U.S. President Barack Obama on Sunday criticized his rival Republicans for failing to sign a large bargain deal and resolve the so-called "fiscal cliff."

"The offers that I've made to them have been so fair that a lot of Democrats get mad at me," Obama said in an interview on NBC, following the failure of his talks with U.S. House Speaker John Boehner before Christmas due to some GOP lawmakers' intransigence on anti-tax hikes.

Obama said he had offered to make some significant changes to U.S. entitlement programs to reduce the government deficit.

Unless Congress acts by the end of the year, a combination of tax increases and sweeping spending cuts totaling about 600 billion U.S. dollars will kick in, the effects of which could thrust the economy back into recession.

The president said he was "modestly optimistic" about a possible plan and the pressure now was on Congress to produce such a plan to solve the looming tax increase and government spending cuts.

Republican lawmakers' top priority seemed to be maintaining the low tax rates for the wealthy rather than a deficit reduction, Obama said, adding that a failure to strike a bipartisan deal in the next 48 hours would "hurt our economy badly."

U.S. lawmakers in the upper house of Congress on Sunday were attempting to strike a last- minute deal to solve the so-called "fiscal cliff", but the fate of the negotiations still remained in doubt.

Top Senate Democrat Harry Reid on Sunday afternoon said on the Senate floor that Senate Minority Leader Mitch McConnell, the top GOP senator, made an offer last night but Democrats were unable to make a counter-offer right now.

There was no single issue blocking a bipartisan agreement but that the "sticking point" seemed to be a willingness and courage to close the deal, McConnell said on the Senate floor, two days before a slew of tax hikes and government spending cuts to kick in.

Republicans proposed a change to the formula for calculating entitlement benefits including the Social Security, which will result in shrinking benefits for seniors. The proposal was opposed by many Democrats, local media reported.

Unless U.S. Congress acts by the end of the year, a combination of tax increases and sweeping spending cuts totaling about 600 billion dollars will kick in, the effects of which could thrust the economy back into recession.

Obama on Friday entrusted Reid and McConnell with the task of finding a possible solution to the high-stakes "fiscal cliff." If they could not find a viable plan, Obama would ask for a vote on his own proposal that extends the current tax rates for all but the rich with annual income above 250,000 U.S. dollars and extends the nation's unemployment benefits for 2 million people.

Rains in extreme Northern Luzon are still expected as the tail-end of the cold front continues to affect this area, the state weather bureau said on Monday.

In its advisory, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said that Cagayan Valley, Bicol Region and the provinces of Aurora and Quezon will experience cloudy skies with scattered rainshowers and thunderstorms while Metro Manila and the rest of the country will be partly cloudy with brief rainshowers.

Moderate to strong winds blowing from the northeast will prevail over Luzon, Visayas and eastern Mindanao and the coastal waters along these areas will be moderate to rough.

Elsewhere, winds will be light to moderate coming from the east with slight to moderate seas.

PAGASA also issued a gale warning as strong to gale force wind is expected to affect the seaboards of Northern Luzon and western seaboard of Central Luzon.

"Fishing boats and other small sea crafts are advised not to venture out into the sea while larger sea vessels are alerted against big waves," PAGASA said.

Meanwhile, PAGASA Administrator Nathaniel Servando said that they expect zero to one tropical cyclone to enter the month of January due to the strong northeast monsoon.

"It will be zero to one, normally ang pumapasok sa January hindi na ganun kalakas kasi malamig na with the presence of the northeast monsoon. Hindi siya conducive for the development of a strong or intense typhoon," Servando said in a interview.
