Compostela Valley added another milestone achievement following its declaration by the Department of Health (DOH) as an "filariasis-free" province in the entire country.

This was learned during the opening Wednesday of the two-day 1st National Neglected Tropical Diseases (NTDs) Stakeholders Forum at the Apo View Hotel here.

The DOH info material said, “There are 12 million Filipinos expected to be at risk of getting infected with Lymphatic Filariasis. About 44 provinces are endemic of this disease including all provinces of Region XII, but Compostela Valley has succeeded in eliminating this disease.”

It said that Lymphatic Filariasis is only one of the six diseases classified as NTDs in the country. Others are Schistosomiasis, soil-transmitted Helminthiasis, food and waterborne diseases, Leprosy and Rabies.

"Filariasis is caused by filarial parasites transmitted from person to person through bites of infected mosquito. It can be eliminated when endemic communities take the drugs once a year until DOH could declare the community free of this disease,” the information material added.

Compostela Valley Governor Arturo Uy, who joined the panel of guests, said the secret of eliminating filariasis in his province is through full cooperation, collaboration and partnership among multi-agencies â€" from the provincial, municipal and down to the barangay level.

“We, as government officials, are ones mandated to implement programs like health. Unity plays a vital role here,” he told reporters.

Uy said that with the assistance of the DOH in combatting the problem on filariasis, their meager resources were substantially augmented.

However, he said that they have still a lot of work to do to combat other diseases like malaria and dengue that are observed to be taking their toll in the province. - pna

Declining rates in infant circumcision in the U.S. could add more than $4.4 billion in avoidable health costs for sexually transmitted infections, a new study suggests.

The decreasing rates are partly due to gaps in insurance coverage meaning that poorer families are choosing not to circumcise their sons because of costs.

In as many as 18 U.S. states, the Medicaid health program has reduced funding for the procedure, according to Dr. Aaron Tobian from Johns Hopkins University in Baltimore.

The rates of infant male circumcisions has dropped from 79 per cent in the 1970s to approximately 55 per cent today - a decline that has already cost the nation $2 billion, said researchers.

The health department of Houston, the largest city of the U.S. state of Texas, confirmed on Tuesday two more deaths of the West Nile virus, bringing the death toll in the Houston area to three.

According to local TV channel ABC13 reports, the health department did not give further details of the two deaths, only saying that a man lived in southwest Houston and died after contracting the virus on Aug. 17. Another victim of the virus was a female, who was the first person to contract the virus on June 27. She came from northeast Houston.

Houston reported its first death of the West Nile virus. A man from southwest Houston got the virus on Aug. 1 and subsequently died.

Currently, Houston has reported 13 West Nile virus cases, which is first identified in Uganda in 1937.

In a related development, Harris County, which is located in the U.S. state of Texas within the Houston area, on Tuesday announced a plan to use aerial spraying to control mosquitoes later Wednesday. The plan is to spray about 63,000 acres by air.

So far, Dallas County, the worst virus-hit area in the lone star state, has reported more than 200 cases of the West Nile virus, and at least 10 people have died.

In Texas, the state has reported 586 cases of such virus and 21 deaths related to the virus.

Meanwhile, reports reaching here from the U.S. state of Oklahoma said on Tuesday that the number of new West Nile virus cases in the state has increased by just four in the past week, and there have been 65 cases of the virus and three deaths due to the virus this year.

Since the beginning of this year, the United States has about 700 cases -- both confirmed and probable -- of the West Nile virus, including about 28 deaths.

The West Nile virus is a mosquito-borne illness that can lead to serious neurological disease in some cases, and its symptoms include sudden onset of fever, headache, nausea, dizziness and muscle weakness.

Commonly seen in temperate and tropical regions, the West Nile virus mainly infects birds, but is also known to infect human bodies mainly through mosquito bites. Scientists say about 80 percent of infections are symptomless. - PNA

Typhoon "Igme" (Tembin) continues to weaken as it moves at 320 km northeast of Basco, Batanes, with maximum sustained winds of 140 kph near the center and gustiness of up to 170 kph on Wednesday.

The Batanes group of islands remain under public storm signal no.1.

Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) Forecaster Aldczar Aurelio said "Igme" is expected to be out of the Philippine Area of Responsibility (PAR) on Thursday afternoon or Friday morning towards Taiwan.

He said the Batanes Group of Islands is expected to experience winds of 30 to 60 kph within the next 36 hours.

PAGASA said moderate to heavy rains of 10 to 25 millimeters per hour are expected to fall within Igme’s 550-km diameter, while the rest of Luzon particularly its western section, including Metro Manila, will likely experience “light to moderate rains” as the typhoon enhances the southwest monsoon.

Typhoon "Igme" is forecast to be 330 km north northeast of Basco, Batanes by Thursday morning, and 400 km north northwest of the Basco, Batanes by Friday morning.

Meanwhile. Aurelio said another typhoon with international name "Bolaven", is expected to enter the PAR on Thursday evening or Friday morning but will not merge with typhoon Igme while it is still in the country.

"Bolaven" was moving closer and was located at 1,600 km east of extreme Northern Luzon (19.1°N 139.5°E).

Aurelio added that once Bolaven is inside the PAR, it will be locally named as "Julian," the 10th tropical cyclone to enter the country this year.

He said chances of a “Fujiwhara effect” or in layman’s term “dumbbell effect” which means the interaction between the two cyclones, occurring inside the Philippine territory “are slim since their distances are too far from each other to interact.”

The Fujiwhara effect is characterized by two cyclones orbiting each other.

“Sa ngayon maliit ang tsansa magsama yung dalawang bagyo but still monitoring. Dahil pagpasok ni Bolaven ito naman ang paglabas ng bansa ni Igme. Kaya dumbbell ang tinawag natin pagbinuhat pataas ang dumbbell na may dalawang bakal sa tagiliran parehas ang galaw nito ganun din itong Fujiwhara effect sabay sila sa pagkilos,” Aurelio explained.

Aurelio said that Bolaven or Julian is moving towards Luzon its path goes towards Japan.

In its advisory, PAGASA said Batanes will be rainy with gusty winds and rough to very rough coastal waters.

The rest of northern Luzon, western areas of central and southern Luzon, and Panay will be mostly cloudy with scattered rain and thunderstorms.

The rest of the country, meanwhile, will see partly cloudy to cloudy skies with isolated rain or thunderstorms.

Metro Manila, Legazpi, Puerto Princesa, Cebu, Tacloban, Cagayan de Oro, Davao and Zamboanga will experience partly cloudy to at times cloudy skies. These areas will also have isolated rain and thunderstorms throughout the day.

Meanwhile, Tuguegarao, Laoag, Baguio, Olongapo, Angeles, Tagaytay, Iloilo, and Bacolod will have mostly cloudy skies with scattered rain and thunderstorms.

Winds will come from the northwest to west over northern Luzon, while the rest of the country will experience winds from the southwest.

A team of eight divers resumed Wednesday morning their efforts to retrieve the bodies of the pilot and co-pilot who died along with Interior Secretary Jesse Robredo when the Piper Seneca plane they were riding crashed off Masbate last Saturday.

Major Gen. Eduardo Del Rosario, Southern Luzon Command chief, said the team resumed their retrieval operations at around 10 a.m. and is expected to have recovered the pilots' bodies this afternoon.

A halt was ordered on Tuesday's diving operations for Capt. Jessup Bahinting and Nepalese co-pilot Kshitiz Chand after a German volunteer diver, Danny Brumbach, 31, suffered a bout of decompression sickness after making a very rapid ascend Tuesday afternoon.

"He is now 95 percent recovered and that.. accident is what we generally term as decompression sickness," Del Rosario earlier said. - PNA

United States stocks ended lower on Tuesday, erasing early session gains, as investors were not motivated enough to push major indexes a step higher around their multi-year highs.

When the market closed, the Dow Jones Industrial Average lost 68.06 points, or 0.51 percent, to close at 13,203.58.

The Standard & Poor's 500-stock Index dropped 4.96 points, or 0.35 percent, to settle at 1,413.17 after the broader index struck the highest level since May 19, 2008.

The Nasdaq Composite Index gave up 8.95 points, or 0.29 percent, to end at 3,067.26. In the earlier session, the tech-heavy average also touched a new intraday high since December 2000. The early day rally came as expectations for further stimulus from central banks continued to boost sentiment.

The U.S. Federal Reserve started a two-day meeting on Tuesday, refueling hopes for another round of quantitative easing.

Investors were awaiting the release of the Fed's minutes from its last policy meeting that ended on Aug. 1, trying to figure out if more central bankers were supportive of more easing.

There's also a lot of monetary-easing chatter going around, betting the Fed Chairman Ben Bernanke may talk about monetary stimulus options at a conference in Jackson Hole, Wyoming, at the end of this month.

In Europe, Greek Prime Minister Antonis Samaras will meet euro-zone officials late this week, trying to secure more funding from the European Union, International Monetary Fund and ECB.

German Chancellor Angela Merkel will also meet with French President Francois Hollande for a working dinner on Thursday.

It is well expected that the ECB would decide to intervene bond markets of European countries, helping to push down borrowing costs.

Financials were the only one ending higher among ten S&P 500 big-cap sectors, while technology and telecom lagged.

Apple retreated on Tuesday, after ending at a new historic high and officially became the most valuable companies in the U.S. history in the previous session, as its shares were hit by a rare downgrade.

Shares of Apple tumbled and fell 1.4 percent after Oracle Investment Research cut its rating on the iPhone maker to "hold" from "buy."

he Department of Agriculture (DA) is now conducting an advance research into the use of biocontrol agents to help extend the shelf life of mangoes and pest control methods for stored grains.

Rex Bingabing, executive director of the DA-Philippine Center for Postharvest Development and Mechanization (PhilMech), said scientists have discovered that certain kinds of antagonistic bacteria and fungus can fight bacteria, which cause rot in mangoes.

“If we can lessen or eliminate the use of chemicals to fight the bacteria that cause rot in fruits or infests stored grains, consumers will greatly benefit because that will mean increased food safety for them,” Bingabing said.

The PhilMech chief also noted that the Philippines has an abundance of flora where the natural active ingredients for biopesticides can be sourced.

For mangoes, PhilMech researchers combined the use of a biocontrol agent and hot water treatment to reduce stem-rot and anthracnose infection on mangoes.

Mangoes for the export market usually undergo hot water treatment to fight fungi that cause stem-rot and anthracnose infection. Mangoes can also be sprayed with chemical fungicide before undergoing hot water treatment.

Based on PhilMech trials, combining hot water treatment with the use of a biocontrol agent reduced stem-end rot and anthracnose infection of mango samples by an average of 80 percent to 90 percent.

“Traditional hot water treatment can only reduce stem-end rot and anthracnose infection in mangoes by an average of 60 percent to 90 percent,” the official said.

Bingabing said that PhilMech will conduct further testing on the combined treatment for mangoes before it could be commercialized.

Meanwhile, a separate ongoing research showed that certain Philippine native plants have natural active ingredients that can be used as biopesticides against pests infesting stored grains, particularly rice and corn.

Preliminary investigation showed a reduction of fungal and insecticidal activities when extracts from native plants Bituon, Bangbangsit , Anobrang, Hagonoy and Bayating were tested on stored grains.

Stored grains, particularly rice and corn, are usually sprayed with chemical pesticide which, however, presents some health concerns.

PhilMech is one of the government agencies that have taken an active role in developing organic or natural solutions for the country’s agriculture sector.

“One of Agriculture Secretary Proceso Alcala’s vision for the Philippine agriculture sector is to reduce chemical use, and PhilMech’s researchers have made modest strides in developing biocontrol agents which will greatly help both farmers and agribusiness entrepreneurs,” Bingabing said.

The agency has already discovered the biocontrol agent to fight the dreaded banana crown rot, and validated that the humble trichoderma can be used to reduce the spread of aflatoxinin harvested corn. Aflatoxin is a known carcinogenic.

The Philippine sugar industry is now calling for more government support in efforts to cushion the impact of the ASEAN Free Trade Area (AFTA) which will be fully implemented in 2015.

In a statement, the Sugar Masterplan Foundation (SMF) said stakeholders are well aware of the changing global market conditions for sugar products, especially with the advent of free trade agreements.

However, the group said as preparations are being implemented to cushion the impact of AFTA, the distortions in the domestic market situation might hamper and even derail these initiatives.

SRA is mandated to provide sugar for the domestic market, coupled with the goal of improving the income of the small farmers are, in itself, daunting tasks even with the participation of the private sector.

“The economic contributions of this sector are of primary concern. Preparing for the forthcoming AFTA adds to the burden,” SMF said.

“The country’s sugar industry has been on a ‘sariling sikap’ mode,” it added.

SMF said that infrastructure support such as farm to mill roads and technical assistance especially with regards to the changing weather patterns would be most welcome.

It added that support for the research and development of farm machineries such as cane harvesters and loaders would impact on the profitability of the farms.

“Difficult as it may seem, the industry is moving forward via a very strong partnership between the SRA and the private sector,” SMF said.

At present, the sugar industry contributes about P70 billion to the country’s gross domestic product and another P2 billion to the national treasury in value added taxes.

Sugarcane is a primary source of fuel ethanol, a potent replacement for the expensive oil imports. Also, the sugar factories are being eyed to contribute to the energy self sufficiency program through the use of biomass and waste from the milling process.

Based on records, there are some 60,000 farmers planting sugarcane in about 420,000 hectares all over the country.

Farms with areas of less than 10 hectares comprise 88 percent of the total; while those with areas of 5 hectares or below represent 79 percent of all farms. The very small farm sizes are the result of the implementation of the Comprehensive Agrarian Reform Program (CARP).

But despite the small sizes of sugarcane areas, SMF said that efforts at developing the local industry are now on stream to help meet the challenges despite the meager resources.

“The small farms are being encouraged to form groups or blocks of 50 hectares each to consolidate operations and share support services,” SMF said.

The local district development councils (MDDC) are also being strengthened to serve as channels of information dissemination and vehicles for development initiatives whether local or national. Independently, farmers and factories are investing in their respective operations with strong optimism on the near future of the sugarcaneindustry.

Meanwhile, the 26 mills and refineries expressed support to these small farmers by providing safety nets to mitigate the expected entry of sugar from Thailand by 2015.

Thailand is expected to be the major source of sugar with the full implementation of AFTA.

“They will be coming in with a big advantage, thanks to the Thai government subsidies. Supplementary payments to Thai farmers practically assure profits at the farms,” SMF said.

Compared with the Philippines, the “friendly” financial assistance packages from Thai government-owned banks are almost on a “pay when able” basis, which allows the Southest Asian nation to reschedule and restructure loans of the industrial sector to suit the needs of the processors in times of difficulties.

An umbrella finance unit of the Department of Agriculture (DA) said it has released almost half a billion worth of loans to marginalized farmers and fisherfolk in the first six months of the year.

In a statement, Jovita Corpuz, executive director of the Agricultural Credit Policy Council (ACPC), said some P452.4 million loans under the Agro-Industry Modernization Credit and Financing Program (AMCFP) have been released, which benefitted 10,288 agri-fishery borrowers across the country.

The agri-fishery financing programs that have been funded through the AMCFP include the Cooperative Banks Agri-Lending Program (CBAP), the Agri-Microfinance Program (AMP), the Cooperatives Agri-Lending Program (CALP), and the the Sikat Saka Program.

In the first half of 2012, the CBAP released the biggest amount of loans with a total of P400.9 million. This amount was able to finance the agri-fishery projects of 6,291 farmers and fisherfolk.

The CBAP is a program that provides funding support to eligible cooperative banks in the form of special time deposits (STD). The program was implemented in September 2011.

CBAP funds are used by participating cooperative banks to expand their small farm and fishing loan portfolio. CBAP loans for agricultural production or microfinance bear interest rates that do not exceed 15 percent per annum.

Meanwhile, the AMP, which is a joint program of the DA-ACPC with the People’s Credit and Finance Corporation (PCFC), was able to release P45.6 million to 3,808 farmers and fisherfolk in the first semester of 2012.

Through the AMP, accredited microfinance institutions (MFIs) of the PCFC provide agri-micro loans to individual borrowers coming from small farm and/or fishing households. The program also gives priority to areas hit by natural calamities.

For its part, the CALP, a joint program between ACPC and the Development Bank of the Philippines (DBP), released P4.7 million in loans to 159 farmers and fishers in the first semester of 2012.

Launched in June of 2011, the CALP provides a revolving credit line for cooperatives for the purpose of strengthening their lending services for their farmer and fisherfolk-members.

The Sikat Saka Program implemented jointly by the DA and the Land Bank of the Philippines (LBP) released P1.25 million loans to 30 rice farmers in the first semester of 2012.

The Sikat Saka Program was set up in January 2012 for lending to small palay farmers in support to the DA’s Food Staples Sufficiency Program (FSSP). It also provides a window that makes direct access to credit with the Land Bank of the Philippines available to rice farmers who are members of irrigator’s associations (IA).

Under this scheme, farmers will enjoy an interest rate of only 15 percent per annum for the first two cycles. For succeeding cycles, the interest may further go down by one percent per cycle provided the borrower consistently repays on time. The priority provinces of the Sikat Saka Program are Isabela, Nueva Ecija, Iloilo and North Cotabato.

Created by the Agriculture and Fisheries Modernization Act (RA 8435) and implemented since 2003, the AMCFP has already cumulatively generated P1.361 billion loans for 84,164 farmer and fisherfolk borrowers as of the first semester of 2012.

Corpuz said they expect lending under the AMCFP to peak in the second semester of 2012 as they adjust the program guidelines with guidance from the ACPC Governing Council.

A majority of U.S. voters in important swing states say they are not better off than they were four years ago, according to poll results released on Monday, as Republican and Democratic parties are gearing up for their national conventions to nominate their presidential candidates.

According to a USA Today/Gallup Swing States poll, 56 percent of respondents in swing states said they were not better off than President Barack Obama first took office. That included 50 percent of independent voters in the swing states, in addition to 36 percent of Democrats and 84 percent of Republicans saying they are not better off. About 40 percent of voters in swing states say they are better off.

The question is relevant in 2012 as Obama seeks a second term as president with the economy still struggling to recover from the 2008-2009 recession. The fact that the majority of voters in the crucial states that will decide the election believe they are not better off is a challenge for the Obama campaign.

However, it is possible that voters may cut Obama some slack on the economy, given that he took office during one of the worst economic downturns in U.S. history. The poll finds that voters do not widely blame Obama for their circumstances. Twenty percent of swing-state voters say they are not better off and blame Obama alone. Another 15 percent are not better off and blame Obama but also blame former president George W. Bush. And 21 percent do not blame Obama, including 7 percent who believe Bush alone is responsible.

In a sign swing-state voters haven't made up their minds about who they'll elect in the coming election, the poll finds they are not convinced they would be better off in four years under Mitt Romney, Obama's Republican challenger. Forty four percent predict they would be better off four years from now if Romney wins and 49 percent say they would not be better off. Those figures are roughly the same when voters are asked to predict their situation in four years if Obama is reelected -- 42 percent say they would be better off and 52 percent say they would not be.

The poll was conducted Aug. 6-13 with a sample of 970 registered voters in swing states including Colorado, Florida, Iowa, Michigan, Nevada, New Hampshire, New Mexico, North Carolina, Ohio, Pennsylvania, Virginia, and Wisconsin. It has a sampling error of 4 percentage points.

World Daily News / Warning on African Swine Fever
August 22, 2012, 08:09:40 AM
by pna

The United Nations warned Tuesday that African swine fever (ASF), a pig disease, has established a firm foothold in the Caucasus region and poses an ongoing risk to neighboring areas, though control measures appear to have temporarily halted the disease's spread.

The UN warning came following the first-ever detection of the disease in Ukraine.

"National and local authorities in the entire region should scale up their prevention measures and be ready to respond in case of further outbreaks," the chief veterinary officer of the UN Food and Agriculture Organization (FAO), Juan Lubroth, said in a news release.

In addition to some other parts of Ukraine, nearby countries like Moldova, Kazakhstan and Latvia, which have large pig populations raised on household or family farms, and often with reportedly weak bio-security measures, are also now at high risk of the disease's introduction, according to FAO.

ASF does not affect humans, but mortalities in domestic pigs can be extremely high. In 2011, up to 300,000 pigs died or were culled as a result of ASF outbreaks in Russia, incurring an estimated 240 million U.S. dollars in economic losses.

Lubroth noted that Ukraine has responded quickly, implementing sanitary measures, destroying affected pigs and imposing a quarantine zone around the village where the outbreaks occurred.

Most importantly, he added, Ukraine has paid farmers compensation for pigs that were slaughtered and properly disposed of, so that poor families that depend on pig-raising for food and income are not left ruined by the loss of their pigs.

All countries at risk should stand ready to detect any ASF outbreaks as soon as they occur and respond in a similarly proactive fashion, according to FAO.

U.S. President Barack Obama on Tuesday offered his condolences to Ethiopia for the death of Prime Minister Meles Zenawi and hailed his contribution to the East African country.

"It was with sadness that I learned of the passing of Prime Minister Meles Zenawi of Ethiopia," Obama said in a statement released by the White House. "Prime Minister Meles deserves recognition for his lifelong contribution to Ethiopia's development, particularly his unyielding commitment to Ethiopia's poor."

Zenawi, 57, died on Monday night due to a sudden infection when he was recovering in a hospital abroad, Ethiopian state TV reported on Tuesday.

While offering his condolences, Obama reaffirmed the U.S. commitment to the partnership with Ethiopia.

"Going forward, we encourage the Government of Ethiopia to enhance its support for development, democracy, regional stability and security, human rights, and prosperity for its people," he said.

The Philippines is projected to have the world’s sixth fastest growing economy in the next 40 years, according to Knight-Frank and Citi Private Bank’s 2012 Wealth Report. The report predicted that the Philippines will have an average yearly gross domestic product growth of 7.3 percent from 2010 to 2050.

The country will surpass Mongolia at 6.9 percent, Indonesia’s 6.8 percent, Sri Lanka’s 6.6 percent and Egypt’s 6.4 percent.

Nigeria topped the Wealth Report ranking with a GDP growth of 8.5 percent, followed by India at 8 percent, Iraq at 7.7 percent, Bangladesh at 7.5 percent and Vietnam at 7.5 percent.

“Citi research shows that while China and India are likely to grow rapidly over the next 40 years, there are other key countries with promising chances for growth that do not necessarily match the traditional assumptions about where future growth will emanate from,” said Grainne Gilmore, Knight Frank’s head of UK Residential Research.

Thus, instead of including Brazil and Russia on its list of Global Growth Generators (3G), “Citi include[d] countries such as Bangladesh, Egypt, Indonesia, Iraq, Mongolia, Nigeria, Philippines, Sri Lanka and Vietnam on this list,” the head researcher said.

AIKA ROBREDO (daughter of Jesse Robredo):

Now that I know what the Ramon Magsaysay Award is all about, I feel truly blessed that I happen to be his daughter. I was born exactly six days before he was first elected mayor and I spent the first 10 years of my life with him at City Hall.

If there was one thing that convinced me that he is truly deserving of the award, it is this: He has never made me feel I was different from others just because he is my father. As he goes about serving others, I have never been left wanting for his time and attention. He eats lunch and dinner with us seven days a week, even if it means he has to take two or three more meals because he has to attend a constituent’s wedding or birthday reception. No occasion is too trivial for him. He is there for us not only during PTA meetings or piano or ballet recitals, but even when my math homework gets a little too difficult.

It’s not exactly an inquisition but 159 members of the Ateneo de Manila University faculty may face investigation for heresy, and sackedâ€"not excommunicatedâ€"if found guilty.

Bishop Leandro Medroso, in an interview over Church-run Radio Veritas Monday, called for an investigation of the Ateneo faculty members who signed a statement declaring support for the controversial reproductive health (RH) bill being pushed by the Aquino administration in Congress.

Medroso, the permanent council member of the Catholic Bishops’ Conference of the Philippines (CBCP) and chairman of the Episcopal Commission on Canon Law, said the university should make sure that the teachers who endorsed House Bill No. 4244 were not teaching concepts against Church laws.

What made them unique are their songs. Two new owl species have been discovered in the Philippines, after bird scientists analyzed recordings of them singing in the wild.

"When we first heard the songs of both owls, we were amazed because they were so distinctly different that we realized they were new species," said zoologist Pamela Rasmussen, the lead author of the scientific paper announcing the findings.

"The owls don't learn their songs, which are genetically programmed in their DNA and are used to attract mates or defend their territory; so if they're very different, they must be new species," she added (listen here to Philippine Hawk Owls).

One of the new species, the Camiguin Hawk Owl, often sing in duet while facing each other, with a distinct growling tone instead of the high-pitched melodious song usually associated with birds. The other new species is the Cebu Hawk Owl, of which there has been only one specimen sighted.

Reputed to be a center of global biodiversity, the Philippines is home to nearly 200 endemic bird species, or birds found only in the archipelago.

"More than 15 years ago, we realized that new subspecies of Ninox hawk-owls existed in the Philippines," said Rasmussen. "But it wasn't until last year that we obtained enough recordings that we could confirm that they were not just subspecies, but two new species of owls.”

Philippine Long Distance Telephone Company (PLDT) announced yesterday that it is looking to upgrade its domestic fibre-optic network (DFON) as it looks to boost the fortunes of the country’s Business Process Outsourcing (BPO) and Offshoring and Outsourcing (O&O) industries. PLDT president and CEO Napoleon L Nazareno says the telco is looking to build on its position of owning the ‘largest network capacity of any provider in the country’, noting that the upgrade to 100G technology will put the Philippines on a par with Japan, South Korea, Australia and Singapore. ‘Our upgrade to advanced optical technologies will add significant bandwidth scalability and intelligence to PLDT’s current network infrastructure allowing us to offer 40G and 100G-based services to meet forecast demand in high speed connectivity,’ Nazareno said. Meanwhile, PLDT vice president Eric R Alberto added: ‘PLDT’s accelerated core network modernisation expansion in the ‘Next Wave’ cities such as Iloilo, Batangas, and Baguio City, will allow them to compete in the global market.’

As reported by TeleGeography’s CommsUpdate, last month PLDT signed a PHP1.3 billion (USD30.9 million) contract with Ciena Corporation to upgrade the carrier’s fibre-optic infrastructure with 100 gigabit technology â€" a first for the Philippines. At the time, Napoleon Nazareno said the upgrade would allow the firm to offer next generation services such as fibre-to-the-home (FTTH), amongst other advanced services. PLDT expects to complete the upgrade in November 2012. - Source:http://www.telegeography.com/products/commsupdate/articles/2012/08/10/pldt-to-improve-dfon-to-benefit-bpo-sector/

The Information and Communication Technology Office is targeting the United Kingdom and Australia to grow the local business process outsourcing (BPO) sector, an official said here earlier this month.

"Although we are number one in call centers, we have been actually trailing behind India in attracting the UK and Australian market and we want to surpass them (India)," Alejandro P. Melchor III, deputy executive director of the ICT Office, told journalists at the sidelines of a gathering of industry stakeholders.

He said the country is on track in terms of achieving the target to raise annual BPO revenues to $25 million by 2016 from the current $11 million.

"We’re doing very well this year, based on indications. We want to stretch our lead as the top in the world market. We have seen good indicators during the first half of 2012," Mr. Melchor said. - by bworldonline.com

Mary Ann Joy A. Lunasco, project officer of the Philippine Chamber of Commerce and Industry-Mindanao (PCCI-Mindanao), said the launching of the Mindanao Trade Policy Center (MTPC) will be the highlight of the forum on ASEAN (Association of Southeast Asian Nations) Regional Integration.

"The MTPC will serve as the policy center for Mindanao business chambers," Ms. Lunasco said in a telephone interview.

"It will facilitate the advocacy programs that Mindanao chambers are channeling to the government [sic] for possible intervention."

THE CURRENT excise tax structure on alcohol and tobacco must be overhauled as it has led to foregone government revenues totaling P32.4 billion in the last five years, data from the Finance and Health departments showed.

A total of P19.5 billion was foregone in the taxation of tobacco in the years 2006-2010. This could have been used to fund public health care, such as pay of 203,125 registered nurses; premium subsidy for the health insurance of 8 million indigent families; influenza and pneumonia vaccines for 11 million senior citizens; rotavirus vaccines for 29 million children; and various vaccines for 9 million children.

Meanwhile, P12.9 billion was foregone in the taxation of alcohol from 2006 to 2010. This could have financed the pay of 134,375 registered nurses; premium subsidy for the health insurance of 5.4 million indigent families; influenza and pneumonia vaccines for 7.5 million senior citizens; rotavirus vaccines for 19.2 million children; and various vaccines for 6.2 million children.

Foreign diver Matthew Reed of Evolution Resort from Malapasqua Island in Cebu found debris at the crash site of the Piper Seneca plane carrying Interior and Local Government Secretary Jesse Robredo and two pilots in the waters off Masbate City last Saturday afternoon.

”Matt of Evolution Dives Cebu reports dispersed debris found 180-210 feet, roughly 2.5 km from shore,” Roxas said in his Twitter account.

Roxas said Reed videoed the debris which are now being analyzed by the government search and rescue operations group.

He said the four-man technical divers of the Philippine Navy confirmed the debris in the same area as mentioned by the foreign diver.

”Four-man navy tech divers just returned too. They confirmed debris field in same area as Matt + 30 feet. Glass pieces of cockpit. They marked it,” Roxas said. - pna

In a world that is slowly but surely turning away from books and getting
glued to monitors or television screens, the importance of developing a
passion for reading cannot be overlooked
. Reading is a habit and should be
established when the child is relatively young. What can you do to foster
this habit?

Enroll your child for reading classes:
There are many well structured after school reading classes that aim to
draw the children to books. They help kids with diction, idioms and
phrases. For young children, these classes can be fun with animated
characters and pictures. Illustrated picture books, rhymes, silly songs
and pretend stories all attract the young child. Use creativity to capture
the child's vivid imagination.

Pique your child's interest:
If your child has a favorite character, pick a series of books that
features this character. For my son, it was Spiderman. Thanks to friendly
neighborhood spidey, my son latched on to comics fairly early in his
childhood.

Build a home-library:
A skill like reading cannot be learnt in isolation. Do not leave all the
hard work to the after school program. Pick up books that you think your
child will like. The Internet is also a rich resource of reading games
that will attract little children to the fine art of reading.

Several studies are expressing a growing concern that after school
programs are pressurizing kids to do too much too soon
. They point out
that when a child's afternoon is filled with classes, trips, sports and
other forms of organized activities, kids do not really get the time to be
just kids. They are even being deprived of the cherished family time.

Undoubtedly, there are children who are being burdened with a schedule
that places too much demand on their time. This leads to increased levels
of stress on the child and the family. As regular studies cannot be
ignored, children are almost always on the run to achieve more. Such
children are really bearing a burden that is too heavy for their frail
little shoulders.

In an ideal world, all children would go home directly after school to
loving and caring parents who are waiting for the children to come home.
But the social and economic realities show that many children have to
attend after school courses because there is no one available at home. For
such children, these classes are a boon.

Parents should however restrain themselves from reading too much into
these activities. After school programs are complimentary in nature. They
give additional support. Therefore, their importance should also be
limited.

Family & Parenting / How to Keep Children Motivated
August 20, 2012, 03:57:25 PM
by plr

Keeping children motivated

Initial enthusiasm in after school activities tends to wane after the
first excitement is over. This is but natural. The trick is to keep up the
hard work even after this. How do you keep your child motivated? This is
of particular importance when the child goes in for educational after
school programs.

Make the career-academics connection early on:
Let your child understand how important studies are. Let him know that
an excellent career is wholly dependent on wholesome learning. To develop
his interest in studies, plan family activities that are connected with
his studies. Emphasize the real-world connection to academics whenever
possible.

Set goals:
Let your child know, through example, that hard work will be rewarded. If
your child believes that achievement is a natural by-product of effort, he
is more likely to put in hard work. Such children are also less likely to
drop out of programs and college at a later stage.

Reward success:
When a child achieves something, it is necessary to praise his hard work.
Positive reinforcements enhance confidence and increase self-esteem.
Conversely, beware of criticism. It can ruin the frail ego of children and
play havoc with their minds.

How to find after school activities

Start off by making enquiries. Nothing can beat the power of information.
Approach the school authorities first. Find out if they are offering any
after school activities. Get a list of the various classes that are
available in your school. In case the school does not provide any
extracurricular activities for the child, approach your neighbors. Collect
information about any after school programs, the quality of the courses
taught and the timings etc. Also, check out some of the community
resources. These may include places of worship, community centers,
Museums, libraries, the YMCA, The Boys and Girls Club etc.

After you have colleted all the necessary information, discuss the various
options with your child. Find out what his interests are. The best way to
find out what is most suitable is to ask your child. When little children
are too small, you cannot completely rely on their feedback. In this case,
monitor the development of the child on a regular basis. If the child
shows excessive resistance to an activity, it may be necessary to look for
other options. Always consider your family's schedule when planning the
extracurricular activities. If it is difficult for you to chauffeur your
child, you may want to employ tutors at home or conduct some activity at
home itself.

How much is too much?

Should your child go for the football practice 5 days a week?  Are 3 days
enough? It is common for parents to be a little confused when it comes to
deciding how much is too much with reference to after school activities.
They argue that since most of the activities are fun (as different from
studies), children will simply lap up these classes. But, too much of fun
can also make a child sick. Here is a simple guide that will help you
decide how much is too much for your child.

Kindergarten:
Your child is just beginning to learn to interact and get used to
discipline. His or her after-school life should be simple and carefree.
One or two classes per week are enough at the beginning. Once the child
settles down, look for more challenging activities like a music program.

Grade 1:
One or two activities per week, play dates and playground visits are
recommended. Avoid competitive sports activities. The child is still too
young to have to worry about winning and losing. After the rigors of a
full day at school, he or she needs a healthy outlet for pent up energy.
Physical activities and noncompetitive sports are best for this age.

Grade 2:
Your child is old enough to voice opinions on what activities he or she
wants. Sports, skating, swimming or computers - steer him towards things
he likes. Many children begin lessons on a musical instrument around this
age. But, allow your child some 'alone time' during which he can unwind
and just do whatever he wishes.

Grade 3:
Socialization begins to take center stage. Team sports are a good choice.
Developing motor skills, painting, drawing etc are good too. Let the child
explore areas of interests. But leave aside enough time for the family and
for fun activities.

Grade 4:
At this age, the child will tell you what he likes. He needs to get
involved in activities that will boost his confidence. This will also help
him manage stress as this is the time when social pressure is beginning to
build. But, beware of the homework demon. Your child needs more time with
his studies. Balancing his schoolwork with other activities is very
important.

Grade 5:
The fifth grader is bubbling with energy and will want to do just
about everything. But she or he may conveniently push studies to the
background. So, close supervision is needed. Keep one or two days free for
family time and other activities. Now is a great time to get your child
interested in community service.

Middle school:
Steer him away from TV. Get him engaged in activities that reinforce
learning. Academic performance can be improved by encouraging your preteen
to join clubs like the Girl/Boy Scouts program, language clubs, chess
clubs etc. As a thumb rule, 16-20 hours a week of extra activity should be
more than enough. But look out for signs of burnout.

What you select for your child and how long he should work at it is
basically decided by the child's temperament. As a parent, you should
closely observe your child and base your decisions on feedback
from the
child himself.

Effective after school activities

When there are so many activities on offer, and each one looks as good as
the next, how do you gauge the worth and effectiveness of these
activities? Sure, you want an activity that junior enjoys. But, we really
cannot afford to waste time on pleasure for pleasure's sake, do we? There
needs to be a grain of gold somewhere in there. Given below is a list of
characteristics that any good after school activity must possess
.

Clarity in objectives and goals is the first important thing. What does
the course offer? How does it propose to achieve the results? How many
kids make up a batch? Ask questions. After all, when you are dishing out
the dough, you really need to understand what you are getting in return.

A good after school activity will provide lots of opportunities for the
young to increase their level of understanding of complex concepts. This
is true of recreational activities too. Learning to pitch a ball, or dance
to a tune - regardless of the activity involved, the child should be
encouraged to grapple with and conquer new concepts. This not only keeps
boredom at bay by challenging the child, but also builds up his
self-confidence. Development of academic, personal and social skills is
one of the prime aims of an after school activity. As the skills develop,
the child's self-esteem also increases.

After school activities are all about boosting a child's sense of
competence. Good and effective after school activities promotes the
resilience of youth and encourages them to grow stronger, be it mentally,
emotionally or physically.

Safety is one of the first requirements of an after school activity. The
staff should be qualified, adequate and alert. Never put your child in a
program where safety is a matter of accident instead of a matter of
priority. The staff should be friendly and should have a positive
relationship with the child. Therefore, the program should have
professional and trained staff that loves to interact with children. The
program should maintain a cooperative and supportive attitude and a
structured environment. Participation and collaboration as opposed to
competition and antagonism must be encouraged.

Some programs involve the children in planning activities and making
decisions. Adults often forget to get the opinion of their children. By
giving the children an opportunity to voice their opinion, programs become
fun activities that children are motivated to participate in. Young people
thrive when they are listened to, respected and allowed to contribute
their mite.

Routine evaluations are an important part of after school programs. If the
child does not benefit from a class, don't waste time being
over-optimistic. Try something new.

You are now ready to look for the perfect after school activity for your
child. But don't let us forget that having fun is also an important part
of growing up. The child deserves a few hours of pure delight. Remember,
all work and no play.

Developmental after school programs

As a child grows into an adult, different aspects of his physical,
emotional and mental self needs development. To help a child reach his
full potential
, it is necessary to recognize the child's developmental
needs and abilities. To be effective, after school programs should assist
children with tasks they must accomplish during each stage of development.

A child's growth curve can be divided into three main parts:
1) Young child (ages 3-5)
2) Middle school (ages 6-8)
3) Older school (ages 9-12)

The four important domains of development are: The Physical Domain, the
Social Domain, the Emotional Domain and the Intellectual Domain. Each of
these domains needs to be separately addressed during the various phases
of a child's growth. After school programs should concentrate on
developing each domain as applicable to the age of the child. Although the
children participating in these programs may have similar developmental
needs and age, do not expect development to be uniform. Children will
develop as and when they are ready.

Physical Domain:
When children are young, they want to perfect skills that they have just
learnt to control. A variety of movements such as jumping, catching and
throwing delight them. The middle school child, on the other hand, wants
to learn more complex skills and get involved in team sports. This is also
the best time to learn about rules and discipline in sport. The older
school child is ready for more adult-like activities that need greater
structure and discipline, like dancing, gymnastics, music classes etc.

Social Domain:
Young children are observing others and will be interested in games where
they play the roles of family members. They develop short-term friendships
and need an adult's presence to assure them. The middle school child is
intrigued by society and will love trips to factories, public buildings
etc. They want to know the 'how' and 'why' of things. The older school
child is ready to learn about different cultures, food and customs. They
want to do some amount of social work too.

Intellectual Domain:
Young school children will practice what they are learning. Middle school
children want to learn more skills and will show interest in reading,
drama and problem solving. The older school children are ready to research
and probe. They enjoy getting a puzzle and pondering over it.

Any after school program needs to address the interests of the child depending
on the category he belongs to. Knowing the children in your program and
appreciating their needs and interests will help staff to plan and
structure programs that are most useful to that group.

Why does Lisa grumble when it is time for her to go for her piano lessons?
How come Johnny abhors the sight of his skates now? After all, these
children were very enthusiastic about the programs when they started off.
What happened? Parents are often confused by the disturbing and often
incongruous signals they receive from their children. One day the kids are
excited about the new theatre class and in just a few short weeks they
wail and moan when it's time to go.

The first thing a family should do when a child begins resisting a
previously loved activity is to listen and investigate. Do not jump into
conclusions. A little bit of intelligent sleuthing is required. Ask your
child what he or she does in the class. Find out what exactly is the cause
of the problem. Then ask the teachers the same questions. Compare notes.
You may stumble on some important clues. Usually, children start out on an
activity thinking it's all fun. But when they realize that they cannot
just hang out and that they need to follow rules etc, they begin to
resist. Your child may feel stifled if the program is too structured. If
the discipline is too rigorous or the activity too painful (like a karate
class) some children balk.  Use your own instincts. Does the program feel
like fun? Would you want to attend it yourself? Are they offering enough
motivation to keep the child interested?

The teacher-to-child ratio is also an important factor. Children need
attention. If the number of teachers is just enough to handle a class, it
is possible that your child is not receiving enough attention. State
recommendations usually specify that there must be 1 teacher for 15
children.

Children try to avoid problems they cannot solve. If there are no
perceivable problems with the class and the teachers, perhaps you need to
have a chat with your child. If your judgment says that the place is good
and the activity engaging enough, then it's time to work with your child.
More often than not, social pressures may be at work here. Does your child
have friends there? If she is lonely or miserable because of the lack of
friends, help her find a friend. If she finds a friend, she will get more
involved in the activities

If your best efforts do not pay off, and your child still resists that
fantastic guitar classes, then it's time to let go. Shift your child to
some other program. If he or she still retains interest in guitars, you
can take it up after a few months. Never force the child, especially when
it comes to extra-curricular activities. Since they are 'extra', they must
bring in extra happiness and extra enthusiasm too.

Benefits of a good after school program

Children grow up in a society that demands expertise in everything. You
really cannot sit back and decide that learning from textbooks is enough
for the overall development of your child. It's the age of specialization
and your child cannot afford to miss out on this window of opportunity.
So, scour your locality for the most advantageous programs and enroll them
for the ones you think are the best.

After school programs are basically designed to develop a talent or a
skill that is ignored by regular schools. These programs could be
educational or recreational in nature. Whatever type they are, they
basically aim to keep the child active and interested.

The most important advantage of a good after school program is that it
widens your child's area of interests. He or she is introduced to new
things, sometimes interesting, sometimes challenging. Mastering a new art
form or a new skill increases the child's self-esteem. It also allows you
to introduce your child to new career options. A child attending a music
class may decide that she likes it so much that she wants to make a career
out of it in the long run.

Socialization is another great advantage of after school programs.
Children get to meet others who share their interests and make new
friendships. An acting class or a soccer class can be lots of fun. Many of
these programs coach children for performances or matches. Performing on
stage or playing a match can be a great experience for a young child.

After school programs keep your teenager busy. He or she thus has some
amount of protection from destructive habits like drugs and alcohol.
Surveys indicate that children who are kept busy through diverse absorbing
activities are less prone to abuse, depression and burnout. Significant
increase in achievement and attendance and a reduction in drop out rates
are other advantages of a good after school programs.

Most after school programs have children interacting with one or more
adult. This allows them to benefit from positive relationships with
adults. Children often find it difficult to confide in parents and
teachers, but may open up with other adults.

Many children are put into recreational after school programs so that they
reduce weight and remain healthy. A newly emerging trend shows that about
15% children below the age of 16 are obese. Parents who cannot put their
children on a strict diet resort to sports and games to burn fat. With
cases of child diabetes on the increase, this has become a prime focus of
many after school programs.

A good after school program has many benefits. It keeps the child
entertained as well as busy, and thus prevents children from becoming
addicted to TVs and PCs. By giving them ways to burn up their excess energy
and explore their creativity, after school programs help to shape the
overall personality of the child.

Art-based activities

A recent report by several independent researchers concludes that
participating in the arts nurtures the development of social, personal and
cognitive skills
. Programs based on Arts can improve academic achievement
and decrease the tendency towards delinquency. It helps youth form
positive attitudes about themselves and build self-esteem.

Arts programs involve communication, interpretation and understanding of
complex symbols, much like mathematics and languages. Thus it fosters
higher-order analytical skills and skills of evaluation and synthesis.
Many of the programs make the child regularly use multiple skills thus
making him dynamic and versatile.

Development of imagination, judgment and philosophy are fringe benefits of
an arts-based activity. As opposed to the short 45-minute duration of the
art classes at school, the extra time allowed in after school activities
allows the child to get more involved. This results in more satisfactory
opportunities for development of latent capabilities in the child. In
turn, the child learns to set high standards of achievement. He
understands what sustained focus is and learns that regular practice is
the way to excellence.

In the shy or the withdrawn child, theatre, speech or drama lessons may be
an outlet for pent up emotions. As drama entails getting into the 'skin'
of another person, the child learns to verbalize emotions and express
thoughts. These reasons account for the popularity of arts-based
activities.

A home-based after school program

So, your son's school does not offer any extracurricular activities. You
are worried of depriving your child of all that extra knowledge and fun.
What should you do?

After school activities need not be taught in a school-like environment by
professional teachers in a structured and timely manner. There is a lot
YOU can do to support your child's academic, physical and social
development. Do not be too concerned about formal programs, as many of our
children are already over-scheduled.

Obviously, school is top priority for children. They need to go to school,
and finish their homework. They should then do their daily reading or
writing work etc. This may take about 30-60 minutes. In the course of his
daily work, your child may develop certain academic preferences and
interests. In that case, you can try and find a program in a college or a
community center that will help him and encourage him. In the age of the
Internet, information is really not a rarity. Allow him to use the net to
find more information about thing that he likes. Encouraging the child to
do independent research to gain in-depth knowledge is something that no
formal program does.

If you are concerned about the lack of social life, enroll him or her in a
club - a reading club maybe. Visit public libraries or even the theatre,
if your child is interested. It is not necessary for your child to make
friends with children his own age. A parent-child book club is another
interesting option. If you can round up a number of like-minded children
and their parents, you may well start your own after-school program.

When there is no organized group activity, look to your community. Many
children love to get involved in social problems. They get their first
real taste of suffering, charity and community help from such experiences.
Volunteering for clean-up sessions, adult education programs etc could be
a real eye-opener for your child. The lessons thus learnt are invaluable.

If physical activity or the lack of it is your major concern, enroll your
child for some dancing classes. If organized sports are impossible to get,
try to enroll her in a gym. She may find friends there and may take to the
treadmill.

Your child does not necessarily have to be a part of an organized group to
benefit from after-school activities. There are various avenues open in
front of you. Roping in the enthusiasm of your children in daily household
activities like cooking, cleaning etc can also provide them with a
refreshing extracurricular experience. Moreover, it will improve family
ties too.

After school safety - tips and reminders

When parents send their children for after school programs, they take it
for granted that the child is safe. But since the number of children
participating in these activities has increased, it is necessary to look
into safety issues.

Children are vulnerable when they are outside the classes. While going or
returning, they should know the safest route to take. Many kids hang out
with their friends just after these classes. Find out 'danger zones' from
your neighbors and make the children aware of these.

The child has to know how to handle emergencies. It is better to discuss
various scenarios with your child. Tell her what she should do in case the
class is suddenly cancelled. Show her the first-aid kit at home and make
sure she knows whom to call in an emergency. Post any important contact
information in a place that is easily accessible to the child. If the
child will be alone at home, discuss a few unexpected things with her.
Tell her to use the safety chain ALWAYS.

Relay on your neighbors and friends when needed. Let your child know who
can be contacted at times of emergency. Ask your child to check in by
phone. Above all, always tell the child to be in a group. Visiting toilets
all alone or going home via isolated streets must be avoided.

After school programs and discipline

How important is discipline when it comes to after school programs? Since
most of the activities are recreational, does a program have to adhere to
strict rules? Discipline is just as important here as it is in
activities that pertain to the school. The child is sent to a program
because you want him to learn more. Discipline in one form or the other is
necessary to facilitate learning.

Every program should begin by laying down the rules. The supervisor or
teacher should explain each rule and can thus prevent future mishaps.
Misbehavior should be addressed as and when it occurs. Deal with the
problem in such a manner that it causes the least disruption. It is unwise
to turn a blind eye to misbehavior because it catches on like fire, and
soon you will have a bunch of unruly children on your hands. Besides,
however much they resist it, children like to operate within the safety
net of strict guidelines and rules.

When a child misbehaves, it is mostly due to a craving for attention. A
supervisor should observe the children and find out what the child wants.
Talk to the child so that you can understand what he or she wants.
Appropriate disciplinary measures should be taken if there are no apparent
reasons for bad behavior.

After school program - recreational vs. educational

So, your child is beginning to get restless and make you restless. He has got more time than is good for him, and you are now considering after school programs - anything that will keep him busy for a few life-saving hours! Most after school activities can be broadly classified into three - recreational, educational and society-oriented. The last bit usually comes in when your child is already a bit grown up and can voice his own interests.

Educational activities aim at furthering the knowledge of your child. His general awareness, his understanding and his memory are targeted and he is given various techniques that will help him improve one or all of these. Programs such as intensive memory training and speed mathematics are educational after school activities. There are academic programs that will go over your child's homework and class work and help the child gain more in-depth knowledge in the various subjects. Thus academic programs have a definite edge over the fun and games, especially if parents feel that their child has a lot of catching up to do.

Recreational activities include sports and games, fine arts, painting etc. The main thrust here is to have fun. Of course, classes become more competitive as the child climbs up the ladder. Many sport events, competitions, stage performances etc are held to encourage the child.

When we compare the merits of the two kinds of activities, I believe that the recreational programs have more meat. Firstly, children do not enjoy learning unless they themselves feel curious about something. Most academic programs are standardized courses that are not too flexible. They have a general purpose and a well laid out methodology. After a number of hours at school, the child may feel bored. Further study may overwhelm him and make him feel frustrated. Burnout is very much a possibility here.

Recreational programs provide a welcome break from the monotony of learning and studies. The mental challenge and the physical exertion make the child feel a renewed zest and a pleasant sense of fulfillment. Group activity teaches him social skills, discipline and patience. It is a proven fact that children involved in extra curricular activities get better grades than others. Sometimes closing the textbooks and playing a game may be the best way to handle your studies.

Whatever program you choose for your child, regular evaluation is the key to success. You will have to measure the child's progress. If progress is unsatisfactory, shift your child out of the program. The child should also have the freedom to reject an activity if and when he feels bored with it. Generally, programs that combine the educational with the recreational are best suited especially for younger children. This way, children can have fun while they learn.

After school activity for the hyperactive child

ADHD refers to attention-deficit-hyperactivity-disorder. Most children who
suffer from this disorder suffer from attention problems as well as hyperactivity. Parents of such children are well aware that inattention and hyperactivity continue throughout the day. Keeping such children busy after school hours can be as difficult as keeping them safe during the school day.

The first step while choosing the right after school activity for your child is to understand how ADHD affects him. Is your child interested in sports? Is he put off by the fierce competitiveness, or does he find it hard to get along with teammates? Does your child vocalize his feelings, or is communication a problem?

For a child suffering from ADHD, physical exercise is always beneficial. Exercise takes up the extra energy and helps to stimulate the brain. Team activities teach social skills and discipline. But, if your child shies away from team sports, you may want to look at activities like dancing, cycling, swimming or gymnastics. Martial arts not only teach techniques of self-defense but also teach self-control and patience.

If your child shows aversion to sport and shows inclination towards the fine arts, you may need to look at some other options. Acting classes are a wonderful form of creative exercise. It also provides the child with ample opportunity to develop his social skills. Music, art or dance can  help the child to keep himself busy and entertained.

In case the child is not interested in any of the above, you may want him to join a Boy Scouts club or other community oriented clubs that take up social work. Cleaning a park, putting on a show, helping out in an old age home are various activities that may pique your child's interest.

Whatever form of activity you choose, make sure that you monitor your child's progress periodically. If you feel that there is no progress, you may need to change the activity. Anything that increases your child's self-esteem is good. You may enlist the help of the coach or teacher to assess your child's development.

There are certain activities that are detrimental to a child suffering from ADHD. Computer and video games are a definite NO. Since these games need no interaction, children will feel all the more isolated. These children also find it difficult to distinguish between the good and the bad messages. They may therefore show an inclination to stick to messages that are not needed. Games that need the child to sit and wait for his turn patiently tax his patience and will not be a success.

Although you would want these children to be as near to normal as possible, understanding their needs and limits will help you select the right after school activity - one that is fulfilling, tiring as well as challenging.

Interested individuals or groups wanting to avail of assistance from the National Commission for Culture and the Arts (NCCA) Grants Program have until August 30, 2012, to submit their project proposals for implementation in 2013.

This announcement came from Felipe De Leon, Jr., chairperson of NCCA, who said the proposals may be submitted under the NCCA grants and institutional programs, particularly, the NCCA Outreach Program, Resource Personsââ,¬â,,¢ Bureau and Technical Assistance Program of NCCA.

De Leon said the NCCA provides assistance, through the National Endorsement Fund for Culture and the Arts (NEFCA), to the artists, arts organization, non-government organizations (NGO), public organizations (PO) and national government agencies (NGA).

He said the NCCA Board of Commissioners, in coordination with its four sub-commissions, composed of 19 national committees, defines its thrusts and priorities anchored mainly on the NCCA vision of ââ,¬Å"Filipino culture as the well-being of national and global well-being.ââ,¬Â

The grants are aimed at establishing culture as a pillar of sustainable development to advance creativity and diversity of artistic expression to promote a strong sense of nationhood and pride of being Filipino through culture and arts, De Leon said.

The proponents of the grants include the NGOs, POs, indigenous peoples' groups/cultural communities/IP organizations, individuals/local government units/government organization/institutions, state universities/colleges and public schools.

However, project proposals under the 2013 NCCA Grants, including the accreditation requirements received after the deadline and/or with incomplete requirements will not be processed and will be returned by the NCCA to the proponents.

On the other hand, De Leon said requests for travel and air fare assistance for participation in international events focused on culture and arts are in the following amounts: for individuals, within Asia, P30,000, outside Asia, P50,000, and for groups, within Asia, P100,000, outside Asia, P200,000.

Requirements for travel/air fare assistance include the letter-request detailing the event addressed to the NCCA chairperson, letter of invitation from the organization, work to be done/performed, background of the event and curriculum vitae of the grantees.

in short, tubag bohol is not the right place to be used as an instrument for attacking a fellow member of this site. tubag bohol is built for sharing information, not for sharing hate and anger and animosity.

everyone is helping to help this site alive 24/7.

we welcome all people from all walks of life.

SMART COMMUNICATIONS, Inc. will roll out next week higher speed Internet connection for mobile devices in select areas, albeit with a data volume limit and two-year subscription lock-in.

The fourth generation (4G) broadband service running on Long-Term Evolution (LTE) technology will be made available starting Aug. 25 in Makati City, Ortigas business district, Katipunan Ave. and Cubao area in Quezon City, and Pasig City along with in business locations in Cebu, Davao and Baguio, Rolando G. Peña, the company’s head of technology said in a briefing.

This, after the telco reportedly completed the deployment of LTE infrastructure in 9,500 base stations in May as part of its P67-billion network modernization.

Consumers who want to tap the 4G-LTE service, which is promised to deliver a maximum speed of 42mbps will have to subscribe to a 24-month plan priced at P3,500 per month, Mr. Peña said. Subscribers will be able to download 10 gigabytes per month, he added.

In the same briefing, Ramon S. Isberto, spokesperson of Smart Communication parent Philippine Long Distance Telephone Co. (PLDT), said that the service will be available “in other key cities in the country” in the latter part of the year.

Smart Communications offering comes ahead of its rival Globe Telecom, Inc. which likewise plans to launch a similar 4G-LTE offering.

Globe Telecom, which began its $790 million network upgrade in the first quarter of the year, has so far finished 30% of the program as of June, claiming broadband connection improvements in Davao, Cebu, and parts of Southern Luzon.
