Ikaduha, I think the matter involved is more on administrative problem. Kaning lapses of not issuing receipt is internal problem ni. Siguro sa management, ara rang ka luag. Usa sa makasulbad ani ang management audit or agreed upon procedures for external auditors to look into the operation of the org and take note of the discrepancies.

Ikatulo, I dont believe that BIR will look into the not-for-profit org operations kay una wa naman na silay income tax. What will the BIR get from doing so? If I were the regional director of BIR (who are usually imposed a colletion quota aho gukdon ang dagko nga company. Hahahahaha.

Any organization can issue receipt, but not all can be qualified as to the exemption.

When you qualify as such in the exemptions given under the NIRC. When you are the donee organization your operation has to be under enumeration A to K of Section 30 of NIRC. This is with the assumption that the organization has been duly registered with the BIR and the SEC.

But if you are the donor, you can only declare as donation expenses in your Quarterly and Annual Income Tax Return  the donated amounts when the donee is qualified under enumerations A to K of NIRC.
