The Magic and Logic of Color: How Josef Albers Revolutionized Visual Culture and the Art of Seeing

“A thing is never seen as it really is.”

“Hundreds of people can talk, for one who can think,” John Ruskin wrote, “but thousands of people can think, for one who can see.” “We see, but we do not see: we use our eyes, but our gaze is glancing, frivolously considering its object,” Alexandra Horowitz lamented in her sublime meditation on looking.

Baldoz named Labor Attache Rustico M. De La Fuente to man the POLO-Riyadh and simultaneously coordinate all POLO operations in Saudi Arabia’s Eastern Region.

Another veteran on OFW protection, Labor Attache Jainal T. Rasul, Jr., has been designated Labor Attache in Jeddah.

De la Fuente, who is the director of the DOLE’s National Reintegration Center for OFWs (NRCO) will replace Musa, who officially finished his tour of duty on Friday.

De la Fuente rose from the ranks to become a veteran point person in the Overseas Workers Welfare Administration (OWWA) in the past 32 years since 1981.

During the Lebanon crisis in 2007, De la Fuente was instrumental in the safe and successful rescue and evacuation of more than 6,000 OFWs back to the Philippines in coordination with Lebanese authorities.

The Labor Department on Friday replaced Assistant Labor Attache Antonio Villafuerte and Philippine Overseas Labor Officer Adam Musa with two veteran labor attaches in the Philippine Overseas Labor Offices in Riyadh and Jeddah in the Kingdom of Saudi Arabia.

Villafuerte and Musa, are facing investigation in the “sex-for-flight” case following an expose that labor officials either harass or sexually abuse Filipina overseas workers who had sought refuge in the POLO shelters in Saudi Arabia.

The order to replace Villafuerte and Musa is contained in the DOLE Administrative Order No. 262 and A.O. 262-A issued by Labor Secretary Rosalinda Baldoz.

The order also imposes stringent measures that would forestall, pre-empt, and permanently root out the alleged malpractices and misdemeanor against overseas Filipino workers (OFWs), such as the “sex-for-flight" practices.

There have been royally appointed local guides (holding the post of Queen's Guide to the Sands) for crossing the bay for centuries. This difficulty of crossing the bay added to the isolation of the land to its north which, due to the presence of the mountains of the Lake District, could only be reached by crossing these sands or by ferry, until the Furness Railway was built in 1857. This skirts the edge of the bay, crossing the various estuaries. The London-Glasgow railway also briefly runs alongside the bay - the only place where the West Coast Main Line actually runs alongside the coast.

The bay is notorious for its quicksand and fast moving tides (it is said that the tide can come in "as fast as a horse can run"). On the night of 5 February 2004, 23 Chinese immigrant cockle pickers drowned after being cut off by the tides. This tragedy led some commentators to suggest that the cockle beds should be closed until improved safety measures could be introduced.

Morecambe Bay was featured on the television programme Seven Natural Wonders (BBC) as one of the wonders of the North.

The rivers Leven, Kent, Keer, Lune and Wyre drain into the Bay, with their various estuaries making a number of peninsulas within the bay. Much of the land around the bay is reclaimed, forming salt marshes used in agriculture. Morecambe Bay is also an important wildlife site, with abundant bird life and varied marine habitats, and there is a bird observatory at Walney Island. The bay has rich cockle beds, which have been fished by locals for generations.

There are seven main islands in the bay; Walney, Barrow, Sheep, Piel, Chapel, Foulney and Roa. Sheep, Piel, Chapel and Foulney Islands are tidal and can be walked to at low tide with appropriate care. Local guidance should be sought if walking to Chapel or Piel islands as fast tides and quicksand can be extremely dangerous. Roa Island is linked to the mainland by a causeway and is only rarely cut off.

Morecambe Bay is a large bay in northwest England, nearly due east of the Isle of Man and just to the south of the Lake District National Park. It is the largest expanse of intertidal mudflats and sand in the United Kingdom, covering a total area of 310 km2 (120 sq mi). In 1974 the second largest gas field in the UK was discovered 25 miles west of Blackpool, with original reserves of over 7tcf. At its peak 15% of Britain's gas supply came from the bay but production is now in decline and the main field was mothballed in 2011.

Lake Tanganyika is an African Great Lake. It is estimated to be the second largest freshwater lake in the world by volume, and the second deepest, in both cases, after only Lake Baikal in Siberia;[3] it is also the world's longest freshwater lake. The lake is divided among four countries â€" Tanzania, the Democratic Republic of the Congo, Burundi, and Zambia, with Tanzania (46%) and the DRC (40%) possessing the majority of the lake. The water flows into the Congo River system and ultimately into the Atlantic Ocean.

Stephen Nicolay, chairman of the Plantagenet Alliance and a 16th great-nephew of the King, said: "We are delighted to receive such a full and comprehensive backing for the case."

He added that the group would be happy to leave the decision in the hands of an independent panel.

"We are not interested in a legal fight, we are just trying to make sure the right thing is done," he said. "We would very much like to discuss this in a sensible and mature manner."

Vanessa Roe, deputy chair of the Plantagenet Alliance, added: "The whole point of bringing it to court was that it was the last thing we could do â€" they weren't going to discuss it full stop.

"As long as the evidence is looked at objectively, I don't see why an independent panel could not take the decision."

The University of Leicester said it was "digesting" the judgment but added that it "continues to take the view that the claim is without merit" and maintains it is "entirely proper and fitting" the remains should be buried in Leicester Cathedral.

"We have received messages of support from some including Michael Ibsen, whose DNA, together with that of another direct descendant of Richard's sister, was key to identifying the remains found at Greyfriars in Leicester," a spokesman said.
#19227
Some 26,553 people have signed a petition that the remains should be reinterred at York Minster and 8,115 people have signed a petition that they should be reinterred at Leicester. There was also a "passionate debate" on the matter in the House of Commons in March, he said.

"[The case] involves the remarkable, and unprecedented, discovery of remains of a King of England of considerable historical significance, who died fighting a battle which brought to an end a civil war which divided this country," he said.

"The obvious duty to consult widely arises from this singular fact alone. It was obvious that there would be intense, widespread and legitimate public interest and concern in many quarters as to the treatment and final resting place of Richard III's remains."
#19228

He reminded both sides that the archaeological discovery "engages interests beyond those of the immediate parties, and touches on sovereign, state and church", and recommended the formation of an independent panel "who can consult and receive representations from all interested parties and make suitable recommendations with reasonable speed."

Explaining his decision, Mr Justice Haddon-Cave said the context of the King's death and depth of public feeling raised an "obvious duty" to consult widely over how he should be reburied.
#19230
But in his written judgment he commented: "It is ironic that the Wars of the Roses appear to be returning whence they started â€" the Temple. Legend has it that John Beaufort and Richard Plantagenet picked the symbolic red and white roses in Inner and Middle Temple gardens.

"I would, however, urge the parties to avoid embarking on the (legal) Wars of the Roses Part 2. In my view, it would be unseemly, undignified and unedifying to have a legal tussle over these royal remains."
#19231
But while the discovery of the lost king was welcomed by his supporters in York, the University's subsequent decision to rebury the remains in Leicester Cathedral caused outrage and sparked a legal challenge.

Mr Justice Haddon-Cave on Thursday gave the Plantagenet Alliance permission to bring judicial review proceedings against the Justice Secretary and the University of Leicester, with a full hearing to resolve the case expected later in the year.
#19232
King Richard III was killed at the Battle of Bosworth in 1485 and was originally buried at Greyfriars church in Leicester, after his body was carried there by supporters of the victorious Henry VII.

The remains were rediscovered beneath a council car park last year by archaeologists from the University of Leicester, and the University was given permission to decide where they should be reinterred.
#19233
In a hearing on Thursday, Mr Justice Haddon-Cave gave the group, known as the Plantagenet Alliance, permission to launch a High Court challenge in what he described as an "unprecedented" case.

But he added that he hoped the matter could be settled without the need for an "unseemly, undignified and unedifying" legal squabble, urging both sides to "avoid embarking on the (legal) Wars of the Roses Part Two".

He recommended that both parties instead agree to leave the decision in the hands of an independent advisory panel made up of "suitable experts and Privy Councillors" who could make a suitable decision based on submissions from each side.

Archaeologists who discovered the skeleton beneath a Leicester car park last year decided with backing from the Ministry of Justice that it should be reinterred in the city's cathedral.

But their plan met with a strong wave of opposition from groups based in Yorkshire who claimed that the Plantagenet King should be buried at York Minster instead.

Leachon told GMA News that it is this statement, among other concerns, which finally prompted his resignation.

"With the PCP's and medical societies' position against stem cell therapy proliferating in the country, of which you fully support, I believe I have lost your trust and confidence and I might not be effective serving the DOH and fighting the PCP and medical societies' cause in the service of the Filipino patient," Leachon said in his resignation letter, a copy of which was furnished to GMA News via SMS. â€" RSJ, GMA News

Ona also upheld the "limited innovative administration of unproven stem cell therapies... outside a research setting."

Citing medical ethics professor Insoon Hyun of the Case Western Reserve University School of Medicine, Ona defined stem cell therapy as an "innovative therapy" that could "improve an individual patient's condition."

Ona was also supportive of providing these therapies in a controlled but commercial setting:

"We cannot completely adopt Western practices of offering these investigational therapies completely free to clinical trial participants. This approach will not only be unaffordable for our institutions but very expensive and will forever relegate us to be a 'marketing testing ground' after others have developed a technique in their country," he said.
#19250
'Safe and effective'

The Philippine College of Physicians (PCP) had earlier warned that due to the highly experimental nature of stem cell therapy, its practice should be "confined to clinical studies...that have been screened and approved by a duly constituted technical review board and ethics committee."

But in his message, Ona assured that DOH Administrative Order No. 2013-0012 is already in place to "guarantee that human stem cell preparations and cell-based therapies in the Philippines are safe and effective for their intended use" as well as to "ensure a minimum quality of service by hospitals and other health facilities capable of (stem cell therapies)".
#19251
The statement, entitled "Stem Cell: The Final Word," was a reprint of Ona's keynote message at the mid-year convention of the Philippine Society for Stem Cell Medicine last August 12.

In particular, Leachon reacted to Ona's apparent support for the charging of professional fees for stem cell treatments that have not yet been approved by the Food and Drug Administration (FDA).

In an SMS message, Ona told GMA News that he is "okay" with Leachon's resignation but did not elaborate further.

"(Leachon) is a one-peso volunteer consultant on non-communicable diseases. (His resignation) is okay with the Secretary," read Ona's message.

DOH consultant resigns over govt support of stem cell therapy
By TJ DIMACALI, GMA News
August 16, 2013 12:14pm

Department of Health (DOH) consultant Dr. Tony Leachon MD has resigned his post over the government body's support of the controversial stem cell therapy in the country.

The 2010 Ten Outstanding Filipino (TOFIL) Awardee for medicine told GMA News that his resignation was spurred by Health Secretary Enrique Ona's full-page statement in the August 14, 2013, issue of The Philippine Star, in which the secretary upheld the regulated commercial practice of stem cell therapy.
#19253
Leachon said Ona asked him to mediate with the medical associations that opposed the Health Department’s views.

“But my concern then was that the stand of the Health secretary will not change even after the meeting or the public hearing. There will be problems, so I quit my post,” he said.

Leachon said he believed it was unethical for doctors providing stem cell treatment to charge for the service because the procedure is still experimental.

“There are still no clinical trials to prove that the procedure is safe and it will have no side effects on the patients. We must remember that patients are paying the huge cost of the procedure and yet, they are not assured of their safety,” said Leachon, who is also president of the Philippine College of Physicians.
#19254
In his resignation, Leachon noted the opposition of the Philippine College of Physicians and 21 other medical associations to Ona’s promotion of stem cell therapy.

“It’s difficult to do a job which is not aligned with what the Health Secretary is doing. I might say something that he (Ona) won’t like,” Leachon told the Manila Standard.

Leachon’s resignation comes just before a public hearing on stem cell procedures next week.

what a bully of a dog.  just you wait till the other one grows up...

Please don't threaten. That gets on my nerves. After all, it may just be a canine form of collegial banter.

It’s So Hard to Say Goodbye

Once after-dinner drinks have been served, it is now permissible for you to consider departing. Seek out the host and remember to lavish praise on his or her efforts (even if the night ran a distant second to a root canal). Lastly, be sure to send a hand-written note of thanks. Nothing exudes refinement more than penned correspondence. And more importantly, mom would be so proud.

A Show of Hands

Assuming the host does not employ a full-time manservant, offer to help clear the table. While your attempts likely will be rebuffed, it’s gracious all the same.

Singing for your Supper

Despite the topic of (forced) conversation, a gentleman always acts interested (even if the host asks you to view a slideshow of a recent trip to Lake Titicaca). In Gatsby’s day, it was not uncommon for a guest to quite literally “sing for his supper,” so essentially, you’re getting off easy. Instead, prepare for the dinner discussion by paying close attention to current events. Being misinformed is bad enough, but ceaseless ignorance is for reality stars only.

Upon Arrival

Arriving early is great for an international flight, but not for a dinner party. Catching the host off-guard and in the midst of preparation is poor form. Plan to arrive no later than 15-20 minutes late and have the host’s phone number handy in the event you run into a snafu. Obviously you’re worth the wait, but when people are hungry, all bets are off.

Don’t Arrive Empty-Handed

Be sure to ring a few days prior to see what you may bring. The majority of the evening’s heavy lifting will rest squarely with the host, but it shows proper breeding nonetheless. If you’re considering flowers, we suggest sending them a day prior so they may be displayed during the dinner. While a box of wine and a Whitman’s Sampler is great for your reclusive aunt, if you opt for wine use the help of a trusted sommelier for some appropriate recommendations.

RSVP Protocol

Upon receipt of an invitation, it is important to graciously accept or regretfully decline in a timely manner. Your host will appreciate the diligence and be able to plan accordingly. Consider this a binding contract, with only illness or family emergency as the only acceptable alibis. Lastly, don’t be the guy who asks the host who else is attending. This isn’t a campus mixer.

A Guide to the Etiquette of Social Gatherings
http://blog.brooksbrothers.com/

In our youth, a raucous basement party used to suffice as an ideal Saturday night. As we march towards respectability, our social calendars include gatherings that require more sophistication than warm beer and a Dave Matthews playlist. The editors at Of Rogues and Gentlemen have prepared a list of etiquette to help you navigate these affairs with the refinement of Jay Gatsby while avoiding the trappings of the nouveau riche.

(WXIA) -- If you had to guess one food that is "perfect," what would it be?

How about the avocado? Move over, apple. A new study in "Nutrition Journal" found three reasons why the avocado is the perfect food.

Avocados may be high in fat, but the study found that people who eat them regularly are thinner than those who do not. Avocado lovers weigh an average of seven-and-a-half pounds less and have a thinner waistline too.

The same study found that avocado eaters have a lower risk for metabolic syndrome. It's a dangerous cluster of abnormalities that lead to Type 2 diabetes or heart attacks.

Foods like avocados that are high in carotenoids may slow down skin aging. They protect against damage from UV rays and protect against sunburn. -- http://www.11alive.com/

The survey, which also included a narrative component, showed younger, college-educated men and women were more likely to offer to share the costs of dating. “We usually split the cost or pay every other time,” a 24-year-old female participant wrote. ”It is a shared experience so it should be entirely shared, unless one partner is treating the other for a special occasion.”

The paper’s authors wrote women should take note of the 44% of men who said they would break it off with women who don’t offer to help pick up the tab, as it may help explain why their suitors have suddenly dropped off the radar. As one 25-year-old male participant put it: “I’m fine with paying for the first few dates. However, if the relationships are supposed to be 50/50 then each partner is expected to invest in the partnership financially.”

But while women may be paying more of their share, most men still want, and are expected to, pick up the bill in the beginning. According to the paper, “Many men’s willingness to absorb the price of early dates and more than half the costs later on keeps chivalry alive, gender roles distinct, and some privileges for both sexes intact.” -- http://newsfeed.time.com/

The study, which surveyed 17,607 unmarried, heterosexual men and women using a questionnaire posted on NBCNews.com, found:

84% of men and 58% of women said that men paid for most dating expenses.
39% of women hoped men would not ask them to contribute.
44% of women were annoyed when men “expected” women to pay.
44% of men said they would stop seeing women who never pay for dates.
64% of men believed women should pick up from time to time, though 76% said they felt “guilty” saying so.
4 in 10 men and women said that dating expenses were usually shared within the first month, and nearly three-fourths (74%) of men and 83% of women said they’re shared by the sixth-month mark.

Study: Men Want Women to Chip In on Dates, but Are Afraid to Ask
Younger adults are more willing to share dating expenses
By Olivia B. Waxman @OBWaxAug. 14, 2013

When women debrief each other about their recent dates, one of the first questions that comes up is, “Did he pay?” Well, most men are still paying for dates, but wish women would pay sometimes too, according to a paper presented over the weekend at the American Sociological Association’s annual meeting in New York City.

The ritual of men taking out women dates back to the time when men earned more because most jobs were not accessible to women. By treating women, men were also showing their ability to provide for them in the future. But now that the percentage of men and women in the paid labor force is about equal â€" and 28% of women are making more money than men in households where both partners work â€" the study’s authors wanted to know if that shift in gender roles has contributed to women’s expectations about who pays the tab.
