Dolan suggested that one crucial area of reform would be imposing term limits on Vatican bureaucrats to prevent them from becoming lifers. He said there was also no reason why more laymen and women couldn't be brought into the Vatican bureaucracy, and that the administration itself could shrink.

Archbishop Claudio Mario Celli, who heads the Vatican's social communications office, wants greater communication within the various Vatican departments, including regularly scheduled meetings of department heads.

"We need a more synergetic activity," Celli said in an interview. "If we want to have a more effective service in the church, we need to have a symphonic approach."

Cardinal Timothy Dolan of New York, who has become something of the ringleader of the reform group, said he had high hopes that Francis would turn the Holy See into a model of good governance given his background and no nonsense style.

"Sometimes in the past the curia has been an example of what not to do, instead of what to do," Dolan said in an interview after Francis' installation. "We need to look to the Holy See and the Roman Curia as a model of good governance, of honesty, of simplicity, of frugality, of transparency, of candor, of raw Gospel service, of a lack of careerism, of people who are driven by virtue."

George Weigel, a papal biographer who interviewed Bergoglio last May for his new book "Evangelical Catholicism," said Francis understands well the problems of the curia, saying he "displayed a shrewd, but not cynical, grasp of just what was wrong with the church's central bureaucratic machinery, and why."

"I think we can expect the new pope to lead the church in a purification and renewal of the episcopate, the priesthood, the religious life, and the curia, because he understands that scandal, corruption, and incompetence are impediments" to the mission of spreading the faith, Weigel wrote in a recent essay.

"It just doesn't work either very quickly or very efficiently," U.S. Cardinal Francis George, the archbishop of Chicago, said in an interview soon after Francis was elected. "Take marriage cases: People shouldn't have to be asked to wait three, four, five, six years to get a response" for a request for an annulment.

Aside from Saturday's announcement, Francis has made one Vatican appointment so far, naming a member of his namesake Franciscan order to the important No. 2 spot at the Vatican's congregation for religious orders.

His most eagerly-watched appointment has yet to come: that of the Vatican secretary of state, who runs the day-to-day administration of the Holy See. Currently, the position is held by Cardinal Tarcisio Bertone, a 78-year-old canon lawyer whose administrative shortcomings have been blamed for many of the Vatican's current problems today.

In the run-up to his election, cardinals were very clear that the status quo of the Vatican was untenable. Naming a commission of advisers including those most critical of the status quo indicates major reform could be on the horizon.

Some cardinals said they wanted term limits on Vatican jobs to prevent priests from becoming career bureaucrats. They wanted consolidated financial reports to remove the cloak of secrecy from the Vatican's murky finances. And they wanted regular Cabinet meetings where department heads actually talk to one another to make the Vatican a help to the church's evangelizing mission, not a hindrance.

They also said they wanted the Vatican to serve the bishops in the field, and not the other way around.

With such a small group of men hand-picked by the pope to specifically advise him in running the church and reforming the Vatican, it appears Francis wants a more collegial type of governance for his papacy. That also would meld with his reluctance to call himself pope in favor of his other main title, bishop of Rome.

That said, the former Cardinal Jorge Mario Bergoglio is on record saying that when it comes time to actually making decisions, he is very much a loner.

"One can ask for advice but, in the end, one must decide alone," he said in the 2010 book "The Jesuit" written by his authorized biographer. Doing so means making mistakes, and Bergoglio acknowledged he had made plenty in his lifetime.

"That's why the important thing is to ask God," he said.

O'Malley, a Capuchin friar, has spent his career cleaning up churches from sexually abusive priests. Pell was outspoken in the run-up to the conclave about the need for reform in the bureaucracy. Maradiaga heads the church's Caritas International charity federation and is a rare moderate in the College of Cardinals who hasn't shied from criticizing the failings of the curia.

In theory, all popes have cardinals at their disposal to serve as advisers; advising the pope is a cardinal's main job aside from voting in conclaves. But neither John Paul nor Benedict made frequent use of their cardinal advisers, in part because they were so far away and numbered more than 200.

Shooting at wake leaves 1 dead, 2 others wounded
By Rizal S. Obanil
Published: April 13, 2013

Showing no respect for the dead, unidentified gunmen opened fire on a group attending a wake, killing one and injuring two others, including an 8-month old baby, in Quezon city early Saturday morning.

The fatality was identified as "Tonyo" Garcia.  He died while being rushed to the St. Andrews Hospital after succumbing to two gunshot wounds in the body.

Injured were Marisa Corpuz, who suffered a bullet wound in the arm and her 8-month old baby who was grazed by a bullet on the head.

Initial investigation showed that the shooting happened a few minutes past 12 midnight in Barangay Paltok, QC.

The two suspects reportedly barged into the wake that was being held and suddenly shot the victims.

After the shooting, the suspect hurriedly left, leaving the shocked visitors of the wake to rush the fatality and the two victims to the hospital.

Police are now conducting an investigation to determine the possible motive in the shooting, as well as the identities of the two suspects. -- http://www.mb.com.ph/

Lombardi said the fact that Francis selected cardinals from every continent indicated he wanted to reflect the universal nature of the church in Vatican decision-making.

"The Roman Curia retains all its fundamental functions helping the pope in the daily governance of the universal church," Lombardi told Vatican Radio. "The naming of this group adds to this, in a certain sense integrates it, with a universal point of view and voices from different parts of the world."

The members of the panel include Italian Cardinal Giuseppe Bertello, president of the Vatican city state administration â€" a key position that oversees, among other things, the Vatican's profit-making museums. The non-Vatican officials include Cardinals Francisco Javier Errazuriz Ossa, the retired archbishop of Santiago, Chile; Oswald Gracias, archbishop of Mumbai, India; Reinhard Marx, archbishop of Munich and Freising, Germany; Laurent Monsengwo Pasinya, archbishop of Kinshasa, Congo; Sean Patrick O'Malley, the archbishop of Boston; George Pell, archbishop of Sydney, Australia; and Oscar Andrés Rodríguez Maradiaga, archbishop of Tegucigalpa, Honduras, who will serve as coordinator.

Monsignor Marcello Semeraro, bishop of Albano, Italy will be the panel secretary.

Francis' advisory group will meet in its inaugural session Oct. 1-3, though Francis is already in contact with the group's members, the Vatican said. No other dates were announced, an indication that Francis is in no particular hurry to overhaul things.

The Vatican spokesman, the Rev. Federico Lombardi, stressed that the cardinals are a consultative body, not a decision-making one, and that they won't take the place of the Vatican bureaucracy. His comments appeared aimed at reassuring Vatican bureaucrats that they weren't being sidelined by a counterweight advisory body that better reflects the geographic distribution of today's church.

The church is growing and counts most of the world's Catholics in the southern hemisphere, while it's shrinking in Europe. Yet the Vatican and the 200-strong College of Cardinals, traditionally the pope's primary advisers, remain heavily European.

Pope John Paul II issued Pastor Bonus in 1988, and it functions effectively as the blueprint for the administration of the Holy See, known as the Roman Curia, and the Vatican City State. The document metes out the work and jurisdictions of the congregations, pontifical councils and other offices that make up the governance of the Catholic Church.

Pastor Bonus itself was a revision of the 1967 document that marked the last major reform of the Vatican bureaucracy, undertaken by Pope Paul VI.

A reform of the Vatican bureaucracy has been demanded for years, given that both John Paul and Benedict XVI essentially neglected in-house administration of the Holy See in favor of other priorities. But the calls for change grew deafening last year after the leaks of papal documents exposed petty turf battles within the Vatican bureaucracy, allegations of corruption in the running of the Vatican city state, and even a purported plot by senior Vatican officials to out a prominent Catholic as gay.
#26616
In the run-up to the conclave that elected Francis the first Latin American pope one month ago, many cardinals demanded the Vatican be more responsive to their needs on the ground and said the Holy See bureaucracy itself must be overhauled. Including representatives from each continent in a permanent advisory panel to the pope would seem to go a long way toward answering those calls.

In its announcement Saturday, the Vatican said Francis got the idea to form the advisory body from the pre-conclave meetings where such complaints were aired. "He has formed a group of cardinals to advise him in the governing of the universal church and to study a revision of the apostolic constitution Pastor Bonus on the Roman Curia," the statement said.

VATICAN CITY (AP) â€" Pope Francis named eight cardinals from around the globe Saturday to advise him on running the Catholic Church and reforming the Vatican bureaucracy, marking his first month as pope with a major initiative to reflect the universal nature of the church in key governing decisions.

The advisory panel includes only one current Vatican official. The rest are cardinals from North, Central and South America, Africa, Asia, Europe and Australia. Many have been outspoken in calling for a shake-up of the Vatican bureaucracy, which was last reformed 25 years ago, while others have tried to clean up the church from sexually abusive priests.

29. Several active ingredients and special methods of production are involved in making sure the nicotine in a cigarette is many times more potent than that of a tobacco plant.
#26636
28. Smokers generally report a variety of after-effects; such as calmness, relaxation, alertness, stimulation, concentration and many others. In fact, smoking will produce a different effect in each individual depending on ‘what they expect to get’; turning the cigarette into the worlds most popular placebo (satisfying the brains hunger for nicotine being the only ‘relaxing’ factor). The smoker will then use these expectations as a means to continue the habit.
#26637
27. Smoking tobacco is the ultimate gateway drug in that it is legally available, and involves mastering a unique method of intake â€" much more so than alcohol (which has such a significant effect that users need look no further for stimulation). Smokers looking to get ‘high’ will very rarely do so from cigarettes after the initial stages of taking up the habit.
#26638
26. Most smokers take up the habit in their mid teens, well before the legal age for purchasing them, and is seen as a right of passage towards adulthood. Other perceived rights of passage include: aftershave, wearing stilettos, alcohol, drugs and sexual intercourse; with a combination of these sometimes being cited as the main causes of teenage pregnancy.

25. According to the World Health Organization, approximately 25% of cigarettes sold around the world are smuggled.
#26641
24. Some people (mostly males) can be aroused by the sight of smoker smoking (usually females). This is called the Smoking Fetish, and affects a small number of the population. As with most fetishes, the reason for this arousal can usually be traced back to incidents in childhood. However, cigarettes â€" particularly menthols, force blood away from the penis if smoked while aroused.
#26642
23. Smokers often smoke after meals to ‘allow food to digest easier’. In fact, this works because the bodies priority moves away from the digestion of food in favor of protecting the blood cells and flushing toxins from the brain.
#26643
22. The immune systems of smokers has to work harder every day than non-smokers. As a result, a smokers’ blood will contain less antioxidants, although a smokers immune system may be quicker to respond to virus attacks due to its more active nature.
#26644
21. ‘Lite’ cigarettes are manufactured with air holes around the filter to aerate the smoke as it is drawn in. Many smokers have learned to cover these holes with their fingers or their lips to get a stronger hit.
#26645

#26646
20. Smokers draw on ‘lite’ and menthol cigarettes harder (on average) than regular cigarettes; causing the same overall levels of tar and nicotine to be consumed.
#26647
19. ‘Lite’ cigarettes are produced by infusing tobacco with CO2 and superheating it until the tobacco ‘puffs up’ like expanding foam. The expanded tobacco then fills the same paper tube as ‘regular’ tobacco.
#26648
18. Sugar approximates to roughly 20% of a cigarette, and many diabetics are unaware of this secret sugar intake. Also, the effect of burning sugar is unknown.
#26649
17. Nicotine reaches the brain within 10 seconds after smoke is inhaled. It has been found in every part of the body and in breast milk.
#26650
16. The United States is the only major cigarette market in the world in which the percentage of women smoking cigarettes (22%) comes close to the number of men who smoke (35%). Europe has a slightly larger gap (46% of men smoke, 26% of women smoke), while most other regions have few women smokers. The stats: Africa (29% of men smoke, 4% of women smoke); Southeast Asia (44% of men, 4% of women), Western Pacific (60% of men, 8% of women).
#26651

#26652
15. Cigarettes can contain more than 4,000 ingredients, which, when burned, can also produce over 200 ‘compound’ chemicals. Many of these ‘compounds’ have been linked to lung damage.
#26653
14. The U.S. states with the highest percentage of smokers are Kentucky (28.7%), Indiana (27.3%), and Tennessee (26.8%), while the states with the fewest are Utah (11.5%), California (15.2%), and Connecticut (16.5%).
#26654
13. Scientists claim the average smoker will lose 14 years of their life due to smoking. This however does not necessarily mean that a smoker will die young â€" and they may still live out a ‘normal’ lifespan.
#26655
12. Smoking bans in many parts of the world have been employed as a means to stop smokers smoking in public. As a result, many social businesses have claimed a significant drop in the number of people who go out to pubs, bars and restaurants.
#26656
11. Contrary to popular social belief, it is NOT illegal to smoke tobacco products at any age. Parents are within the law to allow minors to smoke, and minors are within the law to smoke tobacco products freely. However, the SALE of tobacco products is highly regulated with legal legislation.
#26657

#26658
10. In most countries around the world, the legal age for the purchase of tobacco products is now 18, raised from 16, while in Japan the age minimum is 20 years old.

9. The ‘Cork Tip’ filter was originally invented in 1925 by Hungarian inventor Boris Aivaz, who patented the process of making the cigarette filter from crepe paper. All kinds of filters were tested, although ‘cork’ is unlikely to have been one of them.

3. In 1970, President Nixon signed the law that placed warning labels on cigarettes and banned television advertisements for cigarettes. The last date that cigarette ads were permitted on TV was extended by a day, from December 31, 1970 to January 1, 1971 to allow the television networks one last cash windfall from cigarette advertising in the New Year’s Day football games.

The world’s view on smoking cigarettes has changed dramatically over the last century. The habit was once considered to be cool, sexy, good for your health, and widely enjoyed by many people. It was promoted by sportsmen, and advertised all over television. No one could be seen acting in a movie without a lit cigarette in their hand! Today, smoking is considered to be a nasty addictive habit that can kill you and those around you. You wont find them advertised anywhere â€" nor will you see anyone smoking inside a public building. It seems that these days smokers are considered to be anti-social and are often frowned at if seen smoking outside in crowded places. Below is a list of interesting facts about cigarettes.

April 14, 2013, 07:22:46 AM
It’s horrible enough for a family to have a child go missing, but to have FIVE of them disappear in the same night?! That’s exactly what happened to George and Jenny Sodder on Christmas Eve in 1945. Their family had ten children, but after their Fayetteville, West Virginia home burned to the ground, five of them (Betty, Jennie, Louis, Martha and Maurice) were never seen again. The obvious explanation should be that they died in the fire, but no remains of the children were ever found and it’s extremely unlikely that fire could have completely incinerated them.

While the family did find a few remains in the wreckage, they showed no signs of fire damage and may have been stolen from a cemetery and planted there! It is theorized that the fire was started as a diversion to abduct the children as the house’s phone line had been cut and the family’s ladder was found in an embankment 75 feet away. There were numerous eyewitness sightings of the children over the years, and in 1968, the family were mailed a mysterious photograph of a man who may have been a grown-up Louis Sodder. Sadly, George and Jenny both died without ever finding out the truth about what happened. -- http://listverse.com/

The campaign was based on a 2009 initiative by authorities in Queensland state seeking an "island caretaker" on the world-famous Great Barrier Reef. That campaign attracted almost 35,000 entries and was won by Briton Ben Southall.

The "Chief Funster" will have VIP access to exclusive Sydney parties and festivals, while the Northern Territory's "Outback Adventurer" will get a taste of Australian bush life.

The 18 finalists will be flown to Australia for interviews, with the six winners announced on June 21. Americans topped the list of applicants, followed by Britons.

Queensland's 2009 campaign sparked similar campaigns around the world. Recently, the Chinese city of Hangzhou launched a Facebook campaign to find a "Modern Day Marco Polo".

Since winning the Queensland competition, Mr Southall has married an Australian woman and now lives in the state capital Brisbane, where he works for the Queensland tourism board.

More than 40,000 people from around the globe have applied for Australia's six "Best Jobs in the World", leaving Australian tourism officials with the mammoth task of paring the list down to 18 finalists.

Reuters in Sydney 10:59AM BST 11 Apr 2013

The six-month jobs, which include "Outback Adventurer" and "Chief Funster", attracted initial interest from more than 330,000 people from nearly 200 countries before applications closed late on Wednesday.

Applicants were asked to submit a 30-second video explaining why they would be good for the jobs, which come with a stipend of A$100,000 (£70,000).

Among the entries received were a woman snorkelling in stop-motion animation, and a man having a pillow fight with New Yorkers and dancing in his underwear in the subway.

"Getting lost has helped me find who I am. I have encountered all the best parts when I am lost on different journeys," said one woman, who was applying for the job of "Lifestyle Photographer". "Where will I get lost next?"

In 2008, Colorado tap water was responsible for 79 cases of salmonella poisoning, which caused fevers and vomiting. People with weak immune systems, like the elderly, are especially susceptible to salmonella. Another study looked at the water supply of Togo, Africa, and found 26 cases of salmonella contamination, suggesting that developing countries are at a greater risk for bacterial infections from drinking water. It’s sort of common sense, but it’s beneficial to have figures to see what exactly is causing illnesses in these areas.

One of the first things we learn as children is that you always cook chicken, and if you handle it raw you better scrub those hands nice and good. The reason, of course, is salmonella, which has such a long history of infection it’s not even possible to link to them all here. Usually salmonella shows up on food such as beef, spinach, and of course, chicken (hedgehogs too, surprisingly). Less commonly, salmonella causes outbreaks through none other than our friendly neighborhood drinking water.

Invitations to more than 2,000 guests will be sent out on Friday. Mikhail Gorbachev, 82, the last leader of the Soviet leader, will not be able to attend because of ill health, his spokesman said on Thursday.

Nancy Reagan, 91, the widow of Thatcher's great political U.S. ally Ronald Reagan, will also not be able to make the trip.

Cameron's office said those who have already said they will attend include former British Prime Minister Tony Blair, FW de Klerk, the last President of apartheid South Africa, and Canadian Prime Minister Stephen Harper.

It said invitations would be extended to all surviving British prime ministers and surviving former U.S. presidents, former U.S. secretary of state Hillary Clinton, European Commission President Jose Manuel Barroso and a representative of South Africa's Nelson Mandela, who is 94 and in poor health. FALKLANDS THEME

Members of parliament from Thatcher's ruling Conservative party have hailed Britain's victory in the Falklands war as one of her greatest achievements and her funeral is expected to follow a Falklands theme.

More than 700 armed forces personnel will take part in the ceremony and the 10 coffin bearers will be drawn from regiments and units that played a pivotal role in the conflict.

The war boosted Thatcher's flagging political fortunes at the time and cemented her image as a patriotic defender of what was left of Britain's Empire, helping her win a landslide victory at a general election in 1983.

In a ceremonial funeral with military honours and attended by the Queen, Thatcher's coffin will be drawn on a gun carriage by six horses through London to a service at St Paul's Cathedral, a format that has drawn criticism from some politicians and commentators for its pomp and public expense.

Argentine Foreign Minister Hector Timerman brushed off the apparent snub.

"It does not matter to me to be invited to a place where I don't want to go," he told a local radio station. "It is another provocation. The woman died, let the family mourn her in peace".

Prime Minister David Cameron's office made it clear on Thursday that invitations will be sent far and wide.

"Around 200 states, territories and international organisations are being invited to send an official representative to the funeral service," a spokesman said.

"We have invited those countries and institutions with whom we have normal diplomatic relations."

A government source told Reuters that every country with whom Britain enjoys "normal" diplomatic relations was being invited to Wednesday's funeral, but Thatcher's family had objected to Fernandez attending.

"It's about adhering to her family's wishes," the source said. A government spokesman said Argentina's ambassador to Britain would be invited, and that was in keeping with protocol.

The Daily Telegraph newspaper, without citing its sources, reported that Thatcher's children Mark and Carol said they felt it would be "inappropriate" for anyone from Argentina to be there after government officials floated the idea.

Argentina's President Cristina Fernandez De Kirchner

LONDON (Reuters) - Britain will not invite Argentine President Cristina Fernandez to Margaret Thatcher's funeral next week in a snub likely to deepen a long-running diplomatic dispute over the Falkland Islands.

Thatcher, 87, who died on Monday, led Britain at the time of the 1982 Falklands war ordering her armed forces to repel an Argentine invasion of the contested South Atlantic archipelago which Argentina calls Las Malvinas.

Just over 30 years later, memories of the conflict remain raw and Fernandez has mounted a campaign to renegotiate the islands' sovereignty, lobbying Pope Francis on the issue and rejecting a referendum last month in which Falkland residents voted to remain a British Overseas Territory.

Simple: own a house like this!

Located in Adirondack State Park in New York, this cabin is now on sale for $1.75 million. It was constructed on top of a cold-war era missile storage tower and is just perfect in case of a nuclear war or the zombie apocalypse (stock accordingly). Its above ground area is 2,000 square feet (186 square meters), but once you enter the basement, you’ll enjoy another 2,300 square feet (213 square meters).
