Unsay Giingon ni Manny Sales
by Michael Ligalig
as published by the Bohol Standard

Ug nagkatakdo pag-ayo ang among panglantaw niining bahina.

“Dili man pud mahimo nga molingkod lang ka ug moyawyaw bisag unsa nga way unod imong giestorya.”

Kataposan nga babag ug suliran kanang giingon nga “imong tugtog, imong kanta, imong pong sayaw.”

Bisan Tubig Mahal
by Michael Ligalig
as published by the Bohol Standard

Pareha ra man unta tubig.

Ngano man sauna walay mineral water nabuhi man ang mga tawo?

Kaninyo maalagaron,

Samtang May Higayon Pa
by Michael O. Ligalig
as published by the Bohol Standard

I love you” hangtud nga namatay nalang.

Pila ba kanato ug moingon ug “I love you, Ma o I love you, Pa”? Pila ba kanato ang moingon ug “I miss you, Pa o I miss you, Ma”?

Anonymous Diary Blog / Re: A Dream To Be Reunited

It was Koddi Prudente who told me about this thread. I met him at an arts council meeting in Tagbilaran lately, and he narrated to me his excitement of seeing this reunion dream being fulfilled through TubagBohol.com and of course with the unflinching assistance of Bulak.

I hope this heartwarming story will be duplicated a thousand times. All over the Philippines there are thousands of Boholanos who for decades have lost their roots in Bohol. Thank God, technology will bridge the past and the present.

Maajo Pay Prisohan Kay Naa Pay Rehas
By Mike Ligalig
(as published by the Bohol Standard)

(Tabang: text me palihug sa 0920-494-0649).

Unsa man konoy makuha anang pagsigarilyo?

Nganong manigarilyo man? Pero nganong manigarilyo man?

Philippine Daily Inquirer

While most of their countrymen are queuing for jobs and thinking up various money-making schemes, two Filipinos will be swimming in millions for having the knack for picking lucky numbers.

It was a random but lucky choice of numbers for the 21-year-old salesgirl who won half of the P188-million jackpot in the 6/49 SuperLotto draw on Thursday night.

The bettor, who bought her ticket in Sta Maria, Bulacan, had been playing the popular game of chance for only a week and did not even have a favorite combination of numbers.

“It’s really all random numbers, and she did not have any numbers she maintained. Maybe because she has only been playing for a week,” said Dr. Larry Cedro, the Philippine Charity Sweepstakes Office spokesperson.

Cedro said the 21-year-old went to the PCSO’s Quezon City office Friday afternoon to claim her prize.

The lucky bettor only bet P20 on a single ticket but ended up taking home P94,077,569.30, which she said she would share with her parents and siblings.

Anda - Bohol / Re: More Beautiful Anda Pics

Hi,

I come from the town of Anda.

To go there, just get a van at Dao Bus Terminal in Tagbilaran City. Fare is P120. Bus fare is P100. Travel time is approximately 3 hours.

The cheapest place to stay in Anda is Dapdap Beach Resort located in Barangay Candabong. The website is www.boholdapdapresort.com

There are many notable public beaches in Anda. Try Bas Daku (no rooms for overnight stay). Or go to Flower Beach Resort (a bit expensive) in Barangay Virgen. You can access the beach front area without necessarily renting the cottage.

If you need help in getting around Anda, just send me a text at 0920-494-0649. I'd be glad to be of help to you.

Despite company claims, consumption-based pricing is aimed at monetizing the growing explosion in video delivery over the Internet, protecting TV revenues, and pleasing investors. "If, at an extreme, you could get all of the programming you get over cable for free on the Internet, over time people will stop buying (TV)," Britt told investors in a bit of candor that wasn't apparent in the company's communication with its customers.

That would leave Time Warner Cable as just a dumb-pipe bandwidth provider -- and that's the deepest, darkest fear of any cable or phone company CEO. Carriers are terrified of a future where they just provide high quality cheap bandwidth and other companies make a killing from video, content, and communications services.

Technology / Yahoo 360 Closes
May 30, 2009, 04:46:16 PM
Yahoo 360, which was supposed to close early last year, is finally officially shutting its doors on July 13, according to a blog post written on the site today. The social network/blogging service that nobody really used (except in Vietnam) steadily lost its steam, especially in the U.S.

According to ComScore, Yahoo 360 had 13.9 million worldwide unique visitors in April. But only 982,000 of those unique visitors were from the U.S. This is down from 1.8 million unique U.S. visitors a year ago. - source: Leena Rao of Techrunch.com

Loon - Bohol / Summer Youth Camp in Loon, Bohol
May 26, 2009, 01:12:56 AM
By Adam L. Saligumba
Sunday Post

The overwhelming success of last year's Summer Youth Camp-“Pag-sure sa Future,” which involved the training of young Loonanons into acquiring livelihood skills, has encouraged the local government unit of Loon to stage the second version of the skills training program this year.

Loon mayor, Dr. Lloyd Peter M. Lopez, said this time the youth camp is focusing on the LGU's food sufficiency program through skills training on organic vegetable farming and vermin-composting.

With funding amounting to P106,440 coming from the 20 percent Development Fund, the camp officially started on May 4 and is scheduled to end on May 29.

Two personnel from the ATI served as trainers for two days  to the summer camp participants.

Beneficiaries of this year's summer camp are the in-school youth of Districts 1, 2 and 7 which compose the barangays of Song-on, Tontonan, Taytay, Cuasi, Tangnan, Pig-ot, Cabadug, Cabug, Basdacu, Lintuan (District 1), Moto Norte, Moto Sur, Cogon Sur, Napo, Canmanoc, Tubodio, Tiwi, Tan-awan, Agsoso, Badbad Occidental (District 2), Basdio, Calayugan Norte, Calayugan Sur, Mocpoc Norte, Mocpoc Sur, Canigaan, Sondol and Ubojan (District 7).

Seven members of farmer associations in Districts 1 and 2 are also participating in the month-long activity held at the municipal nursery in barangay Cogon Sur.

Accordingly, in its description of the project the municipal agriculture office, headed by municipal agriculture officer Trinita Suello, expounded that the growing concerns on food and health safety coupled with environmental preservation have popularized the concept of organic farming. At present, a number of farmers are still using inorganic fertilizers and pesticides to increase farm production. However, the inappropriate ways of using inorganic fertilizers and pesticides may cause adverse effects on the health of consumers and can cause damage to the condition of the soil.

On the other hand, the Integrated Solid Waste Management ordinance mandates segregation at source and disposing of only two kinds of wastes, namely: residual and special. Since biodegradable wastes are not collected, every household is encouraged to establish a compost pit or pile for their disposal. In this context, the municipal agriculture office advocates vegetable production using organic fertilizer sourced through “vermi composting” from the biodegradable wastes at home and in the farm.

The local government unit endeavors to sustain its food sufficiency program through the adoption of modern farming technology and production of organically grown vegetables.

This way, the increase production of vegetables will augment the income of farmers and supply nutritious food for their families and the community as well. Households in coastal barangays could also produce organically grown vegetables through container gardening.

The objectives of the project include: to equip the in-school youth and members of farmer organizations in Districts 1 qnd 2 with the technical skills on organic vegetable farming and vermi composting; enable the in-school youth of District 7 to develop a banana-papaya highway along the circumferential road of Sandingan Island; enhance the youth's appreciation of the importance of farming and the production of organically grown vegetables for health and nutrition; and determine the alternative source of income derived from farming and reduce its production cost through the use of organic farming.

Activities in the month-long training include orientation with discussions on overview of organic agriculture, vegetable production- -methods and techniques, nursery establishment and tools used in vegetable gardening.

The participants are also exposed to farm work dealing with land preparation, soil medium preparation, transplanting of vegetable seedlings, vegetable care and maintenance like bagging, pricking and harvesting.

Peligro Kung Tiwasan Ka
by Mike Ligalig (published by the Bohol Chronicle)

Ang tawo masakit man gyud. Way tawo nga dili masakit.

Gikumot-kumot (Wa Ko Mahimuot) - A Commentary on the Bisaya Language

Nganong Dili Ko Motuo ug Swine Flu
sinulat ni Mike Ligalig
published by the Bohol Standard

Kumusta man pag-abot sa tuig 2000? Wala. Mao ra gihapon maingon man kaniadto.

Laing butbot nga ang kalibutan mituo usab kadtong giingong Weapons of Mass Destruction (WMD). Kinsa man konoy dili mahadlok anang term nga “weapons of mass destruction”? Di ba hadlok paminawon? Pero bisan ug way ebidensya apan gi-hype sa American media, daghang nailad. Human sa pagkapukan sa Iraq, walay WMD nga nakaplagan bisag anino. Kadtong giingong WMD puro lang to estorya ilawom sa dagat.

Atong hinumduman nga matag global news nga ipaboto sa American media ug tagaan ug dakong pagtagad aduna kiniy gitawag ug “hidden motive”, financial o kaha political.

Health and Food / Alzheimer's Treatment Arrives
May 08, 2009, 09:02:42 AM
US scientists say they have successfully reversed the effects of Alzheimer's with experimental drugs.

The drugs target and boost the function of a newly pinpointed gene involved in the brain's memory formation.

In mice, the treatment helped restore long-term memory and improve learning for new tasks, Nature reports.

The same drugs - HDAC inhibitors - are currently being tested to treat Huntington's disease and are on the market to treat some cancers.

They reshape the DNA scaffolding that supports and controls the expression of genes in the brain. - BBC

Hundreds of Argentines have been donating to a taxi driver who found a bag with $32,500 (£21,600) in cash in his taxi and returned it to its owners.

The donations started after a website was set up in his honour calling for gestures of gratitude for what is seen as an extraordinary act of honesty.

So far the equivalent of $14,580 has been donated, according to the site.

Santiago Gori, a taxi driver in the coastal city of La Plata, found the money after driving an elderly couple.

They only went a short distance but when he dropped them off, they left a bag in the back of his taxi.

A few days later he managed to locate his passengers again and he returned the bag.

For Argentines used to corruption at all levels of society, this was an extraordinary story.

Web rewards

Two young advertising agency employees decided to set up a website to thank Mr Gori further for his exemplary behaviour.

Now thousands of people have accessed the site and have left hundreds of rewards and messages for Mr Gori.

One visitor offered to produce in his studio a song chosen by Mr Gori to kick-start a potential artistic career.

Another offered a snow-boarding lesson in Argentina's ski resort of Bariloche, while an Argentine abroad promised to bring back a second-hand GPS satellite for his taxi on his return.

"Thank you", say many of the messages and one said it all: "I wish more people were like you."

Ten of America's largest 19 banks need a combined $74.6bn (£50bn) of extra funds to boost their cash reserves.

That is the main finding of the so-called "stress tests" to see if the banks have sufficient capital to cope should the recession worsen.

Bank of America is the most at risk, needing an additional $33.9bn.

"Our hope with today's actions is that banks are going to be able to get back to the business of banking," said US Treasury Secretary Timothy Geithner.

Other banks that need more money include Wells Fargo, which is said to require $13.7bn, and GMAC, the financial arm of General Motors, which needs $11.5bn.

Citigroup requires an additional $5.5bn of funds, and Morgan Stanley has been told to find $1.8bn.

Some of the banks have already indicated how they intend to raise the money they need by private means such as asset sales, rather than having to secure any additional government loans.

THE 10 THAT NEED MORE CAPITAL

Bank of America - $33.9bn
Wells Fargo - $13.7bn
GMAC - $11.5bn
Citigroup - $5.5bn
Morgan Stanley - $1.8bn
Regions Financial - $2.5bn
SunTrust Banks - $2.2bn
KeyCorp - $1.8bn
Fifth Third Bancorp - $1.1bn
PNC Financial Services - $600m

Science and Research / Are Hobbits Real?
May 07, 2009, 08:59:18 AM
Scientists have found more evidence that the Indonesian "Hobbit" skeletons belong to a new species of human - and not modern pygmies.

The 3ft (one metre) tall, 30kg (65lbs) humans roamed the Indonesian island of Flores, perhaps up to 8,000 years ago.

Since the discovery, researchers have argued vehemently as to the identity of these diminutive people.

Two papers in the journal Nature now support the idea they were an entirely new species of human. - BBC

Health officials in the Philippines have asked the country's star boxer to delay his return from the US as a precaution against swine flu.

Manny Pacquiao was scheduled to return home on Friday, after his knockout victory against Britain's Ricky Hatton in Las Vegas at the weekend.

But Philippine Health Secretary Francisco Duque urged the champion to postpone his flight.

There is no suggestion that the boxer actually has swine flu.

But his fight last weekend was in Las Vegas, where confirmed cases of the H1N1 virus have been reported.

'Self-quarantine'

The health secretary told reporters he wanted Mr Pacquiao to delay his triumphal return to the Philippines until at least next Tuesday.

Mr Duque explained that it takes about five days for swine flu symptoms to appear, and he was hoping Mr Pacquiao and his entourage would impose "self-quarantine" until then, to be absolutely sure they had not contracted the virus.

The Philippines was due to hold a "national day of celebration" for Mr Pacquiao this Friday, in honour of his win.

But Mr Duque said there were concerns that the motorcade, which was due to drive through Manila in celebration, could pose a risk of spreading the virus. - BBC

Carmaker Porsche says it has agreed a merger with fellow German manufacturer Volkswagen (VW) after weeks of talks between the two firms' management.

The luxury carmaker said in a statement that it wanted to see the "creation of an integrated car manufacturing group".

VW hailed the decision of the Porsche and Piech families, owners of Porsche group, to create the merger.

It means a Porsche takeover of VW will not happen. The format of the new group will be decided in the next four weeks.

Talks will now take place between the two carmakers, VW's home state of Lower Saxony, and employee representatives.

The state's president Christian Wulff said in a statement: "We are ready for discussions, which must be carried out quickly." - BBC

May 07, 2009, 06:46:58 AM
Israeli authorities say they have recovered a papyrus document which appears to be nearly 2,000 years old.

The document measures 15cm by 15cm (6in by 6in), and contains 15 lines of ancient Hebrew script.

It appears to be a legal instruction, transferring a widow's property to her late husband's brother.

It was seized from two Palestinian men in a sting operation at a Jerusalem hotel, police said. The two could face several years in jail.

The Israel Antiquities Authority (IAA) said on Wednesday that the scroll was an "exceptional archeological document, of the like but a few exist," reported Israeli newspaper Haaretz.

It said similar scrolls had been sold worldwide for sums as high as $5-10m (£3.3-6.6m). - BBC

The woman - from Cameron County, close to the US border with Mexico - died earlier this week, the Texas Department of State Health Services said.

But in a statement it added that she had been suffering "chronic underlying health conditions".

It is the second confirmed swine flu death outside Mexico. A Mexican toddler died of the virus in the US in April.

The unnamed woman who died was in her 30s, reported Associated Press news agency.

World Daily News / Tsunami Hit New York City
May 04, 2009, 07:38:39 PM
A huge wave crashed into the New York City region 2,300 years ago, dumping sediment and shells across Long Island and New Jersey and casting wood debris far up the Hudson River.

The scenario, proposed by scientists, is undergoing further examination to verify radiocarbon dates and to rule out other causes of the upheaval.

Sedimentary deposits from more than 20 cores in New York and New Jersey indicate that some sort of violent force swept the Northeast coastal region in 300BC.

It may have been a large storm, but evidence is increasingly pointing to a rare Atlantic Ocean tsunami.

Steven Goodbred, an Earth scientist at Vanderbilt University, said large gravel, marine fossils and other unusual deposits found in sediment cores across the area date to 2,300 years ago.

The size and distribution of material would require a high velocity wave and strong currents to move it, he said, and it is unlikely that short bursts produced in a storm would suffice.

"If we're wrong, it was one heck of a storm," said Dr Goodbred. - BBC

Some 226 swine flu cases have been confirmed in 30 states and more cases are expected, US health officials say.

They said most cases were mild - although a small girl visiting from Mexico has died - and the spread was no worse than seasonal flu.

Mexico, where the outbreak originated, says cases of new infections are declining and authorities will decide on whether to allow schools to reopen.

But the World Health Organization (WHO) has warned against complacency.

WHO chief Margaret Chan said the real test would come when the winter influenza season hits countries.

"We hope the virus fizzles out, because if it doesn't we are heading for a big outbreak," she told the UK's Financial Times. - BBC

From Senator Jinggoy, we learned that his dad, former President Joseph ‘Erap’ Estrada is running for President in the coming elections.

“He deserves to be back there,” ani pa ni Senator Jinggoy. “Marami pa siyang naipangako sa taong bayan na di pa natutupad when his Presidency was cut short.

“Let us allow him na tuparin lahat ng kanyang mga naipangako. Yes, by voting for him in the 2010 elections, bilang Presidenteng muli ng ating bayan.”

He himself, he said, will run for reelection as Senator. And he, too, thinks he will win. Most everyone think he delivers.

There is no evidence of the swine flu virus spreading in a sustained way outside North America, a top World Health Organization official says.

Dr Michael Ryan, WHO Director of Global Alert and Response, praised European nations' handling of cases and said events did not seem out of control.

Mexico has cut its suspected death toll by 75 to 101, indicating the outbreak may not be as bad as initially feared.

The country has ordered a five-day shutdown in a bid to contain the virus.

Mexican Health Minister Jose Angel Cordova told the BBC that, based on samples tested, the mortality rate was comparable with that of seasonal flu.

Dr Ryan, meanwhile, said that there was "no evidence of sustained community spread outside of North America". - BBC

Floyd Mayweather Jr. returned to boxing today after a temporary retirement, and the 32-year-old who had last fought in December 2007 wasted no time affirming that his charisma and ring skills have not been diminished.

"I'm coming straight from the club, the strip club," Mayweather Jr. said in a news conference at the MGM Grand, where he'll fight Mexico's Juan Manuel Marquez on July 18 in a welterweight bout expected to be set at a catch-weight limit of 144 pounds. "I'm running seven to eight miles a day. I'm in great shape. Come fight night, I'll be ready."

Since he left the sport last year while walking away from negotiations for a rematch with Oscar De La Hoya, five-division world champion Mayweather Jr. (39-0, 25 knockouts) has seen his informal standing as the world's best pound-for-pound fighter handed to Manny Pacquiao of the Philippines, who fights England's Ricky Hatton later tonight in Las Vegas.

"How am I not the king when nobody's taken my throne?" said Mayweather, who wore black clothing, including a stocking cap and large boots to the news conference.

He said he's prepared to fight all of boxing's top challengers near his weight level, including Pacquiao, Pomona's Shane Mosley and even a possible De La Hoya return fight.

Floyd Mayweather Jr. insists it's not all about the money.

Not totally, anyway.

"I guess I just missed boxing," Mayweather said Saturday. "Somebody's got to keep the sport up and running. Why not me?"

That was the question Mayweather asked himself as he took a break from the sport that has consumed his life from the time he learned to walk. He wasn't gone long, but his 11-month retirement was enough to make him realize that he wanted to fight -- and fight a lot more.

"I'm still the biggest draw in boxing," Mayweather said. "Everybody wants to fight me because they know I'm the cash cow."

Mayweather, 32, will return to the ring July 18 in a fight against lightweight champion Juan Manuel Marquez, who will move up two weight classes to get his share of the riches a Mayweather fight can produce. It will be his first fight since he stopped Ricky Hatton in the 10th round of their December 2007 bout.

"I left on top, and I came back on top," Mayweather said. "I'm here to fight and reclaim what's mine."

Indeed, when Mayweather announced his retirement last June he was generally regarded as the best pound-for-pound fighter in the world, an honor now mainly given Manny Pacquiao. Mayweather's decision to retire instead of fighting a rematch against Oscar De La Hoya led to Pacquiao getting the shot that he capitalized on.

Mayweather announced his comeback plans in a theater at the MGM Grand hotel, just hours before Pacquiao and Ricky Hatton were to meet in a 140-pound fight in the hotel's arena.

Mayweather, should he beat Marquez, could get the winner of Saturday's fight in the fall, but he wasn't planning to stick around and watch it.

"I'm taking my daughter bowling tonight," he said.

Mayweather, who is unbeaten in 39 fights, brushed off questions about the state of his finances, saying he made $8 million last year without having a fight and that the rumors he was in financial difficulty were just that. But the lure of many more millions was in the back of his mind as he began sparring once again in recent weeks, the itch to fight returning.

Greg Page, a former heavyweight boxing champion who suffered a severe brain injury in a 2001 fight, has died at his Louisville home. He was 50.

His wife, Patricia Page, said she found the one-time World Boxing Association champion in his bed Monday morning. Patricia Page said he died of complications related to injuries he suffered in the fight.

Page told The Associated Press her husband "is in a better place now."

Holly Stein /Allsport Patricia Page said she found her husband, Greg Page, the one-time WBA champion in 1984, in his bed Monday morning.

The March 9, 2001, fight left Page in a coma for nearly a week. He then had a stroke during post-fight surgery. He was paralyzed on his left side and received intensive physical therapy.

Page won a $1.2 million settlement in 2007 with Kentucky boxing officials over the lack of medical personnel at the fight. Boxing officials also agreed to establish a medical review panel for the Kentucky Boxing and Wrestling Authority to check the health conditions of people involved in the sport who may be at risk for injury.

Page started fighting while growing up in Louisville and was sparring with Muhammad Ali by the time he was 15. He became the National Golden Gloves heavyweight champion in 1978 at age 20.

Joe Calzaghe has no interest in coming out of retirement to fight Carl Froch, saying the WBA super middleweight champion is not in the same class.

The 37-year-old Welshman retired in February after winning all 46 of his fights and said that he had no interest in facing Froch, who knocked out Jermain Taylor with 14 seconds left in their fight Saturday night in Mashantucket, Conn.

"Enough is enough with Carl Froch calling me out," Calzaghe told the South Wales Argus. "I can tell you categorically that I will not fight the guy even if I did come out of retirement, which I am not going to do."

Froch called on Calzaghe to return to the ring after beating Taylor, even though he trailed most of the fight. But Calzaghe, who won his last two fights at 175 pounds against former world champions Bernard Hopkins and Roy Jones Jr., said the English fighter was not good enough to lure him from retirement.

"I am sick to death of him drumming up free publicity for himself by using my name," Calzaghe said. "No one who watched the fight can believe he's in my class. He's my stalker.

Floyd Mayweather is ready to reclaim his throne as the best pound-for-pound fighter in the world, and will take the first step with a July 18 fight against Juan Manuel Marquez in Las Vegas.

Leonard Ellerbe, Mayweather's adviser, confirmed the bout in an exclusive interview with The Press today. Ellerbe said the Grand Rapids native and six-time world champion immediately reclaims the title as boxing's best.

"He left the sport as the best fighter in the world, he comes back as the best fighter in the world," Ellerbe said. "(Manny) Pacquiao was never considered the best fighter while Floyd was active, so why should anything change?"

Pacquiao will face Ricky Hatton tonight at MGM Grand in Las Vegas. The Pacquiao-Hatton winner is rumored to be in line to face the winner of Mayweather-Marquez later this year.

"I left on top, and I came back on top," Mayweather said at a news conference in Las Vegas on Saturday. "I'm here to fight and reclaim what's mine."

Earning at least P1.3M in the last three months, Danao Extreme, Eco, educational adventure tour (EAT) Danao has surpassed the town’s annual market revenue of last year.

Vice Mayor Jose Cepedoza bared this during the recent League of Municipalities of the Philippines (LMP) meeting when he welcomed the mayors to the Berinja Hall of the newly put up Danao Eco-Park in barangay Magtangtang, this town.

At the meeting, Danao local officials presented to the mayors as part of the town briefing, the EAT Danao, the town’s latest revenue goose to lay its golden eggs.

The biggest income earners, the famed Suislide (from coined suicide and slide) and the extreme rappell charges P850 per head has been steadilly going up since both have been set up since December of last year, tourism designate Anna Loinda Saluan revealed.

Danao, a relatively young town that broke off from Talibon since 1961, is 72 kilomters from Tagbilaran.

A fourth class municipality which boasts of 17 barangays, two of which are the base of the rebellion led by Francisco Dagohoy (Sendrijas), Danao has set up the extreme eco-adventure as a means to realize a town  vision of becoming a prime eco-tourism destination in the central Bohol region.

Promoting the Dagohoy Historical Spot as a major strategy to create conditions of productive and creative enterprise as well as open employment opportunities, Danao Local Government led by Mayor Thomas Louis Gonzaga and Vice Mayor Cepedoza has transformed a historical spot into a full extreme adventure destination with its own package of tests for the daring tourist.

Owning the catchphrase: Home of the longest Philippine Revolt, Danao has largely funded the development of 15 square hectares of adventure park and its facilities capitalizing on its historic and ecological edge.

According to Mayor Gonzaga, not only is the tourism facility working wonders with direct employment, it has also spurred tourism support industries like livestock and agriculture and cottage industries, at least.

Shielding world-renowned Balicasag dive site from the adverse impacts of unabated discharge of solid and liquid wastes from over 100 households and establishments in the island, a multi-million-peso wastewater treatment facility can rise to the rescue with 99-percent influent-to-effluent treatment efficiency on coli.
On the idea, Governor Erico Aumentado re-echoed a lesson learned from a recent one-week study-training on water resources in Korea where they adopt a system of advance wastewater treatment technology using Yakurt Media (YM) by Han-Sung E.N.G.
Aumentado presided the meeting of the inter-agency technical committee on the proposed memorandum of agreement to save Balicasag island on April 21 at the Philippine Coast Guard headquarters in port area, Manila.
The meeting gathered together representatives of government agencies involved in the protection of Balicasag Island- -PCG Vice Commander for Operation Ramon Liwag, Panglao Mayor Benedicto Alcala, Provincial Board Member Alfonso Damalerio II, Provincial Legal Officer Handel Lagunay, Philippine Tourism Authority (PTA) Deputy Manager for Operation Jethro Lozada, Philippine Navy Deputy Aaron Fetaleno of N5, Pietro Velasco of the Bureau of Fisheries and Aquatic Resources (BFAR), Department of Tourism (DOT) Legal Services Director Evelyn Cajigal, DOT Legal Services LRD Chief Reynaldo Ching, BFAR-7 Regional Director Andres Bojos, PN Researcher/ Analyst Maureen Malonso, PN Legal Officer Beniluz Engracial, PN Admin and Logistics Officer Chris Baron Ascano, First District Rep. Edgar Chatto’s chief of staff Minjoe Luspo, and the PCG team.
Upon Alcala’s motion as seconded by Damalerio, the inter-agency technical committee unanimously approved a resolution requesting DOT Secretary Joseph Ace Durano and PTA General Manager Mark Lapid to provide and allocate sufficient funds for the construction and maintenance of a wastewater treatment facility at Balicasag Island.
“In view of the importance of the dive sites and marine life in Balicasag Island to the country’s tourism industry, there is a need to introduce interventions such as the installation of a waste water treatment facility to mitigate the adverse impacts of solid and liquid wastes generated by domestic activities on the island and the surrounding marine life,” the resolution cited.
The inter-agency technical committee expressed concern as the population of settlers in the island has already reached a big number, “whose domestic activities inevitably generated solid and liquid wastes”.
These activities have started affecting the island, the surrounding waters, coral reefs and its marine life, in the absence of appropriate mitigating facilities.
The resolution cited the role of PTA as an attached agency to the DOT that operates the Balicasag Island Dive Resort in Balisag Island, Panglao.
The resolution further cited that “Balicasag Island plays a vital role in the tourism industry of the country, as its surrounding water is the location of internationally-renowned dive sites with Level 3 classification characterized, by good coral cover, high diversity of marine life and abundance of fish”.
Earlier, DOT had provided P1.9 million for the construction and development of a waste water treatment facility in Malapascua Island which has lesser population than Balicasag Island.
Lagunay, who serves as acting secretary of the inter-agency technical committee, yesterday accompanied Hanjin’s Yung Qu Park, whose brother is connected with Han-Sung ENG, to Balicasag to determine the volume of wastewater discharge in the island and come up with an estimate on the actual project cost.
On Park’s estimate, Balicasag Island dive resort generates 50-100 tons (142-283 cubic meters) of waste, Lagunay relayed to media.
Park submitted to Aumentado on Friday night, the estimated cost of the treatment facility that can handle this volume of waste.

LGU Philippines / Biggest Kangaroo Court
May 02, 2009, 02:11:00 PM
Senator Manuel Villar jr. has apologized to Senate President Juan Ponce Enrile after he had labelled as the ‘biggest kangaroo court’ the Senate Committee of the Whole now hearing his case on the alleged ‘double insertion’ in the 2008 National Budget.

Villar personally went to see Enrile in his Senate office to say he was sorry for having tagged the committee of the whole as the biggest kangaroo court.

Villar told Enrile that it was not his intention to include the person and the leadership of the Senate President when he made such an statement on the convening of the committee of the whole to hear the ‘ethical complaint’ raised by Senator Jamby Madrigal against him on the questionable C5 road expansion project.

Villar explained that he was referring to some members of the committee, particularly, Senator Panfilo Lacson and other members of the Senate ethics committee who were pushing for the Senate inquiry into the said ‘double insertion’ issue.

But Senator Lacson said that Villar should also apologize to all Senators as he has offended them when he called the committee of the whole as the biggest kangaroo court. - PBS

The National Economic and Development Authority on Friday said pump prices of gasoline should be lower than P32 per liter.

Socio-economic Planning Secretary Ralph Recto said in a statement that based on the Department of Energy (DOE)oil monitor as of April 16, oil companies charged as much as P40.85 per liter of premium plus unleaded gasoline, P39.71 per liter of premium unleaded gasoline, and P39.07 per liter of unleaded gasoline, about P8 more than the estimated gasoline price of P32.

“Assuming that oil companies had purchased their stock of Dubai crude at US$ 50/bbl (barrel) or P2,408/bbl based on an exchange rate of P48.16 to the dollar at that time, then pump prices of domestic gasoline should be about P32.16 (per liter),” Recto said.

“However, if they had purchased Dubai Crude Oil in February or March as some of them keep an inventory of 30 to 60 days, then prices should even be lower”, he added.

Dubai crude was at US$ 42.21/bbl or P2,024/bbl (P47.96 to US$ 1) as of Feb. 20, and US$ 44.51/bbl or P2,149/bbl (P48.29 to US$ 1) as of March 20.

Quoting historical data to estimate the P32.16 price, Recto said that when Dubai crude was at P2,176/bbl in February 2005 (US$ 39.70/bbl at P54.81 to US$ 1), domestic gasoline was at P27.37 per liter while at P2,495/bbl (US$ 45.84/bbl at P54.44 to US$ 1) in March 2005, domestic gasoline was at P29.22.

“Thus, interpolating the cost of domestic gasoline at P2,408/bbl given the above Dubai crude and pump prices, it would be at P32.16,” Recto said.

He also said that even the most expensive gasoline in the United States, which was the premium reformulated retail gasoline, cost US$ 2.343 per gallon or P29.57 per liter at P47.77 to US$ 1 as of April 20 (one gallon is equivalent to 3.785 liters).

“Government may not have the tools to lower oil prices under the deregulation law and therefore must collect the appropriate taxes from the oil companies so we may make the necessary investments for health, education, social protection to help the poor as well as in renewable energy,” he said. - PNA

Over 7,000 jobseekers found employment on the spot after their final interview with firms during the state-hosted Jobapalooza fair on Friday.

Undersecretary Luz Padilla earlier said that on-the-spot hiring was possible following the screening via DoLE’s online pre-registration launched March this year, before the conduct of Jobapalooza on Labor Day.

Some 5,807 found job locally and 1,537 found overseas employment.

She said that over 20,000 jobseekers registered online. The applicants’ qualification have been sifted and pre-matched by employers, which cut screening time significantly.

“Some of them could be starting any day now, or are on final interview today,” she said.

Top job demands included engineers, receptionists, call center agents, human resource staff, mechanics, forklift operators, nurses, receptionists, construction workers, to name a few.

Padilla earlier said that over 60,000 to 80,000 jobs were offered in Jobapalooza-National Capital region alone. The job fair was held simultaneously in the country's 16 regions.

The fair also offered some 20,000 overseas jobs, through the 53 recruitment firms that participated in the event.

Overall, 200,000 jobs were offered to jobseekers nationwide.

The National Grid Corporation of the Philippines (NGCP), the operator of the country’s power transmission highway, is preparing for an expected rise in electricity demand on May 3, the day of the boxing match between Filipino champion Manny Pacquiao and British challenger Ricky Hatton.

Historical data from the NGCP’s System Operations Group shows that power demand increases by as much as 100 megawatts (MW) whenever Pacquiao has a televised boxing fight.

The increase is attributed to the increase in the number of television sets switched on for the much-awaited Pacquiao fight.

NGCP noted that TV sets can consume power of between 130 to 380 watts depending on the model.

Malls, movie houses and other commercial establishments also open for business at a much earlier time to accommodate customers who want to watch the fight “live” via satellite on big screens. - The Philippine Star

The Philippine Deposit Insurance Corp (PDIC) is asking the Bangko Sentral ng Pilipinas (BSP) for a P14-billion loan to pay the insurance claims of the depositors of 15 rural banks shut down by bank regulators.

BSP Governor Amando Tetangco Jr. said they have received the loan application but no decision has been made by the Monetary Board.

“The law does allow the PDIC to approach the BSP for assistance. They can do that,” Tetangco said.

PDIC president Jose Nograles told reporters that the PDIC has been authorized by its board to seek a P14-billion loan to finance the payout of deposit insurance claims that have accumulated since late last year.

Nograles said the PDIC had ample funds to settle the claims of 15 rural banks shut down by the central bank late last year and this January but he said the board decided to borrow anyway.

Kulang Ang Usa Ka Dosena
sinulat ni Michael Ligalig (published by the Bohol Standard)
