Philippine Government / Calida Case vs Trillanes
October 27, 2019, 06:02:50 PM
MANILA -- The Supreme Court (SC) dismissed for being moot, a petition filed by Solicitor General Jose Calida and his family against former senator Antonio Trillanes IV in connection with a Senate inquiry.

In a 10-page resolution dated September 3 and made available to the public on Friday, the High Court said it can no longer rule on the suit, which sought to stop a legislative inquiry on government contracts supposedly awarded to a security services company of the Calida family.

Trillanes was being sued as then chairman of the Senate Committee on Civil Service, Government Reorganization and Professional Regulation.

"With the closing of the 17th Congress, the investigation into Proposed Senate Resolution No. 760 automatically ceased, rendering this case moot as the conflicting issue that may be resolved by the court ceased to exist," the court en banc, through Associate Justice Marvic Leonen, said.

"This court also takes judicial notice that respondent Trillanes has reached the end of his two-year term as senator. Thus, petitioners' prayer for this court to permanently prohibit from conducting an investigation into their supposed conflict of interest has likewise been rendered moot," it added.

In a 39-page petition for certiorari and prohibition with urgent application for the issuance of a temporary restraining order (TRO) and/or preliminary injunction filed on August 14, Calida asked the High Court to issue a TRO on the conduct of a legislative inquiry into the alleged conflict of interest in his stock ownership of Vigilant Investigative and Security Agency, Inc., which has multimillion-peso contracts with several government offices.

Calida also asked the SC to declare as "void and unconstitutional" Trillanes' letters inviting him and his family to the Senate as they were "issued in respondent's sole capacity only or without the authority of the Senate or any of its Committees." (PNA)

Philippine Government / LRT Schedule during Christmas
October 27, 2019, 06:00:46 PM
MANILA -- The Light Rail Manila Corp. (LRMC) has announced that it will extend the operating hours of the Light Rail Transit Line 1 (LRT-1) to accommodate the expected increase in the number of commuters in Metro Manila during the Christmas holiday season.

In a statement issued Thursday, LRMC Chief Operating Officer Enrico Benipayo said that starting October 25 until December 31, the last northbound train would depart from LRT-1 Baclaran station at 10 p.m. instead of 9:30 p.m. during weekdays.

On the other hand, the last southbound trip will leave from Roosevelt station at 10:15 p.m., also a 30-minute extension from the present 9:45 p.m. departure.

"We are extending the LRT-1 operating hours to accommodate the influx of passengers during the holiday rush. We continue to listen and find ways on how to better serve the needs of our customers," Benipayo said.

He said the LRT-1 operating hours during weekends stay at 9:30 p.m. from Baclaran and 9:45 p.m. from Roosevelt.

The LRMC said both first northbound and southbound trips will still depart at 4:30 a.m. on weekdays, weekends, and holidays.

However, both bounds will operate from 4:30 a.m. to 8 p.m. on Christmas Eve (December 24), and 4:30 a.m. to 7 p.m. on New Year's Eve (December 31).

"LRT-1 will also be open to service passengers on Dec. 25, 2019 (Christmas Day) and Jan. 1, 2020 (New Year's Day)," the LRMC said.

Last Monday, it showcased the recent expansion and improved amenities of the LRT-1's Edsa station, among them new ticket booths, comfort rooms, LED lighting setups, interior paint jobs, floor finishes, and a ramp for PWDs (persons with disability).

The station's connecting bridge has new roofs while passengers can now enjoy some architectural finishes and new fire exit and wider space following the demolition of old ticketing booths. (PNA)

MANILA -- The Department of Foreign Affairs (DFA) on Saturday confirmed that Fr. Marvin Mejia of the Catholic Bishops' Conference of the Philippines (CBCP) was among those injured in the recent bus accident in Mount Sinai.

"Fr. Mejia is one of the 23 Filipinos plus some Fil-Am tourists who were in a bus accident near St. Catherine's Monastery in the Sinai on their way to the border crossing into Israel," DFA Assistant Secretary Eduardo Meñez told reporters.

"As I mentioned before, the DFA was told that the group requested not to share information about the incident, but obviously well-meaning friends have shared information about the accident on social media," he said.

According to Meñez, many of the Filipinos who were part of the "Holy Land tour" will be returning to the Philippines in the next few days.

The extent of the injuries suffered by the victims ranged from bruises to broken bones, and most of them have been discharged from the hospital in Sharm-el-Sheik, he said.

Meanwhile, Meñez assured that the Philippine Embassy in Egypt, as well as the Filipino community in the area, has rendered assistance to the group in coordination with the travel agencies involved.

On Friday night, Caloocan Bishop Pablo Virgilio David relayed an official communication from CBCP President, Davao Archbishop Romulo Valles, who asked the public for prayers for those badly injured.

Valles confirmed that one of the passengers died, and a number were injured, including Fr. Mejia.

"Fr. Mejia and the rest of the group, particularly those who were injured, got help and assistance from the Apostolic Nunciature in Cairo, Egypt, especially that there is a Filipino priest there, Fr. Limchua, who is also from Cebu, working in that Apostolic Nunciature," he said.

"We are awaiting further notice. In the meantime, please offer prayers for Fr. Mejia and for those who were badly injured in that accident, and for the one who was killed," he added.

Meñez confirmed that the lone fatality was the American husband of one of the Fil-Am ladies.

"The US embassy is assisting in that regard," he said. (PNA)

Philippine Government / IP Schools Under Investigation
October 27, 2019, 05:58:51 PM
MANILA -- Indigenous peoples (IPs) have been leading the demolition of the Salugpungan schools that they once helped build, following the permanent closure of these educational facilities, National Security Adviser Hermogenes Esperon Jr. said on Friday.

The move came after the Department of Education (DepEd) 11 (Davao region) halted the operations of 55 Salugpungan Ta' Tanu Igkanogon Community Learning Center, Inc. (STTICLCI) for indigenous children due to supposed irregularities committed by the school management.

"'Yung IP (communities) mismo ang nagdi-dismantle ngayon ng mga schools na 'yun (The IP communities are the ones dismantling those schools)," Esperon told Palace reporters in a press briefing.

"So finally, we are putting closure to these Salugpungan schools," he added.

The DepEd approved the permanent closure of 55 STTICLCI in the Davao region on September 20. The notification was received by the school administration on October 7.

The DepEd ordered the total closure of Salugpungan learning centers after it found substantial evidence of irregularities against the educational institutions.

Results of the DepEd's investigation revealed that Salugpungan schools have failed to use the government-approved curriculum; brought students away from their homes without parental consent; used students to generate funds; had unlicensed teachers; and operated in the ancestral domain of IPs without community consent.

The closure order was based on the earlier claim of Esperon, vice chairperson of the National Task Force to End Local Communist Armed Conflict, that Salugpungan schools were promoting the ideology of the Communist Party of the Philippines (CPP).

The CPP's armed wing, the New People's Army (NPA), has been listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Tribal leaders have welcomed the DepEd's closure order.

Datu Malapandaw Nestor Apas, chief of the Langilan Manobo tribe of Davao del Norte, said in a Palace press briefing on October 9 that the closure of Salugpungan schools was necessary to save indigenous children in the country from having a "radical mind."

Esperon maintained that the NPA rebels are recruiting new members through the establishment of schools that cater to indigenous children.

"The red fighters, the New People's Army fighters in Mindanao are 70 percent coming from the katutubo, from the tribes, from the natives," he said.

"How did they do this? One very quick way of doing it was to establish the schools in the remote areas and that's where they manufactured their 'red warriors','' Esperon noted.

The DepEd-11 reported that 1,142 learners have been affected by the total closure of the Salugpungan schools. About 1,000 of these 1,142 indigenous children have already been accommodated by the DepEd in other educational facilities for this school year through its Learners Information System.

Only 142 IP students have been considered "missing."

DepEd Secretary Leonor Briones on October 17 assured that "education will continue" for indigenous children, despite the closure of STTICLCI.

Esperon lauded Briones for her commitment to protect the IP children's right to education.

"She (Briones) will put up a good school there for the indigenous people with dormitories," he said. (PNA)

Philippine Provinces / Water shortage in Metro Manila
October 27, 2019, 05:56:57 PM
MANILA -- National Security Adviser Hermogenes Esperon Jr. on Friday enumerated short- and long-term solutions that would help address the water shortage in Metro Manila.

In a Palace press conference, Esperon acknowledged the likelihood of a water crisis in the country's metropolis when water concessionaires fail to develop other sources of water.

"Until that time that we won't be able to develop other resources, then we have the possibility of water shortages every now and then," he said.

"So, there are short-range programs, there are long-term programs," he added.

The statement came following the announcement of Maynilad and Manila Water on Tuesday of rotational water service interruptions beginning that day, given the continued drop in Angat and Ipo dams' water level.

Maynilad and Manila Water also warned that the water rationing may last until next year.

Water levels at Angat and Ipo dams, which are at 185.86 meters and 100.37 meters, respectively as of Thursday, continue to decline due to below normal rainfall in these areas.

Esperon noted that the two concessionaires could not rely on Angat Dam since it also supplies water to parts of Bulacan and Pampanga provinces.

He, however, said that other sources can be tapped to raise the water level in Angat Dam, citing the action made by the Ramos administration.

"Umiray River sa (in) Quezon Province, Aurora simply goes to the Pacific Ocean. So what did the Ramos Administration do then (was to) tap that water and put it to Angat (Dam)," Esperon said.

"Now, if we are able to get more into Angat and develop, protect more the forest cover there, then we will get more water," he added.

Esperon also noted that concessionaires can source water from Laguna Lake.

He disclosed a plan to get "100 million liters a day" from Laguna Lake, but it has yet to materialize.

"The most immediate that we could get from would be of course from Laguna Lake, but it turns out that Laguna Lake costs so much more to purify because of the character and quality of water that is there. It's no longer as pure, as good as we want it," Esperon said.

"So, part of the solution would be also to make Laguna Lake clean. How do you do that? Probably dredge it," he added.

Esperon noted that in the previous Cabinet meeting, there were discussions to also dredge the Pasig River "for a better outlet," and look at other sources, such as the Wawa Dam in Rodriguez, Rizal and the proposed Kaliwa Dam in Infanta, Quezon.

Amid the implementation of the rotational water interruption, state regulator Metropolitan Waterworks and Sewerage System on Thursday reminded consumers to be responsible in using water. (PNA)

Philippine Provinces / SGLG 2019 LGU Winners
October 27, 2019, 05:55:44 PM
MANILA – Almost 400 local government units, or 44 percent, have passed the standards of good local governance this year, the Department of the Interior and Local Government (DILG) said on Saturday.

From the 263 passers last year, the LGU passers went up to 380 after fulfilling the assessment criteria in good governance. The figure consists of 17 provinces, 57 cities, and 306 municipalities nationwide.

Interior Secretary Eduardo Año praised the LGUs for passing despite the challenging year and for stepping up their game.

Leading the passers were 65 LGUs from the Ilocos region: Central Luzon (63); Cagayan Valley (40); Calabarzon (33); and the Bangsamoro Autonomous Region in Muslim Mindanao (28).

The BARMM was recognized for the success of its LGUs despite its transition and the other issues faced by the region.

"Despite the many issues happening in the area -- the elections, the passage, and plebiscite of organic law -- the BARMM still has awardees," DILG spokesperson and Undersecretary Jonathan Malaya told reporters in an earlier press briefing.

Malaya added that this year, 99 more municipalities and 18 more cities passed the seal compared to last year.

"We expect continued progress and improvement in delivering services," he said.

The criteria for the seal of good governance (SGLG) include financial and administrative management; disaster preparedness; social protection; peace and order; business-friendliness and competitiveness; environmental protection; and tourism, culture, and arts.

With the creation of the SGLG through Republic Act 11292, Año said he "expects "continued progress and improvement in LGUs' capacity to deliver quality service to the people."

The passers are eligible to compete in the DILG Performance Challenge Fund (PCF) to finance their local development projects.

The awarding of the seal will be held at the Manila Hotel on November 4 and 5. (PNA)

MANILA -- The Armed Forces of the Philippines (AFP) on Saturday maintained that the filing of charges against two former officials of the Philippine Military Academy over the death of cadet of 4th Class Darwin Dormitorio due to alleged maltreatment, is part of due process.

"When soldiers, airmen, sailors, or marines face a military tribunal or a civilian court to answer charges for what they did or failed to do, that's due process," AFP spokesperson, Marine Brig. Gen. Edgard Arevalo said in a message to reporters.

Last month, PMA Superintendent, Lt. Gen. Ronnie Evangelista and Cadet Corps Commandant, Brig. Gen. Bartolome Vicente Bacarro, resigned from their posts in wake of the incident.

"When men and women in uniform tasked to accomplish a mission are later asked to account for what they did or failed to do, that is soldiery," Arevalo noted.

"That is what military leaders who decide and act in all circumstances must be prepared to do," he said.

On Wednesday, the National Bureau of Investigation (NBI)-Cordillera filed a complaint against the two former PMA officials at the Baguio City Prosecutor's Office for violation of the Anti-Hazing Law.

In its complaint, the NBI said the officials did not do anything to probe or act to prevent the maltreatment against Dormitorio.

Earlier this month, the Dormitorio family filed murder, hazing and torture charges against several PMA cadets and tactical officers over the cadet's death.

On September 18, the 20-year-old cadet was found unconscious inside his room at the academy by fellow cadets and was brought to the hospital where he was declared dead on arrival. (PNA)

MANILA -- The Bureau of Customs (BOC) on Saturday clarified the procedures in processing shipments of regulated items, including meat products.

In a statement, the BOC reminded importers of regulated products that they are required to secure corresponding import permits as part of customs clearance.

It cited as an example the processing of meat products coming from international sources.

According to the Port of Cebu, one of the ports which cater to imported meats, the process starts when the importee has provided the corresponding Sanitary-Phytosanitary Import Clearance (SPSIC) from the Bureau of Animal Industry (BAI).

It added that shipments are subjected to inspection by the BAI regardless of the selectivity, as part of the first border inspection and issued a signed SPISC.

The meat product is then delivered to the designated cold storage facility where the National Meat Inspection Service (NMIS) shall conduct a 100 percent examination as part of the second border inspection.

In some cases, Customs representatives are invited to witness the examination.

It noted that a similar process is applied to other regulated products and are strictly enforced throughout all ports of the country.

To date, the BOC has apprehended various shipments containing frozen pork meat products in various ports as part of its commitment to preventing the entry of meat infected with the African swine fever (ASF) virus.

They were apprehended and seized for violation of Sections 117 and 118 of RA 10863 also known as the Customs Modernization and Tariff Act (CMTA).

The Bureau assures the public that border security is a primary concern of the agency and close coordination with regulatory agencies is done to ensure the safe and legal entry of regulated products into the country.

Information on regulated products can be found on the BOC website and social media accounts. (PNA)

Philippine Daily News / Internship Program of DOLE
October 27, 2019, 05:47:54 PM
MANILA -- The Department of Labor and Employment (DOLE) on Saturday announced the expansion of the coverage of the Government Internship Program (GIP) to encourage qualified individuals to pursue a career in government service.

Labor Secretary Silvestre Bello III signed Department Order No 204-A series of 2019 which allowed applicants aged 31 years old and above to also apply for the program.

Previously, the DOLE-GIP is open only to beneficiaries aged 18 to 30 years old.

To qualify, applicants must have no work experience or with intermittent work experience; laid-off or terminated due to closure of establishments; or displaced due to natural or manmade disasters.

The program may also be extended to victims of armed conflict, rebel returnees, persons with disability, and indigenous peoples.

The GIP beneficiaries are tasked to assist the DOLE and its partner agencies in duties that are not highly technical, such as encoding of registrants in the Public Employment Service Offices (PESO) Employment Information System; and profiling of child laborers, PWDs, and senior citizens in concerned barangays.

Among DOLE's partner agencies in the program are the executive, legislative, and judicial bodies at the regional and national levels, PESOs, public hospitals, and public schools or educational institutions, government financial institutions, government-owned and controlled corporations, and local government units.

The internship period shall be for a minimum of three months to a maximum of six months and the salary is equivalent to the existing minimum wage of the region where the beneficiary will be employed.

The successful applicants shall also be entitled to insurance coverage, which shall not be deducted from the beneficiary's allowance, based on the premium agreed by DOLE and the Government Service Insurance System.

Beneficiaries may also be re-admitted upon recommendation of the partner agencies.

The DOLE added the new qualifications add up to the established requirements for GIPs who must have no work experience and at least graduates of high school/senior high school or its equivalent level under the Alternative Learning System or graduates of a technical-vocational course. (PNA)

Philippine Daily News / NFA Rice Purchasing Target
October 27, 2019, 05:46:02 PM
MANILA -- In an effort to meet the 15-day buffer stock, the National Food Authority (NFA) has increased its rice purchasing target to 1.14 million metric tons (MT) from 389,000 MT of palay (unhusked rice).

In a press statement on Saturday, the state-run grains agency said the higher procurement goal was approved during the recent meeting of the NFA Council led by Agriculture Secretary William Dar.

The NFA has stepped up its procurement of unhusked rice following the signing of Republic Act 11203 or the Rice Tariffication Law in February this year.

Under RA 11203, the NFA is mandated to maintain the equivalent 15 to 30 days of the country's rice consumption.

The NFA bought 5.9 million bags of unmilled rice from farmers from January to August 2019, exceeding its target of 5.3 million.

The increase in procurement of unhusked rice is also seen as a solution to help local farmers cope with falling selling prices of the country's staple.

"The National Food Authority will employ new ways to make it more responsive and effective under the Rice Tariffication Law regime," it said in a statement.

More palay buying stations installed

To serve more Filipino farmers in several provinces, the NFA said it also set up a total of 558 palay buying stations, 247 more than the previous 311.

Dar said the NFA will focus on buying unmilled rice in Top 10 rice-producing provinces, which include Isabela, Nueva Ecija, Cagayan, Tarlac, Pangasinan, Iloilo, Camarines Sur, Negros Occidental, North Cotabato and Zamboanga del Sur.

The NFA is also targeting buying unhusked rice in Oriental and Occidental Mindoro, as well as in other traditionally major rice-producing areas.

The grains agency said it would also ask local government units (LGUs) to allow the use of their gymnasiums and other appropriate facilities, especially in places where there are no NFA warehouses.

NFA rice to be sold at P23 per kilo

The NFA said it would no longer divest its properties and warehouses, noting that "these could be used for buffer stocking."

It likewise announced the reduction of its selling price to accredit retailers to PHP23 per kilogram from PHP25 per kilogram.

"Such reduction will give retailers a PHP4 [per kilogram] profit, and the NFA can sell its rice stocks faster," the NFA said.

The NFA, however, said its rice should still be sold to consumers at PHP27 per kilogram.

It added that it will also now sell its rice at PHP25 per kilogram to other government agencies, like the Department of Social Welfare and Development, Bureau of Corrections, Bureau of Jail Management and Penology, and LGUs.

NFA awaits conversion of gov't cash subsidy to rice

Meantime, the NFA remains optimistic that Congress would soon pass a measure that will allow the distribution of rice instead of cash to beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps).

"The NFA is awaiting a favorable legislative policy, where the DSWD, instead of cash, will give rice worth PHP600 to beneficiaries under the 4Ps program," it said.

The plan to give rice instead of cash subsidy to 4Ps beneficiaries was made after farmers' income have dropped because of the decline in farm-gate price of unhusked rice driven by the implementation of RA 11203.

The Senate on Oct. 2 approved the joint resolution allowing government to convert its cash assistant to rice for the beneficiaries of 4Ps. The similar measure was approved by the House committee on agriculture and food on October 23.

NFA credit line renewed

The NFA also announced that its credit line with the Development Bank of the Philippines and Land Bank of the Philippines had been renewed.

It added that its revised corporate operating budget for 2019 was also approved by the council, given the amendments to its mandate under the Rice Tariffication Law.

The agency's organization was also restructured to allow the allotment of the budget for separation package for its retiring employees and the hiring of consultants who will recommend optimal buffer stocks. (PNA)

MANILA -- Filipino World War II veteran Jose Manzano-Somera, 92, was honored with the Congressional Gold Medal, the highest civilian award bestowed by the United States' (US) Congress.

Texas Representative Roger Williams awarded the medal to Manzano-Somera in a ceremony held in Fort Hood in Killeen, Texas on Friday (Oct. 25), according to an article published in Stars and Stripes website.

Manzano-Somera was accompanied by his wife Elizabeth and daughter, Josephine Manzano-Stettler.

The conferment of the award is part of the implementation of the Filipino World War II Congressional Medal Act signed by former US president Barack Obama in December 2016.

Manzano-Somera is one of the 260,000 Filipino war veterans who fought alongside American troops during the war between July 26, 1941 and December 31, 1946.

From August 1946 to April 1949, Manzano-Somera enlisted as a private in the New Philippine Scouts of the US Army, a unit that helped track down and eliminate bands of Japanese fighters who refused to surrender.

A decade after his service, Manzano-Somera took advantage of an offer for US citizenship. He now lives in Georgetown, Texas.

Steven Frank, III Corps command historian, said the sacrifices of Filipino World War II veterans are "immeasurable."

"The contributions the scouts made [were] immeasurable. They helped save thousands of American and Filipino lives and sped up the liberation of their homeland in countless ways," Frank was quoted as saying by Stars and Stripes during the awarding ceremony for Manzano-Somera.

To date, around 45 Filipino scouts have received the Congressional gold Medal, the October article of Stars and Stripes added. (PNA)

Philippine Daily News / Calamba Laguna Scare
October 27, 2019, 05:43:02 PM
CALAMBA CITY, Laguna -- Scores of city folks and spectators were "freakily scared" on Saturday after a throng of spooky and creepy creatures were featured in a Halloween trick-or-treat event at the Old City Plaza, where the iconic "kalan-banga" (clay stove and jar) landmark in this city proper stands.

The event drew hundreds of costumed players from as young as two years old to senior citizens, replete with make-up for such creepy characters as the cursed doll "Annabelle", evil toy "Chucky", devil nun "Valak," zombies, monsters and other mythical creatures.

Leonardo F. Opulencia Sr., chief of the City Cooperatives and Livelihood Development, said the pre-Halloween event was staged to generate support funds to promote a culture of entrepreneurship especially among the Calambeño youths for their cooperative movement and facilitate provisions or marketing, training, facilities and technology.

The "fun walk for a cause" was spearheaded by Opulencia, in partnership with Cultural Affairs, Tourism and Sports Development Department (CATSDD) headed by Larissa Malinao, Sangguniang Kabataan Federation President Kenneth de las Llagas and the Calambataan Producers Cooperative, as a prelude to the city's observance of "Undas" (All Saints' and Souls' Days).

"This is one way to encourage participation and engagement of the young generation in creating sustainable livelihood programs for Calambeño entrepreneurs and cooperatives," Opulencia said.

The creepy "walk for a cause" started 7 p.m. Saturday where various youth groups, donned in spooky costumes, performed their Halloween-themed dance "rituals."

"This Halloween-inspired fun walk is being staged yearly for the youth sector's livelihood support especially the out-of-school youths to establish cooperatives and support their education, livelihood and other programs," Opulencia added.

Now on its second year, the project initiative has been supported by Mayor Justin Marc Chipeco, Vice-Mayor Roseller Rizal, the Sangguniang Panlungsod, and the SK Federation as a yearly event that draws hundreds of millennials who have the penchant for thrills and excitement.

Delas Llagas thanked the city government for endorsing the project, dubbed "Tabi, Tabi Po! Gabi ng Lagim – Parada ng Mga Nilalang Sa Dilim," which started as a youth gimmick and pre-Halloween treat, but is now staged annually to support the youth livelihood and coop program.

Malinao awarded the "Best in Costume" with PHP5,000 cash to a "walking skeleton," while other prizes of PHP2,000 each were presented to the scariest "cosplayers," and PHP 10,000 to the biggest parade delegation in Halloween costumes.

Prizes were also awarded to street and stage dancing contingents at PHP15,000 for the champion; PHP10,000, for the second prize and PHP5,000 for the third prize, while youngest and oldest participating costume players were also awarded PHP2,000 each during the culminating pre-Halloween party. Philippine Daily News / Taguig Leads Anti-Polio Drive
October 27, 2019, 05:42:01 PM
MANILA -- Taguig City ranked first among the local government units in the National Capital Region (NCR) in the implementation of the Department of Health's (DOH) "Sabayang Patak Kontra Polio" campaign.

Taguig received a rating of 102 percent, snatching the highest score among the cities and municipality of NCR as it successfully vaccinated a total number of 96,866 children.

The teams from DOH and the World Health Organization validated the results after conducting Rapid Coverage Assessment.

Following announcements of a polio outbreak in the country last Sept. 19, Taguig amplified its campaign against the disease by administering vaccinations in barangay health centers and conducting house-to-house visits.

This aligned with DOH Memorandum No. 2019-0318 reiterating the conduct of the Synchronized Oral Polio Vaccination from Oct. 14 to 27 (first round of vaccination) and from Nov. 25 to Dec. 7 (second round) in Metro Manila.

Under the program, children aged 0-59 months old should receive oral poliomyelitis vaccination to help them fight the virus that may lead to lifetime illness and even death.

DOH Health Policy and Systems Development Undersecretary Mario Villaverde expressed his gratitude to Taguig for its active participation in the anti-polio vaccination program.

Taguig City's National Immunization Program Coordinator, Dr. Jennifer Lou Lorico-De Guzman, on the other hand, commended the barangay health workers (BHW) and the city health personnel for the successful implementation of the program.

"Not just doctors, our BHWs also voluntarily work on the weekends just to make sure that we reach our target every day," she said.

She also cited the collaborative effort among medical practitioners from private hospitals such as St. Luke's Medical Center-Global City, Medical Center Taguig and Cruz-Rabe Hospital. (PR)

MANILA -- The Presidential Communications Operations Office (PCOO) will soon begin the rehabilitation of at least 14 state-run radio stations nationwide, following China's recent donation of over PHP130 million worth of radio broadcast equipment to the Philippines.

PCOO Secretary Martin Andanar said 10 AM (amplitude modulation) and four FM (frequency modulation) stations operated by government-owned Radyo Pilipinas (RP) will undergo facility upgrade.

"We conceptualized the radio rehab program after going around the country and seeing that the status of our radio stations under the Philippine Broadcasting Service are not as inviting anymore," the Communications chief said during the launch of radio rehabilitation program in Butuan City on Friday.

The first station that will be rehabilitated is RP-Butuan, as earlier promised by Andanar.

"I am happy to announce that we are launching the radio rehabilitation program here in Butuan City... This is the first time that we are doing this," he said.

Apart from Butuan, other stations that will be part of the radio rehabilitation program are those from Cagayan de Oro City, Davao, Cebu, Tawi-Tawi and Batanes.

Andanar noted that the equipment turned over by Chinese Ambassador to the Philippines Zhao Jianhua will be installed in 10 AM stations, while the other radio broadcast tools donated by China will be set up in four FM stations.

In March this year, Andanar announced that Zhao had committed to donate PHP15 million worth of equipment to the PCOO, which include laptops, desktops, microphones, and audio consoles.

Meantime, Andanar and Chinese Vice Minister Wang Shouwen signed and exchanged certificates on the Philippine Radio Equipment Project on Thursday (Oct. 24) in Intramuros, Manila.

The new equipment worth more than PHP130 million from China include live broadcast room equipment, FM broadcast transmitter equipment, and medium wave transmitter equipment.

Andanar thanked the Chinese government for its donation.

"We plan to rehabilitate 10 radio stations nationwide and on top of that, the People's Republic of China has already turned over more than PHP130 million worth of radio broadcast equipment," he said.

On Friday, Andanar said China's donation of radio broadcast equipment will be a "huge boost" to state-owned regional stations. (PNA)

Philippine Daily News / Undas 2019 in Marikina
October 27, 2019, 05:38:40 PM
MANILA -- Marikina City Mayor Marcelino Teodoro on Sunday said he has ordered all concerned departments of the city government to ensure a safe and orderly observance of 'Undas' or All Saints' Day and All Souls' Day.

He said security measures and traffic rerouting schemes must be in place, particularly on all roads leading to the five cemeteries in the city.

"Gusto ko yung public security at traffic rerouting ay matiyak na maipatutupad. Dapat walang anumang untoward incident sa loob sementeryo. Yung peace and order dapat mahigpit na maipatupad (I want public security and traffic rerouting implemented properly. There should be no untoward incident inside the cemeteries. Peace and order should be assured)," Teodoro said in a statement on Sunday.

Teodoro earlier led the inspection of Loyola Memorial Park, Barangka Municipal Cemetery, Aglipay Cemetery, Holy Child Cemetery, and Our Lady of Abandoned (OLA) to make sure the cemeteries have been properly cleaned and have undergone repairs.

He said preparation for the influx of the people during the Undas has started as early as three weeks ago with the formation of "Oplan Undas" task force.

The task force will be chaired by Councilor Manny Sarmiento and will have members from Marikina City Police, Office of Public Safety and Security (OPSS), City Health Department, City Disaster Risk Reduction and Management Office-Marikina Rescue 161, Bureau of Fire Protection, barangay officials and other concerned departments who will be stationed in five cemeteries.

The public have been advised to check the traffic rerouting scheme through the city PIO Facebook page.

To prevent traffic congestion, vendors will be prohibited along the roads and sidewalks. They can only sell their goods at the designated areas, according to Sarmiento.

He said vendors at the Loyola Memorial Park may occupy the basketball court near the entrance of the cemetery.

Teodoro, meanwhile, reminded the public not to bring prohibited items inside the cemetery such as firearms, bladed weapons, alcoholic drinks, gambling paraphernalia, and loudspeakers.

He said command centers and police assistance desks will be set up near the entrance of all cemeteries. (PNA)

Anonymous Diary Blog / Why dogs live less than human

WHY DOGS LIVE LESS THAN HUMAN
Repost from FB

Here's the surprising answer of a 6 year old child.

Being a veterinarian, I had been called to examine a ten-year-old Irish Wolfhound named Belker. The dog's owners, Ron, his wife Lisa, and their little boy Shane, were all very attached to Belker, and they were hoping for a miracle.

I examined Belker and found he was dying of cancer. I told the family we couldn't do anything for Belker, and offered to perform the euthanasia procedure for the old dog in their home.

As we made arrangements, Ron and Lisa told me they thought it would be good for six-year-old Shane to observe the procedure. They felt as though Shane might learn something from the experience.

The next day, I felt the familiar catch in my throat as Belker's family surrounded him. Shane seemed so calm, petting the old dog for the last time, that I wondered if he understood what was going on. Within a few minutes, Belker slipped peacefully away.

The little boy seemed to accept Belker's transition without any difficulty or confusion. We sat together for a while after Belker's Death, wondering aloud about the sad fact that dogs' lives are shorter than human lives.  Shane, who had been listening quietly, piped up, "I know why."

Startled, we all turned to him. What came out of his mouth next stunned me. I'd never heard a more comforting explanation. It has changed the way I try and live.

He said, "People are born so that they can learn how to live a good life — like loving everybody all the time and being nice, right?" The six-year-old continued,

"Well, dogs already know how to do that, so they don't have to stay for as long as we do."

Live simply.
Love generously.
Care deeply.
Speak kindly.

Remember, if a dog was the teacher you would learn things like:

• When your loved ones come home, always run to greet them.
• Never pass up the opportunity to go for a joyride.
• Allow the experience of fresh air and the wind in your face to be pure Ecstasy.
• Take naps.
• Stretch before rising.
• Run, romp, and play daily.
• Thrive on attention and let people touch you.
• Avoid biting when a simple growl will do.
• On warm days, stop to lie on your back on the grass.
• On hot days, drink lots of water and lie under a shady tree.
• When you're happy, dance around and wag your entire body.
• Delight in the simple joy of a long walk.
• Be faithful.
• Never pretend to be something you're not.
• If what you want lies buried, dig until you find it.
• When someone is having a bad day, be silent, sit close by, and nuzzle them gently.

That's the secret of happiness that we can learn from a good dog.

Bohol runner beat Kenyan
to win 1st WTD 10K run

TAGBILARAN CITY, Bohol, September 28, (PIA)—A Boholano duathlon athlete used brilliant strategy in playing into the mind of a Kenyan, wasting his energies, before claiming the championship in the 10 kilometer run for the first Bohol World Tourism Day Run 2019.

Speeding off along with the main pack from the new provincial Capitol at the new Capitol Site, here, Boholano runner graduate of Marine Engineering and national athlete for duathlon Emmanuel Comendador (#1173) kept on the tail of Kenyan: Kipngeno Mutai (#1154) all throughout the large section of the 10 kilometer route from the new Capitol to Corella-Tagbilaran boundary, occasionally overtaking the legendary runner and regaining the safe 20 meter behind.

Comendador, born in Limasawa Island Southern Leyte has long opted to settle in Cambangay Norte in San Miguel Bohol, started his running career in Bohol in 2010 when he joined Bohol's elite cycling team Paseo de Loon.

Realizing his strength is in running, Comendador, now 34 has since caught the attention of national track coaches when he qualified thrice for the Milo International Finals, took to the painful run-bike training regimen and improved his best times.

But, despite international appearances under his team Standard Insurance, Comendador knows how it is running up against legendary Kenyans.

"I had to make him feel that I had tired and that I was weakened, so he would relax and then I would take the last sprint away from him," Comendador shared his plan after the race.

The Boholano runner took the first lead in the race at the turn-around marker at the Petron Gas Station near corner to Cabawan, and the Kenyan took the cue and bit the bait.

Once, I had to make him feel that there is a strong competition so he would use up his energies, Comendador said.

The Kenyan took the lead again after that while Boholano runners Jonathan Pagaura, Paul Jumamil (who was recovering from an injury) and Leonides Sollegue took turns in upping the local threat.

I stayed about 30-50 meters behind him, and when he is not looking behind, Id sneak in a few meters, was what he did until 1.2 kilometers into the finish line.

From there, I picked pace and took the lead, knowing that the remaining track would be a way down and an ascent before the finish line. Kenyans are great at picking up speed with the help of gravity, he said.

Bohol Latest News / Bohol Mountain Bike Race
October 26, 2019, 06:22:40 PM
Clarin MTB race show
Spectacular finishes

CLARIN, Bohol, September 22, (PIA)—From the crack of the gun start to the podium, the top three contenders in the elite category of the 1st Clarin Fiesta Open Invitational Extra Challenge Cross country Mountain Bike Race 2019 built a cranking cadence that had them only separated by a few meters until the finish line an hour and 20 minutes later.

In the 30-49 category, the sprint from Buacao to the finish line defined the victory, but not after a grueling pedaling that would faint the weak and break the lesser forge.

It was a cranking battle of the hardcore mountain bikers from beginning to the end of the 35.4 kilometer route that gathered the big names in Bohol's cross country mountain bikers to this town as an added pre-fiesta feature, and in the elite category, the rivalry was defined by just bike lengths.

Batuan biker Nicho Lumay (race number 01) crossed the line only a few seconds from top contender Adelino Buligan of Calape ((03) and Acrhie Enad of Sagbayan (#35) to occupy the top three slots with a trophy in the five places with a cash prize and certificate.

Coming after them hot was biker Deven Valderosa (24) and Jesryl Almacin (#23).

Sponsored by the Municipality of Clarin Committee on youth and Sports, along with the Sangguniang Kabataan (SK) and Clarin Bikers Adventure Team, the 1st Clarin Open Invitational Extra Challenge Mountain Bike Race 2019 posted a record time of a little over an hour for the entire route that took bikers from the Poblacion to Nahawan, and to the climbs starting from Cantuyoc, to the undulating terrain of Caboy, Mataub, Tuntonan, Villaflor, Bugtongbod, Cabog, Tubod, Danahaw, and the most technical climbs from Buangan to Candajec and up to the town's highest point in Katipunan.

From there, the route swerved into the scenic concrete barangay roads snaking downhill to Buacao and the sprint back to the Cultural Center.

Opened for the Elite, 50 and above, 30-49 and 29 below, the race invitational race hand over a hundred bikers geared up for the long climbs and the sheer joy of life in a saddle and behind a cockpit.

In the 29 and below category, John Mark Acman (#40) took the top spot when he crossed the line before Francis Cortes (#37) and Jay Kenneth Laga (#41).

At fourth place was Nicole Joshua Gambe (#36) with Kim John Ligones (21) on his tail.

In the 30-49 age category, it was another spectacular photo finish when Atty Butchie Zamora (#59) blazed through the line with Talibon's Roger Torreon (#55) on his tail, sticking like glue.

Behind them was Ricky Durano (#50), Jobier Visto (#890) and Julius Daluperit (#52).

In the golden category, rider Concordio Bernales (#09) crossed the line first followed by Felix Perex (12) who was chased by Clarin teacher Flor Tunday (#81).

Police Officer Bilbert Aguilar (#08) placed fourth and followed by Alyan Macalam (#06).

It was a lovely challenging trail even the professional bikers agree, the climbs were endlessly painful, admits Buligan, who had numerous awards in his belt.

Bikers with wide range of gears got the best in the long climbs, but those with fewer, and thus lighter and less cumbersome shifting also took the advantage to the hilt.

Most of the winners had the lighter 1x or 2x drive trains, noting that the course had more climbs than flat tracks.

The race started off with a short program and a bike parade around the town's main thoroughfares. (rahc/PIA-7/Bohol)

CHASING A SHADOW. From the crack at the gunstart, bikers Archie Enad (middle) and Adelino Buligan (third) cranked up the pedals a cadence faster than the other competitors to establish the lead among the pack. In the end, Nicho Lumay (first) prevailed and kept his lead here while Buligan advanced to claim second spot in the 1st Clarin Fiesta Open Invitational Extra Challenge Cross country Mountain Bike Race 2019. Bohol Latest News / Radar Facility in Balicasag Island
October 26, 2019, 06:21:53 PM
Balicasag radar facility places
Bohol as tourism security hub

TAGBILARAN CITY, Bohol, September 24 (PIA)—When operational, it would be tougher for criminal elements and terrorists on board boats to slip through the dragnet spread by the pulsing tentacles of the radar which the Philippine Coast Guard (PCG) installs in Balicasag Island.

The new radio detection and ranging (radar) in Balicasag Island off Panglao rages to as far as 25 nautical miles of about 47 kilometers and this reaches out way past Dumaguete City and completely covers the seas dividing Bohol and Cebu as well as that of Cebu and Dumaguete.

Generally, radar detection is by reflection from the object; any movement the object produces, a doppler signal from which via complex analysis, one can find the status of the object, human beings and small objects among them.

The installation can be key information source about any vessel transiting the area, their size, general direction and this can be verified by a network of ranging stations installed in all Coast Guard floating and installed assets, stated Bohol Coast Guard Station Commander Lieutenant Patrick John Cabasag.

And when the Balicasag radar would have limited reach, when it would be interlinked with another radar facility in Negros, as well as radars onboard Coast Guard ships and assets, it could help direct law enforcers or special action teams to apprehend and enforce laws even in high seas.

The installation of the vital facility had no less than Governor Arthur Yap, PCG Commodore William Isaga who incidentally heads Coast Guard Weapons, Communication and Information Systems (COAST-WISE) Command for Coast Guard Commandant Admiral Elson Hermogino, PCG Visayas District Commander Ronnie Gil Gavan and Panglao LGU representative Amira Alia Montero.

According to Commodore Isaga, the radar facility would be hub of tourism defense in the region, as Balicasag lies just within the radar range of Apo Island, Dumaguete City, southern Cebu and the world class resorts of Panglao and Pamilacan.

It was a lesson in 2013 when terrorists Muslim separatists sneaked into Bohol and inserted themselves in Inabanga.

Although the incursion did not bid well for the southern terrorists guided by a local, the government authorities vowed not to let anything similar happen.

Commodore Isaga said the facility will be able to deter terrorist activities in the region especially those who come through the seas.

Apart from stopping potential terrorists from entering the region, the facility can also be very crucial in helping the government enforce maritime safety and environmental law implementation.

As the radar facility operates, it has the capacity to keep a full time watch, to monitor, detect and identify sea vessels within its area of coverage, Lt. Cabasag of Bohol CG station explained.

The facility would be one among the 20 such facilities that the government would put up in the Visayas and Mindanao areas to counter piracy and the spilling over of the terroristic activities in the south.

The facility would cost the government some P19 million while this would be placed in a P10 million three storey building built in the highest point of Balicasag Island, which in itself is a Naval reservation island.

The radar is just first among the plans laid out for the Visayas, Commodore Isaga said.

The PCG is also putting up fast patrol boats, jetski and all terrain coastal patrol vehicles for the government's coastal patrol units plus a company sized quick reaction force that doubles up as tourism related rescue and response.

This reaction force of the PCG special operations team would be composed of divers graduates of Basic Life Support courses, with high tech equipment, which can be deployed anytime, Commodore Isaga shared.

With these, Bohol, which is already a tourism star, would be transformed into a tourism superstar and would be the tourism security hub in Central Visayas, he stressed. (rahc/PIA-7/Bohol)

Bohol Latest News / Gender-sensitive media reporting
October 26, 2019, 06:19:49 PM
PCOO Roadshow pushes for
gender-fair media reporting

TAGBILARAN CITY, Bohol, October 5, 2019 (PIA)—The call for gender fair reporting to motivate people to form social values and further elevate equality of gender resounds at the recent Presidential Communications Operations Office (PCOO) Roadshow at the Bohol Island State University last week.

In a presentation prepared by no less than PCOO Assistant Secretary for operations and legislative Atty. Ana Marie Rafael-Banaag shared during the one-day forum attended by local government officials, national government agencies, social studies teachers, representatives of the academe, media and students, government authorities called for balanced reporting and skipping off stereotypes when reporting.

Stereotyping, as defined by the United Nations, is the practice of ascribing to an individual woman or man, specific attributes, characteristics or roles on the sole basis of her or his membership of the social groups of women and men.

Starting the advocacy, PCOO called on the media to start making the difference.

Media feed the consuming public with messages that end up making people form their social values, and this can perpetuate the inequality which many have pointed out now, PCOO said.

Over this, PCOO pushes for media to do away from stereotypical portrayal and rigid gender roles.

All we need to ask is for the media to strive to show a multi-faceted representation of men and women, do away from sexist language, and language that disparages women, the PCOO speaker who read Atty Banaag's statements.

Instead of sales girls, use sales women, or language that perpetuates unfair and unequal gender relations like man and wife to mean husband and wife, she said.

And address people in a gender-neutral manner, PCOO suggested.

Finally, the PCOO, which is now carrying the Philippine Council for Women's new edition of Media and Gender Equality Guidebook on Gender Fair Media Guidebook to Bohol, said there are already a long list of non-sexist language, one which the book contains.

Let us start putting the equality in gender in the proper perspectives, and maybe, we can advance real gender fair society, a roadshow participant echoed after the topic on gender fair media reporting. (rahc/PIA-7/Bohol)

Bohol Latest News / Managing depression in Bohol

PAGPAKABUHI volunteers
help manage depression

TAGBILARAN CITY, Bohol, October 5, (PIA)—From a handful of individuals with different backgrounds and functionalities but oned in a mission to be there for people who are on the edge due to depression, stress and schizophrenia, a group has been formed and committed to bring out information education and communications as well as psycho-physical interventions to help people struggling from the above personality crisis.

Now already a large group of volunteers which include plain house helps, Paghatag og Pagtagad sa Kabililhon sa Kinabuhi (PAGPAKABUHI) "firmed up its beginnings last September 8, when we sat down informally to get to the alarming issue of depression and how it has caused people's lives," said Dr, Fruserma Mary Uy, Bohol Provincial Health Office Mental health focal person.

A group which now has Bishop Albert Uy, PAGPAKABUHI member volunteers say they share one advocacy and one vision, guided by the Holy Spirit, and would strive to be there for every one needing help while fighting out bouts of depression, she added at the Kapihan sa PIA, in time for Mental Health Month in October.

Dr Uy admitted too that the group started as a response to the already alarming cases of suicide, which can also be traced to depression which leads to taking one's life.

PAGPAKABUHI is one now of the many groups coming out to help people manage their stress and depression and we are accepting volunteers who only need to have the commitment needed to get to the task, in the true spirit of volunteerism, she narrated.

Part of the group's interventions include promotion of mental health awareness through lectures and film, offers intervention services, psychotherapy and counseling and other adjunct therapies that also include teaching depressed people some new things to keep his mind off the struggles.

In coping with depression, it is helpful to know what is mental health, a certain sense of disciplining the mind, regaining trust and faith in God, getting other preoccupations as escape and drawing strength from family members to be able to surmount all these, remarks Jeanine Valerie Borromeo, a PHO nurse and PAGPAKABUHI volunteer.

The formation of the group also came in time for the passing of the Mental Health Act or Republic Act 11036, Dr. Uy explained.

The law also mandates local government units to set aside a budget for mental health, and Bohol is joining in with the program now at the PHO and DOH.

While Dr. Uy believes the dissolution of family relationships has upped the depression cases, she believes technology like gadgets has pushed man to lose his personality.

She also thinks suicide is contagious so that its reporting should only be handled by professionals. (rahc/PIA-7/Bohol)

Bohol theater ensemble to
stage 'Dagohoy' in S Korea

TAGBILARAN CITY, Bohol, October 12 (PIA)—Bohol's collaborative theater companies which advanced theater and arts in helping earthquake victims recover from trauma, packs its props and costumes for a series of stage shows in South Korea.

Kasing Sining Foundation, or art with a heart is a collaborative theater company of Teatro Bol-anon, Teatro Abatan and the Dr. Cecilio Putong National High School Special Program for the Arts which roamed around Bohol giving earthquake stress debriefing sessions through the arts in 2013 and onwards.

Organized by Bohol's premier theater and movie director and cultural impresario, Lutgardo Labad, Kasing Sining, which has formed itself into a foundation, is bringing to South Korea by invitation, a Teatro Bol-anon original musical play billed as Dagon sa Hoyohoy.

Dagon sa Hoyohoy (Talisman of the Breeze) is a Musical on the Life of Francisco Dagohoy, Boholano Hero who led the longest revolt against Spain.

Written by Holy Name University Professor Jose Marianito Luspo with music by Cebu-based Boholano Elvis Somosot and directed by Labad, Dagon sa Hoyohoy used to be an over two-hour long play which was touring Bohol and the Visayas in the late 1990s to early 2000.

Set in 1700s, the play narrates the life and exploits of Francisco
Sendrijas, who has been chosen by a shaman godfather to lead the people in bringing freedom to the island after the Spanish friars held the people in a tight grip in their reducciones.

While patiently following the friars whims, the last straw that broke the camel's back was when the friar Padre Morales refused to give a Christian burial to Sagarino, Francisco's brother, as the former allegedly died in a duel.

Engulfed in fiery rage, Francisco kept vigil until his brother's corpse rotted, and in steaming rage, buried his brother and stormed all Spanish held establishments in Inabanga and his revolt soon spread like wild fire.

The play, which ended with the quelling of the 85-year rebellion, has been also picked as a perfect aid to re-educate Boholanos especially when President Rodrigo Duterte has signed a law pegging Dagohoy Day every July 4.

Now with a shortened and enhanced version of the play suited for the contemporary audiences, Dagon sa Hoyohoy is also putting up a few of the original cast but picks younger performers who also shared equal high raves from spectators and audiences in their fund raising performances.

Labad said Bohol, which has cultural exchange programs with South Korea, has been invited as soon as the South Korean Cultural delegation saw the staging of the play in Bohol.

The invite, which includes full accommodations, transfers and tours in exchange for staging the play in South Korea, however does not include the air fares and terminal fees, so that Bohol organized its own fund raising shows to put up the funds for the entire cast and its technical support abroad, according to Labad.

Supported by the Provincial Government, Teatro Kasing Sining Teatro Bol-anon Ensemble has been slated to stage a live performance in the Geryongshan Mountain Festival on October 19-20, Seoul Institute of the Arts in Ansan City on October 21, at the Onnuri M Center in Ansan City on October 22 and at the Philippine Embassy in Seoul Korea on October 23. TAGBILARAN CITY, Bohol, October 11 (PIA)—From the country's premier technical skills education authority, there are a lot of good news worth telling, the problem however is how to tell these to the communities.

Knowing this and the need to tell the good news, Technical Education Skills Development Authority (TESDA) Bohol Provincial Director Grace Corazon Castillo orders the office to put up and for its key personnel to attend a Training on Newswriting and Photojournalism through Office Order 32 series of 2019.

The move is also in support of Tesda's quest for continuous improvement of its Quality Management Systems especially in the field of reporting.

Fourteen Tesda staff came in for the training handled by the PIA in Bohol at the Jjs Seafoods Village October 8.

The PIA has been handing out free journalism workshops to schools and interest groups in its effort to improve community consciousness about the duties and responsibilities of news writers.

The PIA also gives the same workshops to impart the necessary skills needed to equip communities of the right tools to counter the spread of fake news and partial reporting.

Finally, as a government agency that should not compete with the major media companies, the PIA veers into the news and feature realms to be able to put a face to government projects.

Director Castillo also instructed the participants from Tesda Training Centers across Bohol to submit a Reentry Action Plan (REAP), in a bid to make sure that the training does not go to waste.

Training participants include Rochelle delos Reyes, Rosemarie Bantol, Rassel Pagaran and Mark Dennis Tumanda of the Provincial Office.

From PTC Bilar were Nisa Ando and Seth Alexander Caballo of PTC Bilar, while PTC Inabanga sent in Leah Alacida and Diosdado Lofranco Jr.

Participants from PTC Jagna include Maria Leilani Caido and Marietta Basmayor while PTC Tubigon sent in Joahnna Mangyao.

Also joining were PTC Pilar with Wilfreda Medel, Jessa Varquez and Marichu Cua as co-speaker and secretariat.

TESDA is implementing the government's Universal Access to Quality Tertiary Education Act as well as the work scholarship programs through the Private Education Student Financial Assistance (PESFA), Training for Work Scholarship (TWSP) and the Special Training for Employment Program (STEP).

From the beneficiaries of these scholarship programs, TESDA hopes their writers can evoke stories and put a face to the projects that the government is giving. (rahc/PIA-7/Bohol)

From the other side of Bohol, bikers from Duero and Guindulman composing team AIWA cranked up about similar distance of 50 kilometers, trailing off a pick-up and picking Alicia's Sikad Progreso bikers, to Achila Ubay, some 20 more kilometers later.

From Talibon, the home team Sikad Talibon, escorted by Suzuki Riders Club peeled off from the highway along with Trinidad bikers, arrived at the Achila Barangay Hall for a short program before the full day's events.

Bikers from Mabini as well as from Ubay also came in to pitch their hands in service for the environment on a Sunday.

"I am happy that all of us are united here to bike and that we are doing something for the earth where we bike, said AIWA biker Ariel Mapalo, in his short message.

"We are simply doing this to the earth which God entrusted to us, so we can leave to our generation a clearer earth, cleaner air and a more pristine environment," he reminded the bikers and the community joining the initiative.

Achila Chairman Rufino Dalogdog along with his barangay council, peacekeeping officers and health workers welcomed the bikers on the early morning and profusely acknowledged the group for joining in the mangrove planting and clean-up.

A few minutes after the short program, the group of bikers, over 50 of them, some with their cleats on, took empty sacks or mangrove seedlings to the beach area designated for the activity.

Delayed by a couple of hours, bikers waded into the water, some in full jersey and cycling shorts, others in tri-suit, seedlings in hand dug unto the waist deep water to the sandy beach to anchor the seedlings.

On the dry land, residents and some other bikers toted sacks and picked plastic and cellophane discards, torn clothing, broken appliances, household refuse and broken fishing gear lying along the coast line in a clean-up event.

After the event, Ubay Municipal Ecological Solid Waste management Coordinator Mario Limocon shared to the environment volunteers some insights into the ecological solid waste management law.

Organized by the bikers in coordination with the local police, LGU Achila and Ubay, the event, which also included a get-together boodle fight was sponsored by AIWA bikers, CDS Dental Clinic and the Capitan Goyo Lions Club of Jagna. (rahc/PIA-7/Bohol)

Bohol Latest News / Tesda program for IPs
October 26, 2019, 06:13:41 PM
TESDA-Bohol mitanyag

(rahc/PIA-7/Bohol)

HULAGWAY:
UGANG ANI, DUGANG KITA.

(DSWD7)

Bohol Latest News / Bohol travel and MICE organizers

DOT TPB brings to Bohol
Travel, MICE organizers

TAGBILARAN CITY, Bohol, October 25 (PIA)—The Department of Tourism's Tourism Promotions Board (DOT-TPB) brings to Bohol international and local tourism travel agents in this year's season extension of the Philippine Travel Exchange (PHITEX) and Meetings, Incentives, Conventions and Events /Exhibitions (MICE).

The group here, on post-convention familiarization tours and ocular visits is composed of suppliers, tour operators and tour agents who organize travels and tours, says Events Marketing and Services Division, MICE Promotions Department, of the TPB Philippines Officer in Charge Raquel Ruth Tria.

Tria said the Bohol sortie is a continuation of MICE convention in August last year in Bacolod, where the TPB, in response to its mandate to market and promote the Philippines domestically and internationally as a world-class tourism and MICE destination.

Now in strategic partnership with the private and public stakeholders, other than travel and tour operators, the TPB also brings to Bohol airlines, hotels, resorts, convention centers, event and exhibit organizers to check on Bohol tourism's promise to deliver a unique high-value experience for visitors.

All over, organizers hope to make these visitors plan their tours and incentives to Bohol which will significantly contribute to increased tourist arrivals, heap on receipts and investments to the country, which hopefully makes the blessings of the economy seep into the country's poor.

As an attached agency of the DOT, TPB Philippines brings to Bohol the educational segment of the Bacolod MICE, and this time focuses on bringing down the updates to stakeholders what Bohol can now offer and how it has faced and adopted to the issues, trends and how it is putting up its best practices.

The group comes via familiarization tours as well as ocular inspection to star rated service providers in hotels, resorts, meeting venues and convention centers, including suppliers of tourism allied service here, Tria explained.

Tasked to market the Philippines as a major convention destination in Asia, the TPB took charge of attracting, promoting, facilitating, and servicing large-scale events, international fairs and conventions, congresses, sports competitions and expositions, and bringing them to destinations across the country.

And by promoting, it brought in, the region's as well as international tour and travel operators and agents, events organizers, booking and accommodation providers.

The group in Bohol comes as part of the country's incentive to travel agencies abroad which were able to draw tourists and tourism investments to the country.

And while the MICE group is on the scout for the high-end service providers, PhiTEX on the other hand looked out for their needs in the general travel industry.

This year, according to the TPB, at the MICE Connect, there were over 60 buyers and 59 sellers in the event at the Hotel Marriott in Manila.

In the Bohol event, participants include over 40 buyers from PhiTEX and 9 from MICE, TPB said. (rahc/PIA_7/Bohol)

Bohol PWD musician gains
KMME mentoring biz' skills

TAGBILARAN CITY, Bohol, October 26 (PIA)—Blind but with unimpeded vision for the welfare of persons with disabilities, the president of the Bohol PWD Workers Association (PWDWA) has just aced his attendance and thus the group's completion of a 12 week business and entrepreneurship mentoring offered by the government.

Bohol PWDWA president Junare Baculio, with sight impairment and aided by a friend guide marched amidst the cheers of praises and admiration of onlookers and batch mates, to claim his completion certificate  as graduate of the recently concluded Kapatid Mentor Micro Entrepreneurs (KMME) program in Bohol, October 23, 2019, at the Panda Tea Garden and Pavillion.

Baculio, a blind musician and is now among the front men of Blinds Mate, an all PWD band touring small events in Bohol, has since led the PWDWA to an enhanced inclusive membership now reaching over 14,000 registered PWDs across Bohol.

And as integral part of nation-building and to prove their independence and productivity, PWDs have engaged themselves in skills training in livelihood for self-sufficiency.

Along with the country's informal sector training institutions including technical and vocational skills for livelihood, PWDs have gained the praises and admiration of the society's mainstream for their optimism and resolve which may be unmatched compared to the able bodied.

Baculio, who plays the acoustic guitar and croons like any recording star, is also an esteemed leader of the Blind's Mate, a new PWD music band which picks from the successes of erstwhile Blind's Faith from his co-member Niki Radaza, has envisioned the possibility of the band recording their songs.

With the help of the government through the Department of Trade and Industry (DTI), the PWD group received a full recording studio as a Shared Service Facility it can also lend to groups needing such technical support.

The Bohol PWD Workers Association is a beneficiary of DTIs Shared Service Facility (SSF) project for its musical recording studio located at Tamblot Street, Tagbilaran City.
The technical assistance by the DTI also automatically provides the group a slot in the DTI-Philippine Center for Entrepreneurship (PCE) and the Bohol Chamber of Commerce and Industry KMME with Go Negosyo Center.

And despite a visual impairment that would most usually frustrate an ordinary struggling investor, Baculio, along with 25 other mentees who, like him, would want their businesses compete in the global market.

Bereft of formal training, which also means huge fees for struggling entrepreneurs, the DTI, along with the PCE and Negosyo Centers bring in a mentoring program that uses mentors from big companies which have survived in the cruel competitive world of business.

Having completed the training, Baculio in his message, expressed his thanks to DTI Bohol who gave him and his fellow persons with disability the opportunity to experience this one-of-a-kind mentoring session to help them develop and grow their entrepreneurial abilities.

Baculio said that being a person with disability does not hinder him from getting on his dreams for the association.

To further strengthen and capacitate SSF co-operators on business and entrepreneurship, this batch of the KMME was implemented to cater to 14 other SSF co-operators across the province.

DTI Regional Director Aster Caberte expressed her admiration on Baculio, who despite being blind, was able to show to his fellow mentees that his disability is not hindering his potentials as a person and as an entrepreneur.

Caberte further said that she is inspired by the dedication, commitment and sincerity of Baculio and she is so proud of DTI Bohol who has given focused assistance to persons with disability in the province. (rahc/PIA-7/ with vligan)

Bohol tablea among PH
Top 5 best choco drinks

TAGBILARAN CITY, Bohol, October 26 (PIA)—From the land of the Chocolate Hills and the renowned ASEAN Chocolate Princess now comes the Philippines top five tablea drink.

Tablea, which is Spanish for chocolate tablets, is a square or now the more popular disc shaped, or cone-shaped chocolate that most Filipinos are most passionate about.

A concoction from roasted dried cacao seeds ground into the consistency of a paste, tablea is the country's prime instant chocolate drink ingredient.

It would take about 2-3 tablea discs or cones in a cup of hot water to have the chocolate drink most chocolate lovers would be crazy about.

From Bohol, a cacao farm has produced one of the country's top 5 chocolate drinks, a citation it got during the recently concluded Kakao Konek 2019.

Last week, the Cacao Industry Development Association of Mindanao initiated Kakao Konek ran from October 17-18 at the SMX Convention Center in Davao City and over a thousand attendees from 14 regions in the country attended the event.

Kakao Konek is the biggest annual event of cacao farmers and chocolatiers in the country organized by the country's leading cacao value chain organization, Cacao Industry Development Association of Mindanao, Inc, Department of Trade and Industry (DTI) Information Officer Vierna Teresa Ligan said.

The Kakao Konek conference, acclaimed the First Philippine cacao and Chocolate Festival, dubbed as "Filipinas Tablea and Chocolate Expo and Cacao Conference" was organized by the Philippine Cacao Industry Development Council (PCIDC) in partnership with the Cacao Industry Development Association of Mindanao, Inc. (CIDAMI).

One of the highlights of Kakao Konek 2019 was the awarding of the Top 5 Philippine National Tablea Drink.

The Bohol tablea from Atbang Farms had the chance to impress the 30 jurors from all over the regions, who would sip from the cups of 38 chocolate tablea drinks joining the first National Tablea Drink Contest.

Months back, the province of Bohol through the prodding of the DTI, with Bohol Cacao Development Council sent 5 entries to the said contest.

Atbang Farm of Efrenia Holt, (Calape), Bohol, Balai Cacao Enterprises of Marie Frances Macabenta Manga District, Tagbilaran City), Audrey's Bakery of Audree Arellano (Panglao), Canjulao League of Women, Jagna, Bohol and Aurora's Tablea of Gina Solis (Loay) were Bohol's official chocolate drink entries.

From Bohol, 12 Women Micro Entrepeneurs (WMEs) joined the 2-day activity allowing them to network and appreciate innovations and development directions for the cacao industry in the country.

According to the DTI, their participation was made possible with support from the Provincial Government, the DTI and the Department of Agriculture through the Great Women Project 2.

Atbang Farm is one of the 25 WMEs enrolled with the Great Women Project 2–a Government of Canada funded project on "Supporting Women Economic Empowerment in the Philippines,"  organized and managed by the local DTI.

The DTI extends technical support and extension services to the project enrollees; like, technology replication through skills trainings, enterprise management trainings, marketing support, product development, packaging and label development, networking and resource mobilization, raw material sourcing, FDA LTO and CPR registration to ensure their business sustainability.

Miss Efrenia Holt, owner of Atbang Farm shared her farm journey, which started when she planted cacao trees in 2011 at her farm in Calape, Bohol.

However, typhoon Senyang almost wiped out her cacao, and the 2013 earthquake was a double whammy.

Undaunted by these, she continued her passion on farming, having seen the market demand for dried or fermented cacao beans, she took it as another business model and opportunity for community based livelihood endeavors.

Atbang Farm's Molded Tablea has been developed and is now being marketed in malls and in select Hotels and  Resorts in Panglao and in Tagbilaran City. (rahc/PIA-7/Bohol with vligan/DTI)

Tagbilaran Diocese brings in
heritage conservation talks

TAGBILARAN CITY, Bohol, October 25 (PIA)—Learning from the lessons of the 2013 earthquake, the Diocese of Tagbilaran brings to Bohol the Architectural Planning for the Churches of the Diocese of Tagbilaran Beyond 2022, in a bid to engage parishioners to properly document its heritage structures to better preserve and conserve them for the future generations.

Set at the Bishop Manuel Mascariñas Hall of the Elijah Spirituality Center of the Immaculate Heart of Mary Seminary Complex, the half-a-day lecture forum gathered parish priests, caretakers, and church maintenance teams members of the parish pastoral council to give the communities a hint on architectural and development planning to attain a shared vision to conserve the cultural heritage of these age-old structures in churches.

"Cultural heritage is the entire body of the tangible and non-tangible marks or signs of human experience handed down by preceding generations to each culture," speaker and Cebuana Architect Melva Rodrigiez Java shared.

Citing the Venice Charter of 1964, Archt. Java emphasized that built or architectural heritage remarkably embodies the material and non-material values of the past, stressing that these structures in churches, plazas and even monuments are all imbued with the messages from the past, these historic monuments of generations of people [must] remain to the present day as living witnesses of their age-old traditions.

Along these arguments too, the Diocese of Tagbilaran led by Bishop Alberto Uy and the Diocesan Commission for the Cultural Patrimony of the Church, intends to engage the communities to be conservation practitioners who will have the duty to safeguard the architectural heritage and hand them to the future generations.

Recent efforts by newer parish curators and parish priests is to refurbish the heritage structures in the form of masonry work, repainting or simply destroying the old historic structures for newer facades.

In still several areas in Bohol, parishes venture into projects that alter the general form or part of the heritage structure, damaging the priceless edifices or built heritage by putting in concrete, cement, mortar, or other aesthetic enhancements that do more harm than good in these heritage structures.

On this, Architect Java, who talked about the Catholic Churches: Handing on Splendor said, "Cultural conservation practitioners see it as their duty to safeguard architectural heritage whether in materials and methods, in form or in its function, location, setting, spirit, and feeling and to hand them on, in full richness of their authenticity where their true cultural value is truthfully expressed,"

"The material cultural heritage of the church always reflects and should communicate the essential immaterial heritage, in other words, the traditions of spirituality, the religious and devotional customs and practices of worship characterizing the Catholic faith," she added.

A popular figure in the built-heritage conservation circles, Architect Java then pushes on with a pitch on urging communities to do a thorough planning process consisting of survey and documentation, historical assessment and scientific analysis of the heritage resource, coupled with policy recommendations for proper interventions and implementation.

As a segue to the famous heritage conservator, Architect Dominic Galicia, whose works have been published in the prestigious architectural periodicals, then talked about Management Conservation Plans, using his work on the conservation management plan of the St Joseph Cathedral in Tagbilaran.

"A Conservation management plan of a site is a framework that helps us to understand the site, using its past and present to help us prepare for the future," he told the forum participants.

At the core of all this understanding is the assessment of the site's significance as a benchmark for all actions and interventions that may affect the site, Archt. Galicia, the principal architect of the Dominic Galicia Architects intoned.

Another speaker, a priest architect: Fr. Alex Ona Bautista pitched about master development planning for an integrated approach to conservation.

By putting up these architectural plans, future generations of the faithful would not only have a fair idea and appreciation of the past that influences their personalities, but would tend to allow them to make decisions based on these factors. (rahc/PIA-7/Bohol)

Poems and Poets / On the Agony of Syria
October 26, 2019, 05:00:34 PM

buot kang mobasa sa Time magazine
nga imong gidala, usa nimo ka paagi
nga hinginlan ang kahapo sa hunahuna,
kaluya sa unod ug kabukogan
nga dili mahimong ikatulog samtang
nagsiga pa ang kalangitan.

Unya, anaa sa imong atubangan
ang upat ka mga linalang,
tingali mga dalaga nga mikalagiw
gikan sa kainit sa adlaw
sanglit ang ilang mga dila ug ngabil
naghapuhap man sa ice cream
kansang kabugnaw daw mibuhagay
sa malipayon nilang panagway - -

ug samtang ang katam-is milanay
dili mahikalimtan sa upat ang pagpahulagway
gamit ang dala nga cellphone, nagpulipuli
ug tuplok sila sa ilang gidalang kalingawan,
tingali sa dili madugay magbansiwag
sa tibuok kalibotan, hisgutan, lalisan
ang kalami sa ice cream, ikompara
sa ubang matang sa makaon,
ikompara ang ubang dapit nga naadtoan
hangtud mapupos ang daghang oras
sa gatosan nga katawhan nga magatuki
kabahin sa upat ka babaye nga nagmantala
sa sugilanon, kinabuhi sa ice cream...

apan sa gibitbit mong Time magazine,
kinsa ang magtuki sa sinuwat, estorya
ni Wendy Pearlman ug Loubna Mrie,

Tudloi Kining Mga Tudlo Sa Paghikalimot
balak gisulat ni Mike Ortega Ligalig (from the vault of his old poems)

1

4
Asa na ang dinagaang sa imong parayeg?
Asa na ang katam-is sa imong pagdayeg?
Asa na ang pagtaob sa imong dughan?

5

IF I FELL
So the President had this accident and his aides explained," na semplang lang." Of course we know what semplang is. But this cute Tagalese term does not give one a precise picture of things. Kon gi-Binisaya pa to  mas klaro unta kay daghan ta kaayog terms pertaining to mishaps.

For instance the word natumba is generic. It doesn't specify which direction. If you fall close to where you were standing, that's nahapla. But if you fall forward and moved further on by the momentum, nadusmo na na. Pero kon nadusmo ka and your face is pressed into the ground- well, kung hard surface - nadu-og. Into the mud, so to say. Klaro?

Now if one falls forward and into a big and deep hole - depende. Kon naa kas tapad, nahagbong na siya. Pero kon tua kas ubos - natagak. Klaro?

In cases when one is walking on level ground and you stumble down  because your foot got caught by something, depende. Ang generic ani napandol . If the obstruction is caused a rope or wire, nasapid ka. If the obstruction caused you to falter forward but you managed to regain both balance and dignity, that's natukamo. If it brings you to your knees, natikluhod.  If you fall flat nadagma. Kon paluma-lumag sul-ob og high heel o pantoplas and miss your balance- natakilpo. Klaro?

Now we go to backward fall. Nahayang is the generic name for this mishap. If you fall backward struggling against both indignity and the law of gravity, that's natikayhang. If you fall backward splaying both legs open to the world, that's natikang-kang. And if you flip over one time, nabalintong. More than once - aw di nabalintong-balintong. Klaro?

Now if you have other terms to add here or contest the accuracy of this listing, aw Senior Citizen na jod ka! Klaro?

Bible Study / Gospel of John Chapter 2 Tagalog Filipino
October 25, 2019, 01:42:43 PM
John 2

At kanilang iniharap.
 15  At ginawa niyang isang panghampas ang mga lubid, itinaboy niyang lahat sa templo, ang mga tupa at gayon din ang mga baka; at ibinubo niya ang salapi ng mga mamamalit, at ginulo ang kanilang mga dulang;

Bohol Latest News / Privilege Speech by Balite
October 25, 2019, 07:29:23 AM
Rule of Succession ---SBM Balite

" The Rule Applies to All, Otherwise None At All!".

Honorable Presiding Officer, my dear colleagues, friends, ladies and gentlemen!

Memorandum Order No. 57, series of 2019 dated October 14, 2019 from the Office of the Vice-Governor and signed by Rene Lopez Relampagos addressed to the Hon. Ricky U. Masamayor with the subject, 'Designation as O.I.C. in the Vice-Governor's Office, has this content, and I quote:

"In view of my assumption as Acting Governor of our province due to the travel of Governor Arthur C. Yap to the People's Republic of China on October 13-18, 2019 to attend to the 2019 Board Working Meeting of the Boao Forum for Asia (BFA), you are hereby designated as O.I.C. in the Office of the Vice-Governor, until such time that the President through the SILG or the OIC-DILG, have designated an acting Provincial Vice-Governor pursuant to DILG Memorandum Circular No. 2019-21.

As such, you are hereby requested to call the session on October 15, 2019 in order, so the August Body of the Sangguniang Panlalawigan may then proceed to elect its
Temporary Presiding Officer in accordance with Rule 2.3 of its Internal Rules of Procedure.

For your information and proper guidance."

Copies of the said memorandum were furnished to Hon. Governor Arthur C. Yap, SP Secretary Bonifacio Quirog, Jr., Ms. Joseth Celocia of the Provincial Accounting Office, Mr. Peter Ross Retutal of the Provincial Budget Office, and Mr. Eustaquio Socorin of the Provincial Treasury Office.

DILG Legal Opinon No. 22 s. 2012 dated Mar 7, 2012 penned by Jesus B. Doque IV, Director III and addressed to Hon. Diosdado A. Cunanan, First City Councilor of Malabon City in Metro Manila had this ruling on his query on whether the highest ranking member of the Sangguniang Panlungsod can immediately take over and perform the functions and duties of the Vice-Mayor as a result of the exercise of the powers and performance of the duties and functions of Mayor by the Vice-Mayor on the account of the indefinite leave of absence of the elected Mayor due to illness.

In the said Ruling, the DILG answered in the affirmative with the following explanation, and I quote, to wit:

"The exercise of the powers and performance of the duties and functions of the Mayor by the Vice-mayor during the time when the former is temporarily incapacitated to do the same creates a corresponding temporary vacancy in the latter's office during such contingency which may be paralleled to the case of GAMBOA VS. AGUIRRE (G.R. No. 134213, July 20, 1999), which discusses the effects of vacancy in the Office of the Governor, viz:

"It has been held that if a Mayor who is out of the country is considered 'effectively absent', the Vice-Mayor should discharge the duties of the Mayor during the latter's absence. This doctrine should equally apply to the Vice-Governor since he is similarly situated as the Vice-Mayor. Although it is difficult to lay down a definite rule as to what constitutes absence, yet this term should be reasonably construed to mean "effective absence" that is, one that renders the officer concerned powerless, for the time being, to discharge the powers and prerogatives of his office. There is no vacancy whenever the office is occupied by a legally qualified incumbent. A sensu contrario, there is a vacancy when there is no person lawfully authorized to assume and exercise at present the duties of the office. By virtue of the foregoing definition, it can be said that the designation, appointment or assumption by the Vice-Governor as the Acting Governor creates a corresponding temporary vacancy in the Office of the Vice-Governor during such contingency. Considering the silence of the law on the matter, the mode of succession provided for permanent vacancies, under the New Code, in the Office of the Vice-Governor may likewise be observed in the event of temporary vacancy occurring in the same office. This is so because in the eyes of the law, the office to which he was elected was left barren of a legally qualified person to exercise the duties of the Office of the Vice-Governor.

Being the Acting Governor, the Vice-Governor cannot continue to simultaneously exercise the duties of the latter office, since the nature of the duties of the Provincial Governor call for a full-time occupant to discharge them. Such is not only consistent with but also appears to be the clear rationale of the New Code wherein the policy of performing dual functions in both offices has already been abandoned. To repeat, the creation of a temporary vacancy in the Office of the Governor creates a temporary vacancy in the Office of the Vice-Governor whenever the latter acts as Governor by virtue of such temporary vacancy. This event constitutes an "inability" on the part of the regular Presiding Officer (Vice-Governor) to preside during SP sessions, which thus calls for the operation of the remedy set in Article 49(b) of the Local Government
Code – concerning the election of a Temporary Presiding Officer. The continuity of the Acting Governor's (Vice-Governor) powers as Presiding Officer of the SP is suspended so long as he is in such capacity. Under Section 49(b), "(i)in the event of the inability of the regular Presiding Officer to preside at the Sanggunian session, the members present and constituting a quorum shall elect from among themselves a temporary Presiding Officer."

This now leads to the application of the case of Menzon vs. Petilla (G.R. No. 90762, May 20 1991), where the Supreme Court ruled that to obviate the dilemma resulting from an interregnum created by the temporary vacancy in the Office of the Vice-Governor, there being no provision of law governing the mode of succession in case of a temporary vacancy in the said office, the mode of succession for permanent vacancy in the Office of the Vice-Governor may be analogously applied.  Accordingly, the highest ranking Sanggunian member shall now assume temporarily as Acting Vice-Mayor.

Applying the Menzon case at hand, while the Vice-Mayor is the Acting Mayor, you (as the highest ranking Sangguniang Panlungsod member) are authorized by law to automatically exercise the powers and perform the duties and functions of the Vice-Mayor also in Acting capacity and no order/authorization  from the Department is necessary to make such assumption effective.

While acting as Acting Vice-Mayor, you can perform all the duties and powers pertaining to the Office of the Vice-Mayor. Let it be noted however that the Presiding Officership function is not automatically given to you in view of the ruling of the Supreme Court in the case of GAMBOA VS. AGUIRRE stating that the issue of the Presiding Officership in this kind of situation be resolved by applying Section 49(b) of the Local Government Code, in which case, the majority of those present members there being a quorum shall elect from among themselves the temporary Presiding Officer for that session."

Mr. Presiding Officer, the law and the legal opinion that I aforementioned are very clear as the sun rises on the east insofar as the rule of succession in this very August Chamber is concerned.

I can even surely remember, without fear of contradiction, that during my first term as a legislator in this August Chamber, all the time when the Vice-Governor relinquished his position for whatever reason or reasons, automatically he minced no words in designating the Senior Board Member to perform the duties and functions of the Vice-Governor.  But this time, it's no more.

Thus, this leads to my query as to what is the difference on the treatment and application of the law and rules of the previous administration as against the current administration.

I remember an adage that goes this way and I quote, "The rule applies to all, otherwise none at all."

With this Mr. Presiding Officer, may I then demand that a formal ruling from this August Body, in the form of a Resolution, be enacted as to what role does the Senior Board Member possesses insofar as succession in this August Chamber is concerned.

So moved, Mr. Presiding Officer!

Thank you very much!

Construction of US$3.2-B natural gas refinery starts in Sulu
By Ali G. Macabalang

COTABATO CITY – Partnering local and foreign executives have launched construction works for a British company-backed liquefied natural gas refinery plant in Lugus, Sulu, with civilian and military authorities assuring all-out support to help the province and the country "amplify" energy supply and employment opportunities," officials said Thursday.

Sulu Vice Governor Sakur "Toto" Tan II and Energy World International Ltd. (EWIL) Executive Director Graham Elliot jointly led the groundbreaking rites on Tuesday, Oct. 22 in time with the 39th founding anniversary celebration of host Lugus town, host officials and project facilitators said.

"This is phenomenal and we welcome it as a great opportunity in our quest for meaningful peace and growth in our community," host Lugus town Mayor Hadar Hajiri said in Pilipino in a televised interview, referring to the project.

Mayor Hajiri, acting as president and chief executive officer of the Sulu-based Hadar and Medzar Oil and Gas Corp. (HMOGC), had signed the project's memorandum of understanding (MoU) with EWIL Managing Director and Chief Executive Officer Stewart W. G. Elliott, represented by his son Graham, on Sept. 16 in Zamboanga City.

The MoU signing was witnessed by Mindanao Development Authority (MinDA) Chairman Manny Piñol and Western Mindanao Command (WMC) head Lt. Gen. Cirilito Sobejana.

Gen. Sobejana, who attended Tuesday's groundbreaking ceremony, had accompanied the elder Elliott in a meeting here in August with Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Chief Minister Ahod "Murad" Ebrahim for briefing on the planned refinery plant construction in Lugus.

The EWIL, a British firm engaged in energy development, earmarks some 3.2-billion US dollars for the building of a liquefied natural gas (LNG) refinery plant at Parian Kayawan, one of island villages in Lugus where vast deposits of natural oil and gas have been discovered, project facilitator Amildasa Annil told the Bulletin.

Annil, a former information bureau director of the defunct Autonomous Region in Muslim Mindanao (ARMM), said the EWIL envisioned a Lugus Island Petroleum Park (LIPP) complex replete with an LNG production and export terminal, a seaport, an airport, an industrial precinct, a residential area, and a power generation plant.

At Tuesday's rites, Vice Gov. Tan II, representing his father–Gov. Sakur Tan Sr., pledged the provincial government's "all-out support" for the project, describing it as a "highly laudable venture offering potentials for more energy supply and employment opportunities in Sulu and other parts of the country."

The younger Elliot expressed gratitude to both Tans as well as other civilian and military officials for their "manifest" supports to the EWIL-backed project, the largest socio-economic investment venture so far in Sulu and across the Bangsamoro region.

"The military alone cannot achieve stable security. It is the cohesion for good governance and life-enhancing projects that will matter, Sobejana said.

"When people are satisfied economically, rooms for terrorism in their midst will shrink or vanish," added the general, who was also told that Sulu Sea is linked to the vast oil and gas deposits in the wealthy Kingdom of Brunei.

Tuesday's ceremony was also graced Army Maj. Gen. Corleto Vinluan Jr., head of the Task Force Sulu, and BARMM Transportation Minister Dickson Hermoso, representing Chief Minister Ebrahim.  (Ali G. Macabalang)

(NOTE: Attached is a handout photo showing Sulu Vice Gov. Sakur Tan II, British investor Graham Elliot, Western Mindanao Command chief Lt. Gen. Cirilito Sobejana, Bangsamoro Transportation Minister Dickson Hermoso, and other dignitaries breaking the ground for the construction of a 32.-billion liquefied natural oil and gas refinery plant in Lugus, Sulu on Oct. 22.)

FYI our dear clients & investors

To all property sellers and Buyers:

Beware of the word "clean title". You can only call it clean title if;

owners that appears in the title of the property are still alive and can sign documents
no disputes attached in the title AND "certified true copy" of the title. Please take note of the "AND" because not all disputes are printed in the original title itself. Thus it is very important to request for the latest certified true copy of the title.
All real estate taxes are paid on time. Always request for latest real estate tax clearance.
if the owners are married (on or after 1987) The property is considered conjugal even if only one property owner is in the title. Both should sign sale documents. Should the property owner dies, heirs should file and pay for the estate tax of all the properties.
if the properties estate taxes are not yet paid, the property cannot be called "CLEAN".
You only pay estate tax if the  owner in the title is already dead. Penalties (like big penalties) apply for late filing.

Public service lang po . Ang estate tax clearance po is NON-NEGOTIABLE. Kailangan talaga syang efile at bayaran whether you like it or not pagnamatay ang owner na nakalagay sa title.

Written by Atty Angel R. Ojastro III

LEGAL ADVISORY FOR LGUs/DILG/PUBLIC:

People are asking for my legal opinion if CUTTING OF TREES is included in the DILG Memo Circular No. 2019-121.

My CATEGORICAL answer is NO, not included, for the following reasons:

1. According to the Circular, only those roads being used for PRIVATE ENDS are included;

2. "Private ends" is further defined in the Circular as those involving "illegal structures and constructions".

3. "structure" and "construction" are defined in the National Building Code as referring only to MAN-MADE/ARTIFICIAL structures/construction. The Building Code provides: "SECTION 1.01.04: Application. (a) This Code shall apply to all buildings and structures constructed xxx". A tree is NEVER CONSTRUCTED.

4. The DILG Circular, being an implementation order of existing laws that prohibit obstruction to roads, must necessarily adhere strictly to those legislative acts. Clearly, the following laws are the bases of the Circular: (a) the provisions of Section 23 of Presidential Decree (PD) No. 17, also known as the Revised Philippine Highway Act, as amended, declaring as unlawful for any person to usurp any portion of a right-of-way, to convert any part of any public highway, bridge, wharf or trail to his own PRIVATE use or to obstruct the same in any manner; and (b) the provisions of the National Building Code of the Philippines (PD No. 1096) and its Implementing Rules and Regulations, in the interest of public safety and convenience and of the common good, permit to construct or to build a structure is required, without such building or construction permit, the structure or construction is deemed illegal, in other words, only ARTIFICIAL structures are covered by this prohibition.

5. Under the Revised Highway Act, only the following PRIVATE ends are prohibited:

a.  All kinds of temporary and permanent structures, such as buildings, houses, shanties, stores, shops, stalls, sheds, canopies, billboards, signages, advertisements, fences,
walls, railings, basketball courts, barangay halls, garbage receptacles, and the like;

b. Posts and towers of Electric Cooperatives and Major Electric Power Distributors; distribution lines; posts for cables of phones and mobile service providers;

c. Driveways and ramps occupying or protruding to the sidewalk;

d. Humps, whether permanent or temporary;

e. Dumping and storage of construction materials, such as sand, gravel, cement, lumber and steel bars, earth spoils, waste materials, debris, embankment, heaps, and the like;

f. Vehicles and equipment, including junked items that are parked, occupying or protruding to the sidewalk or shoulder;

g. Vending, repair of vehicles, and other businesses within the sidewalk and other parts

h. Disposal of household/commercial/industrial wastewater and sewage into the sidewalk, curb and gutter, and carriageway;

i. Raising of animals or allowing them to roam within the ROW;

j. Washing and drying of clothes, crops, and similar items;

k. Placing plants and plant boxes.

6. For ANY tree to be included in the removal, especially the old-growth ones, there must first be a determination for EACH such tree if it is a NUISANCE PER SE as it is understood under the Civil Code. The Civil Code classifies nuisance (Article 694)  into two kinds: nuisance per se and nuisance per accidens. The first is recognized as a nuisance under any and all circumstances by its very existence, because it constitutes a direct menace to public health or safety, and, for that reason, may be abated summarily under the undefined law of necessity. The second, nuisance per accidens,  is that which depends upon certain conditions and circumstances, and its existence being a question of fact, it cannot be abated without due hearing thereon in a tribunal authorized to decide whether such a thing does in law constitute a nuisance. A tree is generally desirable and good, it is only certain condtions that it may become undesirable. In other words, it may fall only under nuisance per accidens,

7. Generally, LGUs have no power to declare a particular thing as a nuisance unless such a thing is a nuisance per se.(AC Enterprises v. Frabelle Properties Corp., G.R. No. 166744, November 2, 2006, 506 SCRA 625, 660-661).

8. In the case of AC Enterprises v. Frabelle Properties Corp:(G.R. No. 166744, November 2, 2006, 506 SCRA 625, 660-661) decided by the Supreme Court, it was held that uUnder Section 447(a)(3)(i) of R.A. No. 7160, otherwise known as the Local Government Code, the Sangguniang Panglungsod is empowered to enact ordinances declaring, preventing or abating noise and other forms of nuisance. It bears stressing, however, that the Sangguniang Bayan cannot declare a particular thing as a nuisance per se and order its condemnation. It does not have the power to find, as a fact, that a particular thing is a nuisance when such thing is not a nuisance per se; nor can it authorize the extrajudicial condemnation and destruction of that as a nuisance which in its nature, situation or use is not such. Those things must be determined and resolved in the ordinary courts of law.If a thing, be in fact, a nuisance due to the manner of its operation, that question cannot be determined by a mere resolution of the Sangguniang Bayan.

9. This interpretation binds the DILG. Its Circular, in paragraph two, requires that, in implementing the order of the President, such LGU-based implementation must first revisit their "ordinances and similar legislative measures to ensure responsiveness to this presidential directive and consistency with related laws and policies". In other words, trees not being declared as nuisance per se, every LGU must first review their ordinances or resolutions that specifically declare trees as nuisance, and to submit the matter of abatement to the concerned court of appropriate jurisdiction. Even with the existence of an ordinance, the LGU may not summarily cut trees, unless they are considered as RUINOUS trees under the Civil Code, or those that are already weak, rotten, and an IMMEDIATE danger to public safety.

DPWH Department Order No. 73 series of 2014 that lists trees along sidewalks as road obstruction that would allow for summary cutting is PARTLY unconstitutional for that ground alone, because of the doctrine of SUBORDINATE LEGISLATION in Constitutional Law. That DO cannot add something that is not in the laws. All the references of laws to "obstruction" pertains to artificial or man-made ones. The inclusion of what is not within the genus or family or category of things enumerated in the laws is an undue assumption of legislative power as it is an issue of policy determination. Someone must challenge it as being UNCONSTITUTIONAL.

10. Cutting a tree, anywhere it may be located, whether in public or private lands, requires a PERMIT FROM DENR, regardless if the person intending to cut is a public official/employee or a private person, or ordered by either a private or juridical person. PD 705 (Forestry Code, as amended by EO 277 and RA 7161) provides that:

"Sec. 89-A. Cutting, Gathering and/or collecting Timber, or Other Forest Products Without License. Any person who shall cut, gather, collect, removed timber or other forest products from any forest land, or timber from alienable or disposable public land, or from private land, without any authority, or possess timber or other forest products without the legal documents as required under existing forest laws and regulations, shall be punished with the penalties imposed under Articles 309 and 310 of the Revised Penal Code: Provided, That in the case of partnerships, associations, or corporations, the officers who ordered the cutting, gathering, collection or possession shall be liable, and if such officers are aliens, they shall, in addition to the penalty, be deported without further proceedings on the part of the Commission on Immigration and Deportation."

"The court shall further order the confiscation in favor of the government of the timber or any forest products cut, gathered, collected, removed, or possessed as well as the machinery, equipment, implements and tools illegally used in the area where the timber or forest products are found."

11. Cutting trees on a mass-scale requires an Environmental Impact Assessment (EIA). Environmental Assessment (EA) refers to the process of systematic analysis, evaluation and management of the potential environmental and social effects, short-term and long-term, of proposed actions or projects. It is an administrative tool that integrates environmental considerations in development initiatives to ensure that the proposed projects will have minimal environmental impacts and be environmentally sound (ADB, 2003). When properly implemented, it can serve as basis to improve project design and implementation through measures that prevent, mitigate and compensate for adverse environmental impacts.

Such tree-cutting activities, even if the trees are along roads/highways, may still possibly fall under Environmentally Critical Pprojects (ECP) and/or Environmentally Critical Areas (ECA).

With PD 1586 declaring certain projects and areas as environmentally critical, Presidential Proclamation (PP) 2146 or the policy "Proclaiming Certain Areas and Types of Projects as Environmentally Critical and Within the Scope of the Environmental Impact Statement System Established Under PD 1586" was issued on December 14, 1981. PP 2146 identified the ECPs, broadly categorized into: (1) heavy industries; (2) resource extractive industries; and (3) INFRASTRUCTURE projects (roads and bridges), and ECAs. In addition, PP 803 was signed on June 6, 1996 which identified golf course projects as environmentally critical.

(Ref.: The Philippine Environmental Assessment Policies, 2016-05-10, Ms. Princess Alma B. Ani (Senior Science Research Specialist, Socio-Economics Research Division-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (SERD-PCAARRD)

When this is teh case, LGUs and national agencies need to secure first an ECC (Environmental Compliance Certificate) from DENR, aside from, or not just, a tree-cutting permit.

I hope that this LEGAL OPINION could effectively resolve the issue and clarify the confusion created on the ground. Aside from that, the DILG Secretary, in media posts, had already clarified that his Circular does not cover cutting of trees especially the old-growth ones.

For those who might question my expertise on the matter, please note that:

1. I teach the subject Natural Resources and Environmental Law, as well as Constitutional Law Review, at the University of Nueva Caceres College of Law in Naga City;

2. I was the Secretary General (Undersecretary) of the former housing and Urban Development Coordinating Council now the Department of Human Settlements and Urban Development

3. I have been practicing environmental law since 2002 (legal consultant of various environmental NGOs)

Bible Study / John Chapter 1 Tagalog Language
October 20, 2019, 07:38:11 AM
Gospel of John 1

At sinabi niya, Hindi ako.
 35  Nang kinabukasan ay muling nakatayo si Juan, at ang dalawa sa kaniyang mga alagad;

Book of Revelation 2
Jesus' message to the believers at Ephesus
1  'Write this to the *angel of the *church at Ephesus: This is the message from the one who holds the 7 stars. He holds them in his right hand. He also walks among the 7 lights in gold *lampstands. note

2  I know everything that you do. You have worked much for me. You have been patient through trouble. I know that you will not let bad men stay among you. Some men among you say that God has sent them to teach you. But he did not send them. You have thought carefully about what they say. And you have discovered that it is not true.

3  You have been patient and strong. You have had trouble because you are my servants. And still you have not become tired of obeying me.

4  But I have something to say against you. You loved me very much when you first believed in me. You do not love me as much now.

5  So remember how much you once loved me. Be sorry about the bad things that you do. Do again the good things that you did at the beginning. Unless you are sorry about the bad things, I will come to you. Then I will take away your *lampstand from its place.

6  You *hate what the Nicolaitans are doing. It is very good that you *hate it. I also *hate it. note

7  God's Spirit is speaking to you in the *churches. You should recognise that the Spirit is speaking. Everybody who recognises that should listen. They should listen to what he says. I will let everyone who wins against *Satan eat my fruit. This fruit is from the tree that makes us alive. And this tree grows in God's garden.' note

Jesus' message to the believers at Smyrna
8  'Write this to the *angel of the *church at Smyrna: This is the message from the one who is first and last. He was dead, and he became alive again.

9  I know that bad people are hurting you very much. I know that you are poor. But really, you are rich. Some people there say that they are *Jews. But I know that they say bad things about you. And I know that these things are not true. So they are not really my people, who obey me. They are really a group of *Satan's people.

10  I know that trouble will soon come to you. But do not be afraid. Listen! The *Devil will cause some of you to go to prison. He wants to see whether you will continue to believe me. And you will have trouble and pain for 10 days. But go on believing, even if you must die. You may have to die because you believe. But if you continue to believe, you can win against the *Devil. And then I will give you a gift because you have won. I will cause you to live with me always. I will give you this gift, as they give a *crown to a winner. note

11  God's Spirit is speaking to you in the *churches. You should recognise that the Spirit is speaking. Everybody who recognises that should listen. They should listen to what he says. The second death will not hurt anyone who wins against *Satan.' note

Jesus' message to the believers at Pergamum
12  'Write this to the *angel of the *church at Pergamum: This is the message from the one who has the sharp *sword. That *sword has two edges.

13  I know where you live. It is the place where *Satan sits as king. But still you go on *serving me. You remember Antipas. He continued to speak about me. Some people who live in Pergamum killed him because of that. You saw it happen. But you continued to believe me and you told others about me. And you still do this, even there in that place where *Satan lives. note

14  But I have a few things to say against you. Some people among you do what Balaam taught. He taught Balak to do what was wrong. And Balak caused Israel's people to want to do wrong things. He caused them to eat food that people had given to false gods. And he caused them to have sex with people who were not their husbands or wives.

15  Also, some people among you do the bad things that the Nicolaitans teach.

16  So be sorry and stop doing all these bad things. If you are not sorry, I will come to you quickly. Then I will fight against those bad people with my *sword. This *sword comes out of my mouth. note

17  God's Spirit is speaking to you in the *churches. You should recognise that the Spirit is speaking. Everybody who recognises that should listen. They should listen to what he says. I will give my special food to everyone who wins against *Satan. I will also give them a white stone. And I will write a new name on that stone. Nobody will know that name except the person who receives it.' note

Jesus' message to the believers at Thyatira
18  'Write this to the *angel of the *church at Thyatira: This is the message from the Son of God. He has eyes that burn like fires. His feet shine like bright yellow metal.

19  I know everything that you do. I know how much you love me. I know that you go on believing me. I know that you are my servants. I know that you are patient and strong. I know that you do more work now than you did before.

20  But I have something to say against you. You let that woman Jezebel teach you. She says that she speaks God's messages. But she leads my servants the wrong way. God's rules say that someone should have sex only with their wife or their husband. But she teaches my servants to have sex with other people. And she teaches them to eat food that people have given to false gods.

21  I have given her time to be sorry about these bad things. But she refuses to stop having sex with other men.

22  She has done bad things on a bed. So I will hurt her on a bed. I will cause a lot of trouble for those who loved her. They did bad things because of her. They will have very bad trouble unless they are sorry about those bad things. They must stop doing the bad things that she taught them to do.

23  And I will kill those who obey her. Then all the *churches will know that I look deep inside people. I know what they really want. I know what they really think. And I will give each person among you what you ought to have. I will give you this because of what you have done.

24  But you other people in Thyatira, you have not done what Jezebel taught. You have not learned what they call ' *Satan's deep secrets'. I say something else to you. I will not ask you to do anything that is too difficult. I do not want you to be like people who must carry something heavy.

25  Only be careful that you continue to believe in me. Believe me until I come.

26  Everyone who goes on doing what I say will win. They will win against *Satan if they obey me until the end. I will give those people authority to rule all the countries on the earth.

27  They will rule those countries with an iron stick. They will rule like someone who breaks clay pots into pieces. I have received this authority from my Father.

28  I will also give those people the morning star.

29  God's Spirit is speaking to you in the *churches. You should recognise that the Spirit is speaking. Everybody who recognises that should listen. They should listen to what he says.' note
