Demolition of shanties and makeshift business structures in the city fish port located in the coastway of Poblacion 1 is a pure political harassment, and not because of the reasons given by Tagbilaran City Hall.

Poblacion 1 barangay kagawad Cesar Diez said occupants of structures in the fish port were not provided time to prepare for their coming dislocation, no notice of eviction and plans for relocation.

Barangay officials, from punong barangay Niño Racho down to barangay kagawads, are allegedly not allied with the camp of sitting city mayor Dan Lim.

Teofista Miculob, president of the fish port vendors association, also said she was not informed of the demolition since there were no dialogues, meetings done for them to know of the cityhall plans.

Fish vendors showed officials receipts proving payments of monthly fees averaging P130 monthly.

“What we are asking from cityhall is a fair treatment for we are also human beings trying to make a living,” Miculob pleaded.

A heavy equipment (backhoe) was sent by city hall Friday morning to complete the demolition at the city port but it pulled out after barangay councilor Diez asked that it be reset for another day since they are to celebrate the feast of Sto. Niño, their patron saint.

Diez also lamented on the accusations that the area in the fish port is a haven of drug addicts, pushers and hide out of criminal elements.

“Such accusation is very unfair. There are police and intelligence authorities that should verify first such reports. It could not be made as reason for this demolition,” the barangay kagawad said.

Bible Study / When Life Goes Bad
January 23, 2008, 08:18:37 AM
David strengthened himself in the Lord his God. â€"1 Samuel 30:6

Everything looked bleak to David and his men when they arrived at Ziklag (1 Sam. 30:1-6). The Amalekites had attacked the city and taken their wives and children captive. The men were so discouraged that they wept until they had no more energy. And David, their leader, was “greatly distressed” because the people were contemplating stoning him (v.6).

In the end, David’s army rescued their families and defeated the Amalekites. But the story takes a great turn even before that when “David strengthened himself in the Lord his God” (v.6). Other translations use the words encouraged or refreshed.

The text doesn’t say exactly how David did this. But it makes me wonder, In what ways can we strengthen, encourage, or refresh ourselves in the Lord when we’re feeling discouraged?

First, we can remember what God has done. We can list the ways He has cared for us in the past, and how He has provided for us or answered a prayer request.

Second, we can remember what God has promised. “Be strong and of good courage; . . . for the Lord your God is with you wherever you go” (Josh. 1:9).

Like David, let’s learn to strengthen ourselves in the Lord, and then let’s leave the rest with Him. â€"Anne Cetas

“I will strengthen,” so take courage,
Child of God, so weak and frail.
God has said so, and it must be,
For His promise cannot fail! â€"Anon.

Our greatest strength is often shown in our ability to stand still and trust God.

This is quite alarming.

Atty. Jun Amora is the former provincial capitol administrator, son-in-law of the owner of the Bohol Chronicle newspaper and dyRD radio station.

I know the owner of PJ Star Enterprises, a couple who are from Bacolod.

If you have houses in Tagbilaran and in any Bohol towns, please implement security measures.

Let us pray for our families back home.

Four shootings in one week and six burglaries in one week in Tagbilaran. This is horrible.

A total of six burglaries were recorded by the Tagbilaran City PNP last week.

More than P300,000 worth of cellular phones and ready-to-wear (RTW) clothings were carted away by unidentified robbers who ransacked PJ Star Enterprises at the Ambassador Arcade along B. Inting Street last Monday.

Police said the burglars gained entry through the establishment's roof by cutting its galvanized iron roofing.

A total of 94 cellular phones and RTWs were stolen from the store.

The firm's security guard, stationed outside the store, knew about the robbery when store employees reported for work the following morning.

Last Wednesday, at around 4:45 a.m., the residence of Dr. Henya Sotelo in Caingget Drive, barangay Booy, this city was intruded by a lone robber who forcibly entered the house through a wooden door.

The suspect took off with 1 diamond ring, 1 diamond earring, 1 white gold ring, 2 gold bungles, 2 Chinese gold necklaces, 1 unit Nokia cellphone and 1 unit DVD player.

Last January 8, around 8 a.m., robbers broke into the law office of lawyer Antonio Amora Jr., Save n' Earn and Nuga Best.

The suspects reportedly gained entry through the roof of the two adjacent buildings where the three establishments are located.

Taken from Amora's law office was a laptop computer worth P40,000. Several land titles owned by the lawyer's clients were allegedly torn into pieces by the suspects.

At the adjacent building where Nuga Best and Save n' Earn were housed, the robbers took off with another laptop computer valued at P45,000, a video camera worth P50,000, cash amounting to P3,100.

Police have yet to identify the suspects of the series of shootings and robberies.

One was killed while three others were wounded in a spate of shooting incidents here last week.

The shootings left police with no clue as a series of burglaries occurred which victimized three business establishments, a law office and the residence of a doctor.

Thursday night, suspected rebel leader Ronald Sendrijas was gunned down while buying medicines in a pharmacy along Gallares Street fronting Ramiro Hospital, this city.

Two 9-millimeter rounds to the head killed Sendrijas on the spot. The motor-riding suspects fled the crime scene leaving police investigators with only two empty shells of the 9 mm rounds that hit the former rebel leader.

Last Wednesday, at around 3:30 p.m., another motor-riding assailant armed with a pistol of unknown caliber shot one Hermilo Hornido, 64, a resident of VP Inting Street, this city.

Hornido, who was hit on the right foot, told police that he did not know his attacker.
Shortly before midnight last Thursday, one Dario Badiang Jr., a resident of Poblacion, Corella town was shot at his right arm in barangay San Isidro, this city.

The victim claimed his assailant was one Antonio Go, who resides in barangay San Isidro, this city.

Another victim of a shooting incident is Dominic Manigque, 21, a resident of Rizal Street, Sacred Heart Village, this city.

Manigque was shot near the National Food Authority (NFA) office in barangay Mansasa last Saturday.

According to police, two unidentified suspects riding in tandem aboard a motorcycle drove by Manigque and shot him on the right forearm.

Barring any major hitches, this year’s Palarong Pambansa will push through as scheduled in Puerto Princesa, Palawan.

The Department of Education and the Philippine Sports Commission finalized the venue of the Palaro with both government agencies promising to pool their resources for the April 20 to 26 sports meet.
PSC commissioner Eric Loretizo made the announcement after a meeting with officials of DepEd, led by undersecretary Ramon Bacani and task force chief of school sports Len Toledo, and the Palaro.

“After setting up the date and the venue, we will begin discussing the issues and concerns surrounding the Palaro hosting within the month,” said Loretizo, the PSC’s point man for the DepEd-organized Palaro.
Lorentizo and Toledo will meet again on Jan. 28 to jump-start the preparations for the week-long games.

With Puerto Princesa Mayor Edward Hagedorn as host, the 2008 edition of the Palaro will have 17 events in the high school category and 14 disciplines in the elementary division.

Loretizo said the government sports agency would take a more active role in the Palaro by helping the DepEd strengthen and improve the technical aspect of running the games.

Stupid DOLE. Please forgive my language.

The employers will get workers from India, Mexico, China, and many other countries.

This DOLE needs to read the business section of newspapers. We are now in a highly globalized market. One job can be filled in by any nationality.

By enforcing stricter rules, DOLE is killing the Filipinos.

A furious combination by Carlos Meurom and Juan Orfano emerged as the undermanned Bohol Institute of Technology International College Jr Cruisers shaded a stubborn Mansasa High School Blue Marlins, 91-86 in the resumption of the semi final round of the 13th Bohol Schools Amateur Athletic Association (BSAAA) 3rd Graham C Lim Basketball Challenge at the BWS gym.

The powerful combination of the duo came in time as the Galaura brothers, Mc Joseph and Kent, were not visible at the Jr Cruisers bench.

The game saw a fiery battle as exchange of firepower from both teams ensued as the magic 3 in Mark Saligumba, Raffy Taer, and slot men John Ringo Casile of the Blue Marlins now coached by former DWC Falcons Francis Omictin, fought and defied their opponents to the hilt. But the magical triumvirate was overwhelmed by the deeper bench of the boys from Gallares street in closing seconds of the game.

Melvin Cyrus Polestico, skipper of the BWS Golden Dragons, waxed hot as he outmaneuvered all oppositions assigned to him to carry his team to victory against the fighting Bai Cristobal Camp. 71-52.

The former All Star MVP was ably collaborated by Irene “the Silent Operator” Espinosa, Cholo “Tower of Power” Uy, and the hardworking Ian Atienza.

The exchange of firepower continued as the 3rd canto ended when the wards of Coach Rustico Pitao fired an 11-0 blast to take the lead at 71-58.

But the never say die Blue Marlins, regrouped and put their acts together to counter in the ensuing 4th period but timely opposition neutralized the attack of the Blue Marlins.

Meanwhile, the Mini Cruisers of BITIC played their all hearts out as they outplayed the HSS Mini Crusaders, 47-32.

Former Bai Cristobal Basketball Camp trainee Patrick Rocha almost single-handedly stood tall for the Mini Crusaders but to no avail his effort went futile as John Clyde Pitao, George Curiba, and Andy Bongalos ignited a run away and dealt the Soledad boys their 1 loss in as many outing.

In the battle of sister teams, BWS Mini Dragons did not take much sweat as they nipped BWS Jaguars, 57-46.

The superior firepower of the Mini Dragons Rey Magtahas, the much improved James Kevin Mascariñas, Van Excel Garrote, Christian Tenorio, Dave Balaba, and Kyle Panong proved too much for the Jaguars as as they negated the efforts of the duo of Steve Carlon and Feilbien Coquilla.

The 13th BSAAA 3rd Graham C Lim Basketball Challenge is ably supported by: Mayor Dan Lim; Mr. and Mrs. Gerardo B. Madanguit; Cebu PJ Stars; STY Marketing; Big Tops; Mr. and Mrs. Camilo Torralba; First Consolidated Bank; Bon Lumber Supply Km 3; Bohol Times; Holy Spirit School; Bohol Chronicle; Bohol Wisdom School; DyRD AM/FM; Grandmas Purified Drinking Water; Mr. and Mrs. Leo B. Madanguit; and Congressman Edgar M. Chatto.

Carmen - Bohol / Carmen Bohol Courting More Tourists

The Bohol Chronicle

Preparations for the first "Uvida Festival" is in high gear as Carmen town celebrates tomorrow its town fiesta in honor of its patron St. Anthony, the Abbot.

Carmen Mayor Manuel Molina said they want high-paying tourists to stay in their town and not just view the Chocolate Hills.

For so many years, backpacking tourists just come to see the Chocolate Hills. "Nobody really stays long in our town to eat our native delicacies or buy our products," Molina said.

With the help of his municipal tourism officer Thelma Bag-ao, however, conceived the idea of initiating an activity for tourists and guests.

Over 500 regular employees of the provincial government may end up jobless once Capitol implements a proposal to reorganize its personnel.

A "re-engineering program", being eyed after a proposal by consultants was made to the provincial government's Human Resource and Development Office (HRMDO), could cause the dismissal or termination from their jobs of more than half of Capitol employees.

In a letter to Vice Gov. Julius Ceasar Herrera and the provincial board members, Sangguniang Panlalawigan (SP) secretary Bonifacio Quirog Jr. pointed out the concerns of employees regarding the so-called "re-engineering" plan.

According to Quirog, contrary to what Capitol personnel were made to believe that no employee will be terminated, the re-engineering is "a total reorganization of the provincial government where all positions will be declared vacant…"

Talk of the Town / LTO Registrar Not Welcome in Bohol
January 19, 2008, 10:19:41 AM
By the Bohol Chronicle

The objection for the transfer of Jose Ruperto Remullo as Tagbilaran City LTO registrar was given credence by higher officials of the Department of Transportation and Communication (DOTC) last Monday.

DOTC Undersecretary Ann Lontoc issued the order to stop the transfer of Remullo as LTO Tagbilaran City registrar following the objection raised by Gov. Erico Aumentado.
The governor based his objection on the fact that Remullo is one of those investigated in connection with the LTO's alleged involvement in questionable issuances of vehicle registrations.

Hangyo Sa Mga Kabayo ug Alibang-bang
sinulat ni m. ortega ligalig

Gikataw-an mo kadtong mga kabayo
nga nagdagan-dagan sa akong dughan

Gikataw-an mo kadtong mga alibang-bang
nga naglupad-lupad sa akong tiyan

Gitamay mo kadtong kahadlok
nga mituok sa akong tutonlan

Gitamay mo kadtong kaulaw
nga nagtabon sa akong kalibutan

Gibiay-biay mo ang pulong nga tim-os
kay giisip mo nga ako way pulos

Gibiay-biay mo ang pangindahay
sa sama kanako nga naghangad kanimo

Wa ka mahibalo nga gikub-kob
ko ang akong handurawan sa makadaghan,
nangita ug timgas nga mga pulong
nga sarang ikapintal
kabahin niadtong mga kabayo ug alibang-bang
nga wa ko hisabting
naghamok, naghadla kanako
sa higayon nga mopatim-aw
ang idlas mong pahiyom

Wa ka mahibalo kung giunsa ko pagbuntog
ang kahadlok,
kung giunsa ko pagdaug
ang kaulaw
nga nakiggubat sa akong kalag
sa higayong mopatim-aw
ang imong anino

Wa ka mahibalo sa singot nga miagas
sa akong agtang,
sa kagutom nga giantos
niining tiyan
aron mahukad
kadtong nalubong nga mga pulong
sa kinauyukan ning alimpatakan

Dili ko panumbalingon
ang imong pagtamihid
Dili ko isipon
ang imong pagpangyam-id
Dili ko tagdon
ang imong pagtamay

Apan hangyoon ko ikaw
sa makausa ug kataposang higayon:
ayaw lang intawon
kataw-i ang papel-
diin tua didto nahulma
ang tunob
sa mga kabayo

Bohol Sunday Post

Everybody has a funny bone, no doubt about it; but being tickle-prone is quite a distance from the ways and means people entertain themselves. Which leads us to the conclusion that having fun is not a monopoly of a sector, a category, or a kind. Nor is it safe to say that fun is for the young, for youth is not always equated with the capability to imbibe lightheartedness.

Fun is for all ages, all sexes, sizes, colors, creeds… anybody can have it, if he attunes himself to it; in the same manner that there are persons who are not receptive to fun. The worst that can happen, is making fun of himself. He who can make fun of himself usually has joi de vivre, and adapts to every situation, even to the extent of bearing the brunt of ridicule. And he comes out the victor.

This was the subject I dealt with Adonis Damilao Torion (ADT), when we talked about life and one's capacity to live. There are those who are so engrossed with making a living that they forget how to live. There are those who hate the world outside their shells, that they don't know how to enjoy life.

As Branch Manager of World Of Fun, an establishment at Island City Mall, Mr. Torion is loaded with first-hand experiences that spice up his existence. When he told me that there are many adults who patronage the game machines of WOF, I was astounded, though not shocked by his revelation. All the time I thought that WOF is only for children, and Bohol is not an exception to this perception. How wrong I was.

Don Torion was born in Asturias, Cebu. His parents transferred to Manila, including the entire family for some reasons, one of them economic. Although he understands and speaks Cebuano, his intonation (and speech patterns) is basically Tagalog. He studied at PMI (Philippine Maritime Institute) in Sta. Cruz, Manila, enticed by the school's "See the world for free." In order not to overburden his parents for his study needs, he worked as a Service Crew of World Of Fun (WOF) in Cubao, Quezon City. Graduating with a Bachelor of Science degree in Marine Transportation (BSMT), he prepared himself to embark on a life-long dream of endless travel. But life has its own twists and turns. He was offered a permanent job by the Paco Amusement Corporation (which operates WOF), which he accepted, in lieu of a job-hunting spree that may not be at all fruitful.

He was assigned to Tagaytay WOF, in the same building of Tagaytay Casino; then at SM Megamall where he was promoted Assistant Branch Manger. After six months he was in Santa Rosa, Laguna, near Enchanted Kingdom, then SM City North Eds. In 2004, when WOF opened in Bohol's Island City Mall he pioneered as Branch Manager. He has been here since then, his longest stay in any WOF outlet, and has no intention of seeking for transfer elsewhere. He has fallen in love with Bohol, like anybody else who has sampled the province's warmth and promise of a wholesome life.

LMP: You took up BS in Marine Transportation, how come instead of becoming a seaman, you are managing World Of Fun?
ADT: When I was in college, I was working as a Service Crew at the same time at WOF. That's why the management asked me if I could continue working for them as Head after graduation. Pumayag ako.

LMP: Can you give us an idea what World Of Fun is?
ADT: World Of Fun is an entertainment center. It started as a small game room, around 100 to 200 square meters, at SM North Edsa on November 29, 1987. It was under Paco Amusement Corporation.

LMP: Who were the incorporators?
ADT: The Chairman of the Board was Nemecio Co. Unfortunately, he died last 2005. He was replaced by his son-in-law Kerwin Lo.

LMP: Where was the next branch after North Edsa?
ADT: After North Edsa, we opened a branch in Edsa Central, Caloocan in 1989.

LMP: When did WOF start to have branches outside Metro Manila?
ADT: Early 1990's, nag-expand ang WOF sa Cagayan de Oro City, at Lim Kit Kai, and in 1997 at SM Cebu. The managing company was Visaya Amusement Corp. Our trademark is World Of Fun, but we have four companies: Paco Amusement Corp., KC Wonderland, Visaya Amusement Corp., and Great World Of Fun, which is the biggest branch located in Sta. Lucia.

LMP: How many outlets or branches do you have?
ADT: We already have 50 branches nationwide, Sir.

LMP: How many personnel do you have out of these 50?
ADT: We have approximately 300 to 400 regular and another 300-400 casual employees.

LMP: Is world of fun basically for children?
ADT: Our target market is children and the young adults.

LMP: What facilities are frequented by the customers?
ADT: We have the kiddie rides, battery cars, and redemption machines. Sila ang dinadayo parati ng mga customers.

LMP: What do you mean by redemption machines?
ADT: Mga dispense machines, Sir. These are booths which dispense tickets with corresponding prices.

LMP: How do you compete with other companies with the same product and market?
ADT: We are proud to say, Sir, that based on our marketing annual ratings, we were Number One in the entire country in the year 2005. We have good marketing strategies and customer service. In terms of price, WOF is cheaper and has a better quality of service.

LMP: Do you have future plans of expansion here in Tagbilaran?
ADT: Yes, Sir. Actually, just last December, we passed a letter of intent to put up branches at Alturas Supermarket, Plaza Marcela and Talibon. We're just waiting for the go-signal of S' Mar Uy.

LMP: How many crews are needed for a newly opened branch?
ADT: For a newly opened branch, the management requires 2 service crews, and 1 officer.

LMP: How do you assess the reaction of the people when WOF came to Bohol?
ADT: We are proud to say, Sir, that for the first 3 months, positive ang response from the customer. At first was the expected reluctance. Then the kids showed the way. After that tuloy-tuloy na. Pati na mga adults.

LMP: Are your staff all Boholanos?
ADT: Yes, Sir, they all are. There's an advantage because they already know the atmosphere and the people. All of our staff are epitomes of Boholano warmth and hospitality, a kind of customer service not found anywhere.

LMP: What were the problems you encountered when you came to Bohol?
ADT: At first, I was pessimistic. Pagtungtong ko pa lang sa Tagbilaran port, I immediately said, "Is this a city?" It seemed so quiet. There was not much action. The road was not yet concrete. When I reached the mall, it was isolated; medyo malayo. I asked myself "Paano maeengganyo ang mga tao na pumunta dito?" But later on, iba na 'yong perception ko. Marami palang tao, maraming customers. I learned to love Tagbilaran.

LMP: If offered another job away from Bohol, will you accept it?
ADT: If the price is right and there are added incentives offered by the other companies, siguro lilipat ako. But as much as possible, I want to stay in Bohol.

LMP: What are your projections for WOF in the next couple of years?
ADT: Siguro by that time, we already have 3 or 4 additional branches here in Bohol. Definitely, our prospect is to keep growing. Bohol is fast growing; we want to be a part of this growth.

And grow World Of Fun does. With a clientele that include all ages, how could there be a let-down? A few years from now, WOF would expand to the municipalities. It is a means of educating the young to the modern amenities of the entertainment world. Urbanization starts with the young through the games they play.

Come January 29, Mr. Torion will commence an Advance Management Course at UP-Dilliman with other WOF Branch Heads nationwide, divided into two batches. The first batch, with which he is scheduled, will end the special training on February 2008.

The world today, despite pronouncements of wonder drugs and herbal concoctions that eradicate various diseases and afflictions, still complains about ailments that defy scientific cure. Even technological advancements have not abated stress. There is a need for mankind to relax and unwind. One such outlet to calm the nerves and enjoy life is The World Of Fun at Island City Mall.

Travel and Tours / JayVee Long Beach Resort in Bohol

Bohol Sunday Post

Two days before New Year I was in paradise, a paradise out of nowhere but somewhere.

How can a thing be nowhere but yet somewhere? That is what makes this paradise a must-see for executives needing a sabbatical; a must-see for families needing a genuine bonding; a must-see for anyone - individual or group - wanting adventure; a must-go-to-place for a sinner wanting a soul-searching and atonement; a must-go-to-place for one who just wants a piece of quiet and privacy; a place for communing with nature; a place to be near God and embrace Him in one's heart.

For the desperate, it's a place to catch hope and to wish ones desires in life, in the community and society. New Year being very close at that time, it was the perfect place for me to ponder and list my wishes for the Year 2008.

This paradise is the JayVee Long Beach Resort built on a sand bar about 20 minutes by a motorized pump boat Northeast of the fast growing Municipality of Talibon. It is only about five kilometers away from the double barrier reef where all sorts of fishes and corals are found to the divers delight.

It was through the courtesy of Mayor Juanario Item of Talibon that I and my team in the office were able to get a taste of this paradise.

According to Mayor Item JayVee started operation in August last year with only ten rooms to accommodate guests, a bar and restaurant that offer all sorts of spirits and sea foods that cater only to the palate of the gods. Five bamboo-made cottages provide additional comfort to day guests.

Mayor Item said he dreamt of expanding the resort but the delicate environment limits the carrying capacity of the resort and so he only plans of expanding the services and fun that any guest can enjoy.

Right now aside from frolicking in the sand or just enjoying the crystal clear water around, the guest can actually go island hopping, or go snorkeling in nearby JayVee Neptune dive site or the double barrier reef, go kayaking, gather all sorts of edible shells (about 15 kinds) that are found in a nearby mangrove that is being developed as shell garden.

On early morning guests can take a three-mile walk on the sand bar and just before or immediately after sunrise they can watch the birds of various colors and shape trying to catch their early "worms" in the shell garden.

At night one can choose to either sing at the videoke bar until his voice becomes hoarse, or, just lie on the sand and gaze at the stars and heavenly bodies during cloudless nights.

Soon JayVee will be able to accommodate Executive Trainings/seminars of not more than 15 participants.

JayVee Long Beach Resort is the best place to be when you just want to enjoy.

We will try to show you some pictures in the next issue since its management is still developing its website.

NOTES: Agora's wish list for 2008 while stargazing on the sands of JayVee's : A more peaceful Philippines and most peaceful Bohol; more investment locator in Bohol; more private-led tourism development in Bohol; a saner political climate for the country; less people getting hungry; more health-conscious people; more roof on the houseless head; abolition of the SK; less shameful exercise of the right of suffrage; more respect for human rights.

Bohol Sunday Post

Proving efficiency, the four-year-old one-stop shop program of the local government of Jagna implemented for the processing of tax documents resulted to improved tax collection trend and has saved the taxpayers' time by an average of seven and a half hours.

This time, the one-stop shop service runs from January 7 to 20 where taxpayers can process documents needed in filing their respective business taxes and getting or renewing permits or licenses in one venue, the Jagna gymnasium.

Mayor Exuperio Lloren started implementing the program in 2004 agenda under the Anti-Red Tape Campaign of the national government through the Department of the Interior and Local Government (DILG).

Indeed, Jagna had proven it as a two-way beneficial- -to the government and to the people. While it improved the municipal government's services to the constituents, and to local investors in the yearly renewal and application of business permits, it also saved the time of these clients- -the constituents and the investors, since it cut the usual processing time of eight hours to just 30 minutes.

The revenue agents also observed and increase in tax generated by their office to a considerable degree.

Acting Municipal Treasurer Raymond Cuadra dispatched three personnel from his office to help facilitate in the collection of the fees while the Mayor's Office led by Executive Assistant Ma. Louella Tan-Jumawan in coordination with the Human Resource Management Officer (HRMO) Efrena Buenafe assigned three office workers from the said department.

Other important departments that gave manpower assistance to the almost month-long undertaking are the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Internal Revenue (BIR), Municipal Health Office (MHO), Sangguniang Bayan Office (SB), Municipal Planning and Development Office (MPDC), Engineering Office, Integrated Solid Waste Management (ISWM) Office and the Office of the Municipal Market Supervisor.

A sexagenarian was found dead while a 59-year-old father killed himself over two separate rape incidents.

The body of an elderly woman was found lifeless in Carmen town last Jan. 10 apparently a murder victim.
The victim was identified as one Leliosa Logroño, 66, single, a native of Poblacion Sur, Carmen town.
PO2 Anselmo Mesiona told Station DyTR that the incident took place in Barangay Buenavista.

Health authorities believed that Logroño was murdered at dawn but her body was discovered about 6 am.
Mesiona said the victim sustained numerous hack wounds in different parts of her body.

The underwear of the victim had been removed indicating that there was an attempted rape.
However, her body did not show any sign that the rape was consummated.

Mesiona said there is reason to believe that the suspects had an ax to grind owing to the brutality of the killing.

He said they are already eyeing two suspects but did not reveal their identities while they remain at large.
Meanwhile, a father who was suspected of raping his own daughter killed himself inside his detention cell in Bilar town.

The 59-year-old resident of Barangay Dagohoy, Bilar was arrested last Jan. 8 for raping his 16-year-old daughter.

Insp. Terfollano Tejada, acting Bilar PNP chief, said the victim was found dead 6 am last Jan. 10 when he was to be served his breakfast.

The victim killed himself using the cord of his jacket which was strapped to the iron bars on one end and tied to his neck on the other.

He carried out his suicide on the evening of Jan. 9.

Prior to the suicide, the victim reportedly admitted his sin against his daughter. His despondency eventually led him to commit suicide.

The victim's lifeless body was claimed by his family the same day it was discovered.

Gujilde said the incident took place in the afternoon of Jan. 2 not far from the barangay chapel.

The victim was found several hours after she failed to return home while on an errand.

She was only requested to buy hog feed by her parents who became apprehensive when there was no sign of her.

The victim was immediately rushed to the Gov. Celestino Gallares Memorial Hospital but she expired at 9:40 pm on Jan. 3 owing to the injuries that she sustained during the assault.

The University of Bohol administration assures students that there shall be no tuition fee increase in the school year 2008-2009.

This was confirmed in the meeting of the Board of Trustees chaired by Engr. Jes Tirol on December 17, last year where all the members unanimously decided to set aside any tuition fee increase this school year.

The board's decision came amidst the university's aggressive physical development on its school facilities and the intensive upgrading of its academic standards.

Lawyer Nuevas Tirol-Montes, vice-president for administration said that the move of the Board of Trustees is in line with the school's continuing commitment in providing excellent education in the community.

A greenhorn member of the Sangguniang Panlala-wigan whom everybody thought that "he is still wet between the ears" showed the stuff he is made up when he questioned a deal hatched 43 years ago involving the defunct Bureau of Telecommunications and the provincial government.

First timer Board Member Alfonso "Ae" Damalerio is not sure what lies ahead of his investigation in aid of legislation, but at the rate he is doing his legislative duties, there's no telling that he might step on sensitive toes belonging to the giant telecommunications company PLDT.

The bone of Damalerio's contention was the report that the lot now occupied by PLDT used to belong to the provincial government.

PLDT's occupancy of the province-owned lot was by virtue of an agreement it signed with the Department of Transportation and Communication (DOTC).

The Butel which used to be a part of DOTC was at the receiving end of a deed of donation courtesy of the provincial government as authorized by a Provincial Board resolution passed on September 9, 1964. The object of the donation was the 426.54 property now occupied by PLDT.

Damalerio's investigation which led to the doorstep of the giant telecom provider showed that the province was not earning anything from PLDT even if the existing agreement provided for a lease terms of the property.

Kyle, thank you very much for these pictures. I miss my mama so much and through these photos I can immortalize her smile in my heart. I haven't been to this house, which is owned by a neighbor who is residing in the U.S. They built the house but no one is living there, so they asked my cousin to occupy the place.

Arguing mainly on the police mandate to enforce the law, Bohol Provincial Police Director Edgardo Ingking said has sympathies for the mayors affected by the crackdown on illegal cockpit operations but he hints, there’s nothing he can do.

While airing his sympathy for local chief executive who may be caught in the crossfire between an ultimatum to stop illegal cockfights and the pending resolution of cases haled in court, PSSupt Ingking said unless there is an amendment on the law, then that’s when they stop the crackdown.

Ingking met the mayors at the recent League of Municipalities of the Philippines (LMP) Bohol Chapter meeting in Talibon Wednesday, January 9 to coordinate with the mayors on the government drive to curb illegal gambling.

Governor Erico Aumentado has issued Executive Order 02-A-01 pegging the ultimatum for illegal cockfights until January 1 of this year. The order was based on PD 44 or the Cockfighting law of 1974.

By the law, cockfights can only be permitted during Sundays, legal holiday and fiestas including fairs.

An earlier executive order, issued years back however sowed doubts on the serious intent of curbing illegal gambling here in Bohol.

During the past week, police upon orders of PD Ingking conducted raids on cockfights held even in accredited arenas when it was not done according to PD 449. The raids consequently irked aficionados and even mayors who earlier granted permits as per approved town council ordinance.

The raids have also pushed Sierra Bullones Mayor Simplicio Maestrado to assume that it is selective persecution while citing that other towns with cockfighting schedules contradicting PD 449 were not hit.

Speaking candidly about the issue, PSSUPt Ingking admitted that several of his men in the towns reported pressure, so they could not enforce the mandate as effectively.

Ingking explained that during a command conference before starting the crackdown, he has instructed his men to notify him of any pressure so he could be advised. His town chiefs however did not advise him of the local situation.

Going further, he said “just because others were not raided all the same is not a reason for mayors or afficinados to get the perception of selective persecution.

LMP-Bohol President Mayor Exuperio Lloren said he called for the police director to the biannual mayor’s gab in efforts to come up with a better coordination between the police and the local government units.

In a bid to motivate more farmers to resuscitate the coconut industry, the Philippine Coconut Authority has launched its Participatory Coconut Planting Project recently, Philippine Coconut Authority in Bohol Manager Timoteo Lago Jr. announced.

The project, which aims to revive the industry that has been the backbone of the country’s economy in the past years, gives as much as P30 per coconut tree planted.

Reeling after a disastrous attack of brontista loggisima, the country’s coconut authorities have pegged on another bout of planting, to prop up the billion-peso coconut industry, PCA authorities said during the weekly Kapihan sa PIA.

The incentive for Filipino farmers is given only to those who can show proof that they have in joined the program, bares a handout shared by the PCA.

A farmer needs only to have established a coconut seed-bed of any size and capacity by January 30 2008.

He could immediately earn the P5 per coconut seed as incentive when, upon inspection by PCA authorities, he can show to them a pre-determined prepared area upon which his seedling would be planted after five months.

In caring for the seeds immediately upon seeding until the initial months before replanting at the farm site, the farmer gets an additional P5 incentive for every healthy seedling in his seedbed, which has grown to not less than 2 feet. These seedlings should be ready on or before July 30, 2008 to qualify for the additional incentive.

After replanting and upon verification by the PCA that the established farm has been cared for, for at least until November 30, 2008, every health coconut seedling that has grown to a measurement of at least three feet earns the farmer another P20.

This brings to P30, as the entire amount the farmer gets for a single seedling that he has effectively seeded, cared for and replanted in a farm, Lago explained.

The farmer would be awarded the entire incentive through a check, which would be personally handed over to him by the sponsoring agency.

The program, according to Lago is a breakthrough partnership project of the Department of Agriculture through Secretary Arthur Yap and the PCA through Administrator Oscar Garin, with the cooperation of a private coco-oil mill and its President, Danila Coronacion.

Pilar leads all Bohol towns in its anti-rabies eradication and control program with 101% of its dogs vaccinated, while Corella at 0%, still has to start its rabies campaign, Dr. Stella Marie Lapiz reported during the recent League of Municipalities of the Philippines (LMP) meeting in Talibon, January 9.

Corella has yet to adopt a local rabies eradication and prevention ordinance, after Bohol decided to go full stride in its anti-rabies program last year.

By dog vaccination, one of the key components of the provincial anti-rabies program, authorities here intend to come up with the minimum average of 70% accomplishment all throughout the province so as to stay in the comfort zones. The 70% ceiling is also the international standard, sources said.

But despite the efforts of the Provincial Rabies Eradication Prevention Council (PRPEC), only Pilar and Batuan of the third district and Sikatuna of the first district has so far breached the 70% dog registration and vaccination accomplishment, Dr. Lapiz appraised the mayors league members while rallying for more support.

Batuan capped a 77.65% vaccination record by injecting 945 of their 1,217 dog population and Sikatuna did a 72.55% while injecting 600 of their 827 dogs.

Pilar did an unprecedented feat when their Municipal Rabies Prevention and Eradication Council succeeded in going a leash further when it got 2138 dogs vaccinated despite an earlier record of dog population at 2115.

Pilar Mayor Wilson Pajo humbly accepted the accolade during the presentation by the Provincial Veterinarian.

Meanwhile, Alburquerque, San Isidro and Lila respectively came in close with 63.75%, 64.6% and 65.2% dog vaccination accomplishments.

By that, Bohol for now has attained a little more than 33% accomplishment in it’s a little more than 100 thousand dog population. Only about 37,125 dogs have been registered and vaccinated.

Moreover, Dr. Lapiz also cited Carmen and San Isidro for its anti-rabies best practices.

Carmen Mayor Manuel Molina has personally sent anti-rabies program information to each household in the barangays to fully appraise the residents of the existing ordinance.

San Isidro has also designated a burial site for all the animals they have eliminated since the start of their campaigns.

As this developed, PRPEC members have said that several towns have already started household level elimination especially those stray and unwanted dogs.

With the new calendar year then, Dr. Lapiz asked the mayors to help the Council in conducting a new round of surveys in the beginning quarter of the year to get the actual number of dogs in the province.

Idle lands plus idle people is a bad combination. But, put in jatropha (jatropha curcas) or tubatuba in the equation and it tilts the balance for sustainable bio-fuel that may just spur micro economies but macro economies as well.

This is basically the gist of the presentation by Rodolfo Noel Lozada, President and chief Executive Officer of the Philippine Forest Corporation [Philforest], a young sprout of the Department of Environment and Natural Resources family during the League of Municipalities of the Philippines presentation last Wednesday, January 9 in Talibon Bohol.

The presentation momentarily suspended the baffling questions hounding every common farmer faced with the choice of what to grow.

Boholano farmers have been asking, if jatropha is really the best crop with the least environmental footprint?

Questions have also been raised on the impacts of large scale jatropha plantations in developing nations to feed the energy demands of western world or how does the jatropha economics work for the developing nations?

While PhilForest did not attempt to respond to these questions, its representatives who came to the LMP invitation through Jagna Mayor Exuperio Lloren presented the endemic tubatuba as a turn key solution to poverty and deforestation, especially in Bohol.

In the zooming price of oil and the world eyes a shift to sustainable alternative fuel sources, a shift to jatropha may be the most viable option for the small farmer who could not invest that much, stressed Philforest.

Jatropha in the Philippines has mostly been used as fencing material and has proven itself to grow be easily here, but with 38% of jatropha fruit’s weight as its weight in oil, the prospect of growin it becomes all too tempting.

Jatropha belongs to the plants that produce bio-diesel like coconut, oil palm, soya, talisay, tangan-tanagn and some other plants, while bioethanol also comes from rice, corn and sugarcane.

In PhilForest’s presentation, given in front of the 26 LMP members pointed out that the Philippines has currently about 14 million hectares of denuded and idle lands and another 25 million Filipinos without work.

He said the country uses up 330 thousand barrels fuel of per day or buys roughly P450 B worth of fuel per year to oil producing countries.

If we could use the same money to draw our own bio-fuel sources, then it may mean so much to our people.

It not only solves unemployment, it also puts up a sustainable and environment friendly alternative to the carbon-emitting substances we pour in our vehicles, he said.

Calling in for help from the otherwise powerful and yet un-reined labor force, PhilForest is pitching its sales to LGUs willing to partner with small and medium farmers and groups to enter into a lease agreement with the DENR to start replanting otherwise idle lands.

There’s no other reason why we are using jatropha, it is fast growing and gives in a fast cash flow, he adds.

Jatropha can be harvested beginning its tenth month onwards and a good and well-cared farm produces at least 1.5 tons of fruits which can be processed in the backyard, Philforest bared.

The government scientists have been studying jatropha despite the unsettling debates that has polarized the global energy sector.

Currently, proponents of fossil fuels and renewable energy could not meet on common grounds on what to use, in the lull, the biofuel industry spin-off pops up as among a spectrum of energy options.

“When we came in, we saw some patches of idle hills, Phil Forest authorities said, citing some areas in north-western Bohol.

“We are proposing, with the help of local government units to use these idle lands and make them productive, through jatropha plantations, PhilForest said.

“Let’s bring back the life in the forest as a basis of commerce and progress”, its presentation ended.

Over this, LMP Chairman Exuperio Lloren has also goaded mayors of town especially those with idle lands to take a look at jatropha so they can start getting their areas more productive.

The agency that governs educational technology in the United Kingdom has advised schools in the country to keep Microsoft (NSDQ: MSFT)'s Windows Vista operating system and its Office 2007 software out of the classroom and administrative offices.

"Upgrading existing ICT systems to Microsoft Vista or Office 2007 is not recommended," said the British Educational Communications and Technology Agency, also known as Becta, in a report issued this week.

Becta officials said a study the group commissioned found that upgrading school systems from Windows XP to Vista and Office 2007 would increase costs and create software compatibility problems while providing little benefit.

Technology / First Solar-Powered Car in the Philippines
January 14, 2008, 08:33:39 PM
By Rey Anthony Chiu
Philippine Information Agency

The Philippines scored a triumph with Sinag, the country’s first solar-powered car as it placed 20th during the 2007 World Solar Challenge (WSC), a venue for creative minds to boost alternatives through the solar energy.

The WSC is a biennial event based on a competitive field of solar cars crossing the Australian continent powered by nothing but the sun. Teams are required to research, build and design vehicles capable of completing the 3000km journey from tropical Darwin in the Northern Territory, to cosmopolitan Adelaide in South Australia.

Sinag, tagalog for sunshine, flawlessly raced across the finish line after a grueling 3,000 kilometer drive across the notorious Australian outback. Sinag left behind a trail of other solar car entries, many of them need to be towed after meeting technical problems in the course.

The feat is promising for the Philippines who came in for the prestigious challenge with a fresh entry: a solar car designed by De La Salle University students and faculty pool.

Sources said the design and construction of the car was undertaken by a group of faculty and students from the Mechanical Engineering Department and the Electronic and Communications Engineering Department of De La Salle University-Manila.

It also needed the help and partnership of Ford Group Philippines, San Miguel Corp., Motolite, Shell, Sunpower, Philippine Airlines and Ventus.

The feat also elated President Gloria Macapagal-Arroyo especially with the present efforts of pushing for the development of alternative power to replace the environmentally critical carbon emitting fuels.

Over the success, former Energy Secretary Vince Perez and now the chairman of the Philippine Solar Car Challenge Society Inc. also cited the President’s support for the efforts to wean away the country from imported oil and for pressing the move for the development of indigenous and renewable sources of energy.

“Since this challenge happens every two years, we look forward to seeing you off again with a new car,” the President said.

“We will go back again in 2009, for you and the country,” Rene Fernandez, Sinag Team technical head, also replied.

The President also specifically cited the support extended by Sun Power, a US-based solar cell manufacturer which has invested a total of $600 million at the Laguna Techno Park.

The solar panel used by the Sinag solarâ€"powered car was manufactured by Sun Power.

The body of the car was made of carbon fibers and sported the Philippine colors as it took the Australian outback.

The Philippine team finished 20th out of the total 38 participants in the WSC, an international competition for developers of solar-powered vehicles.

It was the Nuon Solar Team from the Netherlands, with their car the Nuna4, that took the overall win in the competition, finishing the race on Oct. 25.

Unlike Team Sinag, the Nuon Solar Team has been in the race for long and has successively won the four consecutive race titles through Nuna1-4.

Help & Support / Don't Reply Your PM in Your Email
January 14, 2008, 07:20:35 PM
As I've said it before and I'm repeating it now, don't reply a PM notification through your email. If you receive a PM, write your reply in Tubag Bohol site.

If you reply a PM through your email, your recipient will never get the message and you might be wondering why this person has not replied to your message.

I am receiving hundreds of emails everyday and if you reply a PM through your e-mail, your PM reply will go straight to one of my email addresses. If I won't notice it, chances are this message will be forever lost in the digital age.

Again, don't reply a PM in your email. That email has a no-reply notice. Your email won't fly to the recipient.

My friend Macky,

I have friends who had experienced the same and I had listened to their sorrowful stories and the pain that they went through because of this loss. We hope we could know exactly how much pain you have right now, Macky.

Let's continue to praise our Lord Jesus Christ that your wife Johde is now safe.

We are all here for you, Macky. Don't hesitate to share with us whatever things you wish to let out as we are always ready to listen and comfort you.

We'll always pray for you and your family.

Scott, I'll change it to Cirilo. Haven't heard of Carlo Bautista. :)

You know Daryll? She told me before nga dili gyud siya magminyo. She wasn't sold out to the idea of marriage. Never gyud siya magminyo, her statement was strongly worded. Last year I found her in friendster nga minyo na sya with a baby. Akong gisukmatan "Asa naman tong imong giingon nga dili jud ka magminyo?" :)

"Time has changed." :)

I still remember that I gave Daryll a book - The Bell Jar by Sylvia Plath.

Scott, is it Carlo or Cirilo Bautista?

Bohol Gov. Erico Aumentado blocked the assignment here of a ranking regional official of the Land Transportation Office (LTO) based in Cebu to replace newly designated Joel Maloloy-on as registrar of the Tagbilaran licensing office.

The stand of the governor came as reports bared that Jose Ruperto Remullo, the current LTO regional operations division chief, will be assuming this week as the new city LTO registrar.

Remullo is reportedly under investigation together with other LTO officials by the Presidential Anti-Smuggling Group (PASG) in connection with the registration of “hot cars” from Japan and Korea seized by the government after being allegedly smuggled through the Cebu City port.

The governor, after his call to Assistant Secretary and LTO chief Reynaldo Berroya, said he will “not allow Bohol to be the dumping ground of government officials who are under investigation for alleged anomalous transactions.”

He was assured by Berroya yesterday that the assignment of Remullo here will be re-evaluated.
Aumentado told the Chronicle that he will protect the province from any unscrupulous operations from any government line agencies particularly those involving the much publicized “hot cars” found or registered in the neighboring province of Cebu.

Maloloy-on told the Chronicle yesterday that he will be promoted to the regional LTO office as acting chief of the operations division. He will be swapping post with Remullo and will become part of the management advisory team formed to assist in the investigation of the registration of smuggled vehicles shipped through Cebu.

Maloloy-on was quick to deny that Remullo was among the LTO officials being investigated despite the fact that the latter is being demoted one rank lower â€" from being regional operations head to being a district office registrar.

According to reports, Remullo drew the ire of Cebu City Mayor Tomas Osmeña who asked for his transfer because of complaints from the public.

LTO offices in Cebu City, Toledo City and Mandaue City are investigated for allegedly registering smuggled cars.

An oil seismic survey in the northern coastlines of Bohol will endanger Danajon Bank and its marine resources, this is according to a fisherfolk development organization opposing oil explorations in the Visayan seas.

Vince Cinches, executive director of the Central Visayas Fisherfolk Development Center (FIDEC) said in an interview with the Chronicle that if the seismic oil exploration in northern Bohol will push through, it could alter the marine biodiversity of Danajon Bank, which is one of the rare double barrier reef formations in the world and is said to be the source of marine biodiversity in the Asia Pacific region.

According to Cinches, FIDEC is now organizing a multi-sectoral team which includes marine biologists and experts to gather data of marine life and resources at the Danajon double barrier reefs before the seismic survey will start.

The Department of Energy (DOE) is said to have awarded an oil exploration contract to Australian-based Otto Energy Ltd. to explore Area 8 which is located between the coastlines of Bohol, Cebu and Leyte.
Cinches bared that Dr. Lemuel Aragones, a University of the Philippines marine biologist is here to conduct initial studies of the oil survey area.

“Danajon Bank is part of the country’s marine biodiversity priorities,” Cinches said, “the coral reefs are threatened of destruction and its inhabitants may be driven away due to the noise generated by the seismic exploration.”

An oil seismic survey near the area will likewise threaten the local economy and food security, he said, while marginal fishermen will be greatly affected.

Some 100 marine scientists have called to end the oil explorations in the Visayas which includes the seismic survey of the Bohol and Cebu Straits in June last year.

The groundbreaking ceremonies of the P4.2-billion Panglao Bohol International Airport (PBIA) is set on May 8 which will signal the commencement of the mega tourism project in this tourist destination province.
Pres. Gloria Macapagal Arroyo who has ordered to fast track the project will be the guest of honor during the groundbreaking ceremony.

The bidding announcement of the project was already published in a national daily last week which confirms the President’s order to kick off the project, according to Gov. Erico Aumentado who was asked to attend the special meeting of the National Economic Development Authority (NEDA) last Tuesday in Manila.

The governor was informed that the actual work will commence July or August this year while he confirmed earlier reports that the airport is scheduled for completion in 2010. The inauguration date is set on April 5, 2010 which is the natal day of the President.

The airport sprawls on a 215- hectare lot with a runway of 2,500 meters x 45 meters. The other components of the project are the passenger terminal building, administration building, air traffic control and crash-fire facility.

The P4-billion funding will come from the Manila International Airport Authority (MIAA) and P153 million from the Department of Transportation and Communication.

Business establishments and residences tapping to the city drainage system will not be penalized as mandated by a city ordinance but will be made to shoulder the costs of setting up a waste water treatment facility.

This was the statement made by City Mayor Dan Lim yesterday as he accepted the challenge hurled against him regarding the drainage problem.

The mayor assured the waste water treatment plant will be in place in the next three months.
Putting up a water treatment facility does not just involve construction works but a thorough and scientific study of the project’s cost and return on investment, Lim said.

The mayor said he will implement the “polluters’ pay principle” where those who are illegally tapping to the drainage will shoulder the cost and maintenance of the waste water treatment plant through a tariff system.

He did not say how much the “polluters’ fee” will be.

Pres. Carlos P Garcia, Bohol - Two persons met their untimely death while two others are still missing when the motorboat they were boarding sunk some 20-30 meters into docking off the shoreline of island barangay Tugas this town Wednesday night.

The fatalities are identified as Arsenia Jugarap Ocon, 56 and Maria Jugarap Guimbarda, 60, all married. Missing are spouses Luciano Aclan, 58 and Delia Aclan, 55, all residents of said barangay.

Search operations are going on as of presstime, while the ill-fated vessel was already retrieved.
Investigation conducted by OIC PNP Chief SPO4 Alfredo Palatan disclosed that M/B Marjie with 18 passengers aboard including the operator and a crew, at about 5 o’clock late in the afternoon sailed off from Ubay port. Accordingly, at about 7 p.m. while the vessel was approaching barangay Tugas shoreline, it was hit by big waves.

The medical personnel of the local Pres. Carlos P. Garcia Memorial Hospital led by Dr. Eric Penetrado checked the physical status of surviving passengers.

Vessel owner Gemma Jugarap, 45, is also a resident of barangay Tugas.
SPO4 Palatan said that M/B Marjie, of which license as a fishing boat has expired, was nevertheless hired by the victims to transport. (w/ report from Glen Boyles)

The Social Weather Station's (SWS) survey on the preferred "president" in 2010, conducted between December 15-30 2007 showed senators Loren Legarda and vice president Noli de Castro in a close first and second places finish respectively.

Former President Erap Estrada was not included in the survey. Ranked in order, the Filipinos' choice for president (if elections held today) are: (1) Loren Legarda (2) Noli de Castro (3) Senator Chiz Escudero (4) Senator Ping Lacson (5) Senate President Manny Villar (6) Senator Mar Roxas (7) Makati Mayor Jojo Binay (8) MMDA Chairman Bayani Fernando (9) Senator Dick Gordon and (10) Quezon City Mayor Sonny Belmonte.

If carried out in the flesh, it will be a return grudge fight between Legarda and De Castro, both TV broadcast practitioners before jumping to politics. In 2004, De Castro "won" the vice president (with running-mate GMA) getting 49% of votes and Legarda (with the late FPJ) getting 46% of votes. Legarda lodged an electoral protest with the PET (Presidential Electoral Tribunal) which is still unresolved and which appears to have been overtaken by Loren's topping the senate race for the second time (first one in 1998) in 2007.

Senator Villar who had the highest approval rating among top-ranking government officials at + 59 over De Castro's + 41, did not figure as well in the survey whether people wanted him president as he only ranked No. 5. He continues to have vast visibility, however, being the current senate president.

Except for De Castro who continues to claim to be without a political party, the first seven top choices are from the Opposition. De Castro has been openly courted by both Opposition and Administration leaders as with Legarda likewise. Legarda, however, has been more vocal about her staying with the Opposition. Erap reportedly told Loren "it would be suicide for you to return to Lakas" - the original party of Legarda before the 2004 polls.

Legarda's wedding godson and fellow NPC member Escudero (who also run second to Loren in 2007 senate race) topped the SWS survey as most preferred for "vice president" with Jinggoy Estrada ranked fifth, according to the Philippine Star.

Philippine Business News / Bohol NIA in Hot Water

The Bohol Chronicle

Bohol Irrigation Project (BHIP) manager Engr. Modesto Membreve is again in hot water for awarding a contract to a bidder which failed to submit the lowest qualified bid for the ongoing civil works of the controversial Talibon Small Reservoir Irrigation Project (Talibon Dam).

Leon Biliran of M.D. Biliran Construction filed a complaint at the Ombudsman Visayas against Membreve for allegedly awarding the construction of irrigation facilities at Talibon Dam to a bidder which submitted a bid P980,000 higher than the firm’s offer.

M.D. Biliran Construction requested the intervention of the Ombudsman for the National Irrigation Authority (NIA) to award the contract to their company which offered the lowest bid at P13,653,987 to construct the irrigation dam facilities.

Membreve and the chairman of the Bids and Awards Committee (BAC) of the said project has allegedly awarded the contract to the second lowest bidder which submitted a total bid price of P14,633,000.
In his letter-complaint, Biliran stated that if Membreve and the BAC chairman refuse to award them the contract, then the Ombudsman should “charge them for violating the Anti Graft and Corrupt Practices Act, causing damage to the government and for violating the Government Procurement Act and other existing laws.”

According to Biliran, Membreve and the BAC did not award to his company the contract due to an error in the company’s bids document.
