In Syria, the Free Syrian Army and other rebel groups were forced out of the city of Idlib and Homs' Baba Amr district in March. They also withdrew from Al-Haffah on June 13.

Meanwhile in Yemen, al Qaeda in the Arabian Peninsula (AQAP) has been forced to retreat from towns it took control of last year in southern Abyan province, including Jaar, Shaqra and Zinjibar. The organization controlled the area it seized from the government through its Ansar al-Sharia front organization. AQAP was able to capitalize on the infighting that began in Yemen in 2011 and successfully diverted the government's focus away from AQAP and other militant groups. But in February, the election of new Yemeni President Abd Rabboh Mansour Hadi allowed the rift created by the infighting to be slowly healed. As a result, a combination of Yemeni soldiers and local tribesmen, backed by U.S. intelligence and fire support, have been able to push back AQAP and Ansar al-Sharia in recent weeks.

Losing these cities will immediately and significantly affect AQAP's ability to reach its goal of establishing an emirate based on Sharia law in southern Yemen. However, the loss of this territory will not mean an end to the group, just as losses of territory by militants in Somalia and Syria do not mean those insurgent groups have been defeated definitively. The reason for this rests in the very nature of insurgent warfare. To insurgent groups, the loss of territory is a setback, but is only one episode in what they intend to be a very long war.

Already 17 areas in Northern Luzon were placed under public storm warning alert as tropical storm “Dindo” (international name: Doksuri) maintained its strength as it moved toward the area, the weather bureau said on Thursday.

Public storm signal no. 2 was raised in the provinces of Cagayan, Calayan Group of Islands, Babuyan Group of Islands, Isabela, Batanes Group of Islands, Apayao, Kalinga, Ilocos Norte, Abra and Mt. Province.

The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said these areas might experience 61 to 100 kilometers per hour (kph) winds within the next 24 hours.

On the other hand, signal no. 1 has been hoisted in the La Union, Ilocos Sur, Aurora, Ifugao, Nueva Vizcaya, Quirino and Benguet.

Winds of 30 to 60 kph are expected within the next 36 hours over these areas.

PAGASA estimated that "Dindo" may cause heavy to intense rainfall of 15 to 25 millimeters per hour within its 400-kilometer diameter.

The tropical storm is expected to enhance the southwest monsoon that will bring rain over Southern Luzon and Visayas, especially the western section.

This may trigger landslides and flash floods and possible storm surge over areas under signal 2, it added.

The weather bureau advised the fishing boats and other small seacrafts not to venture out into the Seaboards of Central and Southern Luzon and Western Visayas due to the combined effect of the tropical storm and the southwest monsoon.

Weather forecaster Boy Soriaga said that as of 4 a.m. Thursday, the center of "Dindo" was spotted at 260 kms east Aparri, Cagayan (18.3°N, 124.4°E) and has packing winds of 75 kph near the center and gustiness of up to 90 kph.

Soriaga said the storm continued to move west northwest at a speed of 19 kph.

He said "Dindo" is likely to leave the Philippine area of responsibility by Friday, if it does not change its speed and present course which is probably headed to China.

Soriaga said the tropical storm is expected to weaken if it makes landfall in Calayan Group of Island around 7 or 8 p.m. Thursday.

Southern Luzon and Visayas will also experience rains due to the storm’s effect on the southwest monsoon, he said.

PAGASA said Dindo is expected to be at 190 kms North Northwest of Aparri, Cagayan on Friday morning and 530 kms Northwest of Basco, Batanes on Saturday morning.

In its advisory, PAGASA said Isabela, Apayao, Kalinga, Mt. Province and Cagayan including Calayan, Babuyan and Batanes group of islands will experience stormy weather with rough to very rough seas.

The rest of Northern Luzon and the province of Aurora will have occasional rains with gusty winds.

The rest of Luzon and Visayas will have occasional rains becoming frequent over the western section. This may trigger flash floods and landslides, it added.

Mindanao will be partly cloudy to cloudy with isolated rain showers or thunderstorms.

Moderate to strong winds from the southwest will prevail over the rest of the country, making coastal waters along these areas moderate to rough.

Meanwhile, the National Disaster Risk Reduction and Management Council (NDRRMC) are on red alert as the storm continues to move towards the northern part of the country.

NDRRMC executive director Benito Ramos said they have informed local disaster units from the provincial and municipal levels of the storm's movement.

Ramos also advised fishermen in Northern Luzon not to set sail due to rough seas.

PAGASA issued strong to gale force winds associated with "Dindo" may affect the seaboards of Central and Southern Luzon and the western seaboard of Visayas.

Philippine Provinces / Hot Logs Donated
June 28, 2012, 06:43:42 AM
The Department of Environment and Natural Resources (DENR) has turned over some 5,400 board feet of confiscated logs to various government agencies and schools in the province.

Rafael Otic, provincial environment and natural resources officer said the donation was in line with DENR’s thrust to use disposable logs and lumber for public infrastructures.

Otic said the beneficiaries of the seized logs were the Science City of Munoz, with 1,600 board feet; Gabaldon municipal government, 800 board feet; Carranglan Central Elementary School, 1,000 board feet; AFP Regional Intelligence Unit, 1,000 board feet, and Philippine Army, 1,000 board feet.

"As per instruction of DENR Secretary Ramon Paje, we are donating the logs we seized in the previous months not only to schools but also to some government agencies for the repair and rehabilitation of their facilities," he said.

Aside from the confiscated logs, Gabaldon mayor Rolando Bue said that they also received some 300 arm chairs made from illegally-cut seized logs.

"This is just the beginning. We are going to receive an additional 700 chairs which we are going to distribute to different schools in our town," Bue said. - PNA

Fight against the fire that broke out in the Yalta nature reserve in Crimea overnight to Wednesday has continued for already over 12 hours, Yalta Mayor Alexei Boyarchuk has said.

Specialists from only from Yalta, but also from Simferopol, Alupka, Mishor, Foros and Gurzuf take part. Special vehicles with cisterns have been summoned from all resort settlements on the southern coast of Ukraine’s Crimea, the mayor said.

He stressed that the situation is such that the blaze can be put out only from the mountain and from air. The road to Ai-Petri Mountain has been blocked for all traffic with the exception of fire vehicles, ambulances and water trucks, he said. A Mi-8 helicopter has dumped on the fire already 27 tons of water, but the operation is impeded by strong winds.

Dense smoke can be seen over Yalta, and residents and holidayers have to cover the windows with wet sheets. Residents of the Massandra and Vassilyevka districts, situated closest to the fire, leave their homes because of a strong smell of smoke, and kindergartens are being closed.

According to updated reports, the blaze broke out in the Uch-Kosh gorge. A lightning hit a tree that caught fire, and the blaze spread to other coniferous trees and junipers. The fire area is over two hectares.

About 300 forest guards and fire-fighters are continuing to fight the fire, but their work is complicated by the strong wind that brings sparks to nearby forest areas. Over one hectare burned up overnight.

Century Properties has set a P7- billion capital for 2012 and targets to sell about P16 billion worth of properties this year as it continues to increase presence among the B, C and D segments.

Century Property chief financial officer Carlo Antonio told reporters Wednesday that the company targeted to sell around 3,100 units of properties to the C, B, D markets this year, same as last year, and growth driver would be the introduction of units that cost around P3-5 million.

Antonio said that demand continued to be robust amid the on-going debt crisis in Europe and traced this development to the company’s diversification.

“The benefit of having a global market is diversification so you are not tied up to one market,” he said.

Among the projects of Century Properties, the high-end ones are priced at P7 million up while the middle market segment is priced at P3.5-7 million and the low-end units are priced up to P3 million.

Antonio said they will continue to offer lower-priced units as they correct the perception that the company only caters to high-end customers.

“As the market grows we’re trying to expand our price to the middle and affordable market,” he said.

One of the low-priced projects of the company will be located along Commonwealth Avenue in Quezon City, which is targeted to have eight buildings.

Amid the plan for the Commonwealth Avenue project, Antonio said they would continue to sell units in properties in Azure Urban Resort Residences, 4,000 of which had already been sold as of last March and two towers were scheduled to be turned-over to the owners in June next year.

Five buildings of the Azure project have been sold and Antonio said they would continue to build four more buildings in this project, which is located in Paranaque.

The other focus of the company is to sell more units in its Acqua Private Residences in Mandaluyong City.

Antonio said construction of more units and acquisition of land were the main reasons for the increase in the company’s capital expenditures to P7 billion this year from the P3.6 billion in 2011.

In the first three months this year the company registered a 310 percent increase in net income after it reached P453.4 million against year-ago’s P110.5 million.

State-owned Development Bank of the Philippines (DBP) recently recognized its former chairman and chief executive Roberto F. de Ocampo, who was conferred by Queen Elizabeth II the Most Excellent Order of the British Empire (OBE).

The honor is in recognition of De Ocampo’s significant contributions to the development of United Kingdom-Philippines relations for over four decades. He is the first Filipino awardee who was a full-time member of the Philippine Cabinet, and among only three Filipinos to have been bestowed the recognition in the last 40 years.

The Order of the British Empire recognizes distinguished service to the arts and sciences, public services outside the Civil Service and work with charitable and welfare organizations of all kinds.

The award cited De Ocampo’s accomplishments as chairman of the British Alumni Association, which he transformed into a proactive promoter in raising the consciousness of Filipinos on British education opportunities. He also initiated the Philippines-UK Friendship Week which has become a high-profile annual activity fostering UK-Philippine relations.

The recognition adds up to the long list of De Ocampo’s accomplishments. In 1995, he became the first and only Filipino to receive the “Global Finance Minister of the Year” award from Euromoney. He was also named “Asian Finance Minister of the Year” by Euromoney in 1996. In 1997, Asia Money named him “Asian Finance Minister of the Year.”

In 1998, he was also awarded the Philippine Legion of Honor, the highest honor conferred on Filipino civilians by the Republic of the Philippines, for his outstanding contributions to the country.

Before being named Finance Secretary by former President Fidel V. Ramos in 1994, De Ocampo served as DBP chairman and chief executive. During his tenure, DBP was recognized by the prestigious International Banker Magazine as one of the world’s soundest banks. - source: PNA

American car-maker Ford Motor Co. on Wednesday announced it is closing its assembly plant in the Philippines by December this year, leaving about 250 people jobless.

Peter Fleet, Ford Asean president, who announced the company decision to close its assembly operations, cited poor auto supplier base and lack of economies of scale for the local automotive industry.

"First and foremost, this is a Ford business decision," Fleet said stressing the company's decision did not reflect any government policy, saying they have been happy with the government support to their operations in the country.

According to Fleet, the company had been painstakingly working in the past 18 months to look for vehicle model that could be assembled at its Laguna plant but found no viable plan.

Its Sta. Rosa plant, which has a production capacity of 30,000 units, is only producing a tenth of its total sales in the country with only one model Escape, which has also reached its model life.

"The biggest issue is the size of the local supply base which is not on a scale to make investment straightforward," he said.

He said the 40 percent minimum ASEAN local content cannot be supplied by the Philippine auto parts suppliers but have to be supplied by importing from other ASEAN countries making it unviable.

The second biggest issue is the economies of scale as Ford would like to manufacture scale with full 300,000 assembly capacity like the potentials for its plants in Thailand, India and China.

"Clearly, it is not practical today in the Philippines," he said.

He said its decisions are based on current realities and although have also some future projections just the same they would still have to come up with this decision.

He wished "good luck" to their competitors who still brave doing assembly operations in the Philippines given the current situation.

Ford Philippines managing director Randy Krieger said that the Philippines automotive industry was highly underutilized with capacity utilization of 25 percent.

"That does not make a good business case," said Krieger adding that of the over 130,000 units sold last year only 70,000 units are locally assembled.

"Today's automotive and suppliers in terms of scale do not support a business decision for the Philippines," Fleet said.

"These two issues present the biggest hurdle to move forward,"he said.

While they stressed viability issues, Fleet cannot categorically say whether its Philippine operations have been losing or being subsidized by the overall Ford Group, saying they don't report on a country basis, but rather as a regional group.

The company has been enjoying robust growth in sales and is set to launch three new models in the next three months.

Fleet said they have already informed its employes as there would be about 250 out of 360 who are going to be jobless by end this year. They have also informed government officials of their decision, he said.

If it is any consolation, Fleet promised to bring some of their people to its other operations outside of the Philippines, citing their world class skills. At present, they have 20 people deployed in its various Asian affiliates, he said.

Fleet also announced that they will maintain a wholly-owned Ford distribution arm in the country and plans to double its dealership network to 40 from the current 20.

Fleet emphasized the very supportive government adding they greatly value that but stressed they can no longer operate an assembly here given the two major issues affecting its operations.

Ford closed shop in the 70s when the domestic economy was at its lowest. When it came back in 1998, they were very ambitious and were the country's only volume exporter of completely built up vehicles. It enjoyed all the government perks entitled to a motor vehicle assembler.

When it announced a decision to leave the Philippines again, the scenario this time was so much different than it was the first time they left the country.

This time, the automotive is very upbeat. The industry just came up with a roadmap that paints a rosy scenario for automotive manufacturing in the country and as hub for auto parts exports. The initial roadmap projects a tripling of the current 160,000 unit domestic market by 2020.

Fleet, however, said they made some future projections but just the same they had to make this decision.

Fleet said they had a decommissioning plan for the Sta. Rosa plant following a standard operating procedure for facilities they had shutdown.

Ford placed its total investments at its 21.4 hectare Sta. Rosa plant at US$ 270 million. Its exported over 80,000 CBU packs valued US$ 1 billion. The plant saw the assembly of three models Mazda3, Ford Focus and Ford Escape.

Businessman Manny V. Pangilinan will pay in cash once his group buys GMA Network Inc.

In a briefing Wednesday, Pangilinan, Philippine Long Distance Telephone Co. (PLDT) Chairman, said talks with GMA Network was “on-going” but declined to give a time-table on when these talks would be concluded.

“Should we exceed, as we’re likely to exceed the 35 percent trigger point for the offer, then it will require us an offer on the same term to the minorities. So the answer is yes, we have to make a cash offer to the minorities,” he said.

Earlier reports said the three major shareholders of GMA Network, namely the Gozon, Jimenez and Duavit, have set a P60-billion asking price.

Pangilinan, however, remains mum on how much the offer is.

He remains positive that he will close a deal with GMA Network’s controlling stakeholders.

“Ultimately it depends on the three families to decide on whom they want to sell. They have the right to decide to whom to sell,” he said.

Philippine Entertainment / Will Dolphy Survive?

by PNA

The country's comedy king Rodolfo "Dolphy" V. Quizon Sr. has been cleared of pneumonia, but some infections remain in his system, doctors at Makati Medical Center (MMC) said on Wednesday.

Eric Nubla, director of MMC's Patients Relations Office, said Dolphy had been cleared of pneumonia and showing increasing signs of lucidity.

"He is lucid, he answers back by nodding his head, smiles, raises his eyebrows, lifts his hands minimally, and winces and grimaces. He squeezes family members' hands and tries to mouth words and smile," said Nubla.

Nubla said Dolphy also remained to be in need of blood transfusions.

"He needs blood transfusions, which he gets. As of this time, he is undergoing dialysis," Nubla said.

Dolphy's conditions continued to show improvement, but he was still unable to speak because of tracheostomy procedure he underwent over the weekend, Nubla said.

Dolphy remains confined at the intensive care unit of MMC.

On Tuesday, Dolphy’s health condition improved as it responded to stimulus.

Nubla said the 83-year old comedian also seemed ticklish, which he interpreted as a good sign.

Nubla also said that Dolphy’s family had observed that the comedian had also now become sensitive to pain.

He said Dolphy’s family was much relieved with the developments now happening.

Dolphy, was rushed to the Makati Medical Center last June 9. He was diagnosed to be suffering from chronic obstructive pulmonary disease (COPD).

Meanwhile, Quizon family thanked all who offered prayers to his dad.

Administration lawmakers are pushing for Ilocos Norte Rep. Rodolfo Fariñas to be included in the senatorial slate of the Liberal Party (LP) in the coming mid-term elections in 2013.

Fariñas is currently a member of the Nacionalista Party (NP) of Sen. Manny Villar.

Eastern Samar Rep. Ben Evardone, at the regular Ugnayan sa Batasan on Tuesday, said Fariñas’ competence as a lawmaker is beyond question, which could be an asset in the Senate when it comes to legislating laws especially during the impeachment trial of then Supreme Court Chief Justice Renato Corona.

"We will be pushing for the inclusion of Congressman Fariñas in the administration slate," said Evardone.

Fariñas, vice chair of the committee on justice of the House of Representatives, was deputy lead prosecutor during the impeachment trial.

Evardone said that although the Ilocos Norte solon did not sign the impeachment complaint, it was enough that his colleague defended it and helped in convicting the chief justice.

Fariñas had said he did not sign the impeachment complaint because it was poorly crafted.

President Benigno S. Aquino III, in his earlier speeches, has said he was eyeing in the senatorial line-up Aurora Rep. Juan Edgardo Angara, former Akbayan party-list Rep. Risa Hontiveros, Customs Commissioner Ruffy Biazon, and Technical Education and Skills Development Authority (TESDA) Director-General Joel Villanueva. - PNA

State weather bureau has raised public storm signal no. 1 over the provinces of Cagayan and Isabela after “Dindo” has intensified into storm.

Weather forecaster Gladys Saludes said winds of 30 to 60 kilometers per hour (kph) are expected within the next 36 hours in these areas.

“Residents living in low-lying and mountainous areas under signals No. 1 are alerted against possible flash floods and landslides,” the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said.

Saludes said as of 4 a.m. Wednesday, the center of tropical storm Dindo (international name: Doksuri) was estimated based on satellite and surface data at 480 kilometers east northeast of Virac, Catanduanes (15.1°N, 129.0°E) with maximum sustained winds of 65 kph near the center and gustiness of up to 80 kph.

She said Dindo might bring rainfall of between 15 to 25 millimeter per hour (heavy - intense) within the 400-km diameter.

Saludes said the tropical storm has chance to make a landfall in Batanes group of islands, as it gains more strength and intensifies into a typhoon.

According to PAGASA, Dindo is forecast to move west northwest at 19 kph and expected to be 330 kms Northeast of Casiguran, Aurora by Thursday morning.

By Friday morning, it is expected to be 130 kms South of Basco, Batanes, and 400 kms Northwest of Basco, Batanes by Saturday morning.

Dindo is expected to exit the Philippine Area of Responsibility (PAR) on Friday afternoon or Saturday morning.

Saludes said monitoring shows that the storm is headed to south east of China.

She said the tropical storm is expected to enhance the southwest monsoon that will bring rains over Southern Luzon, Visayas and Mindanao especially the western section.

Residents in these areas are thus advised to be alert against possible flashfloods and landslides.

Visayas, Mindanao and Metro Manila will experience rains due to southwest monsoon, she added.

PAGASA said strong to gale force wind is expected to affect the eastern seaboards of Central Luzon, Southern Luzon and Visayas. - PNA

By George Friedman

Russian President Vladimir Putin arrived in Israel on June 25 for his first state visit since retaking the presidency. The visit was arranged in mid-May, and so at least part of the agenda was set, given events in Syria and Egypt. The interesting thing about Israel and Russia is that while they seem to be operating in the same areas of interest and their agendas seem disconnected, their interests are not always opposed. It is easy to identify places they both care about but more difficult to identify ways in which they connect. It is therefore difficult to identify the significance of the visit beyond that it happened.

An example is Azerbaijan. Russia is still a major weapons provider for Azerbaijan, but the Israelis are now selling it large amounts of weapons and appear to be using it as a base from which to observe and, according to rumors, possibly attack Iran. Russia, which supports Armenia, a country Azerbaijan fought a war with in the late 1980s and early 1990s and is technically still is at war with, ought to oppose Israel's action, particularly since it threatens Iran, which Russia does not want attacked. At the same time, Russia doesn't feel threatened by Israeli involvement in Azerbaijan, and Israel doesn't really care about Armenia. Both are there, both are involved and both think Azerbaijan is important, yet each operates in ways that ought to conflict but don't.
