It's the answer of the character identified as V (voiced by Hugo Weaving) to the question "Who are you?" posed by Evey (Natalie Portman's character) in the movie V for Vendetta.

The monologue that comes after this line may be less intriguing but certainly more fun.  Try googling it as "V for Vendetta monologue."

QuoteAs long as prospectors can show Environmental Compliance Certificates from the Department of Environment and Natural Resources nobody can prevent them exploring Bohol waters.

One of the problems is that there is no ECC.  According to guidelines formulated by the DENR, the prospectors are not required to undergo the rigorous process of applying for an ECC.  Seismic surveys, according to the DENR, are issued a Certificate of Non-Coverage from the Environmental Impact System Law, for which the project proponents need only submit a project design.  The DENR has classified seismic surveys, no matter how extensive the survey area, under Category D, projects that are "unlikely to cause adverse environmental effects."  Former DENR Secretary Angel Alcala has himself commented that seismic surveys, whether terrestrial or submarine, should be covered by ECCs since it has deleterious effects on the environment.

I'll talk more lengthily on this when I have the time to collect my thoughts.

The word "jerjer" owes its coinage to Teban of "Teban and Goliat" fame.  It was supposedly a euphemism for the act of copulation and activities of a similar nature.  :D  However, it has in fact come to mean the very act, and, effectively, no longer functions as a euphemism.  ;)

Here's another Elvis song.  The lyrics are by a certain B.J. Thomas and I'd like to think that Elvis is singing it for (then) little Lisa Marie.

I Just Can't Help Believin'

I just can't help believin'
When she smiles up soft and gentle
With a trace of misty morning
And the promise of tomorrow in her eyes

I just can't help believin'
When she's lying close beside me
And my heart beats with the rhythm of her sighs
This time the girl is gonna stay
This time the girl is gonna stay
For more than just a day

Oh, I just can't help believin'
When she slips her hand in my hand
And it feels so small and helpless
As my fingers fold around it like a glove

I just can't help believin'
When she's whispering her magic
And her tears are shining honey sweet with love
This time the girl is gonna stay
This time the girl is gonna stay
For more than just a day
For more than just a day

Please, ayaw lang nang mga Salbakuta, Parokya ni Edgar, etc., etc., mga walay pulos ilang mga kanta.

Or kadtong nagkanta sa "Hubagang Ate Oi." Non-sense. My blood shoots up.

Salbakuta can go to the seventh level of musical hell anonymity but let's not include Parokya ni Edgar in the condemnation.  Most of their songs may be nonsense but those that are are totally enjoyable and those that are not are quite lyrically beautiful.

Sigbin,

The tragedy in this story is that a supposed public servant was allegedly behind the buyout of justice.

There are several tragedies here, each as critical as the other.  What Conching Lim did is reprehensible, as were Michael Taganahan's predations.  Their actions betray only that there are people who are morally vacuous and for whom money equals ethics.

This is very disheartening news.

To a certain degree, parents may share in the blame, but whether they are minors or not, these misguided young girls are also responsible for their own actions, although the well-intentioned Juvenile Justice and Welfare Act of 2006 may say different.  No matter how good a parent you are, you are not privy to the thoughts of your child and, ultimately, his or her decisions are his or her own.

Just as my left hand closes upon the knob, a sudden shriek alarms me and then a heavy thud on the other side of the door.  I step back to the wall, the ashtray still in hand.

Mao ba na panaghoy sa suba, pelikula ni Cesar nya naa daw subtitle ang DVD? Nindot daw na, naa man gud ko mga DVD diri ang pinoy movies nya wala man subtitle dili ka tan-aw ako bana.

There are some lapses in the film.  Some are technical (e.g. miscues in the sound editing), some are with the story development (e.g. a contrived conflict with the prodigal father and a patched-up, hardly credible reconciliation), and some with the "acting" of the extras in it (both over- and total absence of acting talent).  Since the film was assisted by Japanese producers, it also glosses over the atrocities of the Kempeitai and the Japanese forces here in the Philippines.  (Try watching it after or before The Great Raid; also starring Cesar Montano. :D )

However, it is still worth watching and much better than I expected it to be.  Juliana Palermo was a pleasant surprise and Rebecca Lusterio was, again, in her element.
