VATICAN CITY -- VATICAN CITY (AP) â€" Pope Francis has led tens of thousands of people at the Vatican in silent prayer for the victims of the typhoon that has ravaged the Philippines.

The pope told a crowd of pilgrims, tourists and Romans in St. Peter's Square on Sunday that he wanted to assure the people of the Philippines and surrounding region that he feels close to them. He lamented the high toll of dead and the enormous damage, then requested silent prayer for "our brothers and sisters." Francis also said: "let us try to get our concrete aid" to those suffering from the storm.

AUSTRALIA

-US$10 million package

***

Foreign Minister Julie Bishop says the Australian Government will contribute $10 million in aid, which will include $390,500 of emergency supplies previously announced by Ms Bishop on Saturday.

"I have approved a $10 million package of humanitarian assistance. This comprises the urgent deployment of an Australian medical assistance team - at a cost of about $1 million, $3 million to be deployed through Australian non-government organisations, $4 million to the United Nations flash appeal," she said.

"[We will also contribute] $1 million for additional food items and non-food items, which includes the funding already announced - so tarps, mosquito nets, water containers and the like, and $1 million to the Red Cross to assist in their disaster response efforts."

***

The Australian government is sending a self-sustained hospital complete with operating room, generators, water purifiers, doctors, surgeons, nurses and all. Furthermore, should there be worst medical cases, patients will be airlifted to Royal Darwin Hospital as Darwin is only 4 hours away from the Philippines by plane. Australian armed forces already have standby planes and helicopters to assist Philippine Armed forces to scout remote areas for rescue operations.

Beijing’s initial $2.6 million response to the tsunami was criticized at the time as inadequate. By contrast, Taiwan had offered $5 million.

Several days later, and just before Prime Minister Wen Jiabao was due to leave for an international conference in Jakarta to coordinate aid for the tsunami victims, China announced it had increased its assistance.

China has gradually increased its international humanitarian assistance since early 2005, when a cargo plane loaded with medicine, food, electrical generators and a 35-member Chinese medical team were dispatched to the Indonesian province of Aceh after it was devastated in the Indian Ocean tsunami.

It was the first visible effort by China at a foreign disaster scene, an effort that, while small compared to other countries’, stood out for the youthfulness of the doctors and their bright red medical tents.

On Monday, about 90 United States Marines arrived in the Philippines from their base in Japan to help distribute food assistance, and two Navy surveillance aircraft were dispatched for air and sea rescues. The United States Embassy in Manila made $100,000 immediately available for health and sanitation efforts, according to its Twitter feed. Meanwhile, private American aid groups geared up to provide medicine and food, with World Vision announcing a target of $3 million in donations from the United States, and $20 million worldwide.

China Offers Relatively Modest Aid for Typhoon Victims

By JANE PERLEZ

As international aid pours into the Philippines for victims of Typhoon Haiyan, China has offered $100,000 in cash, a figure that seems modest compared with its other recent contributions for humanitarian relief abroad.

Qin Gang, spokesman for the Ministry of Foreign Affairs, told reporters on Monday that China would send that amount to help the Philippines recover from a disaster that has left as many as 10,000 people dead. Asked if the donation was scaled according to the current chill in relations between China and the Philippines, Mr. Qin declined to answer.

who are involved in flash appeals?

-[...]Under the overall leadership of the Regional Humanitarian Coordinator, the Humanitarian/Resident Coordinator is responsible for the production, content and
quality of the document, with the help of OCHA.

-The Flash Appeal is prepared in consultation with key humanitarian actors, which may include UN agencies, government officials, NGOs, the Red Cross Movement, donors and other relevant actors.

-The Flash Appeal may include projects from UN agencies, international organisations, and NGOs. (Note: government ministries cannot be appealing agencies, but may be partners in UN projects.)

-The Red Cross Movement is welcome to include their projects in the Flash Appeal but may prefer to include an Annex to the document outlining their requirements.

General Topic / What is a UN Flash Appeal?
November 12, 2013, 05:07:12 PM
it's in the news that the united nations will issue a flash appeal for the philippines, if it hasn't done that already.  what exactly is a flash appeal?

from the Office for the Coordination of Humanitarian Affairs (OCHA) of the United Nations:

-A Flash Appeal provides a concise overview of urgent life-saving needs at the onset of an emergency.

-It generally anticipates needs for up to six months.

-The Flash Appeal also includes an abbreviated Common Humanitarian Action Plan (CHAP).

-The Flash Appeal may be developed into a Consolidated Appeal, with a more complete CHAP, if the emergency continues beyond six months.

Int'l aid for Yolanda victims estimated at P2.366B, says DFA

By MICHAELA DEL CALLAR
November 12, 2013

Total international aid to support the relief and rehabilitation efforts in typhoon-ravaged areas in Central Philippines is estimated at P2.366 billion, the Department of Foreign Affairs said on Tuesday.

Foreign Affairs spokesman Raul Hernandez said the Philippines has so far received 33 offers of assistance from foreign donors.

“It must be noted that the actual value could be significantly higher since we can account only for financial aid, in-kind donations and deployment of rescue personnel with available cost information,” Hernandez told a press briefing.

So far, tears and emotional pleas appear incapable of breaking the gridlock that epitomizes the UN climate negotiations. That gridlock is to a large extent courtesy of the United States obstructionist strategies. In the early days of the negotiations our representatives demanded that market based approaches be made front and center, threatening to refuse participation otherwise. Then the U.S. refused to ratify the protocol in any case. Then our representatives insisted that we would do nothing whatsoever that could "harm the American way of life" (aka interfere with ruthless profit making economic growth). The subtext of that statement being "no matter what the consequences for other people's lives elsewhere"). Then our president waltzed into Copenhagen and arrogantly undermined the hard work of an international consensus, ignoring protocol to ram through an American version of an "agreement." The purpose apparently was to remove the fangs from any serious commitments and stir the smoldering embers of discontent and disunity that were already in place as nations around the world faced compromises they were already reluctant to accept.

the rest of the world, those who suffer most from climate change, can thus just hope and pray that one day soon it would be "the american way of life" that ends up suffering the most.

Sweet potatoes are far superior than the run-of-the-mill white potato.

The orange variety contains beta carotene, which makes them filled with robust antioxidant, antiviral, and anticancer abilities. They’re also full of fiber and the vitamin E they contain is healthy for the skin.

http://www.dummies.com/
#16960

Red bell pepper is bursting with vitamin C, making it a powerful immune builder.

Red bell pepper’s high level of beta carotene turns into vitamin A, making it a strong defense against disease. Although green and yellow peppers are certainly healthy, they’re more superfoodish. Although they both have similar amounts of vitamin C, red bell peppers have quite a bit more of the superstar beta carotene.

Artichoke supports the liver.

The substance cynarin gives artichoke its detoxifying qualities. Artichokes’ B vitamins increase mental alertness and strengthen your immunity.
#16962

Asparagus’s biggest talent is its ability to encourage the body to flush out toxins, due to its natural diuretic abilities.

Asparagus is both cleansing and anti-inflammatory to the body. It has the antioxidant glutathione, which can lower your risk factor for heart disease and cancer. It’s useful for all inflammatory conditions, such as arthritis and irritable bowel syndrome.
#16963

Spinach is rich in beta carotene, which the body transforms into vitamin A, triggering your immune response to keep you well.

Spinach prevents cancer and heart disease and is rich in the disease-fighting mineral zinc. The vitamin C helps you resist colds and infection and keeps your skin healthy; the B vitamins keep you calm and more energetic.
#16964

Beets are an amazing blood purifier.

Beets are rich in iron and produce the disease-fighting white blood cells. They also stimulate red blood cells and improve the supply of oxygen to the cells. Beets prevent cancer and heart disease, and the detoxifying properties make them good for your organs. Beets are also high in fiber and nourishing for digestive health.
#16965

Tomatoes are also the richest source of the exceptionally potent antioxidant lycopene, a substance that prevents cancer, particularly cancer of the prostate.

Tomatoes also have high levels of beta carotene, an antioxidant that supports the immune system. They have high dietary fiber and taste delicious raw or cooked.
#16966

The power of mushrooms comes from their ability to enhance the activity of natural killer T cells (NKT).

These NKTs attack and remove cells that are damaged or infected by a virus. Mushrooms are associated with decreasing most cancers and significantly reducing the risk of breast cancer in women. They prevent DNA damage, slow cancer or tumor growth, and prevent tumors from acquiring a blood supply.
#16967

Onions are rich in quercetin, a powerful antioxidant that may reduce the risk of cancer.

Like garlic, onions also contain the amazing compound allicin. Red and purple onions contain anthocyanins, the same antioxidants that make berries so robust in healing powers. In addition to being extraordinary at preventing and healing cancer, the quercetin contained in onion makes them a safe therapy for allergies; it also helps prevent heart disease and reduce high blood pressure.
#16968

Garlic is surely one of the world’s most potent medicines, and its potent smell is what makes it so powerful.

The active ingredient allicin turns into organosulfurs, which are the compounds that keep your cells safe from all the destructive cellular processes that can cause major chronic diseases. Garlic is a natural antiseptic; it prevents cancer, fights infection, and prevents colds. Research also states that garlic may prevent or decrease chronic diseases associated with age, such as atherosclerosis, stroke, cancer, immune disorders, brain aging, cataracts, and arthritis.

Cruciferous vegetables are the gold standard in immune-boosting vegetables.

Although all vegetables have nutrients and some protective powers, for these vegetables, it’s off the charts. Cruciferous vegetables have a special chemical composition: They have sulfur-containing compounds that are responsible for their pungent flavors. When they’re broken down by biting, blending, or chopping, a chemical reaction occurs that converts these sulfur-containing compounds into isothiocyanates (ITCs). ITCs prevent and knock out cancer and have infinite proven immune-boosting capabilities.

They contain antiviral and antibacterial agents that keep you disease free. Adding the following cruciferous vegetables to your daily plate is like taking an anticancer pill: arugula, beet greens, bok choy, broccoli, Brussels sprouts, cabbage, cauliflower, collards, horseradish, kale, kohlrabi, mustard greens, radishes, red cabbage, turnip greens, or watercress.

Vegetables That Boost Your Immune System

By Wendy Warner and Kellyann Petrucci from Boosting Your Immunity For Dummies

Adding immune-boosting vegetables to your diet is one of the most critical lifestyle changes you can make. The difference veggies make in your health is worth any effort. They reduce your risk of chronic diseases, such as heart disease and some cancers.

Veggies help you not only get well and stay well but also look good! When your body gains nutritional sufficiency from vegetables, your hair, skin, and eyes all show the signs of health.

Don’t hesitate to load your plate (with a minimum of two) of the following veggies:

He explained that Aquino only wanted the officials to settle conflicting figures before they proceeded with their discussion.

Lacierda added that the President was surprised when he found out that news spread that he had walked out of the briefing.

Palace: No walkout, just bathroom break for PNoy

November 11, 2013

At least two Malacañang officials denied that President Benigno Aquino III walked out of the disaster relief briefing in Tacloban, Leyte on Sunday.

In a statement issued Sunday night, the Palace said Presidential Communications Operations Office Assistant Secretary for Media Relations Renato Marfil "denies President Aquino walked out of disaster relief briefing in Tacloban, says he just took a bathroom break."

Marfil issued the statement after it was reported that Aquino walked out of the briefing after being dismayed at the supposed unpreparedness of local officials there against Typhoon Yolanda.

Aside from this, the President was also reportedly annoyed when a local businessman asked him to declare Martial Law to prevent anymore instances of looting.

A humanitarian forum being held in Sydney this week, originally intended to look at the Syrian crisis, will now focus on the international response to the Philippines disaster with Australian Red Cross chief Robert Tickner Monday warning it will take years to rebuild.

"Whole communities smashed, horrific loss of life," he said, adding that anyone who wanted to help should make a cash donation rather than sending goods, which may not be what is immediately needed.

"It's better to buy locally and stimulate the local economy," he said. â€" Agence France-Presse

"Typically, the well-meaning efforts of communities around the world result in an unmanageable influx of all kinds of goods into disaster zones and this creates a log jam in ports and airports that disables more targeted disaster relief."

Arbon added that "the most difficult phase of disaster relief will occur over the coming months and years when communities will struggle to find the support that they need as the world's attention moves on to the next disaster or crisis."

On the ground in the Philippines, aid workers on Monday said the scene was one of utter devastation with millions of people affected.

"Aid organizations undoubtedly have more to learn from post-tsunami success stories about how to work within traumatized communities in order to ensure that aid funding is well targeted and effective."

Paul Arbon, director of the government-run Torrens Resilience Institute in South Australia that was set up to improve the capacity of organizations to respond to disasters, agreed more thought must be put into the relief effort.

"Foremost, it is important that we make donations with thought and care," he said.

But Martin Mulligan, chief investigator on an Australian research project conducted for AusAID on what could be learned from the post-tsunami recovery in Sri Lanka and southern India, said it was important to get it right this time.

"It is always the most vulnerable people who bear the brunt of such ferocious disasters and I'm not convinced that the disaster response 'industry' has learnt the lessons on how to rebuild devastated communities," he said.

"The immediate post-tsunami relief effort was impressive but many mistakes were made â€" perhaps inevitably â€" in the targeting of aid for long-term social recovery," he said.

Some observers, including the British Red Cross, complained that the relief effort was hampered by rivalries between agencies, delivery of inappropriate aid and difficulty in managing the huge sums of money donated.

Others said much of the reconstruction funding that was promised was never actually distributed, while money was squandered due to corruption, mismanagement, and unnecessary duplication of aid efforts.

Survivors of super typhoon Haiyan â€" which is feared to have have killed more than 10,000 people â€" are growing increasingly desperate for aid and countries and organizations are scrambling to mobilize and donate.

'Yolanda' flattens Guiuan, Samar. Almost all structures in Guiuan, Eastern Samar were either damaged or flattened by super typhoon Yolanda on November 8 as seen in this aerial photo taken from a PAF helicopter on Sunday, November 10. Yolanda made its first landfall in Guiuan. AFP Central Command

Sydney â€" Disaster experts warned Monday that mistakes made in the relief effort after the catastrophic 2004 Indian Ocean tsunami must not be repeated with the super typhoon that has smashed the Philippines.

The humanitarian response to the tsunami, which left some 275,000 dead and wreaked havoc across Indonesia, India, Sri Lanka and Thailand nine years ago, sparked heated debate about the size, form and deployment of assistance.

Third, there is very little wind shear in the area at this time, McNoldy said. Wind shear, a difference in wind speed or direction with increasing altitude, tears developing hurricanes apart, and prevents them from strengthening. Wind shear caused by westerly winds is the main reason why the Atlantic hurricane season featured few strong storms, and got off to a late start, weather experts say.

Second, ocean temperatures are incredibly warm, topping out at 86 degrees Fahrenheit (30 degrees Celsius).  Just as important, the warm water also extends deep into the ocean, meaning that upwelling caused by the winds will not churn up cold water, which dampens cyclone power, McNoldy said. Tropical cyclones are basically giant heat engines, powered by the transfer of heat from the ocean to the upper atmosphere.

Haiyan got so strong because "it has everything working for it," McNoldy said. First, it formed in the open ocean, and thus no land mass prevented it from forming a symmetrical circular pattern, which helps a cyclone form and gather steam, he said.

Ryan Maue, a meteorologist with Weatherbell Analytics, wrote on Twitter that Haiyan has the strongest winds seen since the 1979 Super Typhoon Tip, the largest and most intense tropical cyclone on record. Haiyan's winds make it the strongest storm in the satellite era.

Based on an eyewitness account of civil military operations officer of Centcom Colonel Philip Lapinid who joined the aerial survey, 100 percent of structures in Guiuan “either had their roofs blown away or sustained major damage.”

“Nearly all coconut trees fell. We saw people in the streets, seemingly dazed. Trucks and cars were left in the streets where they were stopped in their tracks as Yolanda struck…It was almost lunchtime but there was no smoke from cooking fires,” he said in his Facebook post.

Unlike in Tacloban City in nearby Leyte province, Lapinid said in a separate interview with INQUIRER.net that there were no signs of dead bodies on the streets.

“There were a few people walking. No vehicles were moving but there were few bikes and motorcycles moving around,” he said.

We who survived, we who had it better after earth shook and the storm went on a rampage, we will not consider ourselves better off while you are down on your knees. We will not rejoice until you are whole again, or at least until you are strong enough to bear the sight of your scars.

We will not leave you behind.

Rise. Let us march forward.
