According to Sen. Pia Cayetano, senators are not experts and are not in a position to define the beginning of life as happening during conception/fertilization. She further says that if life begins at fertilization (union of egg and sperm), physicians will not be able to surgically remove an ectopic pregnancy (zygote implants in the fallopian tube) because this would mean killing a human being.
Well, I am Dr. RYAN CAPITULO. I am a physician! I am a certified Obstetrician-Gynecologist! I am an expert and I say that LIFE BEGINS AT CONCEPTION/FERTILIZATION. Dr. Maureen Condic is an expert neurobiologist/anatomist and based on her review of the latest scientific/medical evidence (see photo attached), life of a new human being commences at the moment of conception.
As an OB-GYN, I manage cases of ectopic pregnancy and I perform surgical removal of the affected fallopian tube with the embryo inside invoking the Doctrine of Double Effect. The bioethical Doctrine of Double Effect is frequently cited in cases of ectopic pregnancy which is a potentially lethal condition. A doctor who believes abortion is always morally wrong may still remove the fallopian tube of a woman with ectopic pregnancy even if the procedure will cause the death of the embryo or fetus. In these cases, the intended effect is to save the woman's life, not to terminate the pregnancy, and the effect of not performing the procedure would result in the greater evil of the death of both the mother and the fetus.
Sen. Pia’s argument using the example of ectopic pregnancy is not even relevant to their debate in the senate because this has long been settled by Catholic and Christian bioethicists!
