Her eight-year-old brother, who is her classmate, defended her and asked Marietta not to hurt her again.

The teacher got mad and threatened to harm him.

Dorry’s brother told Marietta that they would go home, but the teacher did not allow them. The teacher locked the door.

“Our teacher just laughed while watching me from her chair and my classmate covering my wound with a piece of paper,” Dorry said.

He said the incident happened on Oct. 15 last year, but the parents took a long time to file the complaint because they first raised their grievance to the school principal and the barangay officials.

The initial assessment of the Vicente Sotto Memorial Medical Center’s (VSMMC) Women and Children Friendly Center (WCFC) in a session last Jan. 3 states that Dorry showed a “significant trauma.”

“She indicated that she was fearful of (her teacher) but her fears had lessened when her family provided all the support that they can give,” the report read.

Dorry said her classmate wiped the blood from her head with a piece of paper.

“My teacher did not mind treating my wound,” she said.

Last Tuesday, Dorry, assisted by her parents, charged the teacher with violation of Republic Act 7610, or the Special Protection of Children against Abuse, Exploitation and Discrimination Act, before the Cebu Provincial Prosecutor’s Office.

RA 7610 defines child abuse as maltreatment of a minor, which includes “psychological and physical abuse, neglect, cruelty, sexual abuse and emotional maltreatment” and “any act by deeds or words which debases, degrades or demeans the intrinsic worth and dignity of a child as a human being.”

Dorry and her parents are assisted by lawyer Ian Vincent Manticajon.

“We want the teacher to learn a lesson,” Manticajon said in a phone interview. “Her action was dangerous.”

WHEN the teacher heard her pupils singing in her class while she was writing the lesson on the chalkboard, she approached them.

She did not praise them. Instead, she pulled their hair.

Marietta (real name withheld pending her side) went to six-year-old Dorry (real name withheld), pulled her hair and knocked her head on a chair. She was wounded on her head.

“She turned her ire on me even if I was not among those who sang,” the first grader at Singsing Elementary School in Balamban, Cebu said in her affidavit. “I shouted in pain.”

NCR likewise fell in softball where it was pummeled by three-peat winner Western Visayas, 8-0, and in baseball where it absorbed a 1-2 defeat.

Its secondary boys volleyball team also came short and dropped a heart-stopping 25-21, 25-12, 19-25, 13-25, 15-11 defeat at the hands of Calabarzon.

Its defending champion football team was eliminated as early as Friday following a 1-2 semifinal loss to Central Visayas.

Mimaropa went on to win the event, which has fast gaining popularity thanks to the emergence of the Phl AzkalS, after beating Central Visayas via penalty shootout, 5-4, following a 1-1 standoff in regulation play.

Calabarzon’s Shania Mae Mendoza and Marie Antoinette San Diego took the chess team gold for secondary girls while Davao’s Austin Literatus and John Rey Butacan reigned supreme in secondary boys team event.

At the end of the day, NCR bested all challengers by amassing 596.5 points, way way ahead of closest pursuer Western Visayas (446.34) and Central Visayas (337).

Dawn Ochea provided the muscle and the hustle that served as the adhesive that kept Central Visayas together  when they nearly blew a lead as big as 19 points.

Central Visayas was represented mostly by players from regional titlist Sacred Heart of Ateneo in Cebu.

Ochea scored the games’ first eight points and three of his team’s last four including a free throw and a putback that gave the Cebuanos enough cushion to weather NCR’s furious fightback.

It was Central Visayas first secondary basketball gold since former Cebuano hotshot and PBA star Elmer Cabahug lorded it over the field in the 80s.

And more importantly, Central Visayas avenged its quarterfinal loss to NCR, then represented by Letran, in last year’s edition eventually topped by the latter in Lingayen, Pangasinan.

“We lost to them in a close game in the quarterfinals and I didn’t forget that because I was part of that team,” said the 16-year-old Ochea, a Tacloban native who will play this coming UAAP season for the Adamson Falcons.

NCR reigns anew in Palaro; CV cagers win
By Joey Villar (The Philippine Star) | Updated April 28, 2013 - 12:00am

A jampacked crowd watches the final game between Central Visayas  and NCR at the Lamberto Macias Sports and Cultural Center in Dumaguete City. Central Visayas defeated NCR, 70-66, to bag the gold in boys basketball secondary division. JUN MENDOZA

DUMAGUETE CITY, Philippines â€" National Capital Region retained its superpower status for the 10th straight time, capping its supremacy with commanding wins in women’s basketball and volleyball at the close of Palarong Pambansa yesterday at the Gov. Mariano Perdices Sports Complex.

Represented by Hope Christian School, the NCR lady spikers overpowered a listless Central Visayas in a surprisingly one-sided 25-12, 25-7, 25-1 victory to cop the volleyball gold before their lady dribblers routed Calabarzon, 65-52, to snare the basketball mint in both the girls’ side.

The pair of triumphs gave a crowning touch to a fine achievement by the Big City bets who annexed their 10th general championship starting in 2003. The annual multi-sports meet was cancelled outright in 2004 due to the national elections back then.

NCR’s volleyball and basketball victories more than made up for painful defeats in other ballgames, the most embarrassing of which came in the sport that mattered most â€" boys basketball.

Playing before a predominantly Visayan crowd at the jampacked Lamberto Macias Sports and Cultural Centre, NCR, represented by San Sebastian, struggled early, mounted a spirited comeback before falling short in the end and losing to a hardened, more determined Central Visayas, 70-66.

Clinical applications

Although the new study did not specifically look at links between specific spiritual belief, types of psychiatric illnesses and reported treatment outcomes for that particular illness, Rosmarin said the findings indicate that faith plays an important role in therapy.

However, a lot more research is needed, he added.

"It's embarrassing that there's such a disparity between what we know about patient spirituality, and how to handle it," Rosmarin said. "It's an area that's relevant to us as a people, but we have no clue what to do about it."

With a clearer understanding of the impact of spirituality on treatment, doctors can develop better treatments that meet their patients' needs.

"When I speak to audiences, the clinicians are at the edge of their seats," Rosmarin said. "Studies like this equip us health care professionals with practical guidance on how to address patient spirituality and treatment. Our whole program of research is clinically focused. We want to know how this is going to make a difference in patients' lives."

The results of the study were published Thursday (April 25) in the Journal of Affective Disorders.

The impact of spirituality

When patients feel a sense of power outside their own lives â€" whether through religious beliefs or through connections with friends, family or even nature â€" it can boost their treatment outcomes, said Christina Puchalski, founder and executive director of the George Washington Institute for Spirituality and Health in Washington, D.C. Puchalski was not involved in the new study, but has done her own research on clinical strategies to address patients' spiritual concerns.

"If people are able to see something outside of themselves, they tend to do better in general, so that's not surprising," Puchalski said. "From my own clinical practice, I certainly see that if people are able to have some sense of transcendence, they often have better responses."

Part of what makes this a fascinating area of study is that spirituality can take so many different forms, which means it can have diverse implications for patient care, Puchalski explained.

"Spirituality can be broadly defined," she said. "It's not just religion, or a belief in a higher power. The ability to connect to something outside of oneself â€" things like hope and being hopeful, or having a sense of coherence â€" it's all part of spirituality."

Evaluating spiritual belief

Study participants were asked to rate their belief in God and their expectations for the effectiveness of treatment on a five-point scale. At the beginning and end of the program, the researchers evaluated each patients' well-beingâ€"defined by their levels of depression, anxiety and self-harm.

Patients who reported more than a "slight" belief in a higher power were twice as likely to respond to treatment, Rosmarin said.

In addition to experiencing better treatment outcomes, patients who believed in God were also more likely to expect therapeutic benefits from their time in the program.

"Belief in God can facilitate belief in treatment," Rosmarin said. "People who had more faith also had more faith in treatment. They thought it was credible and were optimistic about treatment. They believed it was going to help them."

Patients who believe in God may experience better short-term treatment outcomes for psychiatric illness, according to a new study.

Individuals who described themselves as having strong faith reported having a better overall response to treatment, said David Rosmarin, a clinician and instructor in the department of psychiatry at Harvard Medical School in Boston.

"We found that patients who had higher levels of belief in God had better treatment outcomes â€" better well-being, less depression and less anxiety," Rosmarin told LiveScience.

The researchers monitored 159 patients in the Behavioral Health Partial Hospital program at McLean Hospital in Belmont, Mass. The patients were receiving treatment for various psychiatric illnesses, including depression and anxiety, and their average length of stay in the program was two weeks, Rosmarin said.

The study results, however, can't necessarily prove any cause or effect; the researchers aren’t sure whether spirituality caused the treatment boost, some other factor played a role or if spiritual people, perhaps, are somehow healthier than others.

Wildlife photographer Patrick Castleberry captured images of a titanic tussle between an eastern river cooter turtle and a 6-foot alligator in Georgia’s Okefenokee Swamp. Surprise, surprise â€" the turtle won (in that it didn’t end up in the gator’s belly). After 15 minutes of trying to crack the turtle’s shell in its jaw, the gator finally gave up and went on its way in search of something a bit softer on the outside. SAN PEDRO, Laguna â€" Police rescued at least 19 dogs on Friday from two men allegedly engaged in the illegal dog meat trade.

Supt. Chito Bersaluna, San Pedro chief of police identified the suspects as Ronette Medina, 35, and Benjamin Abante, 25, both residents of Barangay San Roque in San Pedro, Laguna. They were apprehended along the national highway in Barangay Landayan when the cops made a routine check of a van they found to be suspicious.

During inspection, authorities were surprised to see 68 dogs inside improvised cages, 49 of which are already dead.

Medina confessed that they got the dogs from the towns of Binan, Sta. Rosa, and San Pedro to be sold in Baguio City.

Bersaluna said the remaining 19 dogs alive were turned-over to Dr. Roland Arcia, head veterinarian of the Animal Kingdom Foundation, the local affiliate of the International Wildlife Coalition Trust based in the United Kingdom.

The suspects are now detained at the local police detention cell pending investigation and filing of appropriate charges in court.

In fact, DILG Secretary Mar Roxas warns the public about a new technology that is easily available in the market (a relatively inexpensive gadget with four antennae) that can jam signals. This could block or delay transmission of data during election day and can trigger turmoil in polling places.

The message of Hacking Democracy, is clear â€" that we must continue to exercise vigilance. Everyone who is concerned about the future of our country should read the book. I wish, however, that he would be more optimistic about what he describes as our experiment with democracy.

We commend the appointment of Comelec Commissioners Lui Guia and Al Parreno, both very able and committed professionals.

Dr. Florangel Rosario Braid is a well-respected communication specialist, media practitioner, scholar, development advocate and educator. Indeed, for the past thirty years, Braid has committed herself in imparting the importance of communication in diverse fields and endeavors related to priority development work, such as in environment and sustainable development, education, literacy, judicial reform, children and women’s rights, and media.
#25759
I will not go as far as boycotting this election but will strongly suggest (after listening to a number of arguments by independent-minded individuals and groups) that the Comelec consider using the “open election system” in 2016. Here, voting and counting at the precinct level would revert to the traditional manual style, but transmission, canvassing, and consolidation of votes will all be automated.

Azurin concludes by saying that “it is foolish to conclude that just introducing automated technologies into our election processes will mean the elimination of the long-standing problem of election cheating; that the incentives to cheat will be as strong as ever. Election rigging infrastructure â€" gangs of operators and collaborating officials â€" will remain in place and ready to perform for the appropriate sums.”
#25760
Just recently, Comelec Chairman Sixto Brillantes explained that he had just filed a $10-million suit against Smartmatic for its failure to produce the source code. How then would Comelec proceed?

Dr. Azurin also raises this question which he answers by saying that Smartmatic may provide Comelec an unlicensed software that it had retained, but which could contain the “faults and security flaws that were shown in the last election. Smartmatic had admitted that Dominion’s (company that owns the license of the PCOS software) software had glaring errors and demonstrated a failure to function fully.” Is this something we can live with?, he asks.
#25761
The automated system provided by Smartmatic might have been acceptable without the security safeguards if good faith could be assumed for all participants in the election exercise.

Automated cheating can happen by introducing subtly altered software code into each voting machine or canvassing server. It can be done during the data transmission and consolidation stage if the cheater has access to the private (digital) keys of authorized personnel.

Counting and canvassing is done by machines using the system vendor’s proprietary software. The public cannot view this process.

No review to test the trustworthiness of the software program because of the absence of the source code.
#25762
We don’t realize that while automated polls eliminate some cheating, new (more dangerous) forms are introduced â€" that wholesale cheating is easier in automated polls â€" as all it requires is one knowledgeable programmer and a handful of strategically located officials who can provide access to the technology.

The PCOS machine of Smartmatic offer no way for the public to know that the returns printed by the machine is how the voter actually voted (Gus Lagman).

“We are aware that AES Watch, a broad coalition of more than 40 major national watchdogs and study centers monitoring poll automation, is up against powerful conglomerates of election operators that, in the final analysis, would have their way of running elections again in May, 2013.”

Dr. Rene Azurin, management professor and columnist, writes that the failure to address the requirements of automated election may cause an irreparable damage to our democratic institutions. “Our democracy teeters on the brink of a precipice” he notes in this book that was recently launched together with the CenPEG (Center for People Empowerment in Governance) Report before a large group at the Ateneo. In 30 chapters adapted from his columns in Business World, Azurin convincingly presented the threats of automated polls. But he also provided alternatives which should be carefully considered by policy makers and concerned citizens. Among the concerns and issues that he had raised are:

If they were thinking about getting tattoos, the Obama daughters may want to reconsider.

Speaking on NBC's "Today" show in a segment originally filmed before the Boston Marathon bombings, President Barack Obama revealed the strategy he and First Lady Michelle Obama have been using to keep their daughters away from tattoos.

"What we've said to the girls is, 'If you guys ever decide you're going to get a tattoo, then mommy and me will get the exact same tattoo, in the same place, and we'll go on YouTube and show it off as a family tattoo,'" Obama said.

"Our thinking is that might dissuade them from thinking that somehow that's a good way to rebel."
