The 2013 Ford Fusion continues to earn industry kudos. AOL Autos has awarded its second annual Car of the Year honors to the all-new car. AOL reports Fusion is boldly redesigned to not only raise the bar, but to meet the stalwarts of the category pound for pound and dollar for dollar for value, performance and quality. “The 2013 Ford Fusion is not only a leap forward from the previous model – already a very solid midsized sedan – but has quickly established itself as the class of this most competitive category,” says AOL Autos editor in chief David Kiley. “From stem to stern, inside and out, Ford designers, engineers and workers on the line have turned out a midsized family sedan whose biggest problem should be building enough of them.” Click here for the full review.

ExxonMobil Announces Hebron Oil Project to Proceed off Canada?s East Coast

Dateline City:

                    IRVING, Texas

Development of field offshore Newfoundland and Labrador to produce          more than 700 million barrels of oil, an increase versus earlier          estimates
Gravity-based platform designed for daily oil production of 150,000          barrels
         First oil anticipated in 2017

IRVING, Texas--(BUSINESS WIRE)--Exxon
Mobil Corporation (NYSE:XOM) announced today it will develop the
Hebron oil field offshore the Canadian province of Newfoundland and
Labrador using a gravity-based structure that will recover more than 700
million barrels of oil, an increase versus earlier estimates.

Capital cost for the project, which is expected to begin oil production
around the end of 2017, is estimated at $14 billion. The platform is
being designed for daily production of 150,000 barrels of oil.

?Hebron is one of several large-scale oil developments that ExxonMobil
will bring on stream in the next five years,? said Neil W. Duffin,
president of ExxonMobil Development Company. ?ExxonMobil will employ its
expertise in Arctic development and project execution to develop this
world-class resource in challenging operating conditions.?

Hebron?s development will provide significant benefits to the province,
including employment for up to 3,500 people during construction in the
province, and royalties and taxes to fund provincial infrastructure,
      social programs and services.

The project received regulatory approval from the governments of Canada
and Newfoundland and Labrador in May.

Hebron will be developed using a stand-alone gravity-based structure
consisting of reinforced concrete designed to withstand sea ice,
icebergs and meteorological and oceanographic conditions. The base will
be designed to store approximately 1.2 million barrels of crude oil and
will support an integrated topsides deck that includes a living quarters
and facilities to perform drilling and production.

Front-end engineering and design was completed last year and significant
progress has been achieved on detailed engineering. Current cost
estimates reflect advanced project definition and current market and
      foreign exchange rates.

Construction of the gravity-based structure is under way at the
project?s primary construction site in Bull Arm, Newfoundland and
Labrador. Topsides fabrication is expected to begin later this year.

Hebron will be operated by ExxonMobil affiliate, ExxonMobil Canada
Properties, which holds 36 percent equity in the project. Hebron
co-venturers are Chevron Canada Limited (26.7%), Suncor Energy Inc.
(22.7%), Statoil Canada (9.7%) and Nalcor Energy Oil and Gas (4.9%).

The Hebron field is located offshore Newfoundland and Labrador in the
Jeanne d'Arc Basin more than 200 miles (350 kilometers) southeast of the
capital of St. John's and about 19 miles (32 kilometers) southeast of
ExxonMobil?s Hibernia project. Water depth is approximately 300 feet (92
      meters).

?We have doubled the size of our finished product capacity at Singapore,
making this the largest chemical expansion project in ExxonMobil
history,? said Steve Pryor, president, ExxonMobil Chemical Company.
?This is among the most technically advanced and competitive
manufacturing sites in Singapore and the Asia Pacific region.?

The new cogeneration plant allows for the efficient generation of
electricity to run pumps, compressors and other equipment, while at the
same time producing additional steam needed in the production processes.
Cogeneration is significantly more efficient than traditional methods of
producing steam and power separately, resulting in lower operating costs
      and reduced greenhouse gas emissions.

The petrochemical expansion is significant to ExxonMobil. It makes the
Singapore facility ExxonMobil?s largest refining and petrochemical
complex. It also marks the first production by ExxonMobil of its
proprietary specialty elastomers and metallocene-based polyethylene in
      the Asia Pacific region.

The expansion will increase the chemical plant workforce by 50 percent,
bringing total employment at ExxonMobil?s Singapore integrated refining
and chemical complex to 1,800. During peak construction, the project
employed on site 22,000 workers who achieved more than 80 million work
hours with no lost-time injuries in construction activities.

ExxonMobil has operated in Singapore for more than 100 years and is one
of Singapore?s largest foreign manufacturing investors. The company has
expanded refining and petrochemical production in Singapore to meet
expected demand for transportation fuels and the chemicals used for
plastics and other manufacturing across the Asia Pacific region.

ExxonMobil?s Outlook for Energy Forecasts Shift in Global Energy Balance and New Opportunities for International Trade and Economic Growth

Dateline City:

                    IRVING, Texas

Global energy demand expected to be 35 percent higher in 2040 versus          2010 as population and economy grow
North America likely to transition to net energy exporter by 2025
Oil and natural gas supplies benefit from advanced technologies and          will meet about 60 percent of global energy demand in 2040

IRVING, Texas--(BUSINESS WIRE)--The global energy landscape will evolve significantly as regional
demand-and-supply patterns shift in the coming decades, creating new
opportunities for international trade and economic growth, says ExxonMobil?s
Outlook for Energy: A View to 2040, which was released
      today.

?Energy is fundamental to our way of life and essential to grow our
economy,? said Rex W. Tillerson, chairman and chief executive officer of
Exxon Mobil Corporation (NYSE:XOM). ?Understanding future energy trends
is critical for effective policy decisions that can help ensure safe,
reliable and affordable energy development and economic growth, job
      creation and expanded global trade.?

In its annual forecast, ExxonMobil projects that global energy demand in
2040 will be approximately 35 percent higher than in 2010. Future energy
needs will be supported by more efficient energy-saving practices and
technologies, increased use of less-carbon-intensive fuels such as
natural gas, nuclear and renewables, and the development of
unconventional energy sources that were previously inaccessible without
      technology advances.

Oil will continue to be the most widely used fuel, but natural gas --
the fastest growing major fuel -- is expected to overtake coal by 2025
as the second most used fuel. Demand for natural gas will increase by
about 65 percent through 2040, and 20 percent of global production will
occur in North America, supported by growing supplies of gas from shale
      and other unconventional sources.

New technologies will continue to be key to development of reliable and
affordable energy, which is central to economic growth and human
progress, the Outlook for Energy concludes. Significant
advancements in oil and natural gas technologies have safely unlocked
vast new supplies, already changing the energy landscape in North
America and expanding supplies to help meet growing global energy demand.

The Outlook for Energy projects that North America is likely to
transition to a net energy exporter by 2025. Over the next two decades,
more than half of the growth in unconventional natural gas supply will
be in North America, providing a strong foundation for increased
economic growth across the United States, and most notably in industries
such as energy, chemicals, steel and manufacturing.

These resources will also create new opportunities for global trade with
countries in Europe and the Asia Pacific region, which are reliant on
international markets to meet domestic energy requirements. The changing
landscape and resulting trade opportunities will continue to provide
consumers with more choices, value, wealth and good jobs.

The Outlook for Energy projects that energy for electricity
generation will continue to be the largest component of global demand
and is expected to grow by 50 percent to 2040. The growth reflects an
expected 85 percent increase in electricity demand, led by developing
countries where 1.3 billion people are currently without access to
      electricity.

As the world gradually transitions from coal to cleaner fuels for
electricity generation, natural gas, nuclear and renewable energy
sources, including wind and solar, will represent a greater share of the
global energy mix. Natural gas, which emits up to 60 percent less carbon
dioxide than coal when used for electricity generation, will grow the
most. By 2040, natural gas will account for 30 percent of global
electricity generation, compared to less than 25 percent today.

The Outlook for Energy highlights the important role of
efficiency in helping balance energy demand with the growing world
economy. Energy-saving practices and technologies, such as hybrid
vehicles and high-efficiency natural gas power plants, will help
countries in the Organization for Economic Cooperation and Development
(OECD) increase economic output by 80 percent without increasing total
energy use. In the transportation sector, the number of cars on the road
worldwide is expected to approximately double by 2040, but the fuel
demand will actually plateau and gradually decline as consumers turn to
smaller, lighter vehicles and technologies improve fuel efficiency.

The Outlook for Energy is developed each year by a team of
experts using a combination of public and proprietary sources, and
guides ExxonMobil's global investment decisions. Many of its findings
are similar to those from other respected organizations, including the
International Energy Agency. ExxonMobil publishes The Outlook
for Energy each year to encourage broader understanding of energy
issues among policymakers and the public to enable informed decisions on
      energy issues.

      Among this year?s findings:

Energy demand in non-OECD countries will increase 65 percent by 2040
compared to 2010, reflecting growing prosperity in nations that
include more than 80 percent of the world?s population.

Electricity generation is expected to account for more than half of
the increase in global energy demand over the next few decades.
Natural gas, nuclear and renewables will grow to meet rising
electricity demand, while coal and oil use for power generation will
        decline.

Global transportation-related energy demand will rise by more than 40
percent from 2010 to 2040. The growth is almost entirely from
commercial transportation -- heavy duty, aviation, marine and rail --
as expanding economies and international trade spur greater movement
        of goods.

Evolving demand and supply patterns will open the door for increased
global trade opportunities. The changing energy landscape in
conjunction with an abundance of free trade opportunities will help
lead to more choices and creation of value that helps fuel economic
growth and improve living standards worldwide.

Demand for reliable, affordable energy exists every day in every
community. Meeting this demand requires foresight and effective
long-term planning followed by huge investments and years of work to
build the infrastructure required to produce and deliver energy around
the world. It also takes an ongoing ability to understand and manage an
evolving set of technical, financial, geopolitical and environmental
risks in a dynamic world. The Outlook for Energy is an essential
tool to help ExxonMobil provide the energy needed for continuing human
      progress.

forward-looking statements. Actual future conditions (including
economic conditions, energy demand, international trade flows, energy
supply sources, and efficiency gains) could differ materially due to

Rafinerija Nafte Brod Selects Technology from Honeywell?s UOP and ExxonMobil Research and Engineering Company to Improve Quality of Refined Lubricants and Fuels

Dateline City:

DES PLAINES, Ill. & FAIRFAX, Va.

First initiative under new licensing alliance between Honeywell?s UOP        and ExxonMobil Research & Engineering Company

DES PLAINES, Ill. & FAIRFAX, Va.--(BUSINESS WIRE)--UOP LLC, a Honeywell (NYSE: HON) company, and ExxonMobil Research
and Engineering Company (EMRE) announced today that Rafinerija Nafte
Brod, Bosnia and Herzegovina?s sole oil refinery, has selected UOP and
EMRE technology to improve the quality of refined lubricants and fuels.

The licensing agreement is the first under a joint licensing alliance
formed by Honeywell UOP and EMRE last year.

The new technology will allow Rafinerija Nafte Brod to improve its
product quality and environmental performance. The refiner will combine
Honeywell UOP Unicracking? hydroprocessing solutions with EMRE?s
distillate and lubricant de-waxing technologies to produce ultra-clean
jet and diesel fuels and high-quality lubricant base stocks.

Pete Piotrowski, vice president and general manager of Process
Technology and Equipment for Honeywell?s UOP said, ?The new Unicracking
complex will help the refinery increase their fuel and lube yields
through an integrated and cost-effective approach.?

?The EMRE technology platform provides a one-stop solution for
Rafinerija Nafte Brod?s hydroprocessing and fuel de-waxing needs,? said
Vince Alberico, manager of Technology, Sales and Licensing for EMRE.

The Unicracking complex will include Honeywell?s UOP two-stage
Unicracking process integrated with EMRE?s MSDW? process for selective
dewaxing lubricant feedstocks and EMRE?s MIDW? processes for dewaxing
diesel feedstocks. The complex will upgrade more than 45,000 barrels per
stream day of kerosene, diesel and vacuum gas oil feedstock into
high-quality diesel and jet fuels. It will also produce high-quality
base oils that will be used for the production of Group II and Group III
lubricants at Refineria Ulia Modricha, which is part of the oil refining
production chain in Bosnia and Herzegovina. The new complex is scheduled
      to start operations in 2016.

Honeywell?s UOP Unicracking technology provides flexibility to upgrade a
variety of feedstocks to high-quality, lighter transportation fuel
products. It can also be used to produce low-sulfur naphthas for
reforming into gasoline, or to upgrade FCC products for additional
      distillate production or sulfur removal.

EMRE?s MSDW and MIDW processes are advanced proprietary technologies to
optimize production of lubricants and distillate fuels. The MSDW process
is designed to overcome high-sulfur environments and provides the
highest yields and viscosity available in the industry. MIDW is a
selective catalytic dewaxing process that can improve yields of
high-quality diesel with excellent cold flow properties.

Honeywell?s UOP has been developing and licensing hydroprocessing
solutions, including advanced catalysts and specialty equipment, for
nearly 100 years. As a major research and engineering organization, EMRE
develops a broad spectrum of refining technologies to safely and
reliably respond to an array of process challenges.

New facilities to include synthetic base stocks manufacturing and          finished lube blending and packaging
More than $200 million investment to meet expected growth in          product demand
Project will create construction and full-time jobs

BATON ROUGE, La.--(BUSINESS WIRE)--ExxonMobil
is investing more than $200 million to expand its Baton Rouge chemical
and lubricants plants to increase capacity for synthetic lubricant base
stocks manufacturing and lubricants blending, packaging and storage.

The expansion will increase ExxonMobil?s worldwide capacity of synthetic
esters and alkylated naphthalene by more than 25 percent to meet the
demand for high-performance lubricants made with these advanced
products. The project will include construction of a state-of-the-art
blending center for synthetic aviation oil at ExxonMobil?s lubricant
blending plant in Port Allen, La.

"ExxonMobil continues to invest in its operations in Louisiana,? said
Paul Stratford, manager of the Baton Rouge chemical plant. ?Over the
past three years, the corporation?s capital expenditures in the state
exceeded $930 million. These investments help create jobs and contribute
to the economic growth of the state and the region.?

Construction is expected to begin in late 2012. The project will create
more than 400 direct construction jobs and the facilities will provide
45 new full-time local jobs when production begins in 2014.

This expansion project will make ExxonMobil?s Baton Rouge chemical plant
the world?s largest producer of synthetic esters and alkylated
naphthalene, which are used by producers and marketers of a wide variety
of finished lubricants that include vehicle motor oils, gear oils and
greases, as well as specialized lubricants for aviation, marine and
      industrial applications.

The new facilities in Baton Rouge will replace ExxonMobil?s existing
base stock manufacturing and aviation lubricants blending, packaging and
storage operations in Edison, New Jersey, which will continue production
until the new facilities in Louisiana begin operation.

?The new aviation lubricants blending center reflects our continuing
commitment to safe and reliable supply of aviation and other lubricant
products,? said Julius Bedford, manager of ExxonMobil?s lubricant
blending plant in Port Allen, La. The 8.3-acre facility will manufacture
more than 145 lubricant products and have an annual throughput of more
      than 90 million gallons.

The expansion, coupled with the new metallocene polyalpholefins plant
under construction at ExxonMobil?s chemical complex in Baytown, Texas,
positions the company to meet long-term demand growth for
high-performance lubricants which deliver greater energy efficiency,
improved durability and extended drain intervals.

ExxonMobil operates 32 facilities in Louisiana with an annual payroll of
more than $400 million. The company?s presence in the state includes
more than 11,000 employees, retirees and contractors. ExxonMobil is one
of Louisiana?s largest taxpayers, paying more than $116 million in
annual state and local taxes. The company also provided more than $6
million in contributions to charitable and civic organization in
      Louisiana last year.

More on ExxonMobil Chemical synthetic esters:
Esterex? esters add enhanced lubricating properties along with low
volatility and good solubility characteristics to engine and industrial
lubricant applications; Synesstic? AN (Alkylated Naphthalene)
blendstocks are outstanding base fluids and blendstocks for lubricants
in a variety of automotive and industrial applications. Lubricants

Shale Gas Development is an American Success Story, says XTO President

Dateline City:

                    PHILADELPHIA

Industry supports over one million U.S. jobs and generates billions        in government revenues

PHILADELPHIA--(BUSINESS WIRE)--Shale gas development, an activity that scarcely existed 10 years ago,
is a U.S. success story that supports more than one million American
jobs and generates billions of dollars in government revenues, Jack
Williams, president of XTO Energy, a subsidiary of Exxon
      Mobil Corporation (NYSE:XOM), said today.

In a speech at the Shale Gas Insight Conference in Philadelphia, PA,
Williams said that as a result of American innovation, the country has
emerged as the clear global leader in shale development as the demand
for natural gas continues to grow.

?Wherever we look, we see energy development creating multiplier effects
that ripple through the U.S. economy,? Williams said. ?The World
Economic Forum estimated that oil and gas production accounted for nine
percent of all new U.S. jobs last year. A significant part of that
growth is coming from shale development.?

In Pennsylvania, Marcellus Shale development generated $11 billion in
value-added economic impact in 2010, while supporting 140,000 jobs and
contributing $1 billion in state and local tax revenue, he said.
Nationwide, shale gas development is expected to support 1.5 million
jobs, and contribute nearly $200 billion to GDP by 2015. Those benefits
are expected to double by 2035.

Industry, government ? and a willing public ? must take the right steps
to ensure the United States remains a leader in shale development, so
that U.S. citizens and communities can enjoy the full economic benefits
of this energy advancement, Williams said.

He said the industry must work to improve public confidence in shale
development through transparency and education efforts to increase
knowledge of industry standards and practices that protect water and air
      quality.

ExxonMobil has been active in communication and transparency efforts,
which include disclosing hydraulic fracturing fluids components,
development and publication of operational guidelines to protect air
quality and water management and support for a university-based training
initiative for state regulators and policymakers.

Policymakers can do their part to support the industry?s growth and
development by maintaining a stable, transparent and fact-based
regulatory environment that encourages investment, he said.

Williams said that because of the size of the shale gas resource, the
United States will be able to export liquefied natural gas (LNG), which
      will increase domestic benefits.

?Just as we do with exports of grain, cars and other American products,
exporting LNG can create economic value that would not have existed
otherwise,? Williams said. ?LNG exports could encourage increased
domestic gas production, which would, in turn, support the creation of
      more American jobs.?

The Commission on Elections (Comelec) here has recommended to declare as nuisance mayoral candidates the five others who filed their Certificate of Candidacies (CoCs) to challenge the come-backing Vice-Mayor Rodrigo Duterte.

According to Comelec regional legal counsel Danilo Cullo, Duterte may be running unopposed in the upcoming May 13, 2013 midterm elections after they moved for the disqualification of Rodrigo P. Buezon, Teodoro Peña Mantilla, Magdaleno S. Marcellones, Rolly T. Solis, and Rodrigo J. Sulamin, following a hearing conducted last January 11.

Cullo said the five other mayoral bets may not make it to the "Certified List of the Candidates," although he cannot say with finality on the matter pending resolution from the Comelec en banc.

"We have not yet received any notice that they have been disqualified," he said.

Even before the hearing, the poll body in the city already came up with a list of possible nuisance candidates based on their "demeanor and actions," citing instances where they answered vaguely to television interviews about their platforms.

Comelec Resolution 8678 states that "a candidate can be considered nuisance if he "put(s) the election process in mockery or disrepute; causes confusion among the voters by the similarity of names of registered candidates; or, one who has no bona fide intention to run for the office."

This was the first time Comelec had conducted a hearing where suspected nuisance candidates were subjected to an investigation.

Duterte’s son, Paolo Duterte, who is currently the president of the Association of Barangay Captains that qualified him to be a city councilor, has also no opponent in the vice mayoral race.

General Topic / NPA Burns Heavy Equipment

by pna

Suspected members of the New People’s Army (NPA) reportedly burned heavy equipment used in the repair and construction of national highways in Santiago, Agusan del Norte.

An army report reaching here said that the heavy equipment, a dump truck and a mixer, owned by Vice Gov. Henry Oaminal of Misamis Occidental were burned Friday morning by heavily armed men believed members of the NPA’s Northeastern Mindanao Regional Committee.

Lt. Patrick A. Martinez, spokesperson of the army’s 42nd Civil Military Office in Agusan del Norte, said that the burning of the heavy equipment reportedly took place when Oaminal refused to pay ‘extortion money’ asked by the NPA rebels.

Martinez said that the timely response of elements of the army’s 3rd Special Forces Battalion forced the rebels to withdraw resulting in the minimal damage to heavy equipment.

Lt. Col. Potenciano C. Camba, commanding officer of the army’s 3rd Special Forces Battalion, said that responding troopers were able to extinguish the fire on the heavy equipment.

Camba said that the army dispatched government troopers to the area after the army command received text messages from concerned residents that armed men burned the heavy equipment along the national highway.

by pna

Hundreds of farmer-beneficiaries were asking the intervention of Governor Alfredo Marañon Jr. to resolve, once and for all, the long-running land dispute in Hacienda San Benito in Brgy. Crossing Magallon, Moises Padilla.

“As the father of the province, (Marañon) can go out his way to help us settle the land dispute and avoid the occurrence of possible violence,” said Erlito Batallon, one of the farmer-beneficiaries, in his interview Sunday.

Batallon, who belonged to San Benito Laborers and Employees Cooperative (SBLEC), said they already made an appeal on the matter and they were waiting for Marañon’s decision or action.

SBLEC’s appeal include, among others, the provision of security in the disputed land to pre-empt violence if officials from Department of Agrarian Reform (DAR) insist to install another set of beneficiaries they believed were fraudulent.

“Until now we haven’t received any feedback from the Office of the Governor. But we have seen an increase in the number of policemen roaming around the hacienda. This could be it but we were not sure yet,” Batallon said.

Since last week, more than 200 farmer-beneficiaries claiming ownership of the 334-hectare hacienda continue to form human barricade in protest of the impending distribution and creation of Task Force (TF) San Benito.

TF San Benito was formed by virtue of special order issued by Officer-in-Charge-Provincial Agrarian Reform Officer Florentino Siladan on December 13, 2012.

Based on Siladan’s order, TF San Benito headed by DAR-6 Legal Assistance Division Chief Atty. Leandro Castro was tasked to “facilitate the immediate expansion of area of CLOA (Certificate of Land Ownership Award) holders” therein.

The CLOA holders Siladan was referring to were the members of Crossing Magallon Multi-Purpose Cooperative and the Agrario Beneficiario Reporma sang San Isidro Labrador of Redilma Dechosa.

A civilian roaming around his place of residence with a gun tucked on his waist in Castilla, Sorsogon, was arrested on Friday by policemen and charged in court for violations of the Firearm Law of the Philippines (Presidential Decree 1866) and the ongoing election gun ban.

Reports reaching the Regional Election Monitoring Action Center (REMAC) at Camp Gen, Simeon Ola, this city, on Saturday revealed that the police were on patrol as part of their enhanced visibility and security measures in relation to the ongoing election period when they chanced upon the suspect, Eugene Gilliam, 44 and resident of Barangay Bagalayag in Castilla.

The patrol group, a composite team from Castilla town police and the Regional Special Operations Task Group (RSOTG) led by Senior Insp. Jimmy Pintor, seized from Gulliam a .45-caliber pistol, two pieces of magazine, and 11 rounds of ammunition.

The suspect failed to present the necessary firearm license and permit to carry.

RSOTG teams are deployed in areas presently either under the first or second category of election hot spots and were ordered by Chief Supt. Clarence Guinto, Bicol police director, to assist the local police in intelligence-related patrol system, and enhanced visibility and security measures in highly populated areas in relation to the ongoing election period.

In another development, joint operatives from the Philippine Army and the local police in Cataingan, Masbate, arrested on Wednesday in a seaborne patrol operation three suspects for illegal transport of logs and possession of firearms.

A Cataingan police report to REMAC identified the suspects as Eduardo Orcales, 51 and married; and Salvador Pepito and Roy Prudenciado, both 19 and singleâ€"all residents of Barangay Mataluto, Tagapul-an, Samar.

They were on board the motorized banca M/B Edlyn when arrested.

The government troops chased the suspects upon seeing pieces of log protruding on one side of the banca to verify if the cargo was legally obtained and with a permit to transport.

However, it later turned out to be illegal lumber.

"Think outside the box".

This was the advice of Pangasinan 2nd District Rep. Leopoldo Bataoil, a retired police general, to policemen in their campaign against loose firearms, organized crime groups and guns for hire among other criminal elements.

Bataoil, now seeking a second term of office, said policemen should not just rely on checkpoint operations and should take other proactive measures.

“They (PNP) should conduct raids and searches on suspected hideouts and armories and safe houses of the suspects...it is proactive.” he said in a talk to newsmen Friday.

The retired police general said that police checkpoints must be coupled with raids in houses and hideouts of suspected criminals..

At the same time, Bataois personally expressed discontent over the plain view doctrine being applied in checkpoint’s.

“I strongly believe that plain view doctrine, while it’s the legal procedure…will not make much difference in the campaign against loose firearms and illegal activities,” he added.

The congressman said that the commander in charge of the checkpoint can make a judgment call despite the Commission on Elections (ComElec) and Supreme Court rulings as well as their own operational procedures to reinforce the drive against lawbreakers.

He stressed: “There is such thing as a judgment call of the commander on the ground…if there is a reasonable ground to believe that a group of individuals have something to do with a certain crime committed or a crime that’s about to happen, as a law enforcer, they should take it upon themselves to enforce the law without fear or favor and if their actions will be questioned later in the proper forum, they must be ready…so their actions may be justified.”

He urged policemen to prepare legal documents such as intelligence information that will defend their actions.

Bataoil also called on to everyone to either surrender their firearms or renew their licenses as anyone of us can be target of search and seizure operations citing what happened to Agno Mayor and two other residents of that town recently.

General Topic / Kwadro Ilonggo
February 11, 2013, 03:23:12 AM
by PNA

To ensure raising the level of awareness and appreciation for the arts among the Iloilo community within the region and across the archipelago, Iloilo artists held "Kwadro Ilonggo" exhibit last Friday, February 8, 2013 at UP Visayas Art Gallery here.

“Kwadro”, a Filipino word which literally means frame, is the symbol for the canvas. Canvas of two dimensions is traditionally used for paintings. The room features inveterate Ilonggo paintings, drawings, sculptures and conceptual art of various Iloilo artists.

Painter and professor Roman C. Sanares said the art exhibit was organized by the UPV Chancellor's Committee on Culture and the Arts in celebration of the National Arts Month.

He said that activity aims to raise the level of awareness and appreciation for the arts among the Ilonggo community, in particular, and the region, in general.

Sanares, UPV Chancellors Assistant on Culture and the Arts stressed, “The whole nation is celebrating arts month. We too, should be celebrating for Iloilo which has many dynamic artists. Art is a must; everyone’s hoping that Iloilo one day will turn into a mecca of the arts and culture in Western Visayas.”

The UPV art gallery is not just visited by UPV students alone but also institutions coming from Iloilo Doctor’s College, University of San Agustin, John B. Lacson Foundation Maritime University and Central Philippine University.

Edward Defensor, one of the pioneers of Hubon Madia-as, the organization of Ilonggo artists, says he appreciates this year’s art works. He asserts that during his time, only three artists were considered active painters.

The exhibit has already collected more than what was expected for the event. Mr. Defensor clearly stated that, “To be an artist is a difficult occupation, especially here in the Region.”

Norce Salazar, one of Iloilo’s artists, is inspired by spiritual entities. His painting, a chess board, with a pone in gold, explained the pone to be courageous, deceiving and doesn’t have fear over other officials in the game. But Salazar said that he would leave the perception of his painting to the audience.
