Former Bohol Police Director SSupt. Arturo Evangelista buckles down from his allegations that the provincial PNP committed lapses in the operations and arrest of the Meloy Garcia Robbery Group.

Evangelista and present provincial PNP chief SSupt. Edgardo Ingking have been at odds after the former made a report regarding errors of the Bohol police in responding to the robbery at Bank of Commerce perpetuated by the Garcia bandit group.

The report, which was submitted to the PNP Regional Director, caused Ingking to file administrative charges for gross misconduct against Evangelista. The case is pending at the National Police Commission (Napolcom) en banc.

Evangelista, currently the Chief of the Regional Intelligence and Detection Management Division, has retracted the report however.

In a recent validation report, Evangelista said that the Bohol PNP has “initiated efforts in fielding beat and mobile patrol policemen in strategic areas purposely to deter criminals and to prevent the occurrence of [robberies]” that has victimized Boholanos.

This statement is a complete turnaround of Evangelista’s previous evaluation where he criticized the Bohol police for failing to field mobile patrols.

Evangelista stated further that “there is a well-established police community relation” here which “resulted to the unselfish concern of citizens to immediately report the whereabouts of the suspects (Meloy Garcia Group), which led to their subsequent arrests.”

“The orchestrated and positive efforts exerted both by the Bohol Police Provincial Office and the Tagbilaran PNP in maximizing limited manpower and material resources within the necessary response time, were indications of synchronized police actions through the creation of standby special reaction units specially tasked to respond to robbery incidents and high profile cases,” Evangelista added.

ENGLISH AND SUGBOANON BISAYA: Proposed Vertically
Parallel Language of Instructions

Proem

In 1968 I started may Masters’ in Engineering degree at the Asian Institute of Technology (AIT), Bangkok, Thailand.  The language of instruction was English.  I had many Thai and Chinese classmates and other Asian nationalities.  I asked them, how come they could understand English?  They answered that during undergraduate engineering they took the option to learn it using the English language even though the degree was available in their language.  They then proceeded to take the Master’s Degree in the English language.  In fact when they encountered difficulties in English, they will read the Thai or Chinese translation of our textbooks.

The Whorfian Hypothesis

Benjamen Lee Whorf was one of the founders of the science of sociolinguistics.  The Whorfian Hypothesis states, “A language is not simply an encoding process for voicing out our ideas and needs but rather a shaping force that guide our thinking and our behavior.” (W.A. Haviland, “Cultural Anthropoly,” Holt, Rinehart and Winston Inc., N.Y., 1975, p. 96).

This means that your reasoning and thinking sequence is influenced by the language you use.  Modern science also says that the neuron connections in your brain are wired according to your thinking process.  An average child can wire his brain’s neurons up to 8 languages.  At the onset of puberty, the wiring is already finished.  This is the reason why you can recognize the peculiar English pronunciation of the Chinese, Japanese, etc.

Our Situation

The mother language of a Boholano is Sugboanon Bisaya.  Early on, the Boholano child’s brain is wired for the Bisayan language.  When the child enters school he encounters English and Filipino and the child’s brain is rewired to accommodate these languages.  These three languages becomes 3 separate “language programs” in the brain.

The problem is, only the English language program is supplied enough data to produce a college degree.  Recently, the invented Filipino language is allowed a degree program but only in that language.  However, the Sugboanon language program in the brain is not supplied enough data for a college degree.  Why?  The reason is only colonial mentality of our officials.

The Sugboanon Bisaya has enough words that can educate a child up to a college degree or even Post-Graduate degrees.  At present, our stock of words is ready for the education, commerce, liberal arts, and civil engineering.  (Note: I know because I’m presently collecting the terms in civil engineering â€" JBT).  So why not allow the Bisayans to earn their college degree using the Sugboanon language?  Of course the language use must start from Grade I and vertically parallel with English.

The Advantages

The mother language is the language of the soul.  It can preserve the culture and tradition of the people.  Patriotism and love of country is enhanced.  The best advantage is the attitude to stay in one’s country, especially those of brilliant minds.

Nowadays, supposing you have 1,000 graduates in nursing.  All of them have the desire to go abroad because they were educated in English.  Supposing 800 passes all the different examinations, then we have 200 nurses who are below par.  The problem is, who will teach the next batch of nursing students?  You have no choice but to select from the 200 non-passers for foreign selection.  Since they are below par, what would you expect of the students they teach?  Eventually we will have the situation, “If you know, then you do it; if you do not know, then you teach!” Are you still surprised why our educational system is deteriorating?

Now, suppose you also allow nursing to be taught in Bisaya, at the same level of quality by using our own words and coining new words.  The graduates will not go abroad.  Even though at first they may be few, it has the advantage of retaining the brilliant minds.  Eventually the Bisayan-Nursing graduates will become better and better because their teachers are better.

It is Complementary

Teaching the Sugboanon parallel with the English language is complementary.  There are situations that can be expressed in Sugboanon but could not be expressed in English and vice versa.  This puzzle is not possible in English: “Adunay Bol-anon ug Amerikana.  Buot sila nga magdungan pagtabok sa tulay nga usa ra ka tawo ang makaagi.  Unsaon man nila pagtabok? = There is a Boholano and an Amerikana (American?).  They want to cross together a bridge that can only carry one person.  How can they cross together?”  Tubag: Isul-ob sa Bol-anon ang Amerikana og motabok.  (The Boholano will wear the Amerikana (Coat) and cross.)

Our Legalistic Culture

Have you ever wondered why the Filipino culture is very legalistic?  It is because our brilliant minds nowadays belong to lawyers.

The topnotcher doctors, nurses, engineers, etc. are already abroad.  The topnotcher lawyers are here in the Philippines because their legal knowledge are not applicable abroad.  So where can you get the brilliant minds from the other professions to pit wits with brilliant lawyers?

Even in Tagbilaran City we have topnotcher lawyers but you could not find topnotcher doctor, nurse, engineer, etc. because they are abroad.

So the best solution is to allow other degrees to be taught in Sugboanon Bisaya so that some brilliant minds in the other professions would not go abroad.

Manny Pacquiao might soon end up wearing three belts.  The Ring Magazine, the Bible of Boxing, has announced that it is staking its super-featherweight title during Pacquiao’s March 15 rematch with Juan Manuel Marquez in Las Vegas.

The fight dubbed “Unfinished Business” is a continuation of the Pacquiao-Marquez rivalry that began in May 8, 2004 and ended with a very controversial draw at the MGM Grand.

The other belts at stake in the awaited pay-per-view bout are Pacquiao’s WBC international crown and Marquez’ WBC world title.  All three belts to be staked are at 130 lbs.

Trainer Freddie Roach said they plan to start collecting belts this year.  After they’re done with Marquez, Pacquiao will shoot for David Diaz’ WBC lightweight (135 lbs) title in June or July.

Pacquiao is in Gen. Santos City where he began his training a few days ago.  He will fly to Los Angeles on Jan. 14 in time for a fight press conference with Marquez on the 15th.

Marquez, on the other hand, is reportedly in his second or third week of training, and was said to have worked out in Mexico even on Christmas Day.

“This is the one everybody wanted to see,” Richard Schaefer of Golden Boy said in a recent Internet report.

The fight is being co-promoted by Golden Boy for Marquez and Top Rank for Pacquiao.  It’s the second project for the promotional giants following the Pacquiao-Marco Antonio Barrera tiff last October.

Floyd Mayweather Sr., expectedly, has low regard for Manny Pacquiao.

The father of the world’s acknowledged best pound-for-pound fighter today believes the Filipino ring icon stands no chance against England’s Ricky Hatton.

This despite the fact that the unbeaten Floyd Jr. hammered Hatton, then also with an unblemished record, into submission in the 10th round when they fought on Dec. 10.

In an interview with Boxing Scene.com’s Rick Reeno, Floyd, Sr., was quoted as saying that Hatton will beat the [expletive] socks off (Manny) Pacquiao.”

Mayweather thinks that Hatton, the reigning world Jr. welterweight champ (43-1, 31 KOs), would be too strong for Pacquiao, who started his career at 112 lb but is now fighting at 130 lb.

Top Rank chief executive officer Bob Arum, also Pacquiao’s chief promoter, is mulling a showdown with Hatton late this year as the culmination of a three-fight calendar for Pacquiao.

The Hatton camp is receptive to the idea, although a formal offer has yet to be tendered.
Meanwhile, Pacquiao officially started his training for his March 15 rematch against Mexican Juan Manuel Marquez on Tuesday in Gen. Santos City with trainer Buboy Fernandez by his side.

Pacquiao, fresh off vacations with his family in Boracay Island and the United States, did his usual two-hour routine at the gym owned by Rey Goligan.

After whipping himself into shape in his hometown, Pacquiao is set to fly to Los Angeles before Jan. 15, where he will train under Freddie Roach at the Wild Card Gym for Pacquiao-Marquez II slated at Mandalay Bay Resort and Casino.

Maribojoc, Bohol

The Lincod basketeers came from behind Sunday night to clinch the 2007 Maribojoc Christmas Basketball League (MCBL) crown at the expense of the SVI Goodah players at the Maribojoc Sports and Cultural Center, this town.  Goodah suffered a heart-rending 84-80 defeat after leading in the early minutes of play and midway in the last quarter.

It was Goodah’s second loss in two outings in their best-of-three series for the MCBL crown.
Enjoying a three-point cushion at 11-8 and 13-10 in the initial start of play, Lincod overhauled Goodah’s lead at the end of the first quarter, 20-19.

The Lincod cagers thru the heroics of skipper Albryann Redillas and point-guard Mark Sarmago, widened their lead in the early part of the second quarter, 29-19.  They continued occupying the driver’s seat until buzzer time when the half-time score settled at 40-35 in their favor.

In the ensuing play, the powerful Goodah combination of Rene Dumandan, Jr., Joshua Genovia and Dondon Redulla staged a rally and overturned the game in their favor, 57-48.

But foul trouble haunted Goodah’s camp going into the fourth quarter.  With Goodah’s mainstays fouling out in succession, Lincod went on a rampage and evened the score 75-all with a minute and 37 seconds left before regulation period.

Series of blunders compounded Goodah’s woes as the Lincod players went on a scoring spree in the dying seconds of play.  They were up by four points at 84-80 as the buzzer signaled the end of the crucial game.
Lincod’s slippery guard Mark Sarmago received from Mayor Boy Evasco the Engr. Paulito Fuertes Cup as the game’s Most Valuable Player (MVP).  Legaspi-based lawyer Eddie Busalla, an original MCBL cager, donated the trophy to perpetuate the memory of the founding organizer of the 47-year old league.

On the other hand, three-point artist Albryann Redillas romped away with the league MVP award.
Mayor Evasco also awarded cash prizes and trophies to the following top winners: Champion â€" Lincod; 1st Runner-up â€" SVI Goodah; 2nd Runner-up â€" Dipatlong; and 3rd Runner-up â€" Bayacabac.  The awarding rites was emceed by Municipal Kagawad Liling Villas.

Meanwhile, the MCBL management committee chose the following top players of the yuletide tournament: Nick Kromwell Vencilao and Moraga of Punta Cruz; Albryann Redillas and Mark Sarmago of Lincod; Jaylord Cañones and Poncardas of Dipatlong; Ronie Petagara and Glen Geñoso of Punsod; Abecia, Lagtangon; Napiere, Jandig; Bryan Jerusalem, Bood; Carlo Jabines, Cabawan; Cruz Estomata, Sesame; Arsenio Cimafranca, Jr., Bayacabac; and Rene Dumandan, Jr., SVI Goodah.  They will represent this coastal town in future tournaments out-of-town.

Cainglet also served as school sports administrator and an effective military training commandant being an army reserved officer with a rank of lieutenant colonel.

Outside the campus, the late Cainglet was a political strategist of former Gov. David Tirol and the late Tagbilaran City Mayor Venencio Inting.

“Sir Albert” was also a songwriter, a musician in his own right. He was band leader and composer.   Some of the songs he wrote were the UB March, ROTC March, BSP Zenith, Dauis March, Pinanggang Panglao, Ubay March and a lot of Visayan songs.

He died as an avid radio listener of dyRD who took time to give his comments and suggestions (even through the phone when he was already physically weak).
Cainglet is survived by children Al-Raquel, Bert-Delia, Lora-Angelo, Himaya, Pinangga, Elumine Teofe-Gil, and grandchildren.

He will be given tribute at the University of Bohol at l0 o’clock this morning.
His remains will be laid to rest at the Dampas Catholic cemetery this afternoon after a requiem mass at the St. Joseph Cathedral at 1 p.m. today.

Weird and Extreme / Twins Got Married
January 12, 2008, 12:21:27 AM
A pair of twins who were adopted by separate families as babies got married without knowing they were brother and sister, a peer told the House of Lords.

A court annulled the British couple's union after they discovered their true relationship, Lord Alton said.

The peer - who was told of the case by a High Court judge involved - said the twins felt an "inevitable attraction".

He said the case showed how important it was for children to be able to find out about their biological parents.

Details of the identities of the twins involved have been kept secret, but Lord Alton said the pair did not realise they were related until after their marriage.

Cebu Pacific (CEB), the country's low fare leader and leading domestic airline will expand its Cebu-Cagayan de Oro operations from three to five times weekly to meet rising demand.

The airline initially increased its number of flights from three to four times weekly; flying on Monday, Wednesday, Thursday, and Saturday last January 9, 2008 and will add a Friday schedule starting January 18, 2008.

Candice Iyog, CEB VP for marketing and product, said, "As our passenger loads for our Cebu-Cagayan de Oro service continue to grow, we need to make sure that we keep up with the rising demand. We expect this growth trend to continue because of our trademark year round low fares."

CEB currently offers P8 seats one-way for its domestic network and P888 seats one-way until January 17, 2008.

After the seat sale, the lowest 'Go' fare for the Cebu-Cagayan de Oro service starts from P288 one-way, exclusive of taxes and surcharges.

Iyog said the best way to get CEB's lowest fares to any destination is through its website, cebupacificair.com.

Sir Edmund Hillary, the first man to climb the world's highest mountain, Mount Everest, has died aged 88.

New Zealand Prime Minister Helen Clark described the explorer as a heroic figure and said all New Zealanders would deeply mourn his passing.

Sir Edmund's health had reportedly been in decline since April, when he suffered a fall while visiting Nepal.

He was the first man to climb the 8,850m (29,035ft) peak with Sherpa Tenzing Norgay on 29 May 1953.

Returning to Everest base camp, he famously greeted another member of the British expedition group with the words: "Well, George, we've knocked the bastard off."

After the ascent, Sir Edmund led a number of expeditions to the South Pole and devoted his life to helping the Sherpas of Nepal's Khumbu region.

His Himalayan Trust has helped build hospitals, clinics, bridges, airstrips and nearly 30 schools. He was made an honorary Nepalese citizen in 2003.

Inspiration & Hope / Dying To Live
January 11, 2008, 10:15:15 AM
Whoever desires to save his life will lose it, but whoever loses his life for My sake will find it. â€"Matthew 16:25

Western Michigan is plagued by snowy winters, requiring that salt be put on road surfaces to make them safer to travel. The problem is that salt eats away at a car’s metal body. So, going to a car wash is a frequent winter ritual.

Recently I was sitting in a car-wash facility near the end of the washing process when the machines began to spray a special liquid all over the car. The sign said it was a “drying agent,” but that struck me as odd. Wetting something down to dry it seems contrary to what you’d expect. Yet that is precisely what those chemicals are designed to do. It is counter-intuitive thinkingâ€"a paradox.

Jesus also dealt in counter-intuitive thinking when presenting His kingdom message to His followers. In Matthew 16:25, He said, “Whoever desires to save his life will lose it, but whoever loses his life for My sake will find it.” That doesn’t sound right. To save your life, you have to lose it? That seems like saying, “To dry something, you wet it down!” Yet, it is absolutely true. Only as we die to self, entrusting ownership of our lives to Christ, can we learn what it means to really live.

“Dying to live” may seem counter-intuitive, but it is the heart of the Christian experience.
â€"Bill Crowder

Less of self and more of Jesus,
More and more each day like Thee;
Just to live in full surrender
For my Lord who ransomed me.  â€"Wonder

To live for Christ, we must learn to die to self.

January 11, 2008, 12:45:10 AM

You have to protect yourself and double-check everything. One side effect of taking many prescription and over-the-counter medication can be a worrisome increase in memory lapses. And as you get older, drugs tend to stay in your system for a longer period of time, increasing the likelihood of troublesome interactions. Fortunately, any drug-related impairment will likely improve as soon as the drug is discontinued. Speaking with your doctor about adjusting your dose or switching medications is often a simple solution.

How To Tips / What Apples Can Do To Your Brain
January 11, 2008, 12:43:28 AM

A couple of apples a day may keep the neurologist away. Apples and apple juice may be among the best foods that baby boomers and senior citizens could add to their diet. They have just the right dose of antioxidants to raise levels of acetylcholine, a neurotransmitter that’s essential to memory and tends to decline with age. In addition, antioxidants in apples help preserve memory by protecting brain cells against damage from free radicals created by everyday metabolic action, such as the processing of glucose by the body’s cells.

How To Tips / Good Thing About Coffee
January 11, 2008, 12:41:38 AM

Coffee is good for more than just getting you out of bed in the morning. Researchers from the University of Innsbruck in Austria used functional magnetic resonance imaging (fMRI) to examine the brain activity of people working on a memory task. The volunteers were tested twice, once after receiving the caffeine equivalent of about two cups of coffee, and once without any caffeine. Caffeine improved the memory skills and reactions times of the volunteers. In addition, caffeine increased brain activity in two locations-the memory-rich frontal lobe and the attention-controlling anterior cingulum. Studies have also found that key enzymes found in green and black teas help improve memory functions.

Flex your noodle by doing crossword puzzles and brain teasers for an hour or so, then cool down with a glass of wine - it, too, may help preserve your memory. According to research done by Philippe Maranbaud, PhD, a compound in red wine, resveratrol, may help ward off Alzheimer’s disease. Alcohol’s benefits to the heart it can help lower cholesterol levels may also protect against memory loss by improving circulation to the brain. But remember, everything in moderation: Drinking more than a glass won’t help, and it just might hurt.

How To Tips / Do You Have Iron?
January 11, 2008, 12:39:29 AM

Iron helps the neurotransmitters essential to memory function properly and your brain can be sensitive to low amounts. Iron deficiency - the most common nutrient deficiency in the United States - is linked to many adverse effects, including difficulty concentrating, diminished intelligence, and a shortened attention span. Iron helps carry oxygen to the brain, and the lack of oxygen associated with iron deficiency can cause brain cell activity to slow down significantly.

How To Tips / Control Your Cholesterol
January 11, 2008, 12:38:23 AM

One of the many important roles cholesterol plays in the body is in our nervous system, enabling learning and memory to take place. A healthful cholesterol level is as essential for mental sharpness as it is for cardiovascular efficiency. When plaque, caused by “bad” LDL cholesterol, builds up in blood vessels, it can hinder circulation to the brain, depriving it of essential nutrients. One possible consequence: memory problems.

Sleep plays a critical role in your physiological function and is vital for your intellectual development. A sleepy person’s brain works harder - and accomplishes less. A study using real-time, state-of-the-art imaging shows that sleep deprivation has dramatic effects on the brain and how well it performs. Memory failure is also a common occurrence for many sleep-deprived individuals. Another study conducted at the University of Luebeck found that creativity and problem solving appear to be directly linked to adequate sleep.

How To Tips / Pay Undivided Attention
January 11, 2008, 12:12:14 AM
We all multitask, a necessary survival skill of the digital age. But did you know that just listening to the news while browsing the Web can limit how well you’re able to recall both? Normally, when you take in new information, you process it with a part of the brain called the cerebral cortex. But multitasking greatly reduces learning because people can’t attend to the relevant information. That’s because the brain is forced to switch processing to an area called the striatum, and the information stored here tends to contain fewer important details.

Luckily, this kind of memory problem has an easy fix: Simply pay undivided attention to whatever you really want to recall later.

How To Tips / Refresh Your Mind With Meditation
January 10, 2008, 11:31:31 PM
When most people think of meditation, they think of deep relaxation. But this ancient practice can do more than just soothe your soul, it may also sharpen your memory. According to a University of Kentucky study, subjects who took a late-afternoon test after meditating for 30 minutes had significantly better scores than those who napped for the same period.

Even more surprising, when the subjects were retested after being deprived of a full night’s sleep, those who meditated still scored better than their study counterparts. How could that be? Meditation, like sleep, reduces sensory input, and this quiet state may provide a time for neurons to process and solidify new information and memories.

CEB allocated more than 100,000 seats for its international seat sale that includes services from Manila to: Bangkok, Guangzhou, Hong Kong, Jakarta, Kuala Lumpur, Macau, Taipei, Shanghai, Singapore, Xiamen. This is also available for non-stop services from Cebu to: Bangkok, Hong Kong, Singapore, and Taipei and from Davao to Hong Kong and Singapore.  This is good for travel from February 1 to May 31, 2008.

CEB also allocated more than 100,000 seats for its domestic destinations. This is good for travel from February 1 to March 12, 2008.

Candice Iyog, CEB vice president for marketing and product, said, "We hope that many will take advantage of these low fares and travel to our neighboring Asian countries for the first time. More importantly, we hope to be able to stimulate more tourist arrivals with these low fares.  This is our way of continuing to support the country's tourism agenda."

She added, "We are also extending this to our domestic network due to the high demand for our very low fares."

"The best way to purchase ticket is via CEB's website, www.cebupacificair.com. Booking and paying for your tickets online is so much easier, "Iyog added. She further explained that the seat sale fare is non-refundable and is exclusive of government taxes and surcharges.

Activist group leaders here counter a testimony of a former top rebel commander linking them to the New Peoples Army (NPA).

NPA leader Epitacio Ramirez, known in the 80s as Commander Vargas, accused the CPP-NPA-NDF of "deceptive activities and atrocities" which included the so-called legal fronts such as human rights group Karapatan.

In a press statement, Bagong Alyansang Makabayan (Bayan) Bohol chair John Ruiz III countered that Ramirez is a "recycled long inactive member of the NPA… used by the military to drumbeat their propaganda in linking progressive organizations such as party list Bayan Muna, Gabriela, Anakpawis and people's organization Bayan."

According to Ruiz, "the military is desperate in linking the legal progressive organizations to the NPA to justify political killings against leaders of activist groups."
