PAGASA: Approaching typhoon won’t affect PHL in next 2 days

A powerful typhoon approaching the Philippines is not likely to affect the country at least for the next two days, state weather forecasters on Saturday said, but Malacañang has reminded local government units to take the necessary precautionary measures.

“Typhoon Bopha is expected to enter the Philippine Area of Responsibility (PAR), [particularly] in eastern Mindanao early morning of Monday. But it is still too far to affect any part of the country within the next two days,” PAGASA said in its 11 a.m. advisory.

Earlier, PAGASA estimated Bopha â€" or "Pablo," once it enters the Philippine area â€" to be 1,690 km east of southern Mindanao, or about 730 km east of the eastern border of the PAR.

It also said Bopha packs maximum sustained winds of 165 kph and gustiness of up to 200 kph, and is moving west at 20 kph.

“Disaster management officials are advised to be alert on the possible effects of the incoming weather disturbance,” PAGASA said.

Despite PAGASA's assessment, however, Malacañang reminded concerned agencies and local government units to take advantage of the "lull" to make preparations.

“Sa mga LGU, ang apela namin tumutok sa warning ng PAGASA at NDRRMC (National Disaster Risk Reduction and Management Council) sa bagyong papasok sa PAR,” deputy presidential spokesperson Abigail Valte said on government-run dzRB radio.

Valte also said the Palace expects "automatic preparations" by the Departments of Health, Public Works and Highways, Social Welfare, and Interior and Local Government.

“The moment we know there is a typhoon or tropical storm that enters the PAR, dapat automatic ang preparations natin,” she said.

Meanwhile, the NDRRMC said aside from schools and government facilities, even cockfighting arenas may be tapped as possible evacuation centers in preparation for Bopha which may hit areas in Visayas and Mindanao.

"Pati sabungan, walang sabungan muna, akin muna ang sabungan," NDRRMC head Benito Ramos said in an interview on dzBB radio.

Local religious leaders have also been requested to take in affected families if government facilities will not be enough, he said.

The NDRRMC earlier said it went on blue alert for Bopha, which means at least half of the agency's personnel are expected to be at their posts.

"Ito'y habang malayo pa lang may enough time para maghanda," Ramos said.

Also, he said he has been coordinating with the DSWD to preposition relief goods.

He also said joint preparations are also ongoing with the DOH and DPWH to allocate medicines and heavy equipment.

The NDRRMC is tapping soldiers from the Army's 4th Infantry Division in eastern Mindanao, according to Ramos. He said some 10,000 soldiers are there already.

The NDRRMC will also tap the Army's 8th Infantry Division in Samar and Leyte. â€" with Gian Geronimo /LBG, GMA News

MANILA, Philippines - (UPDATE 5:19PM)A storm just outside the Philippine area of responsibility intensified into a typhoon on Saturday and is forecast to make a direct hit on Bohol early next week, with PAGASA experts raising the possibility that its enormous scope, wind strength and speed and rain component could match those of “Typhoons Reming and Ondoy combined.”

The latest bulletin from the Joint Typhoon Warning Center said typhoon “Bopha” (Khmer for “flower”), which will be named “Pablo” when it enters PAR, is likely to make landfall over Bohol by Tuesday.

The storm, the 16th to visit the country this year, currently packs maximum winds of up to 166 kilometers per hour with gusts of up to 203 kph.

At 2 a.m., the Philippine Atmospheric Geophysical Astronomical Services Administration (Pagasa) said the storm was 1,760 kilometers east of southern Mindanao as it moved west at 20 kph.

It may enter PAR by Monday.

The typhoon is also embedded along the intertropical convergence zone, which means it may pack more rains.

The National Disaster Risk Reduction Management Council already hoisted the blue alert status and has prompted local governments to "undertake preliminary measures" in preparation for the typhoon.

OCD-Bicol issues advisory

The Office of Civil Defense in Bicol (OCD-5) and the Albay provincial government have issued advisories on the activation of disaster risk reduction management councils in preparation for the approaching Tropical Storm Pablo (Typhoon Bopha).

PAGASA regional weatherman Liberato Dalida Jr. briefed the RDRRMC and PDRRMC on the latest tracking of the storm.

Dalida added there is a possibility that TS Pablo’s enormous scope, wind strength and speed and rain component could match those of “Typhoons Reming and Ondoy combined.”

Full-blown preemptive evacuation in Albay will start on December 4 after PAGASA released its Saturday morning update predicting a 90-percent possibility that the tropical storm may enter the PAR) either by Sunday or Monday morning.

The OCD-chaired Regional disaster risk reduction management council (RDRRMC) and the Albay provincial disaster risk reduction management council (PDRRMC) met Saturday morning with member-agencies to lay out “zero casualty” measures, particularly if the tropical storm becomes a super typhoon.

PAGASA’s Dalida said a 45-year historical background of typhoons originating from between 5 to 10 degrees in north latitude entering PAR, much like TS Pablo, follow an almost similar path.

On December 4, it is estimated that Pablo will be nearest Albay at 200 kilometers from its center (eye) and could pack gustiness of up to 180 kilometers per hour.

OCD-5 Director Raffy Alejandro placed the PDRRMC and member-agencies under a 24-hour red alert status.

The Philippine National Police (PNP) assured preparedness for the possible conduct of search and rescue; the provincial agricultural services office will immediately conduct inventory of fishermen to be affected; the Department of Education (DepEd) has identified classrooms to be used as evacuation centers.

Salceda also directed the month-long Karangahan Festival celebration to be placed “on hold” starting December 4.

NDRRMC on blue alert

The NDRRMC is on blue alert status. Benito Ramos, Executive Director of NDRRMC, said the blue alert status requires half of the agency’s personnel to be ready for contingencies.

Ramos also said the personnel on duty should coordinate efforts to ensure zero casualty.

The NDRRMC also said it has directed the disaster risk reduction and management councils at the local level to prepare residents to evacuate if needed.

”Office of Civil Defense centers were instructed to undertake precautionary measures in their respective areas of responsibility," the NDRRMC said.

The agency also advised local disaster risk reduction and management councils to "initiate preemptive evacuation of families in low-lying and mountainous areas if the situation warrants."

Philippine Daily News / PH stocks surge to all-time highs
November 29, 2012, 12:21:09 PM
By Doris C. Dumlao

MANILA, Philippinesâ€"Amid the country’s solid 7.1-percent economic growth in the third quarter, the main-share Philippine Stock Exchange index surged to new all-time highs, bucking the downturn in most markets in the region.

The PSEi climbed 47.27 points, or 0.85 percent, to mark its best ever finish at 5,633.72. A new intra-day peak of 5,636.33 was likewise recorded.

Because of the stellar economic growth in the first three quarters of the year and given the still rosy prospects until yearend, Metrobank’s research team has upgraded its full-year GDP growth forecast for this year to 6.6 percent from 5.5 percent.

“On the demand side, household consumption will remain as the growth driver. Consumer spending will still be supported by the sustained inflow of remittances and the still well-anchored inflation expectations,” Metrobank said.

On the supply side, Metrobank said the services sector would be supported by the rosy outlook for the real estate and tourism sub-sectors.

Public construction is expected to sustain its growth in the second half of the year on accelerated government spending ahead of the congressional elections next year while the agriculture sector is also seen to sustain its rebound given that no adverse weather condition was experienced in the last months of the year.
But the next question is how this robust growth would affect monetary policy. The Bangko Sentral ng Pilipinas (BSP) has so far slashed its key interest rates by 100 basis points this year but mostly due to concerns over a sharply appreciating peso rather than growth.

One out of 10 households in the country is supported by remittances from relatives overseas. The peso value of these remittances shrinks whenever the local currency is appreciating. Exporters who earn in foreign currency are also affected by a strong peso.

Monetary easing seen

JP Morgan, in a research report on Wednesday, said the strong growth reduced but did not eliminate potential for monetary easing.

“Domestic demand has been strong in the Philippines. This strength has reflected a low interest-rate environment, combined with strong remittance inflows and steady government consumption this year (spending has been slower this year than planned but is still stronger than last year). Moreover, the government has been pushing investment via private-public partnerships (PPPs), which though slow, are starting to get off the ground,” JP Morgan said in its research.

JP Morgan noted that while an important signal, the PPPs themselves may have a small direct effect on growth, likely around 0.5 percent of GDP on average until 2020.

Fastest expansion

HSBC economist Trinh Nguyen said that in contrast to the region, which experienced slowing growth in the third quarter, the Philippines saw the fastest economic expansion this year.

“Exports of both goods and services, private and public consumption, and investment soared despite the global slump. This reflects both timely policy actions by the BSP and the government as well as the resilient nature of the consumption-driven economy. With such a strong performance, the BSP will hold rates when it meets in December,” Nguyen said.

On the whole, economic growth was broad-based, which means “most of the economy’s engines are humming stronger,” said Jose Mari Lacson, head of research of Campos, Lanuza & Co.

“Most notable, however, was the tag team of private and public construction, which drove industrial production higher. While manufacturing sustained its improvement, we do note a deceleration in services growth. And the services slowdown was across the sub-sector, meaning even retail and wholesale trade demand may have started to plateauâ€"a possible repercussion of the stronger peso. The bottomline, however, is that the recovery in agriculture and stronger industrial production had more than offset the slowdown in services and reduced purchasing power of overseas remittances in the third quarter of 2012,” Lacson said.

One UP Economics Expert said that though the Philippine economy has exceeded those of the neighboring SE Asian countries, the Philippines would still need a 10 year continuous growth for the ordinary citizens to feel the effect.

Correct. This world is becoming more absurd everyday.

How would you feel like when at your judgment before the throne of God, He will ask you, "What have you done my child during your lifetime?"

Will you be proud to say that, "Lord, I voted or supported the RH Bill in my country."?

This Palace official suspects one reason for the lack of quorum in the House of Representatives during deliberations on the reproductive health (RH) bill: Reelectionist lawmakers fear provoking their parish priests.

In the countryside, there is such a thing as a “Catholic vote,” and pro-RH lawmakers would rather absent themselves from the sessions than become the object of attacks from the pulpit in the run-up to the May 2013 elections, according to Secretary Manuel Mamba.

Mamba, head of the Presidential Legislative Liaison Office, on Sunday said lawmakers were “fearful” of provoking their parish priests by appearing in the deliberations, much more by voting for the controversial measure.

“If you’re a politician, you stay out of trouble. They (the clergy) are not even the enemy. Why provoke them? By voting for the measure, you’re provoking the Catholic hierarchy,” Mamba said in a phone interview.

“The elections are near. You don’t want to create enemies. In local politics, there is a Catholic vote, especially in areas where the clergy are very influential on their flock. If the clergy are popular, they have the pulpit. They can do it every Sunday,” he added.

So, for some pro-RH lawmakers with their eyes on the midterm elections, the option is “to absent themselves” from the deliberations, said Mamba, whose office acts as middleman between Malacañang and Congress in the choice of the legislative agenda.

Lack of quorum

Mamba said President Aquino was aware of such dynamics in local politics. Being a former lawmaker himself in  Cagayan province, Mamba said he “fully understood” where the lawmakers were coming from.

“It would have been much easier if it were put to a vote not too close to the elections,” he said.

The campaign for the midterm elections begins  in mid-February.

The Church fiercely opposes the measure. After bold predictions by House leaders that the bill would be approved, plenary debates on the measure have bogged down for lack of quorum.

Lawmakers either skip sessions or leave after the roll call. Majority Leader Neptali Gonzales II said most of the absentees were supporters of the measure.

Abortion, promiscuity

The RH bill would provide couples with information on family planning approaches, including modern contraception methods that the Church opposes. It would also widen reproductive health education in schools and government health centers.

Church officials oppose the measure, saying it might promote abortion as well as promiscuity. They consider some birth control pills as abortifacient.

The health department supports the bill, saying it would reduce maternal and child deaths in the Philippines.

The President has not issued a fresh call for his allies in the House to bring the measure to a vote.

Time to vote

“The President has said his piece,” Mamba said, referring to Mr. Aquino’s Aug. 6 caucus with the lawmakers. “He has given orders for the lawmakers to be present, have a quorum and vote on it. He will not impose whatever position they will have. What’s important is they vote on it.”

After the caucus, the lawmakers voted overwhelmingly to terminate debates. But with the lack of quorum, no amendment has been introduced.

Deputy presidential spokesperson Abigail Valte said the lawmakers had yet to discuss with the President the matter of certifying the measure as urgent. Otherwise, Malacañang was leaving its approval up to the lawmakers, she said.

In the 283-member House, the pro-RH proponents have a slight edge over the anti-RH lawyers. Some congressional sources say it’s possible more anti-RH lawmakers than pro-RH proponents would show up if a vote is forced now.

‘Ripe for a vote’

“Our problem in the House is membership. Our problem in the Senate is the leadership,” Mamba said.

Senate President Juan Ponce Enrile and Majority Leader Vicente Sotto III are opposed to a counterpart measure in the chamber. Unlike in the House, the bill has better chances of getting approved in the Senate, with more senators backing it, according to Mamba.

“I think the RH bill is ripe for a vote in the Senate,” Sen. Ferdinand “Bongbong” Marcos Jr. said on dzBB radio. “The issues have become tedious since I sponsored my own version as a congressman. All of us are ready, win or lose.”

Marcos said Senators Miriam Defensor-Santiago and Pia Cayetano, the main authors of the Senate bill calling for a national policy on reproductive health and population, had agreed it was time to put it to a vote whatever the outcome.

“I will support the bill,” Marcos said.

But he said the 2013 elections would play a factor in the outcome of the vote.
“I’ve heard that some of the authors [in the House] have withdrawn their support because of the election. That’s the reality in our politics. If you are candidates, it’s really difficult to oppose the Church,” Marcos said. With reports from Gil C. Cabacungan and Inquirer Research

MANILA, Nov. 27, 2012â€"For a highly controversial population control bill that has divided the nation and generated criticism for pouring billions into the purchase and distribution of birth control supplies, including abortifacients, the apparent resistance of pro-reproductive health (RH) solons to nominal voting in moving the substitute RH bill forward has put the spotlight on the lack of transparency in legislative proceedings.

The House of Representatives yesterday accepted the substitute bill as the new one under consideration through viva voce voting. Viva voce (live voice) voting refers to voting by speech â€" saying “aye” or “nay” (yes or no) instead of by written or printed ballot.

Seconds later, after Cebu Representative Pablo Garcia made a motion for nominal voting, ALAGAD Party-List Representative Rodante Marcoleta moved for adjournment.

Deputy Speaker Crispin Remulla hence declared session adjourned till the following day.

Nominal voting refers to a scheme in which lawmakers cast their votes one by one and will be allowed to explain their votes on the bill.

Reminiscent of August 6 sudden end of debates?

Observers and pundits have pointed out that the apparent aversion to nominal voting was reminiscent of an incident that took place also at the Lower House: On the afternoon of August 6, majority of the lawmakers voted viva voce for the termination of the debates on the RH measure, following their meeting with President Benigno Aquino III earlier that day. The vote had originally been scheduled for August 7.

Pro-life solons stand up

Garcia, a staunch critic of the P3.6 billion measure, earlier questioned the validity of the substitute bill, discussing matters of committee amendments, individual amendments and unanimous consent with Majority Floor Leader Neptali Gonzales II and HB 4244 principal author Albay Representative Edcel Lagman.

The Cebu lawmaker took over from Palawan Representative Dennis Socrates who was the first to take the podium as soon as Gonzalez moved to have the RH bill taken up.

Socrates objected to the proceeding due to a pending motion made by Paranaque Representative Roilo Golez on August 15 to postpone consideration of HB 4244. After a few minutes of discussion on the floor between Socrates, Remulla and Gonzales, the motion was denied.

Socrates, however, made a continuing objection â€" an objection that can be raised again until it is resolved by a vote â€" which the Deputy Speaker officially noted.

RH bill being passed is ‘catastrophic for our country’

In a separate interview, Socrates explained the inaccuracy of accusing anti-RH solons of employing “delaying tactics” to keep the measure from moving forward.

“It’s really holding action â€" holding back the enemy as far as we can. And ’delaying’ presumes that there is a right for something to proceed. [The bill] has no right to be there even in the first place; it never should have been filed in the first place,” he said.

“So we have to do everything we can to prevent it from maturing into a law, and if we can stop it in its tracks altogether at any given point, that would be the best.”

The earlier the measure is buried, the better, he said, and pointed out that pro-lifers need to do what they can “by whatever means, as long as it’s moral, as long as it’s allowed by the rules. We have to do everything to stop it.”

The Palawan congressman said that if the RH bill passes, it would be “catastrophic for our country.”

What would be a step in the right direction is for “Catholics to vote as Catholics,” Socrates said.

‘Catholic vote’ on the rise

“I think there has to be a Catholic vote, although of course the Catholic Church… does not have ‘commands.” People are free. It’s a religion of freedom and love, because love is not possible without freedom. It has to be free, it’s never compelled,” he explained.

The lawmaker expressed his hope in people eventually seeing the truth, “but it’s hard without grace. There are truths that are really difficult to grasp by the human intellect alone, we need faith to understand the issue of life.”

Socrates also said that the coming elections â€" set on May 13, 2013 â€" can be “a defining election, where I hope Catholics vote as Catholics, and therefore make the RH issue the most decisive consideration.”

He added that he is optimistic the campaign will prosper, with at least a negative Catholic vote guiding the Filipino people despite the absence of a positive Catholic vote.

“There might not be a positive Catholic vote because it’s not in our tradition to identify people to vote for. But at least we know people who are really against us, whose values, whose advocacies are contrary to our faith, to our culture â€" we should vote against them,” he explained.

“We should not allow our government to be dominated by that kind of philosophy, that kind of culture. It’s a vote against a particular world view, a particular philosophy, let’s put it that way â€" not so much the person but whatever advocacy they carry,” the lawmaker continued.

“If they’re going to use their position to compel everybody to contracept, cheapen the marital act, devalue the family, devalue life, then we should not vote for them.” (CBCP for Life)

SPEAKER Feliciano Belmonte Jr. will a seek dialogue with President Aquino to determine how to proceed with deliberations on the reproductive health bill.

The measure had not been deliberated upon in the past two weeks at the House of Representatives because of difficulty in mustering a quorum.

Belmonte said he is still “arranging” the meeting “knowing the very busy schedule of the President.”

“I am going to see the President and hear from him his latest position on RH,” Belmonte told reporters over the weekend, noting that he has to seek the President’s guidance to find out how to go about disposing of the measure.

Albay Rep. Edcel Lagman, principal author of House Bill 4244, said there is still hope for the RH bill, “as long as I’m not running berserk.”

Lagman implored supporters of the bill to attend sessions starting today so that deliberations will resume, and so they can vote on the bill on second reading and on third and final reading.

“At hindi lang present, dapat nandoon sila hanggang mag-adjourn.  Sabi ko a little sacrifice para maisabatas ang RH bill,” he said.

Belmonte said the President’s possible certification of RH bill as an urgent measure “will help propel its approval.”

In his last state of the nation address, the President pushed for “responsible parenthood” but did not certify House Bill 4244 as urgent, which cast doubt on his seriousness to have the bill enacted.

Aquino later met with congressmen at Malacañang where he asked them to vote on the bill according to their “conscience.”

The House leadership is planning to put the measure to vote before the Christmas break starts on December 22.

Belmonte rejected a proposal of Cibac party-list Rep. Sherwin Tugna to force lawmakers to attend sessions under Section 75 of Rule XI of the House Rules, which states that “in the absence of a quorum after the roll call, the members present may compel the attendance of absent members.”

“I don’t think arresting my colleagues would address the problem. I believe they are sensitive and mature  to do their mandate of reporting to the House of Representatives after the media reported their absences,” said Belmonte who earlier threatened to publicize the names of absentee lawmakers.

Belmonte said he would call the leaders of administration-allied parties in a caucus to have their members attend the 12 remaining session days of the year.

Tugna said he believes many of his colleagues are being pressured by leaders of the Catholic Church which has been calling on their flock to boycott lawmakers who will vote for the measure.

“Knowing that we are a predominantly Catholic nation, representatives whose survival depends on the votes of the people will not only think twice or thrice but a hundred times before voting in favor of the RH bill,” he said.

The Catholic Church is opposing the measure mainly because it allows the use of artificial forms of contraceptives like condoms and pills. The Church wants couples to use only the natural family planning method.

Iloilo Rep. Janette Garin, one of the principal sponsors of the RH bill, defended majority leader Neptali Gonzales II who was accused last week by Pangasinan Rep. Kimi Cojuangco of deliberately delaying discussion on the measure.

Garin, a senior deputy majority leader, said, “I have personally witnessed how he (Gonzales) appealed to party leaders to muster a sustained quorum. He has personally and repeatedly talked, appealed with strong conviction to many hardcore anti-RH solons, many of which agreed to proceed with the amendments,” Garin said.

Authors of the bill have already come up with a substitute measure which they call the “compromise version.” The new version limits the distribution of contraceptives to the poorest of the poor, in a move to appease those opposing the measure, especially the Catholic Church.

Deputy presidential spokeswoman Abigail Valte yesterday said Malacañang “always had a good relationship” with the Catholic Church and other religions, and it is open to dialogues with the Catholic Church now under newly appointed Cardinal Luis Antonio Tagle.

Valte’s statement contradicted President Aquino’s earlier lament that he gets more cooperation from Protestants because some Catholic bishops are very quick to criticize him.

Valte refused to comment on the call of the Catholic Church to its members not to support re-electionists who favor the reproductive health bill.

“That is a matter between the Church and its members. Hindi po dapat nakikialam ang estado sa mga ganyang bagay,” she said. â€" With Regina Bengco

The bill seeking to raise taxes on tobacco and alcohol products has moved closer to becoming a law with the Senate's approval late Tuesday.

Voting 15-2, senators endorsed reforms to the existing "sin tax" law in a bid to generate P40 billion worth of revenues on the first year of implementation to be used to expand healthcare services in the country.

Senators Francis "Chiz" Escudero and Joker Arroyo were the only ones among 17 legislators who voted against the most recent version of the bill certified as urgent by President Benigno "Noynoy" Aquino III.

The Palace, meanwhile, hailed the approval as "a vital step forward in improving and expanding public health safety nets for all Filipinos."

"This complements the Aquino administration’s relentless pursuit of Universal Health Care which underscores the belief that healthcare should be a right and not a privilege in our country," Presidential spokesperson Edwin Lacierda said in a statement.

Lacierda also thanked the senators who voted in favor of the measure, especially lauding the bill's sponsor Senator Franklin Drilon who he said "saw the important piece of legislation through this long, drawn out process..."

Lawmakers from the Senate and House of Representatives are now expected to reconcile their versions of the sin tax revamp through a bicameral conference committee.

Once approved by the joint body, the President will be asked to sign the bill into law.

The final version of the Senate bill espoused a series of amendments, including a lower unitary tax rate per cigarette pack, introduced by Drilon, who is acting chair of the Senate Ways and Means Committee.

The approved proposal seeks to jack up tax rates on low-priced cigarettes to P12 per pack in 2013; P15 in 2014, P18 in 2015, P21 in 2016, and P26 in 2017.

A rate of P16 per pack will be imposed of medium-priced cigarettes in 2013, with taxes increasing to P18 in 2014, P22 in 2015, P24 in 2016, and P26 in 2017.

The most expensive brands will be taxed at P20 per pack in 2013, P21 in 2014, P22 in 2015, P24 in 2016, and P26 in 2017.

"We would have wanted P30, but the reality is that it is a collective body and we tried to get the vote of our colleagues and this is the sweet, if you want to call spot that we were able to find P26," Drilon said.

"Of course, a higher unitary tax is desirable, but reality is that we have to submit this to the collective wisdom," Drilon told reporters.

In other news: New tack vs RH bill: Slew of amendments

Senators also adopted Senate President Juan Ponce Enrile's suggestion to compel cigarette manufacturers to source 20 percent of their production requirements from local growers.

For alcoholic products, a two-tiered system will be adopted once the bill is enacted.

A tax of P20 plus 15 percent of the net retail price will be imposed on distilled spirits in 2013, with the rates increasing to P20 plust 20 percent in 2015.

As for fermented liquors, brands with a net retail price of P22 or less will be taxed P20 while a P25 tax will be imposed on products with a net retail price over P22.

Arroyo complained, however, that the adopted version of the reformed sin tax bill failed to specify programs to deter smoking and drinking.

"Where is the expenditure program to reduce cigarette and liquor addiction? None. What is proposed is a lump sum appropriation of P40 billion ostensibly for health care?" Arroyo asked.

"What the Senate is being asked is to authorize lump sum appropriation of P40 billion. Lump sum appropriation is a curse in budget making," he pointed out.

The lawmakers proposed to take 60 percent or P24 billion in revenues from taxes imposed on tobacco products against 40 percent or P16 billion target of duties imposed on alcohol products.

Once enacted, the bill is seen to raise a total of P39.5 billion in 2013, P45.7 billion in 2014, P52.3 billion in 2015, P57.7 billion in 2016; and P64.4 billion in 2017.

Allies of President Aquino claimed the additional revenues will be used to provide health coverage to 5.2 million Filipino families and for the construction and repair of hospitals in the country, among others. (with reports from Kim Arveen Patria)

Philippine lender Bank of the Philippine Islands said it was in talks to acquire local rival Philippine National Bank to create potentially the country's largest financial institution.

Trading in the two firms was suspended Wednesday as they disclosed that BPI's majority shareholders were in negotiations to buy PNB, majority-owned by Lucio Tan, the country's second-richest man.

"We confirm discussions with the Lucio Tan Group and will make the appropriate disclosures in accordance with the (exchange) disclosure rules," BPI said.
PNB shares soared 11.69 percent to 84.10 pesos in Tuesday trade, while BPI ended 3.21 percent higher at 88.45 pesos.

BPI is part of the Ayala conglomerate that is the largest property player in Makati, the Philippine capital's main business district.

PNB also disclosed: "We confirm that there have been discussions between the Lucio Tan Group and the Ayala Group. We will make the appropriate disclosures within the day once we obtain the necessary board approvals."

The Philippine Daily Inquirer newspaper, quoting unnamed banking sources, said the two sides were in advanced talks.

BPI is now the country's third-largest lender, with assets of 842.6 billion pesos ($20.48 billion) by the end of 2011, while PNB's assets amounted to 316.3 billion pesos.

The largest Philippine bank, Banco de Oro with end-2011 assets of 1.1 trillion pesos, is controlled by the family of shopping mall magnate Henry Sy, the country's richest man.

Manila (Philippine Daily Inquirer/ANN) - The local gold trade is now almost completely in the hands of black market operators and the Philippines' central bank-the agency tasked with buying the precious metal from miners-is completely powerless to stop it.

This was disclosed by an official of the Bangko Sentral ng Pilipinas (central bank) in a recent talk with reporters, who pointed out that the central monetary authority has neither the necessary resources nor the mandate to prevent gold smuggling.
"We can't stop smuggling," BSP Assistant Governor Manuel Torres said in a forum in Quezon City. "The BSP has no police powers to stop such illegal activities."
The official, who oversees the operations of the central bank's mint, refinery and printing operations in Quezon City, said that as much as 95 per cent of gold trade in the Philippines is now made through the black market.

The amount corresponds to the drop in the volume of gold sold by traders and small-scale miners to the central bank after authorities started collecting a 7-per cent tax on gold sales-consisting of a 2-per cent excise tax and a 5-per cent creditable withholding tax-since last year.

Under the law, the BSP is required to buy all the gold from local producers. Since the BIR imposed the tax at the point of sale, however, gold traders have shied away from the BSP, with most choosing to sell their precious metals to smugglers who do not impose excise taxes.

The BIR has issued recently Revenue Memorandum Circular 65-2012.

Kaning RMC 65-2012 places all the assessments of condominium corporations under VAT and Income tax. Sauna puro ni sila exempt receipts.

With this, expected na nga motaas ang assessments to the unit owners.

Talk of the Town / RH Bill Issue: When Does Life Begin?
November 20, 2012, 11:43:53 AM
Here is a copy of a post of Ryan Borja Capitulo, a medical practitioner about this:

------------------------------------------------------------------------------------

According to Sen. Pia Cayetano, senators are not experts and are not in a position to define the beginning of life as happening during conception/fertilization. She further says that if life begins at fertilization (union of egg and sperm), physicians will not be able to surgically remove an ectopic pregnancy (zygote implants in the fallopian tube) because this would mean killing a human being.

Well, I am Dr. RYAN CAPITULO. I am a physician! I am a certified Obstetrician-Gynecologist! I am an expert and I say that LIFE BEGINS AT CONCEPTION/FERTILIZATION. Dr. Maureen Condic is an expert neurobiologist/anatomist and based on her review of the latest scientific/medical evidence (see photo attached), life of a new human being commences at the moment of conception.

As an OB-GYN, I manage cases of ectopic pregnancy and I perform surgical removal of the affected fallopian tube with the embryo inside invoking the Doctrine of Double Effect. The bioethical Doctrine of Double Effect is frequently cited in cases of ectopic pregnancy which is a potentially lethal condition. A doctor who believes abortion is always morally wrong may still remove the fallopian tube of a woman with ectopic pregnancy even if the procedure will cause the death of the embryo or fetus. In these cases, the intended effect is to save the woman's life, not to terminate the pregnancy, and the effect of not performing the procedure would result in the greater evil of the death of both the mother and the fetus.

Sen. Pia’s argument using the example of ectopic pregnancy is not even relevant to their debate in the senate because this has long been settled by Catholic and Christian bioethicists!

'Cold-blooded' ice cream lady in Austrian murder trial
By Simon Sturdee | AFP News

A woman dubbed the "ice killer" by the Austrian media confessed in court on Monday to murdering two men and setting their sawn-up body parts in cement in the cellar of her ice cream parlour.

At times breaking into tears, Goidsargi Estibaliz Carranza Zabala, who has joint Spanish-Mexican citizenship, told the hearing in Vienna how she shot and sliced up with a chain saw her ex-husband in 2008 and then in 2010 her new partner.

At first freezing the body parts in the apartment that also served as a store room for the ice cream parlour, she concealed them in chunks of concrete that she mixed up in the cellar of her "Schleckeria" shop in the Austrian capital.

The grisly remains were discovered by chance during maintenance work in June 2011. After going on the run to Italy, Carranza was captured several days afterwards and later extradited.

Carranza shot ex-husband Holger Holz -- who she said was violent, lazy and a bully who refused to move out after their divorce -- at close range with a .22-calibre Beretta pistol three times in the head as he worked on his computer.

"I never thought I would be able to go through with it," Carranza, wearing a grey dress and glasses, told the packed courtroom. "It was 3:00 pm. There were children outside, it was nice weather, someone must have heard.

"I thought the police would come. Then my mobile phone rang. It was the ice cream parlour, saying they needed me to come over."

After several failed attempts to dispose of the corpse, including the "crazy idea" of setting fire to it, Carranza finally decided to resort to a chain saw.

"I cleaned and cleaned in the days afterwards," she told the court.

But her new relationship with Manfred Hinterberger, an ice cream salesman some 20 years her senior, quickly deteriorated until she felt "like in a prison ... like my head was in a plastic bag".

Before killing him she took shooting lessons as well as a course in mixing concrete at a local hardware store. She shot him as he slept after a drunken argument in November 2010 with the same Beretta.

"He turned his face to the wall and started snoring ... I was so angry. I had the gun under the mattress. I took it out, loaded and shot," Carranza told the court.
In the morning she "asked him to forgive me for what I had done". She then proceeded to dispose of the body.

When arrested, Carranza was two-months pregnant by another man, whom she married in prison in March this year. The baby was born in January but the boy, called Roland after the father, was immediately taken away from her and is now reportedly being looked after by her parents in Barcelona.

"He is totally different. He is very gentle, the opposite of macho," Carranza said of her new husband. "He would not bring me into such a situation."

"This woman has two faces," prosecutor Petra Freh told the packed courtroom on Monday. "She will try to play here the part of someone well-behaved, who would never do something like this.

"My task is to show you her other side ... That she is a singularly cold-blooded and unscrupulous killer," Freh said. "Do not be fooled." :-X

A psychiatric report commissioned by the court said that Carranza, now in a unit for the "mentally abnormal", was dangerous and was like a "princess ... who just wants to be 'rescued' by a man".

The trial was scheduled to last several days, with around 50 witnesses and seven experts due to testify.

A foreign cruise ship's itinerary is seen to be more fun, as it now includes the Philippines as one of its destinations in an Asian route, the Department of Tourism on Wednesday said.

The Royal Caribbean International's Legend of the Seas made its inaugural call on the ports of Manila and Boracay last Oct. 26 and 27 as part of the vessel's eight-night Southeast Asia trip.

Aside from the Philippines, the Florida-based Norwegian and American line's cruise ship also has stops in Xiamen, China; Manila and Boracay, Philippines; and Kota Kinabalu, Malaysia.

The government "extended its warmest reception to almost 2000 passengers from different countries on-board the vessel," the DOT statement said.

Passengers were taken on a tour around popular tourist spots in Manila, such as Intramuros and the Rizal Park during their first day. They next day was meanwhile spent in the world-famous Boracay Island.

The Legend of the Seas' inaugural port call came sooner than he expected, Tourism Secretary Ramon Jimenez said, as he recalled that Royal Carribean hinted at an Asia route including the Philippines only 10 months ago.

He nonetheless welcomed the development as a vote of confidence for Philippine tourism.

This, as he highlighted the country's ramped-up transportation infrastructure program which includes building and repair of major sea and jetty ports and harbors.

Such developments are seen to "make cruise tourism a viable tour option," Jimenez said.

"The arrival of the Legend of the Seas would hopefully mark the start of the arrival of more foreign cruise liners to the Philippines, bringing along with them more tourists which would give the country's tourism industry a boost," he added.

LRTA asks passengers: Bear with security procedures

By Kim Arveen Patria | Yahoo! Southeast Asia Newsroom

A little patience, please, the Light Rail Transit (LRT) Authority seemed to say, as it asked passengers to bear with procedures to ensure security and safety of passengers.

This, as a video of an encounter between an irate passenger and a security guard named Sharon Mae Casinas at the train's Santolan Station has drawn mixed reaction from Pinoys online.

"Based on investigation LG (lady guard) Casinas requested the female passenger to put her bag at the conveyor of the x-ray machine for scanning but the latter somehow missed the procedure and hurriedly entered the station," the LRTA said in a statement late Wednesday.

LRTA security personnel are instructed to strictly implement the "No inspection, no entry" policy to ensure the safety of passengers, LRTA officer-in-charge Emerson Benitez said in a statement.

However, security guards are asked to "refrain from making side comments and facial expressions that may be offensive," he added.

The LRTA statement said Casinas "apologizes for whatever action that she had committed deemed offensive by hte passenger concerned."

Benitez then said Casinas "displayed the right attitude expected or a security guard, that is, to be courteous and tolerant in spite of the embarrassment she got from the irate passenger."

Still, he noted: "It is inevitable that during the implementation of security measures, passengers encounter inconveniences. They should understand that the Authority cannot compromise the safety and security of the riding public."

Towns Harasta, Zabadani and Irbin attacked; women and children killed

The military might of Syrian President Bashar al-Assad made its deadly presence felt when Syrian army tanks shelled a refugee camp. Two nearby districts in southern Damascus were also attacked as battles raged and warplanes bombarded a rebel-held northwestern town.

LOS ANGELES, CA (Catholic Online) - The tanks were deployed at the Palestinian camp of Yarmouk. The nearby districts of Tadamun and Assali were also assailed, according to the Britain-based Syrian Observatory for Human Rights. Yarmouk and Tadamun were the scenes of battles between the army and rebels this week.

Ferocious battles and army shelling in and around Damascus have killed at least 41 people, chiefly civilians, as warplanes launch more air raids on a town on the Turkish border.

"Several army units are fighting with armed terrorist groups near the Othman mosque in the [Damascus] neighborhood of Tadamun," Syrian state television reported.

In the town of Ain al-Fijeh, west of the capital, a car bomb exploded, "injuring a number of people and causing widespread material damage," state media reported.

Fighting in the Eastern Ghuta area, east of Damascus, cost the lives of at least 10 soldiers and a rebel.

The deadly government forces also advanced in tanks to shell several towns east of the capital, including Harasta, Zabadani and Irbin, killing at least seven civilians including an unknown number of women and children.

The army also shelled rebel positions in the southern province of Deraa, in the central province of Homs, in Idlib in the northwest and in the northern city of Aleppo.

The group also reported fresh air raids on Ras al-Ain, in northeastern Syria on the border with Turkey, and said 1,000 government troops had been sent to the town.

With the increased fighting come waves of displaced civilians seeking safety. Air strikes have sent refugees pouring into Turkey, adding to the 9,000 refugees who fled late last week when rebels overran the town.

The latest refugee movements into Turkey have been some of the largest since the conflict began.

At least 63 people were killed Tuesday across Syria. There were a reported 29 civilians, 11 soldiers and 23 rebels killed in clashes.

Among those killed was Abdel Razzaq al-Yusef, a transport official assassinated by unidentified armed men in the northwestern province of Idlib, said the Observatory.

The watchdog has given an overall death toll of more than 37,000 since the anti-regime revolt broke out in March 2011.

Talk of the Town / Oh no, another case of plagiarism?

Has plagiarism gripped the Senate?

Days after bloggers accused Senate Majority Leader Vicente Sotto of allegedly quoting at least one source in his speech against contraceptives without proper attribution, netizens blasted his nemesis, Sen. Pia Cayetano, for the same offense.

Cayetano, the chairperson of the Senate women and family relations committee, stands accused of copying sentences without saying they came from reports of the Department of Health (DOH) and the United Nations Environment Program (Unep) in her speeches.

It could be awkward for Cayetano, principal sponsor of the reproductive health (RH) bill in the Senate, to be placed in the same class as Sotto.

US-based blogger Sarah Pope called Sotto a “lying thief” for purportedly lifting statements from her blog that reported on the writings of Dr. Natasha Campbell-McBride against contraceptives. Sotto’s staff was said to have used parts of the Pope blog referring to McBride’s position in the senator’s speech against the RH bill last week.

A group calling itself Pinoy Templars twitted Cayetano in its blog for joining Sotto’s hecklers when she herself has “at least two” privilege speeches that allegedly contain “paragraphs apparently lifted from sources available onlineâ€"with no attribution whatsoever.”

In a message posted by one Elisa Sangalang, the group apparently believes Cayetano can do better than follow Sotto’s steps since she is “no graduate of Wanbol University”â€"the fictitious institution where Sotto’s television character, Tito Escalera, failed to earn a degree despite a long residency.
“What is sauce for the gander should also be sauce for the goose,” the group said in criticizing Cayetano.

The Philippine Daily Inquirer attempted to get a comment from Cayetano, but her staff said the senator was out of the country.
The original Knights Templar were Christian military soldiers based in Europe during the Middle Ages who had a deep and mysterious history tied to the Crusades and the Catholic Church.

Nary an attribution

Their local contemporaries appear to maintain the same level of vigilance.

The Pinoy Templars mentioned a February 2011 speech Cayetano gave on “The Status of the Philippines in Achieving the Millennium Development Goals” in which she said that “most mothers prefer to give birth at home with the assistance of traditional birth attendants.”

Cayetano said the preference “becomes a problem since where mothers and newborns are distanced from life-saving interventions provided in health facilities by health professionals during intrapartum period, maternal and neonatal deaths are high.”

She added that mothers “do not routinely choose to deliver in health facilities and avail (themselves) of professional services due to several barriers, such as (1) hostile hospital system, (2) poor interpersonal skills of staff, and (3) financial, physical, social and cultural constraints.”

The Pinoy Templars said a “quick search” on the Internet showed that Health Undersecretary Mario Villaverde in April 2008 gave a PowerPoint presentation in the 7th National Health Sector Meeting where his piece, “Accelerating a Unified Strategy to Save Mothers, Newborns and Children” had basically the same message and the same wording.

The group also noted that Cayetano delivered a more recent speech on World Environment Day quoting “a crucial paragraph” from the website of Unep with “nary an attribution.”

No oversight

A portion of Cayetano’s speech during the event said: “Practically speaking, a green economy is one whose growth in income and employment is driven by public and private investments that reduce carbon emissions and pollution, enhance energy and resource efficiency, and prevent the loss of biodiversity and ecosystem services.”

To which the Pinoy Templars retorted: “Practically speaking, this is plagiarism.”

The group then posted an image taken from the Unep website where the quote that Cayetano read originally appeared.

The Pinoy Templars described Cayetano as “a highly educated lawyer who built a political career out of her late father’s popularity.” Sen. Rene Cayetano died before his daughter was elected to her first term in 2004.

“Senator Pia’s apparent plagiarism could probably be excused as a mere oversight at most or a careless mistake at the very least. But a woman of her stature and pedigree is definitely way beyond a mistake that could very well have been committed by an elementary pupil or a reckless high school student submitting a plagiarized term paper,” they noted.

“Pia, graceful and fiery at age 46 … is a product of the UP College of Law, who graduated with ‘academic distinction (No. 7), in her class,’ and was a member of the Honor Society, Order of the Purple Feather,” the Templars added.
