Things to know about CLOA:

Is it safe to buy a property with CLOA Title?
Looking for a property to invest or a land where you can build your future home one can be taxing. There are lot of factors to look into including and importantly the legality of the property that you are eyeing.

Is someone selling you a property or have you gained interest in a property that has CLOA title and you're not sure whether or not it is safe to buy a property with CLOA Title? Here are some of the important information about CLOA land to help you decide whether or not it is worth all the effort to acquire it.

What is CLOA Title?
Certificate of Land Ownership Awards or CLOA is a document that states ownership of the land granted or awarded to the beneficiary by the Department of Agrarian Reform (DAR). This means that the current owner of the CLOA land had acquired the property from DAR.

Can the owner sell the CLOA Land awarded to him?
The CLOA land is legally under the name of the owner or the beneficiary but it has some conditions and restrictions under the Comprehensive Agrarian Reform Law (CARL) and other applicable law. Included in the limitations is the selling or transferring of ownership of the CLOA Land to other people.

Unfortunately, CLOA lands cannot be alienated or sold to any other person. There is an existing 10-year restriction period from the time the land was award to the beneficiary stating that the beneficiary cannot dispose of these lands whether by selling it or transferred.

Selling them to any developer or any private citizen without the permission of DAR considered illegal.

When can I buy a land with CLOA Title?
Since the CLOA land beneficiary is prohibited to sell, transfer or convey the right to use the land, it can only be sold, transferred or conveyed to their children, the government, the Land Bank of the Philippines (LandBank), or other qualified beneficiaries after 10 years.

Only after 10 years that the CLOA land title restrictions has lapsed can you safely and legally purchase the land.

Under the land reform law, farmer-beneficiaries can only sell the land after 10 years and/or only after the original owner has been compensated.

Should you invest in a CLOA titled land?
The straight answer to this is unless the CLOA titled is over 10 years old or the current owner or beneficiary had fully compensated the original owner of the land is when it is safe to buy the property.

Make sure to do your due diligence and look up the legality of the property you are buying – regardless if it is CLOA titled or otherwise.

10 Valuable lessons from the book "The Paradox of Choice: Why More Is Less" by Barry Schwartz

"The Paradox of Choice: Why More Is Less" by Barry Schwartz is a thought-provoking book that examines the psychological effects of an abundance of choice and its impact on decision-making, well-being, and overall satisfaction. Schwartz delves into the complexities of modern consumer culture and its implications for individual happiness and fulfillment.

1. Understanding the Consequences of Choice Overload: "The Paradox of Choice" highlights the consequences of excessive choice, suggesting that while a variety of options may seem desirable, it can lead to decision paralysis, dissatisfaction, and a diminished sense of well-being. By recognizing the psychological burden of choice overload, individuals can make more deliberate and meaningful decisions that align with their values and priorities, fostering a greater sense of satisfaction and contentment.

2. Simplifying Decision-Making Processes: The book advocates for simplifying decision-making processes and reducing the complexity of choices, suggesting that individuals should prioritize quality over quantity when making decisions. By streamlining choices and focusing on essential criteria, individuals can alleviate decision fatigue and make more informed and efficient choices that reflect their genuine preferences and values.

3. Cultivating a Sense of Gratitude and Contentment: "The Paradox of Choice" emphasizes the importance of cultivating a sense of gratitude and contentment with what one has, rather than constantly seeking more options or alternatives. It encourages individuals to appreciate the value of simplicity, mindfulness, and a more minimalist lifestyle that prioritizes meaningful experiences and relationships over material possessions or external validations of success.

4. Managing Expectations and Avoiding Regret: The book discusses the significance of managing expectations and avoiding regret in decision-making processes. It suggests that individuals should set realistic expectations, accept the limitations of their choices, and embrace the concept of "good enough" rather than pursuing an unattainable ideal. By managing expectations and embracing a more realistic perspective, individuals can reduce the likelihood of disappointment and regret, fostering a greater sense of fulfillment and peace of mind.

5. Balancing Freedom with Responsibility: "The Paradox of Choice" advocates for balancing freedom with responsibility, suggesting that while individuals value autonomy and independence in decision-making, they should also recognize the consequences and responsibilities that come with making choices. By embracing a more mindful and responsible approach to decision-making, individuals can foster a greater sense of accountability and integrity that aligns with their values and contributes to their overall well-being and personal growth.

6. Prioritizing Experiential over Material Value: The book emphasizes the importance of prioritizing experiential value over material possessions, suggesting that genuine happiness and fulfillment come from meaningful experiences, connections, and relationships rather than the accumulation of material goods. By prioritizing experiences that foster personal growth, emotional connection, and a sense of purpose, individuals can cultivate a more enriching and fulfilling life that reflects their values and contributes to their overall well-being and satisfaction.

7. Developing Decision-Making Strategies and Frameworks: "The Paradox of Choice" discusses the significance of developing decision-making strategies and frameworks that help individuals navigate complex choices and prioritize their preferences effectively. It encourages individuals to leverage decision-making tools, such as pros and cons lists, goal-setting frameworks, and value-based assessments, to make more informed and intentional choices that align with their long-term goals and aspirations.

8. Fostering a Sense of Self-Awareness and Reflection: The book advocates for fostering a sense of self-awareness and reflection in the decision-making process, suggesting that individuals should take the time to understand their values, preferences, and motivations before making important choices. By fostering a greater sense of self-awareness, individuals can make decisions that reflect their authentic selves, promote personal growth, and contribute to their overall sense of purpose and fulfillment.

9. Promoting a Culture of Mindful Consumption: "The Paradox of Choice" highlights the importance of promoting a culture of mindful consumption that encourages individuals to be more discerning and intentional in their choices. It advocates for conscious decision-making that considers the environmental, social, and ethical implications of consumption, fostering a more sustainable and responsible approach to lifestyle choices that align with the principles of mindfulness and social consciousness.

10. Embracing the Power of Simplification and Essentialism: The book emphasizes the power of simplification and essentialism in reducing choice overload and promoting a more meaningful and purposeful life. It advocates for embracing a simpler and more intentional lifestyle that focuses on the essential aspects of well-being, happiness, and fulfillment, fostering a greater sense of clarity, focus, and balance that enables individuals to lead more purposeful and authentic lives.

10 lessons from How to Think Bigger: Aim Higher, Get More Motivated, and Accomplish Big Things by Martin Meadows:

1. Think bigger than you think you can. We all have the potential to achieve great things, but we often hold ourselves back by limiting our thinking. When we think bigger, we open up new possibilities and create opportunities for ourselves.

2. Set ambitious goals. Don't be afraid to set goals that seem impossible at first. When you have ambitious goals, you are more likely to be motivated and take action.

3. Break down your goals into smaller steps. Once you have set your goals, break them down into smaller, more manageable steps. This will make your goals seem less daunting and help you stay on track.

4. Focus on your "why". Why do you want to achieve your goals? What is your motivation? When you have a clear "why," you are more likely to stay motivated and persevere through challenges.

5. Visualize your success. Take some time each day to visualize yourself achieving your goals. This will help you stay focused and motivated.

6. Surround yourself with positive people. The people you spend time with have a big impact on your thinking and motivation. Surround yourself with positive people who believe in you and support your goals.

7. Eliminate negative self-talk. We all have negative thoughts from time to time, but it's important to challenge them. When you have a negative thought, ask yourself if it's really true. Is there any evidence to support it? If not, let go of the thought and focus on something positive.

8. Celebrate your successes. When you achieve a goal, take the time to celebrate your success. This will help you stay motivated and keep moving forward.

9. Learn from your failures. Everyone fails at some point. It's important to learn from your failures and move on. Don't let your failures define you.

10. Be persistent. Don't give up on your goals. Keep working towards them, even when things get tough. The more persistent you are, the more likely you are to achieve your goals.

In addition to these 10 general lessons, Meadows also provides specific advice on how to think bigger in different areas of your life, such as your career, relationships, and finances. He also includes case studies of people who have achieved great things by thinking bigger.

How to Think Bigger is an inspiring and motivating book that will help you to achieve your goals and live a more fulfilling life. I highly recommend it to anyone who wants to achieve more.

KMC SAVILLS REGIONAL OFFICE BRIEFING HIGHLIGHTS

"I think one of the main challenges is that there is a flight to quality and a lot of MNCs are looking for more green buildings, but it's not something that's easily financeable at the moment. The majority of the older buildings are currently struggling in terms of vacancy rates, and I think one of the main solutions is really by upgrading and refurbishing towards a more sustainable route."

KMC Savills Associate Director for Research and Consultancy Joshua De Las Alas discussed the current challenges specifically faced in the Cebu property market during the Regional Office Briefing Online Press Conference.

Jeju Air is a South Korean low-cost carrier that operates flights to and from Panglao, Bohol. The airline's inaugural flight to the Bohol Panglao International Airport (BPIA) was on November 21, 2019, carrying 187 passengers and one infant from Incheon, South Korea¹². The flight was welcomed by a water cannon salute and a ribbon cutting ceremony at the airport terminal. Jeju Air's flights to Panglao are scheduled daily and aim to boost tourism in the region¹³. The BPIA is a new airport that opened in November 2018 and can accommodate up to two million passengers annually. It is designed to be an eco-friendly airport that uses solar power and natural ventilation³. The airport is also strategically located near the popular tourist attractions of Panglao Island, such as white sand beaches, diving spots, and heritage sites. Jeju Air's first flight to Panglao was a historic event that marked the beginning of a stronger partnership between South Korea and the Philippines in the aviation and tourism industries.

Dauin, Negros Oriental featured on the award-winning BBC show 'Planet Earth'

On the second episode of the third edition of BBC's Planet Earth, a clown frogfish in Dauin, Negros Oriental made an appearance.

As reported on ANCX, Camera operator Sam Lewis and location director Yoland Bosiger described the filming experience in Dauin as "fantastic" and "incredible".

"Filming in Dauin, Philippines was fantastic. There were loads of macro critters to be seen in the areas we were filming and I would highly recommend visiting there if you are into your underwater macro photography. It was pretty tough not to get distracted as there were so many other things happening nearby," Lewis explained.

"Dauin is one of the most incredible places to film little, macro critters in the sand and muck. You have everything from little cuttlefish and octopus to sea snakes and lionfish. It is alive with the most alien crazy creatures -- it was a real privilege to be able to film there and the technical dive facilities in the area were fantastic," Bosiger added.

Producer Wil Ridgeon advised travelers to do some research before visiting the featured destination. "It is very important to make sure you only dive with safe and responsible dive companies -- so it's good to do some research before you go," Ridgen said.

The second episode "OCEAN" was aired on October 29 on its debut BBC Earth in Asia, where the third installment of the long-running documentary series will consist of a total of eight episodes.

Dauin is a town and suburb about 12 kilometers south of Dumaguete City that offers simply breathtaking marine sanctuaries that are well-protected and where dive sites are mostly accessible from the shore. The town has been a host of the region's (Central Visayas) prominent diving event for three consecutive years, the DIVE7 Festival.

DIVE7 stands as a flagship initiative of the Department of Tourism Central Visayas, seeking to spotlight the region as a premier diving destination, both nationally and internationally, all while emphasizing the importance of sustainability in resource management and the diving industry.

The forthcoming DIVE7 Festival in Negros Oriental, now in its fourth year, is scheduled to take place on July 2024, spanning across the municipalities of Dauin and Zamboanguita.

On 29 October 1618, explorer and adventurer Sir Walter Raleigh was beheaded at the Palace of Westminster, on the orders of King James I.
Accused of deliberately inciting war between
England and Spain during one of his expeditions, on the day of his execution he was reported to have been suffering from from ague, or fever.
He was allowed to examine the executioner's axe, musing: "This is a sharp Medicine, but it is a Physician for all diseases and miseries". His last words were later uttered to the hesitant executioner: "What dost thou fear? Strike, man, strike!"

ALLAH IS NOT YAHWEH:
PRE-ISLAMIC TRUTH ABOUT KAABA THAT HOUSED 360 IDOLS

KAABA worship Was always an event in pre-islamic Arabia
That kaaba Housed about 360 idols, The Quraishi worshipped Allah as one of the Idols.

Muslims today go round the Kaaba at 360 degrees representing 360 idols of the kaaba during the PRE-ISLAMIC Era. They go round the kaaba 7 times representing 7 days.

Islam is pagan.

OCCULTIC HISTORY: CUBE WORSHIP AND CELESTIAL ROCKS

Did the pagan Arabs in Mecca worship a moon god called Hubal at the Kabah? Although the stone has often been described as a meteorite, this is a hypothesis.

"Before Muhammad appeared, the Kaaba was surrounded by 360 idols, and every Arab house had its god. Arabs also believed in jinn (subtle beings), and some vague divinity with many offspring.

Among the major deities of the pre-Islamic era were al-Lat ("the Goddess"), worshiped in the shape of a square stone; al-Uzzah ("the Mighty"), a goddess identified with the morning star and worshiped as a thigh-bone-shaped slab of granite between al Talf and Mecca; Manat, the goddess of destiny, worshiped as a black stone on the road between Mecca and Medina; and the moon god, Hubal, whose worship was connected with the Black Stone of the Kaaba.

The stones were said to have fallen from the sun, moon, stars, and planets and to represent cosmic forces. The so-called Black Stone (actually the color of burnt umber) that Muslims revere today is the same one that their forebears had worshiped well before Muhammad and that they believed had come from the moon."

(The Joy of Sects, Peter Occhigrosso, 1996)

I'll be discussing the triple-goddess Cybele, aka Kybele aka Kubaba (cube) on a future Patreon post.

Very deep subject

Pilgrimage to Mecca done pre-Islam.

Sex is important in these rituals. Done naked, now Muslims wear a white cloth only.

KAABA is shaped like a vulva (of woman private part) and Muhammad kissed it as Muslims do.

KAABA Was always kissed before Islam.

Sex is still important in Islam, it explains why they do polygamy and Muta'h. And they are promised 72 virgins to be sleeping with in "heaven".

We can Say black stone is the right hand of Allah.

"Master Your Time, Master Your Life" by Brian Tracy is a comprehensive guide to time management and productivity. The book emphasizes the importance of effectively managing time to achieve success in all areas of life. Here are ten key lessons from the book:

    1. Strategic Planning and Goal Setting: Dedicate time to strategic planning and goal setting. Clearly define your objectives and create a roadmap to achieve them.

    2. Focus and Concentration: Avoid multitasking and instead focus on one task at a time. Concentrated effort leads to better results and increased productivity.

    3. Clarity of Purpose: Clearly define your purpose and align your activities with your long-term goals. This clarity will help you prioritize tasks and make better decisions.

    4. Effective Meetings: Make meetings purposeful and productive. Set clear agendas, invite only necessary participants, and ensure that meetings have a clear outcome or action plan.

    5. Time Blocking: Allocate specific blocks of time for different activities and tasks. This helps create structure and ensures that important tasks are given dedicated attention.

    6. Eliminate Time Wasters: Identify and eliminate activities that waste your time and distract you from your goals. This includes minimizing time spent on social media, excessive email checking, and other non-essential tasks.

    7. Delegate and Outsource: Learn to delegate tasks that can be handled by others, freeing up your time for more important responsibilities. Outsourcing certain tasks can also be beneficial in maximizing productivity.

    8. Continuous Learning: Invest time in continuous learning and personal development. Acquiring new knowledge and skills enhances your effectiveness and opens up new opportunities.

    9. Effective Decision Making: Develop the ability to make timely and effective decisions. Avoid analysis paralysis and learn to trust your instincts when necessary.

    10. Self-Care and Balance: Take care of your physical and mental well-being. Prioritize self-care activities such as exercise, proper nutrition, and sufficient rest to maintain high levels of energy and focus.

By implementing these lessons, you can gain control over your time, increase productivity, and achieve greater success in all aspects of your life. "Master Your Time, Master Your Life" provides practical strategies and insights to help you make the most of your time and achieve your goals.

Here are 7 powerful lessons from the book The Organized Mind: Thinking Straight in the Age of Information Overload by Daniel J. Levitin:

1. The brain is a pattern-matching machine. It is constantly looking for patterns in the information we encounter. This allows us to make sense of the world around us and to learn new things.

2. Attention is the key to focus and productivity. When we pay attention to something, we are more likely to remember it and to learn from it.

3. Multitasking is a myth. We can't actually focus on two things at the same time. Instead, we are rapidly switching between different tasks. This can lead to errors and decreased productivity.

4. Taking breaks is essential for focus and productivity. When we work for long periods of time without taking breaks, our attention and productivity decline.

5. The environment plays a role in our organization. A cluttered and disorganized environment can make it difficult to focus and to be productive.

6. Organization is a skill that can be learned and improved. There are a number of strategies that we can use to organize our thoughts, our work, and our lives.

7. Organization is important for our mental and emotional health. When we are organized, we are less likely to feel stressed and overwhelmed.

Organization is not about perfection. It is about finding a system that works for you and that helps you to achieve your goals.

By understanding and applying the lessons from The Organized Mind, you can improve your focus, productivity, and organization. This will help you to achieve your goals and to live a more fulfilling life.

FOR ALL TO KNOW

This land usually are being sold as YUTA DATA DATA.
So please before investing, check.
Before deciding, refer to a Licensed Real Estate Practitioner for a DUE DILIGENCE of all the papers.

Family & Parenting / How to Deal with Life Problems
October 31, 2023, 02:44:43 PM
5 WAYS TO KILL DIFFICULTIES IN YOUR LIFE

1. Accept the situation: Acknowledge the situation you are in and accept it. Denying or ignoring the problem won't make it go away. Acceptance helps you to remain calm and find a solution.

2. Focus on the solution: Instead of focusing on the problem, focus on finding a solution. If one solution doesn't work, try another until you find one that works.

3. Seek help: Don't be afraid to seek help. Talk to someone you trust, such as a friend, family member, or therapist. They can offer you support and advice.

4. Take care of yourself: Deal with stress by doing things you enjoy, such as exercising, meditating, or spending time in nature.

5. Learn from your experience: Every difficulty is an opportunity to learn. Reflect on what happened, what you learned, and how you can use this experience to become stronger and more resilient in the future.

Tagbilaran City - Bohol / Tagbilaran Old
October 31, 2023, 01:56:42 PM
From FB Post of Tagbilaran Tatler. PICTURES OF MY TAGBILARAN.  Decades ago when life was simpler, the main street of town used to be called Libertad Street. Both pictures are undated but a closer look at the pictures will you the exact year when they were taken.  Can you guess?  The picture on top shows one building that still stands today, Policarpo's.  The one behind it used to house the other department store in town then- VL Enterprises owned by the Lao's. Further to the back was the old Rainbow Hotel building with Villa Ondolana Light below. Of the picture below one sees the corner building where New Vision Commercial used to hold shop and where later the first Alturas store opened its doors to the public. Behind it is Desoy's and Cia Lim's.  Across the street is the old Farmacia Libertad.  Now you know why the same drugstore today is called by such a name.  Because I went to Bohol High School, I used to walk this street at least four times a day for four years so the buildings, the people, the sound and the charm of a growing city have remained as deep markings on my memory.

To make an Android app for listing of all local government units of the Philippines, you will need to follow these steps:

  • Download and install Android Studio, the official integrated development environment (IDE) for Android app development. You can get it from here.
  • Start a new project in Android Studio and choose a template for your app. For example, you can use the Basic Activity template to create a simple app with a navigation drawer and a toolbar.
  • Familiarize yourself with the files and folders in your project. You will mainly work with the following:

    • app/src/main/java folder: This is where you write your Java code for the app logic and functionality.
    • app/src/main/res folder: This is where you store your app resources, such as layouts, images, strings, colors, etc.
    • app/src/main/AndroidManifest.xml file: This is where you declare your app's essential information, such as its name, icon, permissions, activities, etc.
  • Design your app's user interface (UI) using XML files in the res/layout folder. You can use the Layout Editor tool in Android Studio to drag and drop UI elements, such as text views, buttons, lists, etc., onto the screen. You can also edit the XML code directly to customize the appearance and behavior of the UI elements.
  • Write your app's code using Java files in the java folder. You can use the Code Editor tool in Android Studio to write and edit your Java code. You will need to create classes for your app's activities, which are the screens that users see and interact with. You will also need to create adapters for your lists, which are the components that display data from a source (such as an array or a database) in a scrollable view.
  • Test your app using an emulator or a real device. You can use the Run tool in Android Studio to launch your app on an emulator, which is a virtual device that simulates an actual Android device on your computer. You can also use the Debug tool to inspect and troubleshoot your app's code and performance. Alternatively, you can connect a real Android device to your computer via USB and run your app on it.
  • Publish your app to the Google Play Store or other platforms. You will need to prepare your app for release by generating a signed APK file, which is a compressed file that contains your app's code and resources. You will also need to create a developer account on the Google Play Console or other platforms and upload your APK file along with other information, such as screenshots, descriptions, ratings, etc.
For more details and tutorials on how to make an Android app, you can check out these resources:

  • Build Your First Android App in Java: A codelab with step-by-step instructions to make a simple Hello World app.
  • Android Basics Course: A training course that teaches you the basics of creating apps with Jetpack Compose, Android's modern toolkit for developing user interfaces.
  • Developer Guides: A collection of guides that cover various topics on Android app development, such as app architecture, testing, debugging, etc

Inspiration & Hope / 7 Signs of a High Value Person
September 22, 2023, 10:02:26 AM
7 Signs of a High Value Person

1. You disagree with people without disrespecting them nor raising your voice.

2. You show up on time and committed to the task at hand. People know you for your punctuality.

3. You stop judging people for their looks. You stop judging people for speaking their minds. And you do not belong to nor entertain conversations that are about people.

4. Encouraging others to do better makes you become or feel better. You appreciate people for their efforts, not only for their results.

5. You stand up for people close to you even when they are not around. You talk well about people behind their backs.

6. Even if you can notice everything, you decide that you can still choose to not react to everything.

7. You stop getting bothered when people tell you that you cannot do something, because you understand that they say it due to their limitations and not yours.

Philippine Daily News / Missing Sabungero Case
September 20, 2023, 07:40:59 AM
PNP CAPTURES SIX WANTED SUSPECTS IN MISSING SABUNGERO CASE

In a significant high-profile investigation breakthrough, the Philippine National Police (PNP) through its Criminal Investigation and Detection Group (CIDG), arrested six suspects linked to the kidnapping and serious illegal detention of six cockfighting aficionados on Friday. These victims were reported missing on January 13, 2022, following an incident at the Manila Cockpit Arena.

The suspects, identified as Julie A. PATIDONGAN alias "Dondon", Mark Carlo E. ZABALA," Virgilio P. BAYOG, Roberto G. MATILLANO Jr., Johnry R. CONSOLACION, and Gleer CODILLA, were arrested in Paranaque City on September 15, 2023, around 1:45 PM. They were taken into custody by virtue of a warrant of arrest issued by RTC, Branch 40 Manila, with no bail recommended.

Furthermore, two companions of suspect Patidongan, namely, Melchor NERI y Dagsan and Victorino JOCOSOL y Eneran, were also arrested for obstruction of justice.

This case came to public attention on January 14, 2022, when the families of the victims personally lodged a complaint against the security personnel of Manila Cockpit Arena, alleging their involvement in the kidnapping of James Baccay, Marlon Baccay, Rondel Cristorum, Mark Joseph Velasco, John Claude Venson Inonog, and Rowel Gomez.

Acting on this information, the CIDG created the Special Investigation Task Group (SITG) "Sabungero" on January 24, 2022, to focus on the reported missing sabungeros. Their ongoing investigation has revealed at least thirty-four (34) missing individuals as of the latest update.

According to CIDG Director P/Brig. Gen. Albert Ferro, the suspects are members of a notorious kidnapping syndicate that targets wealthy sabungeros and online sabong agents. He said that the suspects would lure their victims into a trap by offering them lucrative deals or inviting them to exclusive cockfights. Once they have gained their trust, they would abduct them and demand ransom from their families.

Ferro added that the suspects are also involved in other criminal activities such as illegal gambling, robbery-holdup, car theft, and gun-for-hire. He said that they have recovered several firearms, ammunition, vehicles, and cash from the suspects' possession.

On March 18, 2022, six (6) counts of kidnapping and serious illegal detention under Article 267 of the Revised Penal Code were filed against the six suspects before the Department of Justice (DOJ).

In a separate case, the CIDG also filed charges related to the kidnapping and serious illegal detention of the missing master agent of online sabong, Ricardo Lasco, who was reportedly abducted on August 30, 2021, in San Pablo, Laguna.

PNP Chief P/Gen Benjamin Acorda Jr., commended the CIDG for their relentless efforts, stating: "I would like to commend the CIDG for their unrelenting efforts that led to the arrest of the six suspects. We hope that their arrest will give assurance to the families that the PNP has not reneged on their commitment to pursue this case until justice is served."

He also appealed to the public to be vigilant and report any suspicious activities or persons related to this case. He said that anyone who has information can contact the CIDG hotline at [phone number] or visit their website at [website].

Former President Gloria Macapagal Arroyo speaks at the GOLKAR INSTITUTE LECTURE SERIES.

Resilience in Rice: More than just big harvests

By Gloria Macapagal Arroyo
Deputy Speaker, House of Representatives, Philippines
President of the Philippines, 2001-2010

Thank you, Chairman Airlangga. Minister Probowo,, friends in the Golkar Party, thank you for your overwhelming hospitality. And congratulations to Golkar for establishing the Golkar Institute School. I understand it's the first formal training ground for future leaders of government in Indonesia to be set up by a political party. How admirable. There is no better way to sustain the development of one's country than to train young people with potential in the rudiments of politics, economics and transformative leadership. So, to the younger generation of the Golkar Party who will be the next-generation leaders of Indonesia, I greet you a resounding MABUHAY! as they say in the Philippines. Thank you, Chairman, for inviting me to share my thoughts with the party again. I've spoken at the Golkar Institute twice before, by video, once on resilience in the midst of the pandemic, and another time on resilience in the context of the South China Sea issue. This time we meet in person, at a time when the campaign for the Indonesian presidential elections goes into full swing. It's relevant during this election time to discuss something of great significance to voters all over our region:  resilience on the issue of rice supply and prices.
The policies and programs to address this issue do not need to be reinvented. The decisive factor will be implementation, meaning, executive management. The current global anxiety over rice prices and supplies reminds me of the situation faced by rice-staple nations like Indonesia and the Philippines a decade and a half ago in 2007 and 2008, when rice prices tripled in a few months. Today I will describe some of the major initiatives the Philippines took at that time.

But first, let me begin by quoting an article on current events by Suparna Sharma in Aljazeera last August 16. The article recalls that on July 20, 2023, after Russia pulled out of the Black Sea initiative which would have allowed grain from Ukraine to reach world markets, India imposed a ban on the export of non-basmati white rice. The move followed a ban on the export of broken rice starting September last year. India's reasons were domestic — rising food prices, high inflation and fear of rice shortage due to El Niño as the country headed into a festive season and elections.  India's demand for food tends to rise as they approach the wedding and festival season, which starts from September. And in November, Madhya Pradesh and Chhattisgarh legislative assembly elections are expected to take place and in December, elections for the Rajasthan and Telangana legislative assemblies.

But although India's reasons for the bans were domestic, their impact has been global. India is the world's largest exporter of rice and accounted for nearly 40% of global rice trade in 2022. The global concern over India's ban was reflected in the International Monetary Fund's warning of rice inflation.
Similarly, one of India's biggest rice exporters was quoted as saying, "Earlier rice was trading for $550 per metric tonne, now prices are hovering around $650. India continues to export parboiled and basmati rice, but global rice prices have increased by 15-25% since the ban."  Worst hit are poor countries in Asia like Bangladesh and Nepal and those in African countries like Benin, Senegal, Togo and Mali. Agriculture in the Philippines and, I understand Indonesia, — but you would know better than me — is being hit by climate changed conditions.

Rice from Asia accounts for 90% of the global production.
Thailand, the world's second largest exporter after India, has rushed to shore up supplies. Rice prices in Vietnam, the third largest exporter, are reportedly the highest they have been in 15 years. Exports from Vietnam are skyrocketing to meet demand across the region. Some 90% of the Philippines' rice imports in 2022 came from Vietnam. Naturally, prices in Philippine public marketplaces have been going up. Last August 31st, the Philippines imposed caps on rice prices.

The price ceiling mandated a maximum of 72 cents per kilo for regular milled rice and 79 cents for well-milled rice. Now, back to 2007 and 2008:
It seems that in July 2007 Vietnam restricted rice exports due to data that the volume of rice it contracted to export had equaled the total export plan of the whole year. India joined the ban in October 2007, and Vietnam banned exports in February 2008, leading to a global rice crisis. Fuel and grain prices skyrocketed then, with energy costs fueling edibles. Rice exported at over $1,000 a tonne in April 2008. Market frenzy over corn being used for ethanol escalated rice, wheat and corn rates. US corn reached $720 a bushel in June 2008, tracking wheat at $1,000+ in February that year. West Texas crude peaked at $140 a barrel in July 2008. With the global grain price surge, Philippine prices also rose, even though our rice harvest was the highest in the decade. Our rice harvest had been boosted by hybrid varieties developed with my government's funding. But as usual, the global price surge led to speculative hoarding.

To bring down prices and stabilize supplies, Agriculture Secretary Arthur Yap, a former Economics student of mine, imported rice, partly through government-to-government contracts by the National Food Authority or NFA. The Philippines bought close to 65% of its rice needs early, at a low early price.  Later in the buying season, the only countries capable of supplying reasonable quantities of rice were Thailand and Vietnam. The Philippines had a good relationship with both countries. Invoking old trading ties and the promise of future business, we secured the balance of our needs from Vietnam still at a good price. The Philippines eventually procured a record 2.3 million tons, and the NFA released affordable rice to the market. We kept the price of rice stable at 49 cents a kilo and non-NFA rice not much higher. Secretary Yap recounted that several traders asked him to delay releasing NFA rice until they could dispose of their stocks. He refused. Yap flooded stores, leaving hoarders with big losses. So, what experience can we share from 2008 and other rice crises? One obvious resilience experience is that the government in 2008 had ample market clout to defeat and deter speculators. Speculators will always seek to treble profits by holding on to stocks, which escalates prices and future gains. But we maintained market clout, especially in areas likely to suffer shortages, like typhoon-prone regions and urban areas far from farms. The government kept ample stocks all the time, rather than rushing to import when prices shot up. There will also be both recurring as well as unexpected developments driving up prices, like weather patterns and market swings. Weather patterns affect harvests; they can change, and extreme events cause temporary shortages. And expect occasional global and local market swings like the rise in world corn prices due to ethanol production.

Challenges in market power lead to speculative trading, especially in basic commodities which consumers have to buy, whatever the price.  For example, back in 2017 the NFA used almost $40 million to pay down its debt rather than procuring rice. That and the limited harvests in the first half of the year led to speculative hoarding and profiteering. Some observers even wondered if traders had colluded with NFA insiders to deplete the agency's stocks. More recently, last April, an Agriculture official reported that the NFA inventory was down to two days of national consumption, although nationwide stocks, including those in households, traders, and warehouses, were still enough for 39 days. And domestic harvests in the first quarter were up 6 percent over a year ago. But local rice prices have already surged, and the Department of Agriculture said it was investigating hoarding and price manipulation after rice hit 99 cents a kilo in the mountain city of Baguio, up from the usual 71 cents. The agriculture official said, "If rice prices right now are 56 pesos a kilo (parenthetically, that's 99 cents), that's not right. We will import if needed." Now, the Philippines is lining up imports from Vietnam and India through government-to-government contracts, which India allows. To have sufficient rice reserves in the event of supply and market disruptions, it is important to boost domestic production. Depending too much on imports exposes countries and consumers to the vagaries of the highly volatile global rice trade.

To quote a 2014 article by the New York Academy of Sciences: "The international rice market is regarded as 'thin' and 'volatile,' and some of the reasons for this are": (1) global rice trade accounts for only 7% of total production; (2) rice is mostly eaten in the same country where it is produced;  (3) many Asian countries have strict policies and restrictions on rice imports and exports;  and (4) the rice trade is highly segmented by rice variety, degree of processing  and the degree of milling.
With just 7 percent of global production, rice exports are prey to all manner of disruption in a host of nations. So, we must have our own production and agricultural modernization.

Early in my administration, I met several times with agriculture agencies,
including the Land Bank of the Philippines, to implement the Agriculture and Fisheries Modernization Act of 1997, which allocated some $450 million a year to modernize the farming and fishing sectors.
The biggest component of agricultural modernization of a country like the Philippines which has no great river system is irrigation.
I realigned budget outlays and also mobilized Land Bank credit to channel more than the $450 million stipulated for irrigation and other components of agricultural modernization. This not only boosted food production, but also helped reduce poverty by two percentage points or an estimated 2 million Filipinos between years 2000 and 2003. It also helped that I released the local governments' share in national taxes, which had been held up in previous years. Farmers in the rice supply chain pictured on the screen from the article of the New York Academy, can boost or hamper output. Hence, our second resilience strategy in 2008 was enhancing the supply chain and addressing its limitations and failings,  especially those that caused major market distortions.  Among the many ways to do so, let me cite two that we undertook in my administration. One way to enhance the supply chain was to facilitate needed farming inputs like seedlings and fertilizer, grain dryers, Farm-to-market roads, and other post-harvest facilities. These inputs and facilities cut costs and spurred production, especially among farmers who had not bothered producing rice because there was no road to bring it to market.

Speaking of transport,
A second key supply chain enhancement was what I called the Strong Republic Nautical Highway; an inter-island network of roll-on-roll-off ports connected by quality roads connecting major islands in our archipelago. This not only lowered the cost of passenger and cargo transport by 30 to 40 percent, but also made possible much new inter-island trade. One rice producer and trader on Mindoro Island, south of our Calabarzon industrial region, had previously shipped her grain through Manila for clients in its neighboring island of Panay. But with the Nautical Highway, she trucked the rice directly to Panay. That enabled her not only to earn more, but also to reduce what she charged her buyers. And this win-win result was replicated all over the country.

In the current administration of President Ferdinand Marcos Jr.,
his recent policy, which we in Congress empowered by law, of writing off unpaid agrarian reform loans and giving land titles to land reform beneficiaries is envisioned to further boost funding and output for many thousands of ricelands. Now, farmers can use their land to get farming credit, greatly enhancing their productivity.
A third and widely acknowledged instrument for rice resiliency
is science and technology, especially for two key strategic thrusts: the just-mentioned supply chain enhancement, including the production of the rice itself, and risk management.

An oft-quoted fact is that while world population grew 90 percent between 1966, when the first Green Revolution began, and 2000, paddy rice output surged 130 percent. I have also mentioned our 2008 harvest increase helped by hybrid rice cultivation. Its proponent SL Agritech worked with

Yuan Longping, China's Father of Hybrid Rice. And SL Agritech has also brought its seedlings to Indonesia.
The Philippines has of course been at the forefront of farming technology with the International Rice Research Institute or IRRI south of Manila.
IRRI opened in 1962 when my father, the late Diosdado Macapagal, was president of the Philippines.

As we seek out rice-related technologies, one area not to miss is sustainability. Water usage is especially crucial. We may be needing rice varieties that thrive in coastal and flood-prone areas. This is especially crucial to archipelagic nations like yours and mine, with many thousands of islands facing farmland loss due to rising oceans.
On risk reduction, existing and upcoming risk monitoring, assessment and management systems are good to explore and implement, including those utilizing artificial intelligence to better analyze and act on increasing mountains of data.

A 2012 Asian Development Bank paper also suggests: "ASEAN can play a major catalytic role in developing the commodities exchange as a viable option for addressing price risk and price volatility in rice. It could work toward removing the uncertainties and adverse impact of unilateral trade policy restrictions. Furthermore, it can initiate steps toward rice standardization and the development of a regional rice index."
It is auspicious that the 2023 ASEAN summit has just taken place in Jakarta. There President Marcos called for ASEAN and its partners in East Asia to strengthen regional food security mechanisms.

Whether an ASEAN commodity system is set up, the ASEAN Integrated Food Security Framework and Strategic Plan of Action on Food Security in the ASEAN Region, established after the 2007-2008 global grains crisis,
provided a mechanism for working together in enhancing rice resiliency in the region.Which brings us to a further resilience strategy:
International cooperation and risk management can help mitigate rice problems.

As the ASEAN logo shows, ten rice stalks bound together are far stronger and unbreakable than separate nations. Our ten nations in ASEAN should certainly maximize our collective mechanisms for food security and resilience.

I will end now with one overarching experience.  This applies whatever the crisis, be it a pandemic, a food crisis, or even a potentially military one. For any government to be able to respond, it has to have the fiscal means to do so. Indispensable in responding to the vagaries of volatile food supplies and prices, the government must have ample fiscal space and resources to quickly mobilize supplies and address scarcity and surges. In my time as president and an economist, that is what I enabled the Philippines to do – to restore our fiscal stability, even at the political sacrifice of increasing taxes.  That gave us the underpinning for resilience during our 2008 rice crisis and during the 2008 global recession. Earlier I mentioned my father, the late President Macapagal. He was the first Filipino leader who dared be close friends with Indonesia during the Cold War when Indonesia was ostracized by the west for choosing to be non-aligned. I end my talk today with something my father often said, "Logic can mislead us, but experience, never." Today I have spoken to you not so much from logic nor wisdom, but from experience. I hope my story helps you, the future of Indonesia.

Mabuhay!

Climate change is not only an environmental problem, but also a human rights crisis. It affects the fundamental rights of millions of people around the world, especially those who are already vulnerable and marginalized. In this essay, I will discuss how climate change violates human rights, why human rights law is relevant for addressing climate change, and what actions are needed to protect human rights in the face of climate change.

First, climate change violates human rights by causing or exacerbating various harms, such as extreme weather events, sea level rise, droughts, floods, heat waves, food insecurity, water scarcity, displacement, conflict, and disease. These harms threaten the rights to life, health, food, water, housing, self-determination, culture, and development of individuals and communities. For example, climate change has been linked to the loss of lives and livelihoods of farmers in Africa¹, the displacement of islanders in the Pacific², the destruction of homes and infrastructure in the Caribbean³, and the erosion of cultural identity and practices of indigenous peoples in the Arctic. Moreover, climate change disproportionately affects those who are already disadvantaged by poverty, discrimination, gender inequality, and other forms of injustice. These groups often have less access to resources, information, participation, and justice to cope with and adapt to climate change. Therefore, climate change exacerbates existing inequalities and undermines human dignity.

Second, human rights law is relevant for addressing climate change because it provides a normative framework and a legal obligation for States and other actors to respect, protect, and fulfill human rights for all people. According to the UN Human Rights Office, human rights law requires States to take immediate and effective action to mitigate greenhouse gas emissions and to ensure that all people have the necessary means to adapt to climate change. Furthermore, human rights law requires States to ensure that their climate actions are consistent with their human rights obligations and that they do not cause or contribute to human rights violations. This means that States must adopt a human rights-based approach to climate change that ensures meaningful participation, transparency, accountability, non-discrimination, empowerment, and international cooperation.

Third, protecting human rights in the face of climate change requires urgent and ambitious actions from all stakeholders at all levels. Some of the actions that are needed include:

- Implementing the Paris Agreement on climate change in a way that respects and promotes human rights.
- Increasing the ambition and effectiveness of national and international commitments on emission reduction and adaptation.
- Providing adequate financial and technical support to developing countries and vulnerable communities to address climate change.
- Enhancing the resilience and adaptive capacity of people and ecosystems to cope with climate impacts.
- Promoting low-carbon and sustainable development that benefits people and the planet.
- Strengthening the accountability and remedy mechanisms for victims of climate-related human rights violations.
- Raising awareness and education on the links between human rights and climate change.
- Fostering solidarity and cooperation among States and other actors to address the common challenges posed by climate change.

In conclusion, climate change is a human rights issue that demands immediate and effective action from all actors. By applying a human rights lens to climate change, we can better understand the causes and consequences of this global problem, as well as the solutions and responsibilities that we have to address it. By protecting human rights in the face of climate change, we can also advance our common goals of justice, peace, and sustainable development.

Workplace & Productivity / Advice to All Employees
September 16, 2023, 06:41:44 AM
ADVICE TO ALL EMPLOYEES
By Lombe mpabalwani

1. Build a home earlier. Be it rural home or urban home. Building a house at 50 is not an achievement. Let all your family have good time in your house, build more memories in your home.

2. Go home. Don't stick at work all the year.  You are not the pillar of your department.  If you drop dead today, you will be replaced immediately and operations will continue.  Make your family a priority.

3. Don't chase promotions.  Master your skills and be excellent at what you do. If they want to promote you, that's fine if they don't,  stay positive to your personal.
development.

4. Avoid office or work gossip. Avoid things that tarnish your name or reputation. Don't join the bandwagon that backbites  your bosses and colleagues. Stay away from negative gatherings that have only people as their agenda.

5. Don't ever compete with your bosses.  You will burn your fingers.  Don't compete with your colleagues, you will fry your brain.

6. Ensure you have a side business.  Your salary will not sustain your needs in the long run.

7. Save some money. Let it be deducted automatically from your payslip.

8. Borrow a loan to invest in a business or to change a situation not to buy luxury. Buy luxury from your profit.

9. Keep your life, marriage and family private. Let them stay away from your work. This is very important.

10. Be loyal to yourself  and believe in your work. Hanging around your boss will alienate you from your colleagues and  your boss may finally dump you when he leaves.

11. Retire early.  The best way to plan for your exit was when you received the employment letter. The other best time is today.  By 40 to 50 be out.

12. Join work welfare and be an active member always. It will help you a lot when  any eventuality occurs.

13.Take leave days utilize them by developing your future home or projects..usually what you do during your leave days is a reflection of how you'll live after retirement..If it means you spend it all holding a remote control watching series on Zee world, expect nothing different after retirement.

14. Start a project whilst still serving or working. Let your project run whilst at work and if it doesn't do well, start another one till it's running viably. When your project is viably running then retire to manage your business. Most people or pensioners fail in life because they retire to start a project instead of retiring to run a project.

15. Pension money is not for starting a project or buy a stand or build a house but it's money for your upkeep or to maintain yourself in good health. Pension money is not for paying school fees or marrying a young wife but to look after yourself.

16. Always remember, when you retire never be a case study for living a miserable life after retirement but be a role model for colleagues to think of retiring too.

17. Don't retire just because you are finished or you are now a burden to the company and just wait for your day to die. Retire young or whilst energetic to enjoy waking up for a cup of coffee, enjoy the sun, receive money from your business, visit nice place that you missed and spend good time with family. Those who retire late, spend about 95% of their time at work than with their family and that's why they see it difficult to spend time with their family when they retire but end looking for another job till they die. If they don't get another job, they die early.

18. Retire at your house than at government accommodation so that when you retire you can easily fit into the society that raised you. It's not easy to adjust to live in a location after spending more years at company house or at government house.

19. Never let your employment benefits make you forget about your retirement. Employment benefits are just meant to make you relax, get finished whilst time is moving. Remember when you retire no one will call you boss if you don't have a viable business.

20. Don't hate to retire because one day you will retire either voluntarily or involuntarily.

Hope this will help you look at life positively.

However, this right is not absolute and is subject to certain limitations.

Some of the limitations are:

- The employee must uphold public interest over personal interest and avoid any conflict of interest or appearance of impropriety in the performance of their duties.

- The employee must respect the rights and reputation of others and refrain from making false or malicious statements that may harm or discredit them.

- The employee must observe proper decorum and courtesy in their communication and avoid using vulgar, obscene, abusive, or disrespectful language.

- The employee must not disclose or misuse any confidential or classified information obtained by reason of their office or position.

- The employee must not engage in any partisan political activity or propaganda, except during the authorized campaign period.

- The employee must comply with the rules and regulations governing the use of government property, resources, and facilities, including social media platforms.

These limitations are intended to promote a high standard of ethics in public service and to protect the integrity, dignity, and reputation of the government and its officials and employees. Showbiz & Celebrity / End Scene of Atlantic City Movie
September 09, 2023, 05:39:34 PM
The ending of Atlantic City movie is a bittersweet one, as the main characters have to face the consequences of their actions and choices. Here is a brief summary of what happens in the final scenes:

- Lou and Sally escape from the hitmen who are after them for the cocaine that Dave stole from them. They drive to the airport, where Sally plans to take a flight to Paris and fulfill her dream of becoming a croupier in Monte Carlo. Lou gives her some money and a gun for protection, and tells her he loves her. Sally kisses him goodbye and boards the plane.
- Lou returns to his apartment, where he finds Grace dead on the floor. He calls the police and tells them what happened, but he also lies that he killed Dave and the hitmen in self-defense, taking credit for their deaths. He hopes to gain some respect and recognition as a former mobster, even though he knows he will be arrested for his involvement in the drug deal.
- The movie ends with a shot of Lou being taken away by the police, while he looks at the new casinos being built on the Boardwalk. He smiles, as if he is satisfied with his life and his legacy.

The ending of Atlantic City movie is open to interpretation, but it seems to suggest that Lou and Sally have both achieved their dreams in some way, even though they have also lost something in the process. Lou has finally become a hero in his own eyes, while Sally has escaped from her past and started a new adventure. However, they have also sacrificed their relationship and their innocence, and they may never see each other again. The movie also shows the contrast between the old and the new Atlantic City, as the old buildings are demolished and replaced by modern ones. The movie implies that this change is inevitable, but also nostalgic for the past¹².

Science and Research / Pyramids of Egypt
September 04, 2023, 09:46:45 AM
The pyramids of Egypt are among the most amazing structures ever built by humans. They have fascinated people for thousands of years, and many mysteries remain about how they were constructed. There are different theories and evidence that suggest various methods and techniques that the ancient Egyptians used to build these monumental tombs.

One of the most common questions is how the huge stone blocks were transported and lifted into place. Some researchers believe that the blocks were moved on wooden sledges across the desert sand, which was wetted to reduce friction and make it easier to slide¹. Others suggest that the blocks were floated on boats along the Nile river and canals, and then dragged up ramps to the pyramid site³.

Another question is how the Egyptians were able to design and align the pyramids with such precision and accuracy. Some scholars propose that they used simple tools such as ropes, plumb bobs, and sighting instruments to measure angles and distances³. Others argue that they had more advanced knowledge of mathematics, astronomy, and geometry, and that they used complex calculations and star observations to plan and orient the pyramids².

A recent discovery at a quarry in Egypt's eastern desert may shed some light on how the Egyptians were able to lift the blocks to such great heights. Archaeologists found a steep ramp with staircases on both sides, and holes that could have held wooden posts for a rope-and-pulley system². This system could have been used to haul the blocks up the ramp with less effort and manpower than previously thought. The ramp dates back to about 4,500 years ago, which is before the construction of the Great Pyramid of Giza².

These are some of the possible answers to how the pyramids were built, but there may be more secrets and surprises waiting to be uncovered by future research. The pyramids are a testament to the ingenuity and skill of the ancient Egyptians, who created some of the most impressive and enduring monuments in human history.

Philippine Business News / Salary at ADB Manila
September 04, 2023, 03:40:39 AM
The salary at the Asian Development Bank (ADB) in Manila depends on several factors, such as the level of experience, the grade of the position, and the performance appraisal. The ADB has a compensation policy that aims to provide competitive market-based salaries and reward individual performance¹. The ADB also reviews and adjusts the salary structure annually based on local market movement².

The ADB has different salary scales for different regions and offices. For the headquarters in Manila, the salary scales are available on their website³. However, these scales are only indicative and do not reflect the actual salary of a specific position. The actual salary of a staff member at the ADB in Manila may vary depending on the individual circumstances and qualifications of the staff member.

The ADB headquarters salary structure has two categories: national staff (NS) and administrative staff (AS). The NS category includes professional and technical staff who are recruited locally and have Philippine nationality. The AS category includes general services and support staff who are recruited locally and may have any nationality. Each category has different levels and generic titles, ranging from AS1 to AS9 for administrative staff and NS1 to NS9 for national staff. Each level has a minimum, midpoint, and maximum annual base salary in Philippine pesos (PHP).

For example, an associate analyst, associate coordinator, associate administrator, or executive assistant at level AS7 would have a minimum annual base salary of PHP 1,014,000 and a maximum annual base salary of PHP 2,028,000 as of January 1, 2023³. A senior economist, senior financial analyst, senior social development officer, or senior counsel at level NS7 would have a minimum annual base salary of PHP 2,520,000 and a maximum annual base salary of PHP 5,040,000 as of January 1, 2023³.

However, this is only an approximation and does not account for other factors that may affect the salary of a staff member at the ADB in Manila, such as taxes, benefits, allowances, exchange rates, and market conditions. Therefore, it is advisable to consult with the ADB directly or with other staff members who work there to get a more accurate and updated information on their salary structure and compensation package.

Philippine Business News / World Bank Manila Salary
September 04, 2023, 03:38:32 AM
According to the web search results, the salary of a specialist at the World Bank Group in Manila depends on several factors, such as the level of experience, the grade of the position, and the performance appraisal. The World Bank Group has a compensation policy that aims to provide competitive market-based salaries and reward individual performance¹. The World Bank Group also reviews and adjusts the salary structure annually based on local market movement².

The World Bank Group has different salary scales for different regions and offices. For the East Asia and Pacific region, which includes Manila, the salary scales are available on their website². However, these scales are only indicative and do not reflect the actual salary of a specific position. The actual salary of a specialist at the World Bank Group in Manila may vary depending on the individual circumstances and qualifications of the staff member.

One possible way to estimate the salary of a specialist at the World Bank Group in Manila is to use the HQ salary scales as a reference point³. The HQ salary scales are based on Washington D.C., where the World Bank Group headquarters are located. The HQ salary scales show the minimum and maximum annual base salary for each grade level, from GA to GK. The specialist positions at the World Bank Group typically fall under grades GF to GH, depending on the seniority and complexity of the role¹.

For example, a specialist at grade GF in Washington D.C. would have a minimum annual base salary of $87,200 and a maximum annual base salary of $174,400 as of July 1, 2023³. To adjust this range for Manila, one could use a cost of living index or a purchasing power parity index to compare the relative prices and incomes between the two cities. According to one source⁴, the cost of living index for Manila is 38.77, while the cost of living index for Washington D.C. is 100. This means that Manila is about 61.23% cheaper than Washington D.C. on average. Therefore, a possible range for the annual base salary of a specialist at grade GF in Manila could be $33,800 to $67,600 (87,200 x 0.3877 to 174,400 x 0.3877).

However, this is only an approximation and does not account for other factors that may affect the salary of a specialist at the World Bank Group in Manila, such as taxes, benefits, allowances, exchange rates, and market conditions. Therefore, it is advisable to consult with the World Bank Group directly or with other specialists who work there to get a more accurate and updated information on their salary structure and compensation package.

Facts and Trivia / Facts About Otzi
August 29, 2023, 12:38:26 PM
OTZI THE ICEMAN - SOME FACTS YOU MAY NOT KNOW:
1)  It took ten years to figure out how he died. The 5300-year-old remains of Otzi were discovered by two hikers in northernmost Italy in 1991, as he melted out of a glacier. First thought to have died from exposure, Otzi was found in 2001 to have an arrowhead in his shoulder that had cut a key artery.
2)  He was a wreck - he had severe arthritis, ulcers, whipworms, gallstones, blackened lungs, atherosclerosis and rotten teeth. He had a frost-bitten toe, broken ribs, and genetic markers indicating the world's earliest known case of Lyme disease.
3)  He was in shape - pollen studies indicate that, even though in his mid-40's and suffering from multiple ailments, he'd climbed from high elevation to low, then back again, perhaps as much as 8500' each way, all within 33 hours (Dickson et al. 2019).
4)  Recent genetic work by Wang et al. (2023) indicates more than 90% of Otzi's ancestry came from Anatolian farmers, and he had dark eyes and skin. Rather than a forehead, Otzi had a five head (i.e., genes for male pattern baldness). These genetic indicators match up with what's seen from the mummified body.
5)  Otzi had a relatively high level of Neanderthal genes - some reports saying more than 5% compared to a ~2% average for Europeans today.
6)  Otzi may have been a part-time coppersmith. His possessions included one of the oldest-known copper axes, and analyses of his hair indicate that it was heavily contaminated with copper and arsenic, a pollutant associated with copper smelting (Brothwell, 1995).
7)  Lead isotope and trace element studies indicate the copper in Otzi's ax came from ores in central Italy's Southern Tuscany region more than 300 miles away. The flint used for his arrowheads came from about 100 miles to the south. This suggests an extensive trade network.
7)  Otzi had traces of cannabis on his tools, clothing and in his digestive system. The traces probably stem from its use for pain relief and/or from working with hemp fibers for rope or clothing (Wacker et al. 2019).
It's amazing what all we've learned from the wonderful discovery of Otzi!
