Bible Study / The God of All Grace Developing Our Lives
November 26, 2012, 07:22:24 AM
By Bob Hoekstra

The God of All Grace Developing Our Lives
But may the God of all grace, who called us to His eternal glory by Christ Jesus . . . perfect, establish, strengthen, and settle you.  (1Pe_5:10)
We have been considering God's grace as "much more" (Rom_5:17, Rom_5:20), as "exceeding" (2Co_9:14), and as "exceedingly abundant" (1Ti_1:14). These terms appropriately lead into our present meditation, which looks at "the God of all grace." The true and living God has all kinds and all measures of grace, and He wants to impart that grace to develop our lives. One purpose of God's grace is to allow us to dwell forever in His glorious abode: "who called us to His eternal glory by Christ Jesus." This is ours through the atoning death of Jesus Christ, our mediator. "He is the Mediator of the new covenant (of grace), by means of death, for the redemption of the transgressions under the first covenant (of law), that those who are called may receive the promise of the eternal inheritance" (Heb_9:15). Meanwhile, until He returns for us, He wants to develop our lives spiritually during our pilgrimage here on earth.

Part of His plan is to perfect our lives. "May the God of all grace . . . perfect . . . you." This speaks of God completing what is missing and equipping us for service. "Now may the God of peace . . .  make you complete in every good work to do His will . . . And He Himself gave some to be apostles, some prophets, some evangelists, and some pastors and teachers, for the equipping of the saints for the work of ministry" (Heb_13:20-21 and Eph_4:12). Part of His plan is to establish our lives. "May the God of all grace . . . establish . . . you." This has to do with the Lord stabilizing our Christian walk, keeping us steadfastly moving in His direction for our lives.

This word was used to describe Jesus' unswerving commitment to head for the cross, resurrection, and ascension that awaited Him in Jerusalem. "Now it came to pass, when the time had come for Him to be received up, that He steadfastly set His face to go to Jerusalem" (Luk_9:51). Part of His plan is to strengthen our lives. "May the God of all grace . . . strengthen . . . you." Our calling to serve God requires strength that we do not have in and of ourselves. The Lord wants to teach us to draw upon His mighty power: "that He would grant you, according to the riches of His glory, to be strengthened with might through His Spirit in the inner man" (Eph_3:16). Part of His plan is to settle our lives. "May the God of all grace . . . settle . . . you." This involves being increasingly grounded in God's ways: "that you, being rooted and grounded in love" (Eph_3:17).

Prayer
Dear God of all grace, I am eager to be with You in glory above. Meanwhile, I humbly beseech You to develop my life spiritually. Please complete what is missing, stabilize my walk, empower me within, and ground me in Your love â€" all by Your grace, Amen.

Poll fraud could still be possible even with the hi-tech elections using the PCOS machines, but the 2004 experience had raised vigilance among the voters leading to the formation of different election watch groups. This led to the tight watch on the election process in 2010.

This was according to Grace Poe, daughter of the late Fernando Poe Jr. who was allegedly cheated in the 2004 elections in favor of former president and now Pampanga Rep. Gloria Macapagal-Arroyo.

The statement of Poe gave rise to reports that there is a group claiming to be members of the military which is soliciting "clients" who wish to avail of the election scam for the 2013 elections through manipulation of the PCOS machines.

It maybe recalled that several election results were filed with the Commission on Elections (COMELEC) for alleged fraud resulting from tampered or manipulated machines.

Certain candidates in the province during the 2010 elections were already able to predict not just their victories but the figures of the election results.

Poe, who is running for senator in 2013, admitted she sees no 100-percent assurance of a fraud-free elections come May.

However, the advocacy of President Benigno Aquino III against corruption has inspired the people to come out and get involved in social issues and take part in guarding the electoral process.
Poe visited Bohol for the first time on Wednesday last week to get the support from Boholanos and present her advocacy and platform to the local media.

She first dropped by Kiss-FM before proceeding to the press conference at JJ's Seafood Village.
Poe said some glitches are expected, considering that even ordinary computer units can be manipulated.

“So para sa akin ang kaibahan ng 2004 and 2010 elections ay ang active vigilance ng media. Noong time ng 2004 merongmedia vigilance. Pero dahil sa sobrang talamak na dayaan noong 2004, parang nagkaroon ng 'Boto Mo Ipatrol Mo' [campaign]at kung anu-anong klaseng private citizens group na hindi lang NAMFREL na talagang nagbantay. So kung magiging ganun, kahit na sabihin nating hindi perpekto ang PCOS machine, 'pag ang media nagbantay at yong private citizens, malaking bagay yon,” according to Poe.

She also explained that FPJ might have the support of the “common tao” or the masses, but those in the upper class and the intellectual group had doubts on FPJ and so they never cared watching the electoral process.

“Those in the upper class and the intellectual group hindi sila natin masisisi. Hindi naman talaga si FPJ nagpakita ng kanyang kakahayan bilang isang public official at hindi naman sila talagang nanonood ng mga pelikula ni FPJ, so no'ng tumakbo si FPJ nang biglaan, syempre sila hindi sila masyadong kumpyansa doon. So hindi din sila masyadong indented sa pagbabantay ng boto.

Naniniwala ako ha noong 2004,” according to Poe.
With the President's advocacy on the “straight path” to change, Poe hopes it would prompt the electors to exercise more vigilance.

“So hopefully, in 2013, dahil matino ang ating pangulo, kahit papa'no nagkakaroon ng mas malaking ripple effect yan,” she added.

Poe cited the move of Comelec Chairman Sixto Brillantes in cleansing the partylists as a manifestation of strong determination to ensure clean and orderly elections in the country.
“Pero ulit, tao rin lang ang nagpapatakbo ng PCOS. Pikit-mata pa rin nating sinusunod yan dahil hindi naman tayo mgatechnical na tao. So maari pa ring mangyari yan. Dasal ko nalang na kung saka-sakali, maging napakalaking agwat ng aming mga boto para hindi madaya,” she added.

Poe also told the local media that President Aquino invited her for several meetings regarding her plan to run for the Senate.

“So nauna na yong Presidente. Yong UNA hindi sila nauna. Kasi iniisip nila na MTRCB ako ano, do'n muna ako sa pwesto na yon. So syempre pag ikaw ay kinumbida ng pangulo na lalong lao na kahit wala kaming personal relationship, hindi kami magkaibigan or anything. Nakikita ko naman kasi na tapat siya sa trabaho n'ya at naibalik nya yong tiwala sa mga institusyon kahit papa'no,” according to Poe.

She considers it an honor to be approached by the President.

However, she also shared this to Vice-President Jejomar Binay out of respect, considering that the vice president had served as FPJ's campaign manager and was the runningmate of former Vice-President Joseph Estrada who is her godfather.
She said Binay advised her to talk to Estrada, but the latter had a different plan for her which she did not elaborate.

Eventually, Estrada advised her to go independent and assured that it doesn't matter if the administration party would carry her candidacy, and as daughter of FPJ the UNA we will adopt her.

In the set up, being with both, the President asked her not to be visible in the sorties of UNA or join in the stage during campaign rallies. And UNA also had some conditions which she prefers to keep.

Poe said it would be better for the coalition leaders to be the ones to elaborate on the set up.
On the UNA scenario, she has no hand on how the party wants to project things because it is the party that offers to adopt her and she might just have to abide with it.

However, as an independent candidate, Poe said she has her own platform which doesn't clash with any party's.

Poe, as daughter of FPJ, shares the passion of the late king of Filipino action movies to serve and
desire to help the poor.

Like her father, Poe said she “understands that poverty can break the Filipino family and bring great harm to our children”.

Poe pointed out that poverty alleviation effort should be focused on “the family as the basic social institution.

With this, she wants the government to “take a more active role in helping children of poor families,” because she believes that the future of the nation depends on the “kind of citizens these children will become”.

Poe has anchors her platform on FPJ's “social covenant and focuses on three areas: Poverty alleviation, Opportunities for allâ€"especially the children, and Electoral reforms.
She might be considered a new-comer to politics, but not to public service.

Poe had proven her leadership competence as chair of the Movie and Television Review and Classification Board (MTRCB) under the Aquino administration.

As MTRCB chair, she reformed the classification system for movies and television, provided institutional support to independent film-makers, and brought together government agencies and media organizations in order to protect the interests of children.

It is also noted that Poe achieved these accomplishments “without calling attention to herself”.

Prior to his stint in government, she worked at FPJ Productions and Film Archives, Inc., then in the United States as a teacher, a product liaison officer, and a product manager.

She earned a Bachelor of Arts degree in Political Science from  Boston College, in the US and finished two years of Development Studies in UP-Manila.

Poe also pushes for a step-up in the archiving system or good records keeping to preserve history.

She cited as example how the government is handling the jewelry of former First Lady Imelda Marcos.

She pointed out that the people might not like the Marcoses for the era of dictatorship, but it cannot be denied that her extravagance is already part of history and that the Filipinos should also keep reminders that represent that era for the future generation to learn and connect to the past.

Thirteen policemen from Region 9 or Zamboanga Peninsula have been terminated from service for grounds of dishonesty after having been caught cheating during the Philippine National Police entrance and promotional examinations conducted by the National Police Commission (Napolcom) in Zamboanga City.

Chief Supt. Napoleon Estilles, PNP Regional Office 9 director, said the termination case stemmed from the issuance of Napolcom Resolution No. 2012-261 invalidating the results of the April 17, 2011 PNP entrance examination for 386 examinees due to statistical improbability of homogeneous patterns of wrong answers.

He said that due to this case, the eligibility of the respondents, who were already appointed to the police service, was revoked as indicated in the dismissal decision recommended by the command.

Estilles identified the terminated policemen as Police Officer 1 (PO1) Djona Ansing Genorosa, PO1 Felix Josephius Pascual, PO1 Arian Lloyd Cayacap Luchana, PO1 April Rose Alvendar Denopol, PO1 Grege Montallana Lagare, PO1 Ralph Shemuel Daya Supnet, PO1 Daniel Audy II Dayap Talpis, PO1 Al-Najib Hadjula Ujaji, PO1 Fermuzaina Umda, PO1 Joel ESpina Aliser, PO1 Jilhani Mohaimen Dalongenes, PO1 Nohasim Yusop Sakilin, and PO1 Raymond Gravino Sumonglay.

He said that there were sufficient pieces of evidence gathered which became the ground for dismissal of the 13 policemen.

Estilles also said dishonesty, which was intentionally done by the respondents, was tantamount to fraud and deception in securing the results of the examination in the police service and a clear violation of the code of conduct and discipline of the police organization.

“All of the respondents were given the due process, they were notified of the complaint against them, they executed affidavits and attended the hearing, but the termination board found them guilty of the culpable violations of dishonesty,” Estilles said.

The police official said that in their counter-affidavits, the accused categorically denied any involvement in the massive cheating as determined by Napolcom. They stressed that it was impossible for them to cheat during the conduct of the examination for the reason that in every room, there were two proctors supervising the conduct of the exam.

However, the accused were not able to justify the homogeneity of the results of the wrong answers.

Estilles said that the findings of the Napolcom Termination Board indicate that the examinees' high percentage of homogeneity of wrong answers is a strong and clear indication of statistical improbability which is regarded as a strong prima facie evidence of the existence of examination irregularity or form of cheating as provided for in Section 4 of Republic Act No. 9416, or the PNP Reform and Reorganization Act of 1998.

The Napolcom, being the agency tasked to conduct qualifying entrance examination for the PNP, has the power and authority to weed out anyone who undermines the sanctity and integrity of the police examinations.

Cardinal Tagle is potential candidate for papacy, says Italian journalist
By Ben Cal

The elevation of Manila Archbishop Luis Antonio Tagle to the College of Cardinals by Pope Benedict XVI will make the Filipino prelate a “potential future Pope,” according to Italian journalist Andrea Tornielli in her write-up in the Vatican Insider.

Tagle was one of the six new cardinals named by Benedict XVI to the elite club of churchmen who will elect the next pope.

“The Filipino archbishop has become a potential candidate for the papacy but 52% of electing cardinals are still European,” says Tornielli.

Cardinal Tagle, at 55, is “an emerging figure in the Asian Episcopate and a potential future Pope...," she said.

The Pontiff formally elevated Tagle, together with five other new cardinals, at an elaborate ceremony held in the Vatican Saturday.

The other new cardinals are: Archbishop James Michael Harvey of the United States; Abuja, Nigeria Archbishop John Olorunfemi Onaiyekan; Bogota, Colombia Archbishop Ruben Salazar Gomez; Patriarch of Antioch of the Maronites in Lebanon, His Beatitude Bechara Boutros Rai; and the major Archbishop of the Trivandrum of the Siro-Malankaresi in India, His Beatitude Baselios Cleemis Thottunkal.

The cardinals are the ones who elect a Pope.

A Filipino cardinal or any other cardinals from Asia becoming a Pope is farfetched at the moment as “Europe and Italy still retain considerable influence,” Tornielli said.

“There are 62 European cardinal electors (52% of the entire electoral body). 28 of these are Italian (23% of voting cardinals). North America has 14 electors, while Latin America has 21, Africa and Asia 11, and Oceania has 1,” she pointed out.

Tornielli added: “Despite the College of Cardinals’ drive for internationalization, which Pius XII had given strong impetus to, cardinal percentages still reflect Old Europe’s heavy influence and are not in tune with the development and expansion of Catholicism in the last half century. Indeed, according to the latest statistics published, which compare figures from 2010 to those of the previous year, the number of Catholics in Africa and Asia are growing, whereas in Europe they are dropping. Even in terms of priest numbers, Europe’s figure is negative (-905) whereas an increase can be seen in Africa (+761) and Asia (+1,695). But Consistories do not seem to reflect this trend. During the last two pontificates, the number of Africans being created cardinals was low while the Curia was awash with Europeans."

“At the moment there are no particular concerns regarding Benedict XVI’s health. He will be celebrating his 86th birthday next April. But everyone is aware of his increased frailty so it is only normal for people to ask themselves at each Consistory - as was the case when Wojtyla was still Pope - which cardinals could be the likeliest and most suitable candidates for the papacy.

"While the favorite during the last Consistory was the Archbishop of New York, Timothy Dolan, it now appears to be Filipino Cardinal Tagle. He is considered to be too young for the papacy, should a conclave be held in the next two to three years but his influence is nevertheless destined to grow,” Tornielli pointed out.

Cardinal Tagle, who is still in Rome, is expected to say his first Mass as Prince of the Church at the Basilica of Saint Paul Sunday, which is the Feast of Christ the King.

The Philippine delegation led by Vice President Jejomar C. Binay, together with Manila Archbishop Emeritus Gaudencio B. Cardinal Rosales, Tagle’s parents Manuel and Milagros, other relatives, and priests from the Archdiocese of Manila will attend the Mass officiated by Cardinal Tagle.

Known for his charisma and boyish look, even before becoming Archbishop of Manila, Cardinal Tagle has been hosting the popular television show “Word Exposed” that deals on Catholic life and teachings, being an associate professor of Systematic Theology at the Loyola School of Theology of the Ateneo de Manila University.

His penchant for helping the poor and the downtrodden makes him more popular among the masses.

Cardinal Tagle has been championing against abortion, contraception, particularly the controversial Reproductive Health bill now pending before Congress.

Thailand beat Philippines 2-1 in the opening Group A match of AFF Suzuki Cup Football Championship at Rajamangala Stadium, Bangkok, Thailand, Saturday night.

The Thais had to wait until the 38th minute to open scoring when striker Jakkapan Pornsai fired a stiff shot after collecting a pass from one of his teammates.

Thailand doubled the score two minutes later when Anucha Kitpongsri deceived two defenders before releasing a strong shot with the left foot to beat Philippines goalkeeper Eduard Ortalla Sacapano.

The Philippines managed to reduce the deficit when Paul Mulders scored in the 76th minute.

Their German coach Hans Michael Wiess was ordered to leave the reserve players bench by the referee in the 81st minute after he threw the ball at an injured Thai player.

The victory enabled Thailand, champions in 1996, 2000 and 2002 to lead Group A closely followed by Myanmar, Vietnam and Philippines.

Earlier, Vietnam and Myanmar drew 1-1 in the other Group A match held at the same stadium.

After this, Thailand will meet Myanmar while Vietnam will play Philippines on November 27.

Lives Drawn by the Exceeding Grace of God
by Bob Hoekstra

They glorify God for the obedience of your confession to the gospel of Christ, and for your liberal sharing with them and all men, and by their prayer for you, who long for you because of the exceeding grace of God in you.  (2Co_9:13-14)
The church at Corinth became a vivid illustration of what the grace of God can do in lives. God's grace was so mightily at work among them that believers in other parts of the church world were drawn by the exceeding grace of God: "who long for you because of the exceeding grace of God in you."
Paul's first letter to them certainly revealed that the saints in Corinth were experiencing many problems.

Yet, his second letter showed that they were responding to the convicting and transforming work of the Spirit of God. As the church at Corinth was growing in godliness, they were becoming a generous body of believers. They were learning to share with liberality that which the Lord had given to them. This process was being exemplified to them by other churches in the region of Macedonia.

"Moreover, brethren, we make known to you the grace of God bestowed on the churches of Macedonia: that in a great trial of affliction the abundance of their joy and their deep poverty abounded in the riches of their liberality" (2Co_8:1-2). The churches in Macedonia were burdened for the churches in Judea that were undergoing great material need. The amazing fact is that the Macedonian churches were very needy themselves ("in a great trial of affliction . . . their deep poverty"). The explanation for this burden of compassion in Macedonia was the grace of God at work. "We make known to you the grace of God bestowed on the churches of Macedonia." God's grace was stirring in them a concern for others and a willingness to share their limited material resources.

A similar work of God was occurring in Corinth, and it was impacting the saints in regions beyond. As other Christians looked at God's grace operating in Corinth, they gave glory to God for their generosity. "They glorify God for the obedience of your confession to the gospel of Christ, and for your liberal sharing with them and all men." As they prayed for the saints at Corinth, their hearts were drawn after them in great yearning: "by their prayer for you, who long for you." When the grace of God is allowed to work deeply within followers of Jesus Christ, others develop a yearning to pray for them, to be with them, to communicate with them. They want to be impacted by the exceeding grace of God that has changed and enriched their lives.

Prayer
Dear Lord of exceeding grace, I thank You for generously sharing the riches of Your grace with me. By Your grace, give me a generous heart towards others. Also, please flood my life with such fullness of grace that others will be drawn to learn more of Your exceeding grace, Amen.

The murder of Tiptip Barangay Captain Marcelo “Amar” Epe could be linked to his refusal to cooperate in solving the financial woes bedevilling his estranged wife in relation to the human trafficking case she is facing.

This is seen as the most immediate probable link to the death threats that Epe had been receiving prior to his murder on Monday last week.

Epe died on the spot Monday afternoon after sustaining six fatal gunshot wounds in the head, chest and shoulder.

The barangay captain was gunned down after the session at around 4:20 in the afternoon last Monday while he was at a store beside his house across the covered court of their barangay.
The city police station received the report on the incident at about 4:30 p.m.

The gunmen were on board a black Honda Honda motorcycle, both wearing helmets that covered their identity.

According to SPO2 Necito Roluna of the Criminal Investigation Section of the city police, they found six empty shells of caliber. 45 at the crime scene, coinciding with the six bursts of gunfire heard by residents nearby and the six gunshot wounds seen by the medico-legal officer.

Entry wounds were seen on the left shoulder from the back where the first shot hit, then on the left chest.

Epe had already fallen on the ground when the gunman finished him with a shot on the left portion of the head below the left ear.

A few minutes prior to the incident, one of them was seen buying softdrinks at the store where the barangay captain of Tiptip was gunned down later.
Witnesses described that the perpetrators covered their faces with cloth beneath the full-face helmet with only the eyes exposed.

PInsp. Adriano Bacus, OIC of the city police and head of the intelligence section, said the barangay captain was at the store when the two suspects on board the motorcycle stopped, then the backrider alighted, approached him and fired without saying a word.

Some neighbors believed it had something to do with illegal drugs.

Bacus confirmed that the barangay captain had been known to be a drug user but was believed to have stopped since last year as he had considerably gained weight lately.

The "gavel" stalled the  legal return of the ex-officio seat from Cogon Barangay Captain Philipp Besas to the original Liga ng mga Barangay president Faro Cabalit from Taloto.

The majority bloc of the Sangguniang Panlungsod had apparently exhausted all the alibis to postpone the session already that it was then the turn of the "gavel"

When the minority block had drafted the resolution recognizing the return of Cabalit, the majority bloc resorted to different tactics just to cause the delay or postponement of the sessions in the past weeks in an effort to avoid tackling the issue.

Last Friday, the Sangguniang Panlungsod finally calendared the resolution of Councilor Anne Mariquit Oppus recognizing the return of Liga ng mga Barangay-Tagbilaran Chapter president Faro Cabalit from barangay Taloto as the duly recognized ex-officio member of Sangguniang Panlungsod.

However, Councilor Doni Piquero expressed objection to the approval of the resolution, citing the permanent injunction on Cabalit’s return being sought by Cogon Barangay Captain Philipp Besas.

Piquero said the SP should hold any discussion of the resolution on the return of Cabalit pending court decision on the request for permanent injunction filed before the Makati Regional Trial Court.

He said the court is expected to come up with the promulgation on the case by December 17.

The Makati RTC already conducted the first hearing on the case last November 12.

Oppus moved to divide the house as to how to treat her resolution.

In support to Piquero’s argument, Montes explained in her lengthy response that the SP must respect and not pre-empt what would the Makati RTC’s ruling on the issue.

Piquero then moved for  the adjournment of the session.

Without waiting for the motion to be seconded, Montes immediately pounded the and walked out of the session hall.

Councilor Bebiano Inting expressed objection to the adjournment, but Montes ignored him as she proceeded to leave the session hall.

This shocked the minority bloc who had been pushing for Cabalit’s return, and figured out later that it was actually a "walk-out" by Montes.

On the other hand, Mayor Dan Lim reportedly ordered City Treasurer Kurt Adolph Bongabong to hold the release of the salary of the LnB president as SP ex-officio member amid the controversy.

According to the mayor, it is not yet certain who between Cabalit and Besas should get the pay as the official representative of the LnB in the SP.

However, Besas disclosed that he had been receiving the salary intended for ex-officio member assuming the position as LnB president of the city chapter since December 2011 when he was chosen by majority of the barangay captains to replace Cabalit in the controversial election.

The majority bloc has been wrestling against the latest indorsement (3rd) of the National Barangay Operations Office of the Department of Interior and Local Government sent to DILG-7 Regional Director Ananias M. Villacorta, endorsing for appropriate action the return of Cabalit to his seat snatched from him ten months ago in alleged farce election.

Besas replaced Cabalit in an assailed election held December 14, 2011.

Tagbilaran City Local Government Operations officer Mardonio T. Roxas, confirmed that the DILG indorsement was already forwarded to the SP headed by Montes, for the council's guidance and information.

The DILG indorsement for Cabalit's return is expected to be implemented before Nov. 13, 2012.

This schedule had been taken over by the hearing on the sought permanent injunction at the Makati RTC on November 12.

The SP failed to hold session on November 9 for lack of quorum when none among the majority bloc showed up.

In the preceding session, the SP, acting as committee of the whole, did not accommodate Cabalit until the receipt of an official communication from the National Liga Executive Board allowing Cabalit to sit again as ex-officio member of the city council.

The League of Barangays National Executive Board Resolution No. 05-000075 had confirmed an earlier resolution from LnB Region 7 declaring that Cabalit shall continue to hold office as the Liga chapter president of Tagbilaran City.

The National Liga confirmed the findings that due process was not given to Cabalit, thus the compliance of the formal requisites for the removal and vacancy of the office as provided in the Liga Constitution and By-Laws being absent, he is not deemed removed from office.

Provincial Liga ng mga Barangay federated president Crispina Vergara, said the LnB National Executive Board  order was expected and Cabalit will finally return to his former post. Cabalit, who is the punong barangay of Taloto, was unseated last January after the city council recognized Cogon barangay chairman Besas as the new city chapter president based on the December 2011 elections.

IS THERE A CAYETANO-SMARTMATIC “UNHOLY” ALLIANCE?

In the past few days, Senator Allan Peter Cayetano has been “crying out loud” in his interviews that the Commission on Elections (COMELEC) has favored a bidder in the printing of ballots for the mid-year 2013 Elections. He even went as far as personally attacking the Poll Body Chief, Atty. Sixto Brilliantes by bringing up the names of the Commissioner’s clients prior to his appointment.

“Nobility of intentions cannot sugarcoat the obvious ulterior motive surfacing in this perceived orchestrated move.”

Senator Cayetano wants to create the impression to the public that COMELEC is not doing its job; that it should have not in the first place granted the P780-million printing contract to an allegedly favored bidder, Holy Family Printing and Canon joint venture.

As clearly pointed out by Commissioner Brilliantes, the COMELEC en banc discussed the bidding of the ballot printing contract and in a 4-2 vote resolved to hand it over to the National Printing Office (NPO).

The timing and manner by which Senator Cayetano brought the matter during the budget hearing in the Senate is highly suspicious. When asked by Commissioner Brilliantes if his source is the losing bidders, he was too quick on his toes to answer, "I don't care about losing bidders. I don't care who gives me materials."

If this response of Senator Cayetano is true, why is it that in one of his interviews he verily admitted that his source is SMARTMATIC â€" one of the losing bidders for ballot printing? Excerpts of said interview are as follows:

“Reporter: Sir, sinasabi na pumapanig kayo sa mga losing bidder na nadisqualify.

Senator Cayetano: 'Yung sa warehouse, sa Smartmatic pala iyon. I don't care kung sino ang suppliers, I don't care kung sino ang manalo, at wala akong financial or whatever interest. I just want to make sure that we get the best quality and the cheapest price. And more than that, siguraduhing hindi masira 'yung automation.

This declaration clearly contradicts that he does not care about the losing bidders and who gives him the materials. Every Juan Dela Cruz, confronted with this fact, could obviously see that the noise being created by Senator Cayetano is aimed at favoring a losing bidder. The apparent purpose of which is to mount pressure on COMELEC, particularly to Commissioner Brilliantes to eventually grant the ballot printing to the bidder, who is in the best position to use the machines it has sold, SMARTMATIC.

Guided by these circumstances, one could verily and intelligently surmise that Senator Cayetano has formed an “unholy” alliance with SMARTMATIC.

What is the catch? What is to gain? We could think of many answers. But, as they say, Money isn’t everything but it truly makes the world go round.

“Any change is resisted because bureaucrats have a vested interest in the chaos in which they exist.”

The entry of the Southern Star under the Villacarta Ceres Bus Co. earned praises and satisfaction from the riding public due to their better services compared to the old bus operators, wherein the public appreciated the company's 20-minutes terminal departure intervals.

In an interview by the Chronicle last Thursday, Loloy Palasan, the operations manager of the Southern Star, responded to the barrage of callers and texters who praised their company, by assuring the public that the Southern Star will not stop in looking for  ways to better serve the Boholano riding public.

Palasan said that they are planning to add more schedules of their units running to the routes of the interior parts of Bohol and to the town of Talibon via Ubay.

During the interview, Palasan clarified that that their presence in the province is only to serve the Boholano riding public and their company has no plan to eat up or gobble up small time and old bus operators in the province.

“We are here for friendly competition and the aim of our company is to deliver better services to the Boholano riding public.”, Palasan said.

The Southern Star operations manager issued the statement after small time and other bus operators here raised their concerns that due to the entry of the Ceres liners, their business will be eaten up as what happened to small time bus operators in Mindanao and Cebu. Hence, their employees such as drivers, helpers and “kunduktors” will eventually lose their job.

According to Palasan, the Southern Star is now tied up with the company owners of St. Jude Bus transit. In fact, they are only running the old routes of the St. Jude transit.

OPEN TUBIGON ROUTE

While most of the Boholanos in the Eastern parts were pleased with the entry of the Southern Star, others want the Ceres liner to open new routes bound for Tubigon town as the current buses running in the said routes do not deliver better services.

“The buses that are now running bound for Tubigon are always filled with passengers before departing in the Integrated Bus Terminal in Tagbilaran and at times, they overcharged their fare collections”, one of the callers said.

With this, Palasan said that their company will try to consider the expansion of their routes to the Northern parts of the province without giving timetable.

AIRCON BUSES COMING

As the riding public in the Eastern parts of the province are satisfied with the services of the company, Palasan bared that by next year, they will provide air-conditioned units in the province.

Palasan added that in terms of fare collections, their company followed the guidelines from the LTFRB wherein bus operators are only allowed to collect a maximum of P1.35 per kilometer. In fact, Palasan said that here in the province, they are only collecting P1 per kilometer from the riding public.

Other callers and texters during the interview urged Palasan to open new routes in the town of Jagna especially during the days wherein vessels from Mindanao are docking in the said town. Others said that the Dory Transit sometimes overcharge the passengers from the vessels.

In fact, one of the concerned citizen- callers said that most of the time, buses from Jagna, during days wherein vessels are docking, are charging the same rate to all passengers to the tune of P60 per head even if such passengers disembark in the towns of Lila and Loay.

DENIES OVERCHARGING

Michael Tan, son of the Dory Transit owner, denied the allegation of overcharging the passengers from vessels bound from Mindanao which dock in Jagna.

Tan said that there were no instructions given to their “kunduktors” to charge all their passengers from vessels with a uniform fare of P60.

“We will going to check such report of overcharging the passengers”, Tan said.

For his part, Palasan said that their company will  study whether they will open new routes from Jagna especially on days wherein vessels from Mindanao are docking.

As of now, the Southern Star company opened a last trip route to Jagna at eight o'clock every night from the Integrated Bus Terminal.

Tiptip Barangay Captain Marcelo “Amar” Epe died on the spot Monday afternoon after sustaining six fatal gunshot wounds in the head, chest and shoulder.

Witneses described that the perpetrators covered their faces with cloth beneath the full-face helmet with only the eyes exposed.

PInsp. Adriano Bacus, OIC of the city police and head of the intelligence section, said the barangay captain was at the store when the two suspects on board the motorcycle stopped, then the backrider alighted, approached him and fired without saying a word.

Some neighbors believe it had something to do with illegal drugs.

Bacus confirmed that the barangay captain had been known to be a drug user but was believed to have stopped since last year as he had gained weight lately.

Bacus clarified though that the incident was definitely not related to his involvement in drugs.

It is also certain that it had nothing to do with politics, according to witnesses.

One of the many angles possible that is near certain is relative to the case of his estranged wife way back in 2009.

Shocked by the burst of gunfire, the witnesses failed to take note on the plate number of the motorcycle, especially that it happened so fast.

A team from TARSIER 117 immediately responded, but no longer brought the victim to the hospital because he was already dead on the spot.

by Gabriel B. Atega

Even if CO2 will be reduced from 350 ppm to 0 ppm, climate change will continue because what is happening has nothing to do with CO2 and greenhouse gasses.

The ice caps have been melting since after the peak of the last ice age and this phenomenon was never driven by CO2. The Earth has continually been warming since after the ice age.

Scientist are not talking about the role of water. Water has been changing from vapor to ice to liquid. Past thermal maximums have been caused by water rising up to the atmosphere, and ice ages have been caused by the precipitation of water from high concentrations of water in the atmosphere. Scientists should open their minds to the movements of water since times past.

The Selective Power of Personality
Unto the pure all things are pureâ€" Tit_1:15
Misapplications of Scripture

It would be an interesting but a melancholy study to consider the texts of Scripture which have been misapplied. It would not only illuminate many a heresy; it would lead also to the secret springs of conduct. Some misapplications we should group together as arising from the imperfections of our version. Others we should find taking their rise in the sinful bias of the will. Others rather owe their origin to the proverbial character of certain words of Scripture and to the constant tendency of men to use proverbs in a mistaken way. It takes more wit to use a proverb wisely than it took originally to coin that proverb. It is far easier to strike out an apothegm than in some complex moment to apply it. Hence is it that certain words of Scripture, our present text being one of them, are in real danger of misapplication.

The Text Does Not Mean that There Is No Objective Evil

Have we not all heard these words misapplied? The commonest misuse of them is when something offensive has been spoken, something coarse or allusively indecent, and someone with a hot heart has protested against the evil remark. Immediately, sometimes with a smile or more often with the suspicion of a sneer, he is told that unto the pure all things are pure. The devil can cite Scripture for his purpose, and such a citation is the devil's handiwork. Our text does not mean that good and evil have their being in our thoughts about them. There are things that are everywhere and always right, and there are things that are everywhere and always wrong, and there is little hope for any man who has learned to tamper with these immutables. A deadly fever is not less infectious because I am fortified against it by some antidote. It is still deadly, in its inherent virulence, though I may be immune against its ravages. Even though every mind were as pure as the unsullied snow upon the Alps, there would still be things that were indecent. In a bare and literal sense, it is not true that unto the pure all things are pure. Unto the pure, till the last trumpet sounds, there will be words and actions that are horrible. It is that conviction which inspires the home and gives stability to nations, and when it is lost in a degenerate charity, the day of moral decadence has come.

What We Are Affects Our Interpretation of What Is Going on Around Us

What then is the true meaning of our text? Well, it is something of this kind. It is the inspired if proverbial expression of the selective power of personality. Everything with which we come in contact carries a large diversity of meaning. There is nothing we meet with in our daily walk but is capable of different interpretations. And how we shall interpret all that wealth and what we shall see in it as it steals by, all that is really determined by what we are. By all the influences that played on us in childhood and all the activities of our maturer years, by every battle we have quietly fought and every burden we have bravely borne, by the unhindered trend of leisure thought, by temptation, friendship, religion, you and I, whether for weal or woe, have forged out our personality. It is the only thing that we possess really yet-it is something more than a possession. It is by that, and that alone, that we interpret everything around us. All the wonder of the sky and sea, all the experience of light and shadow, all the countless activities of life, are accepted and interpreted by that. It is not in the light of the wisdom of the ages that you and I read the drama on life's stage. Far few men have ever learned that wisdom; and those who have, have learned it all too late. It is in the light of all we have made of ourselves in quiet years and immemorial days when we prayed God to give us strength to stand or yielded to the importunity of sin. By that we seeâ€"by that we readâ€"by that we interpret God and man and everything. That is the key which unlocks every door opening on to the riches of the universe. And that, I take it, was in the apostle's mind when, brooding deeply upon this life of ours, he said, moved by the Holy Ghost, unto the pure all things are pure.

Interpretation of Nature
Now let us carry that thought into one or two spheres, and first let us think of nature. One of the noblest odes in literature is the ode of Coleridge written at sunrise at Chamounix. The poet is gazing upwards at the Alps, and he hears a mighty song of praise to God. The torrent praises Him; the eagle praises Him; the forest of pine and the snowy summit praise Him. There is no discord in that mighty chorusâ€""earth with her thousand voices praises God." But now there comes reeling on to that same scene some poor drunkard with his sodden brain. And the same torrents are sounding in his ears, and the same peaks are white against the heaven. But for ruined him, by his vice and fashioned by his past into a beast, neither in cataract nor snow nor forest is there heard one syllable of heaven. Both look on the same mystic dawn moving on tiptoe where man hath never trod; both hear the rush and swirl of the one river that hurries from the everlasting snow. And to one it is the echo of that song which was sung in the high heaven when Christ was born; to the other it is the echo of despair. In other words, faced by this wondrous world, you and I always get just what we bring. We see its power and glory through the eye, but never do we see them with the eye. We see them with all that we have made ourselvesâ€"with every coveting and every conqueringâ€"with every virtue that has been wrestled for and every passion that has been brought to heel. That is why places which speak to one of peace, speak to another of sinful opportunity. That is why sky and sea to one are paradise and to another are but air and water. That is why, in apostolic thought, unto the pure all things are pure.

Interpretation of Language
The same thought also applies to language just as truly as it applies to nature. Through all the range of it, language is colored by the abiding mystery of what we are. It might well seem to the casual observer that there were few things more fixed and definite than words. The fact that there are such books as dictionaries argues for the stability of words. And yet those words, which we are always using and which seem fixed and rigid as the hillsâ€"there is scarce one of them but is affected subtly by this tremendous fact of personality. In every term we use there is some shade of meaning which has never quite been caught by other men. There is some suggestion that is all our own, whether it be a high suggestion or an evil one. And the point is that all that verbal coloring, which gives to our words an individuality, springs from the kind of life we have experienced and have been forging in the dark. It is in that sense I the character we understand our Lord when He says that by our words we shall be judged. If we are but drawing on a common stock, I can find in our words no principle of judgment. But if on the common language that we use we cast the shadow of our deepest self, then in our words, when all the .books are opened, there will be more of revelation than we dream. It is a truth of widest application that the style is the man. It is true of Shakespeare and of Browning, but it is also true of you and me. We take the words the dictionary gives us, and then we so mold them by our secret self that the day is coming, if Christ is to be credited, when by our words we shall be judged. To put it otherwise, all mastery of language is at the heart of it a moral business. It is not merely an artistic victory; it is a moral and spiritual victory. He who has conquered words and made them serve him so that they throng to him in power and beauty has conquered things more powerful than words in the secret battle-places of the soul. Behind the glory of the words of Ruskin lies the moral enthusiasm of Ruskin. There is the pressure of a dauntless courage in the superb carelessness of Walter Scott. And who does not feel, in reading Stevenson, the presence of these very qualities which made that life of his, with all its suffering, such a quietly heroic thing. Unto the pure all things are pure. It is the inward self that shapes the instrument. It casts its shadow whether for weal or woe on the universal heritage of speech. And that is why, let me itâ€"when the day of reckoning is come, we are told by again repeat one who ought to know that by our words we shall be judged. Now if that be largely true of all speech, it is especially true of the great words we use. It is true, for instance, in a very solemn way of the greatest of all words, God. In the Shorter Catechism, when we were children we learned the answer to the question, "What is God?" Some of us can repeat that answer still, and it would be hard to match in its sublimity. Yet it is not the light of any catechism that has lit up for us the name of God; It is the light of the life we have experienced since we were cradled at our mother's knee, knew a little girl in an orphanage who would never sing a hymn with Father in it. Her father had been a drunken ruffian, and in her wretched home he used to beat her. And she had taken all that childish sorrow and had carried it up into the gates of heaven so that for her there was a cry of terror in the sweetest and tenderest name of God. It is thus that that great name is molded for us. It is colored by the hand of memory. It comes to us impoverished or enriched by all that home has been and all that church has been. That is why God to one means everything; that is why to another it means nothing. That is why to one it is a name of terror and to another of infinite encouragement. No definition of the wisest catechism shall ever tell what God is to the soul. It is the soul itself which answers that.

Interpretation of Human Life
Passing from language, I would note again that the same thought applies to human life. In the selective power of personality is the secret of our estimate of conduct. It is one of the commands of the New Covenantâ€""Judge not, that ye be not judged." That is a warning which we all need against censorious or hasty judgments. But you must remember that Christ never meant by these words to disapprove of the faculty of judgment; as a matter of fact we are so constituted that each of us is judging all the time. Every action, whether small or great, is summoned imperiously to our judgment-bar. Swiftly, instinctively, unhesitatingly, we pronounce sentence on it there. We do it every day a hundred times, and do it we must if we are to be men, for it is that faculty of moral judgment which separates us from the beasts that perish. Now there are certain acts so clearly good that the worst of men cannot but admire them; and there are other acts so clearly bad that they are universally condemned. But in between these two extremes lies a whole world of effort and accomplishment, and how we shall judge all that when it confronts us, depends on the deep fact of what we are. There is nothing that reaches us but has its contact with the life which is lying hidden in the soul. It touches secret forms of hope and passion which we thought were dead but which were only sleeping. And it is all that hope and all that passion and all the complex whole that we call self which passes sentence on the acts of men as they rise up for judgment in the gate. In other words, when we are judging others we are passing silent judgment on ourselves. Things will be mean to us if we are mean. Things will be great to us if we be great. By all we have struggled for with many a failure, by every ideal we have lost or won, by hidden lust, by secret sham, do we interpret the drama of mankind. Give me a man who has lived for ten years purely, and he shall find purity on every hand. Give me a man whose life has been a mockery, and all the world shall be a mockery to him. In every sneer, in every commendation, in every word of praise or word of blame, we are but registering what, we have made of life since our feet were on the uplands of the dawn. There came a poor woman once, with hair disheveled, and she anointed the feet of Christ with ointment. Do you remember how diversely that act was viewed by the guests who were reclining at the table? To One of them it was a deed of love that was to be told wherever the Gospel should be preached; to another it was the wild extravagance of an impulsive and abandoned woman. Both looked on the same vase of alabaster; both watched the moving of the same white fingers; but the one who looked upon the deed was Judas, and the other was the Son of God. And in their looks, swift as a swallow's flightâ€"different from each other as night from dayâ€"there is a glimpse into that awful gulf which parted the betrayer from his Lord. Unto the pure all things are pure. We see by all that we have become. If we have lived disloyally like Judas, then shall we look upon a sorry spectacle. But if it has been "the utmost for the highest" as it was with Him whom we adore, then may we also catch the gleam of splendor in the ointment lavished on the feet.

What We Are Influences Our Actions in Society
In closing I ask you to observe that we have here the secret of social influence. It is a well-known fact that just to see the best has a strange power of calling out the best. Arnold of Rugby believed so in his boys that they grew ashamed to tell a lie to him. Men have a curious and subtle way of answering to our expectations of them so that oftentimes they will act honorably because they are assured we think they are honorable. To see the finest, in a world like this, is a sure way of evoking what is fine. It was in such a confidence that Jesus worked in His mighty task of bringing in the kingdom. If then we have power by what we see and if what we see depends on what we are, I say that the most urgent of all social duties is the duty of a man to his own soul. I have no faith in any social service that springs from careless and unworthy character. There cannot be any vision in such service, and without vision service is in vain. We need a heart that scorns what is contemptible and clings tenaciously to the highest if men and women are to feel the touch that helps them to be better than themselves. Unto the pure all things are pure. We see the best, and to make it so. Every victory we win alone is aiding our brother to help be a better man. Don't say you can do nothing for your fellows; you can do more for your fellows than many a noisy demagogue by being patient, loyal, true, and pure in the life which no human eye can see.

STILLING LIFE'S STORMS
"He maketh the storm a calm, so that the waters thereof are still. Then they are glad because they be quiet; so He bringeth them unto their desired haven."-- Psa_107:29-30.

THIS PSALM contains five wonderful pictures of life. First, we see the travellers who have lost their way (Psa_107:4-9); next, prisoners and captives who sit in darkness (Psa_107:10-16); then we see a sick-room (Psa_107:17-22); next, a terrific storm at sea (Psa_107:23-32); and finally, the lovely picture of a desert land being turned into a fertile landscape (Psa_107:33-38). The refrain, calling upon men to praise the Lord for His goodness, is repeated four times, and the Psalm closes with the fervent thought that all who are wise will give heed to the various dealings of God, as shown in these Acts of His loving-kindness.

In all lives there are periods of tumult and storm. We are whirled about by angry billows, and it seems as though we shall never reach the harbour of peace and rest. Some give themselves up to such experiences as a fate which they cannot avoid, or attempt to drown their fears and dull their senses to suffering and danger. But faith cleaves its way through the murky mists and driving cloud-wrack, and establishes a sure connection with the throne of the Eternal Father. This is what the New Testament calls the anchorage of the soul, and however severe the storm that sweeps over the earth, the soul that shelters there is safe. "Then they cried unto the Lord in their trouble, and He delivered them out of their distresses."

At this moment you may be passing through a storm of outward trouble. Wave after wave beats upon you, as one calamity is followed by another, until it seems as though the little barque of your life must be overwhelmed. Look up to God and cry to Him. He sees you, and will not allow you to be engulfed.
Or you may be experiencing inward sorrow. Your affections have been misplaced; the one you love has deceived and failed you, and the sky is now dark and stormy. The one resort of the soul when it is hard driven, is to look up to Him who holds the winds in His fist, the waters in the hollow of His hand, and who cannot forget or forsake those who cry to Him.

PRAYER
O God, we will praise Thy Name for Thy goodness to us, and for Thy wonderful works to the children of men. May Thy gentle voice hush our fears, and still life's storms into a great calm. AMEN.

Reigning in Life by the "Much More" Grace of God

For if by the one man's offense death reigned through the one, much more those who receive abundance of grace and of the gift of righteousness will reign in life through the One, Jesus Christ.  (Rom_5:17)

Man's problems are a result of his initial relationship with Adam. God's remedies are found in a new relationship with Jesus Christ. As we have seen, all of humanity begins life ruled by a tyrant dictator called death, due to their link with Adam. "By the one man's offense death reigned through the one." However, when people become related to Jesus Christ through faith, they can increasingly learn to reign in life by the "much more" grace of God.

Notice again that God's remedy for those under the reign of death is two-fold: "those who receive abundance of grace and of the gift of righteousness will reign in life." Every Christian has received, and has been standing in, the gift of righteousness since the day they were justified by faith in the Lord. This is the only way that anyone can be accepted by a holy, righteous God. Yet, having this wonderful gift of imputed righteousness credited to our account in heaven does not automatically bring daily spiritual victory into the life of God's justified saints. Many Christians, although possessing this gift of the righteousness, do not walk in daily victory. The reason for this lack of spiritual victory is related to the other aspect of God's two-fold provision, "abundance of grace."

Many Christians do not characteristically live by receiving God's grace. Many attempt to live victoriously by merely doing the best that they can by their own human resources. They hope to achieve victory step by step. This will always prove inadequate, because victory must be received from the Lord. "But thanks be to God, who gives us the victory through our Lord Jesus Christ" (1Co_15:57). "Give and receive" is the language of grace (which depends upon the work of God). "Earn and achieve" is the language of law (which depends upon the work of man).

Jesus came to man's rescue filled to overflowing with God's grace. "And the Word became flesh and dwelt among us . . . full of grace and truth" (Joh_1:14). Now, for those forgiven by grace, there is a victorious life to be lived by humble dependence upon the "abundance of God's grace" available to us through our new relationship with the Lord. "Much more those who receive abundance of grace and of the gift of righteousness will reign in life through the One, Jesus Christ."

Prayer
Father God, I see that Your grace is the resource for living as a Christlike overcomer, reigning in life. Lord, I humble myself before You, admitting my need for Your grace. I reach out to You in faith, praising You that there is abundance of grace available for such victorious living!

Jon Bon Jovi has addressed his daughter Stephanie Bongiovi's recent heroin overdose, calling the incident "human" and expressing appreciation for fans' concern.

Bongiovi, 19, was arrested a week ago at her Hamilton College dorm after an overdose was reported. She was charged with misdemeanor drug offenses, but the charges were quickly dropped under a New York state law granting immunity to those involved when official help is sought during a life-threatening overdose.

"It's human," Bon Jovi told Fox 11 on Tuesday night while promoting the soundtrack to "Stand Up Guys." He went on to say that although being a rock star might seem glamorous, it's ultimately just another way to make a living. "And then life goes on. Things happen.

"This tragedy was something that I had to face too so we'll get through it. And people's warm wishes for my family and I have been really reassuring. So, we're good."

President Benigno Aquino III on Wednesday chose peace negotiator and former University of the Philippines College of Law Dean Mario Victor 'Marvic' F. Leonen as an associate justice of the Supreme Court, filling up the seat vacated by Chief Justice Maria Lourdes Sereno.

The announcement was given by presidential spokesperson Edwin Lacierda.

Sereno herself replaced ex-CJ Renato Corona who was convicted by the Senate impeachment court in May. Leonen was previously nominated for the chief justice post but declined the nomination.

At 49, Leonen would be the youngest Justice appointed to the Supreme Court since 1938, and the first one below 50 years old since then.

Business and Economy / SM Mall in Tagum and Digos, Davao
November 21, 2012, 03:50:32 PM
By Digna D. Banzon

Giant mall operator SM Prime Holdings, Inc. will construct two more malls in Mindanao to support the growing retail market.

Company president Hans T. Sy said it is looking at opening an SM mall in Tagum in Davao del Norte and another one Digos in Davao del Sur.

He, however, did not divulge the amount of investments.

The planned two malls in Davao are on top of two other malls the company eyed to construct in the cities of Butuan and Cagayan de Oro next year.

The completion of four new malls will bring to eight the total number of SM malls in Mindanao.

To date, SM Prime already operates two malls in Davao City -one in Cagayan de Oro City and another in General Santos City.

Sy said the business continues to grow despite the strong peso.

"It will affect us in the retail, the OFWs (overseas Filipino workers) and the export market...I hope it (peso) don't come too strong and don't go below P40," he said in an interview during the recent re-launch of SM SouthMall in Las Pinas City.

For her part, Annie S. Garcia, president of Shopping Center Management Corporation, said that the company's expansion activities in the provinces will not kill the small players.

"We are there to bring in new businesses," she said in a separate interview.

In fact, Garcia said they are there to help the small businesses.

"It would rather be a synergy between big business and the locals and not to compete with them," she added.

Meanwhile, the SM SouthMall was relaunched after it was renovated. The 20-hectare property now boasts of over 300 prime retail choices and all-new attractions to visit.

It has leveled up into a premier mall, said Millie F. Dizon, SM vice president for marketing and communications.

Bohol Police Supt. Constantino Paul Barot, Jr., provincial director of the Bohol Philippine National Police , last week lowered the boom on four chiefs of police for their failure to stop illegal gambling in their respective areas of responsibility.

Zeroing in on the proliferation of ‘swertres’, the illegal numbers racket in their own localities, Supt. Barot relieved the chiefs of police of this city, Loay, Guindulman and Tubigon.

In relief orders addressed to the mayors of this city and three other towns, Supt. Barot relieved the police duties of Police Inspectors Ricardo Bertulfo Tero of Tubigon Police Station; Albert Abe Bagtang Timpac of this city; Romeo Buyser Jamero of Guindulman and Narciso Cabugason Abapo of Loay Police Station.

Designated as OIC of Loay Police Station was SPO2 Carlon Petronio Pequit Pabatang to fill in the vacated post for the meantime while his replacement has not yet been chosen.

In the case of this city following the relief of its chief, taking his place was Police Inspector Adriano Bacus.

The new chief of police of Guindulman is SPO2 Julius Bitancor following the relief of Inspector Jamero while the new Tubigon OIC is SPO4 Dionisio Bunghanoy Coscos.

Contrary to allegation that he was remiss in his duties to lick illegal gambling in Bohol, Supt. Barot said the relief of the four police officers belied all insinuations that he was looking the other way in implementing anti-gambling laws particularly in stopping the illegal numbers game known as swertres.

He said under the PNP’s One-Strike-Policy, all chiefs of police were mandated to stop at all costs the proliferation of illegal gambling in their areas.

The strict policy cost the COPS’ relief from police duties.

The good news was not that Gov. Edgar Chatto’s much-publicized HEAT Caravan hit Carmen town. What was news worthy was that it invaded behind enemy lines, the turf of his nemesis Carmen Mayor Conchita Toribio de los Reyes. Chatto and de los Reyes are locked in a bitter fight for the gubernatorial post. Chatto is running for re-election while Mayor de los Reyes is challenging him. The HEAT Caravan in Carmen was the scenario that greeted the people of the town Thursday who trooped in droves to the Cong. Toribio Memorial Hospital to partake of what the medical and dental mission was in store for them. The most encouraging remarks that the HEAT Caravan elicited were that of Dr. Asuncion Anden, regional director of the department of health, who snapped “these are the kind of leaders you should elect”, referring in particular to Gov. Chatto. During the same occasion, the provincial government supported by the DOH has simultaneously launched its health programs in Carmen Thursday, exactly a week earlier for the monthly People’s Day schedule of the governor in the town.

Gov. Chatto’s People’s Day is the governor’s appointed service time for the people: at the Provincial Capitol, in Talibon, in Jagna and in Carmen. Capitol officials led by Gov. Chatto, Vice-Gov. Concepcion Lim, Provincial Administrator Alfonso Damalerio II, Sangguniang Panlalawigan (SP) Committee chair for Health, Board Member Yul Lopez, Provincial Health Officer Dr. Reymoses Cabagnot, and First Lady Pureza Veloso-Chatto, warmly welcomed DOH-7 Regional Director Dr. Anden who came over to Bohol despite the very short notice and invitation given by the Chatto-Lim Administration. Dr. Anden admitted to the huge horde of people present that their office had never turned down any request for support from the incumbent Bohol provincial leadership. “Kining Bohol lahi jud ang dating sa amo sa region. Kay every time naa’y activity ang province (Bohol), mao jud na among feeling: overwhelmed,” Dir. Anden happily informed the crowd. (We in the regional office have a distinct impression for Bohol. Every time you have activities, we feel overwhelmed). “You are a very good partner in health reforms and health development in the region,” Dir. Anden proudly added. The “healthful” day saw the launching of Bohol’s Medical-Dental-Eyesight Mission; the province’s Unified Health Management Information System (UHMIS); our Comprehensive Hospital Modernization Program for Bohol’s ten district hospitals situated in Carmen, Jagna, Loon, Inabanga, Maribojoc, Candijay, Clarin, Carlos P. Garcia, Talibon and Catigbian; the turn-over of two dialysis machines donated by the Home Reach Foundation through the Bohol Medical Care Institute (BMCI) for the Dialysis Center of Carmen District Hospital a.k.a. Cong. Simeon G. Toribio Memorial Hospital, wherein a huge staff will soon undergo extensive training; and, the blessing and turn-over of its new Pharmacy Building.

In addition to the aforementioned milestones, the joint efforts of the Chatto-Lim Administration and the DOH also witnessed the blessing and inauguration of said hospital’s cistern and covered walk connecting all its structures, the repair and renovation of its Administration Building, the construction of additional wards, operating room and delivery room, the improvement of the hospital’s water system and the upgrading of its kitchen facilities to pass DOH standards, and the purchase and installation of additional hospital equipment for its operating and delivery rooms. To give emphasis to the occasion and show that they both mean serious health care for Boholanos, Gov. Chatto and Dir. Anden joined forces to bring to Carmen the governor’s brainchild, the Bohol HEAT Caravan, giving healthy and pure public service to Carmenanons. The now widely-renowned HEAT Caravan of the Chatto-Lim Administration is an every other month whole-day affair wherein local government units (LGUs), national government agencies (NGAs), non-government organizations (NGOs), people’s organizations (POs), where even differently-abled persons and the private sector converge in a certain town in Bohol, giving free services to the people; reaching out, leaving services in the people’s midst, thus enabling and empowering them down to the grass roots level.

HEAT Bohol comprehensively means Health and Sanitation, Education and Technology, Agriculture and Food Security, Tourism and Livelihood. To date, participating agencies has already reached more than ninety in number with the program’s beneficiaries reaching almost 130,000 constituents. And for the record, more and more local, national and international agencies and private sector groups are offering free services to have the chance to serve more Boholanos, creditably expressing that the spirit of volunteerism has never been more alive in Bohol. However, Gov. Chatto has already clarified since Day 1 that “these free services are not meant as dole outs but as an initial push so that people could see and recognize their capabilities, making them understand that they could do better.” “All towns under the UHMIS,” Gov. Chatto said, “have already received one set of computers each from the provincial government, with all-out support from the DOH under its Inter-Local Health Zone (ILHZ) program.” These ILHZs will then help guarantee the vitality of the Philippine Health Sector Reform in ensuring adequacy, accessibility, efficiency and high quality health services that are equitable which will maximize private sector participation.

Gov. Chatto believes that these ILHZs could serve as very important conduits for health and development, making sure that financial assistance from the national government reaches the people. Consequently, Carmen Hospital Chief Dr. Jaime Calamba proudly told everyone that the provincial government, with overwhelming support from the DOH, has shelled out P150M for the renovation and modernization of Bohol’s ten district hospitals. Moreover, the subsequent distribution of health kits to Carmen’s 245 Barangay Health Workers (BHWs) and the unveiling of the province’s Comprehensive Hospital Modernization Program for the ten district hospitals during the activity brought about thunderous cheers and a deafening applause from the people of Carmen signaling “the beginning of a new dawn” of health services in Bohol. Positively beaming, Dir. Anden informed everyone that “the Universal Healthcare or Kalusugang Pangkalahatan is alive in Bohol; it is happening in Bohol.” Under Sec. Enrique Ona’s competent leadership, the DOH’s three goals are: a responsive health system ensuring that the Millennium Development Goals (MDGs) for 2015 are achieved, that an equitable financing for health is happening, and that, it is happening today. Dir. Anden gave her word that Bohol’s ILHZs will have its own office where the DOH will give its own counterpart.

She also congratulates the Boholanos for being very lucky in having the incumbent Provincial Government Leadership led by Gov. Chatto. “These are the kind of leaders you should elect,” Dir. Anden emphatically said. “Sus, kung makabotar lang ko!” (If only I could vote!), clearly giving the hint how she wanted to be able to cast her vote in Bohol, showing her deep belief and trust in Gov. Edgar M. Chatto’s brand of leadership, which has already bestowed countless laurels for Bohol, and for the numerous awards the province has already received for being aptly chosen and named by the Department of Interior and Local Government (DILG) as the Best-Governed Province in the Philippines twice, that is, for 2010 and 2011, respectively, just another year short of bagging the Hall of Fame Award in the same category. Did the Capitol’s eavesdroppers hear him right? If they did, then City Mayor Dan Lim is in trouble, yes, real trouble. Amid the mayor’s honest pre-poll analysis of the outcome of the classic United States presidential clash where he correctly predicted Barack Obama’s re-election, will it be true in the case of his protégé’ Carmen Mayor Conchita Toribio de los Reyes who is running for governor? On the contrary, if Capitol sleuths heard him right, he was hinting of a smashing gubernatorial defeat of Mayor De los Reyes? According to the main handler of De los Reyes during his favorite radio broadcast, the US election between Pres.

Barack Obama and challenger Mitt Romney would have a “reflection” in Bohol politics. Apparently referring to their winning chances, Lim compared the incumbent Democrat president to reelectionist Gov. Edgar Chatto and the contender Republican to De los Reyes.

Lim’’s analysis was heard here when the 120-million US electors, who included Filipinos, were about to cast their votes as president of the world’s only superpower. “Change is the name of the game,” Lim said, obviously attempting to convince the Boholanos that they, like the Americans, must have to also replace their present capitol leader come the May 2013 election for governor.

But Obama got reelected, smashing Romney’s bid most notably in the final vote count by electoral college. The sitting president also defeated his foe in the popular vote tally. Reversely said, Lim’s candid pre-election assessment of the clash for the US White House top seat did effectively predict the victory and reelection of Chatto against De los Reyes in Bohol next year.

His admission that Chatto is far, far more popular in gubernatorial surveys further endorses the first-termer governor for another three years. Chatto, however, is one tested political titan in this part of the country who does not believe that being popular makes a good leader. He is also of the belief that politics is not all about money.

A good, effective leader is measured according to his experience, wisdom, track record, competence, hard work, performance, and even the magnitude of respect he has gained from the people.

Boholanos have noted that while Chatto has been extra-ordinarily focused on his mandate and practically tireless in his public job, De los Reyes has left numerous concerns in Carmen neglected in her ambition to rule the whole province.

The lady mayor, along with Lim and few other “blind” fanatics, would go elsewhere outside their present LGUs of responsibility, poisoning innocent minds with garbage propaganda. Their trash talks have become the cult mark of their so-called Bag-ong Bol-anon, which otherwise champions old discarded bad ways. Chatto just works as he applies more government program and service innovations to secure inclusive growth for the Boholanos.

In stark contrast, the other camp has intensified its street-dog attacks on the working leader and his development allies that De los Reyes and Lim think are thorns on the way to their interests.(Ven rebo Arigo)

All of a sudden Friday morning, all seven members of the Sangguniang Panglungsud majority bloc (belonging to Mayor Dan Lim group) suffered en masse a common affliction of “stomach ache”.

The “mass ailment” rendered the” honorables’ immobile which prevented them from attending Friday’s crucial session. As if by coincidence, the city council was to take up the crucial fate of Faro Cabalit who was salivating to regain his old seat as ex-oficio member of the SP representing the Liga ng mga Barangay, Tagbilaran City Council.

It was bruited around in SP circles that the majority’s absences (the opposition branded it as boycott) were a deliberate attempt to stop Cabalit from reassuming office. Cabalit who was ousted by his colleagues for lack of confidence was poised to return with a vengeance after he secured a decision from the higher Liga that he was illegally thrown out of office. His entry would tilt the balance of power in the SP in favour of the opposition. For Cabalit, it’s better luck next session day, depending on what another ace up the sleeves of the SP majority will show next Friday.

Armed with the latest endorsement (3rd) of the Department of Interior and Local Government, National Barangay Operations Office, sent to Region 7 Director Ananias M. Villacorta, indorsing for appropriate action, the return of Cabalit was stalled with the massive sickness befalling the SP majority of seven. Cabalit was replaced ten months ago in an alleged election by Cogon punong barangay Pepot Besas.

Tagbilaran City Local Government Operations officer Mardonio T. Roxas, confirmed that the DILG endorsement was already forwarded Tuesday to the 11th Sangguniang Panlungsod headed by Vice Mayor Nuevas T. Montes, for the council’s guidance and information. The DILG endorsement for Cabalit’s return is expected to be implemented before Nov. 13, 2012.

The city council reportedly failed to hold its regular session Friday for lack of quorum. Earlier, Cabalit’s return was foiled when the city council, acting as committee of the whole, during its regular Friday session, decided to wait for an official communication from the National Liga Executive Board allowing Cabalit to sit again as ex-officio member of the city council.

The League of Barangays National Executive Board Resolution No. 05-000075 had confirmed an earlier resolution from LnB Region 7 declaring that Cabalit shall continue to hold office as the Liga chapter president of Tagbilaran City. The National Liga confirmed the findings that due process was not given to Cabalit, thus absent the compliance of the formal requisites for the removal and vacancy of the office as provided in the Liga Constitution and By-Laws, he is not deemed removed from office.

The case was elevated to the Region 7 Liga chapter after which favored Cabalit as still the Tagbilaran City chapter president.

Loboc Mayor Leon Calipusan appeared unfazed in the wake of accusations that he shepherded the purchase of one unit backhoe which was found to be overpriced.

“I am willing to be investigated if the allegation holds water”, the Loboc mayor was quoted as saying in an interview last week over Station DYRD’s Inyong Alagad. Mayor Calipusan was haled to the Ombudsman-Visayas in a criminal complaint filed by V-Mayor Luisito Digal who has since been a bitter political enemy after the Loboc chief executive launched his candidacy as third district congressman.

Both Calipusan and Digal were team mates in the 2010 elections until their falling out months ago. Digal is rooting for Calipusan’s opponent incumbent Cong. Arthur Yap. Their latest skirmish before the anti-graft body was the second criminal complaint. The first criminal case filed by Digal against his nemesis was for malicious mischief and grave threats. The incident involved the alleged threatening remarks of Calipusan against Digal inside the latter’s office.

In his complaint before the Ombudsman, V-Mayor Digal alleged that Mayor Calipusan violated the Anti-Graft and Corrupt Practices Act, malversation of public funds or property and Code of Conduct and Ethical Standards of Public Officials and Employees in the purchase of one unit backhoe or excavator.

With its brand, the Swedish- made Volvo, documents furnished the Ombudsman by the complainant showed that the brand unit excavator was priced at P8,448,000.00. Subsequent investigation by Digal in the heavy equipment market showed that the Volvo excavator bought by the municipality in December 2011 was valued only at P5,500,000.00 as confided to him by a friend identified as Engr. Dennis Berenguer of LEDA Construction.

The friend showed to Digal a price quotation from Civic Merchandizing, Inc., pegging the price of P5,500,000.00 of exactly the same model as the one delivered to Loboc by the supplier identified as Civic Merchandizing, Inc. The same company gave the price quotation very much lower than the municipality of Loboc had paid for the same equipment.

According to Digal, the alleged overprice, was a clear manipulation of the unit price when the municipality of Loboc purchased the equipment to the damage and prejudice of the people of the municipality and to the taxpaywers in general.

SURPRISE

In reaction, Mayor Calipusan expressed surprise why V-Mayor Digal brought his charges to the Ombudsman when he knew that the purchase was the result of a competitive bidding.

He said the Bids and Awards Committee (BAC) approved the purchase and the municipality was only the recipient of its decision as to the pricing quotation that won the bid. The mayor said if the v-mayor suspected that there was collusion between him and the members of the BAC , this can not be possible because its chairman is the cousin of Digal.

However, Calipusan said, if indeed the BACS erred in accepting the purchase price, the municipality is willing to refund whatever supposed overprice the purchase entailed.

Corella - Bohol / Cortes, Bohol Mayor Suspended
November 21, 2012, 12:51:14 PM
By Bohol Sunday Post

CORTES, Bohol - The town’s two top elective officials are in each others throats as they are locked in a welter of charges and countercharges. While Mayor Apolinaria “Jasmine” Balistoy is serving her six-month suspension as a result of an anti-graft case that reached all the way to the Sandiganbayan filed by V-Mayor Danilo Montero, the embattled chief executive retaliated with her own criminal complaint against the vice mayor. Montero is now acting Cortes mayor following Balistoy’s suspension which was served last week. A motion for consideration was filed by the suspended mayor and a separate story is found elsewhere in this issue.

The case of the vice mayor before the Office of the Ombudsman Visayas involved the purchase of a firetruck allegedly made during the five-month period when he was the acting mayor of municipality. Complainant Balistoy alleged that Montero and four other municipal officials conspired in deviating government rules and regulations to award the purchase to their own choice supplier.

Mayor Balistoy in her two-page complaint filed last Nov. 5, 2012 cited numerous violation of the Government Reformed Procurement Act, R.A. 9184, based on the revised implementing rules and regulations and possible graft and corrupt acts. The complaint likewise prayed that an immediate investigation be conducted and respondents be preventively suspended. The questioned transaction involved the amount of P1,060,000 for the purchase of a firetruck that allegedly was overpriced. Respondents, aside from acting mayor Montero, included accountant Jorna Tabigue, budget officer Noel Pondoc, treasurer Paciente Acero, and bookkeeper Aileen Saranza. Accountant Tabigue was designated by Montero to sit as BAC member although R.A. 9184 prohibits the same.

The purchase order was allegedly awarded to a losing bidder. Attached to the complaint was the letter from a bidder from Makati City Palmer-Asia Inc. demanding a Notice of Award after the firm submitted the lowest bid of P1,099,999 only as against another bidder who submitted a higher bid of P1,120,000.

Winning bidder Palmer Asia Inc. won the bidding held on August 24, 2012 and was found qualified through a post qualification process made by an inspectorate team on September 6-7, 2012. Under the revised IRR of the government procurement law (R.A. 9184), Palmer Asia should have been issued a Notice of Award after seven (7) days after passing the post qualification evaluation. Acting mayor Montero allegedly bypassed and disregarded the Bids and Awards Committee Resolution No. 1, S. 2012 declaring Palmer Asia, as the firm with the lowest calculated and responsive bid for the firetruck purchase. Instead, Montero allegedly made a personal canvass and inspection and eventually paid on Sept. 17, 2012 the amount of P1.060M to the losing bidder Firewolf Motors, also based in Makati City. It was further alleged that the procurement was not duly covered by approved and appropriate funding as required by law. Montero’s comment was sought the whole afternoon yesterday but yielded negative results.

South Korea has expressed its appreciation for the signing of the Framework Agreement between the Philippine government and the Moro Islamic Liberation Front.

South Korea lauded the recent development in Mindanao during the Association of Southeast Asian Nations (ASEAN)-South Korea Summit here Monday.

In a media briefing at the Landscape Hotel, Presidential Communications Operations Office Secretary Herminio Coloma Jr. said South Korean President Lee Myung Bak noted the positive changes in Myanmar as well as the signing of the Bangsamoro agreement in the Philippines.

The South Korean leader also mentioned the ASEAN free trade agreement, strategic partnership, and the South Korean center. South Korea is ASEAN’s second largest trading partner and second largest investment destination for the region.

President Lee Myung Bak also noted the importance of reducing the development gap, and promised to enhance South Korea’s support for the Mekong regional development as well as response to climate change, Coloma said.

South Korea likewise pushed for stronger forest protection cooperation as it hosts the green growth technology center.

Coloma said the South Korean president also talked about the issue on connectivity in education and the ASEAN-South Korea transportation roadmap. - PNA

European Union EU / Dutch Prince Friso in Coma

Dutch Prince Friso, who has been in a coma since February this year, has shown occasional signs of minimal consciousness, the Netherlands Government Information Service RVD reported on Monday.

The RVD emphasized that the prognosis remains very uncertain and that the medical team is "still very concerned." It will take many months before there is more clarity.

The Dutch royal family thanked the media for their restraint in reporting about the condition of Friso. His wife Princess Mabel expressed her feelings on Twitter. "This is the most challenging period of my life. My love for Friso, the support of family and friends, and the many signs of compassion give me strength in these difficult times," she stated.

On February 17, the now 44-year-old Prince was buried under an avalanche, while he was skiing in Austria. He was covered by snow for 25 minutes and had a cardiac arrest of 50 minutes. The lack of oxygen damaged his brains. In March, he was moved to a hospital in his residence in London.

Friso is the second son of Dutch Queen Beatrix and the late Prince Claus and the younger brother of Willem-Alexander, heir of Beatrix. He and his wife have two daughters.

Scientists with the U.S. university Rice University have unveiled a revolutionary new technology that uses nanoparticles to convert solar energy directly into steam, the university said Monday.

The new technology has an overall energy efficiency of 24 percent, and photovoltaic solar panels, by comparison, typically only have an overall energy efficiency around 15 percent, said the Houston-based university.

The new "solar steam" method from Rice's Laboratory for Nanophotonics (LANP) is so effective it can even produce steam from icy cold water, inventors said.

The inventors of the solar steam said they expect the first uses of the new technology will not be for electricity generation but rather for sanitation and water purification in developing countries.

"This is about a lot more than electricity," said LANP Director Naomi Halas, the lead scientist on the project, whose details were published on-line Monday in the monthly scientific journal ACS Nano.

"With this technology, we are beginning to think about solar thermal power in a completely different way," said Halas.

The efficiency of solar steam is due to the light-capturing nanoparticles that convert sunlight into heat. When submerged in water and exposed to sunlight, the particles heat up so quickly they instantly vaporize water and create steam. Halas said the solar steam's overall energy efficiency can probably be increased as the technology is refined.

"We're going from heating water on the macro scale to heating it at the nanoscale," Halas said. "Our particles are very small -- even smaller than a wavelength of light -- which means they have an extremely small surface area to dissipate heat. This intense heating allows us to generate steam locally, right at the surface of the particle, and the idea of generating steam locally is really counterintuitive."

To show just how counterintuitive, Rice graduate student Oara Neumann videotaped a solar steam demonstration in which a test tube of water containing light-activated nanoparticles was submerged into a bath of ice water. Using lens to concentrate sunlight onto the near-freezing mixture in the tube, Neumann showed she could create steam from nearly frozen water.

Steam is one of the world's most-used industrial fluids. About 90 percent of electricity is produced from steam, and steam is also used to sterilize medical waste and surgical instruments, to prepare food and to purify water.

Most industrial steam is produced in large boilers, and Halas said solar steam's efficiency could allow steam to become economical on a much smaller scale.

People in developing countries will be among the first to see the benefits of solar steam, inventors said.

"Solar steam is remarkable because of its efficiency," said Neumann, the lead co-author on the paper. "It does not require acres of mirrors or solar panels. In fact, the footprint can be very small. For example, the light window in our demonstration autoclave was just a few square centimeters."

The "Much More" Grace of God
For if by the one man's offense death reigned through the one, much more those who receive abundance of grace and of the gift of righteousness will reign in life through the One, Jesus Christ.  (Rom_5:17)

The grace of God is here connected with the phrase "much more." What a grand description of His grace â€" the "much more" grace of God! God's grace is "much more" than forgiveness. It is "much more" than new birth. It is "much more" than we have yet understood. It is "much more" than we have ever yet experienced. Here, we see it is "much more" than sufficient to deal with the devastating effects of sin in the lives of the children of Adam.

Due to sin, mankind begins their existence separated from the Lord. They are "dead in trespasses and sins" (Eph_2:1). Additionally, each person's individual experience can be decimated by the effects of sin. Selfishness, dishonesty, brutality, fear, disloyalty, deception, and the like can leave individuals in miserable bondage and paralyzing defeat. These devastations come from being under the rule of death: "For if by the one man's offense death reigned through the one." When Adam fell into sin and rebellion, the enemy of men's souls gained access to Adam and his seed. This cruel dictator rules over everyone who is related to Adam through natural birth (and not yet related to Jesus by new birth). Elsewhere, Jesus described the sole intention of our enemy's interest in us. "The thief does not come except to steal, and to kill, and to destroy" (Joh_10:10).
The remedy of God for escaping the reign of death is two-fold: "those who receive abundance of grace and of the gift of righteousness will reign in life through the One, Jesus Christ." First, the "gift of righteousness" provides an acceptable standing in heaven before a holy, righteous God. "But now the righteousness of God apart from the law is revealed . . . even the righteousness of God which is through faith in Jesus Christ to all and on all who believe" (Rom_3:21-22). Second, "abundance of grace" provides the ongoing spiritual resources that are necessary for the development of a godly, victorious walk for the glory of God in the midst of humanity here on earth. Both of these wondrous provisions ("abundance of grace and of the gift of righteousness") are ours because of the relationship we have by faith with Jesus Christ: "through the One, Jesus Christ."

Prayer
Heavenly Father, I realize that Your grace is much more than I have yet understood or experienced. I also see that it is much more than sufficient to reverse the effects of sin that may have impacted my life. So, I humbly reach out to You to receive from Your abundance of grace, that I might walk more victoriously, through Christ, Amen.

BEARING THE CROSS
"He that taketh not his cross, and followeth after Me, is not worthy of Me."-- Mat_10:38.

HOW WONDERFUL it is that in the thirty-seventh verse of this chapter, our Lord faces the whole race of men, and claims their supreme love, asking that they should love Him more than their dearest from whom they have derived, or to whom they have given life. He does not attempt to justify His demand, and the only consideration that makes His claim reasonable is that He is the Son of God, who died for us on the Cross, and that each one of us has a separate place in His Divine-human love. What a rebuke lies in the word: "is not worthy of Me." Surely in this sense there is no one of us worthy of our Divine Lord.

Christ asks for the surrender not of the heart only, but of the life. Self-denial for His sake is the badge of the disciple. It is a strange procession of cross-hearers, following the Crucified. Each man has his own special form of self-denial, which is required of him, and it must be undertaken willingly.

Of course, it must be understood that the confession to which Christ summons us does not consist in a single utterance of the lips; it is the constant acknowledgment of Him by voice and life, maintained to the end, and the context makes it clear that this will have to be maintained in the face of opposition, and that often in its bitterest form--the opposition of the home. Many of us would find it easier to face outward persecution and the tyrant's frown, than to stand against the light banter, the sneers and suspicions, the cruel words of those who live within the home. In every age there have been those who have had to stand absolutely alone for Christ, not hating their dear ones, but being hated by them because of their allegiance to Christ, and destined to find the most dutiful love and care repaid by stony indifference or active persecution. Nothing is harder to bear, and there is no other course for us but to silence the enemy and the avenger by patient continuance in well-doing, always believing that God is faithful, and that He will not allow us to be tempted above that we are able to bear.

PRAYER
Be the corrective, the complement, of every trouble and need through which we may be called to pass; if we suffer for Christ, may we not threaten; if we are spoken against, may we answer with blessing; if we are tried by the fiery trial, may we rejoice; if we are lonely and desolate, may the Holy Spirit make Jesus real to us. AMEN.

The Tragedy of Renounced Service
Demas…my fellowlabourerâ€" Phm_1:24.
Demasâ€" Col_4:14
Demas hath forsaken me, having loved this present worldâ€" 2Ti_4:10
The Downfall of Demas

The disloyalty of Demas has had a strange grip upon the minds of men. It has appealed to the imagination. The fact that we know nothing of him save in these three texts, his presence in the little company that moves in and out of Paul's imprisonmentâ€"these glimpses have arrested men and drawn their thoughts to Demas as to someone mysterious and elusive. Then conjecture has been rife as to the ways in which he loved this present world. Was it lucre that tempted him, as Bunyan thought, or just the pressure of the lower standards? On such things we cannot dogmatize, for the apostle does not give us details; he did not expatiate on things that hurt him. All the same, it seems to me that we do know a little about Demas. These three references, put in their right order, surely betray something of the manâ€"not, of course, of how the world allured him, for that must rest forever hidden, but of the gradual declension of his life. The chronology of the Epistles is not certain, but on many points there is a large agreement. Philemon was written earlier than Colossians and Second Timothy a great deal later. May we not trace, then, in this triple reference something of the soul-history of Demas that ended in such pitable fashion?

An Overcomer as Long as He Served with Paul
In the first reference Demas is described as one of the apostle's fellow-workers. He was one of that company of eager toilers to whom we owe the spreading of the faith. From the fact that he went away to Thessalonica, we might infer that he was a Thessalonian. Backsliders are like dying exiles, they begin craving for the familiar places. Demas, then, would be one of the early fruits of the apostle's visit to that European city, and the fruit, for long, was sweet to the taste. Demas was not content to confess Christ. He must serve and be a fellow-worker. He must do something for the Lord who saved him and for the apostle whom he loved so well. And it seems to me that so long as he was serving he found himself raised above the world: so long as he was serving he was safe. Men talk of the joy and liberty of service, and there are multitudes who have known the truth of that. But there are many who have never realized the spiritual strengthening of service. Christian service is like other work in that it helps to keep our besetting sins at bay, and in drearier hours saves us from ourselves. So was it, I believe, with Demas. He was kept as long as he was serving. He was master of all his timidity's and cravings in the years when he was laboring with Paul. The earliest reference to Demas, full of affection and of gratitude, is "Demas, my fellow-worker."

His Apostasy Began with His Cessation of Service
Then the years pass and he is named againâ€"but this time he is not a fellow-worker. All that we hear in the letter to Colossae is the one word Demas. He is still the companion of the great apostle; but he is not the fellow-laborer now. He seems to have grown weary in the service; perhaps he was disappointed in the fruits of it. He had been dreaming that he would change the world with the magnificent message of the Christ, and Rome was pretty much where he had found it. So far he had not swerved in his personal loyalty to Paul. He loved him. He owed his life to him. There was nothing he enjoyed more than to listen to him. But he did not love to preach now as he used to do nor to go out and brave the ridicule of crowds nor to give himself to the training of the young. Had you told Demas that the day was coming when he would desert his spiritual father, he would have indignantly repudiated the calumny. Yet anyone who knows the human heart knows that he was on the highway to apostasy from the hour that he ceased to be a fellow-laborer. No man can cease to serve without good reason and yet maintain unimpaired the older loyalties. When the spirit of willing service goes, all the enthusiasms begin to die. Prayer is stinted, criticism enters, churchgoing becomes very intermittent, and slowly the whole character is changed. Paul, with his fine delicacy, does not hint at this. He does not exclude Demas from the greetings. But he is perfectly conscious of the change and of the possibilities involved in it. Once (and he wrote it with a grateful heart) it was Demas, my fellow-worker. Now it is simply Demas.
His Return to Thessalonica: No Service, No Prayer,

No Fellowship
And then the years go by, the bitter dragging years, and once again we have the name of Demas. And with a great ache in his heart, Paul has to write, "Demas hath forsaken me." It was not in the least a sudden thing. Paul had long foreseen that it was coming. The vessel had been straining at its moorings, and the cable had been gradually fraying. Idle, not serving as he used to do, no longer forgetting everything in labor, Demas was unequal to the strain. It all began when Demas ceased to serve and, ceasing to serve, also ceased to pray. All he had given up began to claim him then. The old life became intensely vivid. And the tragedy is that, going back to it, it never could content his heart again after the glory that had comeâ€"and gone. Paul was not only sorry for himself. He was a thousand times sorrier for Demas. He knew the disappointment and unrest that awaited him in the old familiar scenes. I think the tear of an infinite regret would blot the parchment as he wrote, "Demas hath forsaken me, having loved this present world."

Invited into the King’s Presence

“One thing have I desired of the LORD, that will I seek after; that I may dwell in the house of the LORD all the days of my life, to behold the beauty of the LORD, and to inquire in his temple.” (Psa_27:4)

An invitation has been extended from the High Court of Heaven. It was not sent out to a select few, but was posted for all who hunger for something higher, something better, something more real than the hoopla and hullabaloo of the world’s surface traffic.

We have been granted access to the Throne of Grace, and the invitation does not require any dress code. “Come as you are,” it says. No need to rehearse what you will say, no need to primp on appearance â€" no cause to try and impress. And, what’s more, you don’t have to have it “all together” either.

“Come as you are IN YOUR TIME OF NEED,” it says. What this means is that when you feel the least acceptable, THAT”S when you are the most welcomed!

Come broken, come dirty, come troubled, come fearful, come confused, come undone â€" the Lord waits for you! He will meet you â€" and change you! You will not leave the same way you entered. What a privilege!

The Bible says, “Let us come boldly to the throne of grace that we may obtain mercy, and find grace to help in our time of need!” (Heb_4:16).

The old Gospel song puts it this way, “What a friend we have in Jesus, all our sins and griefs to bear. What a privilege to carry everything to God in prayer. Oh what peace we often forfeit, oh what needless pain we bear; all because we do not carry everything to God in prayer!

“Have you trials and temptations? Is there trouble anywhere? We should never be discouraged; take it to the Lord in prayer. Can we find a friend so faithful, who will all our sorrows share? Jesus knows our every weakness; take it to the Lord in prayer.

“Are we weak and heavy laden, cumbered with a load of care? Precious Savior, still our refuge; take it to the Lord in prayer. Do your friends despise, forsake you? Take it to the Lord in prayer; in His arms He’ll take and shield you â€" you will find a solace there!”

The invitation has been sent to YOU â€" accept it even now and come before the Throne of Grace, and discover anew the privilege of prayer.

Morning Devotion
“Avoid foolish questions.”
- Tit_3:9
Our days are few, and are far better spent in doing good, than in disputing over matters which are, at best, of minor importance. The old schoolmen did a world of mischief by their incessant discussion of subjects of no practical importance; and our Churches suffer much from petty wars over abstruse points and unimportant questions. After everything has been said that can be said, neither party is any the wiser, and therefore the discussion no more promotes knowledge than love, and it is foolish to sow in so barren a field. Questions upon points wherein Scripture is silent; upon mysteries which belong to God alone; upon prophecies of doubtful interpretation; and upon mere modes of observing human ceremonials, are all foolish, and wise men avoid them. Our business is neither to ask nor answer foolish questions, but to avoid them altogether; and if we observe the apostle’s precept (Tit_3:8 ) to be careful to maintain good works, we shall find ourselves far too much occupied with profitable business to take much interest in unworthy, contentious, and needless strivings.
There are, however, some questions which are the reverse of foolish, which we must not avoid, but fairly and honestly meet, such as these: Do I believe in the Lord Jesus Christ? Am I renewed in the spirit of my mind? Am I walking not after the flesh, but after the Spirit? Am I growing in grace? Does my conversation adorn the doctrine of God my Saviour? Am I looking for the coming of the Lord, and watching as a servant should do who expects his master? What more can I do for Jesus? Such enquiries as these urgently demand our attention; and if we have been at all given to cavilling, let us now turn our critical abilities to a service so much more profitable. Let us be peace-makers, and endeavour to lead others both by our precept and example, to “avoid foolish questions.”

Evening Devotion
“O that I knew where I might find him!”
- Job_23:3
In Job’s uttermost extremity he cried after the Lord. The longing desire of an afflicted child of God is once more to see his Father’s face. His first prayer is not “O that I might be healed of the disease which now festers in every part of my body!” nor even “O that I might see my children restored from the jaws of the grave, and my property once more brought from the hand of the spoiler!” but the first and uppermost cry is, “O that I knew where I might find HIM, who is my God! that I might come even to his seat!” God’s children run home when the storm comes on. It is the heaven-born instinct of a gracious soul to seek shelter from all ills beneath the wings of Jehovah. “He that hath made his refuge God,” might serve as the title of a true believer. A hypocrite, when afflicted by God, resents the infliction, and, like a slave, would run from the Master who has scourged him; but not so the true heir of heaven, he kisses the hand which smote him, and seeks shelter from the rod in the bosom of the God who frowned upon him. Job’s desire to commune with God was intensified by the failure of all other sources of consolation. The patriarch turned away from his sorry friends, and looked up to the celestial throne, just as a traveller turns from his empty skin bottle, and betakes himself with all speed to the well. He bids farewell to earth-born hopes, and cries, “O that I knew where I might find my God!” Nothing teaches us so much the preciousness of the Creator, as when we learn the emptiness of all besides. Turning away with bitter scorn from earth’s hives, where we find no honey, but many sharp stings, we rejoice in him whose faithful word is sweeter than honey or the honeycomb. In every trouble we should first seek to realize God’s presence with us. Only let us enjoy his smile, and we can bear our daily cross with a willing heart for his dear sake.

Robotics & Wireless Tech / IMF Wants Phone Text SMS Taxed

By Jelly F. Musico

Senator Francis ‘Chiz’ Escudero opposed on Monday the proposal of International Monetary Fund’s (IMF) Chief Christine Lagarde to raise tax on text messaging to boost government revenues.

“It is not for any institutions or any foreign entities for that matter to dictate upon us what to and what not to tax. IMF and its chief has no business in even suggesting that we impose tax on text. The power to tax is inherent in Congress and any external intervention is already meddling with our sovereignty” Escudero said.

Lagarde, in a press conference in Malacanang, suggested that telecommunication services could be a new source of taxation because of its wide base of 102 million subscriptions.

She said that passing the sin tax bill would be “great progress for the revenue collection of the country” and added that “if more is needed in the pure decision of the government of the Philippines, then telecommunication would satisfy those two criteria,” referring to text messaging and calls.

Escudero, chairman of the Senate committee on justice and human rights, said Lagarde’s suggestion is "skewed, if not so unfeeling, granting that it has a place in our economic affairs."

“I strongly oppose this foreign meddling and even the idea behind it. Ms. Lagarde is better off making suggestions to her fellow Europeans who can perhaps learn a thing or two from us”.

The senator said taxation should be based on the ability of taxpayers to pay. He said text messaging is so ingrained among the lower socio-economic strata with about 90 percent of mobile phone users have pre-paid lines.

“Instead of providing relief for the Filipino public, this twisted idea of taxing text is an additional burden to the masses,” he said.
