Thanks Macky for sharing these precious memories of your life.

I belong to Batch 1996 of Holy Infant Academy, the same institution where Jun Ayag graduated as Valedictorian. We had a grand alumni home coming last year but I missed to attend that due to school commitment.

In 1983 I was still 3 years old at that time. :)

Lately I've been monitoring statistics of other forum sites in the Philippines. I particularly check on the number of visitors and users recorded on a particular date and I compare these statistics with Tubag Bohol's. Fortunately or luckily, we continue to rank No. 1 in the Philippines in terms of the number of users and visitors in a given day.

January 1, 2008 promised a good year for us as we had 1,141 visitors and users of Tubag Bohol. For a baby website such as Tubag Bohol, I guess this is already a remarkable figure. I think we had gone far from where we had started. But this is just the beginning.

I am completely aware that it's difficult to compare Tubag Bohol with other forum sites in the Philippines considering that these websites have been in existent for several years and they already have thousands of members registered.

But being a baby forum site has never been a hindrance to our phenomenal achievement. Our Google Page Rank is now 3/10. The highest is 10 (only Google has a 10/10 Page Rank while Yahoo is 9/10), but getting Page Rank 1 already requires a lot of hard labor (in the webmaster's and SEO's point of view).

We'll continue to do what we've started: Spread knowledge. Share information. Celebrate life and friendship.

Tabaco is repeated many times here on tubag bohol, i can see why it rates #1. I or my son jon have not done all the suggestions from google on our website to optimize our ratings on all the search engines so you may surpass us if we keep talking about him here.  :)

Kuya Joey,

As of today's ranking, Tubag Bohol ranks No. 1 if you search on the name Natalio Tabaco or Natalio D. Tabaco.

Idol si Kap!
Written by Sigbin II (Paul Vistal)
as published by the Bohol Chronicle Lifestyle Section

If some twenty years ago you were to approach Lucio Tagaro Sr., “Tay Lucio” to most people, although these days he prefers to be called “Lucieboy”, and tell him that he would be serving as his barangay’s barangay captain for twenty, uninterrupted years, he would probably tell you, “Aguyyy, Ginoo!  Pasayloa ’ning makakasala.” as he is wont to do these days with every strained movement of his arthritis and thereby he’d run the risk of taking the Lord’s name in vain.

At 56 in 1987, he was already a long-time government employee, having served at a regional director’s office in the Ministry of Agrarian Reform and, at the time that he was made to sit as OIC Barangay Captain of Adlawan, Valencia, at the permits and licenses division of the Municipal Treasurer’s Office.  But he had never been an elected official.

A year after the EDSA Revolution, the municipal officials of Valencia chose Tay Lucio to replace the OIC barangay captain of Adlawan, who had been, shall we say, deposed.  It was not altogether a voluntary assumption of office.  That time, there was no honorarium for serving as barangay captain.  Of course, there were perks to the office, but for the main part, if you served at all, it had to be from the heart.

How could he have held the office for twenty years, you ask. Wouldn’t that violate some provision in some law somewhere setting the term limits of our government officials?  The answer?  Well, you can chalk it up to the laws concerning our barangay elections and the various postponements barangay elections have had in the Philippines.  That and the trust that a people can have for their leader in choosing him time and time again.

For his first electoral term and his third and subsequent terms as punong barangay, he was unopposed.  Fighting for his second term in the only election where he had an opponent, he won by 54 votes in a barangay with about 300 voters.

In the passing years, he had worked for and accomplished the concreting of a circumferential barangay road, the construction of nine water reservoirs, a day care center, a health center, a basketball court, a multi-purpose center, and a barangay hall, and the establishment of a waterworks system.

Of course, he did not accomplish all this by himself, but he has been recognized for these achievements.  Twice, he was invited to come to Manila to be honored as one of the country’s Outstanding Barangay Captains.  Twice he declined.  The reason?  He says it is because he doesn’t feel comfortable spending the people’s money on trips.  He adds that he isn’t comfortable with his Tagalog either.

Was he always this committed to his constituents?  His wife, Tarsila “Nang Inday” Tagaro, says he could not be trusted with their store, back in the days when they had a store.  He’d end up giving away all their goods to those who’d come to him with their problems, she explains.  His barangay kagawads note that he’d even contribute his own money to help complete projects of the barangay.

Last December 1, Tay Lucio spent his 77th birthday as his first day as a citizen after so many years of being a public servant and of giving to the people.  What are his plans for the future?  I can’t tell you that.  Only Lucieboy knows.

Mitaliwan Si Saturn Sa Among Mga Bukton
sinulat ni Michael Ligalig

(to saturn: six years after your death i am still haunted by the memory of your last moment on earth, so i write this poem for you.)

Daw gihiwa sa kutsilyo ang among kasing-kasing
inig kadungog namo sa imong pagping-it sa kasakit.
Bisan unsa nalang lamiang pagkaon among gibayang,

apan unsaon man, dili mo kami hisabtan.
kay lagi walay kaon, wala kay ganang mokaon.
Amo kang gipugos ug panga-nga, gibangilan
namo ug kahoy imong baba aron dili mi mapaakan.
o bisan unsa man nga nakabara ug nakasangit
sa imong tilaok o kaha sa punoan sa imong dila.
Unya, nadungog namo ang nagkahanap mong siyagit;
nabatyagan namo ang pagpamoypoy sa imong kusog;
Wa mi kasabot sa among gibati nga kaguol ug pagbangutan.

tungod sa pag-ihaw niadtong way alamag nga manok -

Lalim ba mahimong manok? Dili. Padak-on, unya ihawon.

kadtong nasamaran, nagdugo maaghop mong kasing-kasing.

In the middle of the night last night I woke up sobbing because I had a dream about my father. I was dreaming that I was crying because I was looking for him. Then for the rest of the hour, I was crying on my bed with my head buried on the pillow. The tears in my dreams became real when I was already awake.

There is a longingness deep within my soul that only God can fathom.

PIA - Bohol

Out-migrating Boholanos may still ride on the surge of promising employment abroad, but are now banned from entering any job contracts especially in currently strife-torn countries of Nigeria, Iraq, Afghanistan and Lebanon.

This as the government spreads its mantle of protection to the modern-day heroes while making sure that they do not unnecessarily expose themselves to danger.

While exposure to undue risk in foreign lands and straining against homesickness just to be able send hard-earned cash to folks at home has become an occupational hazard for Overseas Filipino Workers (OFW) the prospects of employment abroad has become too tempting to refuse.

The occupational hazard however escalates in the four countries still torn by strife.

As the Department of Labor and Employment (DOLE) issues a fairly bright prospect for local workers seeking employment abroad this year, the Philippines is also poised to completely ban deployment of overseas Filipino workers (OFWs) to these named countries.

Labor Secretary Arturo Brion has reiterated that the DOLE has issued the policy noting that despite an earlier ban it issued, the lure of high pay has always sluiced local workers through the backdoors aided by illegal recruiters.

Secretary Brion pressed that the government has enforced the OFW ban in Iraq since 2004, Lebanon in July of last year and Nigeria and Afghanistan last December.

“This is the first measure of protection that we can have for now because our workers are really at risk when they go to these places,” Brion said.

Even then, Brion said undocumented OFWs who are already in these countries and need assistance may seek the help of Philippine consulates and embassies in these areas as immediately as possible.

Such is so that the government can immediately seek measures to safeguard its citizens in foreign lands.

Meanwhile, as to the unsolved problem of illegal recruiters victimizing local workers, Brion said the DOLE is now coordinating with Vice President Noli de Castro for the creation of an inter-agency group to stop the illegal deployment of Filipinos in the four countries.

Brion said the lifting of the indefinite ban is subject to the assessment of the Department of Foreign Affairs (DFA) if it deems it is already safe to deploy OFWs in any of these countries.

Bohol - PIA

Feeling duped by the irrigation services they were supposed to get, while losing the precious top-soil of their once productive farmlands, hard-pressed farmers within the promised catchment areas of Bohol mega-dams demand tax amnesty as the tax year 2008 opens.

This came as the tax year 2008 looms and with the reality the National Irrigation Administration have allegedly taken over farms without due process due to failure to pay irrigation service fees (ISF).

The National Irrigation Administration collects 300 kgs per hectare per year in ISF, even to serviced farmlands which are less than a hectare, farmers revealed.

“Sobra na,” farmers complained as their once productive farmlands planted with cassava, sweet potatoes, coconuts and vegetable patches, have been bulldozed for better irrigation service.

Now, farmer not only lost their land’s productivity, they also are made to pay for the same taxes for the otherwise unproductive farms.

This and a Pandora’s Box of issued squirmed out as farmers affected by the Bohol Irrigation Project Phases 1 and 2 gathered recently in Ubay for the Bohol People Conference on Dams to dialog with government agencies concerned.

Other issues included damages to crops even beyond the irrigation areas’ capacity, lost land fertility due to land leveling, insufficient irrigation service, added burden due to irrigation service fee collections apart from undetermined environmental destruction, farmers presented during the workshops.

Gathered to air issues and resolve whatever can be done, mitigate on the damages as well as hold similar impending  projects to abate possible corruption and placate on transparecny regarding other governmenty infratructure projects, the conference also called the presence of key government officials.

Sensing a shun from government functionaries including key National Irrigation Administration officials, who, they alleged as having hands in the cookie jar on the dams, the farmers have also asked sectoral representative Teodoro Casiño and the Bohol Congressmen Edgar Chatto, Roberto Cajes and Adam Relson Jala to dialog with them.

Only Chatto however politely declined the invitation due to another pressing appointment.  Most of the invitees either sent representatives or were no-shows in the gathering.
The construction of irrigation dams was projected to boost agricultural productivity in northeast Bohol.

“These dam projects are also intended to improve the farmers’ living standards, to increase employment opportunity and to contribute to the development of the rural socio-economic conditions, basically to help alleviate the poverty condition among peasants”, intoned Ruben Sobior of the Hugpong sa mga Bol-anong Mag-uuma (HUMABOL) while stating the conference rationale.

”Rehabilitating the land has become a priority over the rationed water from the irrigation services,” raised an irrigation beneficiary belonging to the Humabol group.

Humabol, an umbrella organization of the Kilusan ng mga Magbubukid sa Pilipinas was the conference convenor, while Kinabuhi facilitated the proceedings.

For them, the taxation and the ISF have become additional burdens as farm inputs are now more important than the fees, Malinao and Bayongan farmers claim.

Granting that courts would deny the injunction they are seeking, Bohol cockpit owners and operators still have a fight, and it its via the Local Government Code, says a lawyer who asked not to be named.

Reports last week detail that the Association of Bohol Cockpit Operators (ABCO) is bent on petitioning the Regional Trial Courts for injunction against the ultimatum banning cockfight on days other than Sundays.

The ultimatum was pegged January 1 this year.

Bohol Governor Erico Aumentado, through Executive Order 02-A-01 issued the ultimatum against cockpit operators holding cockfights on weekdays and Saturdays. He cited Presidential Decree 449 as its basis.

Section 5, (d) of PD 449, or the Cockfighting Law of 1974 mandates that licensed cockpits can only operate cockfights during Sundays and legal holidays and during local fiestas for not more than three days.

Questioning the old law however, the lawyer source said that the devolution of powers to the local government units hold the key to a town’s allowing a cockfight operations.

What the governor and PSSupt Ingking is looking at, is an old law that has apparently been repealed by the new Local Government Code or Republic Act 7160, he said.

He hinted that the new law has devolved upon local governments the power and authority to create their own sources of revenue and to levy taxes, fees, and charges among others, including the regulation of cockfights.

“It would only need an ordinance by the town council and now the town can actually regulate the operation of cockfights on any day, and at times coinciding with the town market days which may fall on any day of the week,” he said.

Pointing to the LGU’s taxation power based on the operative principles of decentralization, and citing similar provision on the LGU’s proprietary capacity, he said the ordinance and the corresponding business permits issued by the mayor’s office would be binding.

Asked if such an ordinance is admissible in court, he again pointed another provision of the Code.

He said, the general welfare provisions of the Code is always liberally interpreted to give more powers to local government units in accelerating economic development and upgrading the quality of life for the people in the community.

Moreover, he quoted further that “any tax ordinance or revenue measure shall be construed strictly against the local government unit enacting it, and liberally in favor of the taxpayer.”

The LGC, he said has one repealing provision and any or part or parts of laws which are inconsistent with any of the provisions of the Code are hereby repealed or modified accordingly.

Over this development, ABCO insist that if the police crackdown on their operations would continue despite the court ruling on their injunction, police authorities would be criminally and administratively liable.

Showbiz & Celebrity / Britney Spears Taken To Hospital
January 04, 2008, 09:31:38 PM
As reported by CNN News:

Pop star Britney Spears was taken to hospital for tests to see if she was under the influence of alcohol or drugs and for a psychological evaluation after police were called to her home Thursday night to mediate a custody dispute, a police spokesman said.

Spears appeared conscious as she was taken from her home.

Spears appeared to be conscious as she was rolled out of her Studio City home on a gurney about three hours after police and ambulances arrived there.

The children were returned to their father, Kevin Federline, who has primary legal custody of the two sons, a police spokesman said.

Doctors at Cedars Sinai Medical Center in Los Angeles will decide whether to invoke a California law that allows a patient to be held for psychological evaluation for 72 hours, the police spokesman said.
