An appeal by UK charities to help Philippines typhoon victims has raised £13m ($20m) in its first 24 hours.

The storm hit the Philippines on Friday, killing more than 2,000 people, and the Disasters Emergency Committee (DEC) launched its appeal on Tuesday.

The DEC, which brings together 14 major UK charities, said the response had been "overwhelming".

The UK government has pledged to match donations up to a total of £5m, on top of £10m it has already agreed to give.

AUSTRALIA

-US$10 million package

***

Foreign Minister Julie Bishop says the Australian Government will contribute $10 million in aid, which will include $390,500 of emergency supplies previously announced by Ms Bishop on Saturday.

"I have approved a $10 million package of humanitarian assistance. This comprises the urgent deployment of an Australian medical assistance team - at a cost of about $1 million, $3 million to be deployed through Australian non-government organisations, $4 million to the United Nations flash appeal," she said.

"[We will also contribute] $1 million for additional food items and non-food items, which includes the funding already announced - so tarps, mosquito nets, water containers and the like, and $1 million to the Red Cross to assist in their disaster response efforts."

***

The Australian government is sending a self-sustained hospital complete with operating room, generators, water purifiers, doctors, surgeons, nurses and all. Furthermore, should there be worst medical cases, patients will be airlifted to Royal Darwin Hospital as Darwin is only 4 hours away from the Philippines by plane. Australian armed forces already have standby planes and helicopters to assist Philippine Armed forces to scout remote areas for rescue operations.

***

MANILA â€" The Australian Government has increased its contribution to P1.2 billion (A$30 million) for the recovery efforts in areas ravaged by super typhoon Yolanda (international name: Haiyan) in the Philippines, Australian Prime Minister Tony Abbott announced.

The announcement of the additional P820 million (A$20 million) comes on the back of Australia’s immediate response of P15.5 million (A$390,500), announced by Australia’s Foreign Minister Julie Bishop, which she rapidly increased to P410 million (A$10 million) as reports of the devastation started to filter through.

Atom Araullo, a Filipino reporter for broadcaster ABS-CBN, reported from Tacloban Cityâ€"which was largely destroyed in Typhoon Yolanda, but helped rescuing residents in the city.

A raw short video that was uploaded over the weekend showed Araullo helping children cross flood waters to get to another building.

On Friday evening, Araullo was seen outside as Yolanda was slamming Tacloban. The video footage went viral.

Choking

The Red Cross recommends the "five-and-five" approach:

1. First, deliver five back blows between the person's shoulder blades with the heel of your hand.

2. Next, perform five abdominal thrusts (also known as the Heimlich maneuver).

3. Alternate between 5 back blows and 5 abdominal thrusts until the blockage is dislodged.

How to give first aid to someone, who is choking.

The American Heart Association advises only the abdominal thrust procedures or the Heimlich maneuver:

1. Stand behind the person. Wrap your arms around the waist. Tip the person forward slightly.

2. Make a fist with one hand. Position it slightly above the person's navel.

3. Grasp the fist with the other hand. Press hard into the abdomen with a quick, upward thrust â€" as if trying to lift the person up.

4. Perform a total of 5 abdominal thrusts, if needed. If the blockage still isn't dislodged, repeat.

Emergency situations can be very traumatic. Remembering even just 1 or 2 of the basic first aid steps could save a life.

#16832
Insect bites or bee stings

1. Remove the stinger imbedded into the skin by scraping with a fingernail or a clean piece of cloth.

2. Do not use tweezers. This will cause more toxins to enter the skin.

3. Wash the area with water and soap.

4. Apply ice to the puncture site.

5. Give anti-allergy medication right away.
#16833
Fainting

1. Lay the person on a flat surface.

2. Elevate legs above the level of the heart.

3. Loosen clothing like neckties, belts or scarves.

4. Apply ammonia, perfume, hand gel or any strong odor to help the person regain consciousness.
#16834
Vomiting

1. Keep the person upright in a seated or bowing forward position.

2. If he is lying on the ground and is unable to sit up, turn his head to the side. This will prevent choking while vomiting.

3. Allow the vomiting to subside before attempting to give any fluids.
#16835
Drowning

1. Ideally, the first aider must perform CPR or cardiopulmonary resuscitation.

2. If you are not trained for CPR, apply chest compressions at approximately 100 presses per minute.

3. Continue chest compression till help arrives.
#16836
Burns

1. Submerge the area in cool water or place the affected skin under the faucet for 15 minutes.

2. Do not apply ice on the burn.

3. Cover loosely with a clean piece of cloth.

4. Keep the burnt area elevated above the level of the heart.

#16837
Sprains, Strains or Fractures

1. Immediately apply something cold to the area.

2. If ice is not available, grab anything in the freezer like a frozen pack of hotdogs.

3. Do not try to move the joint affected.

4. If a fracture cannot be ruled out, immobilize the area by wrapping 2 pieces of twigs, rulers or a pair of wooden "sandoks" around the limb.
#16838
Wounds or Cuts

1. Clean away any dirt or debris by washing with water.

2. If available, apply an antiseptic like alcohol, betadine or antibiotic ointment.

3. Wrap with a protective covering such as a handkerchief, table napkin or scarf.

In traumatic situations, basic knowledge of first aid could save a life

Accidents happen anytime and anywhere... at home, in school, at work, in a sporting event, maybe even at a party and, certainly, during times of calamity.

Being equipped with the basic knowledge to help others can spell a big difference in a person's survival.

The goal is to provide immediate care, stabilize the victim and transfer to a hospital facility.

Here is a list of common situations with their basic first aid treatment:

***

MANILA, Philippines - Japan announced that it will send 1,000 of its servicemen to join relief efforts for the victims of super typhoon Yolanda (Haiyan) in Visayas.

Japanese Defense Minister Itsunori Onodera said that upon the order of Prime Minister Shizo Abe, 1,000 Japan Self-Defense Forces (SDF) will fly to typhoon-devastated areas soon.

The contingent is said to be the biggest SDF overseas mission the country has created.

"We are preparing for large-scale assistance in the transport of supplies, which is expected to be needed there," Onodera said in a Jiji Press report.

Japan's dispatch will include three warships, transport aircrafts as well as helicopters.

So far, the East Asian nation has sent 25 Japanese professionals to the Philippines to join a rapid response medical assistance team, according to a statement from the Department of Foreign Affairs.

She showed Cooper their rotting corpses she covered with leaves, torn clothes and wood she found on the street as she waits for help.  As for her other three children, she told Cooper she’s lost hope in finding them alive.

Asked by Cooper where she’s going to spend the night, Taniego said, “In the street. I [really] don’t know where to go.”

Another victim Cooper interviewed was Juanito Martinez, who lost his wife and two children. Anderson let Martinez use his satellite phone to call his mother in Manila. Martinez cried as he told her what happened to his family.

Others can’t help but associate her being the wife of Interior Secretary Mar Roxas, who reportedly said to the media that the situation in Tacloban and nearby areas is now under control.

This proved to be contrary to what Cooper had reported the same day.

In the said report, Cooper interviewed a woman he met on the street. A certain Jovelyn Taniego had lost her husband and six children during the storm surge. She was the only one in her family who survived. She has found the bodies of her husband and three of her six children. With no place to bury, she had no choice but to leave them on the ground.

The so-called pork barrel scam has enraged Filipinos nationwide prodding President Benigno Aquino III to call for its abolition and realignment to line agencies.

“Pork barrel” hate has also spread to Aquino’s discretionary funds as well as the economic stimulus dubbed the Disbursement Acceleration Program (DAP).

“What is important is monitoring and letting the people know that the money will be spent according to how donors intended for it to be spent,” Briones said in a phone interview.

A former Cabinet official said taking note of all donations would boost confident in government, especially in a time of controversies involving public funds.

“All donations should be accounted for, recorded and submitted to COA, since they would become public funds,” former National Treasurer Leonor Briones said.

The influx of foreign aid comes amid a scandal accusing lawmakers and other high-ranking officials of misusing Priority Development Assistance Funds (PDAF).
#16861
DFA has compiled a matrix of international assistance, noting that the number of donors has risen to 36. Not all of the in-kind donations are assigned monetary values.

The office of Commission on Audit Chairman Grace Pulido-Tan has meanwhile confirmed that it will be assisting in the monitoring of foreign aid for Yolanda.

Commissioner Heidi Mendoza has been tasked to look into the funds and how they will be used for rescue and relief operations, Tan’s aide said in a phone interview.
#16862
“DFA [will] give us a list of the assistance, pledges of assistance and whether these pledges have been delivered,” Lacierda said in Palace briefing.

Pledges from foreign governments and development organizations so far totaled to nearly P3.8 billion, excluding logistic support and donations in kind.

The biggest financial pledges included those from the UN (P1.1 billion), Japan (P435 million), the United Arab Emirates and (P431 million) the United Kingdom (P414 million).

The economy, one of the region's best-performing in the 1990s, slowed down at the turn of the 21st century but has recovered steadily since 2004. The Philippines now ranks as one of the most promising newly-industrialised countries, with its export economy moving away from agriculture to electronics, petroleum and other goods.

The prospect of peace could open up the resources-rich south to foreign investment, which is still overshadowed by the billions of dollars sent home each year from the huge expatriate workforce. These remittances, like the tourism industry, leave the country vulnerable for the time being to any negative global economic trends.

On the southern island of Mindanao, Moro rebels fought for 40 years for a separate Islamic state within the mainly-Catholic country. The decades-long conflict claimed more than 120,000 lives before a peace deal in 2012 laid the ground for greater Muslim autonomy in the south.

The radical Islamist Abu Sayyaf group, which is linked to Al-Qaeda, continues intermittent attacks on the island of Jolo.

Since 1969, the government has also faced a protracted guerrilla campaign across much of the country by the communist New People's Army (NPA). A serious effort at talks in February 2011 resulted in an agreement with the NPA to work towards a peace deal by 2012, although mutual distrust remains a problem.

Self-rule in 1935 was followed by full independence in 1946 under a US-style constitution. The Philippines was marked by rapid economic development and a flourishing democracy until the rule of President Ferdinand Marcos, a close ally of the US, who imposed martial law in the early 1970s.

His corrupt and repressive rule led to economic stagnation and growing public discontent, culminating in mass demonstrations in 1986 that cost him the support of the armed forces.

Although the country has remained a democracy since the fall of President Marcos, it enjoyed little stability for decades thereafter. President Joseph Estrada was forced out of office in 2001 after months of protests at his corrupt rule, and there were a number of coup attempts against his successor, Gloria Arroyo.

More than 7,000 islands make up the Philippines, but the bulk of its fast-growing population lives on just 11 of them.

Although endowed with many fine beaches and a growing tourism industry, much of the country is mountainous and prone to earthquakes and eruptions from around 20 active volcanoes. It is often buffeted by typhoons and other storms.

The Philippines - a Spanish colony for more than three centuries and named after a 16th century Spanish king - was taken over by the US in the early 20th century after a protracted rebellion against rule from Madrid. Spanish and US influences remain strong, especially in terms of language, religion and government.

how well do we know our country?  here's a take from an outsider.  whether we agree with it or not, it's worth a read.

Philippines profile

first things first, it's the west philippine sea and not the south china sea as far as we are concerned

At a glance

Politics: Guerrilla insurgencies and political scandals have undermined efforts at promoting stability

Economy: The Philippines has recovered steadily from the 2008 world financial crisis, and the prospect of peace with Muslim rebels could enourage foreign investment in the resources-rich south

International: The Philippines maintains close ties with the United States, which has provided military aid to help combat Muslim and communist insurgencies

- £6 million
- $9.6 million worth of emergency support package

An appeal by UK charities to help Philippines typhoon victims has raised £13m ($20m) in its first 24 hours.

The storm hit the Philippines on Friday, killing more than 2,000 people, and the Disasters Emergency Committee (DEC) launched its appeal on Tuesday.

The DEC, which brings together 14 major UK charities, said the response had been "overwhelming".

The UK government has pledged to match donations up to a total of £5m, on top of £10m it has already agreed to give.

it hasn't totally sunk in yet, to me.  maybe it's because i'm physically far away from the eye of the tragedy, ensconced inside a big building, the effect of which is i feel i'm getting lots of body pains thinking that i would go down with this building if there were an earthquake.

i did shed some tears when i learned that one of the employees in the field office of the department where the banana republic works had perished together with her whole family.  i didn't know her, but i began feeling that the tragedy is so close to home.  it's becoming different now when you know someone who knows someone who knows someone who had perished.

A Poor Church

On his election to the papacy, Argentine Cardinal Jorge Mario Bergoglio chose to name himself after Francis of Assisi because the 12th-century saint "is the man of poverty, the man of peace, the man who loves and protects creation," Pope Francis said Saturday.

"How I would like a church that is poor and for the poor," he told about 5,000 journalists gathered for an audience with the pope.

“Then, Holy Father, creativity is important for the life of a person?” I ask. He laughs and replies: “For a Jesuit it is extremely important! A Jesuit must be creative.”

Consider The Person

“A person once asked me, in a provocative manner, if I approved of homosexuality. I replied with another question: ‘Tell me: when God looks at a gay person, does he endorse the existence of this person with love, or reject and condemn this person?’ We must always consider the person. "

Humble Cars

The down-to-earth Pope called for greater austerity from religious figures last week, saying, “It hurts me when I see a priest or nun with the latest-model car. You can’t do this. A car is necessary to do a lot of work, but, please, choose a more humble one. If you like the fancy one, just think about how many children are dying of hunger in the world." The Ford Focus is a compact car with a starting sticker price of just about $16,000.

Abortion, Gay Marriage, And Contraception

“We cannot insist only on issues related to abortion, gay marriage and the use of contraceptive methods. This is not possible. I have not spoken much about these things, and I was reprimanded for that. But when we speak about these issues, we have to talk about them in a context. The teaching of the church, for that matter, is clear and I am a son of the church, but it is not necessary to talk about these issues all the time."

There Is No Catholic God

"And I believe in God, not in a Catholic God, there is no Catholic God, there is God and I believe in Jesus Christ, his incarnation. Jesus is my teacher and my pastor, but God, the Father, Abba, is the light and the Creator. This is my Being."

"Who Am I To Judge?"

Pope Francis has had a busy week at World Youth Day in Rio as he visited his slums and prisons, blessed the Olympic flag and brought three million people to Copacabana Beach for a final Mass on Sunday morning.

Now he has made another headline, this time when the pontiff said, "Who am I to judge a gay person?"
