16. Open your windows to ventilate your home. Do not use air fresheners.
17. Replace vinyl shower curtains with cloth. The heat from a shower will cause chemicals to outgas, and you will inhale the gases in the mist.
18. Use an exhaust fan when cooking.
19. Vacuum frequently with a HEPA-filtered vacuum cleaner.
20. Minimize your exposure to thermal paper used for cash register receipts. Make sure to wash your hands after handling receipts.

11. Do not use plastic food containers for leftovers. Discard any plastics with a 3 or 7 on the bottom. Glass is best.
12. Ask your grocer to wrap your meat, poultry, and seafood in paper, not plastic.
13. Do not use plastic or Styrofoam cups.
14. Use only BPA-free, ecofriendly water bottles. Stainless-steel or glass bottles are best.
15. Never microwave plastic.

6. Stay away from high fructose corn syrup.
7. Limit your consumption of soy products. Despite having high levels of protein, soy promotes fat-cell growth because of its plant-based estrogen properties.
8. Eat fresh or frozen food rather than canned.
9. Use a filter on the faucet in your kitchen and the showerhead, or have a filter installed on the central water line. At the very least, filter your drinking water.
10. Avoid using nonstick pans, especially if they are scratched.

1. Eat organic produce.
2. Eat meat and poultry that has been raised without hormones or antibiotics. Grass-fed beef and free-range poultry are good choices.
3. Eat wild fish, not farmed.
4. Reduce your consumption of animal fats, which are high in stored toxins. A high-fat diet can intensify the effects of obesogens.
5. Minimize the amount of processed foods you eat.

Did you know toxins called "obesogens" can disrupt your metabolism? From nicotine to BPA to antibiotics in meat, obesogens increase the number of fat cells you have, decrease the calories you burn, and change the way your body manages hunger, say Roni DeLuz, RN, NJ, PhD and James Hester in 1 Pound a Day: The Martha's Vineyard Diet Detox and Plan for a Lifetime of Healthy Eating. Here's how to avoid them.

Obesogens enter your body from what you eat and drink, from chemicals and dust in the air that you breathe, and through your skin from the cosmetics and household cleaners you use. You do not live in a bubble. Living in the modern world makes exposure to these toxins inescapable, but you can take steps to reduce your exposure. Every little bit helps. Here are some changes you can make that will protect you and your family.

In 1999, the State Department estimated that there are between three and six million Americans living abroad; if those numbers are similar today, that means FATCA will generate about $170 in extra annual taxes per expatriate.

The revenue estimate for FATCA may prove incorrect in either direction; it's based on a guess about how much unreported foreign income will be discovered when the new reporting and withholding requirements come into effect. As the law is implemented next year, we'll start to see how much revenue actually rolls in â€" and whether the law is worth the compliance costs and expatriations that it causes.
#19311
Marie Sapirie, the legal editor at Tax Notes, even says the IRS proposed renouncing citizenship as an option for an American with a complicated tax situation who had long resided abroad.

Last fall, I attended an American Swiss Foundation trip to Switzerland and FATCA was the number one hobby horse for the Swiss participants. The difficulty in evaluating the Swiss complaints is that the Swiss have a combination of good and bad reasons for hating FATCA. The law creates compliance burdens for Americans living in Switzerland and Swiss who do legitimate business with Americans. But it also undermines tax evasion strategies that are the key reason that some Americans were interested in banking in Switzerland in the first place.

Of course, every law has compliance costs, and it's not even clear that it's such a big problem if more Americans, presumably dual citizens living abroad with relatively weak ties to the U.S., are renouncing citizenship. But the benefits of FATCA may also be relatively modest: It's expected to raise $7.6 billion in added taxes over 10 years.
#19312
A few months ago, I attended a dinner where I sat between two Americans living abroad who complained that FATCA has made foreign banks less willing to provide American expatriates with checking accounts, credit cards and mortgages. This has been a major point of complaint for organizations representing American expatriates.

FATCA also complicates matters for foreign businesses with American investors (and for Americans who want to invest in foreign businesses) since American ownership makes a business subject to FATCA reporting.

If you intend to move back to the U.S., you're probably not going to renounce your citizenship because it was hard to get a checking account, or even because you had to forego an investment opportunity. But if you're a dual citizen with weak ties to the U.S. and the law is materially interfering with your financial dealings, it might be a reason to go ahead and quit being an American.
#19313
But a third factor is that FATCA creates compliance headaches apart from the actual tax bills it leads to. As the WSJ describes:

Some U.S. citizens say they are exasperated by a growing raft of paperwork that forces U.S. citizens living abroad to declare the minutiae of their financial holdings and other assets. That has increased the attraction of becoming a citizen in places such as Hong Kong, where the individual tax rate is capped at 15%.

"My decision was less about the actual amount of taxes I had to pay, and more about the system," said one investment banker, who renounced his U.S. citizenship and is now a Hong Kong citizen. "I'm not an ultrawealthy dude. It was the hassle with all the paperwork."
#19314
The IRS can't directly tell foreign banks what data to turn over. But it has a pretty big stick â€" it can impose a 30% withholding tax on payments from the U.S. to foreign financial institutions unless they cooperate. As a result, many foreign banks and foreign countries have been entering into agreements with the IRS to comply with FATCA.

If you're an American living in the U.S. and your strategy for hiding income abroad isn't working anymore, you may have few options but to pay up. But if you live abroad, you have another choice available: Renounce your U.S. citizenship so you're not liable for American income tax.

That's one driver of the surge in renunciations. Another likely factor is the increase in capital gains and income tax rates in 2013, meaning that wealthy American expatriates can get a bigger tax saving by renouncing citizenship than they used to.

By Josh Barro | Business Insider â€" Mon, Aug 12, 2013 3:32 PM

A record number of Americans are giving up their U.S. citizenship. The Wall Street Journal reports that 1,130 Americans renounced their citizenship in the second quarter of 2013, more than did so in all of 2012.

To my surprise, the list of new ex-Americans is publicly available; I didn't recognize any of the names on a quick scan.

According to the Journal, the surge in expatriations seems to be driven by the upcoming implementation of the Foreign Account Tax Compliance Act (FATCA), a 2010 law that forces foreign financial institutions to disclose more information to the IRS about Americans' accounts and investments. Starting in 2014, foreign financial institutions will have to tell the IRS about income accruing to American clients (or businesses owned by Americans), and they'll have to withhold American income tax as appropriate.

In other words, it's going to become a lot harder to hide your income with a Swiss bank account.

11. Drink less alcohol.
Alcohol consumption slightly increases the risk of colorectal cancer, and the alcoholic beverage with the strongest link to colon cancer is beer. Beer is thought to contain nitrosamines, a carcinogen or pre-carcinogen that is activated in the intestines. Tannins are a carcinogenic compound that is found in red wine and some coffee and tea. While red wine is touted to have health-promoting properties, due to the natural phytonutrients that are found in the grape skin, you're better off simply eating the grapes.

MANILA -- A 9-year-old boy who was allegedly a victim of bullying at school died at a hospital in Pili, Camarines Sur.

Realina Bruca, mother of John Joseph or JJ, said she noticed how her son suddenly became weak and had bruises on his body last August 2.

She said they had no money for a check-up, which was why she only took her son to a doctor four days after he became sick.

The boy died on August 9.

Realina said her son's classmates recalled how he was bullied after getting into a fight over a chair.

"'Anak, ano talaga ang nangyari?' Hindi siya kumikibo. Sabi ko 'sige diyan ka na muna.' Ang ginawa ko po pumunta ako dun sa mga classmate kasi marami siyang classmate sa mga [kapitbahay], nagtanong ako. Sabi ko dun sa inaanak ko...'boy anong nangyari kay JJ?' Sabi niya 'Ninang pinilipit po kasi siya, yung kamay niya tapos sinuntok po siya.'" Realina recalled.

She blamed the teacher who was not in the room when her son was allegedly bullied.

ABS-CBN News tried to get the side of the teacher but the teacher declined to comment on the incident.

The Department of Education (DepEd), which learned about the alleged bullying incident only on Monday, is now investigating the case. -- Report from Rona Nuñez and Rizza Mostar, ABS-CBN News Bicol; With ANC

In an official press statement Atty. Ferrer stated that Sunshine filed the cases against Cesar “to gain leverage in her fervent desire to seek an annulment of their marriage.”

The lawyer added that Cesar is “exerting earnest effort” to preserve the marriage for the sake of the children.

What does Cesar and his camp plan to do, now that the complaint has been filed?

“We’re going to answer the charges. We’re preparing the answers once we receive the copy from the prosecutor’s office,” Ferrer replied.
#19330
Ferrer also said that the court denied the petition for Temporary Protection Order Sunshine’s camp filed last week. However, the permanent protection order will be heard on Thursday, August 15.

The lawyer adds that the couple’s  children are of the right age to choose where they want to stay. He claimed that the children “chose to stay with Cesar,” noting that his house is more convenient for them.

“When this application for protection order was filed, nabanggit ni Cesar ang mga iyon sa mga bata. Of course, ang reaction ng mga bata, especially the eldest, sabi nila ay ‘Ayaw namin na hindi ka makita.’ Gusto nila na tumira sa Tivoli with their dad. In fact, the bunso, si Cheska, said na mas gusto niya nga doon kasi mas malaki ang lugar. Mas makakapaglaro sila. Mas convenient ang pagstay nila doon. Yung preference na iyon ay sa mga bata,”  Ferrer said.

Sunshine too busy with career?

Ferrer said that the actress is free to see her children anytime and added that Sunshine seems to be very busy with her showbiz career.

“Pwede naman niya puntahan sa eskwela, sa bahay nila. Kaya lang hindi naman ginagawa ni Shine. She cannot deny the fact na Cesar is a good father. She’s been saying that naman in all her interviews. She gives credit to Cesar for being a good father and provider sa family. Cesar also said na hindi lang siya good father and good provider lamang, he’s also a good husband.”
#19332
Sunshine’s affidavit also stated  that Cesar allegedly continues to harass her by “threatening her with physical harm, obscene accusations and grave defamations.”

“Yung sinasabi niya na physical or verbal abuse, of course, Cesar denies that. Wala namang pinapakita silang medical certificate noon. Ngayon na lang sinasabi iyan,” Ferrer said.

Sunshine told reporters on Tuesday, August 13, that she hasn’t seen her children since July 29, and that this prompted her to file a complaint against Cesar. The Kapamilya actress admitted that she no longer wants to return to their conjugal home, so she instructed her driver to pick up their children.

“Simula nung naghiwalay kami, I don't go to that house anymore. My kids are telling me to pick them up because they miss me already. They wanna go home, so pinakuha ko sa driver. But I wasn't allowed, hindi sila pinalabas ng bahay,” Sunshine said.

No element of force

He then related what transpired between the couple during Mother’s Day. Ferrer said that Sunshine "invited Cesar to have dinner" together with their children. After dining at Heat Restaurant in EDSA Shangri-la Hotel, Ferrer said that Cesar stayed overnight at the house where Sunshine is now staying. The lawyer denied that any element of force was involved when the couple slept in one room.

“After dinner, nagpunta sila kung saan nakatira si Sunshine ngayon. If you recall, Sunshine left their conjugal dwelling at Tivoli and she stayed in another place. Natulog si Cesar doon sa bahay ni Shine. And of course they slept in the same room. Cesar stayed overnight, kinabukasan na siya umalis. The following day, nakareceive pa nga siya ng text messages kay Sunshine and several days after. So, walang pwersahan as among couple doing that thing. Walang pwersahang doon sa nangyari. It’s a thing done by couple.”
#19334
Sunshine claimed that Cesar "violently attacked her, employed physical violence, and raped" her during Mother's Day, May 12, 2013.

Cesar's legal counsel Atty. Joel Ferrer, however, denied the accusations.

“With regards to the charges ni Shine, as contained in the complaint affidavit, of course, Cesar vehemently denied (it). Especially doon sa marital rape na sinasabi,”  Ferrer told Yahoo! Philippines OMG! in a phone interview.

In an affidavit submitted to the Quezon City prosecutor office on Tuesday, August 13, Sunshine claimed that Cesar committed "violent acts" and accused her estranged husband of being a "very domineering, philandering husband."

He also reiterated his appeal to the MNLF, especially to Misuari, to give the Bangsamoro framework agreement a chance.

"As a Mindanaoan who’ve seen decades and decades of conflict and here’s a Bangsamoro Framework Agreement which is very doable, which is very viable, which ensures development and, in massive growth, possibility of investments to Muslim Mindanao, certainly the people of Mindanao would know better where to look at, what to favor," he said.

"That’s the same thing that we ask from Nur Misuari. Not to look at his own personal interest. Look to the national interest or look to the interest of the peoples of Mindanao - Muslim Mindanao," he added.

Lacierda, meanwhile, said he has yet to confirm when the talks will resume. "Let me ask sila Sec. Ging (Deles). Basta after Ramadan," he said. â€" DVM, GMA News

The political entity will replace the Autonomous Region in Muslim Mindanao (ARMM), the existence of which is a product of the 1976 Tripoli agreement which the MNLF had negotiated.

Some members of the MNLF, from which the MILF originally broke away from, have expressed dismay over the framework agreement. It has been reported that, in reaction, the MNLF would declare independence after the government supposedly refused to talk to them, and even abrogated the peace pact they signed in 1996.,

The Palace, however, had denied this, saying it had only asked for the completion of the review process.

"The OPAPP has been discussing the matter of the closure of the review mechanism and that’s where they are also onboard there with respect to the MNLF," Lacierda said Wednesday.

Amid reports that the Moro National Liberation Front (MNLF) had declared independence for Mindanao, Malacañang on Wednesday said former MNLF leader Nur Misuari is "misguided" and that he should forget his own interests so that Mindanao can finally attain peace.

"We are for peace in Muslim Mindanao and that’s the thrust of this administration to ensure that there will be peace in Mindanao so that the peace dividends can flow to the peoples of Mindanao," presidential spokesperson Edwin Lacierda said during a press briefing on Wednesday.

The Aquino administration is in the final stages of negotiations for a peace deal with the Moro Islamic Liberation Front (MILF), which is expected to result in a Bangsamoro Political Entity.

The Philippines in January filed a suit with the United Nations Arbitral Tribunal, the only country to have haled the Asian superpower into a UN court, questioning the legality of China’s nine-dash-line map which covers the whole South China Sea and encroaches on the territories of other countries.

The Philippines and China, together with Brunei, Malaysia, Taiwan and Vietnam have conflicting claims over islands in Spratlys in the South China Sea.

Of late, Aquino and Foreign Secretary Albert del Rosario have noticeably toned down their anti-China rhetorics.

A bilateral meeting with President Xi was sought in the sidelines of APEC last year in Vladivostok, but it never took place. Since Xi became China’s president in March, he has met with all Asian leaders except Aquino.

Once robust relations between the Philippines and China took a dip with the arrest by a Philippine Navy warship of Chinese fishermen in eight fishing boats in Bajo de Masinloc known internationally as Scarborough Shoal which is also being claimed by China.

The arrest triggered a 57-day standoff which was broken after back-channeling by Sen. Antonio Trillanes IV and behind-the-scene efforts of the United States.

At the height of the standoff, there were some 80 ships in the shoal 130 nautical miles from Zambales. Three Chinese ships control the area which has become inaccessible to Filipino fisherman.

The Philippines is the “country of honor” at this year’s Expo. It is a tradition that the president of that country attends the international trade fair.

Last year, when Myanmar was the country of honor, the Philippines was represented by Interior and Local Government Secretary Mar Roxas. He was received by then Vice President Xi Jinping, who is now president.

This year’s CAEXPO was originally set on Sept. 20-24 but was moved to accommodate Premier Li’s schedule.

Aquino first last visited China in 2011 where he met with outgoing Chinese President Hu Jintao on August 31 and former Premier Wen Jiabao September 1.

President Aquino is going on a one-day trip to China on Sept. 3 in what is seen as an effort to end strained relations with China triggered by the standoff in Bajo de Masinloc in April last year.

The President has accepted China’s invitation to attend the 10th ASEAN-China Expo (CAEXPO) to be held in Nanning, capital of Guangxi Zhuang Autonomous Region, from Sept. 3 to 6, Malacañang and Department of Foreign Affairs sources said.

Chinese Premier Li Keqiang will receive Aquino and the special envoys of the other nine ASEAN countries. Aquino will also attend a forum with Chinese businessmen.

She said in her complaint that her husband’s continued custody of their daughters would be prejudicial to their normal growth and development due to his extra-marital relationship with another woman.

Cruz earlier asked the Quezon City Regional Trial Court to issue a temporary protection order (TPO) and, subsequently, a permanent protection order (PPO) in her favor.

The court, however, denied her petition for a TPO while it has yet to resolve the second motion.

The couple separated early this year following reports linking the actor to starlet Krista Miller. Montano, who won acclaim for his portrayal of national hero Jose Rizal, twice ran unsuccessfully for public office, first, for senator in 2007 and Bohol governor in 2010.â€"With Marinel R. Cruz

She recalled an incident in February during which she and her three daughters were forced to leave their home because of her husband’s “abusive behavior,” thus depriving their children of support, shelter and means of going to school.

Cruz also claimed that when she decided to move out of their house, Montano hit her.

“Respondent continued and still continues to harass complainant by threatening her with physical harm, obscene accusations and grave defamation,” she said, citing a series of angry text messages that Montano sent her on June 10.

On July 29, Cruz added, Montano fetched their three daughters from school without her permission and brought them to his home. When she asked him to return their children to her, he “deliberately and forcibly refused.”
#19356
Inquirer also contacted the actor’s talent manager, Shirley Pizarro, who gave a similar reply.

In her nine-page complaint, Cruz described Montano as a “very domineering, philandering husband [who] demanded full submission and obedience from the complainant while he continually [prohibited her] from inquiring [into] his own affairs.”

She recalled that every time she asked about his activities, Montano would react with “harsh verbal abuse.”

“On or about May 12, 2013, respondent suddenly barged into complainant’s residence where she was then alone, and then and there, respondent violently attacked her, employed physical violence and raped the complainant,” Cruz said in her complaint which she filed Tuesday in the Quezon City Prosecutor’s Office.

Aside from marital rape, she also accused Montano of violating Republic Act 9262, or the Anti-Violence against Women and Children’s Act of 2004, saying he had been subjecting her to emotional and physical battery since January this year.

Cruz blamed his manner for the deterioration of their 13-year marriage and further claimed that he took their daughters without her permission last month and has since refused to let her see them.

Sought for comment, Montano’s lawyer, Joel Ferrer, said in a text message to the Inquirer that he and his client would reply to the charges once they get a copy of the complaint.

Fellow academic Jodi Manning continues Weitz’s argument in her paper “The Sociology of Hair.” “For women and girls, hair has been the primary way in which their identity is declared to those they meet,” Manning writes. “They are socialized to accept this connection to hair at an early age and develop an emotional attachment to their hair.” She argues that the perception of hair in society is most influenced by its representation within media; young women are especially influenced. For those accustomed to that part of the Internet, this isn’t necessarily surprising. It’s all too easy to try on Taylor Swift’s coif or learn how to get the best haircut in America: Anne Hathaway’s pixie cut. (Obviously, this was before Beyoncé’s reveal.)

Perhaps Beyoncé is using her short hair and considerable power to trounce the traditional image of femininity and prove fabulousness goes beyond the boundaries of your mane. Or maybe it’s because her old hair got caught in a fan. Regardless, a trickle of society is going to copy the look, hoping with every snip they inherit some of the “it” factor that helps Queen Bey run the world.

In his paper “Buying Beyoncé” Straffordshire University professor Ellis Cashmore states, “In Beyoncé, the United Statesâ€"and perhaps the worldâ€"has a symbol of glamour and unrestrained consumption that offers, if not a solution, then an apparent salve to the enduring effects of racism.” That is sort of dehumanizing and definitely a stretch, but still, here’s an academic of some prestige who has decided that Beyoncé may have the power to influence race relations in the U.S.

So as we have a diva with the uncanny ability to influence the lives and choices of her fans, of course people are going to talk about and subsequently copy her hair. And why does that matter? Because regardless of whether you believe it’s a good thing, women have been conditioned to think that they are their hair. In the journal Gender and Society, professor Rose Weitz describes hair as a “cultural artifact” and writes, “No matter what a woman does or doesn’t do with her hair … her hair will affect how others respond to her, and her power will increase or decrease accordingly.”

Time magazine cares that Beyoncé cut her hair; so does the Washington Post. The majority of major media outlets have reported something about the chop, except for The New York Times, which is perhaps embarrassed that it already declared the “haircut of the year” back in January. Bey’s new look is being called “the hottest haircut to hit America” since “The Rachel” which is kind of (?) a big deal because that cut is at has-its-own-Wikipedia status.

A reasonable person could say that a celebrity haircut is the least important news of the day. But Beyoncé’s influence over culture can’t be ignored: worth an estimated $53 million, the star was labeled by Forbes as the 17th most powerful woman in the world. She was enlisted by Michelle Obama in her crusade against childhood obesity and signed a $50 million multi-year deal with Pepsi, demonstrating an obvious confidence by the soda brand that we will buy what Beyoncé’s selling.

It is a dark time for hair flips. Beyoncé Knowlesâ€"Queen Bey, Sasha Fierce, #Beysusâ€"has simultaneously shocked, angered, and delighted her legion of fans with the unveiling of her new short hairdo. Some have described the look as “so beautiful,” while others, like Rebecca Black, who is arguably the Beyoncé of YouTube disasters, responded with a simple: “BEYONCE NO.”

Try to scrape it off and then cook and ate the beefloaf,” sugilon sa opisyal ngadto sa mga tigbalita base sa salaysay sa iyaan sa mga biktima.

She added that the policy “directly negates anything we’ve been taught about nationalism and being proud of who you inherently are.”

Commenter Emeanne, for her part, said the incident is “a wakeup call for the Ilocanos especially the Christians who spend their lives believing in a so called ‘reverend.’ This is not a pastoral act [but] a dictatorial act.”

Art Garcia, however said the school was right to punish those who violated the rule. “If they want to do want they want to do, they are most welcome to find another school that would tolerate breaking the rules,” he said.

Gerry Labayog meanwhile said: “If [Shah] is a Singaporean, maybe we should file a protest to the Singaporean embassy. They should reprimand this kind of a bully to the center of Ilocandia.”

Parents, who called the incident as cast of “bullying” have also sent letters of appeal to Shah, highlighting the trauma the expulsion will inflict on the students.

Shah remained mum on the issue amid media reports. SCA high school principal Cristeta Pedro, for her part, defended the school policy during media interviews.

The incident has set social media abuzz since Yumul’s posting, with most netizens hitting the rule as anti-Ilocano and anti-Filipino. Some have also slammed Shah, reportedly a Singaporean national.

“What seriously bothers me is how one person, an educator at that, can ignorantly and arrogantly decide that speaking any language in particular is an act that somehow deserves punishment,” Rache Hernandez said in a comment in Yumul’s blog.
#19385
The columnist quoted one of the expelled students, who recalled Shah as saying: “You are not respecting my school!” and gesturing as if he were to hit the boy with his phone.

Yumul was referring to Bautista’s violation of an English-speaking policy implemented among students, teachers, staff and even parents within the SCA campus.

Such policy is clear in the school’s student handbook, Yumul said, however noting that under the written guidelines, using a language other than English merits a reprimand.

The columnist added that “due process includes giving a warning first, and then a conference with parents” and not immediate expulsion.

A school in Ilocos Norte seems to have taken its “English-only” rule a bit too seriously, as it recently expelled students for speaking in the vernacular.

Three high school students have complained after Saviour’s Christian Academy in Laoag City kicked them out for using Ilocano while inside the school grounds.

The punishment has been meted out despite the students’ good performance in school, Ilocos Times columnist Herdy Yumul claimed in his Aug. 6 blog post.

In addition to expulsion, the students also had to endure harsh words and threats of physical injury from the school president Brian Shah, Yumul said.

The ships will visit several ports, carrying out an exercise with the Albanian armed forces before heading through the Red Sea, Indian Ocean and the Gulf for exercises with other British allies.

Spain ceded Gibraltar to Britain in perpetuity in 1713 but has long argued that it should be returned to Spanish sovereignty. London says it will not do so against the wishes of Gibraltarians, who are staunchly pro-British.

The self-governing British overseas territory, measuring just 6.8 square kilometres, is home to about 30,000 people and is strategically important as it overlooks the only entrance to the Mediterranean from the Atlantic Ocean.â€"AFP

The government of Gibraltar has accused Madrid of acting in retaliation after it built an artificial concrete reef which it says is aimed at boosting fish stocks, but that Spain says is designed to keep out Spanish fishing boats.

Writing in The Sun newspaper on Monday, Britain's Europe minister David Lidington said: “Britain and Spain matter to each other. We are Nato allies, key trading partners, and millions of Brits travel to Spain every year.

“But our good friendship with Spain does not mean we will turn a blind eye when the people of Gibraltar are threatened or put under pressure.” Britain's defence ministry said the vessels heading to the Mediterranean were taking part in an exercise “with a number of key allies”.

A foreign ministry spokesman said Madrid was “evaluating the possibility of going to bodies like United Nations (or) the Security Council, the court in The Hague”.

But he said that “no decision has been taken” on the possible course of action.

In a potential headache for Britain, Spain is considering forming a united front with Argentina, which is embroiled in its own dispute with Britain over the sovereignty of the Falkland Islands, or Las Malvinas as they are known in Spanish.

“There are common elements in the issue of Malvinas and Gibraltar, and elements that are more distant,” the foreign ministry spokesman added.

“We are now considering what legal action is open to us,” the spokesman said, adding that Britain was considering whether to take “unprecedented”action against a fellow European Union member.

“If we go down this route, we will certainly press the EU to pursue the case as a matter of urgency,” he added.

But Spain refused to stop the checks, which it countered were “legal and proportionate”.

The threat from London came after Spain said it was considering taking the row over the disputed territory to global bodies such as the United Nations and the International Court of Justice in The Hague.
#19398
But in a hardening of Britain's tone, a spokesman for Prime Minister David Cameron said the government was considering taking legal action over the checks by Spanish guards on the border of the rocky outpost on Spain's south coast.

The spokesman said the checks, which have caused tailbacks of several hours for people trying to cross the border, were “politically motivated and totally disproportionate”.

“Clearly the prime minister is disappointed by the failure of Spain to remove the additional border checks this weekend.

LONDON: The row between Britain and Spain over Gibraltar went up a notch Monday as London mulled legal action over “totally disproportionate” border checks and Madrid threatened to turn to the UN.

As the threats were made over the British-held territory, British warships began setting sail for the Mediterranean for a naval exercise that will see the frigate HMS Westminster dock in Gibraltar.

Helicopter carrier HMS Illustrious steamed out of Portsmouth, to be followed on Tuesday by the type-23 frigate HMS Westminster, which is set to arrive in Gibraltar within a week.

The defence ministry has stressed that the deployment of the ships for the exercise is “routine” and “long planned”.
