Anonymous Diary Blog / I Am A Vegetarian
October 08, 2007, 11:30:14 AM
I wish to start a separate topic on vegetarianism.

I am a vegetarian. But I eat fish. Christ ate fish with His disciples.

My officemates and classmates know this and they respect and understand my preference.

When I was a young boy, I would cry and could not endure the sight of chicken, cow, or pig being slaughtered. I would experience great pain in my heart seeing an animal dying.

Now that I am old, I still don't want to see animals dying. I have nothing against people who slaughter pig, chicken, or cow. My attitude toward this thing is my personal nature and it does not reflect my impressions on people who eat meat.

It all started when I was a young boy. My parents and grandparents taught me to take care of animals.

It is almost impossible to find one single individual who is prepared to give fading Mexican legend Marco Antonio Barrera a chance against the Philippines’ national treasure Manny Pacquiao in their rematch at the Mandalay Bay Resort Hotel and Casino in Las Vegas, Nevada on Sunday, Manila Time.

Even broadcaster and manager of world champions Luisito Espinosa and Morris East, Hermie Rivera, has switched sides dramatically since he took a beating when he opined there was no way Pacquiao could beat Barrera in their first meeting on November 15, 2003. Rivera was not just wrong â€"- he was dead wrong when Pacquiao gave Barrera a merciless beating for eleven rounds before brother Jorge â€" now his trainer -â€" jumped into the ring to stop the carnage.

Rivera, like many others, has switched sides and is now profuse in his praise of Pacquiao who, if the experts know what they are talking about, should settle the issue once he feels he has entertained the fans on a worldwide pay-per-view audience and his countrymen on national television enough, and Solar Sports and GMA 7 who have partnered for the “Will to Win” unload enough commercials to hopefully cover their sky high costs.

One of the men steeped in boxing who provided a sound assessment of the fight is WBC president Jose Sulaiman who told Viva Sports/Manila Standard Today in an overseas telephone conversation from his home in Mexico City very matter-of-factly “Pacquiao will knock him out.”

Sulaiman said that when Barrera was “younger and tougher he couldn’t beat Pacquiao when Pacquiao was green and now that Barrera has announced that this is going to be his last fight, obviously he’s over the hill and Manny is at his prime.”

The WBC president said he would be “very, very surprised if something else happens” and Barrera wins even as he took refuge in the fact that in boxing “anything can happen” but that he believes Pacquiao has “a great advantage over Barrera.”

Sulaiman said the only way for Barrera to survive and try and pull off a shocking upset would be to box and “that is what he is going to do. He is not going to exchange punches like the first fight. He will fight the way he fought Rocky Juarez in their rematch because the first time he counter-punched and Juarez beat him clearly but with the judges in Las Vegas, you can never tell.”

...this report is published by the Bohol Chronicle today in Tagbilaran City in its Sunday edition...
Written By Kit Bagaipo

The state prosecutor for Central Visayas found “sufficient probable cause” against a ranking officer of the Bank of Commerce Tagbilaran Branch implicated in a multi-million swindling of bank clients.

Regional state prosecutor Llena Ipong in Cebu City reversed the omnibus order of Tagbilaran City Prosecutor Romeo Chatto, who dismissed the complaint filed against bank officer Ada Marie Gallego-Mascariñas for two counts of falsification of commercial documents.

It may be recalled that Gallego-Mascariñas was accused by Bank of Commerce clients of falsifying their bank accounts, involving the issuances of checks that bore forged signatures of the complainants.

The city prosecutor dismissed the charges for insufficiency of evidence after a preliminary investigation.
One complainant, Sercio Manigque, represented by lawyer Lord Marapao IV, filed a petition for review at the Regional State Prosecutor.

In its resolution, the regional prosecutor said that “the purpose of a preliminary investigation is to establish probable cause and to secure the innocent against hasty, malicious and oppressive prosecutions.”

The Integrated Population and Coastal Resource Management (IPOPCORM) initiative launched six years back by Path Foundation Philippines Inc. (PFPI) got a big boost, not only from their partner-beneficiaries and other agencies concerned, but also from Bohol officials.

Vice-Gov. Julius Caesar Herrera, in his welcome address during the PFPI’s National Dissemination Forum on IPOPCORM held at MetroCenter Hotel in this city last October, described IPOCORM’s success as “substantial.”

“We could say that the strategy has attained a degree of accomplishment,” Herrera told the forum attended by top guns of the PFPI, including former environment secretary and now chairman Dr. Angel Alcala, board members Dr. Juan Romeo Acosta, Jr. (former congressman of Bukidnon), and Dr. Michael Tan of David and Lucile Packard Foundation and local government officials, partner-non-government organizations.

The vice-governor also lauded the project saying that by incorporating reproductive health in coastal resource program, wider involvement of people, women and youth are important.

Herrera stressed that, “it is our duty to protect our environment, preserve it and make efforts to rebuild it if possible.”

The project benefited nine municipalities (Anda, Candijay, Mabini, Tubigon, Baclayon,Dauis, Talibon, Panglao, and Ubay), 58 barangays and 470 sitios in Bohol alone with the cooperation of local government units, NGOs and Pos.

It also worked in the provinces of Palawan, Siquijor, Cebu, Negros Oriental, Camiguin, Surigao de Sur and Tawi-Tawi along with a total of 33 towns, 183 barangays and 356,461 people residing in 56,295 households.

IPOPCORM introduced several approaches in dialogue, analysis, planning, resource mobilization and concrete actions to address the underlying causes of environmental degradation in coastal areas.

It also dealt with strengthening of the capacity in delivering family planning and AIDS (Acquired immuno-defieciency syndrome) interventions.

Among the project “best practices” included the improved community awareness of the interrelationship between population and environment for foodsecurity; promotion of alternative livelihood; habitat enhancement/eco-system rehabilitation; organizational development and technical support; capacity building for planning and budgeting; establishment of private-public partnership arrangement; extension of micro-credit and other interventions that involved the youth, women and fisherfolk.

Fatal accidents along the treacherous national highway in barangay Lintuan, Loon town is not uncommon as there were already over a hundred deaths due to its dangerous design, concerned residents said.

Since the 1960’s the Lintuan highway, about a kilometer from Poblacion Loon, has been cemented, according to barangay captain Nimfa Dagaas.

Over the years, however, the surface of the pavement became so slippery adding to its sharp curve that makes it hard for drivers to negotiate.

Moreover, the road is located beside a cliff unprotected by railings that is about 10-feet high.

Dagaas said, as far as she could recall, the death toll of fatal accidents could not be lower than 100.

Last Thursday, around 7 in the morning, a construction dumptruck with 19 passengers skidded on the wet road overthrowing one of its passengers, one Eddie Ladia, a resident of Lapulapu City, Cebu, to a telephone post. He was brought to the nearby Cong. Natalio Castillo Hospital but was declared dead on arrival.

The accident prone portion of the highway, according to drivers, is very difficult to maneuver especially when wet.

Some drivers said that coming from a high speed and applying brakes at the road’s curve could easily send a vehicle off the 10-foot precipice.

According to Dagaas, when she became barangay captain in 1994, the barangay council passed a resolution asking the municipal government of Loon to repair the road.
However, until now there has been no action from town officials.

Mao ni kulang sa atong nasud, Macky, kay wala tagai ug resources ang atong mga tawo nga magamit nila to improve their status. Christ discipled 12 men who were empowered by the Holy Spirit to turn the world upside down. There are more than 12 great minds and hearts in Tubag Bohol. In due time, modaghan ta diri, Macky, unya dali nalang unya paghisgut-hisgut sa atong mga plano.

For now, mas comfortable ko nga mag-atiman sa communication, web development, PR, and advertising.

And I'm amazed at how lofty our dreams are.

Ug natinuod gyud. In fact gibaligya sa IBM ang laptop component sa company sa Lenovo of China.

Dell announced his dream when he was still very young, but we should thank Michael Dell's father: he was the one who never laughed at his young son's dreams.

bu**** kono ako
Kay miingon man ako kaniadto

Two conflicting stories came out of a national paper this week. One announced that exporters are badly hurt by the appreciating peso while the other states that the Bangko Sentral ng Pilipinas claims that the surging currency is beneficial to the Philippine economy. Those stories seem to tell the Filipinos that we cannot have our cake and eat it too. Whenever there is a good effect, there is a corresponding draw back.

Let us take the first statement. There are two types of exporters. One is who imports raw materials, process it and exports the finished product. The other is one who buys or produces the raw material locally, processes it and exports the result. In the first case, we export only labor. In the second, we export labor and raw material converted by labor into finished product. When the peso is weak, more pesos are spent to buy raw materials. The product is sold to earn a strong dollar. Then labor is paid in weak peso.

When the peso is strong, there will be less pesos spent acquiring raw material. Then the finished product is sold earning weak dollars. There will be more dollars needed to pay labor in strong pesos. What exporters are afraid of is our finished product will be less competitive in the world market if a strong peso raises production costs Labor costs will rise because there will be more dollars to be converted to pesos to be spent for labor. What will be affected are the export processing zones. Finished products will be less competitive in the world market. Profits will dive and factories may close.

On the other hand, the quality of the peso in the world market is raised. We will need less pesos to service our external debt in dollars. There will be more investors coming because they can earn more than when the peso is weak. Philippine economy will be stronger. There will be more investors coming because the strong peso earned will compensate their efforts. The BSP argues that the peso surge is but temporary. Market forces will eventually force the peso to seek its level. Overseas workers are the ones responsible for the strong peso. When remittances slow down the peso will depreciate. There is a tendency for the overseas worker to live permanently in the place where they work if the government of the country will allow.

The sad part of the business is that even if the peso appreciates, it is never felt locally. Local prices will remain the same. Take for example oil products. If the world market for liquid petroleum gas rises, our local prices rise along with it. If it falls the peso price for LPG will remain the same. Even if the peso appreciates, there is still no roll back in LPG prices. There must be something wrong with our economics.

Perhaps we would be much thankful that the peso appreciates. We are an importing country. Since birth we have been conditioned to believe that anything imported is excellent. Imported wines, whiskeys, cigarettes, chocolates, perfumes and cars are better appreciated that local products. With the appreciating pesos, plus the General Agreement on Trade and Tariff all imported luxuries will now be within the reach of the locals. The incoming dollars will go out again. Our overseas workers will have to stay longer if not forever just to keep our economy afloat. While economy is on the rise, we do not institute measures to keep it up.

Our economic planners must pull their acts together. We still are not aware how the strong peso affects the small and medium enterprises. If there is any benefit from the surging currency, the influence must be felt locally in any way otherwise the natives will never be able to benefit from the situation. Is the surging peso beneficial or detrimental?

Just in case you missed this historic bilateral talks between New Zealand and the Philippines held in the Province of Bohol.

This column was written by Romy Teruel published in 2006 in the Bohol Sunday Post. Read on.

----------

On Tuesday, March 14, 2006 , Pres. Gloria Macapagal-Arroyo will hold a bilateral meeting with and host a state dinner for Rt. Honorable Helen Clark, Prime Minister of New Zealand at the facilities of the renowned Bohol Beach Club in Panglao Island .

We are told that this is the first bilateral talk and state dinner ever held outside of Metro Manila. For whatever reason that Pres. Arroyo chose Bohol for this talk, Boholanos have a lot to thank the President for bringing to world attention the Province of Bohol . She has been the number one promoter and advertiser of Bohol 's tourism and development. Her choice of Bohol may even contribute to Bohol 's chance of bagging the number one place in the Tourism for Tomorrow Awards 2006. As of now Bohol is one of the three finalists and the only province in Asia to get the nomination. Awarding will be in April at the World Travel and Tourism Council (WTTC) Headquarters at the National Building Museum in Washington D.C. during the 6th Global Travel and Tourism Summit.

The Tourism for Tomorrow Awards is a prestigious annual award given by the WTTC in recognition and promotion of the world's best practices in responsible tourism development. Indeed the Pamilacan Dolphin and Whale Watching attraction is a complete turn around as far as the people of Pamilacan are concerned. The Pamilacan experience is a case of hunters becoming protectors of their prey. Fishermen who used to hunt dolphins, whale sharks and manta rays for livelihood have now become their rabid protectors also for livelihood â€" this time for a sustainable livelihood.

I have personal experience in the process of this turn around. It was not an overnight process. On the contrary it was a bitter process that turned out for good. It was difficult to persuade people to abandon the only livelihood they know in order to live â€" that of hunting and catching whale sharks and manta rays. But at last they were persuaded that becoming protectors of their prey is a better and more rewarding livelihood.

Now people will understand why Boholanos are not bothered by the political turmoil in Metro Manila , much less the calls for the President's resignation. She has always been a good benefactor of Bohol and Boholanos are known to recognize their debt of gratitude.

At the height of the noisy rallies in Metro Manila during the 20th anniversary of the EDSA I people power revolution, Boholanos were never apprehensive that President Arroyo might succumb to the calls.

With this bilateral talks, Bohol will again be catapulted to the limelight, its efforts on tourism (eco-tourism, that is) underscored and broadcast worldwide through the facilities of national and international media outlets. This is one advertisement that Bohol cannot afford but which will be given free by President Arroyo.

Pres. Arroyo's bias for Bohol gets a favorable endorsement and validation from the Rt. Honorable Clark when she consented to hold the bilateral talks in Bohol and to make part of her itinerary a swing to the Pamilacan Dolphin and Whale Watching attraction.

The government of New Zealand has a stake in Pamilacan as it has provided grants for the development of this eco-tourism attraction along with the Rajah Sikatuna National Park in Bilar.

We hope that the bilateral talks will result in not just better relations between the Philippines and New Zealand but that it will also bring in other economic benefits. New Zealand is known for its dairy products and technology. It is also into forest protection and conservation that Bohol could benefit from.
If Prime Minister Clark will like what she will see, then we might have more grants from her government for the development of other eco-tourism sites like the Man-made Mangrove Forest in Banacon, Getafe , the largest in Southeast Asia , and our reforestation projects which Gov. Erico B. Aumentado is strongly pushing for.

It's back to square one for a planned retirement village somewhere in the uplands of Alburquerque.

This we got from a reliable source after the ambitious project was believed busted when the men charged to handle the land acquisition bungled in their assigned task.

Had the project not encounter any hitch from the beginning, nearby Alburquerque would have been host to a retirement village financed mostly by Filipino expatriates in the United States.

With a target area of 100 hectares, the project will straddle a wide area in the Baclayon-Alburquerque boundary. The landmark enroute to the project site is the vast residential area of German philanthropist Hans Schoof in Laya, Baclayon.

To begin with, the land acquisition process was off to a good start. Until maybe some members of the buying team started telegraphing their punches about the big project.

People who know the nuances of lot buying especially those involving vast landholdings are of the opinion that transactions of this nature are always shrouded in secrecy. You don't announce to the whole world that you are buying lots in blocks because of a big project. Because if you allow your big mouth to do the talking, chances are you cannot buy the desired area because nobody is selling unless on their (owners) own terms.

That's exactly what happened in Albur when the buying started. Just when brokers started haggling for the targeted lots, when to their surprise, the lot owners pegged the prices not to the buyers' expectation. It turned out later, that the property owners would only part with their lots, if the price is right. And there goes the glory of a bungled project, which would have seen the first retirement village ever built in Bohol .

The culprit? There's a leak somewhere between the buyers and the lot owners, which explained why the lot prices became prohibitive by Alburquerque standards.

Meanwhile, there are plans to prosecute the project in some other places and this time the brokers will have to keep their cards close to their chests or it will suffer the same predicament as the Albur experience.

This is how the Bohol Sunday Post newspaper described the chaos that swept TBTK's ideals. I wonder why we always fight about elections. Is it because we were deprived of positions after the bastard Spanish enslaved us for more than 300 years?

Published: July 30, 2006

Elections failed as shouting matches rule the day

If three is a crowd, then how do you describe a scene when scores of participants of the Tigum Bol-anon sa Tibuok Kalibutan (TBTK) were in a fit of dissenting voices as they assembled to elect the new set of officers of the TBTK? What else but chaos. That exactly was what happened yesterday when the TBTK held its general assembly at the Metro Center Hotel, this city.

2 FACTIONS:

The tumultuous meeting yesterday capped what appeared to be the real situation that threatened the unity of the organization. The factions were believed to be between Betty Veloso Garcia and Dr. Nick Lopez on the other. Lopez is the founding president of TBTK while Veloso is the current chair.

The great division in the TBTK rank and file was first traced during last year's convention of the Confederation of Boholanos in the United States of America and Canada (CONBUSAC) which was held in Houston , Texas. According to Dr. Lopez, it was during this Texas gathering that Veloso reportedly wanted to squeeze in during the meeting with her own concern even if it was not in the agenda. Lito Dano, CONBUSAC president explained during yesterday's TBTK assembly that he prevailed upon Veloso not inserting her agenda during the Texas meeting because the topics were fully loaded.

On the part of Dr. Lopez, what apparently was the “last straw that broke the camel's back” was that he was not accorded the attention he deserved during the TBTK affair held in this city this month. Another flashpoint of the brewing dissension in the TBTK hierarchy was that incident involving the registration of the organization with the Securities and Exchange Commission. With The SEC registration, the official name of the group is now Tigum Bol-anon sa Tibuok Kalibutan Association, Inc. Citing no malicious intention in the registration, Veloso explained that her group did so for purposes of opening a bank account.

ELECTION RULE

With the charges and countercharges hitting alarming proportions in yesterday's meeting, Dano walked out of the meeting leaving behind the warring factions still debating the rules of the elections. A sensitive issue that marred the stormy meeting was the rule that only those TBTK participants who registered until the June 30 deadline were eligible to vote and be voted upon. This touchy contention triggered several instances of shouting matches even if Ted Apalisok, former CONBUSAC president and election chair insisted that the election rule should be followed to the letter. Lawyer Bernardo Calibo, president of Bohol Association in Metro Manila, Inc. (BAMMI) questioned the rule Apalisok was trying to impose in the conduct of the elections. Calibo said his group was unaware of the guideline that June 30 was the deadline for the registration in the assembly and that it would be a requirement for voting in the TBTK elections. It was observed that the TBTK assembly yesterday huddled at least 20 times just to break the impasse on the voting rule.

Also part of yesterday's chaotic meeting was the frenetic preparations of the two conflicting groups to field their own slates had the elections been held as scheduled. Lopez' group was supposed to field in realtor Purita Ramirez Soliven to challenge the position of chair held currently by Veloso.

Veloso is seeking reelection of her current post.

Both candidates were duly nominated when a balikbayan belonging to Veloso's group stood up and insisted to follow the June 30 registration deadline. There were efforts to salvage a failure of elections by way of a Lopez suggestion that Veloso will be made to serve a term of office until March 2007 and Soliven assuming the remaining period until 2009. But the power-sharing agreement was shot down even before it can see the light of day. Against this raucous backdrop, no elections ever took place and the incumbents gained the upper hand after the Comelec declared a failure of elections. With the holdover set up, the TBTK assembly agreed to meet next year. The venue is yet to be announced.

Jagna - Bohol / A Commemorative Book about Jagna, Bohol

Bohol Sunday Post

At long last the authorities are starting to realize the Jagna has a rich cultural heritage after all. When the Jagna Culture and Arts Council, JCAC, decided to put up a commemorative book, the first chapter was about the pre Hispanic past. A writer contended that Jagna was already an organized community with its culture and traditions. Although the ancient folks left no written records or permanent structures except stone hedges, the practice of secondary burial could be found.

Survey of the probable burial grounds by the writers of the commemorative book located some of them. One was in Cantagay and another Canupao point. Both were found in grottos or small caves. Both areas were vandalized. In Cantagay, a coffin was thrown out of the grotto and the bones were scattered. There was an evidence treasure hunting nearby. In Canupao where there was abundance of old bones, none are found now.

There are stories of other gravesites in Jagna. One is in Larapan, another in Odiong. At present JCAC writers are trying to locate a burial ground in Cansanga. Here may be other sites and hopefully, they have not yet been vandalized. The characteristics of burial grounds are they are found in small caves beneath cliffs. Most are almost inaccessible. Coffins for adults and infants may be found. Several skeletons occupy one coffin. Ceramic shards are usually found around the coffins.

Anthropologists say that those graves are evidences of secondary burial. Recent dead are buried in shallow graves then are exhumed after several years then placed in boat shaped coffins in small caves. The practice is almost similar to those to the mountain people of Luzon . They mummify their dead by smoking the cadaver then buried in almost inaccessible places like cliffs.

If several burial grounds are found farther inland, it means that Jagna was already a thriving community before the Spaniards came. There was already a division of labor like farmers and fishermen, craftsmen like carpenters and weavers as well as traders. That means we did not just come down from the trees.

JCAC writers had collected pieces of old bones and coffin splinters in such sites to have them carbon dated to determine their age. All living beings, plant or animal, absorb carbon during their lifetime. The absorption ceases when the creature dies. Along with the common carbon, a carbon isotope called Carbon 14 is also absorbed. Carbon 14 is radioactive, which means it radiates energy and while it radiates, it also deteriorates into another form of carbon.

The half-life of Carbon 14 is 5,730 years, which means a mass of Carbon 14 becomes one half after 5,730 years. Then this mass becomes half in another 5,730 years. The limit of Carbon 14 dating is 50,000 years. A margin of error is established at 300 years. A rough analogy may be made like thus. A kilogram of ice will melt in half if left under room temperature says 32 degrees Centigrade in thirty minutes.

If a kilogram block of ice left in a room 32 degrees warm weighs one half kilogram afterward, this means the block is in the room thirty minutes. If the same block weighs one-fourth kilogram, it mean the block is there for one hour. If the block weighs one-eighth kilogram later, it means it had been there for an hour and thirty minutes and so on.

Now that we are becoming culture conscious, local authorities would perhaps pass laws regulating treasure hunting and prevention of vandalism of burial sites. All artifacts found must be identified and if possible be the property of the town. Stiff penalties must be imposed to prevent violations. In doing so Jagna will preserve her cultural heritage, whatever was left of it.

History / The NBI versus the Philippine Army

Bohol Sunday Post

The encounter between the NBI agents and a contingent of the 15th Infantry Battalion of the Philippine Army resulted in the filing of a case against the soldiers for direct assault, illegal search and violation of domicile. Meanwhile elements hostile to both parties and their sympathizers may be laughing behind their backs. The case is so strange if one takes pains to look closely into the incident. Let us start from the beginning.

A girl from Ambuan, Catigbian charged her uncle with acts of lasciviousness. It was not stated where the charge was filed. Any layman would assume that a complaint like this should have been filed in court, either with the Municipal Circuit Trial Court of Catigbian or in a Regional Trial Court. Those courts would assess the merits of the accusation and if found having probable cause, a case is filed and an arrest warrant is issued for a local law enforcing agency like the Philippine National Police of the town to execute.

How the case came to the hands of the National Bureau of Investigation is not clear. One is under the impression that the NBI handles only important cases like kidnapping, murder, and other major crimes. At any rate, an NBI agent and volunteer personnel happened to be at the house of the complainant who decided to drop the case. The NBI personnel were invited by the owner of the house to dinner, drinks and karaoke singing while waiting for another agent on a mission nearby.

The news item stated that there was indiscriminate firing, which prompted some of the residents to inform an army contingent. The indiscriminate firing story could be questionable. It is morally impossible for an NBI agent to indulge in shooting off his firearm just to impress people. The regular NBI agents we know and some of them are our friends, are highly dedicated, and highly disciplined professionals. Since the area has been identified as either rebel threatened or infested showing off would be an invitation to disaster. If may be also possible that there were gunshots but it would not come from the NBI.

It could be that the presence of armed men may have prompted the Ambuan citizens to report their presence to an army contingent. Responding soldiers assigned to a rebel infested area would take the necessary steps to neutralize the presumed threat by apprehending and if possible disarming the reported group. In a field such as a rebel-infested area, battle conditions apply. Any unidentified armed group is to be treated hostile until proven otherwise.

The rules of engagement for law enforcing agents could be different from the army. The rebels are more likely to shoot than the suspected criminals. In field operations, the law enforcers would try to capture or persuade the quarry to surrender while the soldiers tend to neutralize the enemy or destroy it To a soldier, any place where the enemy is can be considered a battleground. That is why the sanctity of domicile is often violated during operations.

The NBI may have legitimate reasons to be in Ambuan. The soldiers of the 15th Infantry Battalion consider Ambuan their field of operations and they too have legitimate reasons to be there. When two or more armed groups happen to be in the vicinity without being aware of the presence of the other, an encounter might happen. It did happen. It could have been avoided in the first place.
The fact that the firearm of the NBI agent was turned over by the soldiers to the Barangay Captain means the soldiers had no hostile intentions. Catigbian is far from Tagbilaran City and to a soldier any unidentified armed individual is considered suspect until properly identified. Had there been coordination with the local law enforcers like the Catigbian PNP, the NBI and the army there would have been no misunderstanding.

The Philippine Star

It’s back to normal for Cesar Montano â€" meaning back to showbiz â€" almost five months after he lost his bid for the Senate in last May’s elections (but, according to his provincemates, he could have won hands down had he run for congressman or governor in his native Bohol where he finished No. 1 among the 30-plus senatoriables).

Unruffled by his defeat in his first venture into the murky waters of politics (and hardly so by the post-election rumor that his marriage to Sunshine Cruz was adversely affected by it), Cesar has regained not only the weight (seven pounds) he lost during the back-breaking campaign but also, more so, his enthusiasm for the arts â€" movies and painting.

He has just signed a contract with ABS-CBN for three shows with him as topbiller, starting with Pinoy Mano-Mano (local version of The Contender), featuring celebrity boxing matches among eight bets, good for one season starting anytime now (with P.5-M, a car, and house and lot for the grand champion); a TV remake of the ’60s Bernard Bonnin starrer Alyas Palos which premieres first week of November; and a soap with Maricel Soriano, which is a welcome change from their past two sitcoms (Kaya ni Mister, Kaya ni Misis and Bida si Mister, Bida si Misis) on the same channel.

"I’m a huge fan of Palos," said Cesar during a one-on-one interview held at his newly-opened Bellissimo Ristorante ("serving Italian goodness hot from a wooden oven") at 105, Units E and F, Scout Castor cor. Tomas Morato Ave., Quezon City (for inquiries and reservations, call 376-5746, 411-8385 or 412-3553). "I’ve seen all the Palos movies, with Bernard wearing a black cap and black, turtle-necked, long-sleeved sweater. The big challenge for me is the stunts and the fight scenes and I’m preparing hard for them. I’m studying mixed martial arts. I’m boxing, I jog and I bike. I have to lose the weight I gained after elections. I have to be light because I’ll be jumping a lot. Di ba si Palos patalon-talon sa mga rooftops? He’s slippery like an eel. Kaya nga Palos dahil madulas, mahirap hulihin."

Stressing on the recommendations of the study to weigh the merits of the Sangguniang Kabataan (SK), National Youth Commissioner (NYC) Benjie Oliva hinted that in case of the abolition of the SK, the NYC would find other ways to engage the youth sector in national development.

The NYC stand jibes with current recommendations from a national study about the SK conducted by the University of the Philippines.

Commissioner Oliva pounded on the key role of youth engagement in effective governance during a recent radio interview early this week.

“We will have to find other ways to engage the youth in reforms,” comments Oliva, when pressed to comment on the move to abolish the national implementation of youth empowerment for governance program in the SK.

The Boholano commissioner commented just as the clamor to dissolve the SK surfaced amid reports that the youth council does nothing but waste precious government funds and sponsor discos.

“We all aim to implement total reforms at the SK, but if it doesn’t lead to transparent change, then we will find other ways,” Oliva pressed.

The commissioner also agrees that much still remains to be done with the SK citing that some [members] have been imbibed with the ways of traditional politicians.

Short of saying that the Philippine youth in governance has been one of the best practices in Asia, Commissioner Oliva agreed that some SK members have been doing quite dismally.

He bemoaned the loss of idealism in the SK today, while recalling the heydays of its precursor, the Kabataang Barangay.

“The KB then did not have funds at their disposal and it put the youth into creative mode to raise funds for their own projects,” he said. “We envision that we could still have a youth sector engagement like the KB, and it should be good.”

The Oliva interview came a few weeks before the synchronized barangay and SK elections on October 29.

He said while the NYC wants to postpone the elections so that the Commission on Elections can still implement programs to make polls credible, he admitted it could be too late for the Senate to call on a plenum to discuss the Congressional Committee Suffrage and on Electoral Reforms.

Many have already filed and some have already spent money for the apllication, so the Senate would also consider just letting the elections go, he shared.

At this, the NYC is reminding those intending still to file their certificates of candidacies to go for the mandatory drug tests in the Department of health accredited testing centers.

Drug testing has become a mandatory requirement for candidates to public office by virtue of existing laws.

Bohol Directory / The Fate of Former Bohol Rebels
October 06, 2007, 01:39:24 PM
Reported by Rey Anthony Chiu
Philippine Information Agency
Bohol Correspondent

The fate of former Bohol rebels seeking to go mainstream now lies in the hands of Congress.

This as President Gloria Macapagal-Arroyo, after issuing presidential proclamation 1377 has officially asked for a Congressional concurrence so the law could take effect and open up the floodgates of national reconciliation.

Here, at least 185 rebels who have abandoned the armed struggle await in bated breath the concurrence so they could be spared from warrant-less arrests while their amnesty papers are under process.

National Peace Adviser, Secretary Jesus Dureza, shared the President’s concern and also echoed to Congress the necessity to re-grant the amnesty program as soon.

By Proclamation No. 1377, the Arroyo administration bridged again the gap towards attaining peace and reconciliation in the country by granting amnesty to members of the Communist Party of the Philippines-New Peoples’ Army-National Democratic Front (CPP-NPA-NDF) and other communist rebel groups.

The move was seen by many as an offshoot to the Local Peace and Security Assemble in Bohol where Visayans impressed upon the national government the need to prepare the way to peace.

Campaigning for support via a series of briefings with members of the House of Representatives, including a recent roundtable forum that the Konrad Adenauer Foundation jointly organized with Congress last week, Secretary Dureza highlighted the gains of the comprehensive peace process, including the details of Proc. No. 1377 and the amnesty’s regulations.

Also in Malacañang recently, President Arroyo stressed that Proc. No. 1377 â€" which shall take effect upon concurrence by a majority of the members of Congress â€" is part of the Social Integration Program (SIP) for former rebels as provided under Administrative Order No. 172, which she issued last March 23.

In the A.O. No. 172, the principal body at the national level that would coordinate and monitor the implementation of Proc. No. 1377 is the National Committee on Social Integration (NCSI) under the Office of the Presidential Adviser on the Peace Process (OPAPP).

During a mid-September board meeting in Malacañang with members of the National Economic Development Authority (NEDA), President Arroyo emphasized that the amnesty proclamation would be “essential to attaining peace and reconciliation.”

In issuing Proc. 1377, President Arroyo stressed that “accepting rebels back into the folds of the law through amnesty, and eventually providing them access to the government’s existing socio-economic services, are essential to attaining peace and reconciliation in the country.”

DETAILS OF PROCLAMATION 1377

Sec. Dureza revealed that under the proclamation, the DILG would accept the communist rebels’ applications for amnesty and then submit these to OPAPP.

“Amnesty is an instrument of reconciliation, aside from being a path for the communist rebels’ return to a peaceful, democratic, and pluralistic society,” Sec. Dureza said.

Further, he disclosed that the proclamation provides that at the local level, Amnesty Centers would be established under the Peace and Order Councils (POCs) of provinces and cities.

He said such POCs would be composed of the provincial or city prosecutor’s office as chair, and representatives from the Integrated Bar of the Philippines (IBP), the DILG, the Philippine National Police (PNP), the brigade/battalion level of the Armed Forces of the Philippines (AFP) in the area, and OPAPP as members.

After filing an application under oath with the NCSI and the provincial or city POC Amnesty Centers within six months from the proclamation’s effectivity, the qualified rebel applicant will then be issued a Certificate of Amnesty from the NCSI upon due deliberation, Dureza said.

Moreover, he said a safe conduct pass will be issued to a person who applies for amnesty, unless that person is detained pursuant to law.  The safe conduct pass that the provincial or city POC Amnesty Centers would issue to the communist rebel applicant will then provide the latter with immunity from warrantless arrests for offenses covered under the proclamation, Dureza added.

“The amnesty covers the crime of rebellion and all other crimes included therein or incident thereto in pursuit of political belief as defined by jurisprudence, whether punishable under the Revised Penal Code or special laws,” Dureza quoted Section 2 of the proclamation as saying.

Not covered under the proclamation are crimes against chastity, rape, torture, kidnapping for ransom, use and trafficking of illegal drugs and other crimes for personal ends and violations of international law or convention and protocols, even if alleged to have been committed in pursuit of political beliefs.

Talk of the Town / Call for consumer vigilance in Bohol
October 06, 2007, 01:36:36 PM
By Rey Anthony Chiu
Philippine Information Agency

Call for consumer vigilance and education rates high as hot topics this month.

The proliferation of sub-standard and defective products, stale food, lousy services, illegal surcharges, exorbitant rates and knowing the venues for complaint topped the lists of consumer related issues hauled unto key resource persons during the recent forum on consumer rights concerns.

A store that fails to give you receipt? Chances are when the Bureau of Internal Revenue (BIR) knows about it, the store could get sanctions.

Or when the store’s guards confiscate your receipts when you get out of the establishment, it could be a violation of your rights. But where do you complain?

Putting it as one right a consumer should uphold, the Department of Trade and Industry (DTI) through Joe Hibaya says as long as complaints get to them, the office is assuring that such could be addressed.

The same view is shared by Rica Aumentado of the Bureau of Food and Drugs (BFAD) here who urged consumers to file their food and drug related complaints to their office if they feel that they have been cheated or shortchanged.

The assurances of immediate action to help consumers came as a statement from both government agencies who are in the forefronts of connecting consumers to manufacturers of food providers to ensure consumer satisfaction.

With the findings showing that consumers prefer to know about their rights through interpersonal means, the Department of Trade and Industry (DTI) and the Department of Education (DepEd) joins efforts to focus their attention on such campaigns.

At the Kaphan sa PIA Thursday, Education Supervisor Dr. Erlinda Mahinay said this month’s activities include activities that showcase the school’s key participation in disseminating consumer rights.

Aside from the institutionalized Ugnayan sa Mga Nanay and the School Parents Teachers Association as their primary means of information dissemination, part of the aligned activities for the Consumer month Celebration in October include: a quiz bowl, jingle contests, talk show on consumerism, a school debate, she said. She also impressed that the country’s education department has incorporated in the curriculum, consumer rights.

The weekly forum at the Philippine Information Agency gathered in one-location representatives from the BFAD of the Department of Health, DTI, the DepEd and the Department of Agriculture to tackle on consumer related complaints in furtherance of consumer rights.

Quote from: Barbaro on October 06, 2007, 05:01:33 AM
Unlike most things, challenges almost always look bigger and more imposing from a distance than they do when you get close to them. Most of the challenges you're avoiding will not seem nearly so overwhelming when you choose to actually face them.
The challenges that intimidate you require your assistance to do so. On their own, they're really not so tough, yet in your imagination they can grow to monstrous proportions.

The way to cut those challenges down to size is to get busy working on them. Once you're immersed in the details you'll realize that they're not so bad after all.

How many times have you desperately avoided something, only to discover later that there was really no reason to avoid it at all? Very often, the effort spent avoiding a difficult challenge is more demanding and burdensome than the challenge itself.

What have you been avoiding because you just didn't want to deal with it? Imagine how great it will be to have that burden fall completely away.

Go ahead, pick a challenge that has been intimidating you, and get busy working your way through it. Then, instead of living with constant intimidation you'll be enjoying the real value you've just created.

A woman was probably still alive when a stranger started removing her unborn baby, a trial in Missouri has heard.

Bobbi Jo Stinnett, who was eight months pregnant, fought for her life, and that of her child, after being attacked by Lisa Montgomery, the trial heard.

Mrs Montgomery denies strangling Mrs Stinnett and kidnapping her daughter, Victoria Jo, in December 2004.

Prosecutors said a doctor would testify that Stinnett was probably alive "when the baby was being cut from her womb".

Internet research

Prosecutor Matt Whitworth said searches of Mrs Montgomery's computer showed she had researched how to perform caesarean sections and he added: "This defendant spent a great deal of time planning this crime."

Mrs Montgomery, 39, allegedly used a kitchen knife to cut the baby from the womb and used information on home births which she had downloaded from the internet. She has pleaded not guilty.

Mrs Stinnett's body was discovered by her mother, Becky Harper, who told the court: "There was blood everywhere."

The little girl survived and was traced to Mrs Montgomery's home in Melvern, Kansas. She was later reunited with her father and is now almost three years old.

The court heard how police tracked the mother-of-four down through e-mails she had sent the victim in which she purported to be interested in buying a dog from her.

BBC One controller Peter Fincham has resigned after an investigation into footage that misrepresented the Queen.

A documentary trailer was edited out of sequence, and Mr Fincham wrongly told the press it showed the monarch walking out of a photo session "in a huff".

A report into the incident has blamed "misjudgements, poor practice and ineffective systems".

The programme was made by production company RDF Media, whose chief creative officer Stephen Lambert has also quit.

Mr Fincham said he resigned because: "From the outset it was clear as controller of the channel I took responsibility for what had happened.

"I thought that was the right thing to do, the honourable thing to do."

He insisted the BBC had "acted in good faith" and admitted leaving after only two-and-a-half years was "probably shorter than I would have liked".

He added: "Blame is spread in many different directions. Errors were made at different levels by different people at different times."

Former BBC executive Will Wyatt wrote the report into A Year with the Queen. He said he did not think "anyone consciously set out to defame or misrepresent the Queen in the tape".

Family & Parenting / When You Say I Love You
October 05, 2007, 09:48:30 PM
from Lisa Thomas

This past weekend I had the pleasure of witnessing my aunt and uncle as they celebrated their 50th wedding anniversary. My cousins planned a surprise anniversary party and it was absolutely amazing!

They were indeed surprised. My aunt, not knowing what was on the other side the door, stopped in her tracks as she entered the room and starting praising God when she saw all of her guest there! And when she saw her daughter and grandson from out of town, boy did she let out the joy; I mean those tears of joy just rolled down her face. We were all moved by the mere site of her bliss!

The evening was filled with acknowledgment and praise of the couples tenacity and strength to forge ahead during what could've been trying times over their 50-year marriage. They stood the test of time and they made the best of every moment.

My cousin who delivered the speech said, THIS is MY mother and THAT is MY father. Proudly she stood wearing the essence of two great parents delivering a message for all us about family.

Then my uncle charmingly performed the ceremony they never had. They were remarried formerly by a pastor and witnesses with the exchanging of rings and a song.

What a way to celebrate 50 years â€" with family, friends and love ones.

The evening filled my heart with appreciation and love!!!

Jonn and I were inspired to go for another 37 years to bring ourselves to such bliss as well!

I also realized that saying I love you is important and "thank you" is a must, not just to your spouse but to everyone whom you love.

What was so wonderful and moving about this special day is each of my aunt and uncles children stood to acknowledge, thank and praise their parents now while they are still alive.

It was important to the children that their parents heard the words from their lip.

So often we don't say things of the heart in the moment because of many reasons; we're often simply caught up in our day to day routine. Then unfortunately when and if something tragic happens, we desperately want to say I love you and I appreciate you or we wish we had.

Once is never enough, twice is just the beginning. Saying and showing your love must be paramount, I believe.

That picture of my aunt and uncle embracing each acknowledgment has stayed with me and I am present to love. All I have is this moment because who knows what the next one will bring.

All there is, is this moment. Love emerges from the shadows flowing, floating in the wind, in the moment, it is created.

Like a gush of wind forms from the unknown swirling, births a dancing funnel across the lands, love is born from a gush of your own creation.

From an unknown place within your hearts belonging, it forms, slowly evolving.

Out of nowhere, it is there. As quickly as it forms, it's gone disappearing in thin air.

Only in this very moment is it created. As your mind dreams life's romances in the shadows of passionate desires, IT, ahhhhhhh, sweet innocence, LOVE IS made real.

With all my heart,
Lisa Thomas

Local governments and the private sector led by local investors teamed up again for good here to preserve from environmental degradation perhaps one of Bohol’s best treasures.

And just as the tandem gushes out immeasurable economic benefits, tourism stakeholders and resort owners said the development is one “positive and pro-active thing.”

To help Panglao preserve its beaches, a P10M water treatment facility is set up to solve the ensuing problem of wastewater seeping into the beaches and further contaminating them with e-coli, explains Engr. Tony Tompar, president and chief executive officer of the Pilipinas Water Resources Incorporated, operator of the facility.

Then said to be of no economic value, wastewater from Panglao’s Alona beaches used to be allowed to seep into the three-chambered septic tanks, and until “black springs” sprout into the beaches during low tides.

The “black springs” are accordingly indications that the water from the tanks have found their way into the beaches and it would be in no time at all, contaminating the beachfronts, Engr. Tompar points out.

The crucial environmental intervention in the new treatment facility proved to transcend political boundaries as well with Presidential Assistant to the Visayas Felix Guanzon coming.

Underscoring the government’s concern for the environment, especially in keeping the beaches of Panglao as pristine to keep its standards, PA Guanzon said the initiative is laudable as it would surely cause “more tourists and spur more economic activity.”

The facility, operated by a company with a track record of environmental management and Filipino ingenuity will collect wastewater through a series of lift stations strategically located along Alona Beach stretch and pump it into the facility located about a kilometer away for treatment.

The treated wastewater can again be pumped back to the resort’s tanks so the treated water can be re-used for toilets, urinals and garden needs for a minimal fee, explains PWRI.

What we are actually treating perhaps is actually the same water which the resort could have been using and so about 50-70% of the water requirement for the resort is cut, thereby translating into more gains, Engr Tompar claimed.

The things is, we are a zero waste facility, he boasts while saying that the after-treatment sludge would be used to fertilize an organic demonstration farm to be set up beside the facility.

This is why we are called “Give Me Five” for the five things we offer. We are at present offering the lowest cost, the best quality water, allows realibility and sustainability and finally, we are without doubt, environment friendly, he added.

Now awaiting to iron out some kinks with the local government, Engr. Tompar hopes they could start tapping their lines to the resort’s they would be serving to “plug in the leaks” that has the potential to destroy the Bohol beaches.

Ready to serve wastewater of at least 300 resort rooms, the buck is with local government officials, resort owners agree.

A month ago, the US Government through Ambassador Christie Kenney handed to Bohol an environment tool kit to help Bohol tourism stakeholders keep and protect the natural environment being a lifeline in eco-cultural tourism industry.

The Provincial Government on the other hand has been into asking commitments from tourism stakeholders to implement pro-environment measures to sustain Bohol’s eco-tourism industry.

The sheep hear his voice; and he calls his own sheep by name and leads them out. â€"John 10:3

When we attended a large church, we learned new things, joined a great small group, and enjoyed the worshipful music. But I didn’t realize for a long time that I missed somethingâ€"the pastor had no idea who I was. Because of the thousands in attendance, I understood that it would be impossible for him to know each person by name.

Then, when we began attending a much smaller church, I received a handwritten welcome note from the pastor. After a few more weeks, Pastor Josh was calling me by name and chatting with me about my recent surgery. It felt good to be personally acknowledged.

All of us have a desire to be knownâ€"especially by God. A song by Tommy Walker, “He Knows My Name,” reminds us that God knows our every thought, sees each tear that falls, and hears us when we call. We read in the gospel of John, “The sheep hear his voice; and he calls his own sheep by name . . . . I am the good shepherd; and I know My sheep” (John 10:3,14).

For the One who made heaven and earth, knowing a few billion people is not a problem. God loves you immensely (John 3:16), He thinks about you all the time (Ps. 139:17-18), and He knows your name (John 10:3). â€"Cindy Hess Kasper

Give to Your servant an understanding heart to judge Your people, that I may discern between good and evil. â€"1 Kings 3:9

If God offered you anything you wanted, what would you ask for?

When Solomon was given that choice, he asked for the wisdom to discern good from evil so that he might lead God’s people well (1 Kings 3:9). “Because you have asked this thing,” God told Solomon, “I have done according to your words.” He even promised to give him “both riches and honor” (vv.11-13). To this day, Solomon is remembered for the great wisdom God gave him.

Solomon began his rule with devotion to wisdom and a deep ambition to build a magnificent temple to honor God. But something happened along the way. His passion for living by God’s wisdom was displaced by the allures of the wealth and position God had given him. His marriage to foreign women who worshiped pagan gods eventually led himâ€"and ultimately the nationâ€"into idolatry.

The lesson is clear. Keeping our love for Christ and His wisdom preeminent is a primary objective for those of us who want to live to satisfy God throughout the course of our life. A commitment to following the riches of God’s wisdom will enable us to avoid the drift that destroyed Solomon.

Keep your heart in tune with God’s wisdom and obey His voice. That’s the way to finish well. â€"Joe Stowell

Jesus said, “Father, forgive them, for they do not know what they do.” â€"Luke 23:34

A 12-year-old boy on a school trip to a museum stuck a wad of chewing gum on a painting worth $1.5 million. The gum left a stain about the size of a quarter on Helen Frankenthaler’s landmark abstract, The Bay. Officials at the Detroit Institute of Arts were unsure whether they could remove it. The boy was suspended from school. “I don’t think he understood the ramifications of what he did,” said a school official.

In Luke 23, Jesus prayed a powerful prayer for people who didn’t understand the ramifications of what they were doing. He asked His Father to forgive those who were putting Him to death (v.34). They devalued God’s Sonâ€"flogging Him, spitting on Him, ridiculing Him, and placing a crown of thorns on His head. They drove spikes through His hands and feet and pierced His side. Although they didn’t understand the full scope of their actions, through the death of His Son, God offers forgiveness to all who repent and believeâ€"even to Jesus’ murderers.

Because of our sin, we all played a part in putting Jesus to death. The good news is that God is gracious. He will forgive and remove the stain of sin and give us a second chance through His Son. â€"Marvin Williams

Great honor spelled out the sentiment for Arnel Tinampay, a Boholano Philippine Welterweight champion, for having been chosen to be the sparring partner of boxing celebrity Manny Pacquiao's for the upcoming fight with Mexican legend Marco Antonio Barrera.

It could be a stepping stone for one who dreams to be a world boxing champion someday like Tinampal, a home-grown boxer from Dagohoy.

Tinampay, recently got the offer from Pacquiao's boxing trainer Buboy Fernandez and boxing coach Fredie Roach.

In excitement, the Boholano boxer said he could not avoid imagining he is at the Madison Square Garden in New York, USA fighting in world championship bout before millions of fanatics.

Indeed, he considers it a great honor to be part of the second most popular boxing hero's preparation for a worldwide gab.

During their sparring sessions, Tinampay learned more boxing lessons which included head movements, footwork and defensive tactics.

Tinampay was born in barangay San Miguel, Dagohoy. He finished elementary education at San Miguel Elementary School and his secondary education at the Dagohoy National High School in Dagohoy.

Tagbilaran Mayor Dan Lim yesterday said the Blue Card anomaly at the Medical Mission Group of Hospitals and Health Services Cooperative was accomplished through fraudulent claims.

"The abuse was not a matter of overcharging hospital bills like overcharging of medicines and supplies, lodging cost, laboratory fees and professional fees," he noted.

Instead, the mayor said the abuse was done through the making of fraudulent claims to the city government, "claims that went through all the process of approval and authorization of the Coop hospital."

While the hospital claimed that weakness and insufficiency of its internal controls facilitated the commission of fraudulent activities, documents gathered suggested that sufficient controls were present but were intentionally disregarded.

A task force created by the mayor to investigate the scam noted that the checking and approval processes had sufficient controls that could have detected the fraudulent claims.

They have already buried a loved one who died in a senseless killing, but the grieving family still further suffers pain from a twisted story circulated regarding the incident.

Spread around the town of Maribojoc and also printed in a local paper (not STANDARD) is the yarn that the suspect killed the victim,16-year old Mark Angelo “Mac-mac” Briones because he was among those who allegedly abused the suspect’s daughter.

Such story was vehemently denied by the family of Mark.

“Mark was a young, jolly high school student and belongs to a God-fearing, Christian family. Such story was concocted to justify his death under the hands of a ruthless killer,” the victim’s elder sister said.

“The victim was not even a friend of the suspect’s daughter,” a witness added.

A murder charge has been filed against suspect Eduardo Mabunay alias Carte who stabbed to death Mark, 6:30 in the evening of Tuesday, last Sept. 4 near the town’s centuries-old Catholic church. The suspect allegedly was looking for a certain Bernie, (a boyfriend of his daughter) and not finding the latter, turned his rage on Mark, stabbing the victim eleven times.

The suspect’s daughter reportedly did not come home Sunday night.

A witness saw earlier the suspect near the vicinity of the victim’s house as early as 4 o’clock Tuesday afternoon. The suspect stayed till dark waiting until he pounced on the victim who was walking with a friend Michael “Mike-mike” Morgia, on a road near the church.

The suspect, who had records of violent behavior, also accosted the victim a day before the incident with a threat, saying: “Sige, sukad karon bantaye ning ako nawong. Kaila nako nimo (remember my face, because now I know you),” a witness said.

Two days after, the suspect indeed made good his threat by stabbing the victim.

“Mark has a long, bright future ahead of him, but his life was cut short by a killer.”

“Such story was very unfair,” a relative also said. It was even Mark who advised his cousin Bernie to bring to her parent’s home his sweetheart (the suspect’s daughter) when the two knocked at about 5:30 dawn on Monday of Sept. 3, at a Kuya’s house where he was staying,

Mark did not allow Bernie and his sweetheart to enter the house that night.

“We are the one that suffered the loss of a family member, but fabricated stories are made up to put us on the negative side,” the victim’s kin lamented.

Talk of the Town / TMG Operations in Bohol under fire
October 05, 2007, 07:26:14 PM
After a loud uproar from the public, the Traffic Management Group (TMG-7) stopped its operation of apprehending purported hot cars here, without giving official reason.

This came following filing of cases against TMG operatives who allegedly seized cars without any lawful order from competent authorities.

Four of the eight apprehended vehicles were already sent to the TMG-7 Regional Office in Cebu City while the remaining four are to be shipped this week.

The shipment was made despite the availability of a PNP Crime Lab here that has competent personnel able to conduct macro-etching and other test on vehicles submitted for verification.

Just recently, newly promoted SPO2 Edgardo Chan was deployed as detached service personnel to the PNP Crime Lab here after he completed a Scene of the Crime Operation (SOCO) course in Cebu City.

Lame Excuse?

In a joint committee hearing held Thursday by the Sangguniang Panlalawigan committee on public utilities, public safety, three government agencies, the Land Transportation Office (LTO), the PNP Crime Lab and the TMG were finger-pointing, blaming each other on the hot cars issue.

New Tagbilaran LTO officer-in-charge Joel Maloloy-on said the problem of tracing and apprehending hot cars could have been more effective if TMG coordinated with the LTO.

TMG Provincial Motor Vehicle Clearance Office head Insp. Eduardo Mara said the PNP Crime Lab here could partly be blamed for its different findings of macro-etching for just one vehicle.

TMG said there are macro-etching results that cleared vehicles in 2004 but later was declared by Bohol PNP Crime Lab as tampered later on.

PNP Crime Lab head PSupt Victoria De Guzman, in a separate interview, said she would not further comment on the TMG accusation but she remembers many instances that vehicles brought to them by TMG for macro-etching were shipped out to Cebu even before they can complete their lab tests.

De Guzman also could not understand why the seized cars are brought to Cebu.

Earning a million pesos in three years, getting better environmental protection and adding to the aesthetic value of one’s place as a pay-off? Why not?

Three years from now, a government unit or an organized stakeholder group could be a million pesos richer, a thing crawling revenues or home-industry incomes may not be able to surpass, this as Bohol implements its highway beautification projects.

While underscoring the healthy tandem of economic growth and environment protection consistent with the eco-tourism and the add-on it brings, key leaders with town mayors here put up P2M to fund for beautification through the Green Highway Project and the Municipal Pocket Forests along identified highways.

The twin pro-environment and tourism enhancing projects would be using P1.5M appropriated from the Provincial Government of Bohol funds and another P.5M from Local Government Leadership Award or Sen. Aquilino Pimentel, which was awarded to Bohol Governor Erico Aumentado in 2006, sources said.

Funds for Bohol must be insured that they are included in the proposed 2008 General Appropriations Act, which is hoped to be approved before Congress adjourns on October 12.

Rep. Edgar Chatto of the first district of Bohol is now working extra hard to sustain the momentum of the developments in Bohol. After the general presentation of the national budget, the First District congressman has will focus on sub-committee discussions of various local concerns ranging from small irrigation, roads, additional teachers, dependable police system and improved health services.

Chatto will also push for completion for the proposed Panglao International Airport.

Among Chatto’s local priority include rehabilitation of the communal irrigation systems in Maribojoc, Antequera, Calape and Tubigon. The risky causeway at the back of the St. Joseph Cathedral linking Tagbilaran City to Dauis via Totolan will also be expanded into four lanes in anticipation of the completion of the Panglao island international airport in 2010.

The other causeway from the Mansasa-Bool junction to Dauis will be expanded too and the Panglao central highway concreted on account of the foreseen heavy traffic once the big airport operates.

In tandem with Third District Rep. Adam Jala, Chatto will have the Sikatuna-Loboc road, an alternative tourism route, improved as it directly connects the tarsier sanctuary to the river of floating restaurants.

Chatto has projected the great potential of the Maribojoc-Antequera road as another alternative tourism lane accessing downward to Catagbacan, Loon, site of the proposed ambitious international cruise ship port.

Maribojoc and Antequera hold stakes in the bold conversion of the rich Abatan river into a center nature of Bohol’s community life tour, a variation of Philippine eco-cultural tourism.

Also, Chatto exerted efforts to fund out of next year’s national budget the concreting of the Catigbian-Tubigon road to help uptrend rural economy.

Boholanos always excel, anywhere, everywhere.

Francisco Japson, a native of Guindulman, Bohol now takes the estate management of the multi-billion South Road Properties (SRP) after Cebu City Mayor Tomas Osmeña was given the go-ahead signal by the City Council last Wednesday to sign Japson for a consultancy services for the 290-hectare estate.

Japson will provide the City Mayor strategies on leasing, maintenance, insurance, rent review, revaluation and development opportunities for these prime SRP lots.

He is also tasked to formulate planning systems on development and management, and inspect, report and give advice for the purpose of SRP land care and long-term conservation.

Before the year ends, Osmeña announced that a 30-hectare lot in the SRP will be bidded out and this first sale will definitely be the baptism of fire for Japson in this new gigantic role.

Japson, however, carries with him an impressive working experience with Cebu’s leaders. He was administrative officer and executive assistant of former governor Emilio “Lito” Osmeña from 1988 to 1992.

Former Cebu governor and now House Deputy Speaker Rep. Pablo “Pabling” Garcia made Japson his provincial administrator from 1996 to 2004, extending throughout his whole three terms as governor.

In the private sector, Japson, an accountant had also a long experience working in the country’s big companies, like the Atlas Consolidated Mining and Development Corp. He had also working stints abroad, in the countries of Saudi Arabia and the United States of America.

His services was acquired by the city government through a negotiated procurement and endorsed by the Bids and Awards Committee (BAC) in a resolution dated Sept. 7, 2007.

“The City Government of Cebu desires to engage the services of Mr. Japson as consultant on the SRP management, a position which is primarily confidential and policy determining and where trust and confidence are the primary consideration,” the BAC resolution stated.

Japson is married to former Barangay Banilad chairwoman Leah Ouano-Japson, now elected Cebu City Councilor for the North District.

Talk of the Town / Fire Stations in Dehydration?
October 05, 2007, 07:18:21 PM
Local fire stations---and even local government units (LGUs)---are dehydrated in waiting when they may be able to get shares from the national government for the local revenues they have collected in implementing the National Fire Code.

Provincial Fire Marshall Nonilo Acero said the fire stations, thru the LGUs, should retain at least one-half of the total fire fee collection, to which the local fire stations can readily access funds for urgent maintenance and operation or to enhance their equipment.

The Bohol chief of the Bureau of Fire Protection (BFP) has been saddened by the cold attitude of the national government on this aspect because his command , which includes the fire station in Tagbilaran City, has been diligent in work.

A story about an unscrupulous Filipino
recruiter who is looking for teachers
for immediate employment in Thailand has stirred up Filipino expatriates in
Thailand, causing many to rage and
others to be ashamed.

The TEFL Watch, an international forum
of teachers, posted a story on its
website on September 9, detailing how a
certain Winston Pedro Bayron promised
recruits an easy way to teach in
Thailand, and collected excessive
training and placement fees from
recruits mostly from Bohol in Central
Visayas.

According to the victims, Bayron
collected P3, 500 ($70) for a seminar
they willingly attended because of
assurance of immediate hiring with
30,000 Thai Baht (P43, 800) monthly
salary, the report said.

Recruit s must also pay an additional
P45, 000 (nearly $1,000) recruitment
fee, which is supposed to cover
transportation to Bangkok, and board and
lodging for one month, the report added.

Some of recruits even claimed Bayron
herded them in a small apartment and fed
them one or two meals a day. They also
said the recruiter threatened to deport
them if they complained because they
were illegal aliens.

“After paying recruitment fees, some
recruits were reportedly taken to
isolated parts of Thailand to fend for
themselves," according to the article.

Siam pinoy.com, an online forum of
Filipino expatriates in Thailand, picked
up the TEFL story and posted it on
September 14 for comments.

A number of Filipino expatriates
registered their reactions â€" all against
Bayron. One expressed shame as the story
could be another blow to the reputation
of the Filipino community in Thailand.
Another one shared experiences of those
who became victims of illegal
recruitment schemes by the likes of
Bayron in northern Luzon.

A teacher who used Bol-anon (person from
Bohol) as alias claimed he is familiar
with the name Winston Pedro Bayron and
his illegal recruitment scheme.

“Bayron’s posters in our province
[Bohol] which promised 40, 000 Bath
(P57, 200) monthly salary encouraged me
to work in Thailand, although I was not
one of his victims," the Bol-anon said.

The posters also announced that
graduates of any college course could
easily get a job here in Thailand with
Bayron’s assistance.

He said that at the opening of School
Year 2006 - 2007, his sister sent him an
SMS (short messaging system) telling him
that Bayron has recruited two of their
neighbors who are teachers.

“The teachers were preparing their
travel documents and raising P45, 000
for their placement fees when I told my
sister to inform our neighbors of the
cunning schemes of Bayron," he said.

“Becaus e of that information, my two
neighbors were saved from his hands," he
added.

“I have already reported Bayron’s
activities to a local newspaper and the
Bohol Chronicle had published a write-up
on his modus operandi, but I don't know
why he is still on his business," he said.

Bol-ano n said that he has gotten
information that Bayron’s ads are still
all around Tagbilaran City.

“A background check shows that Bayron’s
wife is a sister of a congressman of one
of the districts in Bohol," he said.

In an email sent by Siampinoy to
GMANews.TV, Bayron denied TEFL’s
allegation s saying, “I always make clear
to applicants that we are not a
placement and recruitment agency, and
that we are a training center, which
prepares teachers to work in Thailand.’"

He also denied he collects money in
exhange for employment in Thailand. -
