The Sangguniang Panlalawigan has approved the proposed 2008 annual budget worth PhP886,663,537 during the session Monday, Vice-Gov. Julius Caesar Herrera said.

Herrera took the floor and gave to senior board member Cesar Tomas Lopez to preside and render the report of the appropriations committee he chaired. He said the budget was approved during the second reading after the budget hearings to make adjustments, without cuts, as proposed by the governor's office.

Gov. Erico Aumentado, in his message, said that the annual budget is aimed at providing people access to all basic needs and services.

He also pointed out that the provincial government also tries to improve the organizational and human resource capabilities and the investment and environment climate and increase agricultural productivity.

"The city chief executive should enforce an existing ordinance prohibiting the discharge of household and commercial wastes into the city's drainage system and penalize violators."

This was the call made by City Councilor Zenaido Rama during a
privilege speech at the Sangguniang Panlungsod (SP) session last Monday.

A former close ally to City Mayor Dan Lim, Rama urged the mayor to create a task force who will inspect and disconnect identified drainage taps coming from some 30 residences and business establishments from VP Inting Street to CPG Avenue (North).

Rama presented a proposed resolution calling for the enforcement of City Ordinance C-205 which prohibits and penalizes illegal drainage connections.

However, fellow lawmakers identified with the majority bloc Oscar Glovasa and Danilo Bantugan dismissed the proposed resolution saying that the mayor has already informed them that a task force was already being formed.

Before the session, Vice Mayor Jose Antonio Veloso requested the city councilors to prioritize the proposed 2008 budget and that no measure or legislation be taken up until it was enacted. Hence, Rama's measure was shelved.

A whale shark, the largest fish in the world, was stuck in the bow of an international cargo ship before it docked at the Cebu International Port Monday. The 8-meter long whale shark appeared to have been accidentally hit by the vessel off Pamilacan Island where its population is abundant.

I'm still looking for a clear photo for this story.

A high school gym teacher accused of sending nude photos of herself to a 14-year-old freshman at her school has admitted to having sex with the boy, police said Monday.

Beth Ann Chester, a 26-year-old health and physical education teacher at Moon Area High School in suburban Pittsburgh, was jailed on charges of sexual abuse of children, corruption of minors and related counts for sending the teen nude pictures and salacious text messages, authorities said.

Moon Township Police Chief Leo McCarthy said Monday that authorities planned to file other charges, including felony statutory sexual assault, after Chester confessed to having sex with the boy after a school event.

The Bohol Standard

Two years and a half away from the next election for the highest official of our land, the bickering and positioning for the next president is beginning to heat up. No less than two big names in Philippine politics are in the news, former Presidents Joseph Ejercito Estrada and Fidel Valdez Ramos are rumored to be eyeing once again the position they once had, the former having held office for six uninterrupted years, the other by just over two years. Many names have already emerged in the news to be vying for the presidency comes 2010: Senators Mar Roxas, Panfilo Lacson, Loren Legarda, Manuel Vilar and even Richard Gordon. The list continues with presidential appointees Bayani Fernando and Gilbert Teodoro. Not to be outdone is the current Vice-President Noli de Castro, who did not close his doors for the only position above his.

But what caught the most attention of them all for me is the alleged plan of the two titans in Philippine history to make a run for the presidency a second time around. Who can forget former President Fidel Ramos, the man who defied great odds, despite losing in the fight for the standard bearer of his original party, he created his own party with the support of his followers, and won in the 1992 elections over close pursuer, now Senator Miriam Defensor Santiago? Who can also forget former President Joseph “Erap” Estrada, the man who from being a multi-awarded action star, successfully pedalled his way into politics as San Juan Mayor, Senator, Vice-President and finally to the apex, the presidency in 1998?

If the two former presidents really intend to run again for President, both will be facing similar probable legal impediment. This legal impediment is found in Article VII, Section 4 of the 1987 Constitution which states: “ The President and the Vice-President shall be elected by direct vote of the people for a term of six years which shall begin at noon on the thirtieth day of June next following the day of the election and shall end at noon of the same date six years thereafter. The President shall not be eligible for any reelection. No person who has succeeded as President and has served as such for more than four years shall be qualified for election to the same office at any time. No Vice-President shall serve for more than two successive terms. Voluntary renunciation of the office for any length of time shall not be considered as an interruption in the continuity of the service for the full term for which he was elected. xxx”

This constitutional issue alone should be resolved as early as possible, because the two at present continues to have strong followings. In the case of Erap, Metro Manila continues to be his bailwick, for FVR, he still can rely on his generals and men in uniform for support. Understandably, Article VII, Section 4 of the 1987 Constitution was inserted in order to prevent a repeat of what happened in the pre-1987 era. In the case of former President Ramos, his loyal supporters were saying that six years was too short for him as president. In the case of Estrada, his battlecry for running again is perhaps different, as he only seeks to complete his six years term in office, cut short by the 2001 EDSA 2. The constitutional provision cited is very explicit that the President shall not be eligible for any reelection.

While some quarters in the news have argued that the word reelection applies to serving for two successive terms, Checkpoints view is different. Aside from the word reelection, preceding it is the word “any”. What is very clear in the same provision is the scenario that both former presidents Estrada and Ramos can run for Vice-President. In the case of former President Estrada, if his pardon was absolute as he claims, then his civil and political rights are restored. If and when this happens, and any of the two would emerge victorious as Vice-President, by the stroke of luck, if the duly elected and qualified President dies, resigns, is permanent disabled or is removed, then the Vice-President would serve as President to serve the remaining unexpired term. Although former President Estrada was elected Vice-President before, he did not run for reelection in the latter position, making him eligible to run again for Vice-President. If former President Estrada plays his cards right and teams up with a formidable presidential candidate who is willing to sacrifice, who knows what will happen? In the case of former President Ramos, although he may no longer be young, he is still capable of pulling surprises.

While in the U.S. presidential candidates are wooing voters to vote for them, often engaging in debates, here in the Philippines, it is more of political positioning and money. The bell signaling the start of battle for the 2010 presidency has sounded this early in the Philippines and we expect major political shake-ups this year.

World Daily News / Boy Scout Saves President's Life
January 09, 2008, 02:43:17 AM
(CNN) -- A teenager described as a Boy Scout saved Maldivian President Maumoon Abdul Gayoom from a knife attack Tuesday, a presidential spokesman said.

Maldivian President Maumoon Abdul Gayoom.

The assailant "aimed at the president from about 10 feet away, but another young boy -- about 15 years old -- maybe one feet away jumped to prevent him," spokesman Mohamed Shareef said.

The boy "came in the way and grabbed the knife," Shareef told The Associated Press. "One brave boy saved the president's life."

The attacker's knife was wrapped in a national flag, Shareef said. "The knife touched the president's shirt but not his body," he said.

The vision to build a big structure for the Tagbilaran Puericulture Center and Maternity House ( TPCMH) and upgrade its services are finally fulfilled almost 90 years after its establishment in the 1920s.

Former Tagbilaran City Mayor Jose Ma. Rocha, chief executive officer and chairman of the TPCMH Board of Trustees, generously thanked Rep. Edgar Chatto for causing Malacanang to pour P6 million to the project thru the Philippine Charity Sweepstakes Office ((PCSO).

The First District congressman allocated an additional P5 million from the National Budget, said an equally grateful Engr. Greta Mende who is the board treasurer.

Although an institution on its own, the center has become an essential “extension” of the government-owned Gov. Celestino Gallares Memorial Hospital as it accommodates patients, particularly pregnant women, who can no longer be admitted at the GCGMH, Bohol’s biggest hospital. For years, it has been known as a “poor man’s hospital”.

Like the GCGMH, the TPCMH honors even small financial aids from the Department of Social Welfare and Development (DSWD) to pay the hospital bill of a poor patient.

The center has now 25 beds and is asking authority for at least additional five more from the Department of Health (DOH).

In the recent spate of the killer dengue in Bohol, the TPCMH helped save many lives of poor patients who were refused admission at the already over-congested GCGMH and could not afford the cost of private hospitals.

Starting January 10 (Thursday), a special composite team headed by a personnel from the Loay Mayor’s Office will go out into different barangays to “eliminate by shooting” all stray dogs seen roaming on the streets.

“I will not announce which barangay the team will start first so negligent dog owners can’t prepare,” Loay Mayor Rosemary “Mae” Lim-Imboy said.

The campaign against stray dog is pursuant to the Anti-Rabies Provincial Ordinance strictly implemented throughout Bohol.

Mayor Mae said she had already given enough time for dog owners to be responsible and for them to keep their dogs inside their homes or premises.

“Rabies is a deadly menace and it has taken many lives of our people. It is time that we put strong teeth to the existing ordinance against stray dogs and penalizing its owners,” the lady Loay mayor said.

The municipal government had already purchased cartoons of .22 caliber bullets for the purpose.

The campaign will not be only intensified but will be continued the whole year.

After a short lull, the rift between city councilor Edgar Kapirig and deputy mayor Mariano Uy is bound to explode anew.

The city councilor had raised the issue on the legality of a policeman assigned to act as bodyguard to Uy who had repeatedly said that he is a private civilian and not a government employee.

Uy is seen moving around with a close-in body guard identified as a certain PO2 Jimboy dela Paz from the Tagbilaran City Police Office.

Kapirig pointed to the fact that the city lacks police personnel to serve the growing populace and yet a civilian like Uy is enjoying the services of a policeman-bodyguard that gets salary from the government.

What has Tagbilaran, renowned as the “City of Friendship,” done to help a tourist who died inside its territory; in a freak accident involving its government-owned truck?

An American tourist died in a freak accident involving a city government-owned dump truck three days before Christmas. His remains laid in a funeral home for almost two weeks with neither the killer truck driver nor a single city government official peeping at his body or talking with his immediate family.

There was also no word of condolence nor a wreath of flowers sent.

The public only knew about it when the tourist’s fiancée went on air over PULSO-dyRD seeking for help.

The remains of American tourist Zachary Jason Raczok, 24, of Michigan, USA was shipped Thursday morning to Cebu City for cremation as requested by his parents who failed to come to the Philippines for some reasons. His ashes were flown home immediately after the cremation rites through the help of the US consular office based in Cebu City.

Raczok left behind a Boholana fiancée and a 5-month old baby girl.

A photo furnished to the Bohol STANDARD showed a typical happy family; - a scene showing the father and mother playing with their precious daughter days before the tragic

SHATTERED DREAMS

“Now all is gone. I am not certain what future lies ahead of me and our daughter,” Frances Cleope “Pie” Tutor, the fiancée of the dead American tourist said.

Zachary and Cleofe, a native of Mabini, Bohol were supposed to be married this January. The American is an overseas contract worker in Iraq; his company known as the International Transmission Team (ITT) does projects for U.S. ARMY bases,. His work was to set up all the communications systems for U.S. ARMY bases located both in the Middle East and in Africa.

Conflicting reports say the American riding on his motorcycle bumped into the dump truck owned by the city government as it was maneuvering the corner Circumferential Road and Miguel Parras St., this city.

Some witnesses, however, recalled seeing the dump truck hitting the American motorist, who was thrown away some meters into the center of the road upon impact. A witness was even able to take a photo shot on the site which could reveal the actual circumstances of the accident.

The truck driver was believed driving under the influence of liquor as the city waterworks department was having their Christmas party that night. He also had an expired driver’s license. The killer truck was an Isuzu Elf 250 dump truck, color blue, bearing plate number 7CY-665, owned by the Tagbilaran City Water Works, driven by Peter Ermilio Blanco y Polinar, 41 years old married, presently residing at Katipunan St. Tagbilaran City. He has a Professional, Driver’s License No. O2-91-150101 but expired last June 29, 2007.

The police report, however, failed to indicate if it conducted alcoholic breathe test on the driver.

Raczok had a valid Land Transportation Office (LTO-Jagna) authorization to drive while his license application was processed. It was dated December 6, 2007 and will expire January 1, 2011. He was driving a Honda ANF Motorcycle, color blue/black, bearing plate number J7-4510

The accident happened at around 1:45 in the early morning of Dec. 22.

GOOD AMERICAN

Zachary was considered a Good Samaritan by his common-law-wife and her family and his friends where he was temporarily residing at B. Inting Street, in this city.

His fiancée, 25-year old beautiful Boholana Frances Cleope “Pie” Tutor is from Mabini. The American just arrived to see for the first time his new 5-month old daughter that he had just seen for the first time since she was born.

He came to the Philippines for the first time in 2006 to meet with his friend John McLeod also from the United States living in Manila and the two of them together had made a recording studio as his first business venture here in the Philippines.

During this time, he met his fiancé “Pie” on September 5, 2006 at a birthday party of a mutual friend that they shared. Cleofe “Pie” was working at North Edsa SM Mall when the two of them met.

She had become pregnant by Zachary just before he had gone back to work in Iraq, he had left with her his personal American bank “CHASE” ATM machine card so she could get money out of the bank to take care of her needs during her time of pregnancy.

In a special discussion with her at the Holy Name Funeral Home, this city, where Zachary’s remains laid in state for up to ten days, Cleofe told this writer that she wanted to make sure that the body of her late fiancée be handled properly and without any negative controversy.

“I owe it to him and I must make sure everything is handled properly between the American Embassy and the parents of the deceased.”

She went on to say while staring down into the coffin of her late fiancée, that Zachary was so very good to her and her family. The American even gave P20,000 to his future father-in-law to be able to start up a fishing business and make a livelihood for his family and himself.

Not only was he giving to his pregnant fiancée in the past and to his future father-in-law to-be, but he was also helping Ana Lyne Tutor, the younger 20-year old sister with financial assistance to help her take care of her thyroid cancer and goiter.

The accident did not have much media publicity and only two American nationals signed in the guest book at the funeral parlor. This writer spent New Year’s Day and the final day with mourning fiancée “Pie” up until it was time to ship the body to Cebu where the body was then cremated. “Pie” had also included Zachary’s PC lap top, his Nokia cellular phone and various other personal effects in a large suitcase to be sent back home to his parents in Michigan.

The City Waterworks Department of Tagbilaran City or the City Mayor’s Office did not give any assistance to the deceased American visitor who loved the Philippines and had given so much to the people in so short of time.

Today, January 6, Zachary and Cleofe were scheduled to go Cebu and get the Certificate on the Capacity to Marry required for their wedding this month that they were planning for.

According to a representative of the American Embassy, the daughter of the late American victim may qualify for her father’s social security benefits.

NEGLECT?

Not one flower or one bit of word of sentiment had come from city government offices to the victim’s family in Michigan or to the Boholana fiancée and her family here in Bohol. The city government also did not make any effort to get in touch with the proper authorities of the US Embassy on how to handle the deceased American tourist.

Mark Leo Monton, a trusted aide of City Mayor Dan Lim, said that it was the first time he had been made aware that an accident involving an American tourist had taken place. When presented with the city police report and other legal and authenticated documents regarding the tourist’s death, he then asked to get photo copies of them.

A message of transmission from the Police Provincial Director’s Office dated Dec. 22, 2007 informing the Honorable City Mayor about the incident also surprised Monton. The in-charge at the head office of the City Waterworks Department failed to submit the copy of the message to the Office of the City Mayor.

The police only filed the complaint on Friday, Jan. 4, 2008 after Atty. Alexander H. Lim, the lawyer hired by the fiancée only last Jan. 2, 2008, called case investigator PO3 Fabio C. Maulas why the delay in filing the case.

Efforts to contact City Mayor Dan Lim for his comment paid-off only just before deadline yesterday.

Another oil seismic survey will take place off northern Bohol coasts in the next few months. This, according to an advisory issued by the Department of Energy (DOE) to Australian oil exploration contractor Otto Energy Ltd.

Otto Energy was advised by the DOE that its subsidiary NorAsian Energy has been ranked as a preferred bidder for an exploration of Service Contract for Area 8 which lies in between Bohol, Cebu and Leyte.

It may be recalled that NorAsian undertook the controversial 2D and 3D seismic oil exploration at the Bohol-Cebu Strait in June last year.

A competitive bidding process has been conducted for the exploration of the said area for a period of seven years, the advisory stated.

The DOE is expected to award the contract soon as the formal terms, work commitments and schedules are being negotiated and finalized.

Area 8 substantially covers the Visayan Basin with an area of about 7,500 square kilometres.

The reported closing down of devolved hospitals is unlikely, Provincial Health Officer Dr. Reymoses Cabagnot said.

Cabagnot issued the statement before the media during the Governor's Report last week as a reaction to the report of shutting down of government hospitals.

The idea or suggestion of shutting them down and merging their personnel and functions with other (hospitals), if they are found to be non-performing assets, is being mulled by the appropriations committee of the Sangguniang Panlalawigan chaired by Bohol Vice-Gov. Julius Caesar Herrera.

This developed as the committee found that primary hospitals, those with ten-bed capacity, showed dwindling occupancy rate and yet the province spends millions of pesos for maintenance and personnel services. But secondary ones fared well in the past months. Occupancy rate is gauged by the number of days the patients stay at the hospitals to fully utilize bed capacity, said Dr. Sodusta. It is different from the number of patients admitted for medical or surgical and other treatment.

Cabagnot said that PHO was not discussing on the closure of the hospitals but there are options, such as partnership with the local government units concerned where the hospitals are having catchment areas. He did not elaborate what this partnership about.

Tagbilaran City Mayor Dan Neri Lim made clear city hall's position that there will be no extension of renewal of permits for businesses operating in the city, even as he urged them to renew earlier and pay their taxes.

Lim, in his weekly Mayor's Report over DyRD yesterday, issued the statement as a response to the requests of the business sector to extend the deadline until next month.

He said that the renewals will be entertained until January 20, 2008 only.

Meanwhile, the mayor has explained the justification of the increase of real property taxes that caught the ire of his critics. "I take full responsibility of the increase of the real property tax," he said.

He explained that the hike of said taxes should have been implemented years back.

The mayor took the cudgels in responding to the allegation of tax hike hurled against his administration.

He said that the proceeds from the share of taxes equivalent to 1.1% will form part of the Special Education Fund (SEF).

A 14-year old girl died a day after she was raped and thrown off by her attacker into a precipice 54-feet high in barangay Quinoguitan, Loboc town.

The victim was sent by her father on an errand about 6 p.m. last January 2 but never came home.

The worried parents immediately sought assistance of the Loboc PNP and a nearby Army detachment which led to the recovery of their daughter's nearly lifeless body at 2 a.m. on January 3.

The 14-year old girl, who sustained wounds to the head and neck, was rushed to the Gov. Celestino Gallares Regional Hospital.

She told her parents and police the name of her assailant which led to a manhunt operation and the capture of the suspect in Jagna town Wednesday noon. He was about to board a vessel going to Mindanao, police said.

The suspect, identified as one Joel Meligorio, 22, a native of Butuan City was a third degree cousin of the victim, according to SPO1 Eufemia Fajardo of the Loboc PNP.

Fajardo told the Chronicle that a witness gave them the clue on the suspect's identity who also left his shirt at the crime scene.

Meligorio, in an interview with the Chronicle said he was waiting for the victim to pass by a Purok waiting shed and punched her thrice to the stomach which left her unconscious.

According to the suspect's account, he brought the victim to a grassland a few meters from the waiting shed where the victim was raped.

The suspect said he went to the workers' quarters of the lumberyard where he worked after the incident leaving the still unconscious victim.

When he realized however that he left his shirt at the crime scene, he went back and saw that the victim was still unconscious.

Thinking that his victim was already dead, Meligorio rolled her into a nearby cliff which was 54-meters high, according to police.

Two Boholano boxing prospects training at the famed ALA Boxing Gym scored contrasting victories in separate non-title bouts last Dec. 29 in Bantayan Island.

WBO Asia-Pacific junior flyweight kingpin Along Denoy first scored the most impressive win.

The Candijay-born Denoy needed only 1:12 of the sixth round to stop veteran campaigner Nelson Llanos in the mainer. Denoy, who is apparently feared by Thai fighters, was originally set to defend his crown against Neth Sasiprapa and his next title defense in a rematch against ex-champ Kaitchon Sor Vorapin. The two Thai warriors, however, opted not to face the power-punching Boholano owing to his easy handling of Vorapin when he dethroned the latter for the WBO tiara.

The other Boholano upstart Rufino Mante of Ubay, however, failed in his bid to win the championship of the 1st ABS-CBN Boxing Idol search after he was outpointed by Alejandro Belonguel in the finals of the recent boxing event at the ALA Boxing Gym in Cebu.

Earlier, the city mayor said that there is no need to rush on this water treatment since the final connection of the drainage to the proposed outfall along Graham Ave., this city, is not yet completed.

However, in a check made with DPWH Dist Engr. Adlaon, it was learned that said project was already awarded to LYUM Construction and the work will be completed after 30 working days.

School heads, principals and supervisors gathered at Bohol Tropics Resort Grand Ballroom on December 28 to honor the outgoing Superintendent Dr. Cerina C. Bolos of the Division of Bohol. The tribute celebra-tion was a moment of thanks-giving and remembrance for her more than forty years of service to the Boholano children and community.

It could be noted that Dr. Bolos served the Division of Bohol as a superintendent for more than thirteen years. It was during her term when significant changes happened at the local level of DepEd particularly for
teachers' welfare. No more collections from teachers fro provincial and regional meets was imposed during the start of her incumbency. In the area of arts and culture, Loboc Children's Choir was put into limelight and now considered as important Boholano Cultural Heritage. Along the line, Dimiao Children Rondalla and Musika Kawayan of Alicia shared same recognition.

Also remembered as part of her achievements were the recognitions gained by the Division of Bohol in the field of skills competition particularly in technology and livelihood. Bohol is also consistent in the records for the best implementor of Brigada Eskwela at the national level.

The performance of Bohol being a big division in terms of academics is also worth remembering during her term. The latest record shows that Bohol is one among the top ten in academic performance from more than one hundred divisions nationwide. And this made Dr. Bolos as one of the outstanding superintendents of the Philippines.

As a tribute to the honoree, Maria Petra Ocio, president of Bohol Association of Public Schools Supervisors and Managers (BAPSSMA) presented a slide show on the honoree's legacy of service after which was the awarding of plaque of recognition for her exemplary contribution to the department.

The event was graced by the DepEd Regional Director Dr. Carolino Mordeno. The director emphasized the honorees significant role in the educative decisions and practices for Region VII. He made mention of the Regional Unified Test Program (RUTP) being institutionalized in Region VII and now copied by other divisions as a memorable contribution from the wisdom of Dr. Bolos.

On her response, Dr. Bolos mentioned that the achievements of Bohol's Education is not her sole victory but a glory to be shared to all who worked hard in the department particularly the teachers. As she will be retiring as a champion, she expressed her gratitude for all who supported her in her career in the government service, like her family and the rest of DepEd people.

Dr. Joseph Irwin A. Lagura and Norma S. Varquez, both assistant schools division superintendents gave their massages with words of thanks and appreciation to Dr. Bolos being their mentor in management and professional development.

The event became colorful with the different presentations prepared by the different Educational Service Areas (ESA) and a group of Supervisors. The fellowship and bonding was made more memorable with the music from the Division of Bohol Band.

Indeed, Dr. Bolos leaving the division of Bohol as a legend, will always be remembered as the boss who loved with full of life and live with full of love among her constituents.

Truth to that, she epitomized the reality of her favorite biblical passage, "You are the salt of the earth… You are the light of the world."

If you think disabled persons are good only for asking for alms, think again.

A total of 33 differently-abled persons in Inabanga recently received eight chickens each - not for cockfighting either - but for fattening, breeding and for sale to boost the family income.

The beneficiaries, organized into the Inabanga Association of Differently-abled Persons (IADAP), received the chickens representing the initial tranche of the livelihood project funded by the Department of Labor and Employment (DOLE) thru its Tulay Program.

Mayor Jose Jono Jumamoy pushed for the project, saying that differently-abled persons need even more help than the marginalized peasants, farmers or fishermen who are physically fit.

Using the convergence strategy, DOLE provided the funds to buy the chickens while the local government unit (LGU) of Inabanga spent for the construction of their poultry houses.

A product of the prestigious Philippine National Police Academy (PNPA), Inspector Manases Bautista has assumed as new city fire chief posing with a track record in the field of fire protection.

Pursuant to Bureau Order 2007-153 dated November 15, 2007 issued by the regional director, he was relieved from Ubay Fire Station to assume as acting city fire marshal of Tagbilaran.

After turning over his remaining tasks in Ubay, Bautista assumed office in Tagbilaran City on December 3 and made a courtesy call to Mayor Dan Lim the following day.

Bautista hails from barangay Lapacan Norte in Buenavista and a graduate of PNPA class 2002 with a degree of Bachelor of Science in Public Safety.

Upon graduation, he prefers the Bureau of Fire Protection (BFP) as his field of profession.

To guarantee his credibility, he got three counts of civil service eligibility which include CS fire officer, CS professional and CS police officer, and passed the examination for police inspectors conducted by the Napolcom for purposes of promotion.

As an officer, he has attended and participated a number of trainings, schoolings and seminars such as the PNP cadetship training; water safety seminar; barangay tanod skills training and enhancement seminar; assessment and collection of fire code fees, taxes and Fines; fire arson investigation seminar; public safety officers basic course; Jungle Environmental Survival Training (JEST); and computer literacy workshop.

Bautista had been assigned to different fire offices and held key positions as administrative officer of the Special Rescue Unit in Region 7, deputy provincial fire marshal of Bohol in 2003, and as municipal fire marshal of Ubay.

As fireman and fire officer, he had also intensified information and education campaign on fire safety, disaster preparedness and management, first-aid and rescue operation seminars involving all the concerned LGUs, NOGs, Gos, and POs during his past assignments which proved effective in adhering to fire safety development.

Now, as the acting fire marshal of Tagbilaran City Fire Station, he considers a great deal of improving the system to provide improved services to the community by establishing linkages to the LGU and all concerned agencies as a way of consolidated approach in accomplishing the mandated programs for the progress and development of the city fire service.

Jagna gymnasium will be the first Boholano venue of the performance of one of the country's national treasures- -the world-class Philippine National Dance Company at 7 p.m. of January 26, 2008.

The internationally acclaimed dance group will present their skill, grace, joi de vivre and their flawless transference of indigenous dance and music traditions in cooperation with ACL Productions managed by the talented Jagnaanon and former Bayanihan member himself, (Batch 1973), Antioco Chiong Lloren.

The municipal government led by Mayor Exuperio Lloren and Fighter Wine also supports the event.

Belying the common notion that the Bayanihan group only performs internationally as they demand a high price for their talent fee, the Municipality of Jagna firmly supports its noble intention of bringing their craft for the utmost satisfaction of the Boholanos waiving their talent fee to support the LGU's cultural projects.

Tickets are available at the Office of the Mayor ranging from P2,000 for major sponsors, P1,000 for minor sponsors, P100 and P50 for general admission.

Taking its name from the ancient Filipino tradition of "bayanihan" which manifested by working together in carrying out a big task, the company was originally conceived as the Bayanihan Folk Dance Group of the Philippine Women's University by Dr. Helena Z. Benitez in 1956.

The following year, it was formally organized as the Bayanihan Folk Arts Center with the Bayanihan Philippine Dance Company as its performing arm to preserve ethnic rites, tribal folklore and regional folk ways and to collect indigenous art forms.

Since its formal organization, the company has mounted 14 major world tours (of six months to a year in duration) to Asia, Australia, Africa, Europe, the Middle East and the Americas and over a hundred short tours to foreign countries.

In half a century, Bayanihan has performed in six continents, 64 countries and 658 cities worldwide.

As multi-awarded company- -both nationally and internationally, Bayanihan has awakened a new pride among Filipinos in their cultural heritage; added a new dimension to the country's dance tradition; and has built a rich reserve of international goodwill.

Adding to its numerous feats, the Bayanihan bagged the Absolute Winner award in the 12th World Folkdance Festival in Palma de Mallorca, Spain last April of this year besting the other 50 dance groups from all over world that joined in the international competition.

During the eighth Buyukcekmece Arts and Culture Festival in Istanbul, Turkey the same group won Grand Prize Winner.

Winning in a derby is an ordinary feat if it happens once in a blue moon. But winning it in quick succession?

Especially if the young breeder is into it just past the beginner's luck stage.

This is the experience and the excitement felt by Mabini Mayor Stephen Rances when his entry Skena was one of the derby champions of the 4-cock P400,000 purse derby sponsored by the Lim Juanay Memorial Cockpit Arena last December 18-20.

Considered one of the biggest derbies in terms of championship windfall, Mayor Rances' entry crushed all opponents single handedly featuring his Roundhead and Sweater crosses.

Asked about the parentage of his breed, Mayor Rances said a cousin from the States sent him a trio (one brood cock and two brood hens) and started experimenting his own stable of game birds.

Bohol Latest News / Home For The Disabled In Bohol
January 07, 2008, 08:14:14 PM
<a href="http://www.boholsundaypost.net">Published by Bohol Sunday Post</a>

A home they can call their own- -this ceased to be just a dream for disabled Boholanos as First District Rep. Edgar Chatto and the Habitat for Humanity Foundation (HHF) came to play Santa Claus.

Known for his heart for the lest-fortunate, Chatto has coordinated with the humanitarian institution to build a housing village for the blind, making good his tag as the disabled Boholanos' sublime brother.

Bohol Federation of Disabled Persons, Inc. (BFDPI) president Timoteo Quilas said negotiation is also on-going to acquire a land in Panglao for the housing project.

Chatto has secured P3 million from the National Housing Authority (NHA) to help implement the government's home-for-the-homeless program.

There is a lot in San Isidro, Tagbilaran City intended for Quilas' group but too small even for lesser number of housing units when subdivided. That's why not a single unit has been built there yet.

BFDPI plans to convert its housing site in San isidro, Tagbilaran City into a training center for the livelihood of its members.

Quilas said Chatto has already extended "immeasurable contributions to the welfare of the disabled sector," but "we need him again and the Habitat group to provide us permanent homes."

Over 40 families will benefit from the initial phase of the project.

Irate plan holders were up in arms against a pre-need company after they learned that its Tagbilaran branch office closed shop without sufficient notice.

Clients of Pet Plans, a company engaged in the selling of pension and educational plans, were at a loss where to lodge their complaints after they learned that the local branch office at the Ramvil Bldg. along CPG Avenue was closed.

A plan holder who talked to the Post on condition that she will not be identified said that she was worried that the branch office is nowhere to be found. She said by next year, her pension plan will mature and she is expected to receive her monthly windfall according to the stipulation of the plan she amortized from the company.

Although this plan holder was already informed that the company is under receivership, she still expressed apprehension that the local branch has ceased operations and she has no one to turn to. She was given a contact number in Manila but she got no response.

According to an advisory of the company to all its plan holders, Pet Plans has transferred all its trust assets to the Bank of the Phil. Islands, the receiver bank.

Lorenzo Ocampo, president and chief executive officer of the company, said the transfer was in compliance with the concurrence in full and approval by the Court and the receiver of its petition to convert all pre-need plans into shares of a unified trust fund on April 30, 2007.

Financial mess reportedly paints the disarray haunting the provincial leadership of the Philippine Councilors League (PCL), with alleged participation of the "first lady".

Grievances cropped up following the extravagant "Christmas party" introduced in the ploy of a year-end assessment/strategic planning wrapped with questionable monetary transactions, as alleged by the complaining members led by Tagbilaran City Councilor Anne Mariquit Oppus.

All these, PCL president Brigido Imboy, councilor of Loay, quickly denied.

Aggravating the controversy was the role of the PCL president's wife, Loay Mayor Rosemarie Imboy, who reportedly meddles in PCL affairs.

She made it a habit to influence the PCL president's prerogative in running the PCL office at the Capitol, according to a PCL officer who requested anonymity for the meantime.

It was also learned that there was never any accounting and auditing procedure on PCL's expenditures which lead the members groping for explanation, the officer told the local media.

Moreover, the present PCL treasurer, Ariel Lungay of Catigbian town, confirmed that until now he still awaits for the turn-over of the organization's financial records.

In a separate interview, the PCL president merely laughed off the accusations and, instead, dared the complaining members to confront him during their regular meetings, further saying that they could have discussed the matter with him first before resorting to media hype.

During the recent regular session of the City Council, Oppus criticized PCL's supposed assessment/strategic planning held on December 17 at the Bohol Tropics Resort Club that turned out to be just a Christmas party, for which every member was asked to contribute P3,000. During the event, the PCL never discussed any detail about assessment and planning.

Oppus was among those who boycotted the "Christmas party".

Talk of the Town / Bohol Hospitals To Be Closed?
January 07, 2008, 08:07:28 PM
Published by <a href="http://www.boholsundaypost.net">Bohol Sunday Post</a>

Facing the challenge to at least break even with operational expenses amid the mandate to deliver quality yet affordable health services to the people, the ten devolved government hospitals in Bohol have to catch up with economic strategies to sustain. And, the monitoring count-down starts at the opening of 2008.

Anchored on the issue of low occupancy rate, the Committee on Appropriations of the Provincial Board Member raised the pressure on primary hospitals to justify with performance, the millions of pesos that the province spends every year for their maintenance and personnel services.

Lest a devolved government primary hospital (those with ten-bed capacity) fails to become an asset in this aspect, the provincial government will be forced to shut it down and merge its workforce and functions with other hospitals, for it to be viable and economically self-sustaining.

The PB Committee on Appropriations found that primary hospitals impose low occupancy rate, while the secondary hospitals (those with capacity of 25 beds or more) showed good performance, so far, in the past months.

During the marathon budget hearings of the ten devolved hospitals, the Provincial Health Office and the Provincial Engineer's Office (PEO) on December 27, PB Member Aster Piollo came up with the suggestion to shut down non-performing hospitals and merge their personnel and other functions with other hospitals, citing economic reasons.

Vice-Governor Julius Caesar Herrera, who presided the budget hearings being the SP Committee on Appropriations chair, pointed out that hospitals should live within their means considering the limited resources the province can provide.

LGU Philippines / Drainage Problem in Tagbilaran City
January 06, 2008, 09:00:20 AM
Editorial of the Bohol Chronicle
January 6, 2008
Written by Bingo P. Dejaresco III

The Tagbilaran City residents are a concern of all - city,
district and provincial officials.
The Tagbilaranons helped all of them get into their seats of
power. When the city woes goes from minor to major, there should
be no pinpointing. They are -by the public trust placed on them -
expected to cooperate, not bicker -as to how to help solve the
day-to-day problem of Juan de la Cruz.
The nightmare that follows in the flooding of low-lying areas in
the city after a downpour -has raised the decibels of city
protests reaching heaven. If nothing is done pronto- the situation
is going to get worse before it becomes better.
First, there was an engineering problem in elevating and
cementing the huge CPG Avenue (first) even before the drainage
outfalls initially designed for Cogon and Taloto were in place.
Who will assume responsibility for designing the PERT-CPM
(schedules and time tables, in layman terms) for the Project?
First District Congressman Edgar Chatto had already released the P
28-Million initial budget of the Project.
The second engineering fiasco was the apparent under-estimation of
the Drainage Outfall cost since there were no local construction
takers that caused the delay of the project. The civil works
contract was, in fact, only finally awarded just this December 27
- and the DPWH "promised" to finish the drainage by this month
(January). Who could be the incompetent Project engineer who made
the initial faulty estimate? Now the public has to suffer due to
the delay.
Second, the blame should fall likewise squarely on the shoulders of
the City Mayor Dan Lim or the City Executive Department because it
failed to enforce an ordinance passed by the Sangunniang Panglungsod
last June 2007 (sponsored by Kag Oscar Glovasa) prohibiting the
illegal connection of households and commercial establishments into
the newly constructed drainage system along CPG Avenue and V Inting
Streets. The City Mayor should throw the book at these 30 or so
names already published and aired over this twin-media enterprise as
illegal waste disposers in the city.
A team to be headed by officers of the City Health and City Engineers
Office was to make the investigation into these violations and
recommended the penalties and sanctions as provided by law. What
happened?
Because of this wanton neglect, when the rains came, the whole
caboodle of rainwater and waste matters overflowed from the drainage
and spilled into the streets and homes. Now we complain. But the
waste we throw to the environment improperly will come back to pester
us -as the inevitable law of karma decrees.
You burn forests (kaingin), you suffer floods and landslides and
have no more lumber and vegetation to stop pollution. You throw
garbage recklessly, you get flooding in the streets. You fish
wantonly and illegally, the fish catch will dwindle over the years.
As simple as that.
The City Engineers Office has offered to open a small canal,
firetrucks to drain excess water during rain and gravel to serve as
barriers to floodwaters. These are clearly palliatives - applying
band aids to stop a gangrenous wound.
The Office of the City Mayor Dan Lim should go hammer and tongs
against these violators. It is after all consistent with the spirit
of his rule "polluters pay principle" that those environmental
violators should pay for their waste neglect.
The City Mayor is expected to keep his ears open to the pleas of his
constituents -and this is a matter that believe-you-us raises the
hackles of city residents and raise their temperatures without the
benefit of libidinal scenes.
The City Mayor is looked upon as "the father of the city" who must look for
solutions and not join in the blame -tossing in issues that obviously annoy even
those who voted him to office.
Assuming the DPWH meets its deadline to finish the drainage outfall by
end-January, without the city waste-water treatment that City Mayor
Lim had time and again committed to erect, these  illegally plugged
industrial and home waste dumpers (without their own  waste-treatment
units) will not be allowed  to use the city drainage and the outfalls
- only to pollute the radiant blue seawaters in Tagbilaran Bay. That
is why a City Waste Water treatment facility is immensely important.
Failure to install one  will be insult to injury - the other
collateral casualty being tourism, the province's flagship industry.
In his recent "Mayor's Report" , City Mayor Lim had outlined his
program under the Integrated Water and Waste Water System. That
includes a three-part solution: equalizer pond, treatment of
rainwater and waste water treatment.
The equalizer route will regulate the volume of water water going to
outfalls while a tank will capture rainwater and treat it to become
converted potable water. That is estimated to cost P 8-Million.
The larger project: the waste water treatment costs between P
30-80 Million (hard to determine if we do not have the specifics
of the facility).  City Mayor Lim figures , the project can run up
to P 100-Million which is being negotiated with a bank to obtain
financing through a loan facility -that is why it was not in the
2008 Budget, according to the City Mayor. Fiscal-wise, he said,
the project will be partly self-financing - from the fees to be
paid by those who will use the drainage facilities for their waste
matter..
However if the City - both Executive and Legislative - is serious in
getting that loan, did it appropriate at least the payment of interest
for such loan within the year 2008? If it is not there, then there is
clearly no intent to secure the waste water treatment facility within
the year. Let's not delude the public any longer then.
Without politicizing the issue, City Mayor Lim and Vice Mayor Veloso
(who once headed the Appropriations Committee) should be honest with
the city residents: are we serious in erecting that waste water
treatment facility in 2008 or not? If not this year, when?
Considering the seriousness of the growing flooding and pollution
problems in the city, it behooves these top city officials to be
forthright and lay the cards on the table.
Governor Rico Aumentado broke his silence on the matter -after the
intensity of the citizen complaints - and volunteered together with
Congressman Chatto to intercede up the President's level to help
solve the problem. "The city government must cooperate, especially
if it does not have the resources to implement the project.", the
Governor said.
Clearly then, when the welfare of the city residents are in jeopardy
- the demarcation lines dividing political geography and political
affiliations should be erased.
There may be a need therefore for the governor, the congressman and
the city mayor to think together - then act separately.
