After all the semantic incision, we're coming full circle here. Mura mag gusto na kandaduhan ni Aduy ang gate aning thread kay giusub mag papilit ang article...

I just remember that team-building game wherein participants are told to form a line and the head of each line whispers a word to the first person to be passed on to the last person. Unya kung kinsa sa kinaulahian ang makalitok ug insakto sa unang pulong nga gisulti, maoy makadaug.

It's amazing how a word sometimes gets distorted, mutated or mangled beyond recognition by the time it reaches the last person. It teaches us a lesson about the importance of clarity of communication, and of hearing the word from the first person who said it. Mau nay dynamics sa tsismis. Mau tingali nga ang "gate toll fee" nga jungit siguro ang nagsulti o kadugo ba hinuon sa Hapon nahimo nang "gator fee."

I think what the guard meant was "Day Tour Fee."

There are resorts that discourage drop-in customers or day tourers for a variety of reasons: maintain the privacy of their guests, keep a close tab on overhead expenses (which can be very well calculated if the number of guests are known before hand by booking online), create a sense of secluded ambiance... whatever.

A similar fee is called "entrance fee" which can be either fully or partially consumable in the payment of food or use of facilities. This is not meant to discourage but only to control the number of drop in customers.

Thanks, GEC, my friend, for the timely intervention. We were just as confounded by "Gator Fee" as by who you really are.

Apo,

Now you've narrowed it down here. He's a "city politician" who wants to get media mileage from acting as the laundry "Mr. Clean" man. So is my guess right in the other thread?

That the Cebu intelligence operatives did not coordinate with the city PNP and the City Hall in the arrest was really a big question mark to me.

My source said he personally saw a city politician go four times to Cebu to coordinate with the police on the raid.

And irony of all ironies, it was also the same politician who begged the swertres financier to finance his candidacy way beck, and it may not be long before Blanco executes his affidavit implicating exactly the same politician.

Keeps me thinking, Why sir, you want more of the loot this time?

It would be great for the police to model "command responsibility."

If they are able to this, let's dare politicians to be be next. The higher-ups should be made to answer for the hanky-panky of the men below them.

“ONE STRIKE” POLICY

Chief Superintendent Terte warned that he would remove from their posts the police officers who fail to stop the illegal numbers game.

Terte visited Bohol last month together with PNP Chief Director General Jesus Versoza to inaugurate the new police headquarters in Batuan town and to attend the groundbreaking of the police headquarters in Balilihan town.

The apprehension of two swertres operators in the same area by a police team from another town or unit would mean the removal of the station commander, according to Terte.

The relief of two police chiefs in a province would result in the removal of the provincial police director while the relief of three provincial directors would also mean that the regional director would be axed, he added.

Terte also directed the police chiefs to coordinate with local government officials to make the campaign against illegal gambling a priority in their respective locality.

He called on all sectors, including some members of the media who have been giving tips and results of swertres over the radio programs, to help in the efforts to minimize illegal gambling.

Apo,

You seem to be sitting on a mine of privileged info. But this cryptic comment gives rise to more questions than anwers.

So whose office was won by swetres money, and now has turned against his patron?

Riddle, riddle. Let me go through this by elimination...

Mayor Dan Lim: he came to Blanco's aid, promising him the best lawyer and giving bail money. So he can't be whom you're talking about. From another point of view, his action makes us think that there are more compelling reasons than personal friendship for him to do this.

Gov. Erico Aumentado: His popularity has not dipped. In fact, according to the latest HNU survey, his approval rating has increased.

Vice-Mayor Jose Velose: I don't know much about him. But he's the one talking about the City Hall having been "sanitized" during Lim's 27-day leave, presently in effect. So is he the one playing "Mr. Clean"?

Quote from: apothecary on May 27, 2009, 04:24:16 PM
Id reserve my comment for now.

The biggest question. How would Cebu Police Force know so well where to swoop down into in Tagbilaran that the local police did not know?

Where was the BPPO or the CPO?

And who after all was nabbed after an incumbent who won by swertres money decided to get a little mileage over his dipping popularity?

My source said he saw, and four times, this politician at a cebu police office coordinating the raid.

Why, sir, couldnt get enough of swertres you now play Mr Clean? Marvelous!

Murag double entendre galing ning "gator fee." Bohol's sky-high resort fee is now world-renowned, so it could mean "bayad para sa mga buaya" (angkonon pud diay nila nga mga buaya sila, wa man gyud makahuna-hunag ngan nga mas maayo paminawon). Abi pud naku entrance fee sa alligator farm.

Or it could perhaps simply be the more technical "gate-man's fee" (entrance fee).

Bohol province shuts doors on Hayden Kho
05/27/2009 | 08:10 AM

MANILA, Philippines - After Palawan, Bohol province in Central Visayas would also be off-limits for controversial doctor Hayden Kho Jr., a radio report said Wednesday.

Radio dzBB reported that the Bohol provincial board passed a resolution declaring Kho persona non grata over a publicized sex video with actress-model Katrina Irene Halili.

The resolution said Kho's presence is "detested" and that he is "not welcome" in the province.

On Tuesday, dzXL radio reported the Palawan provincial council adopted a resolution where the board members said there is no place in the province for someone like Kho.

The provincial board also said the resolution is not only for Halili but also for all women.

Halili, who hails from Palawan, joined the "Mutya ng Palawan" beauty pageant in 2003.

Last week, she filed a complaint against Kho for the posting on the Internet a sex video they had.

On the other hand, the Iloilo provincial board also passed a resolution condemning Kho's act of secretly taping the video and posting it on the Internet.

Before the resolution was passed, the council session was disrupted when one of the councilors said she had a copy of the video on her laptop.

A dzXL radio report said the resolution pushed for the disciplining of Kho by concerned agencies, including the Professional Regulation Commission. - GMANews.TV

Do Bohol resorts charge ‘gator fee’?

By Linda Bolido
Philippine Daily Inquirer
First Posted 22:29:00 05/26/2009

MANILA, Philippines â€" Reader Rosana Bitoy wants to know what is the “gator fee” that Bohol resorts charge guests. She said her family spent the Holy Week in Bohol and they were impressed by the province’s much vaunted tourist attractions like the Chocolate Hills, Tarsier Sanctuary, Loboc River and old churches.

But the vacation was almost ruined when they tried to book rooms in a resort on Panglao Island. The guard would not let them in unless they paid the “gator fee” of P1,000 per person, which could be applied to their restaurant bill.

Bitoy said she tried to explain that they did not just want to go to the restaurant but wanted to stay in the resort. The guard told them they could only book rooms online and showing up at the resort would not do. If they wanted to enter, they would have to pay the “gator fee.”

She thought it was just that one place that had that policy but when they tried a few other places, they were told the same story, although the gator fee ranged from P500 to P1,200.

Fortunately, she said, they managed to get accommodations at the Bohol Divers Resort and, later, the newly opened Harmony Hotel. Bitoy said her family found the staff in both places to be kind and accommodating.

Bitoy never got an explanation about the gator fee. Was it just the Visayan way of pronunciation that made it sound like “gator fee” or did the money go to insurance against “alligator” attack? I never heard alligators, or even crocodiles, mentioned when I went to Bohol. I love Bohol and I always recommend it to people asking about where they can go, but I must admit, in the three or four times I have visited the province I never heard of gator fee.

Please note that another name for Lady Finger (Bhindi ) is " OKRA ".
Last month in one of TV program I learnt of a treatment of Sugar
(Diabetes).
Take two pieces of Lady Finger (Bhindi) and remove/cut both ends of each
piece. Also put a small cut in the middle and put these two pieces in
glass of water. Cover the glass and keep it at room temperature during
night. Early morning, before breakfast simply remove two pieces of lady
finger (bhindi) from the glass and drink that water.
Keep doing it on daily basis.
Within two weeks, you will see remarkable results in reduction of your
SUGAR.
My friend has got rid of her diabetes. She was on Insulin for a few
years, but after taking the lady fingers every morning for a few months,
she has stopped Insulin but continues to take the lady fingers every
day. But she chops the lady fingers into fine pieces in the night, adds
the water and drinks it all up the next morning. Please. try it as it
will not do you any harm even if it does not do much good to you, but you
have to keep taking it for a few months before you see results, as most
cases might be chronic

Bai ZecurB,

Yes, that's my boy Paolo. He's starting to get bored here in Japan. He'll likely be back in Tagbilaran early next month. Hope you could take him into one of your teams. I already mentioned you to him. Let's work to improve soccer's visibility in Tagbilaran. We're the only Asian country that's still lukewarm to this sport.

The Tagbilaran airport is a prime piece of real estate there. Do keep us updated on the planned developments there. If I had my say on how it's going to be developed, they should just expand the local bandwidth of the internet and make it a BPO or IT center. Service industry is more in line with Bohol's environmental protection.

HOLY SHHMOKOY BAI BENN! If that photo is a photo of your kid then I know him! I've seen him in action and he can hold his own on the field, a big boy, with regular and serious training he can be quite an asset for Bohol or any team he'd like to be in.

With regards as to what will happen to the present airport if the one in Panglao will be operational, yes, it will be converted into a commercial area, and if talks push thru, an export zone and if the FOC infrastructure is stabilized and established, it  can also be an ideal site for an ICT village. Furthermore, height restrictions for buildings within the city can finally lifted so high rise structures can flourish...

"City hall sanitized"
- Vice Mayor Veloso

Bohol Chronicle
May 24, 2009

"There is nothing I expect to find as far as evidences of charges filed against the city mayor are concerned during the 27-day leave of the mayor which will take effect tomorrow," said Vice Mayor Jose Antonio Veloso.

He said that while he was quite surprised by the sudden decision of Mayor Dan Lim to go on leave, he could not help but entertain some doubts that the mayor might just be up to "something tricky and I would rather not dare fathom whatever his intentions really are as that merely entails a waste of time."

In a press statement issued yesterday, Vice Mayor Veloso said it will be the courts to decide on the various charges filed against the city mayor. However, he vowed that in the spirit of transparency, he will continue to expose issues of public interest.

Veloso said that with the city mayor's management style, he expected the sensitive offices of the accountant and treasury were already "sanitized" before he left city hall last Friday.

The statement of Veloso came after the city mayor, in his letter to the vice mayor dated May 22, 2009, stated he was voluntarily subjecting himself to "public accountability". The mayor continued by saying "I am doing this to show to the people of my commitment to transparency."

Veloso laughed off the statement of the mayor which was just trying to impress on the people that he is for transparency when in fact it was because of his lack of transparency that caused the majority bloc to hold the supporting documents particularly on the unliquidated cash advances.

"If he is for transparency, why did the mayor not rule for the majority bloc to release the supporting documents of the unliquidated cash advances," Veloso asked. It took the Commission on Audit (COA) Manila to order city hall to release said documents.

"Is this what the mayor calls as transparent," the vice mayor asked.

Lim continued saying in his letter "you are free to look into all the records and documents to your heart's content."

"I am not the court, Mr. Mayor," Veloso said while saying the public should not be fooled on this cheap gimmickry.

What the mayor should do is answer the charges filed at the Ombudsman which includes the P6.4 million unliquidated cash advances, the disadvantageous contract of the City Square and the environmental problem, Veloso stressed.

Veloso said that as he assumes as acting mayor effective tomorrow, he will uphold the mandates of the Local Government Code particularly Article 2, Section 456 which provides that the city vice mayor shall exercise the powers and perform the duties and functions of the city mayor in cases of temporary vacancy. This, however excludes the power to appoint, suspend or dismiss employees which can only be exercised if the period of temporary incapacity exceeds 30 working days.

The mayor started his letter saying "in the light of the relentless barrage not only against his person but also against the office that I represent, he arrived at the decision to take a leave from May 23 to June 22, 2009.

Vice Mayor Veloso vowed that he will uphold the tenets of good governance, as he allayed fears of the mayor that "manufactured evidences" will be done during his absence.

This leave of absence is just being done to "draw public perception in his favor," the vice mayor stressed in his press statement sent to the Chronicle yesterday.

"I could hardly decipher the mayor's consistency as to his reason of sacrificing his privilege to serve his constituents for nearly a month when all his reason for this leave of absence is clearly personal. Does it mean to say that he is willing to leave behind his people for personal reasons?" the vice mayor asked.

GOVERNOR'S ORDER

Gov. Erico Aumentado told the Chronicle that he will issue a formal order for Veloso to assume as acting mayor effective tomorrow.

The mayor asked the approval of the governor of his 27-day leave in a letter which the mayor sent to the governor last Friday.

Aumentado will also be asking the chiefs of offices to cooperate with the acting mayor in order to ensure a smooth operation of the city governance.

RADIO PROGRAM

The mayor invited Veloso to his radio program in the barangays in order to give the latter an opportunity to interact with the people.

In his reply letter sent to City ABC Pres. Faro Cabalit, who likewise extended his invitation, Veloso said he will grace the program when it would be necessary since the program does not belong to the office of the mayor but to the Liga ng mga Barangay.

In fact, he said the program is allotted P400,000 per year, a budget assigned to the Liga ng mga Barangay, and not to the office of the city mayor.

Las Piñas Rep. Cynthia Villar, wife of the embattled senator, posted a net worth of P1.046 billion making her the richest and the only billionaire among members of the House of Representatives.

Of the 238 House members, 234 are millionaires, including party-list congressmen, as shown in their statement of assets, liabilities and net worth as of Dec. 31, 2008.

Ilocos Norte Rep. Ferdinand Marcos Jr. ranked 8th at P179.98 million with zero liabilities while Pangasinan Rep. Mark Cojuangco, son of San Miguel chairman Eduardo Cojuangco, was 45th with P58.94 million net worth.

But Marcos’ cousin, Ferdinand Martin Romualdez of Leyte, emerged the second richest congressman, with a net worth of P477.2 million. The top 10 multimillionaires included San Jose del Monte City’s Arturo Robes with P441 million; Iloilo’s Judy Syjuco, P265 million; Tarlac’s Monica Prieto Teodoro, P232 million; Iloilo’s Ferjenel Biron, P191.3 million; Laguna’s Edgar San Luis, P165 million; and Pampanga’s Aurelio Gonzales, P153.48 million.

BAI Benn, actually I send my articles to all the local outfits, so it's the editors call if they will publish it. Of course we can accommodate your son. Our group has been regularly holding tournaments for kids from ages 7-14 in specific age groups. We do this 2 or 3 times a year, depending on the availability of funding from sponsors. Our groups thrust is to develop grassroots football, develop them while their young. Our own little way also of helping these kids to veer away from illegal drugs and crime by keeping them busy playing. We already held one early part this year, then there was a PSC-sponsored Childrens Community Games of which soccer was one of the events included. The next one is sometime this October, it's sponsored by a gubernatorial hopeful. If your son is studying at HNU, just let him approach "Parts Angalot", he is the coach for football @ HNU High in Janssen Heights. Actually, there are teenagers who are playing with us every afternoon at the grandstand. Our group is still in the process of creating a strong Football Association in the Province so that we can tap the assistances that PFA can provide.

Bai ZecurB,

Thanks for this feedback. My son will not be enrolling at HNU in the next school year, but in an acceleration school where the instruction is modular and individualized. He is presently with me in Japan, but will be back there in the first half of June. I have mentioned you to him as a way of motivating him to work harder on his studies. By the way, I have had a chance to talk with Parts about two times during my short visit to Tagbilaran last year. I donated the team's uniform last year. I really hope we could strengthen Tagbilaran's soccer and work towards finding sponsors for competitions. Maayo kaayo ang imong project para sa mga kabataan aron malikay sila sa mga di-maayong buhat. I would like my son to be part of a group that is into sports and civic activities, kay ug wala na'y soccer diha ra pud na sa sud sa balay.

Kinsa man diay tong team nakadaug bag-o lang sa Cebu, di ba Bohol man pud to?

Part of the package bitaw ang ngalan. Diri gani sa Japan, ang New Tokyo International Airport is actually located in Narita City, Chiba Pref. , some 100 km away from Tokyo.

Bohol has already a name value in the tourism market, so the new airport can benefit greatly from the name and vice versa.

Bitaw, murag ang dakong kalainan ninyo ni GEC kay di ka tihik muhatag ug hint sa imong identity.

If you're a writer of Bohol Chronicle or any other paper, I surely must have read your articles. Sa sunod higayon nga makabisita ko sa Bohol--tingali sa Hulyo kung tugtan sa Diyos--I hope we could see each other for two reasons.

First, since you're a pen just like Mike, you're a kindred soul. Secondly, since you play soccer, the sport my son loves this so much, I'd like to talk with you about this.

I enrolled my son in an individualized schooling program because he is still adjusting to the academic system there. Hopefully, he will have more flexible time as well. He has been telling me that he would like to join a regular team team there, but can't find a group that plays regularly and compete. (At HNU, he can barely squeeze time for sports as he's also trying to cope with academics.) He's only 16. I don't know if you could accommodate one of his age. If not, we can perhaps organize a junior team. Kita unya ta pohon.

Hisgutan pud nato ning airport bitaw, o bisag unsa lang under Bohol's sun, basig naa tay makuhang impormasyon nga mapahimuslan kay basig mubalik na gyud ko for good next year.

Revilla: Revoke license of doc in sex video

By Marinel Cruz, Christine Avendaño
Philippine Daily Inquirer
First Posted 02:42:00 05/20/2009

MANILA, Philippinesâ€"Calling him a “pervert of the highest order” and a “predator,” Sen. Ramon “Bong” Revilla Jr. Tuesday accused Dr. Hayden Kho of being behind a sex video with a “prominent personality” that was “obviously taken without [her] consent.”

In a rare privilege speech titled “A Doctor’s Perversity,” an enraged Revilla called Kho a few more names and condemned the doctor for committing such an act.

Revilla said he had heard about two other sex videos involving Kho and other women, including a minor.

Kho declined to make a statement to media.

‘Betrayal’

“The acts of the video itself [are] not what I am angry about, but the betrayal of the doctor, [who took] advantage of the trust, confidence and emotions of his girlfriend to get the video and make it available to the public,” said the senator, a former action star before he entered politics.

Revilla named Kho, the boyfriend of cosmetic surgeon to the stars, Dr. Vicki Belo, as being behind the sex video. He did not name the woman with Kho in the sex video but revealed that she was depressed and could not leave her house after the video was uploaded on the Internet.

He said the woman “these past weeks” had been apologizing for the incident.

The senator was apparently referring to actress Katrina Halili who had publicly apologized for having an affair with Kho.

Halili’s complaint

Halili is prepared to file a complaint against Kho in the Senate, according to the actress’ publicist Lolit Solis.

“Katrina was not aware that Hayden had set up a camera,” Solis told the Philippine Daily Inquirer by phone Tuesday.

Kho violated Halili’s trust, as well as those of other women in a series of sex videos circulating on the Net, she said.

“Hayden is a doctor. Patients give him their trust and allow him to touch their bodies. He abused these women. [They] should revoke his license. He should be made to face the consequences of his actions,” Solis said.

The feminist group Gabriela will support Halili, she added.

Revoke his license

Revilla said the video showed Kho’s “bad intentions” as the doctor was shown setting up the camera and had positioned the woman so she would appear in the video.

“I am referring to Dr. Hayden Kho who is a pervert of the highest kind, a predator who has no conscience nor respect for women,” he said.

PRC letter

He added that he had written the Professional Regulatory Commission to revoke the license of Kho and ban him from the practice of medicine “perpetually.”

“He has no right to treat patients just knowing his state of mind … How will you entrust your daughter to such a doctor?” Revilla said.

He also called Kho “crazy,” noting that a person who committed this act was not in his right mind and thus, could even be punished for insanity under the Medical Act.

Bill against perversity

Revilla called for the passage of a law that would punish this kind of perversity.

He said he had a pending bill seeking to punish voyeurism and the [distribution] of sex videos whether it was made with or without the consent of the parties.

The senator called for the punishment of the Internet service provider (ISP) that would give access to lewd videos.

“We can follow the Chinese or Middle Eastern model where all ISPs are required to block online pornography,” he said.

Revilla declined to be interpellated by his colleagues, saying he gave the speech because he felt strongly about the issue.

Kho responsible

Revilla said he had been hearing about the sex video and that someone from the entertainment industry furnished his office a copy.

He said he met the doctor recently when Kho and Belo were together on a flight to the United States.

Revilla said he had found Kho to be “nice” until he saw the sex video.

Even if Kho did not circulate the video, the senator said it was the doctor’s “responsibility” because he was the one who had taken it.

He appealed to Kho’s other victims to come out and file charges. He promised to help in their legal defense against Kho.

American critic alternately raves over and mildly downplays Charice but acknowledges that she has swallowed Whitney Houston and Celine Dion (alive).

Powerhouse vocalist Charice debuts first single called Note to God on Oprah
Joshua McIntire

Just over a year ago, a tiny little girl name Charice wowed Oprah's audience with her larger than life pipes and vocal prowess.  It was like a munchkin had swallowed Celine Dion and Whitney Houston and they were calling for help.  Harmoniously.

Since then, Charice has gone on to sing with her heroine Celine at a sold-out Madison Square Garden concert, duet with Andrea Bocelli, and even signed a record deal.  For her debut single she teamed with none other than legendary songwriter Diane Warren and renowned producer David Foster.

You can't really ask for more than that if your goal is to be the next big vocal "diva".

Charice sang her debut single on a recent episode of Oprah and the resulting video clip has been flying from inbox to inbox with one question attached: have you seen this?

Personally, I think the song is a bit cheesy but it's hard to find material for a young teen girl to sing - especially one with such an adult voice.  The first half of her performance is good enough to be impressive, but it really is the last half that makes it clear that Charice will be around for a while.  The last note, especially if you like American Idol style singing, is incredible.

Welcome to the spotlight, Charice.

Boholanos give PGMA +3 satisfaction rating

by Rey Anthony Chiu

Tagbilaran City (20 May) -- Despite negative publicity and criticisms against the administration, President Gloria Macapagal Arroyo (PGMA) reaps a total +3 satisfaction rating in Bohol, well above her -3 rating last year, the 13th round of Bohol Polls says.

During a public presentation at the Holy Name University (HNU) High School Multi-Media Center in Janseen Heights Dampas, the Bohol Polls 2009 revealed too that PGMA has 100% awareness rating and Bohol's third district gave her the highest satisfaction rating at +12.

About 49% of Boholanos in the third District here were satisfied with the President, over 37% who were dissatisfied, resulting in a net rating of +12.

Observers believe that the recent administration's Comprehensive Livelihood and Emergency Employment Program (CLEEP) and the visibility of Department of Agriculture (DA) Secretary Arthur Yap who is concurrently the cabinet steward for employment in the Visayas in the widely agricultural District affected the president's satisfaction rating.

Sec Yap is currently implementing CLEEP programs in agriculture and is on a government spending spree to generate as much employment to keep people above water in this time of economic grip.

With about 23% of Boholanos engaged in agriculture and allied jobs, the government reaped very high ratings in ensuring adequate food supply at +26 points and providing support for agriculture promotion at +20 points.

In Bohol's District 2, 41% are satisfied with PGMA while some 39% were dissatisfied resulting in a +2 rating.

On the other hand, in Tagbilaran City of Bohol's First district, 3 of every 10 were satisfied over 5 who are dissatisfied resulting in her lowest rating at -18. The survey coordinators however clarified that they have a +/-10 margin of error for the city with 100 respondents at a little more than a hundred thousand residents.

On the other hand, both Bohol Governor Erico Aumentado and Vice Governor Julius Caesar Herrera suffered diminished ratings at 5 and 10 points less than last year. Both however still soared with +77 and +51 points.

The polls used multi-stage sampling method and had 400 respondents as representative of the 1.2 million population in 2000 National Statistics Office data, explains HNU Research Coordinator Ma. Paz Espiritu during the public presentation May 19, 2009. (PIA) [top]

Oprah used to be a good, regular, conservative Baptist--who went to Faith United Mississippi Baptist Church and moved on to the more progressive Trinity United Church of Christ, same church as Barrack Obama's.

Being America's biggest showbiz superstar (always No. 1 in showbiz earnings) transformed her into someone who embraces eclectic spirituality, very much akin to new age. She is less an atheist as someone who believes that all unitary gods are equal.

Nobody's sure what she really believes in--but she's one of those who claims that she is "spiritual" rather than "religious", and notarizes that Yahweh, Jehovah, God, and Allah are one and the same person known as the Supreme Being.

I think she would have second thoughts about allowing Charice to sing this song on her program if the word in the song were "Jesus" instead of "God."

She's more concerned about being politically correct, so as not to alienate most of her viewers, than to be perceived as practicing a certain religion.

Is there a law banning trade in historical artifacts?

If there is none yet, this law should be drafted and enacted. The law should include the following:

1) The seizure of historical artifacts in private possession, after it has been proven to have been transferred through trade, theft or other illicit means.

2) The restoration of historical artifacts to their original place. Museums can borrow such artifacts for exhibits for fixed periods, but they should be promptly returned and restored to their original location. Churches in possession of such artifacts, after being declared as historical sites with markers from NHI,  have to be provided with state and local funds to protect the properties.

Looking Back
Revisiting heritage

By Ambeth Ocampo
Philippine Daily Inquirer
First Posted 01:14:00 05/20/2009

Next stop was Bohol province where the NHI identified, installed and transferred to the church, the government and the people of Bohol not one but four historical markers: first, the Church of Maribojoc was marked; then Punta Cruz, the ancient watchtower (also in Maribijoc) that faces a crystal clear sea, was declared a National Historical Landmark; the same day the church of Dauis was marked, and this was followed by the declaration of the Dauis church complex as a National Historical Landmark. This covers the church, the watchtower and the kumbento (convent) in this sleepy town best known for its postcard pretty views and those heavy ensaymadas made with pork lard known as “torta.”

What do all these markers mean? Simply, that these sites and structures deemed historic and historical now form part of the fabric that is slowly being woven into that unfinished tapestry we call Philippine history. These four places newly inscribed in the NHI registry are not just part of the history of Dauis and Maribojoc; they form part of the history of the nation.

I spent two childhood summers at a farm in Bohol, but I can’t remember which town it was. All I recall was that it took an uncomfortable overnight trip by boat from Cebu to Tagbilaran in those days. Halfway to the farm, I was roused from sleep to see a tree sparkling in the dark like a Christmas tree in April, as it was filled with fireflies. I rediscovered Bohol in 1995 when I made a day trip from Cebu. I took a fastcraft from Cebu, rented a tricycle in Tagbilaran and visited all the churches possible: Tagbilaran, Loboc, Loay, Baclayon, Dauis, Maribojoc, Alborquerque, Dimiao and more. I learned a lot about Jesuit and Recollect architecture in Bohol but I returned to Manila deaf after spending hours beside a noisy motorcycle engine.

My next trip was better organized as I was introduced to Fr. Milan Ted Torralba of Baclayon and to Lutgardo “Gardy” Labad, better known for his involvement in cheesy Regal films. For many Boholanos who grew up in the shadow of these churches, they are just thatâ€"old churches, everyday sights that they see but do not notice.

Why did people from Manila come all the way to see these dilapidated structures. What did the visitors find so wonderful? Historical markers are a means to direct their attention, to make Boholanos see and notice the treasure in their midst. We are fortunate Bishop Leonardo Medroso of the Diocese of Tagbilaran is sensitive to heritage and what it contributes to make liturgy more meaningful. When I saw his predecessor Bishop Leopoldo Tumulak on the plane to Tagbilaran last week, he sighed and said, “We should have started earlier, Ambeth, we could have saved more heritage.” I replied that we should not fret, for experience is a polite term we use to describe our mistakes. There was no need to regret what is past, but to rejoice in what we still have.

Visiting the churches of Bohol these days I realize how much of the moveable church art and architecture are now gone. A carved side altar from the church in Dimiao is now in the National Museum. Images of saints that used to adorn the now empty niches in church retablos and the intricately designed silver liturgical vessels and other decorations are now in private collections in posh Makati enclaves. Even religious images from private homes have been exported to Manila, the most popular of them being those hardwood images of the Virgin Mary, many of which are carved in the shape of a bell with small pin-sized heads of ivory, painted in a riot of colors: blue, yellow, red, and orange. These folk religious images came with elaborately carved and painted home altars or “urna”; and, of course, the distinctly carved cabinets, tables and chairs of molave and balayong all have been brought to Manila. Worse, many of these things have been exported to Europe and the United States where they are now lost to us.

Yes I definitely agree with you on Tagbilaran's drainage and other environmental issues. It is indeed very discouraging. I was so discouraged that I wrote an article and one of the local weeklies posted it front-page minus my name to shield me from possible flak from the LCE.

I am just sharing BAI BENELYNE what I know which in my own mind think that people should know what I know... matay, hasta ko galibog ko adto akong nasulti da! Namao ba to? .... hehehehehehe  ;D ;D ;D

Wa diay by-line tong imong gisuwat. Maayo untag imong i-post pud dire sa TB for the benefit of those of us who may not have read it.

Kay muingon man si Lim nga he does not see how tourism benefits the local economy. I don't really know if it's just a political statement--to take a jab at Chatto and Aumentado--or a statement that reflects his limited grasp of the economic dynamics.

As long as Tagbilaran is the capital and the gateway to Bohol, Lim must dovetail the priorities of the city to the over-all economic blueprint. I can't really see how Aumentado and Chatto can envision a resort province, and dream of upgrading Bohol's status in the world tourist map to that of Bali or Chiangmai, while Lim feels no qualms about dumping coliform-infested waste water onto Tagbilaran Bay. Unya manablig pa gyud ang iyang tawo ug septic water sa mga kritiko sa City Hall.

I don't know if I'm the only one who has noticed this: as the capital city of a tourist destination, Tagbilaran seems to be a charmless city. Wala man lay green, wala'y coordinated beautification effort, zoning guidelines, etc.

Ang Pagdadalaga ni Nanay Dionisia
Leonor Magtolis Briones

Everyone knows who Nanay  Dionisia is.  She is none other than the mother of Philippine idol Manny Pacquiao who has become a media  icon in her own right. If he is Pac-Man, she is Pac-Mom.  The public agrees that “Kung wala si Mommy, wala si Manny!”

As a celebrity, her every utterance is duly quoted;  her gowns (one costs P30,000 ) and designer clothes counted and faithfully photographed; and the price of her Rolex wristwatch (P 300,000) transmitted to the avid public. She is captured by TV cameras laughing and talking on the phone, wearing eyeshades with the brand name “Dior” for all televiewers to see. Amidst smiles and titters, one media outfit excitedly reported about her lovelife and her suitors while Nanay smiled coyly.

During her birthday bash in General Santos City, national and local celebrities were invited.  Guests watched her change her gowns a number of times and dance the night away. The event was covered by national multimedia.

At the tender age of 60 years she has come into full bloom and is enjoying every minute of her “pagdadalaga.”

And why not?  She richly deserves her “pagdadalaga.” She probably had no time for the fun things that young women enjoy, what with early marriage, two husbands who deserted her, and several children to raise by herself.

So why do I feel a twinge of uneasiness at the sight of Nanay Dionisia in her fineryâ€"clothes, jewelry, dancing shoesâ€" in her new house surrounded by fans and admirers?
Why am I disturbed by this transformation which many say is well deserved and rightfully earned?

Transforming Nanay Dionisia

The public knows that her son Manny and daughter-in-law Jinkee have lavished gifts and money on Nanay Dionisia. Like all celebrities, she attracts those who seek to bask in her glory and benefit from her newfound status.  They see in her not only an object of adulation but also a possible source of profit.

One can imagine the number of “admirers” who volunteered to tutor and mentor her in her journey to the ranks of celebrity and high society.  What gowns to wear, which jewelry to buy, and which beautician to patronize? What blingblings to give away?  What furniture, décor and bric-a-brac to decorate the new house? What businesses to invest in?

The media has joined the fray.  Behind amused smiles, they ask inane questions which elicit inane answers, in the name of “human interest.” They exaggerate aspects of her personality to amuse the public.  Someone cleverly superimposed Nanay Dionisia’s face on the creations of international fashion designers to illustrate how she would look like in haute couture.

At the rate the media frenzy is going, she is in danger of becoming an object of amusement instead of an object of admiration.

Where is the real Nanay Dionisia?

I am terribly afraid the public will lose the real Nanay Dionisia.  It will be difficult to find her under the layers of frothy ball gowns, thick make up, stiletto heels and bouffant hairdos.  One cannot easily find her behind the studied poses and the celebrity smiles.

I miss the plain-speaking, forthright, no-nonsense Nanay Dionisia who taught her children to pray, fed them, and brought them up all by herself.  I miss the Nanay who scolded her son and declared that she did not want him to run for public office.

I hope she does not disappear.

'Aleck Baldwin doesn’t deserve a Filipina wife'
MARK JOSEPH H. UBALDE, GMANews.TV
05/18/2009 | 10:51 PM

OH, NO YOU DON'T. While Alec Baldwin is thinking about buying himself a Philippine bride, migrant groups are saying Filipinas deserve better than the divorcee actor. AP/GMANews.TV File Photos
MANILA, Philippines - First, Teri Hatcher questioned the medical certificates of Filipino doctors. Then, British show Harry & Paul ridiculed a Filipina maid as a sex symbol. And just recently, Chinese columnist Chip Tsao called the Philippines a nation of slaves.

Now, it’s 30 Rock star Alec Baldwin's turn, joining the ranks of "internationally-recognized" celebrities who have maligned Filipinos, according to critics.

Baldwin â€" a divorced father of a 13-year-old girl â€" told David Letterman in one of his last interviews on the Late Show, how he taught of getting, or buying, himself a Filipina bride.

“I think about getting a Filipino mail-order bride at this point or a Russian one, I don’t care, I’m 51," Baldwin told Letterman in a May 12 interview. [See: Alec Baldwin's Letterman interview]

Seemingly delivered in jest, Baldwin’s remark caused the audience to break into laughter and prompted the show’s host, Letterman, to respond: "Get one for me [also], for later."

Totally foul

But Baldwin’s joke left a bitter taste in the mouth for lawmaker and women’s rights activist Risa Hontiveros.

“He totally doesn’t deserve a Filipina wife," Hontiveros told GMANews.TV on Monday evening. “He meant that as a joke but it was totally foul."

Hontiveros, who lodged a protest against the producers of Harry & Paul last year, is worried Filipinos are being pigeonholed as either domestic workers or brides-for-hire.

"His comment is already anecdotal evidence of the growing phenomenon of mail-order-brides and the perception of foreigners that those are Filipinas."

Jean Enriquez, executive director of the Coalition Against Trafficking in Women-Asia Pacific, was also disappointed that such a "racist" comment came from an actor like Baldwin.

The 51-year-old actor is a board member of People For the American Way and a vocal supporter of the People for the Ethical Treatment of Animals (PETA).

“By joking about mail-order brides he is trivializing human smuggling," Enriquez said. “It shows that some actors portray themselves as sharp on shows but are actually not in real life." [See: Alec Baldwin's 'RP mail-order bride remark' irks senator]

Human smuggling

Between 20,000 and 100,000 Filipino women and children are being pushed to human smuggling, according to Humantrafficking.org.

Foreign tourists, particularly from other Asian countries, sexually exploit women and children in the Philippines, according to the group.

In 2007, the Philippines was placed in Tier 2 by the US Department of State’s Trafficking in Persons Report for not fully complying with the Trafficking Victims Protection Act’s minimum standards for the elimination of trafficking.

Since the late ‘80s the Philippine government has stepped up efforts to curb the exportation of Filipina women as brides for men in Europe and the Americas, said Ellene Sana, executive director of the Center for Migrants Advocacy.

Facilitating or arranging a marriage between a Filipina and a foreigner is prohibited under Republic Act 6955 of the Anti-Mail-Order Bride Law of 1990.

Violators face imprisonment of between six to eight years, and the payment of a fine between P8,000 and P20,000. A foreign national caught engaged in such a scheme will also be meted the same penalties then deported and barred from entering the Philippines for life.

With Baldwin’s disregard, or ignorance of such problems in the Philippines, Sana hopes the veteran actor will learn his lesson the hard way.

“I hope he comes to the Philippines, meets a Pinay and get dumped," Sana said. [See: Ex-sexy star Aleck Bovick lightens up Senate mood] - with reports from Mark Merueñas, GMANews.TV

Fortunately, a golf-course is out of the question. Kalas yuta, kalas tubig, unya gamay ray Bol-anong maka trabaho in relation to area. Ang thrust is poverty-reduction, and employment generation is one strategy to reach that dream of being among the ten richest province's in the country. For now we are at # 52 among the richest (and climbing) which is way much better than being among the ten poorest a few years back as bared by UNDP study...

Taysa, part ka o naa kay involvement sa planning ZecurB? Murag well-versed kaayo ka ani nga project--from concept, status progress to rationale.

I used to be on Prof. Ernesto Pernia's side of the fence, but I was mainly concerned that Panglao's vaunted biodiversity will be threatened by the massive concrete development.

With the go-signal on, we just have make sure that we don't kill the duck that lays the golden egg--that is, the green-and-blue nature that is the main allure of Bohol.

Our experience with Tagbilaran's drainage and other environmental issues have not been very encouraging. But since the Panglao international airport has the advantage of receiving national support, which has been given further boost by the recent enactment of the Chatto law, the environmental concerns can hopefully be addressed at the initial stage of the project.

Village chief yields P5M in raid

Filed Under: Casinos & Gambling, raid

POLICE arrested the barangay captain of Mansasa, Tagbilaran City in Bohol during a raid on Friday for his alleged involvement in illegal gambling activities in the province.

Seized from the house of Manolo “Taran” Blanco were illegal gambling paraphernalia and more than P5 million in cash, which the police believed was proceeds in the illegal activity.

Members of Regional Intelligence Division (RID), were armed with search warrant issued by Regional Trial Court (RTC) Judge Sylva Paderanga when they swooped into the house of the village chief on Friday.

Blanco’s arrest might lead to the transfer of relief of Supt. Julius Cesar Gornes as Tabilaran police chief for violating the “one strike policy” of the Philippine National Police (PNP), the National Police Commission and the Department of Interior and Local Government (DILG).

Under the One Strike policy, a local chief of police faces relief if a major operation has been conducted in their area by other PNP operating units.

Senior Supt. Melvin Ramon Buenafe, RID chief, said Gornes would likely be transferred.

He said he found it hard to believe that Gornes did not know about Blanco’s alleged involvement in illegal gambling.

Blanco was reportedly the financier of “massiao,” an illegal numbers game, in Bohol. /Correspondent Chito O. Aragon

Biggest swertres financier bagged
But Mayor Lim throws support to embattled ally

Bohol Sunday Post
May 17, 2009

At the risk of being tagged as a coddler of illegal gamblers, City Mayor Dan Neri Lim, yesterday threw his all-out support to an embattled political ally who was arrested for illegal gambling.

In an interview yesterday during his weekly radio program over Station DYTR Ang Mayor sa Dakbayan, Mayor Lim set aside all political cautions to the wind to stand behind Manolo Blanco, Mansasa barangay captain. The village head was a suspected swertres financier.

Man enough to consider Blanco as a close friend, Mayor Lim said no matter what the cost in political terms" he can not be faulted for being bias to a friend".

It was public knowledge that Mayor Lim saw differently the impact of swertres to people's lives saying that it has become part of their daily existence to hope against hope that one day they will be showered with the manna of the illegal numbers game.

He was vocal of his belief that for as long as the legal lotto draws are operated with impunity by the government, the lure of engaging in guerilla tactics like swertres, with bettors on one hand, and financiers on the other, is already part of the equation.

"Eliminate lotto, and swertres will follow suit", is a typical Lim repartee when asked to react on the proliferation of the illegal numbers racket in this city.

When news of Blanco's arrest broke out, Lim lost no time in telling the public that "he would not abandon a friend who is in trouble".

As if saying that a friend in need was a friend indeed, Lim said he was providing Blanco a lawyer to help him wiggle out from his legal predicament.

The lawyer provided by Lim is Cebu-based. Lawyer Darryll Amante immediately swung into action to provide the needed legal cover of his client. Asked to comment Blanco's arrest, Amante said it was irregular in the first place because there was no justification why the requesting party has to seek a Cebu judge to issue the search warrant.

THE RAID

A joint posse of policemen from the local police command under Senior Supt. Edgardo Ingking and the Regional Intelligence Division under Police Supt. Melvin Ramon Buenafe swooped down on the Blanco residence along V.P. Inting Avenue Friday morning to carry out the raid.

Supt.Buenafe was team leader assisted by Supt. Ingking and his men.

The raid became possible on the strength of a search warrant issued by Regional Trial Court Presiding Judge Sylvia Aguirre Paderanga.

Blanco's lawyer questioned the regularity of the raid saying that it was not according to normal procedure.

He said he will file a motion to squash the search warrant on Monday for failure of the raiding party to cite the justification why it has to be a Cebu judge who would issue the warrant.

Seized during the raid at Blanco's residence were cash amounting to P586,715,00; three pieces plastic chairs; one plastic table; one Casio brand calculator; one Joy stapler; two units Nokia cell phone; 20 pieces tip sheets for swertres; 10 pieces ball pen; and one unit Honda Motorcycle.

The subject of the search warrant, Blanco, was placed under arrest for violation of Section 5 of Republic Act No.9287 or the Comprehensive Anti-Gambling Law.

One runner, who was at Blanco's residence during the raid and identified as Arnel Olaer Pablo, 32, married and a resident of Matig-a St., this city was also arrested.

He was also placed under arrest for having in his possession 45 pieces of swertres tip sheets; three pcs. tally sheets; and cash money believed to be proceeds of the illegal numbers game amounting to P55.00.

According to Supt. Ingking, Blanco was arrested in relation to PNP Oplan Roullete and the Bohol PNP Command's "Walay Swertres".

He said the raid was aimed to deliver a chilling message to other financiers that nobody was untouchable in the current drive to stamp out illegal gambling.

As a result of the swertres raid, operations slowed down a bit but just the same the same guerilla tactics employed by operators were still in full swing albeit in clandestine fashion.

The provincial PNP director said the raid was not meant to single out those who are involved in illegal gambling.

He said the local police command is focusing on at least three illegal activities believed rampant in Bohol. He mentioned that aside from going over illegal gambling lords, the local police are also in the thick of cracking the whip on illegal drug dealers and gun smugglers.

In the Order of Battle of the local PNP, Blanco is considered "big-time" operator, according to Col. Ingking.

The take in Friday's raid according to police figures only represented the day's bets on the 2:00 PM and 5:00 pm daily draws.

In their police records, Col. Ingking said that Bohol has a total of 27 financiers, engaged in small-time and big-time swertres operations. The PNP director gave a modest estimate of P500,000 daily proceeds of the racket but other sources indicated that it could be more and possibly in the millions of pesos daily.

Since the warrant was issued in Cebu, it was routinary for the subject to be presented to the issuing judge. Blanco's lawyers protested to block his shipment to Cebu but they were prevailed upon by the arresting officers that it was standard operating procedure. Blanco posted bail for his temporary release. He was at his residence when the raid was carried out.

LGU Philippines / Mayor Dan Lim Cries Harassment

Lim says harassments part of political script
Bohol Sunday Post
May 17, 2009

Tagbilaran Mayor Dan Lim yesterday warned city residents that an emerging pattern of harassment will be more harmful to them than to him.
"In their effort to get me, they will not hesitate to make life miserable for the people of Tagbilaran," the mayor declared yesterday.
Lim said that with the elections less than a year away, the efforts to destroy him politically have taken an "ugly turn".
The mayor revealed that this was obvious in the treatment he has been getting from the Commission on Audit (COA).
"They seem to get angrier because until this time they have not uncovered anything that would benefit them politically," he added.
Lim said that practically all city expenditures are being subjected to very stringent measures.
"It's like saying do not disburse funds or we will file charges against you," he added.
The mayor said the objective is obviously to prevent him from implementing pro-people projects that would result to more positive response from the people.
Lim however declared that after the noise over the so-called unliquidated cash disbursements, his critics now want to stop his projects.
At the same time, the mayor pointed out that the law enforcement agency is practically going after him.
"In the previous elections, they alleged wrongdoing with the intelligence fund," he recalled.
The next thing they did was to put a police chief who was not his choice.
Last month, Lim said they pulled out all the police officers as they city was preparing for the fiesta.
"Obviously, they wanted the peace and order to deteriorate so they will against use it against me," the mayor lamented.
The latest was the raid conducted on Mansasa Barangay Captain Manolo Blanco for his involvement in illegal gambling.
"He is willing to face the charges against him in court so I won't touch on that," the mayor stressed.
However, Lim said it is obvious that powerful hands orchestrated the arrest which came at a time when Blanco was attending to his wife who suffered a miscarriage at a private hospital in the city.
Lim noted that he can take care of himself and that he will be able to feed his family even if he quits from public service.
"I would be willing to give way if this is the price of peace and harmony in the city," he added.
The mayor however added that he is concerned about the poor and the rest of the citizenry if they are left in the hands of politicians whose only expertise is destroying people.
Asked to name those behind what he called the pattern of harassment, the mayor responded with a question.
"Who has the power to order higher officials in the COA and the PNP to make life difficult for me?" he asked.

Even before the mayor opened his mouth in defense of a friend, something smells fishy here. And it doesn't come from Mansasa's blood-smeared shoreline.

Did I hear it right that they immediately paid the bail, intercepted the operatives before they could board the fast craft and released Blanco in no time?

GMA wants private life after 2010 polls
Manila Times
16 May 2009 | 12:10 AM

By Bernice Camille V. Bauzon, Reporter

President Gloria Arroyo would leave politics for good in 2010, a Roman Catholic bishop close to her revealed on Friday. In a report published by the news website of the Catholic Bishops Conference of the Philippines, Butuan Bishop Juan de Dios Pueblos disclosed that President Arroyo personally promised him last year that she would bow out of office at the end of her term next year. Elections scheduled for May 2010 will pick the Presidents successor.

Yes, she expressed it openly [to me] that [there will be] no more [politics for her after the 2010 polls]. She will live a private life [after those elections], Pueblos said.

The Butuan bishops disclosure came amid reports that Mrs. Arroyo would run for prime minister if a parliamentary system was installed under amendments to the 1987 Constitution that supposedly are being pushed by her allies in Congress.

Mere rumors, Malacaang on Thursday described such reports, including one derived from a statement of Rep. Victor Ortega of La Union and a few others supposedly fueled by the political opposition.

According to Press Secretary Cerge Remonde, the President was more concerned with generating jobs, combating poverty and improving infrastructure projects, not with staying in power beyond 2010.

Bid for premiership

Earlier, Makati City Mayor and United Opposition President Jejomar Binay said that President Arroyos supposed plans to run for a congressional seat in Pampanga province in 2010 is an open secret there. The Arroyos hail from Lubao town of the province.

According to Pueblos, the country needs another leader to continue the good things that the President has done for the country.

There are many people who want to make use of her [experience] so they want her to remain in power, he said.

But, Pueblos added, he told Mrs. Arroyo not to be swayed by the nudging of these people.

My advice to her [was for her to] not continue in power but to leave a good legacy [to the country], the Butuan bishop said.

Born in Loon, Bohol province, Pueblos, 66, was ordained in 1985. From 1984, he was the school chaplain of Assumption College in Makati City (Metro Manila). The exclusive all-girls school, when it was still called Assumption Convent, was the high school alma mater of Mrs. Arroyo.

In December 2003, Mrs. Arroyo in a speech announced that she would not be running for the presidency in order to stop the unending divisiveness in the country. But months later, in the May 2004 elections, she toppled show-business royalty Fernando Poe Jr. in a controversial win to take the highest public office in the land.

In 2001, then Vice-President Arroyo was catapulted to Malacaang by Edsa 2, a people-power revolt that ousted President Joseph Estrada over alleged plunder.

Estrada was found guilty in 2007 but was later granted executive clemency by Mrs. Arroyo. He recently announced that he would again bid for the presidency in the 2010 elections if the political oppositionof which he is considered the titular headfailed to unite behind a standard-bearer.

The primary responsibility for apprehending law-breakers lies with the law-enforcers. Turns out this slippery big fish in swertres is a friend of the Mayor, and the latter even offered to provide counsel to a friend in distress. Tsk, tsk. To redirect this thread back to the topic, here's a detailed account of the arrest reported by Bohol Chronicle today:

Swertres raid nabs city barangay chief

BIGGEST HAUL. Mansasa Barangay Captain Manolo "Taran" Blanco, 50 (with eyeglasses) caught with bundles of cash amounting to P586,715 during an early morning raid at his residence last Friday conducted by elements of the Regional Intelligence Division led by P/SSupt. Melvin Ramon Buenafe. Right photo shows the sack load of cash carried by operatives to be presented as evidence against the suspect.

Amid public criticism for its failure to catch the "big fish" in the intensified campaign against the illegal numbers game swertres, regional police operatives arrested Friday a city barangay captain identified as a "big time" financier operating all over the province.

A joint team from the intelligence branch of the Police Regional Office (PRO-7) and the Bohol PNP seized cash amounting P586,715 and various paraphernalia used in the illegal swertres.

Arrested inside his residence was Barangay Captain Manolo Blanco, alias Taran, 50, of barangay Mansasa, this city.

A certain, Arnel Pablo, 32, of Matig-a Street this city was also nabbed at Blanco's residence. He is one of the coordinators who had in his possession swertres tip sheets and tally sheets.

Blanco is said to be the biggest financier of the illegal numbers game in the province operating through networks in several towns with well structured coordinators particularly operating in the city.

He has been spared from recent arrests as police records showed that those "small fries" arrested are coming from the towns.

Past 7 in the morning Friday, elements of the PNP Regional Intelligence Division (RID-7) led by S/Supt. Melvin Ramon Buenafe and selected operatives of the Bohol Police Provincial Office (BPPO) led by S/Supt. Edgardo Ingking conducted the raid at the residence of Blanco in barangay Mansasa which is said to be one of the major headquarters of the illegal swertres operations.

By virtue of a search warrant issued by Cebu City Regional Trial Court Judge Sylvia Aguirre Paderanga, the raiding team cornered Blanco confiscating the cash in different denominations believed to be proceeds from bets and the gambling paraphernalia.

In an interview with the Chronicle, SSupt. Buenafe bared they have been sending surveillance teams here since they received reports on Blanco's illegal gambling operations.

"After our agents verified and found the reports positive, hence, we planned out the raid," Buenafe said.

According to Buenafe, informants told them that Blanco have been operating for several years now not only in his barangay but almost covering the entire province of Bohol.

Earlier that day, two members of the raiding team intercepted one Arnel Pablo, who confessed to be an "usher" for Blanco, along V.P. Inting Street, this city.

Pablo was on his way to the residence of Blanco when the police operatives cornered him. Seized from his possession were cash believed to be proceeds from bets and a swertres tip sheet.

The raid is considered to be the biggest success so far for PRO-7 after Regional Director C/Supt. Federico Terte ordered a region-wide crackdown against swertres.

Terte has warned provincial commanders and station chiefs that he will not settle for mere reporting but wants to see concrete results that would lead to the arrest of swertres financiers and coordinators not just "runners and ushers".

In fact, the regional commander has adopted the "one strike policy" and threatening to relieve provincial directors and station commanders if they fail to eradicate the illegal numbers game in their areas of responsibility.

Blanco and the seized items that included betting sheets, tip sheets and tally sheets

RUNNER Arnel Pablo, 32, swertres runner was caught at Blanco's residence during the raid while photo shows the huge loot of cash amounting to more than half a million pesos.
were immediately brought to Cebu City since the warrant issued originated from the Cebu City RTC.

It was learned as of presstime that Blanco was able to post bail amounting P40,000 for his temporary release.

LAWYER FROM CITY MAYOR

"I will not abandon a friend," (referring to barangay captain Blanco), the city mayor said during his weekly radio program yesterday.

"I will provide him (Blanco) the best lawyer," the mayor stressed while he said that he can not stop the illegal numbers game if the national lotto will continue.

The friendship of the city mayor and Blanco was re-affirmed by the mayor himself who admitted that he positioned Blanco as a barangay captain in the city's coastal barangay of Mansasa. Blanco is one of the 11 barangay captains identified with the city mayor.

RELEASED ON BAIL

The arrested barangay captain was released barely few hours after his arrest following the issuance of a release order issued by RTC Judge Fernando Fuentes.

The swertres financier was already at the City Port ready to board the 5:30 p.m. trip of Oceanjet to Cebu when the court order was served aborting his detention at the Recom-7 headquarters in Cebu City.

Col. Buenafe was shocked on the fast tracking of the court order but could not refuse the release of Blanco. However, the PNP official said that charges will be filed tomorrow against the barangay captain while he considers the evidences seized inside Blanco's residence as solid and heavy evidences to prove that he is indeed a financier of the illegal numbers game.

Atty. Amante, who spoke in behalf of the barangay official said he will file a motion to quash the warrant issued by Cebu Judge Paderanga. He questioned why it was not specified in the warrant the reason why it has to be issued by a court outside the province.

PCSO CITATION

The Philippine Charity Sweeptakes Office (PCSO) is proposing to its top management to give citations and awards to government enforcers who can haul personalities involved in the illegal numbers game.

VisMin general manager William Medice hailed the accomplishment of the Recom-7 team who swooped down to arrest the barangay official engaged in the illegal numbers game.

The report on Blanco's arrest was immediately dispatched by PCSO to its top management including to Malacanang authorities.

Two weeks ago, Medice and other PCSO officials were in town for the diamond jubilee celebration. They noted down the proliferation of swertres in the province, particularly in the city.

SANCTION CITY COPS?

The raid of the PNP regional intelligence service came barely a week after officials of the PCSO urged the public not to patronize the illegal version of "Swertres".

City residents, especially in barangay Mansasa, likewise aired over the radio their sentiments on the unabated illegal swertres operations wherein even children resort to stealing just to bet in the daily swertres.

Asked why the raid was conducted without the coordination of the Tagbilaran City Police Station, SSupt. Buenafe said they wanted to keep the operation confidential as much as possible as previous attempts had turned out negative.

Buenafe also said the regional command will undertake an assessment on City Police chief Supt. Julius Cesar Gornez. He declined to say however of any possibilities that the city police chief may be relieved or administratively sanctioned in accordance with the "one strike policy".

"The regional headquarters always gives a freehand to local commanders to carry out their responsibilities, but in this case, the regional command initiated the raid due to reports that the illegal numbers game operation here is becoming worse," he added.

SERIOUS PENALTIES

Blanco will be charged for violating RA 9287, the law governing illegal numbers game, and could face stiffer penalties being an elected public official.

Under Sec. 5 of RA 9287, a government employee or public official caught as a financier or operator of illegal numbers game shall be meted the penalty of 12 to 20 years in prison and a fine ranging from P3 million to P5 million.

Whether elected or appointed, the public official will also be penalized with "perpetual absolute disqualification" to hold public office.

According to Buenafe, the gravity of the penalty will be determined by the court.

COPS ON THE TAKE?

It was gathered by the Chronicle that swertres operations in Bohol alone could involve some P2 million daily.

Two former operators of the illegal numbers game disclosed that their daily operating expenses would always include "budget for payoffs" to certain policemen and officials as "protection money" that could range from P500 to as much as P3,000 on a day.

SSupt. Ingking has repeatedly challenged the public to report policemen who are involved in swertres as this would damage the credibility of the PNP while he denied receiving protection money from a swertres operator based in a northern coastal town.

The provincial director has vowed a more aggressive action against swertres saying policemen will face sanction if they fail to arrest swertres personalities in their respective jurisdictions.

"ONE STRIKE" POLICY

Here's an excerpt from the latest Malaya column of former Philippine Tourism Authority (PTA) manager Lito Banayo:

So off I went weeks ago, upon the invitation of a friend, to a short working visit to Tagbilaran, followed by a day and two nights of tourist pleasure. Now let me tell you about a town called Loboc.

Forty minutes away from the airport by land, past historic Baclayon and the seafood eateries of Albuquerque (which Boholanos irreverently shorten to Albor), thence the small town of Loay where the Loboc River meets the Bohol Sea that fronts Northern Mindanao to its south, is the quaintly charming town of Loboc.

I have been to Loboc twice before â€" first on an inspection trip bound for the Corella tarsier sanctuary that the PTA supported, and the Chocolate Hills where we were incorporating plans at the time. Then, smitten by Bohol, I once brought my family for a private weekend, and took a lunchtime river cruise along the Loboc River. It was nice, relaxing, but very far from the Loboc River experience I had last.

Loboc is also famous for its children’s choir â€" angelic voices almost as good as the Vienna Boys’ Choir, the difference not being a shortage of talent, but a far lesser measure of public support, and a dearth of real marketing effort.

It is also rather notorious for a genuine “bridge to nowhere”, a span constructed by obvious dolts during the Marcos reign, where one end began on a bank of the river, with the final destination aimed straight at the centuries-old Loboc parish church. Residents were horrified at the travesty, but the DPWH went on, insisting that it was the church which ought to be demolished to give way to their contraption. Mercifully, good sense and the Cory presidency stopped would-be demolition.

My friend told me we would be dining at the Loboc River. Yes, dining, at seven in the evening. And indeed, that was possible now, for a Loboc River cruise is now day and night, and oh, what a magical and enchanting experience a night along the river is.

First off, you board the rafts on a well-organized system in a modern, Balinese-inspired terminal equipped with spic-and-span restrooms (would that they always remain as spotless). Nimble foot or clumsy foot, you need not worry at getting soaked as you board your numbered raft. The concrete banks become easy steps which usher you into waiting bamboo and wooden rafts. After a sumptuous dinner, the raft begins to move, and you get enthralled by beautifully, tastefully emplaced and wonderfully colored orbs of light emanating from the coconut and tree-lined banks of the river. There is green and yellow up-lighting and softly colored blue, purple and orange transforming the banks of the river into a dreamy landscape. Believe me, nothing can be more enchanting. None of the garish China backyard-made uglies that dot the once-beautiful City of Manila, or the diamond-shaped and outer-space kitsch that the mayors of ever-ugly Pasay and newly-ugly Paranaque have made of the once-upon-a-time famous boulevard by the bay.

Then you stop by a makeshift bamboo pier, where a group of some forty youngsters of various ages, helped by a few old ladies in native garb, serenade you with Visayan ditties and an occasional English song, with ukelele’s, guitars, and handmade bamboo percussion accompaniments. So very honest entertainment, so very clean fun, so very sincere hospitality.

And finally you reach the small waterfalls, rightly but not brightly spotlighted, as if unwilling to disturb the nocturnal creatures, be they birds or insects, whose natural habitat the river’s banks are. The boat turns back after a 2.8 kilometer upriver drive and some forty minutes of sheer magic. Only to discover that the good mayor of Loboc has another surprise for his guests. In a small but well-equipped hall within the river cruise terminal compound, the Loboc Children’s Brass Band was set to perform for us! (Yes, the children’s choir has expanded to three groups, voice and band). Young kids, male and female, from seven to perhaps fifteen, performed on stage some twenty musical numbers with a rousing New York, New York finale that got the small audience stomping its feet in absolute delight.

Now let me tell you how all these came about. Because it is a story of one man’s vision and determination, and how he harnessed good souls and a proud townspeople to rally behind that vision.

Leon A. Calipusan was a small businessman in 2004 when his constituents elected him mayor of Loboc. This is the second year of his second term. But as soon as he became mayor, he was enthused with a vision of beauty for his native town. The river cruise, its main attraction only because Lobocanons kept their river clean and preserved the trees and foliage along its banks, was about his only natural resource.

And then came a good man, my friend Carlos Chan and his family. Plain tourists when they went to Loboc, they soon decided to put their money where their heart truly melted. With Calipusan enthusiastically rallying folk labor, the Chans lighted the banks in such tasteful manner, with their private funds. Carlos, patriarch of the clan that parlayed their father’s original Liwayway gaw-gaw (cornstarch) business into an empire that now produces the Asia-famous Oishi snacks, with sixteen factories in China, and a few more in Vietnam, plus the headquarters in Pasay and Cavite, undertook the lighting project simply out of an appreciation of natural beauty and friendly townsfolk.

The Balinese-inspired boat quay and terminal was also tastefully designed by a Zobel-commissioned architect, and Carlos Chan likewise donated the pavilion where the Loboc Children perform their world-class recitals.

I am sure Carlos or his son, my friend Larry sourced the orbs and lights from China, where he has been appointed special envoy extraordinaire for investment promotion, but hey, these are private funds, and no tong-pats adorn their acquisition. You see, in this country, the more garish, the more tasteless, the greater the tong-pats likely have been. Just look at Pandacan and Paco, Nagtahan and Roxas Boulevard and its recent additions to tastelessness, and weep the cry of otherwise proud and cultured residents of the once-beautiful pearl of the Orient!

Mayor Leon Calipusan got his townsfolk, “bayanihan” style, to donate their labours, and have gotten their strict cooperation at preserving and maintaining Carlos Chan’s gifts.

“Who pays for the electricity and the upkeep of the terminal?”, I asked the genial and oh so humble mayor of Loboc. “The municipio”, he proudly beamed, and then explained â€" “when we took over, the LGU’s income from the river raft rides was a mere 600,000 pesos a year. You see, for a standard fee of 300 pesos per passenger, the municipal government gets 50 pesos. Last year (2008), the municipio’s share was 18 million pesos. I expect to surpass 20 million this year, even more”. The Saturday that we were there, Mayor Leon asked the terminal manager how much the day’s income was, and it was 120,000 pesos!

Now what happened to that “bridge to nowhere”? Mayor Leon has converted it into a well-lit hanging-garden type of park, from where residents could do a leisurely paseo, and the municipio rents it out also for outdoor parties, al fresco.

Once before, Vicente “Ting” Paterno, former BOI Governor, former Trade and Public Works minister, former senator, a gentleman of the old school who rues at how the beloved land has become so benighted through the years, remarked before us that “there are gems of good leadership in the local governments.”

Leon A. Calipusan is one such gem. Lucky are the people of Loboc, with their children’s talents and their pristine environment, that they chose the best among them, to lead them.

I've been to all these places in my childhood. Naa koy mga paryente sa una sa Quezon. Gwapo bitaw maligo sa Luwan-luwan. Unsa na kahay nawong ron? Naa kay picture?

What I like about Bukidnon is its weather. Every Christmas break tua gyud ko didto. Mawala gyud ang akong sinusitis kon tua ko sa Malaybalay. Fresh fruits and vegetables kanunay. Bisag city na, limpyo pa ang hangin. Daghan pud Bol-anon didto. Bira-birahon kag imbitar og kaon. Naay lami motimpla'g kape near the Capitol, actually near the Court of Justice. Forget ko sa ngalan pero ilado. Naa poy daghan spring ug kaligoanan. There is a store that sells fresh tuna, sigi mig sugba og panga, then kilaw pud. Beyond Malaybalay, I've been to Valencia City, Quezon town (naa silay spring resort called Luwan-luwan, for picnickers, gabusawak ang tubig). And, if one is interested in aggie technologies, there is Central Mindanao University in Musuan.

Minyo man lagi ka 'men ug baga ang buhok?

Sa una bitaw, a friend of mine from CDO who is now teaching in the US told me, "Ayaw kabalaka Du. Bald men look dignified."

Tawa siyag kuso'g sa akong tubag, "I'll give you my dignity if you give me your hair."

I'm at a time in my life when I don't have such insecurity anymore. Thanks Manay Tess and Lumine for the boost... Masobraan na unya mahimo ng boast.

Now I remember why this restaurant is familiar. I read about this in Davao-based American Bob Martin's Mindanao blog, in which he said the original Roadhouse in Valencia serves the best french fries in the world (or the Philippines?) Daughter Sarah likes french fries very much (the only reason she wants to go to McDo or Jollibee). My heart bleeds everytime she eats junk food, that is why Martin's Roadhouse review which I first read last year stuck in my mind. A sidetrip to Roadhouse was on my mind when I thought of bringing them to Bukidnon. I like to indulge the kids in the food I ban from the dinner table once in a while. Nganong wa man namo ni nakit-i sa SM?

I checked Bob's update in his blog--Roadhouse has three branches now! Lami pud daw ilang roast beef. Here's his review:

For a long, long time, Roadhouse Cafe has been a favorite restaurant of mine.  Problem was, in those early days of my affection toward Roadhouse, they had two locations:  Valencia, Bukidnon and in Cagayan de Oro City.  Now, I live in Davao City, and those places are quite a distance, so I only got to enjoy Roadhouse when I was on a roadtrip!  I always felt that the original location, in Valencia, was by far the best.  Luckily for me, back in mid-2007, Roadhouse opened a third location - here in Davao City!

Roadhouse Cafe DavaoYes, Roadhouse has their Davao location in SM City, Davao, and I would say that it is the biggest of their (now) 3 locations.  It always seems that they are usually busy with plenty of customers.  I wonder why?  Well, without a doubt it is due to the great food that they serve there!

Roadhouse Cafe touts itself as a fusion restaurant - East meets West.  They feature Eastern foods and flavors (Asian, mostly Filipino) and Western flavors as well (American).  There is a catch, though - it’s not fancy, gourmet food.  You see, Bukidnon, where Roadhouse has it’s roots, is Cowboy country!  So, you’ve got earthy, cowboy food at Roadhouse - both eastern and western cowboy food!  And, it works!  The food at Roadhouse is great.

I’ve always been a fan of the french fries at Roadhouse Cafe, they are among the best french fries that I’ve eaten anywhere in the world.  Their hamburgers are great too, especially the freshly baked buns!

Lately, I have been enjoying an “Asian Salad” when I go to Roadhouse.  The Asian Salad consists of lettuce, cucumbers, tomatoes, mangoes, mandarin oranges, chicken and shrimp, all topped with a great Asian dressing.  It is really a nice salad, and I enjoyed it a lot!  If you enjoy a salad, give the Roadhouse Asian Salad a try.

On my most recent trip to Roadhouse, I had the Pork Cordon Bleu, which is a piece of pork wrapped around cheese and ham. It is all breaded and fried - very delicious.

Another of my favorites at Roadhouse is their Roast Beef.  It is always tender, and includes vegetables and gravy too.  You won’t go away hungry!

Give Roadhouse a try - any of the locations!  Good food, inexpensive, and a nice ambiance too!  You can’t go wrong!

I am sure Erap has learned survival tricks from PGMA, so he wants another shot at the presidency. Isip siguro ni Erap, "Ba't nga ba di ko ginawa yon?"

1) Fatten the generals and the police honchos, not just your Chinese kibitzer-friends and drinking partners. When there's a people power or a massing of protesters, have yourself whisked to Camp Crame and drink coffee with your generals under the glare of camera. Or fly to the province and inaugurate a bridge or a dam (total may kickback ka rin naman dyan), and show how the provinces welcome you (dahil bihira lang silang makita ng nakasapatos). Kung magkulong ka sa Malacanang, kakalampagin ka talaga ng tao palabas tulad ni Marcos at Erap. But nobody can unseat you if you are not physically in your seat in Malacanang.

2) Make sure you find government positions for retired men-in-uniform, preferrably in low-key diplomatic posts or ceremonially advisory positions. That way, they don't get too bored in the garden and plot against you. Saka matampuhin ang mga heneral kapag pakiramdam nila hindi na sila gwapo.

3) If you need money to continue to keep their loyalty, never ask for it from jueteng lords and other underworld financiers. Instead, train technocrats to deal with huge foreign suppliers for projects funded by their governments to make sure your 100% tongpats is secure.

4) Manila is not the Philippines, so make sure your travel itinerary to the province is always full.

5) Make people feel and believe that you are responsible for their employment abroad, by making a regular round of the heads of state of all the major employers of seamen, domestics, entertainers, nurses, caregivers, etc. Never mind that you are tearing families apart, the dollars will make up for that.

6) Kung may whistleblowers sa Senate o sa House, keep your cool. Never, never do a Dacer. Let the people fix themselves to the TV screen. They'll watch it tearfully like a Korean or Mexican soap, top-rating for weeks or months, but forgotten completely when another comes along. Pray for Manny Paquiao to win or Martin Nievera to sing the anthem off-beat, or even dare to ask for blessings-in-disguise, like a natural calamity, rice shortage or an epidemic that will divert people's mind.

She is well aware that she will be called to account for all her deeds in office, including her hefty net worth in her Statement of Assets and Liabilities (SAL).

That is why she's still trying to cling to power.

World Daily News / Re: Japan: Suicidal Nation?
May 16, 2009, 05:00:23 PM
Dong Enzo,

I really admire the breadth of your academic interests.

Offhand, I agree that very structured lives such as characterizes Japanese society lead to the build-up of stress and pent-up emotions that eventually break the valve and lead to social anomie like suicide, random stabbing sprees, or pushing innocent passengers on the way of an oncoming train.

There is very little spontaneity in this society. Even the most romantic couples don't hold hands nor say "I love you." People try to suppress their raw emotions and subsume them under ceremonial social courtesies. You could practically hear someone bowing to his knees and apologizing to another person for some social offense, and a few meters away hear him curse that same person.

One can easily feel alienated in this society. The young, who are still in search of their place in the world, are being under constant pressure at home and at school to fit the social mold. Study, find job, marry--the same pattern we all go through but is being pursued here as if in a straitjacket.

Quote from: Lorenzo on May 16, 2009, 04:14:03 PM
That correlates with psychiatric and behavioral science, Mr. Benne.

The more organized an individual becomes, a population gets, the more stressed they are. This leads to chemical and hormonal imbalance--as it overworks the pituitiary and hypothalamic region of the brain.

Depression manifests, and as you said, given the limited protective net in Japanese society--let alone a lack of Christian religious morals and Christian Ethic, there really is no hindrance to such a massive rate of suicides. 30,000+ in a year is too much imho.

What is alarming is that most of the victims/culprits are adolescents.

All these signs are pointing towards clinical depression. Late signs already.

This is actually great for some kind of Ph.D doctoral thesis in Pschology or Sociology. On basis of Economic depression manifesting in National Depression; in the lines of social, religious, and cultural aspects. A study of said aspects--divulge more into it and examine the hypothesis of said subject matter.

:)

If I were a politician, I wouldn't cast in my lot with Arroyo.

Firstly, with just a year left to her Malacanang term, even the least sensible among her henchmen now realize that she should move from the presidential seat to the Pasig River as a lameduck.

Only die-hard followers would cast the die for someone who is practically surrounded by political vultures as her term draws near, and faces a downpour of lawsuits when she no longer has the immunity.

Cha-cha is too huge and risky an undertaking to be initiated, or secretly orchestrated, by someone who is a lameduck.

Those who sincerely respect and are faithful to PGMA should just encourage her to make as graceful an exit as possible and open the gate of Malacanang by herself on her way out.

Any other scenario--cha-cha, no-election--will open the floodgates of a political free-for-all which will make her exit really ugly and undo whatever legacy she thinks she has made.

with growing population of oppositions in GMA's government, she would have hell of a fight to push this constitutional amendment. am not counting yet the Church's influence and other sectors of our country that oppose Cha-cha.

so, GMA forget it!

When it comes to the security concerns of the community, everyone is a stakeholder--the local government, the police, the church, the NGOs and the individual residents.

I guess this thing has been going on for a long time, but everyone just looked the other way and pretended nothing was wrong. It has always puzzled me why major crimes in Tagbilaran seem to be concentrated in Mansasa. Either residents were coopted in the gambling scheme, were patrons of it, benefited indirectly from it, or simply did not want to stir a hornet's nest, considering that the local powers-that-be were themselves not doing anything.

Something's fishy behind this "bypass operation"--that is, the Cebu intelligence operatives skipping protocol and pouncing on Blanco directly without notifying their local counterparts. Afraid that a local tip-off will abort the operation?

I hope this will be the start of a concerted bust operation against all illegal activities in the city. No wonder the captain was not so concerned about Mansasa becoming the beehive of crimes in the city. Naa man diay siya'y laing gikabisihan. Or allowing street crimes diverted law enforcers from his illicit indoor activities?
#1199
I'll try that next time. Daplin pud diay naa sa karsada kay Roadhouse man.

I really hope that with this arrest, Mansasa will start to become livable again.
