God's Ways

He made known His ways to Moses, His acts to the children of Israel. Psalms 103:7

Are you satisfied with merely knowing the acts of God, or do you also want to know His ways? There is a difference. This difference is illustrated in the lives of the children of Israel as compared to Moses. The Israelites witnessed the miracles God performed; they walked across the dry Red Sea just as Moses did. They ate the manna and quail from heaven even as Moses did. They were content to receive God’s provision without ever knowing God Himself. Yet Moses saw beyond the provision of God to the person of God. Others, such as the Egyptian magicians, might perform miraculous acts, but no one else did things the way God did (Exod. 7:11-12). The way God acted provided a window into His nature. If Moses had been content with only God’s power, he could have accepted the presence of an angel and been victorious in his efforts (Exod. 33:15). . They benefit from God’s protection, yetBut Moses wanted to experience more. He wanted to experience God Himself, not just God’s activity. Some today, like the Israelites, are content to experience God’s activity without ever coming to know God. They are the recipients of answered prayer, yet they never come to know the Provider. They are blessed by God’s providential care over their families, their homes, and their jobs, yet they are satisfied not knowing the One from whom the blessings come they never become acquainted with the Protector. Have you come to know God more personally as a result of your experiences with Him? As you observe the acts of God, look beyond them to the revelation of His character (Gen. 22:14; John 6:35). - Henry and Richard Blackaby

Central African Republic Travel Warning

The Department of State warns U.S. citizens to avoid travel to the Central African Republic (CAR) due to an unpredictable security situation subject to rapid deterioration, the activities of armed groups, and violent crime.

We urge U.S. citizens who are in CAR to consider departing. U.S. citizens in CAR who require consular assistance should contact the U.S. Embassy in Yaounde, Cameroon. This replaces the Travel Warning dated October 19, 2016.

The potential for intercommunal violence in CAR is high. Despite the presence of a United Nations stabilization force, the security situation is fragile. Large areas of the country are controlled by armed groups who regularly kidnap, injure and/or kill civilians. In the event of unrest, airport, land border, and road closures may occur with little or no notice.

The U.S. Embassy restricts the travel of its personnel outside of Embassy facilities, and also imposes a curfew. U.S. citizens who choose to remain in CAR should have safety and evacuation plans that do not rely on assistance from the U.S. government.

For further information:

  • See the State Department's travel website for the Worldwide Caution, Travel Warnings, Travel Alerts, and Country Specific Information for the Central African Republic.
  • Enroll in the Smart Traveler Enrollment Program (STEP). U.S. citizens who decide to travel to or remain in the CAR despite this Travel Warning are urged to provide their current contact information and next-of-kin information through STEP.
  • U.S. citizens in CAR in need of emergency assistance should contact the U.S. Embassy in Yaounde, Cameroon; E-mail: YaoundeACS@state.gov. Telephone: From a mobile phone dial 00-237-22220-1500 ext. 4341/4023; from a landline dial 00-237-2220-1500 ext. 4341/4023 (Monday through Friday, 9:00 a.m. – 12:00 p.m. local time). Emergencies: From a mobile phone dial 00-237-22220-1500, ext. 4531; from a landline dial 00-237-2220-1500, ext. 4531. Haiti Travel Warning

The Department of State warns U.S. citizens to carefully consider the risks of traveling to Haiti due to its current security environment and lack of adequate medical facilities and response, especially in the areas of Petionville and the storm-damaged southern peninsula departments of Grand Anse and Sud.

This replaces the Travel Warning dated November 4, 2016.

Rates of kidnapping, murder, and rape rose in 2016. While there is no indication that U. S. citizens are specifically targeted, kidnapping for ransom can affect anyone in Haiti, particularly long-term residents. Armed robberies and violent assaults reported by U.S. citizens have risen in recent years. Do not share specific travel plans with strangers. Be aware that newly arrived travelers are targeted. Arrange to have your host or organization meet you at the airport upon arrival or pre-arranged airport to hotel transfers. Be cautious when visiting banks and ATMs, which are often targeted by criminals. Fewer incidents of crime are reported outside of Port-au-Prince, but Haitian authorities' ability to respond to emergencies is limited and in some areas nonexistent. U.S. Embassy employees are discouraged from walking in city neighborhoods, including in Petionville. Visit only establishments with secured parking lots. U.S. Embassy personnel are under a curfew from 1:00 a.m. to 5:00 a.m. Embassy personnel must receive permission from the Embassy security officer to travel to some areas of Port-au-Prince and some regions of the country, thus limiting the Embassy’s ability to provide emergency services to U.S. citizens.

Protests, including tire burning and road blockages are frequent and often spontaneous. Avoid all demonstrations. The Haitian National Police’s ability to assist U.S. citizens during disturbances is limited. Have your own plans for quickly exiting the country if necessary.

The U.S. Embassy remains concerned about the security situation in the southern peninsula departments of Grand Anse and Sud following the devastation of Hurricane Matthew. Embassy employees are not permitted to travel to those departments without special approval for and official trips only.

Medical care infrastructure, ambulances, and other emergency services are limited throughout Haiti. Check that your organization has reliable infrastructure, evacuation, and medical support in place. Comprehensive medical evacuation insurance is strongly advised for all travelers.

Pakistan Travel Warning

The Department of State warns U.S. citizens against all non-essential travel to Pakistan.

This Travel Warning replaces the Travel Warning dated April 12, 2017.

Consular services provided by the American Embassy in Islamabad, the Consulate General in Karachi, and the Consulate General in Lahore are often limited due to the security environment. At this time, the Consulate General in Peshawar is not providing consular services.

Pakistan continues to experience significant terrorist violence, including sectarian attacks. Targeted attacks against government officials, humanitarian and non-governmental organization (NGO) employees, tribal elders, and law enforcement personnel are common. Throughout Pakistan, foreign and indigenous terrorist groups continue to pose a danger to U.S. citizens. Evidence suggests that some victims of terrorist activity have been targeted because they are U.S. citizens. Terrorists and criminal groups have resorted to kidnapping for ransom.

The Government of Pakistan maintains heightened security measures, particularly in major cities, following attacks or in response to threats.

Terrorists continue to target:

  • Heavily guarded facilities, such as military and government installations and airports
  • Universities, schools, and hospitals
  • Places of worship of various faiths
  • Rallies, public parks, and sports venues
  • Hotels, markets, shopping malls, and restaurants

In 2017, an improvised explosive device placed in a marketplace in Kurram Valley in the Federally Administered Tribal Areas (FATA) killed at least 25 people and injured at least 87 others; in Lahore, in an attack that militants said was directed at senior police officials, a suicide bomber detonated himself outside the Punjab Assembly killing at least 14 people and injuring at least 87; in Sindh province, a suicide bomber detonated himself in the Sufi Shrine of Lal Shahbaz Qalandar, killing at least 88 people and injuring over 350; in Parachinar in the FATA, a vehicle-borne improvised explosive device detonated outside a Shia congregation, killing at least 25 people and injuring at least 90; and in Balochistan, a suicide bomber detonated himself on the N-25 National Highway, reportedly targeting a senior politician’s convoy, killing at least 28 people and injuring at least 40 others.

Sectarian violence remains a serious threat throughout Pakistan, and the Government of Pakistan continues to enforce blasphemy laws. Religious minority communities have been victims of targeted killings and accusations of blasphemy.

The local government restricts access for foreigners to many areas, including:

  • the FATA along the Pakistan-Afghanistan border,
  • Swat Valley in Khyber Pakhtunkhwa Province,
  • the area adjacent to the Line of Control in the disputed territory of Kashmir,
  • much of Khyber Pakhtunkhwa Province and Balochistan.

Travel by U.S. government personnel within Pakistan is restricted and movements by U.S. government personnel outside of Islamabad are severely restricted. U.S. government personnel may not:

  • Attend services at places of worship without prior approval.
  • Use public transportation or stay overnight at hotels in Pakistan.

If you choose to live or travel in Pakistan despite this warning, you should:

  • Vary travel routes and timing, especially for routine trips.
  • Minimize the duration of trips to public markets, restaurants, government and military institutions, and other locations.
  • Minimize the number of U.S./western nationals congregating in any one location at any time.
  • Avoid hotels that do not apply stringent security measures.
  • Take a photo of your passport, entry stamp and Pakistani visa, and keep it with you at all times. Keep digital copies of these documents in a secure, electronically accessible place.

Advisory Notice to Airmen (NOTAM): The Federal Aviation Administration (FAA) has issued a NOTAM concerning the risks to civil aviation operating in Pakistan, particularly at low altitude, during the arrival and departure phases of flight, and when on the ground, due to extremist/militant activity. The Advisory NOTAM does not prohibit U.S. operators or airmen from operating in the specified area, as it is strictly an advisory notice.

For background information on FAA flight prohibitions and advisories for U.S. civil aviation, see the Federal Aviation Administration’s Prohibitions, Restrictions and Notices.

Yemen Travel Warning

The U.S. Department of State warns U.S. citizens against all travel to Yemen because of the high security threat level posed by ongoing conflict and terrorist activities.

The Department of State updated this Travel Warning in October 2016 to reflect concerns regarding detentions of U.S. citizens by armed groups in Sanaa, and this threat remains unchanged. The Department continues to urge U.S. citizens to defer all travel to Yemen. We urge U.S. citizens currently living in Yemen to depart as soon as they are able to safely do so. This supersedes the Travel Warning for Yemen issued on October 6, 2016.

Since the beginning of the conflict in March 2015, rebel groups in Sanaa have systematically detained U.S. citizens.  Reports indicate that U.S. citizens, including dual nationals, are being targeted by virtue of their citizenship, regardless of the amount of time they have spent in Yemen, their established connections with the rebel groups, or their connections with local businesses or humanitarian organizations aimed at providing relief to those in need.  During their detentions, which in some cases have lasted over a year, U.S. citizens have not been able to contact their families or be visited by U.S. consular personnel or international humanitarian organizations. The U.S. government’s ability to assist U.S. citizens in detention is severely limited. There is no U.S. government presence on the ground following the rebel takeover of Sanaa. The Department of State suspended embassy operations and U.S. Embassy Sanaa American staff relocated out of the country in February 2015. All consular services, routine and/or emergency, are suspended until further notice.

In addition to the threat of detention by rebel groups, there are other risks due to ongoing conflict and heightened terrorist activity, including kidnappings for ransom.  In March 2015, a Saudi-led coalition initiated an air campaign in support of the exiled Yemeni government. A nationwide cessation of hostilities deteriorated in August 2016, and high levels of violence, to include armed conflict, artillery shelling, and air strikes, now persist in areas throughout the country. There are also reports of land mines being placed in areas vacated by withdrawing forces, as well as mining of Red Sea ports. Military conflict has caused significant damage to infrastructure, limiting the availability of electricity, clean water, and medical care. This instability often hampers the ability of humanitarian organizations to deliver critically needed food, medicine, and water.

In addition, the threat posed by violent extremist groups in Yemen remains high. Al-Qa’ida in the Arabian Peninsula (AQAP) expanded its influence in Yemen since the beginning of the conflict. Because of the instability and violence in Yemen, the internationally recognized government cannot effectively enforce counterterrorism measures and a large security vacuum persists. AQAP, in particular, has benefitted from the conflict by significantly expanding its presence in the southern and eastern governorates.  ISIL also has established a presence in Yemen, and has claimed responsibility for a number of deadly attacks in the country. AQAP and ISIL-Y terrorists carried out hundreds of attacks throughout Yemen in 2016. Methods included suicide bombers, VBIEDs, ambushes, kidnappings, and targeted assassinations. The U.S. government remains extremely concerned about possible attacks on U.S. citizens (whether visiting or residing in Yemen), and U.S. facilities, businesses, and perceived U.S. and Western interests.

Vessels in the region of the Red Sea, Bab-el-Mandeb Strait, and the Gulf of Aden should operate under a heightened state of alert as increasing tensions in the region escalate the potential for direct or collateral damage to vessels transiting the region. These threats may come from a variety of different sources such as missiles, projectiles, or waterborne improvised explosive devices. Houthi rebels claimed responsibility for an October 1, 2016, attack on a UAE vessel, and missiles were fired at the USS Mason from Houthi-held territory that same month. A maritime advisory is currently in effect for Yemen as a result of regional tensions. Piracy is also a concern in the area.

The United States is also concerned about the risks to civil aviation operating in specified areas of the Sanaa (OYSC) Flight Information Region (FIR) due to the ongoing military operations, political instability, and violence from competing armed groups involved in combat operations and other military-related activity. The Federal Aviation Administration (FAA) has prohibited U.S. civil aviation from flying in specific areas within the Sanaa FIR. For additional background information regarding FAA flight prohibitions and advisories for U.S. civil aviation, U.S. citizens should consult the Federal Aviation Administration’s Prohibitions, Restrictions and Notices.

For U.S. citizen inquiries, you may send an email to YEMENEMERGENCYUSC@state.gov.

PUBLIC SCHOOLS NEED YOUNGER, ENERGETIC, COMPASSIONATE PRINCIPALS

Early retirement package for principals proposed to enable young teachers to move up

More principals who are young, compassionate, energetic, and supportive of campus journalism are needed to transform our public schools into effective learning and public service centers.

Principals are the Education Department’s frontline troop leaders. We need them present most of the time at their schools and at the barangays their schools serve, not somewhere else most of the time attending meetings.

We need principals who have a lot of contact time with their teachers and parents of students.

If the principal is not at school more than two days during any five-day school week, that principal may not be able to adequately attend to the many concerns of the school.

We also want principals who make sure government accounting, auditing, and transparency standards are followed.

To enable the young teachers to move up to become principals, I am proposing an early retirement and financial empowerment program that will entice principals to retire early and make them employment-generating entrepreneurs, so they will remain productive citizens even during retirement.

Senator Cayetano: 'shabu,' violent crimes interrelated in PH context

Senator Alan Peter Cayetano appealed to members of the United Nations Human Rights Center (UNHRC) to recognize the relationship of illegal drugs, especially methamphetamine hydrochloride or shabu, with violent crimes and poverty in order to understand the Philippine situation.

Cayetano on Monday (May 8) explained to the UN Body the extent of drug-related crimes by showing video clips and news reports of gruesome cases in highly urbanized areas in the country, where the perpetrators were mostly high on illegal drugs.

“There was impunity during the previous administration, but it was from the criminals and from the drug lords,” Cayetano said as he described the incidents in the previous years.

The senator pointed out that in many cases of heinous crimes in the country, the suspects are usually confirmed users of shabu. He further cited a technical brief by the World Health Organization (WHO), which cited violence as among the physical consequences of the use of amphetamine-type stimulants (ATS) like methamphetamine.

“The World Health Organization pointed out that the dependence and chronic usage of ATS is associated with psychosis and causes cognitive impairment, aggression and violence, and social and family disruption,” he said, citing a WHO document on the consequences of substance abuse.

“The Filipinos have witnessed how the use of illegal drugs like methamphetamine led to violence and destroyed the lives of many,” he added.

Cayetano was reacting to a recent statement delivered by an American doctor during a drug policy forum in the Philippines, saying there is no evidence that shabu causes violence. The statement was reposted by UN rapporteur Agnes Callamard in her social media account.

“Illegal drugs can easily destroy a whole generation,” Cayetano said in his opening statement before UNHRC members.

He cited that young people are the most vulnerable to the temptation and evils of prohibited drugs.

“It is projected that we will have 32.7 million Filipinos aged 14 and below, or 31% of our population," Cayetano said, citing Philippine Statistics Authority data.

The senator reiterated that the people’s campaign against illegal drugs is pursued to preserve the lives of the Filipino people and prevent the country from turning into a Narco-State.

He assured the Body of the Duterte government's dedication to effect bold reforms in ending the country's drug problem, particularly the prevalence of shabu within Filipino communities.

In the recent report of the Philippine Statistics Authority (PSA), the increase for March 2017 exports data, an almost double of the 11% year-on-year growth figure posted in February this year, further lifted the cumulative value of merchandise exports covering the period January-March 2017.

“Increase for March 2017 exports marked the fourth consecutive positive growth in the value of Philippine merchandise exports since December 2016,” explained DTI Export Marketing Bureau Director Senen M. Perlada.

For March 2017, electronics remained to be the country’s top export with total receipts of $2.80 billion, accounting for 50.2% of the total exports revenue in March 2017. It increased by 19.0% from $2.36 billion registered in March 2016.

On the other hand, exports of manufactured goods were valued at $4.69 billion, accounting for 84.1% share of the total export receipts in March 2017, went up by 16.5% from $4.03 billion recorded in the same month last year.

United States (including Alaska and Hawaii), with export receipts valued at $809.93 million, topped other countries as the Philippine top export market for March 2017. It is followed by Hong Kong with revenue amounting to $798.25 million, and Japan as third market with $762.43 million export sales.

By economic bloc, East Asia registered to be the top destination of Philippine goods with 46.4% share to total exports, followed by European Union with 16.2% share to total merchandise exports. ASEAN ranked third with 14.9% share in overall Philippine exported goods.

Against other trade-oriented economies, the Philippines landed at third place among the top export performers for March 2017, a major leap after landing 9th place for February 2017. Malaysia topped the list with 24.1% export growth followed by Indonesia with 24% for March 2017.

PH outward shipments for Q1

Covering the first quarter of the year, exports of Philippine electronic products increased significantly by 15.27% while non-electronic goods also posted +21.48%. Positive performance of the five out of nine subsectors of the electronics industry drive growth which contributed 96.65% share in the cumulative total value of the industry.  Semiconductors, which grew +16.3% in the first quarter of 2017, remained to be country’s top electronics exports.

Increase for non-electronic goods was driven by the triple-digit growths in Forest Products (+168.1%) and Coconut Products (+133.1%).  The rest of the contributing commodities exhibited double-digit increases ranging from 18.7% to 89.4% except for Basketwork (+8.1%) and Travel Goods and Handbags (+7.6%).

Top markets for Q1

Except for Japan, cumulative value of export shipments to top market destinations of the country posted substantive growths in the first quarter of 2017. Combined markets of China and Hong Kong with a share of 23.6% which also grew by 35.94% topped the list of exports destinations. Second to the list with total 15.49% share was USA which rose by 13.66%; followed by Japan with 15.34% total share of exports which declined by 17.41%.

In terms of year-to-date export growth, shipments to the Netherlands, which has 4.12% share in total exports, reflected the highest growth with 55.98%.

DTI set to launch international food expo

The Department of Trade and Industry's Center for International Trade Exposition and Missions (CITEM) is set to launch the 11th edition of the International Food Exhibition (IFEX) - Philippines, the biggest international food trade exhibition which will compose of over 700 exhibitors showcasing ethnic and specialty food from various Asian countries.

High on this year's food exhibition is the promotion of the historical, geographical and cultural influences behind the best of Southeast Asia's distinct cuisines through "TASTE ASEAN,” that is set on 19-21 May at the World Trade Center (WTC) and at the Philippine Trade Training Center (PTTC) in Pasay City.

"Philippines is among the top exporters of food worldwide. We hope that with this year’s IFEX, we could target sales of up to $118 million," said DTI Trade and Investments Promotion Group Undersecretary Nora K. Terrado.

On 6 May, during the IFEX Al Fresco event with the media, CITEM Executive Director Clayton Tugonon announced that with IFEX success in recent years, it should be held annually. “IFEX helps not just uplift the Philippine brand, but also allow our exhibitors to introduce their products to a whole new market globally,” Tugonon added. Past years, the Philippines would hold IFEX after every other year.

“ASEAN is home for so many delicacies and food brands that are truly world-class. We hope to make these brands widely known to our local and foreign buyers,” explained Undersecretary Terrado.

Tropical fruits, vegetables, fresh and processed seafood, sauces and condiments, and other food products that make up the food industry worldwide will be up for selling during the exposition.

Exhibitors, aside from the ASEAN member states, who also confirmed their presence at IFEX 2017 include China, South Korea, Taiwan, and Turkey.

DTI noted that IFEX is the only business-to-business and export-oriented food show in the country designed for local and international food companies to meet and transact with the world’s top buyers.

IFEX Philippines is organized by CITEM, the leading attached agency of the DTI that conducts international trade expositions and missions promoting the Philippine brand.

At present, the Philippine food industry is among the top industries where micro, small, and medium enterprises (MSMEs) thrive. In 2015, out of the 896,839 established MSMEs in the country, 13.3% of these are in the food and accommodation services which created a total of 666,254 jobs.

Yemen Travel Warning

The U.S. Department of State warns U.S. citizens against all travel to Yemen because of the high security threat level posed by ongoing conflict and terrorist activities.

North Korea Travel Warning

The Department of State strongly warns U.S. citizens not to travel to North Korea/the Democratic People’s Republic of Korea (DPRK).

The Department of State strongly warns U.S. citizens not to travel to North Korea/the Democratic People’s Republic of Korea (DPRK). U.S. citizens in the DPRK are at serious risk of arrest and long-term detention under North Korea’s system of law enforcement. This system imposes unduly harsh sentences for actions that would not be considered crimes in the United States and threatens U.S. citizen detainees with being treated in accordance with “wartime law of the DPRK.” Since the United States does not maintain diplomatic or consular relations with North Korea, the U.S. government has no means to provide normal consular services to U.S. citizens in North Korea. This notice updates the number of U.S. citizens who have been detained in North Korea and replaces the Travel Warning dated February 7, 2017.

At least 16 U.S. citizens have been detained in North Korea in the past ten years. North Korean authorities have detained those who traveled independently and those who were part of organized tours. Being a member of a group tour or using a tour guide will not prevent North Korean authorities from detaining or arresting you. Efforts by private tour operators to prevent or resolve past detentions of U.S. citizens in the DPRK have not been successful.

If you decide to enter North Korea against the advice of this Travel Warning, you should have no expectation of privacy. All electronic and multimedia devices including USB drives, CDs, DVDs, mobile phones, tablets, laptops, Internet browsing histories, and cookies are subject to search for banned content.

If DPRK authorities permit you to keep your mobile phone when you enter the country, it will not function unless you use the DPRK mobile service, which will enable DPRK authorities to monitor your calls. GPS-trackers and satellite phones are not allowed.

Possession of any media, either physical or electronic, that is critical of the DPRK government or its leaders is considered a criminal act punishable by long-term detention in hard labor camps and heavy fines.

In North Korea, the following – whether done knowingly or unknowingly – have been treated as crimes:

  • Showing disrespect to the country’s former leaders, Kim Il Sung or Kim Jong Il, or for the country’s current leader, Kim Jong Un, including but not limited to tampering with or mishandling materials bearing their names or images;
  • Entering North Korea without proper travel documentation;
  • Possessing material that is in any way critical of the DPRK government;
  • Proselytizing or carrying out religious activities, including activities that may be construed as such, like leaving behind religious materials;
  • Engaging in unsanctioned political activities;
  • Traveling without authorization, even for short distances;
  • Having unauthorized interaction with the local population;
  • Exchanging currency with an unauthorized vendor;
  • Taking unauthorized photographs;
  • Bringing pornography into the country;
  • Shopping at stores not designated for foreigners; and
  • Removing or tampering with political slogans and signs or pictures of political leaders.

Numerous foreigners have been held in North Korea for extended periods of time without being formally charged with any crimes. Detained foreigners have been questioned daily for several weeks without the presence of counsel and have been compelled to make public statements and take part in public trials.

Since the United States does not maintain diplomatic or consular relations with North Korea, the U.S. government has no means to provide normal consular services to U.S. citizens. The Embassy of Sweden in Pyongyang is the Protecting Power for U.S. citizens in the DPRK providing limited consular services to U.S. citizens who require emergency assistance. Although the U.S.-DPRK Interim Consular Agreement stipulates that North Korea will notify the Embassy of Sweden within four days of an arrest or detention of a U.S. citizen and will allow consular visits by the Swedish Embassy within two days after a request is made, the DPRK government routinely delays or denies consular access.

The DPRK funnels revenue from a variety of sources to its nuclear and weapons programs, which it prioritizes above everything else, often at the expense of the well-being of its own people. It is entirely possible that money spent by tourists in the DPRK goes to fund these programs. We would urge all travelers, before travelling to the DPRK, to consider what they might be supporting.

The DPRK remains one of the most heavily sanctioned countries in the world. U.S. citizens traveling to North Korea should familiarize themselves with all applicable sanctions relating to the country, particularly U.S. sanctions. To learn more about U.S. sanctions on the DPRK, see the Department of Treasury’s Office of Foreign Assets Control (OFAC).

The Department of State remains deeply concerned about the DPRK’s ongoing, systematic, and widespread human rights violations. To learn more about North Korea’s deplorable human rights situation, see the DPRK Country Report on Human Rights Practices for 2015.

The United States and the United Nations Security Council have expressed grave concern regarding North Korea’s recent nuclear tests, ballistic missile launches, and other activities prohibited by United Nations Security Council Resolutions. UN Security Council statements from January 2016 and March 2016 are posted on the UN website.

As a result of concerns arising from unannounced missile launch activities and GPS navigation systems interference and/or disruption, the Federal Aviation Administration (FAA) has issued a Prohibition and Advisory notice to U.S. airmen and operators. The FAA has issued Special Federal Aviation Regulation (SFAR) 79 which prohibits U.S. civil aviation from flying in the Pyongyang Flight Information Region (FIR) west of 132 degrees east longitude, and the FAA has advised those flying in and around the Pyongyang (FIR) east of 132 degrees east longitude to be aware of possible GPS interruptions. For more information, U.S. citizens should consult the Federal Aviation Administration’s Prohibitions, Restrictions and Notices.

Tunisia Travel Warning

The U.S. Department of State warns U.S. citizens to avoid travel to southeastern Tunisia along the Libyan border as well as certain mountainous areas in the country’s west, due to the threat of terrorism.

This replaces the Travel Warning issued September 29, 2016.

The U.S. Department of State warns U.S. citizens to avoid travel to southeastern Tunisia along the Libyan border as well as certain mountainous areas in the country’s west, due to the threat of terrorism.  This replaces the Travel Warning issued September 29, 2016.

Terrorist attacks have previously targeted Tunisian government and security forces and popular tourist sites.  On March 7, 2016, an attack by ISIS-affiliated militants in the southeastern border town of Ben Guerdan resulted in the deaths of 12 Tunisian security officials and civilians.  Two attacks in 2015 targeted tourists: the Bardo Museum in Tunis on March 18 and two beach hotels near Sousse on June 26.  ISIS claimed responsibility for these attacks.  Groups of militants continue to operate in certain mountains of Western Tunisia, including Jebel Chaambi, Sammama, and Selloum.  The Tunisian government continues security force operations against Ansar al-Sharia in Tunisia (AAS-T), ISIS, and al-Qa’ida in the Lands of the Islamic Maghreb (AQIM).

U.S. Embassy Tunis regulations require advance notification to Embassy security officials of travel by Embassy personnel outside greater Tunis.  Certain cities and governorates in Tunisia have a fluid and unpredictable security environment, and these areas require additional scrutiny before U.S. government personnel may travel to them. U.S. citizens should avoid the following areas due to the unpredictable security environment:

  • Jendouba south of Ain Drahem and west of RN15, Kef, and Kasserine, next to the Algerian border
  • Ben Guerdan and Medenine, next to the Libyan border
  • Gafsa and Sidi Bou Zid in central Tunisia
  • The desert south of Remada is designated as a military zone by the Government of Tunisia.  If travelers wish to enter the military zone, special authorization is required.

On occasion, these travel restrictions prevent the provision of consular services in certain areas of the country.

For your safety:

  • Visit the U.S. Embassy website before traveling outside of the capital for more specific guidance and warnings;
  • Exercise caution in all parts of Tunisia when frequenting public venues, especially those heavily frequented by tourists, such as hotels, shopping centers, tourist sites, public beaches, and restaurants;
  • Exercise caution when using public transportation, due to safety and security concerns;
  • Avoid political gatherings, rallies, large crowds and demonstrations, as even demonstrations that are meant to be peaceful can be unpredictable;
  • Be alert to the possibility of kidnapping;
  • Monitor local events and take appropriate steps to bolster personal security;
  • Remain alert to local security developments, report suspicious activity to the local police, and heed directions given by uniformed security officials;
  • Carry a copy of your passport and a cell phone or other means of communication that works in Tunisia.

Government security forces, including the army, police, and National Guard, are visibly present throughout Tunisia.  On November 24, 2015, Tunisian President Beji Caid Essebsi issued a State of Emergency, which grants security forces more authority to maintain civil order and enables the government to focus on combating terrorism.  The state of emergency is still in effect.  The Minister of Interior has said that the state of emergency also assists in securing hotels and tourist areas.

Developments in Libya continue to affect the security situation along the Tunisian-Libyan border in areas such as Ras Jedir and Dehiba along with the cities of Ben Guerdan and Medenine.  The Libyan border is frequently closed to all traffic with short notice for extended periods.  The Department of State warns U.S. citizens against all travel to Libya and advises those in Libya to depart immediately.  Travelers should avoid all travel to and through the Libyan border and should read the Department of State’s Travel Warning for Libya, as well as the Department of State’s Country Specific Information and other international travel safety and security information for Libya and Algeria.  The Embassy regularly reviews the security of these areas for possible modification.

For further information:

  • See the State Department's travel website for the Worldwide Caution, Travel Warnings, Travel Alerts, and Country Specific Information for Tunisia.
  • Enroll in the Smart Traveler Enrollment Program (STEP) to receive security messages and make it easier to locate you in an emergency.
  • Contact the U.S. Embassy in Tunisia located at North East Zone Berges du Lac, North of Tunis 2045 La Goulette, at +216 71 107 000, 8:00 a.m. until 5:00 p.m. Monday through Friday.  After-hours emergency number for U.S. citizens is +216 71 107 000.
  • Call 1-888-407-4747 toll-free in the United States and Canada, or 1-202-501-4444 from other countries, from 8:00 a.m. to 8:00 p.m. Eastern Standard Time, Monday through Friday (except U.S. federal holidays).

President Aquino appoints Adrian Cristobal, Jr. as ad interim trade chief
President Benigno S. Aquino III has appointed lawyer Adrian Cristobal, Jr. as ad interim trade and industry secretary effective December 31, replacing Secretary Gregory Domingo.
A transmittal letter has been sent to the Commission on Appointments, Communication Secretary Herminio Coloma, Jr. said, quoting Executive Secretary Paquito Ochoa, Jr.

Cristobal joined the Aquino administration in August 2010 when he was appointed Trade Undersecretary for International Trade.

He obtained his Bachelor of Arts degree in Political Science from the University of California at Berkeley, United States, and his Juris Doctor of Laws at the Ateneo de Manila University.

Secretary Domingo, who wants to return to the private sector, resigned in September but kept his post until after the country finished hosting the Asia-Pacific Economic Cooperation (APEC) meetings.

President Aquino was reported to have asked Domingo to postpone his departure from the Cabinet until the APEC summit is finished. PND (as)

Palace: High optimism among Filipinos is a result of President Aquino’s transparent, dedicated service
Malacañang on Tuesday pledged to continue to work hard to uplift the lives of the people, as it welcomed the results of a survey showing a high level of optimism among Filipinos.

“We acknowledge the high level of optimism expressed by a great majority of our people in two year-end surveys conducted by the Social Weather Stations and Pulse Asia,” Communication Secretary Herminio Coloma, Jr. told reporters during a press briefing at the Palace.

“The Aquino administration will intensify its efforts in implementing vital programs that would broaden the scope of social welfare and protection, generate employment and livelihood opportunities for our countrymen, and sustain the gains of the economy during the past five years.”

The Pulse Asia survey showed that a majority, or 89 percent, of its 1,800 respondents will welcome the New Year “with hope”.

“Hope is the predominant sentiment among Filipinos as far as the year 2016 is concerned,” the study, which was conducted from December 4 to 11, said.

The sentiment is shared by most Filipinos across geographic areas with 85 percent to 95 percent, and socio-economic classes with 86 percent to 92 percent.

The respondents were registered voters aged 18 years old and above, and the survey had a 2 percent error margin.

Asked if President Aquino’s leadership has something to do with the high optimism among Filipinos, Secretary Coloma responded by saying that throughout the President’s administration, he has governed with sincerity, commitment and transparency.

His vision for the country is carried out through the program, “A Social Contract with the Filipino People”, the Palace official said.

The President acknowledges his obligations and commitment to the Filipino people, with the major goal of uplifting their lives and giving them a better future, Coloma said, adding that the survey results show that Filipinos may have acknowledged the President’s efforts to fulfill what he had promised when he assumed office.

“At dahil din sa ipinakita niyang determinasyon ng pamahalaan na maging transparent, hayag at tapat ang paglilingkod, sa aking palagay ito ang mga elemento na nagpalakas sa kanilang kumpiyansa,” Coloma said, noting that the public has recognized the President’s personal integrity and commitment as a leader. Palace spells out major accomplishments in 2015
The Aquino administration counts the drop in the number of Filipinos leaving to work abroad, the decrease in the number of poor families, and maintaining a robust economy among its major accomplishments this year, Communication Secretary Herminio Coloma, Jr. said on Tuesday.
“Tinanong si Pangulo diyan. Isa sa mga nabanggit niya ay ang napababang bilang ng mga OFWs (overseas Filipino workers), nabawasan na ito ng halos kalahating milyon, I think 400,000 to 500,000,” Secretary Coloma said during a media briefing in Malacañang, when asked about the government’s major accomplishments in 2015.

He further said that the government was able to reduce the number of poor families in the country this year through the Pantawid Pamilyang Pilipino Program (4Ps).

Coloma also noted the remarkable decline in the number of out-of-school youth, which he attributed to the implementation of the K to 12 basic education program as well as the 4Ps.

The country’s economy, he said, also remains strong despite the sluggish global economy.

“Isa pa rin tayo sa pinakamabilis ang pag-unlad at napanatili natin ang investment grade rating,” he added.

The Palace official said the Philippines also showed to the world its capability to organize major events with the country’s successful hosting of the Asia-Pacific Economic Cooperation (APEC) Leaders’ Summit last November, and Pope Francis’ visit last January. PND (as)

Palace tells public to refrain from indiscriminately firing guns during New Year celebration
Malacañang on Tuesday urged the public to refrain from firing firearms indiscriminately, as well as using illegal firecrackers as the country welcomes the new year.
In a press briefing at the Palace, Communication Secretary Herminio Coloma, Jr. said they received a report about a nine-year-old girl who was hit by a stray bullet while playing in Bulacan.

The victim was brought to the East Avenue Medical Center but did not survive due to extensive internal injuries, he said.

“Buo ang determinasyon ng DILG (Department of Interior and Local Government), PNP (Philippine National Police), at lahat ng law enforcement agencies na tutukan nang husto ang sitwasyon para mapigil ang indiscriminate firing or unauthorized use of firearms,” Secretary Coloma said.

The Palace official also called on the public to avoid setting off illegal firecrackers to prevent injuries or deaths during the New Year celebration.

“Pangalawa naman, ang paggamit ng mga mapanganib at ilegal na mga paputok na kung ano-anong mga pangalan ang ibinibigay para magkaroon ng maskara na ito ay hindi nakamamatay, ay dapat maging mulat at handa ang ating mga kababayan,” he said.

“Marami namang alternatibong paraan ng pagdiriwang na hindi maghahatid ng panganib sa atin. Kaya ito ang ating panawagan na maging ligtas ang pagdiriwang ng Bagong Taon.”

Malacañang has suggested alternative noisemakers that would enable the public to celebrate the New Year safely, instead of using the traditional fun but dangerous firecrackers.

Coloma has recently issued a statement in support of the Department of Health’s (DOH) annual campaign against pyrotechnic materials.

The DOH has released the slogan “Tetano ay Nakamamatay, Huwag Pasaway, Sa Paputok May Goodbye” to discourage the public from setting off firecrackers and other explosive devices as these often cause serious injuries that even lead to death. PND (as)

President Aquino enjoins Filipinos to continue supporting reform agenda in New Year message
President Benigno S. Aquino III, in his message for the New Year, expressed the deep pride he feels regarding the recent developments in the country, and advised Filipinos to choose the right leaders in next year’s elections to sustain those gains.
“I join all Filipinos as we bid farewell to a historic 2015 and expectantly look forward to a peaceful, prosperous 2016,” President Aquino said in his message released on Tuesday.

“As I reflect on the developments of our country this past year and those that came before it, I am filled with pride by how far we have come since we began our journey in 2010.”

The country now has a soaring economy, robust democracy, and magnified presence on the global stage, which not only promises a great start to the coming year but also highlights the Philippines’ “ongoing narrative of resurgence under the Daang Matuwid”, he said.

The President recalled that more than five years ago, the country faced a “future full of despair and uncertainty” amid reports of plunder, mismanagement, and corruption in government.

“Today, progress, opportunity, and growth fill news about the Philippines, both here and abroad,” he said.

He attributed these achievements to the country’s collective resolve to follow the straight and righteous path, “a path that transformed damaged public agencies into stronger, more transparent, and responsive institutions, turned a demoralized government workforce into dedicated civil servants, and galvanized an apathetic populace into active, empowered nation-builders”.

The President further noted that the government reform agenda reinvigorated a sluggish business sector into a major driver of economic growth.

“Indeed, the Daang Matuwid is a roadmap that will catapult us into First World Status and make us a $1-trillion economy by the year 2030,” he said.

President Aquino also said that this possibility encourages him and the rest of the government to faithfully pursue their tasks in the last six months of his administration.

The same motivation should also guide the country as it chooses a new set of leaders next year to maintain the Philippines’ upward growth trajectory and keep the nation on the Daang Matuwid, he added.

“As long as we bear in our hearts and minds the welfare of our people, we will realize our inherent greatness and usher in a Philippines that we can proudly bequeath to the coming generations,” he said, wishing the country a happy and eventful new year. PND (as)

President Aquino encourages Filipinos to be heroes in their own way in Rizal Day message
President Benigno S. Aquino III, in his Rizal Day message, called on the Filipino people to become heroes in their own way and reaffirm their commitment to the righteous path agenda that he champions for the common good.
“May we all be inspired by Dr. Jose Rizal’s courage and intelligence, his sense of duty, hunger for knowledge, passion for reform, and undying love of country,” the President said in his message released on Tuesday.

“Let us all be heroes in our own way, and reaffirm our commitment to the Daang Matuwid. Only by traversing this road towards fairness and progress can we translate our dreams into tangible realities for our people.”

President Aquino reminded the people about Rizal’s hard work and his sacrifices that contributed to the building of the nation and the kind of country that it is today.

Every year, he said, the country celebrates Rizal Day to reflect on Rizal’s sacrifice to free the Philippines from the shackles of abuse and inequality during the colonial years under Spain.

He said that through Rizal’s writings and deeds, the country’s forefathers became a braver, more united citizenry, “both capable and determined to win the liberties we now enjoy”.

“Dr. Jose Rizal worked hard to pursue our independence, serving as a catalyst for change; his works remain relevant to this day, a reminder of a past when freedom seemed beyond our reach,” the President said.

“Let us remember him on this occasion, along with other heroes who shared their strength and vision to make the Philippines the nation it is today.”

President Aquino is set to lead the commemoration of the national hero’s 119th death anniversary and martyrdom on Wednesday.

December 30 has been declared by the government as a regular holiday throughout the country in observance of Rizal Day. PND (as)

President Aquino honors Letty Jimenez-Magsanoc during necrological service
President Benigno S. Aquino III on Tuesday night attended the necrological service for editor-in-chief of the Philippine Daily Inquirer, Letty Jimenez-Magsanoc, recognizing her contributions to restoring democracy in the country.
In his eulogy, delivered at the Heritage Park in Taguig City, the President honored Magsanoc, whom he fondly referred to as “Tita Letty”, as “one of the stalwarts of the mosquito press” and as one of the “women who, at times, were seemingly braver than the men in standing up to the Marcos dictatorship”.

Under her watch, he said, the Panorama transformed from an innocuous Sunday magazine into a publication that dared to question the regime.

Magsanoc also joined the team behind Mr. & Ms. Special Edition, which made history, as it “dared to chronicle what the controlled media denied”, he added.

President Aquino noted that when there was a need for a truly independent broadsheet to challenge the controlled press, Eggy Apostol and Magsanoc launched the Philippinr Daily     Inquirer, with the latter giving the newspaper its name. She eventually took the helm of the broadsheet in 1991 as editor in chief.

“The dictator went into the snap election not only with guns, goons, and gold, but with a controlled press to sing him praises. Even then, he knew that the buzz of the mosquito press had turned into a thunderous roar for democracy, for truth, for justice,” he said.

“In a matter of weeks, the Marcos dictatorship ended at EDSA. It was at that moment that the Philippine Daily Inquirer established itself as the country’s journal of record, with the headline that summed it all up: ‘It’s all over: Marcos flees’.”

The President praised Magsanoc for publishing fearless yet balanced stories in the Inquirer.

He noted that while he has been criticized by the Inquirer, the publication has not deviated from its obligation to keep the people informed about the developments in the country.

“When Tita Letty was around, I knew that my sideâ€"the government’s sideâ€"would be heardâ€"not because she was my friend, but because she wanted to do right by the Filipino people,” President Aquino said.

Magsanoc passed away last Thursday, Christmas eve, at St. Luke’s Medical Center Global City after suffering cardiac arrest. She was 74.

A friend of former president Corazon Aquino, the President’s mother, Magsanoc is remembered as an icon in Philippine journalism. PND (as)

President Aquino leads Rizal Day rites
President Benigno S. Aquino III on Wednesday led the commemoration rites for the 119th death anniversary of the country’s national hero, Dr. Jose Rizal, at the Luneta Park in Manila.
Shortly before 8 a.m., President Aquino arrived at the Rizal Park where he was given full military honors with a 21-gun salute.

He was received by Defense Secretary Voltaire Gazmin, Armed Forces of the Philippines (AFP) Chief General Hernando Iriberri, and Manila City Mayor Joseph Estrada.

After he was ushered in front of the flagpole at the Rizal National Monument, the President led the flag-raising ceremony at exactly 8 a.m.

The flag-raising rites were done simultaneously nationwide.

Vice President Jejomar Binay and other ranking military and government officials joined the President in raising the flag, which was later flown at half mast for Rizal’s death anniversary.

At the last note of the Philippine national anthem, “Lupang Hinirang”, the two newly acquired FA-50 Golden Eagle fighter jets conducted a high-speed pass, as one of the event’s highlights.

After the flag-raising ceremony, the President proceeded to the foot of Rizal’s monument to lay a wreath.

He was joined by General Iriberri and National Historical Commission of the Philippines Chair Maria Serena Diokno.

Following the wreath-laying ceremony, two UH-1D helicopters showered flower petals over Rizal Park.

Before the ceremony ended, a full fly-by was conducted by 10 Cessna Trainer T41s, 15 Stelio Frati (SF) 260FHs, three Combat Utility Helicopters, five Augusta Westland (AW) 109 Helicopters of the Philippine Air Force, and three AW 109 Helicopters of the Philippine Navy.

The fly-by was capped by another high-speed pass of the two fighter jets, which the government acquired from South Korea.

After the event, the President had a brief conversation with the descendants of Rizal. PND (jb)

2016 Budget not for election campaign, Palace official reiterates
Presidential Spokesman Edwin Lacierda on Wednesday assured that the proposed P3.002 trillion national budget for next year will be used to address the needs of the country and not for the election campaign.
The Palace official, during the daily press briefing at the Palace, made the assurance following insinuations that the government is funding the presidential bid of Interior and Local Government Secretary and Liberal Party standard-bearer Manuel Roxas II.

Bayan Muna Representative Carlos Zarate was reported to have questioned the sources of TV campaign ads of Secretary Roxas.

“The budget, especially in an election year, will always be an item they will use as an election issue,” Lacierda said, noting that the same issue was raised during the 2013 midterm elections.

“The Aquino administration is going to last only until the first half of 2016. That is a legacy budget. Because it’s election year, people will always say that it’s an election budget, but 2013 was also an election year. That was the 2013 budget. That was the same thing. But President Aquino has already mentioned we didn’t use the 2013 budget for the midterm elections. So I can tell you categorically that we’re not going to use the 2016 budget for the 2016 elections,” he explained.

With regards to Roxas using government funds for his presidential campaign, Lacierda said the interior secretary “has never been tainted with corruption” in his 20 years of public service.

“Do you think that he will, in his 20 years of experience, taint his name? Has he ever been accused of using government funds for a campaign?” the spokesman said.

Referring to President Aquino’s speech when he named Roxas as the Liberal Party’s presidential bet, Lacierda said Roxas had prohibited his own family from engaging in the business process outsourcing (BPO) industry, which he promoted when he was still trade secretary.

“Secretary Mar Roxas has never used his position to advance a gain for his own family. In his 20 years of public service, he has never been tainted with corruption. He has always maintained his integrity. That’s also the statement of the President in his endorsement speech, and nobody has ever questioned him on his integrity, nobody has ever questioned his experience,” said the Palace official. Statement of Senator Alan Peter Cayetano on vote to Gina Lopez

Good evening everyone! Greetings from Geneva.

I will always decide on what is right and not what is popular.

I'm not surprised to see so much support and so much opposition to the voting of the C.A. re DENR Secretary Nominee Gina Lopez. I thank those who are open minded and asking why? I'm not surprised that Sec.Gina and her group will go so low as to cast aspersions on why I voted the way I did and even accuse me of being in the pockets of the mining industry.

Since the 2007 campaign my stand on responsible mining and the strictest, highest standards for industries that affect the environment has been consistent.

At the time of the voting, I felt that for me to explain my vote at that time would be like rubbing salt in a wound, because I would have to enumerate all the reasons why she is not fit to be DENR secretary. I felt it would be cruel to reject then put her down.

Yet she now singles me out when a vast majority of the CA voted to reject (after giving her a year to prove herself) her appointment.

I want to clarify that I gave Ms. Lopez enough chances to dispel fears that she would not observe the legal process in regulating the mining industry. I supported her in closing down mining sites that were not compliant with the highest standards. Moreover, illegal mining and logging continue to proliferate, while other sectors that need both strict regulation continue to destroy the environment.

Unfortunately, the Secretary was adamant in defending her illegal actions. If she had carried on with her mindset, it would have embarrassed the Duterte Administration sooner or later. She would have placed the administration in a predicament that would be hard to defend.

I respect Ms. Lopez's passion as an advocate for the environment, but she fails to understand that she cannot arrogate unto herself Constitutional powers reserved exclusively for Congress.

Many officials have invoked good intentions when they violated our anti-graft and corruption laws, and President Rodrigo Duterte was left with no choice but to terminate them. Ms. Lopez's recent acts already bordered along these lines. Going by her unwillingness to comply with institutional processes, she is not fit to head the DENR. She would have embarrassed the President in no time.

We are all for alleviating poverty and the strict enforcement of our laws, but we cannot and should not do so by being whimsical in imposing regulations that violate Constitutional processes.

I hope that the President will appoint another Ms. Lopez with the same zeal, yet still mindful of the requisite that one must be faithful to the mandate and dictates of our laws and processes.

Ombudsman, British Embassy ink MOA to fight corruption
07 January 2013

The Philippines’ Office of the Ombudsman and the British Embassy Manila entered into a Memorandum of Agreement on the Accountable Grant for the Conduct of Specialized Training Enhancement (SPECTRE) last January 7, 2013.
Ombudsman Conchita Carpio Morales and British Ambassador Stephen Lillie signed the MOA at the Office of the Ombudsman in Quezon City.

The MOA aims to strengthen the institutional capacity of the Ombudsman’s office against corruption by enhancing the investigative and intelligence capability of field investigators through sustainable training program leading to at least 10% increase in disposition rate for corruption cases.

The MOA provides up to £45,000 (roughly Php 3 million) funding from the British Embassy for the SPECTRE training program.

Ombudsman Morales stressed that it is imperative to strengthen the investigative capability of OMB investigators who must be one step ahead in techniques, strategies, skills and technology in their work. She also said that there is a need in forging alliances and partnership with development partners like the British Embassy to combat corruption.

On the other hand, British Ambassador Lillie said, “We hope to continue supporting the Office of the Ombudsman, particularly in skills development. We believe that strengthening the capacity of investigators and prosecutors will help result in a stronger enforcement of the law and produce successful prosecution of more cases of corruption; ultimately improving the global perception of corruption in the Philippines,”

The SPECTRE is designed to continually reinforce, update and intensify the knowledge and capabilities of field investigators. The training is scheduled to begin on January 25, 2013 for the first batch.

Selected graduates of SPECTRE will further be trained as trainers to ensure sustainability.

The MOA takes effect upon signing by both parties

Philippine startup to revolutionize postal system

The Department of Trade and Industry’s Philippine Trade and Investment Center (PTIC) in Singapore is working closely with four Filipinos from Cebu who are presently based in Singapore, to officially introduce Geopik,  an app that will revolutionize the postal system in the Philippines.

Filipinos Francisco Liwa, Ivan Lacuesta, Rodessa Padrigano and John Ryan Loyloy utilize the digital address system using geohashing and geolocation technologies similar to that used by apps such as Waze or Google Maps.

Geopik converts long addresses or the absence of house numbers which is common in the Philippines, into more exact, customizable and easy-to-remember single codes.  The app reduces the hassle brought by additional information to the actual address such as “house with blue gate, in front of a mango tree” by simply converting addresses to simple digital codes.

Seeing the inefficiency in the Philippines’ postal coding, the PH startup Geopik set out to offer a solution to e-commerce, logistics, and other location-dependent businesses.

“It’s such a unique experience to help build something and be part of its growth from the very beginning.  This is our way of taking charge of our future and making an impact back home in the process,” said GeoPik co-founder John Loyloy.

Aligned with the Philippine government’s thrust to develop an innovative entrepreneurial culture, DTI supports startups and helps strengthen the innovation ecosystem in the country through various initiatives such engaging startup entrepreneurs.

In 2016, DTI launched the QBO Innovation Hub situated at the DTI International Building, Makati City. It is the first public-private innovation hub in the Philippines that aims to provide support services to startup and innovation entrepreneurs. The DTI partners with incubator and accelerator Ideaspace Foundation, the Department of Science and Technology (DOST), and JP Morgan.

In Singapore, parallel initiatives are being done by the PTIC led by Commercial Counsellor Glenn Peñaranda, who engages with the Filipino community by speaking at investment seminars and online channels on entrepreneurship with the goal of providing more job opportunities for Filipinos.

“Startups play a pivotal role in driving innovation and economic growth hence we are happy to help GeoPik reach out to decision-makers and to potential users.  We also look forward to work with more Filipino startups here in Singapore and the region and help them scale up,” said Commercial Counsellor Peñaranda.

Senator Cayetano wants lawful punishment for abusive cops involved in secret jail cell issue
“Kasuhan ang dapat kasuhan. Huwag nating sirain ang buong institusyon,” this is what Senator Alan Peter Cayetano had to say in reaction to the recent discovery of a secret jail cell in the Raxabago Police precinct of the Manila Police District.

When asked for his reaction about the issue, Cayetano said police officials who are proven to commit any form of abuse should be punished under the rule of law.

“We should not tolerate any abuse… Kung ano ang batas, kung ano ang regulasyon… Kung pati ang batas, may problema, ayusin at baguhin natin,” he said in an ambush interview on Tuesday (May 2).

He however clarified that the issue should be considered as an isolated case. The senator reiterated that it is not the administration’s policy to tolerate human rights violations, even among alleged drug personalities.

In fact, the chief of the Tondo police station and 12 members of the station's Drug Enforcement Unit were already relieved from their posts following the discovery of the jail cell, Cayetano noted.

“One violation does not mean it is happening everywhere and that it is a government policy... Hindi ito-tolerate, iniimbestigahan ito, and they will be compliant with the world standards of human rights,” he said.

The senator further asked the public and administration critics to adopt a more holistic approach when it comes to defending human rights. He called on the Commission on Human Rights (CHR) to work with the government in ensuring that the human security of all Filipinos, not just that of alleged drug suspects, is properly protected.

“Hindi natin sinasabi na walang human rights violations. Ang sinasabi natin, hindi ito State-sponsored, hindi ito systemic, at hindi ito widespread. Ina-address ito,” he said.

Senator Alan Peter Cayetano on Friday (May 5) cited the gains of the Duterte administration’s intensified campaign against illegal drugs before state representatives to the United Nations in Geneva, Switzerland.

The senator is part of the Philippine delegation team attending the Universal Periodic Review to present the country’s human rights-based development programs and measures adopted to fulfill its obligations to the eight international treaties ratified in the past years.

In a side event three days prior to the UPR review on May 8, the senator spoke in defense of the Duterte administration’s campaign against crime, illegal drugs, and corruption, which he said is being portrayed wrongfully in the international community.

“If only there was a less political, more unbiased, and fair way of describing what is happening in the Philippines, we will be having a more constructive discussion rather than groups throwing alternative facts and fake news,” Cayetano said, stressing that the government's main goal is actually to uphold the human dignity of every Filipino.

Cayetano then refuted critics’ claims that there had been a spate of extrajudicial killings (EJKs) in the country since the war on drugs started. He said that in the previous administration, there was a “low of 11,000 and a high of 16,000” cases of EJKs.

Further, he noted that the definition of EJKs he is using is the definition provided by Administrative Order No. 35 under the Aquino administration, which defines extrajudicial killings as “killings wherein the victim was a member of, or affiliated with an organization, to include political, environmental, agrarian, labor, or similar causes; or an advocate of above-named causes; or a media practitioner or person(s) apparently mistaken or identified to be so.”

“Suddenly, during the Duterte administration, all killings are extrajudicial killings,” lamented Cayetano.

Cayetano noted that, of the 9,432 reported cases of murder and homicide during the Duterte administration, only 1,847 cases are considered drug-related.

He added that since the administration’s anti-drug war started, there was a 408% increase in the police’s anti-illegal drug operations per day. Deaths under these legitimate operations were usually caused by suspects fighting back.

For every 100 legitimate operations conducted by the PNP, only five are killed, he cited, stressing that the numbers are not as alarming as how critics are trying to portray.

Senator Alan Peter Cayetano on Thursday (May 4) filed Senate Bill No. 1435 calling for the establishment of the Department of Foreign Employment (DOFE), a one-stop umbrella agency that will provide full protection to Overseas Filipino Workers (OFWs) and their families.

Such agency will serve as a channel to address all issues and grievances of our “modern-day heroes,” including the promotion of their full and just employment and the mitigation of social costs back home.

The senator’s initiative came weeks after President Rodrigo Duterte announced during his state visit in Saudi Arabia that a department for OFWs is now in the works, but jurisdiction on its creation lies with Congress.

Cayetano pointed out that each year, around two million Filipinos are driven to leave the country due to poverty and joblessness at home. Most of these migrant workers, he lamented, are forced to endure oppressive work conditions at the hands of abusive employers or illegal recruiters.

“Despite the existence of agencies to protect them, OFWs and their families continue to face numerous problems and challenges such as illegal recruitment; employer abuse; inadequate benefits; inefficient and ineffective delivery of services; and the lack of representation in the agencies that are supposed to protect and promote their rights,” he said.

“Hence, there is a pressing need to prioritize the creation of an agency that would manage, harmonize, and strengthen existing policies and programs to address the needs of foreign Filipino employment,” he further stressed.

The proposed department, which will be headed by a person with a rank of Cabinet Secretary, shall be the primary policy, programming, coordinating, and administrative entity of the executive branch, providing assistance to OFWs in the field of overseas labor and employment.

The measure also proposes to create a P1-billion OFW Distress and Assistance Fund to provide financial support for OFWs in distress - including repatriation and provisions for life-saving funds in times of great emergency â€" a well as training and livelihood loans for returning OFWs.

Philippines and Russia Deepen Economic Relations

MANILA - The Department of Trade and Industry (DTI) hosted the inaugural meeting of the Philippines â€" Russia Joint Commission on Trade and Economic Cooperation (JCTEC) on 28 April 2017 in Manila. DTI Undersecretary Ceferino S. Rodolfo and Russian Ministry of Economic Development (MED) Deputy Minister Alexander V. Tsybulskiy led the meeting. In preparation for the visit of President Rodrigo R. Duterte to Russia this May, outcomes of the JCTEC lay the groundwork and serve as impetus for realizing huge potentials in bilateral economic relations.

Discussions built on the preliminary Co-Chairs Meeting between DTI and MED leads last 26 January 2017 in Manila where concrete agreements and initiatives were tabled to operationalize greater economic ties with Russia. The 1st JCTEC meeting â€" as the formal bilateral mechanism for discussions of trade, investment and economic cooperation matters â€" tackled economic cooperation initiatives in areas such as trade, investments, industry (e.g., iron and steel and aviation), peaceful use of nuclear energy, higher education, energy, information and communications technology, intellectual property, agriculture, transportation, science and technology, tourism, and labor.

“With President Duterte’s pursuit of an independent foreign policy, DTI leads strengthened bilateral engagements with non-traditional partners, in this case Russia,” says Trade Secretary Ramon M. Lopez on the sidelines of the JCTEC. The mechanism is expected to boost bilateral trade and investment figures and the Philippines looks forward to tapping vast opportunities in the Russian market especially with heightened awareness of the Eurasian Economic Union’s Generalized Scheme of Preferences (GSP) â€" under which the Philippines is a beneficiary â€" to enable Philippine exports to penetrate the Russian market at advantageous tariff levels.

Moreover, recognizing private sector support for the JCTEC, the Philippines-Russia Business Forum was held in 27 April 2017 as part of the JCTEC program. The Forum provided opportunity to gain better understanding of and explore opportunities in each other’s markets. Top tier Russian business delegates met with Philippine business counterparts to ensure continued and improved business-to-business partnerships.

The JCTEC was established in 18 November 2015 under the Agreement signed during bilateral talks on the sidelines of the 23rd APEC Economic Leaders’ Meeting in Manila. The JCTEC was convened following the entry into force of the Agreement in 18 November 2016.

Jojo Flores, co-founder and vice president of Plug and Play Technology Center based in Silicon Valley, disclosed that tech start-ups can potentially be as big as business process outsourcing businesses. However, Flores admitted that traditional funding institutions in the Philippines and the Association of Southeast Asian Nations do not understand start-ups’ disruptive business models, making it hard for them to get funding support. Flores underscored that start-ups can potentially make a major disruption in “blockchain technology,” which is used in Bitcoins. He explained that blockchains can bring down the cost of sending remittances citing that normal global financial cost for remittances for example ranges from 5% to 7%.

Business and Economy / BPO workers upgrade skills
May 04, 2017, 08:06:08 AM
To counter the growing use of artificial intelligence and automation in the business process outsourcing (BPO) industry, workers are now upgrading their skills to improve their competencies. Jay Santisteban, operations director of the Contact Center Association of the Philippines, disclosed that call center agents are currently being trained for higher-paying jobs that require critical thinking and complex decision-making. He added that Filipinos are also in a “very good spot” with BPO clients because of their ability to learn and adapt quickly to new situations. Santisteban admitted that repetitive jobs can be handled by artificial intelligence and is expected to reduce human tasks. However, middle- and high-skill jobs that require experience are also seen to grow.

Nomura Securities Co. raised its economic growth forecast for the Philippines to 6.7% this year, a 0.4% rise from its previous forecast. Nomura said it decided to raise its forecast due to stronger investment spending and rise in electronics exports. The government has placed its growth estimates between 6.5% and 7.5%. The economy grew by 6.9% last year. Earlier, IHS Markit said the country’s economic growth could hit 6.3% this year, citing as growth engines the information technology-business process outsourcing industry and remittances from overseas Filipinos. Standard Chartered and Deutsche Bank also revised upward their gross domestic product growth forecasts to 6.8% and 6.2%, respectively.

  • Visit the U.S. Embassy website before traveling outside of the capital for more specific guidance and warnings;
  • Exercise caution in all parts of Tunisia when frequenting public venues, especially those heavily frequented by tourists, such as hotels, shopping centers, tourist sites, public beaches, and restaurants;
  • Exercise caution when using public transportation, due to safety and security concerns;
  • Avoid political gatherings, rallies, large crowds and demonstrations, as even demonstrations that are meant to be peaceful can be unpredictable;
  • Be alert to the possibility of kidnapping;
  • Monitor local events and take appropriate steps to bolster personal security;
  • Remain alert to local security developments, report suspicious activity to the local police, and heed directions given by uniformed security officials;

Travel and Tours / Pakistan Travel Warning

Pakistan Travel Warning

The Department of State warns U.S. citizens against all non-essential travel to Pakistan.

This Travel Warning replaces the Travel Warning dated October 7, 2016.

Throughout Pakistan, foreign and indigenous terrorist groups continue to pose a danger to U.S. citizens.  Evidence suggests that some victims of terrorist activity have been targeted because they are Americans. Terrorists and criminal groups have resorted to kidnapping for ransom.

The Government of Pakistan maintains heightened security measures, particularly in major cities, following attacks or in response to threats.

Terrorists have targeted:

  • Heavily guarded facilities, such as military installations and airports
  • Universities, schools, and hospitals
  • Places of worship of various faiths
  • Rallies, public parks, and sports venues
  • Hotels, markets, shopping malls, and restaurants

In October 2016, terrorists killed at least 60 people and injured 190 at a police training college in Quetta, Balochistan. In November 2016, a suicide bomber detonated himself at the Sufi Shah Noorani Shrine in Khudzar, Balochistan, killing at least 52 people and injuring over 100 others. In January 2017, an improvised explosive device placed in a marketplace in Kurram Valley in the Federally Administered Tribal Areas (FATA) killed at least 25 people and injured at least 87 others. In February 2017, one suicide bomber detonated himself outside the Punjab Assembly in Lahore, killing at least 14 people and injuring at least 87 and another detonated himself in the Sufi Shrine of Lal Shahbaz Qalandar, killing at least 88 people and injuring over 350.

Sectarian violence remains a serious threat throughout Pakistan, and the Government of Pakistan continues to enforce blasphemy laws. Religious minority communities have been victims of targeted killings and accusations of blasphemy.

The local government restricts access for foreigners to many areas, including:

  • the FATA along the Pakistan-Afghanistan border,
  • Swat Valley in Khyber Pakhtunkhwa Province
  •  the area adjacent to the Line of Control in the disputed territory of Kashmir
  • much of Khyber Pakhtunkhwa Province and Balochistan

Travel by U.S. government personnel within Pakistan is restricted and movements by U.S. government personnel outside of Islamabad are severely restricted.  U.S. government personnel may not:

  • Attend services at places of worship without prior approval.
  • Use public transportation or stay overnight at hotels in Pakistan.

If you choose to live or travel in Pakistan despite this warning, you should:

  • Vary travel routes and timing, especially for routine trips.
  • Minimize the duration of trips to public markets, restaurants, and other locations.

For further information:

  • Enroll in the Smart Traveler Enrollment Program (STEP) to receive security messages and make it easier for us to locate you in an emergency.
  • Contact the U.S. Embassy in Islamabad, located at Diplomatic Enclave, Ramna 5, Islamabad, Pakistan, by email at ACSIslamabad@state.gov.  The after-hours emergency assistance number for U.S. citizens is (92)(51) 201-4000 or (92)(51)201-5000.
  • Contact the U.S. Consulate General in Karachi, located at Plot 3-5 New TPX Area, Mai Kolachi Road.  The after-hours emergency assistance number for U.S. citizens is (92-21) 3527-5000.

Employers are prohibited to hire workers based on age - DOLE

Employment of individuals should be promoted on the basis of abilities, knowledge, skills, and qualifications and not on age.

Now that the Anti-Age Discrimination in Employment Act has lapsed into a law and with its implementing rules and regulations laid down after Labor and Employment Secretary Silvestre Bello III issued on February 2, 2017 Department Order No. 170, age should no longer be a factor in hiring employees, said DOLE-7 Regional Labor Communication Officer Luchel Senarlo-Taniza.

In a recent press conference, Labor and Employment Regional Director Exequiel Sarcauga said that government has set certain measures to eliminate age discrimination, which is most of the time the clamor of older individuals seeking for work.

“We want to heighten awareness among our social partners that Republic Act No. 10911 or the Anti-Age Discrimination in Employment Act prohibits arbitrary age limitations in employment and promotes the rights of all workers and employees regardless of age,” Sarcauga added.

Noting some common hiring advertisements published in the media indicating age as one of the requirements for employment, the DOLE-7 official said that under the law, it is unlawful to print or publish, or cause to be printed or published, in any form of media, including the internet, any notice of advertisement relating to employment suggesting preferences, specification and discrimination based on age.

“We want to caution publishers not to print or publish any advertisement relating to employment indicating age as a requirement. Publishers are any person or juridical entity engaged in the printing of information on paper and its distribution, buying or securing or airtime or space on television, radio or the internet, and other similar media,” explained Sarcauga.

Employers, he continued, are also prohibited to require the declaration of age or birth date during the application process or decline any employment application because of the individual’s age.

Also not allowed is denial on employee’s or worker’s promotion or opportunity for training; forcibly laying off an employee; and imposing early retirement just because of age.

There are certain exceptions considered under the law such as setting age limitation when age is a bona fide occupational qualification reasonably necessary in the normal operation of a particular business or where the differentiation is based on reasonable factors other than age.

Violators will be fined between P50,000 and P500,000 and will be imprisoned from three months to two years at the court's discretion.

“We are intensifying advocacy on this campaign and we want to appeal to the employers’ sector to give due respect to what the law provides. We also earnestly request job organizers and publishers to start doing away with age discrimination to support government’s agenda of providing equal opportunities in employment for everyone,” Sarcauga said. Ombudsman suspends Mindanao State U execs
27 April 2017

For failing to promptly act on a faculty member’s request for an update on his GSIS contributions, the Office of the Ombudsman has ordered the suspension for three months of two high ranking officials from the Mindanao State University (Main Campus).   University President Macapado Muslim and Chief Accountant Papala Masorong were found guilty of Simple Neglect of Duty and violation of Section 5(a) and (d) of the Code of Conduct and Ethical Standards for Public Officials and Employees (Republic Act No. 6713).

Records of the investigation showed that complainant Ranao Datu-Dacula was a faculty member who retired from the service in May 2015, after serving the school since 1992.  Sometime in 2014, he found out that his GSIS contributions started only in March 2003.  Following this, he wrote letters to the university’s administrators requesting for an update, reconciliation and payment of unremitted contributions from 1992 to 2003.  Four other follow-up letters were made in December 2014 to February 2015, all to no avail.

According to the Ombudsman, “it is established that there was undue delay in the response and action made on the request of complainant.  Respondents do not dispute the fact that starting December 2014, complainant had been sending various letters to them regarding his unremitted GSIS contributions.  However, it was only on 12 October 2015 that MSU administration, through its Legal Service Office, took action.”

The Decision explained that “the length of time of almost eight months from the first letter of respondent and when an action was finally made, is unjustified.  It is absurd that the simple referral to the GSIS by the MSU took eight months to happen.”

According to Ombudsman Conchita Carpio Morales, “clearly, respondents were neglectful of their duties when they did not promptly act upon the concern of complainant.  In the same vein, by their patent failure to respond to the letters of complainant within 15 days from receipt and to act promptly and expeditiously, respondents violated Section 5(a) and (d) of R.A. No. 6713.”

Simple Neglect of Duty means the failure of an official to give proper attention to a task expected, signifying a disregard of a duty resulting from careless or indifference. Meantime, under R.A. No. 6713,  all public officials and employees shall, within fifteen working days from receipt thereof, respond to letters, telegrams or other means of communications sent by the public which must contain the action taken on the request.  In addition, the law  requires all public officials and employees to attend to anyone who wants to avail himself of the services of their offices and must, at all times, act promptly and expeditiously.

In case of separation from the service, the penalty shall be converted into a fine equivalent to respondent’s salary for three months.  The Ombudsman directed the Commission on Higher Education to implement the suspension order.

ON SCALING DOWN THE PERSONAL INCOME TAX RATES

Scaling down the personal income tax rates
will give direct and immediate relief to the roughly 800,000 government employees in the education sector.

That 800,000 includes 763,000 public school teachers nationwide, add to that the thousands more who are teaching and non-teaching personnel in the country's state universities, colleges and technical training centers, plus the many employees of the Commission on Higher Education, Technical Education and Skills Development Authority, and colleges and universities run by local government units.

By the Department of Finance's own computations, a public school teacher holding a Teacher II plantilla item could stand to gain annual "tax savings of P18,011" during the first full year of implementation of the Comprehensive Tax Reform Package.

The DOF also points out that an administrative employee with a Clerk IV item could have annual "tax savings of P7,282" when CTRP takes full effect.

Many government employees have annual income at P250,000 or lower and at this income bracket, the proposed new tax rate is zero. Note though that our country follows the gross household income approach in personal income taxation.

Some teachers have spouses who are also teachers or armed services personnel, or some other type of government employee.  Other teachers' spouses work in the private sector, or are engaged in business.

So if the combined household income exceeds P250,000, the first P250,000 is tax exempt and that is still significant tax relief.
I am concerned though about one set of computations of the Finance Department.

The DOF is assuming that the proposed tax schedule, if enacted into law later this year, would apply only to the "second half of 2017."

On this point, the Supreme Court made it very clear in a recent decision that new tax rates or exemptions will apply for the whole tax year and STARTING the year the law first takes effect.

Therefore, when Congress and President Duterte make the new tax rates happen this year as expected, computations of the new withholding taxes should factor in the deductions based on the new rates for the whole year and not just for the second half of 2017.

ASEAN intensifies MSMEs’ role as a major driver of economic growth

MANILAâ€"ASEAN Leaders are set to reiterate their call towards inclusive and sustainable economic development with increased emphasis on micro, small, and medium enterprises (MSMEs) as drivers of growth at the 30th ASEAN Summit in Manila on 29 April.

Philippine (PH) President Rodrigo Duterte, as Chair of this year’s Summit, will put premium on demonstrating inclusive participation in the community-building process, to ensure that the economic benefits of integration are fully realized and shared by everyone in ASEAN.

At the core of PH chairmanship, the MSME agenda recognizes the indispensable role of the sector as dynamic catalysts for equitable economic growth. Unlocking opportunities for MSMEs to participate more successfully in global markets is central to ASEAN’s vision of bringing about positive change in people’s lives and ensuring that the broader base of the economy benefit from the gains of economic integration.

One with the President, the Department of Trade and Industry (DTI) strongly supports the engagement of small businesses in international trade with its thematic priority of “inclusive, innovation-led growth” for the ASEAN Economic Community (AEC), which sets the tone for the Philippine agenda on increasing trade and investments, integrating MSMEs in the global value chains and fostering an innovation-driven economy.

“Our stronger focus on MSMEs demonstrates the significance placed by ASEAN on the strong potential and well-being of this sector. We are pleased that various MSME development initiatives are already on-going and have been prioritized for implementation throughout the year,” said DTI Secretary and current ASEAN Economic Ministers (AEM) chair Ramon Lopez.

In line with this, PH is taking the lead in seeking policies, programs and projects that are practical from the perspective of small business and rural communities, including trade and business facilitation, e-commerce, inclusive business, business facilitation and cross-country immersion, and women and youth economic empowerment.

The trade chief added that with the full support of all ten ASEAN Member States (AMS), the identified priority deliverables will eventually come into fruition during the PH chairmanship.

These MSME interventions are seamlessly anchored in Dutertenomics, which sums up President Rodrigo Duterte’s socio-economic agenda that aims to widen the gains of economic development, to address inequality, and to uplift the quality of life of Filipinos.

ASEAN Inclusive Business

PH is set to trailblaze the ASEAN Inclusive Business (IB), a concept that provides innovative ways to do commercially-viable business while also giving opportunities for advancement in the socio-economic well-being of the people as it reaches the broader economic base.

The marginalized and low-income people have skills and entrepreneurial capacities that are already being tapped by big businesses in their workforces and supply chains.

IB can contribute towards narrowing the development gap and improving living standards of ASEAN peoples as espoused in the AEC 2025 goals.

This concept gives a method for ASEAN to deliver positive economic and social impact at a scale, as more businesses begin to implement IB models and as ASEAN governments foster an enabling environment through IB promotion policies and programs.

“The Philippines strongly supports the IB agenda in the region. IB in ASEAN is on the cusp of developing into a major force for inclusive and sustainable development,” said Undersecretary Ceferino S. Rodolfo.

ASEAN Roll-on Roll-off (RORO) Network

Another PH major deliverable and legacy project is the launching of the ASEAN Roll-on Roll-off (RORO) Network, particularly the Davao-General Santos-Bitung trade corridor, which aims to enhance intra-regional connectivity and bolster socio-economic development in the South through trade expansion and business convergence.

The new trade route is a more cost- and time-efficient alternative to the Manila to Bitung route, as the former would only take a maximum of eight days compared to the latter, which usually takes three to five weeks of shipping time.

This route reduces considerable amount of time in moving goods from certain parts of the Philippines to parts of Indonesia. Initial goods to be traded by PH include food, beverages, garments, and electronics.

ASEAN RORO targets to provide greater access for local businessmen, especially MSMEs, to engage in international trade and stimulate other areas of development such as joint tourism promotion, establishment of direct air linkages, and increase in investment flows in the long run.

The formal launching will be welcomed by President Duterte and Indonesian President Joko Widodo in Davao on 30 April.

New trade corridor to further intensify Philippines-Indonesia trade ties

More trade and economic opportunities are expected to abound with the opening of a new trade route linking Mindanao and Sulawesi through the ASEAN Roll-on Roll-off (RORO) Project, which the Philippines and Indonesia will formally launch on 30 April, following the conclusion of the 30th ASEAN Summit in Manila. RORO is form of an interstate maritime network aimed at providing easy access to key markets thru lower transport costs. The maiden voyage will commence from Kudos Port in Sasa, Davao City passing the General Santos International Port and the final port of destination in Bitung, Manado, Indonesia.

A Philippine initiative, the ASEAN RORO takes off from the success of the comprehensive RORO policy of the country in 2003.

“The ASEAN RORO, particularly the Davao-GenSan-Bitung trade corridor, is a legacy project of the Philippines and one of its the major deliverables for this year’s ASEAN chairmanship and in commemoration of ASEAN’s golden anniversary,” said Trade Assistant Secretary Arturo Boncato, who also serves as Philippine Senior Official to Brunei Darussalam-Indonesia-Malaysia-Philippines-East ASEAN Growth Area (BIMP-EAGA).

Philippine President Rodrigo Roa Duterte and Indonesian President Joko Widodo will lead the event, which will take place in Davao. They will be joined by other key officials from the governments of both sides and stakeholders from the private sector.

“The President has a toll order to bring development in the South, and once emphasized the need to put particular attention to sub-regional mechanisms, especially the BIMP-EAGA given its crucial role in pursuing development initiatives at the grassroots,” said Trade Secretary Ramon Lopez, who is also the current chair of ASEAN Economic Ministers. The connectivity would make Davao-GenSan-Bitung as the transshipment point to the EAGA set to benefit Filipino producers, especially Mindanao and Palawan as they grow their businesses and link their markets in Bitung and the rest of Indonesia.

The promise of expanding trade and business convergence is ensured with this RORO scheme. It is seen that the new trade route is cost and time efficient which would take maximum of eight days of shipping time in contrast with the usual Manila to Bitung route which would take about five weeks.

Consequently, this route will provide greater access for local businessmen, especially the Micro, Small and Medium Enterprises (MSMEs), to engage in international trade, as well as stimulate other areas of development such as joint tourism promotion, establishment of direct air linkages and increase in investment flows, among others. The products to be traded from Mindanao include food, beverages, garments, and electronics. Among the companies that will partake in the actual launching of goods to Bitung is the Pilmico Foods Corporation, a subsidiary of Aboitiz Equity Ventures which will ship flour, and is processing shipment of animal feeds for succeeding runs.

“The launching of this shipping link is only the beginning, and we expect more jobs will be generated in both Mindanao and Sulawesi with the invigoration of trade and influx of investments. We hope that this initiative will be replicated not only in the BIMP-EAGA but in the whole of the ASEAN region if we are to truly attain a more integrated, inclusive and sustainable development for the people,” Sec. Lopez added.

Philippines welcomes business delegation, enhances trade ties with Indonesia

The Philippines, through the Department of Trade and Industry (DTI) welcomed a 40-member Indonesian business delegation composed of small and medium enterprises (SMEs) and big-business chiefs in Manila to enhance ties and further trade and economic exchanges.
Indonesian Chamber of Commerce Mr. Rosan Roeslani led the business delegation and would be in Manila from 26 April to 30 April to conduct series of business-to-business meetings with their Philippine counterparts.

The business visit is also one of the side events during the state visit to the Philippines of Indonesian President Joko Widodo on April 28.

To welcome the business delegation, a Business Networking Forum was held on April 26 at the Indonesian Embassy to facilitate networking and forge a closer and more vibrant trade and economic relations between the Philippines and Indonesia.

Indonesian Ambassador to Indonesia H.E. Johny Lumintang noted in his welcome remarks the improving trade relations between the Philippines and Indonesia with trade transactions  amounting to US$ 3.56 billion in 2015.  He also reported that Indonesia is now the 9th trading partner of the Philippines with a percentage share of 3.7% in the total trade of the Philippines with the world.

During the forum, the DTI conducted briefing activity on Doing Business in the Philippines and presented trade and investment opportunities in the country. One of the highlights of the presentation is the potential public-private partnership projects that can spur massive development in the country. A special focus on Mindanao was also presented, in particular initiatives on enhancing connectivity in the region.

On April 27, the SME delegation is expected to attend the ASEAN Creative Cities Forum and Exhibition, an event aimed at promoting a creative and innovative ASEAN. Distinguished speakers from Indonesia such as Mayor Achmad Alf Arslan Djunaid of Pekalongan will participate in a panel discussion on Crafts and Folk Arts.  Pekalongan or the “Batik City” of Indonesia is one of the members of the UNESCO Creative Cities Network, an organization that promotes cooperation with and among cities that have identified creativity as a strategic sector for urban development.

On April 28, the delegation is scheduled to meet with top business executives at the sidelines of the Prosperity for All Summit organized by the ASEAN Business Advisory Council.
At least eight (8) memorandums of understanding is expected to be signed by the Indonesian conglomerates with their counterparts. 2nd Meeting of the Philippines-Vietnam Joint Trade Committee (JTC)

The 2nd Meeting of the Philippines-Vietnam Joint Trade Committee (JTC) was convened on 24 April 2017 in Manila with Undersecretary Ceferino S. Rodolfo of the Department of Trade and Industry and Deputy Minister Tran Quoc Khanh of Vietnam’s Ministry of Industry and Trade co-chairing the Meeting. Following the Presidential Visit of H. E. Rodrigo Roa Duterte, ties between the two fastest growing large Association of Southeast Asian Nations (ASEAN) economies are being strengthened.

The JTC is a bilateral mechanism for discussion of trade, investments and economic cooperation. In a Joint Statement on Strategic Partnership signed last November 15, 2015, the importance of enhancing the bilateral relations, particularly on trade, investments and economic cooperation was reaffirmed. Succeeding high level meetings and visits by the Leaders and officials from both countries further provided the impetus to convene the JTC.

The Joint Committee agreed on important initiatives geared towards improving overall levels of trade and investment, further enhancing trade and investment promotion initiatives and making use of cooperative schemes to capitalize on the complementarities of both countries in developing certain industries and/or sectors. The Philippines in particular conveyed that Vietnam could source bananas, processed food and industrial goods such as auto parts, semiconductors and electronic parts and components from the Philippines. Vietnam on the other hand could provide the Philippines with its requirements on wood and timber and base metals. Acknowledging that a lot of trade and investment opportunities remain untapped, both countries discussed the improvement of the business environment focusing on the requirements and procedures of certain agriculture and processed products to enter into other’s markets and compliance to standards and technical regulations. Private sector involvement through the business councils was underscored in the implementation of these activities.

The meeting also covered a proposed MOU on Trade and Investment Promotion, MSMEs training and learning missions on doing business in Vietnam, a sourcing program for wearables and enhanced cooperation in the area of education, energy, infrastructure and construction, fish and fisheries products and agriculture.

“While the Philippines and Vietnam regularly meet in ASEAN, the bilateral track, through the JTC remains to be an equally important mechanism for engagement,” Undersecretary Rodolfo remarked.  He added that “with the JTC, we have embarked on developing a shared approach to further enhance our trade and investment relations, towards our common interest in economic prosperity not only in our respective countries, but also in the region.”

Vietnam is the Philippines’ 12th trading partner, 12th export market and 12th import supplier in 2016. The re-convening of the JTC comes at a time when the Philippines and Vietnam are about to celebrate the 41st anniversary of the establishment of diplomatic ties.

PASSAGE OF COMPREHENSIVE TAX REFORM PACKAGE BY JUNE PUSHED

Noting the recent decision of the Supreme Court against the pro-rated application to taxable year 2008 of R.A. 9504 on new personal and additional exemptions, I urge my colleagues in Congress to swiftly act on the proposed and pending Comprehensive Tax Reform Program, of which I am a co-author.

The Supreme Court said because RA 9504 took effect before the close of the taxable year of 2008, the new rates of personal and additional exemptions applied also to 2008.

If this taxable year of 2017 Congress is able to approve by June the CTRP, including the new and lower personal income tax rates, employers can quickly recompute the tax component of salary deductions, thereby giving private sector and government employees higher take-home pay.

The 763,000 public school teachers nationwide, the thousands more in the state universities and colleges, as well as regular TESDA and CHED personnel, represent perhaps the biggest chunk of fixed income taxpayers in our country today.

Filipino households would immediately feel the impact of CTRP as a major reform measure.

More money in their pockets, wallets and bank accounts means consumer spending and savings-both of which will have positive impact on the national economy.

DTI TO LOGISTICS COMPANIES: INCREASE LOCAL CONTENT, INCLUDE MORE MSMEs. Department of Trade and Industry (DTI) Secretary Ramon Lopez (4th from L) assured executives of Nippon Fruehauf and Centro Manufacturing of the government’s support by ensuring the sound business and investment climate in the country. In a plant opening of Centro Nippon Freuhauf in Bulacan recently (21  April) in Bulacan, Secretary Lopez urged Nippon Fruehauf President Koji Ueno (2nd from L) and Centro Manufacturing President Raphael Juan (6th from L) to increase their local content, as well to explore ways to integrate more micro, small and medium enterprises (MSMEs) in their operations. The Marilao plant will be an assembly facility of wing van body sets for revolutionized 32-footer cargo trucks (background) that are set to address the foreseeable increase in the logistics demand in the coming years. Running for the next seven years, with an estimated value of about PHP 3.7 billion, the plant is set to provide more than 5,200 jobs in both the upstream and downstream support industries in the Philippines and Japan. Sec. Lopez shared with the companies DTI’s Comprehensive National Industry Strategy (CNIS) that focuses on creating globally competitive, value-adding, innovative and inclusive industries, including the manufacturing resurgence in the country, as well as Dutertenomics, the term that refers to the new way to sum-up the Duterte administration’s key socio-economic agenda, which aims to widen the gains of economic development and address inequality.

Cameroon Travel Warning

The State Department warns U.S. citizens to avoid all travel to the North and Far North Regions and parts of the East and Adamawa Regions of Cameroon because of terrorist threats and the risk of violent crime.

The U.S. Embassy’s ability to provide consular services in remote and rural areas of Cameroon is extremely limited.  This replaces the Travel Warning dated August 19, 2016.

The Boko Haram terrorist group has actively targeted foreign residents, tourists, and government leaders in the North and Far North Region. Thirty-seven foreigners have been reported kidnapped since 2013. Since July 2015, the group has carried out dozens of suicide bombings in the North and Far North Regions, including the city of Maroua. The U.S. Embassy restricts U.S. official personnel travel to the North, Far North, and East Regions of Cameroon, as well as any travel to the north or east of Ngaoundere in the Adamawa Region.

U.S. citizens should exercise extreme caution if traveling within 60 miles of the border with Nigeria’s Adamawa State in the North and Adamawa Regions of Cameroon, the border area with Chad, and the border areas with the Central African Republic (CAR) due to violence, criminal activity, and military operations that sometimes cross into Cameroon. There are Travel Warnings for neighboring Nigeria, Chad, and CAR.

There has been an increase in unrest in the Northwest and Southwest Regions since November, 2016. U.S. citizens should exercise caution when travelling to these regions, and avoid demonstrations anywhere in the country. Monitor the Embassy’s Security Messages for updates on protests and communication restrictions in these regions. Disruptions in communication services may limit the U.S. Embassy’s ability to provide consular or emergency services in these regions.

Rare fish found in Sarangani Bay
MALAPATAN, Sarangani (28 June) -- Residents and fishery officials tried in vain to save a stranded sunfish Tuesday, highlighting the need to maintain "good water quality" in Sarangani Bay.

"These wastes greatly affect the ecological balance of the Bay in maintaining good water quality, preservation of coastal habitats, and protection of fishery resources," Governor Miguel Dominguez, he said who is advocating against the dumping of waste in Sarangani Bay.

The governor has called on the public to be vigilant and responsible for the conservation, protection and preservation of environment and coastal resources.

"Probably the bay serves as their (sunfish) feeding and rearing ground," said marine biologist Giuseppe Chew, the acting provincial agriculturist. This organism is very rare that only few sightings are documented worldwide."

The stranded animal, identified by its English name sunfish and scientific name Molamola, is oceanic and thrives in deeps water, thus, rarely seen by most people.

The dead sunfish, a juvenile, was 1.2 meters long, with "lateral length" 1.4 meter and weighed 40 kilograms.

"We should be happy that this organism is present in our local waters.,. Sad to know that our Bay is already deteriorating caused by unregulated run-offs both solid and liquid wastes." Chew said.

The sunfish was found by Dodong and Kayong Baran at about 10:00 pm in the shores of Poblacion Malapatan Tuesday where it died hours later.

Fishery officials brought the fish to the Environmental Conservation and Protection Center at the provincial capitol for "gut content analysis and tissue analysis" to find out the cause of death.

Most of the strandings of this fish usually occur in Alabel and Malapatan, "which made us speculate that they possibly lay their eggs inside the bay," Chew disclosed.

The Molas are closely related to the Pufferfish (family Tetraodontidae). Hatchlings are around 2.5mm long at birth and covered with spines which shed off naturally as they grow older. An adult has 15 cm tick skin.

According to a report by Kent Dequito, an aquaculturist, the biggest common Mola ever found weighed more than 2,000 kilograms.
Molas produce most eggs among any vertebrates, Dequito said. They can dive up to the depth of 100 meters or more to hunt for food especially jellyfish during daytime and stay at shallow water column at night to sleep.

"The body of this fish is full of ectoparasites that baffles marine biologist worldwide on how they were able to survive," he said. It has 40 different worms and critters clinging on its skin."

This incident of stranding in Sarangani Bay shores had happened many times in the past, officials said. Some were documented and others were just reported informally.
Sarangani Bay is one of the richest Bays in the Philippines.

Sarangani Bay has 42 genera of corals, the diversity of which rivals the best dive sites in the world. As a rich habitat, Sarangani Bay is not only home to 277 kinds of fish but also a haven for five species of whales and seven species of dolphins. Sightings of killer whales, pilot whales, dolphins and dugong are common.

Sarangani Bay is also host to three of the five Philippine sea turtles. The olive ridley, green turtle and the hawksbill are prevalent creatures of the bay. (Sarangani Information Office)

Stiffer penalties sought vs overloading vehicles

MANILA, April 20 -- To help prevent the overloading of passengers in vehicles, one of the supposed causes of the recent bus tragedy in Nueva Ecija, a Senator on Thursday sought to impose stiffer penalties for the violation.

"I think it is high time to pass an amendment with respect to the violation of the prescribed maximum capacity of public utility vehicles," Sen. Joseph Victor Ejercito said in a statement.

The bus tragedy in Nueva Ecija reportedly killed 31 people and injured 46 others after it fell into a 100-feet deep ravine on Tuesday (April 18).

Ejercito, vice chair of the Senate Committee on Public Services, said that major steps should be taken to revamp regulations on land transportation.

"Republic Act No. 4136 or the Land Transportation and Traffic Code is an outdated law which needs to be reviewed. We were able to pass the Speed Limiter Act during the 16th Congress,” Ejercito said.

He noted that the law was enacted in June 1964, and its corresponding terms and conditions issued by the LTFRB do not provide for a penalty which corresponds to the possible damage to its passengers.

"What we need are stiffer penalties for overloading. Right now, our law only prescribes for PHP2,000 and PHP3,000 and suspension of the Certificate of Public Convenience for 1st and 2nd offense, respectively," he added. (PNA)

ASEAN eyes early conclusion of RCEP pact
By Leslie D. Venzon

MANILA, April 20 -- The Association of Southeast Asian Nations (ASEAN) remains committed to conclude the Regional Comprehensive Economic Partnership (RCEP) deal at the soonest possible time, said the Department of Foreign Affairs (DFA).

“In fact, there is an ASEAN commitment to really fast track RCEP. It’s more just ASEAN, we have to deal with our external partners to complete the negotiations,” DFA spokesman Robespierre Bolivar told reporters.

Bolivar said there was impetus to finish the regional agreement amid current developments.

He identified current issues important to the region, including the West Philippine Sea (South China Sea), North Korean issue and terrorism which is “becoming more and more frequent.”

RCEP aims to link ASEAN, an economic powerhouse with a market of 600 million people, to its six partner countries, creating a bigger market of 3.5 billion people. These are Australia, China, India, Japan, South Korea and New Zealand, with which ASEAN has free trade agreements (FTAs).

It targets for an FTA in goods and services as well as liberalizing flow of investments among the 10 ASEAN members and its FTA partners.

Bolivar said leaders of ASEAN members will discuss wide-ranging cooperation, including those in the economic sphere, including RCEP, when they meet here next week.

The country will host the 30th ASEAN Summit and Related Meetings from April 26 to 29. The summit proper will be held on the last day at the Philippine International Convention Center (PICC).

The Philippines chairs the ASEAN Summit 2017, which marks ASEAN’s 50th founding anniversary. It will also host the 31st ASEAN Summit in November.

No major drop in number of tourist arrivals in Central Visayas despite travel warnings

MANILA - Tourists continue to visit Central Visayas despite the recent encounter between security forces and a terror group in Bohol and several travel warnings issued against the Philippines.

The Department of Tourism (DOT) made this assurance Thursday noting that any minor decline in tourism numbers in the coming months would not affect the target of acquiring 6.5 to 7 million foreign tourist arrivals by yearend.

Travel agencies earlier reported a number of cancelled trips from Japan, US, Europe among other countries. However, the DOT explained that this had little effect on overall tourism numbers.

DOT Secretary Wanda Teo said that cancellations were “minimal” and assured that the agency is coordinating with law enforcement authorities to assure the safety of tourists.

“Every time there are travel advisories, tourism numbers lie low for a while. But after a month, tourists return. Cancellations are minimal,” Teo said in a press conference in Makati City.

Though privy on details, DOT Undersecretary Benito Bengzon Jr. also revealed that a high-profile Japanese TV production team from Kansai is pushing through with its plan to shoot in the Cebu despite concerns on tourism safety.

Meanwhile, several foreign tour operators, including an 80-member English as a second language (ESL) group are also pushing through with their familiarization tours in Cebu, Bohol, and Iloilo.

Association of Southeast Asian Nations (ASEAN) meetings in Bohol will also push through as scheduled this week.

“These are good indications that the confidence of the overseas traveler is (still) very high,” Bengzon said.

Despite recent canceled trips from around 150 Korean tourists, Bengzon said that still other Korean tourists decided to push through with their visit.

“Every day, we get about 3,600 Korean tourists on average. We received a report of 150 cancellations. I think it’s easy enough to conclude whether that has had a significant effect on the flow of arrivals,” Bengzon said.

“We are not brushing this off. We take this matter very seriously. But it is very clear that there are a lot more tourists that decided to push through with their travel to Philippines,” he added.

Fair advisories

Teo said that she has also coordinated with UN World Tourism Organization (UNWTO) Secretary-General Taleb Rifai to renew her call to encourage foreign counterparts to issue “fair” travel advisories and eventually lift them.

“Every time there’s kidnapping, we immediately get travel advisories that it’s not safe to travel in the Philippines. This is not exactly true,” Teo said.

She expressed hope that Rifai would help compel Foreign Affairs ministries in other countries to eventually rethink or lift the travel advisories against the Philippines.

The Secretary said that this way, the department could also safeguard the local people who are dependent on tourism. (PNA)

DOH: Drink plenty of water to beat the summer heat, learn first aid for heatstroke

MANILA, April 20 -- As temperatures rise to feverish levels, the Department of Health (DOH) has called on the public to hydrate themselves regularly to guard against heatstroke and dehydration.

"Dahil mainit ang panahon, mas maraming tubig ang kailangan natin. (Due to the scorching heat, we need to drink plenty of water.) We need to drink eight to 12 glasses a day," said Health Secretary Dr. Paulyn Ubial.

Ubial suggested water intake at 15-minute intervals to consume one glass per hour. This is for everyone, especially those whose work exposes them to extreme heat, she pointed out, adding that even if one does not feel thirsty, he/she needs to drink water to replace fluid lost from sweating.

The health chief further advised against sun exposure from 10 a.m. to 3 p.m.

If this cannot be prevented, wear light clothing and a hat, use an umbrella, and walk along shady paths, she said.

Ubial also suggested that strenuous activities, such as zumba, be scheduled during the cooler hours.

Meanwhile, Ubial emphasized the importance of learning first aid for heatstroke.

Place the person on a shady spot and make him/her sip some cold water if he/she is conscious, she said.

If the person is unconscious, loosen tight clothing and remove unnecessary clothing items, such as belts and neckties, and apply a wet towel or spray water on the body, she said.

"In case you cannot revive the individual in 10 to 15 minutes, start CPR (cardiopulmonary resuscitation) or call somebody to bring the person to the nearest hospital," Ubial said. (PNA)

ASEAN members pitch for nuclear energy

MANILA, April 20 -- A pre-feasibility study unveiled during the recently concluded 7th Annual Meeting of the Nuclear Energy Cooperation Sub-Sector Network (NEC-SSN) showed that many member countries of the Association of Southeast Asian Nations (ASEAN) are in favor of tapping nuclear energy for peaceful or commercial use.

The three-day summit, which ended April 19 at the Sofitel Hotel, was hosted by the Philippines with the Department of Energy (DOE), headed by Secretary Alfonso Cusi, as the lead agency in facilitating the conference chaired by Malaysia.

According to a department news release, a study conducted by ASEAN Center for Energy (ACE) Canada’s Nuclear and Radiological Program showed that nuclear energy is seen by ASEAN members as a long-term source of power.

DOE Undersecretary Jess Posadas, who represented Secretary Cusi, underscored regional and international cooperation to advance the use of civilian nuclear energy (CNE) in the ASEAN region.

Posadas also highlighted Cusi’s stance that “the meeting was timely as it afforded the Philippines insights while it tries to develop and formulate its national position on nuclear energy”.

In his speech opening the summit, Posadas said the Philippines will need a kind of energy that will power economic development resulting from the PHP8.9 trillion worth of investments in infrastructure in the next five years.

“Pagnakita mo ‘yung (If you see the) golden age of infrastructure, magugulat ka (you will be surprised)… Train na lang, electric lahat 'yun. Magkakaron pa tayo ng subway (The train for one is electric. We will also have a subway),” he said. "If the infrastructure projects will be built, the Philippines will need huge amounts of energy."

Nuclear power has the potential to meet such huge energy demand, according to Posadas, noting that 1 gram of uranium is equivalent to 1.8 million cubic meters of oil and 3 million grams of coal.

"Nuclear energy would last longer than other fuels," he said.

“The Philippines has always viewed nuclear energy as a long-term option for power generation that will provide supply security, stability and reliability. Should this be the path that the country will take, nuclear further diversifies our existing generation mix comprised of coal, natural gas, geothermal, hydropower, oil, wind, biomass and solar.”

“Owing to its base load characteristics, nuclear energy will be in support of the thrust of the Philippine government, which is the realization of the Philippine Development Plan’s (PDP) drive for industrialization and urbanization. It is central for a country towards the path of development to have the available and required capacity to meet the nation’s increasing demand requirements,” Posadas added.

“Moreover, nuclear’s pivotal role to augment supply will also aid in accomplishing Ambisyon Natin 2040, a long-term vision that highlights the aspirations, values and principles of the Filipino people for themselves and for the country.”

Posadas also pointed out that the Philippines is “privileged to have a President that personifies strong political will, which is essentially one decisive factor if a country is to embark on a nuclear power program.”

The DOE official emphasized that discussions on nuclear energy, as well as radioactive sources, tend to attract issues on security.

“We are cognizant of this and must admit that this issue cannot be discounted as people and the environment must always be protected. As you would note, security and physical protection is just one of the 19 infrastructure issues identified by the IAEA for countries pursuing nuclear power development," he told the forum.

"When we talk about radioactive sources, there is also emphasis on security. There must be a security culture practiced and a system well in place.”

Many of the resource persons emphasized that to realize the full potential of nuclear energy, ASEAN governments must come up with clear-cut policies, legal and regulatory framework, infrastructure and unstinting support for it through capacity build-up.

Malaysia presented its efforts for public acceptance of nuclear energy as the power source carries with it some stigma because of nuclear accidents, such as Japan’s Fukushima incident.

Malaysia was represented by Song Wong Tin, with the Philippines, represented by DOE's Carmencita Bariso as vice-chair.

In attendance were NEC-SSN focal persons from the ASEAN member states of Indonesia, Malaysia, Myanmar, Thailand, the Philippines and Indonesia, as well as representatives from the ASEAN Center for Energy (ACE).

Also represented were the China Nuclear Engineering Group Corp. (CNEC), Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN), Japan Atomic Energy Agency (JAEA), International Atomic Energy Agency (IAEA), the European Union Chemical Biological Radiological and Nuclear Risk Mitigation (EU CBRN) and the United Nations Interregional Crime and Justice Research Institute (UNCRI) Centres of Excellence (COE).

Teofilo Leonin of the Philippine Nuclear Research Institute (PNRI), 2017 chairperson of the ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM), discussed potential areas of cooperation with AMS on nuclear regulatory.

Shi Boxuan of the CNEC, on the other hand, led the contract signing for the Clean Energy Project between ACE and CNEC, and expressed interests in future collaborations with AMS.

The NEC-SSN also welcomed and duly noted the initiatives of the EU CBRN UNCRI COE on nuclear protection in the ASEAN region. Reina Matsuzawa of ISCN/JAEA and Dr. Kusnanto of ACE discussed the productive outcome of the Seminar on Nuclear Security and the Capacity Building on Nuclear Material Transport. (PNA)
