"Eventually the prose swept into the grander vistas of a queen regent expanding plans for the future of the kingdom," he said.

Among the so-called plans were breaking up universities and dispersing them to the provinces, forming satellite population clusters with industrial centers of their own, and mechanizing agriculture.

But during this "fascinating disquisition," Sullivan said several of the professors were already distracted by the music of the orchestra and invited some of the upper middle class ladies to dance.
#23102
"I arrived judiciously late (about 9 p.m.) to find a restless group of about 30 'intellectuals,' well into their third or fourth pre-prandial libation," Sullivan said in his cable to his bosses in Washington about his dinner with Imelda.

At about 9:30 p.m., Imelda came in with a group of friends, all of whom reportedly identified themselves as "upper middle class" except for one who said she was an "oligarch."

Sullivan said their conversation was initially very "civil" and they were even able to discuss some international issues, that is until their conversation turned into an Imelda monologue.
#23103
He said he was seated between Imelda and her "sheepdog," the writer Carmen Guerrero Nakpil.

"Four 'intellectuals' were seated opposite us, but as the dinner progressed, they were replaced in relays by other teams of four. Not one of them ever said a word, but all were allowed, between courses, to overhear ineffable expressions of wisdom," he said.

Sullivan was Washington's man in Manila during a period in the Cold War when America's staunchest ally in Asia was led by Ferdinand and Imelda Marcos. Sullivan's colorful and caustic cables about the so-called conjugal dictatorship were among over two million US government cables made accessible by WikiLeaks through a new search engine.

WikiLeaks: US envoy spends evening with Imelda and her intellectuals

April 12, 2013

Former First Lady Imelda Marcos wanted desperately to be adored, even by so-called UP intellectuals. That is the impression conveyed with sardonic wit by the US ambassador in a declassified embassy cable near the height of Imelda's power in 1976.

Amb. William Sullivan was Imelda's special guest at a gathering of sycophantic "intellectuals" that she hosted after he was quoted in Newsweek as saying that "the upper middle class and the intellectuals can't stand her [Imelda]."

To prove otherwise, Imelda invited Sullivan to a posh new restaurant iin a Manila suburb so he could witness how the rich and erudite not only adored her but eagerly imbibed her wisdom.

Bongbong denies 'military drag show' in 1973, but Enrile confirms it... continued

Travesty of justice

Even though the government's decision not to press charges against Jack paved the way for Enrile's return to the country, Sullivan said Jack's case still had an adverse effect on his father's political career.

"Despite immediately favorable disposition of Enrile Jr.'s case, Enrile's name has been tarnished somewhat and incident does provide residual weapon that could be used against him in the future," he said.

Reyes concurred with what Sullivan said in the leaked cable, noting that there has been a cover-up during the investigaton.

“There was a travesty of justice, may whitewash, may pananakot, at wala talagang matinong probe o imbestigasyon na naganap,” lamented Reyes, who is popularly known as the running priest, in a report on GMA News’ “24 Oras” Wednesday.

“Hindi ako naniniwala [na ang aide ang bumaril] kasi ang unang mga testimonya ng mga kaibigan niya si Jackie Enrile [ang bumaril kay Lucas],” he added. â€" with Rouchelle Dinglasan and Andrei Medina/KBK/RSJ, GMA News

Leave of absence

He said he wanted to resign from his position to personally defend his son, but that Marcos declined his resignation. He said Marcos just advised him to take a leave of absence and allow the NBI to investigate the case. He then stayed in Japan for two weeks.

"I refrained absolutely from any involvement in the handling of their cases.  The only thing I did was to provide them with the best available defense lawyers at the time and to let the law take its course," the elder Enrile said.

Because of his sudden leave of absence, Sullivan said news of Enrile's future in the government began to float.

"When Enrile left, President Marcos took over as acting secretary of defense. Press pointed out that President had done this on several occasions before and suggested temporary of such action. There have been a number of rumors suggesting that Enrile's career as a defense secretary may be over," he said.

He said Enrile's "long run prospects [are] probably intimately tied to how and if Marcos proceeds with military purge and to steps he must take thereafter to restore loyal and moving government."

He said he told Lucas that "if my son is responsible for your son's death, he must answer for it.

“As a father, I love my son very much, but as a public officer, I must do my duty.  If my son killed your son, he must answer for it under the law. I assure you that justice will be done," Enrile said.

But upon inquiring, Enrile said he found that it was Cruz who shot Lucas after the victim reportedly got into a heated argument with Jack.
#23109
JPE's account

In his memoir "Juan Ponce Enrile" published September last year, Enrile, now Senate President, called the incident "one of the most painful and jolting experiences" of his life.

He said he was in Cebu to speak during a joint meeting of four Rotary Clubs when Lucas' father, Commander Ernesto Lucas of the Philippine Navy, told him that Jack had shot his son.

"At that moment, I realized the gravity of the problem I faced. I was the secretary of national defense whose responsibility was to enforce all criminal laws, and my own son was involved in a crime. I was in quandary because I had not heard anything about the incident, and I had to contrary fact to doubt the story of Commander Lucas," he said.
#23110
He quoted Nocon as saying that Jack neither executed "any direct overt act" which contributed to the death of Lucas nor conspired with or ordered Cruz to kill Lucas.

At this point, Sullivan expressed doubt on the credibility of the investigation.

"Jackie did not even appear in person at hearings since he was attending classes,” he pointed out. “In cases of this importance, material witnesses are normally interrogated in person by [the] investigating fiscal."

He added, "Despite [Juan Ponce] Enrile's protestations about not wishing [to] unduly influence his son's case, handling of homicide charges against Enrile Jr. appears rather rank."
#23111
Questionable timing?

In a text message to reporters, the younger Enrile labeled Sullivan's information as “rumors and hearsay” and questioned the timing of its release.

Congressman and senatorial candidate Jack Enrile

"Please note that Sullivan states that the basis of his report were rumors and hearsay.  I believe I have answered this before thoroughly in print, TV, radio and the internet and would like to move forward talking about my advocacies and what we together can and should do for our country and our people," he said.

Jack was suspected to have killed Lucas, who was shot in the head on September 20, 1975 during a party in Makati. However, it was his bodyguard, Sgt. Danilo Cruz, who confessed to the crime, saying he was just defending Jack.

In a separate cable dated October 7, 1975, Sullivan relayed the announcement of Chief State Prosecutor Rodolfo Nocon a day before that homicide charges would not be filed against Jack.
#23112
But in a previous interview on dzBB in February, Jack denied shooting Lucas Jr., recalling that at the time, he tried to calm down the victim, who he claimed was drunk at the time.

“Sabi ko Ernest, konting lamig lang,” Jack recalled as saying, adding “Nung medyo umasta na si Lucas, he was going to lunge [at] me, pumagitna na si Danny [his aide].”

“All of a sudden, andoon na lang sa harap... Bigla na lang meron akong narinig na baril na pumutok,” he continued.

Jack also mentioned that he thought it was him who sustained the gunshot wound since there was blood all over his body. “Sumirit yung dugo sa akin. Yun pala may tama na si Ernest,” he said.
#23113
Contradicting sides

In an interview with GMA News, Fr. Robert Reyes, an uncle of the victim, claimed that his sources during the time of the incident told him that it was Jack who shot Lucas Jr.

Reyes said that it was over a heated argument in an exclusive party for Ateneans.

He said that Jack found out that Lucas Jr. was not an Atenean and asked him what he was doing in the party.

According to Reyes, Lucas Jr. explained that he was just checking up on his sister who was attending the party.

They then had a heated argument and “afterwards, Jackie goes back to the house and gets the gun from his aide and pumps a bullet into the forehead of my nephew.”
#23114
In a cable dated October 1, 1975, Sullivan said sources from the National Bureau of Investigation (NBI) indicated to them that "both the Enrile boy and his bodyguard are liable to prosecution" for the death of Ernest Lucas Jr.

"We are not informed as to [the] specific charges [the] NBI would prefer although some NBI sources have told us unequivocally, and contrary to Sec. Enrile's assurances to Ambassador (Reftel), that Enrile's son did the shooting," he said.

WikiLeaks: Ex-US envoy doubted probe clearing Jack Enrile from murder of Navy officer's son

Kimberly Jane Tan
GMA News
April 11, 2013

A former US Ambassador to the Philippines had doubted the government investigation that cleared current Cagayan lawmaker and senatorial aspirant Jack Enrile in the 1975 murder of a Navy officer's son, but hinted of a possible conspiracy to sow intrigue between Enrile's father, then-Defense Minister Juan Ponce Enrile, and then-President Ferdinand Marcos during the height of Martial Law.

In one of the cables declassified and published by WikiLeaks, William Sullivan said despite the sudden leave of absence that the elder Enrile took at the height of the issue, and despite his pronouncement that he would not try to influence the investigation on his son, his “prestige” as a member of the Marcos Cabinet “was diminished.”

"Senior Enrile's prestige was diminished and doubt was cast on his standing with Marcos when his son was charged and he went abroad. Enrile's stock now seems to be on rebound as adverse reaction to Melchor-managed purge sets in and suspicion of Melchor power grabbing permeates bureaucracy," he said.

"The band played a Polynesian tune, and the six generals danced the 'hula.' They wiggled and sashayed in front of the guests with their hands raised and rolled above their shoulders," he added.

Enrile said while Mrs. Marcos and her "retinue of Blue Ladies and their husbands" laughed, other guests sat still and remained quiet. He said he felt they were "neither amused nor comfortable with what was going on."

"Seeing the senior officers of the Armed Forces of the Philippines with their skimpy female attire dancing the 'hula' was, to me, a very embarrassing and shameful moment. The top military leaders of the land were the object of fun by the First Lady. The scene was pathetic, ridiculous and disgusting," he recalled.

"This thought would continually haunt me through the martial law years," Enrile added. â€" Amanda Fernandez/KBK, GMA News

JPE's account

But in his memoir "Juan Ponce Enrile" published September last year, Senate President Juan Ponce Enrile, who was then Defense minister, confirmed that such an event took place, even describing it as "a very embarrassing and shameful moment."

On page 392 to 393 of chapter 10 of his memoir, Enrile recounted that the six generalsâ€"Gen. Romeo Espino, then-Armed Forces chief; Gen. Fidel Ramos, then-chief of the Philippine Constabulary; Gen. Rafael Zagala, then-commanding general of the Philippine Army; Gen. Jose Rancudo, then-commanding general of the Philippine Air Force; Admiral Hilario Ruiz, then-flag officer in command of the Philippine Navy; and Gen. Fabian Verâ€"were indeed asked to perform wearing artificial straw skirts and high-heeled shoes.

"They had garlands around their necks and they were wearing bras to complete their costumes. Their lips were painted red with lipstick," Enrile recalled.

In one of the cables, dated September 12, 1973, Sullivan recounted a "two-day blast" of a party for Marcos Sr. that he said was at odds with state-controlled media reports that he "spent a quiet birthday at his desk."

Bongbong was 15 at the time of the controversial celebration.

"In general, every aspect of the occasion was too much, too long, and in questionable taste," Sullivan wrote in the report to Washington.

Sullivan wrote that Mrs. Marcos instructed the military chiefs to perform "in garish female attire."

"This whole affair was a saccharine suffusion of sycophancy," Sullivan wrote, according to the cables published on the website of the anti-secrecy organization this week.

Bongbong denies 'military drag show' in 1973, but Enrile confirms it

April 11, 2013

Sen. Ferdinand “Bongbong” Marcos on Thursday belied reports that his mother, former First Lady Imelda Marcos, had forced military generals to perform a dance number dressed as women during the 1973 birthday party of then-President Ferdinand Marcos.

"I never saw anything like that,” Marcos said in a text message to GMA News. “I remember one of my father's birthdays where the generals put on a very funny skit where they played a group of people watching a movie. It was very funny."

William Sullivan, US Ambassador to the Philippines in the mid-1970s, wrote a series of blistering criticisms of Marcos Sr. and his wife Imelda in secret cables that have since been declassified and published by WikiLeaks.

Within 24 hours of PlusD's launch, one particular despatch from the US embassy in Manila has gone viral because of its revealing insights into the life of then president Ferdinand Marcos.

The formerly confidential despatch, labeled 1973MANILA10390_b, was sent on September 12, 1973, by then US ambassador to the Philippines Willam H. Sullivan to the Commander in Chief of the US Pacific Command.

The letter detailed the events of Marcos' birthday celebrations, which the ambassador described as "too much, too long, and in questionable taste."

Search results for 'Philippines'

A general search for "Philippines" revealed 45,519 documents containing the keyword, while another search for "Philippines" as the specific subject brought up 2,088 results.

Although the exact nature and potential political impact of these documents has yet to be assessed in full, the documents may be expected to yield surprising revelations.

In early 2011, a separate cache of documents disclosed by WikiLeaks was found to contain a despatch detailing an attempt to smuggle nuclear material out of the Philippines. Later that year, another document revealed the supposedly weakening influence of Communist Party founder Jose Ma. Sison over the National Democratic Front.

The WikiLeaks PlusD search engine enables one to search for documents by keyword, subject, level of secrecy, and other parameters.

“(The PlusD archives) are hidden treasures, and very hard for the general public to get access to. One form of secrecy is complexity. That’s the reason why we decided to merge these files with our existing cables and put a lot of effort into making a user-friendly and accessible database,” WikiLeaks spokesperson Kristinn Hrafnsson has been quoted as saying.

Early April 8, whistleblower site WikiLeaks upped the ante on public disclosure by unveiling its own custom search engine that enables anyone to quickly look through millions of classified US government documents.

"The WIKILEAKS Public Library of US Diplomacy (PlusD) holds the world's largest searchable collection of United States confidential, or formerly confidential, diplomatic communications," WikiLeaks claims in its About page.

"The collection covers US involvements in, and diplomatic or intelligence reporting on, every country on earth. It is the single most significant body of geopolitical material ever published," it added.

Verhoeven has denied all claims of trickery and said, "As much as I love her, I hate her, too, especially after the lies she told the press about the shot between her legs, which was a straight lie".

Screenwriter Joe Eszterhas, who later befriended the actress, also claimed in his memoir, Hollywood Animal, that the actress was fully aware of the level of nudity involved.

According to Stone, she agreed to film the flashing scene with no panties, and although she and Verhoeven had discussed the scene from the beginning of production, she was unaware just how explicit the infamous shot would be:

i must admit i'm bored with philippine news items now.  it reached a point when i no longer wish to read about anything.  there's china, with which we are helpless, and there are these politicians who shamelessly tell us how good they are.  hohum.

Mexico - 1454; major catastrophe following a long drought that coincided with the collapse of the Mayan civilization

Brazil - 1877â€"78 and 1915; caused approximately half a million deaths

Easter Island - 15th and 18th centuries; famines caused hunger and subsequent cannibalism

There are other documented episodes of famine in various islands of Polynesia, such as occurred in Ka'u, Hawai'i in 1868.

Famine cannibalism was until recently a regular feature of life in the islands of the Massim near New Guinea and of some other societies of Southeast Asia and the Pacific, according to Daniel Lord Smail.

Other countries that experienced famine (but did not make it to the top 10 list):

Japan - 1603-1868; 130 famines, 21 widespread and serious

Iraq - 1801, 1827, 1831, 1870â€"1871; a great famine erupted in 1873-74 and killed tens of thousands in Anatolia; the Great Persian Famine of 1870-1871 is believed to have caused the death of 1.5 million persons in Persia (presentâ€"day Iran), which would represent 20â€"25 percent of Persia's estimated total population of 6â€"7 million

Lebanon - by the end of the World War I, an estimated 100,000 of Lebanon's 450,000 population had died of famine

Britain - 1315-1322; 95 famines that killed 10% of its population (or at least 500,000)

France - 1315-1322; 1693-1710; the first period had 75 or more famines; the second had two massive famines that killed over two million people

(Europe) - the Great Famine of the 1590s; only the Netherlands was spared

Conclusion

None of the evidence so far shows proof of Nessie's existence.

On the other hand the waters are big enough and deep enough to hide such a creature.

And there again it is impossible for one to exist, there would have to be a breeding population of say at least 10 to 20.

Certainly no bones or bodies have been found, so the myth lives on.

Submarines

In more recent years mini submarines have tried to find Nessie, without success. In 1987, 20 cruisers methodically swept the Loch with sonar equipment bouncing sound waves from the surface down to the bottom and electronically recording any contacts. Many salmon were found, but no Nessie.

Sonar Sweeps in 1970

The American Academy of Applied Science funded a search by Dr Robert Rines using sonar and automatic cameras. In 1972 one of their cameras photographed, in the murk, what appeared to be a flipper about 6 feet long on just four frames of film.

Various sonar contacts followed, but it was not until 1975 that they got a vague, very blurred image of  what might possibly have been the face.

On moving film in 1960

An indistinct moving picture was taken by an an aeronautical engineer, Tim Dinsdale in 1960. The film may not have convinced the world, but Dinsdale gave up his job and spent the next twenty years trying to prove they existed. He saw it twice more, but never got the photographic proof.

Seen on land 1934

Arthur Grant, a veterinary student, saw the thing crossing the road as he rode along on his motorbike. His description matched that of a Plesiosaurus - small head, long neck, big body with flippers and a tail. The Plesiosaurus, a relative of the dinosaur, has been thought to be extinct for some 65 million years.

The Surgeon's photo

This photo was the most famous of them all, and was reputedly taken by a surgeon who was a pillar of the establishment,  Colonel Robert Wilson.

Christian Spurling later admitted that he had taken part in a hoax. He made the confession on his death bed in 1993 when he was aged 90. His story was that he had helped make a model out of a toy submarine and photographed the model. Spurling claimed that his stepbrother, Ian Wetherell, and Ian's father, Marmaduke ("Duke") Wetherell, had been hired by the Daily Mail to find Nessie. They made their "monster" out of a 14-inch toy submarine and plastic wood. The photo was taken so seriously that they dared not own up to the hoax at the time.

You can take your pick as to whether this confession is proof that the photo is a fake or not.

Hugh Gray photo 1933

The monster was first photographed by a Hugh Gray in 1933. Gray claims "I immediately got my camera ready and snapped the object which was then two to three feet above the surface of the water. I did not see any head, for what I took to be the front parts were under the water, but there was considerable movement from what seemed to be the tail."

Mackays and Campbell 1933

The MacKays owned a pub at Drumnadrochit, and on April 14th saw an "enormous animal" in the Loch. They told the man responsible for controlling salmon fishing in the Loch, an Alex Campbell. Campbell, because of his job, spent a lot of time observing the Loch, and he saw Nessie a number of times.

Campbell put it at 30 feet long and described it as having "a long, tapering neck, about 6 feet long, and a smallish head with a serpentine look about it, and a huge hump behind..."

Monster legend

Said to have started with an account of Saint Columba, in 565 A.D rescuing a swimmer from a  lake creature. From then on stories of such a creature emerged periodically, but little is actually recorded until the 20th century.

It was only after 1933, when a new road was built along the lake shore and people were first able to visit the area in large numbers, that reports of sightings really took off.

What is it

Loch Ness is part of the Great Glen, an enormous fissure in the earth that just about splits Scotland into two. There are a series of lochs, rivers and canals that link the Atlantic with the North Sea. this is the most eastern of these.

It is the largest freshwater lake in the Britain. It is twenty four miles long and a maximum of one and a half miles wide. Its maximum depth is around 750 feet and its average depth 450 feet. Because the waters are very cold, and also very cloudy it is difficult to see underwater more than a few feet. So there is a lot of murky water in which Nessie could hide.

The Man Who Made the Loch Ness Monster

#23186
Not everyone thinks that the photo is a fake. Some have questioned why Martin and Boyd waited to announce the story until Spurling was dead, making it impossible for others to question him. As far as the beast itself goes, not even Boyd thinks that the end of the Surgeon's photo is the end of the Loch Ness Monster. Boyd, who has seen the creature himself, remains a believer.

"We'll give them their monster," Duke told his son. Ian Wetherell and his father took the completed contraption and a camera to the Loch and photographed it on a quiet bay, then sank the evidence in the mud at the edge of the lake. The undeveloped film was then passed to Chambers and on to Colonel Wilson, who had them developed. He then sold them photo to the Daily Mail. The conspirators were quite unprepared for the publicity the photo generated and apparently decided not to admit the hoax. The story stayed unknown for over sixty years.

Wetherell's Revenge

It was soon after this that Spurling, who was a model-maker by trade, was approached by his stepfather to build the "beast." Construction was done with plastic wood over the conning tower of the toy submarine he'd purchased. The neck, estimated by some from the photograph to be over three feet high, actually measured between 8 and 12 inches.
#23190
Duke Wetherell apparently concocted the plan as revenge upon the London Daily Mail newspaper. In 1933 the Daily Mail had hired Wetherell to find the Loch Ness Monster. Soon after arriving at the lake Wetherell found some strange tracks of a four-toed creature in the soft mud near the water. Wetherell estimated that whatever left the tracks must be twenty feet in length. Plaster casts were taken and sent to the London Museum of Natural History. While the world awaited the Museum's analysis, however, hundreds of monster hunters and tourists showed up at the Loch. Unfortunately after a few weeks the Museum announced that the tracks were not that of an unknown monster, but those of a hippo. Apparently Wetherell himself had been hoaxed. The dried foot used to make the print was probably part of an umbrella stand or ash tray. The Daily Mail was angered at Wetherell and ridiculed and humiliated him.

Marmaduke Wetherell

Since, with only one exception, every version of the published pictures had the shoreline cropped out, it seemed likely that Ian only knew about it because he'd been there when the photo was taken. Since by then Ian Wetherell was dead, the two men decided to talk to Ian's stepbrother, Christian Spurling. When Martin and Boyd visited him, Spurling, then 93, admitted he'd been approached by Duke Wetherell to build a fake monster.
#23192
Tracking Down the Story

According to two Loch Ness researchers, David Martin and Alastair Boyd, in 1993 they'd heard Wetherell's son, Ian, in a 1975 article, had alleged that his father had faked one of the "Nessie" photographs. A couple of things seem to ring true about his statement. First he named Maurice Chambers as a part of the conspiracy. This was the very man Wilson had said he was going to visit the day he took the photo. Also Ian Wetherell had mentioned that some of the photos taken had included the far shoreline in the image.

In 1993, Christian Spurling, stepson of the flamboyant movie maker and big game hunter "Duke" Wetherell, admitted he'd made the "monster" out of some plastic and a clockwork, tinplate, toy submarine. The picture (Often referred to as the "Surgeon's Photograph," because Colonel Robert Kenneth Wilson, a physician, claimed to had taken it by the Loch in April of 1934) had withstood careful scientific examination. Monster fans had speculated that the pictures showed a plesiosaur, while skeptics said it must have been an otter head or tree trunk. Nobody seems to have suspected it was actually a toy submarine.

The Surgeon's Hoax
