‘HACIENDA BINAY’ IN BATANGAS A slide presentation by former Makati Vice Mayor Ernesto Mercado shows the 350-hectare agriculture estate in Rosario, Batangas province, including its facilities and features, allegedly owned by the family of Vice President Jejomar Binay.

MANILA, Philippinesâ€"A construction firm was forced to pad the costs of buildings it built for the Makati City local government when it could not collect from Dr. Elenita Binay P30 million for its work on a P1.2-billion sprawling farm allegedly owned by the Binays in Batangas province, a former city official said on Wednesday.

Elenita, a former mayor of Makati, is the wife of Vice President Jejomar Binay.

Former Makati Vice Mayor Ernesto Mercado showed senators an aerial video footage and still photos of the 350-hectare estate in Rosario town that boasted luxurious facilities.

Developed over the years, the hacienda is now home to two mansions, one with a garden copied from a British royal garden, a pavilion, a 40-car garage, two man-made lagoons, an orchard and a cock farm, among others, Mercado said.

The Department of Interior and Local Government (DILG), according to Evasco, did not immediately release the guidelines for a program called Bohol Earthquake Assistance (BEA). These would have helped mayors plan their rehabilitation programs, Evasco said.

The mayors, Evasco said, could not just submit their rehabilitation plans because they are required to follow the DILG guidelines.

The guidelines, however, were released only on Aug. 1, almost two months after Roxas and Budget Secretary Florencio “Butch” Abad turned over P2.4 billion in funds for BEA on June 6 to Gov. Edgar Chatto.

TAGBILARAN CITYâ€"A day after scolding mayors in Bohol for being unprepared to implement rehabilitation projects despite the availability of funds, Local Government Secretary Manuel “Mar” Roxas II got an earful from one mayor who blamed the presumptive Liberal Party presidential candidate instead.

Roxas, said Maribojoc Mayor Leoncio Evasco Jr., “should not blame the mayors.”

Evasco was defending mayors of two other towns in Boholâ€"Clarin and Sagbayanâ€"who were scolded by Roxas at a meeting of the provincial disaster risk reduction and management council here on Wednesday.

Roxas was angry at the mayors for failing to submit their programs of works and estimates that details how they planned to carry out rehabilitation plans.

Evasco, who styles himself as a no-nonsense official like his friend Davao City Mayor Rodrigo Duterte, said Roxas should scold himself.

Biggest risk

Obesity is the biggest risk factor for type 2 diabetes mellitus. It likewise aggravates hypertension and raises blood cholesterol levels, which are major predisposing factors to the development of heart attacks and strokes.

In overweight men, the occurrence of impotence and sterility is higher than average while in obese women, there is a higher than average incidence of menstrual disorders, infertility and complicated pregnancies.

In both sexes, obesity increases the risk for gallbladder stones.

Obesity is likewise associated with cancers of the breast, uterus, cervix, ovary and gallbladder among women, and colon, rectum, prostate, pancreas and stomach among men.

The factors leading to obesity in developing countries like the Philippines are numerous.

One leading factor is increasing world and domestic food prices, forcing increased purchase of unhealthy processed food over healthy and staple but expensive food.

Price increases threaten food security for poor households. For example, the 2011 increase in the price of basic grains meant that, in many developing countries, the cost of a kilogram of wheat doubled from about $.15 to $.30, a critical difference for people who live on little more than a dollar a day.

Food represents a substantial portion of the expenditure of poor households in poor countries.

For countries in Asia and Africa, expenditure on food was generally over 50 percent in the early 2000s, prior to the 2007-2008 crisis. In the Philippines, expenditures on food amount to 63 percent of a person’s income.
#10518
The global prevalence of combined overweight and obesity has risen in all regions, increasing among adults from 24 percent to 34 percent between 1980 and 2008.

The FAO said the prevalence of obesity among children has increased even faster, doubling from six percent to 12 percent over the same period.

“Overweight can co-occur with underweight within the same household, and is on the rise in countries with a high level of under-nutrition,” the FAO added in the report.

A 2011 survey by the Food and Nutrition Research Institute (FNRI) showed that 22.3 percent of Filipino adults are overweight and 6.1 percent are obese.

The prevalence of overweight Filipinos is expected to increase significantly by 2015.

“If this trend continues, it is highly likely that more will suffer from high-risk diseases that could lead to death,” the FNRI report said.

MANILA, Philippines - While the world is focusing on global hunger and malnutrition, another ugly “monster” has emerged.

Obesity, a new form of malnutrition, has surfaced as an urgent challenge affecting several countries.

According to the United Nations Food and Agriculture Organization (FAO), the Philippines and India are among the developing countries with high levels of obesity and under-nutrition.

Obesity as a form of malnutrition often coexists with under-nutrition and results from shifts from local and traditional diets to foods that are increasingly heavy in salt, sugar and fat or processed foods.

The shift to a steady diet of processed food is due to the increasing cost of nutritious and natural food, the FAO said.

Andres Bonifacio and one of his brothers were put on trial, but the judges and jury were loyal to Aguinaldo. Even their defense lawyer argued that his clients were guilty of treason and of conspiring to have their forces surrender to the Spaniards. They were executed on May 10, 1897.

Spain eventually relinquished its hold on the Philippines, though it was quickly supplanted by a new world powerâ€"the United States. Sources suggest that Aguinaldo knew that the Americans would be more welcoming to him, but first he had to dispose of another rivalâ€"General Antonio Luna, who was fiercely opposed to the Americans.

On June 5, 1889, Aguinaldo sent a telegram to Luna, asking to meet in a convent. When Luna and his aide arrived, they found not Aguinaldo but rather a group of assassins who shot and stabbed both men to death. According to theorists, Aguinaldo’s mother peeked from the window of the convent and asked, “Is he still moving?”

Even though Aguinaldo wasn’t directly linked to the killings, it wouldn’t have been out of character for him. Those who ran for the presidency years later used this to their advantage, casting doubt on Aguinaldo’s legacy by pointing out the unsolved intrigue behind the murders of both Luna and the Bonifacios. -- http://listverse.com/

History / Emilio Aguinaldo Killed Off His Rivals
October 19, 2014, 07:09:46 PM

Emilio Aguinaldo is adulated in his home province for his fight against foreign powers and for becoming the first president of the fledgling republic. Some historians, however, paint him in a more villainous light. In the 1890s, the Philippine revolution against Spanish rule was in full swing. Andres Bonifacio, leader of the Katipunanâ€"a large rebel force fighting the Spanish overlordsâ€"was believed to have been at odds with Aguinaldo, a rising star in the group.

By 1897, tensions escalated within the Katipunan, as both Bonifacio’s and Aguinaldo’s factions vied for control. Historians state that Bonifacio cordially received Aguinaldo’s men in his camp, not knowing that there was a warrant for his arrest. Aguinaldo’s men suddenly attacked, stabbed Bonifacio in the neck and allegedly raped his wife.

BUILD-BACK BOHOL

In an interview before Roxas arrived, Chatto said that they have been doing well in the reconstruction plan for Bohol â€" including agriculuture, livelihood, tourism, and infrastructure.

He said that the Bohol reconstruction plan is now 70 percent complete

But Chatto was quick to clarify that the infrastructure does not include the damaged churches which he said requires technology and expertise of engineers.

DISAPPOINTED

In an interview after the meeting, Roxas admitted that he did not expect that he would face the problem of delay in the reconstruction projects in Bohol.

“Medyo nabigla tayo ditto at hindi ko rin naman naririnig na kulang na kulang pala ang engineers,” Roxas told the Manila Bulletin.

As such, he said his role now is to discuss the matter to the President and propose for the hiring of the 20 engineers â€" their salaries to be shouldered by the national government.

“They will be hired for six months and all that they will do for that period is to craft the POWs for all the projects here,” said Roxas.

“The POWs is important because as soon as they are done, that is the time that the bidding will be started and the construction will begin,” he added.

Roxas said he will check on the progress of the problem after one month.

ONE MONTH DEADLINE

In closing, Roxas gave the local chief executives until one month to finish all the documentary requirements for the release of funds, including POWs and bidding of the projects.

His instruction to the provincial government is simple â€" to come up with a template design that would be used for the construction of at least 20 municipal hall, another single template for public market and for other public construction projects.

“This will expedite the process since we can have one bidding for all of these. All that should be done next is to identify the areas of construction,” he added.

Bohol Latest News / Re: What happened to Bohol rehab?
October 19, 2014, 11:36:45 AM
ROOT CAUSE

In tracing the root cause of the problem, Roxas found out during the meeting that the problem was the failure of the town mayors to submit a Program of Works (POW) which is a major requirement for the release of the funds.

The POW discusses in details how a construction project for instance would be built and if it is compliant with the government-imposed policy that all structures that would be built must be quake-resilient.

At the course of the discussion, Sagbayan Mayor Ricardo Suarez stood up to explain that the reason they failed to submit POWs is that they do not have technical experts to write and craft them.

In Sagbayan town, it was learned that a total of 66 programs were supposed to be built for the locals but yesterday, Suarez admitted he was only able to submit three POWs, so far.

During the brief exchange of ideas, it was established that the root cause of the problem is the lack of engineers to craft the POWs, especially for construction projects.

Chatto then told Roxas that 15 engineers have already been hired to help local government units craft and fine-tune the erratic POWs that local government units submitted.

The problem, however, is that they were just hired recently and that they are expected to start on Monday.

To fast-track the completion of the reconstruction of the 1,066 projects, Roxas proposed to get additional 20 engineers from the Department of Public Works and Highways to reinforce the 15 engineers that the local DILG office has tapped.

“All the projects that just need repairs will be given to the 15 DILG engineers while the projects that require more technical works should be given to the 20 DPWH engineers,” said Roxas.

Bohol Latest News / Re: What happened to Bohol rehab?

UNACCEPTABLE

What was unacceptable to Roxas is that the P2.3 billion that was supposed to be used for the reconstruction of 1,066 projects that include the public markets and municipal halls, has long been released to the provincial government of Bohol.

“The money was already approved, given. The President, the national government are ready to respond to the needs here and what we should do now is to do out part to expedite this,” he said.

So what was supposed to be a ceremony to showcase the speedy reconstruction plan of Bohol from the unprecedented disaster that struck the province ended up with Roxas castigating the local officials and then presiding over a meeting to craft measures to plug the holes of the reconstruction gaps at the Bohol Tropics Hotel here.

Not a single nail hammered for 20 quake-damaged town halls

by Aaron B. Recuenco
October 17, 2014

Tagbilaran City â€" All along Interior and Local Government Secretary Mar Roxas thought he would hear updates of the rehabilitation works of the earthquake-devastated areas here.

But when he was handed the documents updating him of the extent of the rehabilitation work and found out that not even a single nail was hammered for at least 20 of the damaged municipal halls exactly a year since the 7.2-magnitude quake hit the province of Bohol, the smile on Roxas’ face vanished instantly as he blew his top.

“Paano ngayon yan? Sasabunin tayo ng Pangulo nito, sasabunin tayo ng mga boss natin nito (What happens now? We will be taken to task by the President, by our bosses),” a visibly infuriated Roxas chided local chief executives headed by Bohol Gov. Ed Chatto.

TORRANCE, Calif. (AP) â€" A pet parrot that spoke with a British accent when it disappeared from its home four years ago has been reunited with its owner â€" and the bird now speaks Spanish.

The Daily Breeze reported Sunday (http://bit.ly/1qU5dU3) the reunion was brought about by a Southern California veterinarian who mistook the African gray parrot for her own missing bird.

Teresa Micco tracked Nigel's microchip to Darren Chick, a Brit who lives in Torrance.

Little is known about Nigel's whereabouts the past four years, but Chick says the bird's British accent is gone and it now speaks Spanish.

Its hooks are mostly upbeat, especially the “Bye-bye, Miss American Pie” chorus, but the lyrics to “American Pie” are melancholic, even distraught. Viewing history from the bottom of a long and bumpy slide, the song is a catalog of death and destruction: from the shattered innocence of the 1950s through the political tumult of the ’60s and the blackening cultural mood at that decade’s end, when “Satan” is rising and the “Father, Son and Holy Ghost” have “caught the last train to the coast.” Among the awful events “American Pie” seems to referenceâ€"in the line “Helter Skelter in a summer swelter”â€"are the grisly Tate and LaBianca murders committed by Charles Manson’s followers in Los Angeles in August 1969. Cult leader and wannabe rock star Manson convinced his acolytes that he’d received coded directives from the 1968 album The Beatles (a.k.a. “The White Album”), in particular the song “Helter Skelter.” He claimed the lyrics instructed the group to kindle an apocalyptic race war through horrific crimes. Like the disastrous Altamont Free Concert, the Manson Family murders were emblematic of an era’s end, revealing the dark underside of hippiedom’s utopian vision of peace, love and rock and roll.

While not referring to the Rolling Stones by name, the lyrics of “American Pie” seem to blame the group, especially “Jack Flash”â€"i.e., singer Mick Jaggerâ€"for the Altamont disaster and the growing depravity of the late-1960s counterculture. In the song’s fourth verse, Don McLean casts the Stones’ artistic flirtation with Luciferian themesâ€"in their album Their Satanic Majesties Request (1967) and song “Sympathy for the Devil” (1968)â€"as actual satanic power, as if Jagger were the sinister mastermind controlling the Hells Angels’ misbehavior at Altamont. “No angel born in hell / Could break that Satan’s spell,” sings McLean, but Albert and David Maysles’s riveting concert film Gimme Shelter (1970), which follows the Stones on their 1969 stateside tour, tells a different story. Onstage at Altamont, Jagger and his bandmates look like fruity poseurs compared with the brutish, leather-clad Angels. In “Sympathy for the Devil,” Jagger-as-Lucifer boasts of his role in the deaths of the Romanovs, the Kennedys and even Jesus Christ, but at Altamont a nervous Jagger interrupted the song to enjoin the crowd and his posse of ostensible protectors to “be cool.” Certainly not spellbound, the hell-born Angels paid Jagger no mind whatsoever.

The music has died on many days; some mark the premature death of performers belonging to the 27 Club. But for many December 6, 1969, sounded a louder death knell, tolling the end of the 1960s peace-and-love era. On that date, which Rolling Stone magazine described as “rock and roll’s all-time worst day,” a free concert was held at Altamont Speedway, a racetrack in northern California near the Bay Area. The Rolling Stones, finishing a multicity U.S. tour, were the headliners, but several other top bands participated, including the Jefferson Airplane and Crosby, Stills, Nash and Young. Planning for the festival, billed as Woodstock West, was piss-poorâ€"among other deficiencies, there were too few portable toilets. But organizers made one truly catastrophic decision: hiring the Hells Angels to provide “security.” The Angels, paid in beer, tussled with fans and performers throughout the day. (The bad vibe prompted the Grateful Dead to bow out of the lineup.) Things got uglier when the Stones went onstage to close out the night. Brawls between bikers and audience members broke out repeatedly, and an Angel stabbed 18-year-old festivalgoer Meredith Hunter to death, just as the Stones were finishing “Under My Thumb.”

Don McLean hasn’t provided a horse’s-mouth interpretation of his “American Pie” lyrics. “They’re beyond analysis,” he once said. “They’re poetry.” But they’re surely also a collage of more or less opaque allusions to historical events (e.g., the Kennedy assassinations); to other songs, including the Byrds’ “Eight Miles High” and Marty Robbins’s “A White Sport Coat (and a Pink Carnation)”; and to a raft of mid-century music stars. Among those appearing in poetic disguise are Bob Dylan (as “the jester”), Elvis Presley (“the king”) and the Beatles (“the sergeants,” after their album Sgt. Pepper’s Lonely Hearts Club Band). Three lines of the song’s final and most haunting verse may describe Janis Joplin: “I met a girl who sang the blues / And I asked her for some happy news / But she just smiled and turned away.” Ballsy lead singer for the band Big Brother and the Holding Company before moving on to a solo career, Joplin joined the 27 Club, composed of musicians who died at 27, the year before “American Pie” was released. For her fans, October 4, 1970â€"when Joplin was found dead of an overdose in a Hollywood hotel roomâ€"remains another day the music died.

“Hope I die before I get old,” sang the Who in “My Generation” (1965), but of that foursome only drummer Keith Moon, who died in 1978, achieved the wished-for consummation. Moon’s death at 32, however, excludes him from the so-called 27 Clubâ€"the strangely long, and lengthening, list of pop stars who’ve passed away at age 27. Members of this doleful club include Jimi Hendrix (d. 1970), Janis Joplin (d. 1970), Nirvana’s Kurt Cobain (d. 1994), Amy Winehouse (d. 2011) and Doors frontman Jim Morrison (d. 1971), whose melancholy lyric “When the music’s over / Turn out the lights” may serve as an epitaph for this whole sad clan.

“Not Fade Away,” in turn, could be the motto of the superannuated Rolling Stones, who continue to perform well into their 70s. But the Stones also lost a founding member to the 27 Club: Brian Jones, found drowned in the swimming pool of his East Sussex home in July 1969. The circumstances of his death remain murky, but it seems the music was already over for the drug-abusing Jones by the time he died. He’d recently left the Stones and been replaced by guitarist Mick Taylor.

Three popular musicians died on February 3, 1959, but their music lived on. Jerry Lee Lewis’s 1972 cover of the Big Bopper’s “Chantilly Lace” topped the country charts, and when Los Lobos covered Ritchie Valens’s “La Bamba” for a 1987 Valens biopic, the song reached No. 1 on Billboard’s Hot 100. Buddy Holly’s impact on pop music is far wider. His influence on later performers’ style can even be seen in the decision by pop starsâ€"John Lennon, Elvis Costello et al.â€"to wear glasses onstage. (Holly was the first to flaunt them.) The list of Holly’s songs rerecorded by other artists is extensive. To name a few: “Words of Love,” covered by the Beatles; “That’ll Be the Day” by the Everly Brothers and Linda Ronstadt; “Peggy Sue” by the Hollies (their name is a tribute to the singer) and Lou Reed; and “Maybe Baby” by none other than Don McLean. Among Holly’s indelible tunes is his 1957 hit about everlasting love, “Not Fade Away.” An early Rolling Stones single (featuring a mean harmonica lick by Brian Jones), the song has been covered by many, including the Grateful Dead, who performed it at hundreds of concerts.

“American Pie” wasn’t the first song to memorialize the famous victims of the Clear Lake, Iowa, plane crash. Only two months after the tragedy, California DJ Tommy Dee released a record (accompanied by Carol Kay and the Teen-Aires) called “Three Stars”; its treacly lyrics imagine Buddy Holly, Ritchie Valens and the Big Bopper as “three new stars, brightly shining forth” in the firmament. This sincere if gag-inducing homage sold more than a million copies but is now justly forgotten.

Not forgotten are the young men whose lives “Three Stars” celebratedâ€"or two of them, anyway. Bespectacled rockabilly singer-songwriter Buddy Holly (born Charles Hardin Holley) was 22 when he died, and had recorded only three albums, but he was internationally famous. The sound he created influenced generations of musicians. Ritchie Valens (Richard Valenzuela) was even younger, just 17, but he would long be remembered for introducing Latino music into mainstream pop with his Top 40 hit “La Bamba” (a 1958 rock version of a traditional Mexican wedding song). The husky 28-year-old known as the Big Bopper (Jiles Perry Richardson Jr.) was, by contrast, a novelty act with a single hitâ€"the semi-salacious “Chantilly Lace” (1958)â€"under his girthsome belt.

For a monster hit, singer-songwriter Don McLean’s “American Pie” was an unusual record: Clocking in at more than eight and a half minutes, it outdistanced the Beatles’ seven-minute “Hey Jude” and took up more airtime than another superlong 1970s standard, Led Zeppelin’s “Stairway to Heaven.” Plus, its preternaturally catchy tune features lyricsâ€"five verses, an intro and a refrainâ€"as obscure as they are memorable. Partly an oblique autobiography, partly an allegory about the first generation raised on rock and roll, “American Pie” amounts to a riddle that listeners have relished trying to solve since its release. Everybody agrees, though, that the “long, long time ago” of the song’s intro refers to the February day in 1959 when a plane carrying Buddy Holly, Ritchie Valens and the Big Bopper went down in an Iowa cornfield. (Then at the height of their popularity, the three were traveling together on a “Winter Dance Party” tour of cities throughout the upper Midwest.) The postwar generation’s anthem for its lost youth, McLean’s song didn’t just recall that plane crash. The lyrics gave that awful accident a name: “the day the music died.”

LAS VEGAS , Nevada â€" Filipino chess grandmaster Wesley So outplayed Webster University teammate Roby Robson of the United States in the finals to capture the $100,000 first prize in the Millionaire Chess Open championships at Planet Hollywood Resort & Casino.

Despite an inferior position, So forced a draw in the first game as Robson ran into time constraints. With the white pieces in the second game, the 21-year-old So played aggressively to beat his college roommate and win the match 1.5 to .5.

It was the third prestigious victory this year for So, who carried the Philippine flag here despite a falling out with Butch Pichay Jr., the president of the National Chess Federation of the Philippines (NCFP) over the young Filipino’s request to transfer to the US chess federation.

In May, So won the prestigious Capablanca Memorial tournament in Havana, Cuba, and in July, he topped the ACP Golden Classic in Bergamo, Italy.

He also finished behind Vassily Ivanchuk of Ukraine at the Edmonton International tournament in Alberta, Canada.

In 32 games so far, he has not lost a single game and here in Las Vegas, he won four and drew two in the seven-round Swiss system in the qualifying round to tie for the lead with Robson, each with six points, and qualify outright in the semifinals.

In the semis, he beat Chinese GM Jianchao Zhou to arrange the finals meeting with Robson, who prevailed over another Chinese grandmaster Yangyi Yu.

With his unbeaten streak, So has jumped to No.10 in the world, with a live rating of 2762, his personal best and the highest a Filipino chess player has ever achieved.

The camp of Vice President Jejomar Binay on Wednesday identified those they claim to be behind the supposed conspiracy to destroy Binay and dminish his chances in the 2016 presidential elections, a television report said.

GMA News TV's News TV Live quoted lawyer JV Bautista, United Nationalist Alliance (UNA) secretary general, as saying that those allegedly involved in Oplan Stop Nognog 2016 are:

Budget Secretary Florencio Abad
Senate President Franklin Drilon
Technical Education and Skills Development Authority (TESDA) director general Joel Villanueva
Interior Secretary Mar Roxas

Bautista claimed they were the ones funding the supposed operation to discredit Binay.

He added that the same personalities are conspiring with former Makati Vice Mayor Ernesto Mercado, lawyer Renato Bondal and Senators Alan Peter Cayetano and Antonio Trillanes IV. â€" Amita Legaspi/RSJ/NB, GMA News

A man has photographed a stunning set of images of beauty and the beast - as his wife poses in front of epic storms. Nicolaus Wegner, 34, snaps other half Daow, 32, dangerously close to tornadoes and lightning storms.

But the results are spectacular - as she stands fearlessly looking towards Mother Natures most extreme creations. The couple use forecast tools to predict where storms will show before chasing them down and waiting for them to materialise. Most of their shots are taken across Wyoming, but sometimes they travel to neighboring states like Montana and Nebraska.

The pair, who live in Casper, Wyoming, admit there is an element of danger in their work. (Caters News)
