So, How Does the Chinese Press Feel About the UNCLOS Arbitration?
by Julian Ku

For those of you wondering how seriously the Chinese media is taking the Philippines’ arbitration claim against China over the South China Sea (there must be at least two of you out there), here is an illustrative cartoon from a Chinese newspaper, “JingChu Times”, in Central China (although originally from another publication).

Although one doesn’t need to read Chinese to get the jist, here is my attempt to translate anyway.

The Foot is labeled: “Chinese Territory”

The Fish biting the Foot’s toe is labeled: “The Philippines”.  The Fish is holding a sign with the words: “Mine!”.

Yes, this Annex VII UNCLOS arbitration claim is really sending shock waves throughout China. -- http://opiniojuris.org/

The oldest cat in history was a feline called Creme Puff who lived in Austin, Texas and who survived for an astonishing 38 years and 3 days.

Jacqui added: 'Poppy is definitely the top cat and she is still quite feisty. If one of the other cats tries to eat her food she will bite them on the ear.

'She's deaf and blind and meows for everything. We call her stroppy Poppy sometimes.

'She can get up the stairs but we won't let her walk down. Over the last year her health has gone down and we know the end is near.

'We knew she is old but to be officially recognised is just great. We are all chuffed for her. I think all old cats deserve recognition of their achievement.

'As a family, we are so pleased that she is still with us as well.

'There have been times in this last year when her health has declined and I've thought it was the end on several occasions but then she recovers and carries on.

'Poppy does seem to be out-living all our other pets too. We unfortunately had a hamster and bunny die on us last year.

'Each time we tell the grandparents we've lost an animal, they all assume its Poppy. I've said goodbye to her a few times but she keeps on going.

'It brought a big smile to my face when I was told that Poppy was officially the world's oldest cat.’

'She is partial to the odd takeaway. We sometimes give her a bit of KFC chicken, fish and chips and even the odd bit of kebab meat.'

Jacqui, an accountant, wrote to Guinness World Records in February after Poppy turned 24, submitting her into the category of 'Oldest Cat Currently Living'.

They investigated their claim and have now confirmed Poppy as the world's oldest living cat.

Craig Glenday, Guinness World Records editor-in-chief, said:  'We've been overwhelmed with claims for the 'oldest living cat', with owners from across the globe making applications on behalf of their cats.

'Today, though, I'm pleased to confirm that we're recognising Poppy from Bournemouth in the UK as the world's oldest living cat, at the age of 24 years.

'If anyone thinks their cat beats this, and can prove it, then we'd encourage them to get in touch with us.'

At the age of five she was adopted by Marguerite Corner and her daughter Jacqui.

When she was ten she went with Jacqui who had moved in with future husband Andy West.

The couple now have two sons - Joe, 11 and Toby, eight - and Poppy shares their home with four other cats, two rabbits and a hamster.

She is deaf and blind, but despite her age and frailty she is still the boss of the house and if the other cats try their luck with her they are swiftly dealt with.

Jacqui, 43, said: 'People always ask what we put Poppy's longevity down to and I guess she has a good diet and lots of exercise.

'She keeps herself fit by walking around and she eats a lot. She has biscuits in the morning and tinned food later on. She's never been a big cat though.

She's feline her age! Poppy named world's oldest cat at 24 (that's 114 in human years)

Poppy the cat is certainly feline her age - after being recognised as the world’s oldest cat at 24 years.

The tortoiseshell puss from Bournemouth was born in February 1990, making her a ripe old 114 in human years.

She has lived through five British Prime Ministers but is now a frail old lady and spends most of her time indoors relaxing.

Poppy, who has been recognised by Guinness World Records, is one year younger than Misao Okawa of Japan, the oldest person in the world.

She has picked up the title following the death of Pinky, a cat from Kansas who passed away at the age of 23 last year.

Poppy may be in the twilight of her life, but she remains feisty. (SWNS)

History / St. Veronica
May 19, 2014, 07:03:47 PM
You’ve likely seen this saint’s picture if you’ve ever entered a Catholic church, even if you don’t recognize her name. Churches often include artistic depictions of the Stations of the Cross, which chart Jesus’s passion and death, and the sixth station shows Veronica wiping Jesus’s face.

The piece of cloth she used retained an image of Jesus. Veronica later went to Rome at the request of Emperor Tiberius, whom she healed using the sacred image. Some legends say Veronica stayed at Rome through the time of Paul and Peter’s mission there, bequeathing the sacred relic to Pope Clement I when she died. Others say she traveled to France, where she married and joined in apostolic preaching.

None of these traditions have documentary support. The episode in which she wipes Jesus’s face is not even in the Bible.

The figure of Veronica is probably a product of linguistic misunderstanding. In Rome soon after Jesus’s death, followers did venerate a cloth with an alleged image of Jesus. They called it vera icon (“true image”) to distinguish it from other “face of Jesus” relics. Ordinary people came to mangle the words “vera icon” into “Veronica.” In due course, “Veronica” came to refer, no longer to the cloth, but to the name of the woman who obtained it from Jesus. Popular imagination took off from there. -- http://listverse.com/

Giingong malipayon sab kaayo kini uban kang Mercy.

“Nag-estoryahanay ni sila uban sa pamilya. Nagkaon man gani siyag biscuit unya mibarog kay moinom daw og tubig.

History / Lucila Lalu
May 16, 2014, 11:15:37 PM
One of the Philippines’ longest-running unsolved murder cases started after a garbage man in Manila discovered a cleanly severed pair of legs cut into four pieces in a pile of trash on May 30, 1967. The day after, authorities found a headless torso in another area of the city and established that all those body parts belonged to a 29-year-old woman named Lucila Lalu, the owner of a local beauty shop and bar. Initially, authorities suspected Lalu’s husband of committing the crime, as he knew that Lalu had a few lovers on the side. However, a dental student and boarder above Lalu’s beauty parlor named Jose Santiano confessed to killing her after the latter attempted to seduce him.

In another bizarre twist, Santiano later withdrew his confession and stated he had been forced by the real killers to play the fall guy. Although convicted by a court, Santiano was later acquitted by the Court of Appeals after the judges noted several irregularities in his confession. They also believed that the dental student didn’t possess the skill necessary for the surgical dismemberment carried out on the victim’s corpse. -- http://listverse.com/

Johnson South Reef, called Mabini by Manila and Chigua by Beijing

What is China building on this tiny island? Philippines government releases image of reclamation in the South China Sea.

Government not clear what China would build on the reclaimed land, with an airstrip a possibility. http://www.independent.co.uk/
#12251
China has no wish to be branded an international outlaw: it has devoted huge amounts of energy over the years into integrating itself into global rules-based institutions, even if its ultimate intention is to change them to its advantage from the inside.  Moreover, China's assertiveness is driving Southeast Asian countries into America's arms. Several are forging closer relations with Japan, China's arch-rival in the region. And, say military analysts, the prospect that new regional groupings may coalesce to counter Chinese power may also act to restrain Chinese behavior.

To be sure, attitudes toward China within ASEAN over the South China Sea are divided between countries like the Philippines and Vietnam, which favor a tougher line, and those like Thailand and Singapore, who have no direct maritime dispute with China. Cambodia, a close ally of China, has sided with Beijing in previous discussions on the disputes. This ambiguity was reflected in a statement issued by ASEAN foreign ministers on Saturday that expressed "serious concerns" over the clashes in the South China Sea--but without mentioning China by name.

That clearly didn't go far enough for Vietnam, whose prime minister, Nguyen Tan Dung, hit out at what he called China's "dangerous and serious violations."

Still, the fact that ASEAN was galvanized to come out with a statement at all underscores that Beijing pays a certain price for its aggressive actions. And that price rises the longer that discussions on a code of conduct limp on.
#12252
If that's the case, then what's the point of pushing for a code of conduct?

Why would Beijing ever agree to be tied down by arrangements that ASEAN has put forward to help keep the peace? Among them: full respect for the UN Law of the Sea, self-restraint and nonuse of force to resolve disputes.

The choice now facing the US and its Asian allies is often presented in stark terms: either back down or confront China with military force.

Yet that perspective may be overly simplistic. For a start, China has been careful to calibrate its actions so that they fall just below the threshold that might trigger an armed response. China is many years away from being able to stand up militarily to the US--and the presence of US forces in the region is still a powerful deterrent.

But also, it overlooks the pressures that are building on Beijing to find compromise solutions based on international rules and norms.

Already, the Philippines has launched a legal challenge at a UN arbitration tribunal to China's sovereignty claims over the entire South China Sea. China has so far ignored the action, but Manila calculates--with reason--that China's failure to participate will come at a considerable cost to its international reputation, particularly if it wins a favorable ruling.

And the damage to Beijing's international standing could increase if other Asian countries take similar legal action, as seems likely over time.
#12253
Chinese Foreign Minister Wang Yi last year chided unnamed countries who he said wanted a "quick fix" agreement. Such an approach, he said, is "neither realistic nor serious."

Meantime, as diplomacy drags on, China has been rapidly building up its military capabilities, particularly its navy, and using its muscle to alter the landscape in its own backyard. In 2012, Chinese ships fenced off the Scarborough Shoal, one of the world's richest fishing grounds just off the Philippines coast.

Positioning an oil rig off Vietnam is an unprecedented move by China to press its natural resources claims in the South China Sea. Vietnam accuses Chinese vessels of repeatedly ramming its ships and opening up on them with water cannon. A Chinese foreign ministry official on Monday described the positioning of the rig as merely a "continuation of our regular activity" in the area.

Many Western analyst believe that the timing of Beijing's aggressive rig maneuver, bracketed between a visit to the region by President Barack Obama and the ASEAN meeting in Myanmar, was designed to send a message: to the US, that China intends to test its resolve to "pivot" to Asia in support of its friends and allies who feel bullied by China; to ASEAN, that China means to enforce its claims over almost the entire South China Sea through unilateral action.
#12254
Manila Bulletin â€" Thu, May 15, 2014 1:08 AM PHT

Beijing, China â€" Faced with mounting Chinese assertiveness, nothing seems to illustrate the impotence of Southeast Asian nations more than their glacial progress toward a code of conduct with Beijing on the South China Sea.

It's been a marathon effort--and there's no end in sight: China has made it explicitly clear it's in no hurry to move ahead. But it would be misguided to think Beijing is shrugging off the push entirely.

The 10-member Association of Southeast Asian Nations, or ASEAN, has been imploring China for a code of conduct to head off exactly the sort of action that's now roiling one of the most flourishing areas of the global economy--Beijing's decision to tow a gigantic oil drilling rig into disputed waters off Vietnam, protected by military aircraft and a flotilla of ships.

Over the weekend, ASEAN leaders once again pleaded for speedy action on a code of conduct after a meeting in Myanmar that was overshadowed by the crisis. Washington, too, is pressing hard for it.

Yet, almost two decades after diplomatic efforts to reach an agreement got under way, formal discussions between China and ASEAN to work out the details have only just begun.

GETTING OUT

Thousands of Vietnamese set fire to foreign factories and rampaged through industrial zones in Binh Duong and Dong Nai provinces near Ho Chi Minh City on Tuesday, officials said. Protests continued on Wednesday.

Hundreds of Chinese working in the zones have fled, most to neighbouring Cambodia and others by air.

"Yesterday more than 600 Chinese people from Vietnam crossed at Bavet international checkpoint into Cambodia," Cambodian National Police spokesman Kirt Chantharith told Reuters.

Bavet is on a highway stretching from Ho Chi Minh City, Vietnam's commercial centre, to Cambodia's capital, Phnom Penh.

At Ho Chi Minh City airport, scores of Chinese were arriving in large groups, queuing to grab tickets or get on the first flights to Malaysia, Cambodia, Taiwan, Singapore and China.

"People don't feel safe here, so we just want to get out of Vietnam," said Xu Wen Hong, who works for an iron and steel company and bought a one-way ticket to China.

"Even to Thailand and Cambodia. If there are no more tickets to China, they think just leaving Vietnam is enough.

"We're scared, of course. With all the factories burning, anyone would be scared in this situation."

In Binh Duong province alone, police said 460 companies had reported some damage to their plants, local media reported.

China expressed serious concern over the violence in Vietnam and urged it to punish criminals and compensate victims. Foreign Ministry spokeswoman Hua Chunying suggested Hanoi had turned a blind eye to the protesters.

"The looting and stealing that has taken place at Chinese businesses and to Chinese people has a direct relationship with Vietnam's winking at and indulging law breakers there."

Although the two Communist neighbours have close economic and political ties, Vietnamese resentment against China runs deep, rooted in feelings of national pride and the struggle for independence after decades of war and more than 1,000 years of Chinese colonial rule that ended in the 10th century.

The dispute in the South China Sea has sparked anger on both sides. Dozens of vessels from the two countries are around the oil rig, and both sides have accused the other of intentional collisions, increasing the risk of a confrontation.

Vietnamese are also angered by what they call exploitation of its raw materials and resources by Chinese firms, and say although bilateral trade is over $50 billion annually, Chinese investment in Vietnam is only around $2.3 billion.

China faces similar accusation in other emerging markets, especially in Africa. Some 85 percent of China's exports from Africa are raw materials, such as oil and minerals, and Beijing has been accused of holding back the continent's economic development by ignoring the creation of local jobs and markets.

The plant is expected to be Southeast Asia's largest steel making facility when it is completed in 2017. No details of fire damage or financial losses were immediately available, the company said.

The Ha Tinh industrial park, estimated to cost more than $20 billion, is more than half complete. When finished in 2020, it will have a port, a 2,100-MW power plant and six furnaces, Vietnamese media say.

MAINSTAY OF ECONOMY

Such industrial zones are the backbone of Vietnam's $138 billion economy. The country has 190 registered industrial parks employing about 2.1 million people. They manufactured products worth $38 billion in exports last year, or 30 percent of Vietnam’s total export revenue.

The anti-China riots erupted in industrial zones in the south of the country on Tuesday after protests against Beijing placing an oil rig in a part of the South China Sea claimed by Hanoi.

The brunt of the violence has been borne by Taiwanese firms, mistaken by the rioters as being owned by mainland Chinese.

HANOI (Reuters) - More than 20 people were killed in Vietnam and a huge foreign steel project set ablaze as anti-China riots spread to the centre of the country a day after arson and looting in the south, a doctor and company officials said on Thursday.

A doctor at a hospital in central Ha Tinh province said five Vietnamese workers and 16 other people described as Chinese were killed on Wednesday night in rioting, one of the worst breakdowns in Sino-Vietnamese relations since the neighbours fought a brief border war in 1979.

"There were about a hundred people sent to the hospital last night. Many were Chinese. More are being sent to the hospital this morning," the doctor at Ha Tinh General Hospital told Reuters by phone.

Local media has, however, said only person was killed.

Formosa Plastics Group, Taiwan's biggest investor in Vietnam, said its upcoming steel plant in Ha Tinh was set on fire after fighting between its Vietnamese and Chinese workers. One Chinese worker was killed and 90 others injured, it said in a statement in Taipei.

It was not immediately clear if the casualties were among those admitted to the Ha Tinh hospital.

On 19 September 1977 McKinney was arrested and charged, but vigorously denied the charges. While being taken to Epsom for a court appearance, she held a notice up at the window of the police vehicle saying, "Kirk left with me willingly!" Press reports and McKinney's lawyer refer to the size differential between McKinney, described as slightly built, and Anderson, described as substantially larger.

Along with Keith May, her alleged co-conspirator, McKinney jumped bail and fled the country. On 18 July 1979, they were both arrested in the United States by the FBI on charges of making false statements in order to obtain passports. They both received suspended sentences.

No extradition proceedings were instituted by Britain, and the English court sentenced McKinney in absentia to a year in jail. Under the then-Sexual Offences Act 1956, due to the victim's gender, there was no crime of rape committed, though indecent assault of a man applied. --Wiki
