MANILA, Philippines - At least 69 Filipinos who were arrested in the Kingdom of Saudi Arabia last June 12 for wearing women’s clothing at a private party have been released.

Vice Consul Roussel Reyes told GMANews.TV on Wednesday that 69, not 72 as earlier reported, were arrested in an Independence Day “gay pageant" at a private villa. They were released after three days.

Reyes said arresting officers, who were tipped off by someone who complained of the noise from the villa, saw the Filipinos wearing wigs and women’s clothes. Some were locked in embrace with their foreign boyfriends, the officers said.

The embassy official expressed concern that none of the Filipinos who were arrested have sought the help of the embassy as of Wednesday.

“They are already blacklisted by Immigration. They can’t leave the Kingdom now that their case has been forwarded to the court," he said in a phone interview.

Reyes has contacted the Saudi authorities to find out the hearing date of the 69 Filipinos so the embassy can coordinate directly with them.

Open display of homosexual behavior is strictly prohibited under Saudi Arabia’s Sharia’h law. In extreme cases, such as when the government feels that homosexuals are challenging state authority, the maximum punishment for the act is public execution.

Normally, however, the authorities impose other punishments such as fines, imprisonment, and whipping. Individuals caught wearing even just one article of women’s clothing could face three to six months imprisonment, and suffer between 50 and 100 lashes with a rattan stick.

Reyes said nearly 50 other Filipinos have been arrested and jailed in the past for similar offenses.

The Asian Development Bank (ADB) chief said Friday the impact of swine flu on the regional economy had so far been limited, but the bank was ready to provide necessary aid without delay.

"There are some effects on tourism, but we have not seen any grave situations," ADB president Haruhiko Kuroda told a symposium in Tokyo when he was asked about the impact of the virus on the Asian economy.

"But we are strictly monitoring what could be expected to happen when the influenza spreads," Kuroda said.

"During the outbreak of bird flu, we provided several hundred million dollars for ASEAN countries, and we are ready to provide similar assistance immediately, when necessary."

The World Health Organization declared a global pandemic on Thursday, with the virus affecting nearly 29,000 people in 74 countries -- including several Asia-Pacific countries. The region's worst-affected countries are Australia and Japan.

Kuroda told the symposium he remained optimistic about the prospects for the Asian economy.

"I'm watching the Asian economy optimistically," Kuroda said, reiterating the bank's forecast that Asia's developing economies would grow 3.4 percent this year and 6.0 percent next year

The Kingdom of Saudi Arabia has announced its first case of the deadly A(H1N1) virus: a Filipina nurse.

Health Minister Abdullah bin Abdulaziz said the nurse didn't show any symptoms at the Riyadh airport when she arrived last Friday from a vacation in the Philippines, the Associated Press reported Wednesday.

The Filipina only developed symptoms three days later and was tested as part of a routine check at the clinic she works at.

A second test confirmed the virus on Wednesday morning. The health ministry did not provide the woman's name or give other details.

Foreign Affairs spokesperson Ed Malaya told GMANews.TV that the Philippine post in Riyadh has been alerted to care for the Filipina nurse.

"The Department of Foreign Affairs has instructed the Philippine Embassy in Riyadh to look into the case and facilitate the extension of medical care," Malaya told GMANews.TV Wednesday evening.

Meanwhile, Health Secretary Francisco Duque III said he received the news about the Filipina but cannot confirm if she indeed is the first A(H1N1) case in the Philippines.

Last week, Japan's Health Ministry reported that a Filipino-Japanese boy and his sister who recently visited the Philippines, tested positive for the A(H1N1) virus. [See: Japan case of A(H1N1) came from RP]

As of Wednesday, the Philippines has 22 confirmed cases of the deadly flu. The latest case is an exchange student from the De La Salle University. [See: DOH: DLSU student tested positive for A(H1N1)]

The Philippine Embassy in Britain has earlier warned that Filipino health care workers abroad are the most vulnerable to the dreaded A(H1N1) or swine flu virus. As of Wednesday, the World Health Organization recorded 339 cases of A(H1N1) in Britain.

Most of the 200,000 Filipinos in the United Kingdom are employed as nurses.

“The Embassy noted that the nurses and caregivers are among the most vulnerable to possible infection as they are exposed to the virus and their resistance levels may not be strong because of long work hours. They need to take care of themselves as they take care of others," Ambassador Edgardo B. Espiritu said.

Since the A(H1N1) broke out in the Philippines, embassies and consulates abroad have adopted a proactive stance to protect Filipinos from the virus. [See: RP posts adopting proactive measures vs A-H1N1]

CANNES - Brillante Mendoza of the Philippines on Sunday picked up the best director prize at the Cannes film festival for his dark movie "Kinatay."

"Kinatay" (meaning "massacre") notably features corrupt cops hacking a prostitute to pieces with blunt kitchen knives.

Mendoza, at Cannes for the second year running, again split the critics, drawing both hisses and applause for "Kinatay".

Last year's "Serbis" was set in a Manila porn-theatre with long close-ups of festering boils and overflowing toilets, as well as the poverty and distress on the streets.

Still determined to portray the social reality around him, Mendoza in "Kinatay" traces 24 hours in the day of a trainee policeman, happily beginning with his wedding in the morning to close with the young man's first outing at night with a band of corrupt colleagues.

To his surprise, fear and anguish, they pick up a prostitute accused of betrayal and wind up torturing, raping, killing and hacking her before disposing of the body parts across Manila.

"This is not just entertainment, these kinds of stories are real," Mendoza said at Cannes.

Last year was the first time since 1984 the Philippines had a film competing for the top prize at Cannes, the Palme d'Or.

"If I run, local position na, I prefer local position. Pero sa ngayon, busy ako sa Panaghoy Children's Foundation. Tumutulong kaming magpaaral ng mga batang gustong mag-aral at marami kaming scholar. Ang gustong tumulong, log on to www.panaghoy.org."

Kailan siya magde-decide sa pagtakbo?

"I heard November 30 ang deadline at proclamation. I have several months to decide. Wala pa rin naman akong party, to be quite honest."

"She's very, very excited," sabi ni Cesar.

The Philippines has been named the most popular destination in Asia at this year's World Travel Fair (WTF) in Shanghai, China.

After a public vote and an evaluation process by professional jurors from the Shanghai Municipal Tourism Administration and VNU Exhibitions Europe, the Philippines received the highest citation conferred during the WTF, the outbound travel industry's leading source fair in Asia.

Tourism Secretary Ace Durano attributed the win to the country's competitive tour pricing, the remarkable progress of the transportation sector, and the Filipino's friendliness and hospitality to visitors.

"The Philippines is one of the fastest growing destinations in China’s outbound travel industry, recording a 74-percent month-on-month growth rate in visa issuances for February of this year.  We are also the nearest tropical beach country for the Chinese, as Manila is only 2 hours away from Guangzhou, while Cebu is only 3 hours away from Shanghai," he said in a statement.

The WTF receives thousands of travel buyers worldwide, who come to hold exchanges with more than 500 exhibitors in 62 countries. This year, the fair was held at the Shanghai New International Expo Center.

"The Chinese travelers rank our country’s beaches and heritage sites high, as proven by the various recognitions they have awarded to our tourist spots," Durano said.

For his part, Undersecretary for Tourism Planning and Promotions Eduardo Jarque Jr. said the country has always gathered positive feedback from Asian tourists.

"The Philippines has managed to secure, among others, the Best Leisure Destination in the last year’s WTF for Boracay, the Top 10 Island Getaways for Chinese Summer Travel for Bohol, and the only Asian entry in the list of premier destinations in the acclaimed World Traveller Magazine," he said.

Jarque added that the Philippines belonged to the top 10 most searched destinations of Shanghai online users in Baidu, the biggest search engine in China.

The Philippines posted a 58.5-percent growth last year in terms of visa issuances for travel to the Philippines from Eastern China plus Sichuan and Chongqing.

For the first three months of 2009, the country's growth rate stood at 20 percent, making the Philippines one of the fastest-growing outbound destinations for Chinese tourists.

The Social Security System (SSS) is expected to launch its unified multi-purpose identification card by September or October this year.

The card was created to merge the ID systems of various government agencies such as the SSS, the National Statistics Office, the Government Service Insurance System, and the Philippine Health Insurance Corp. (PhilHealth). It will provide cost-saving benefits to the government and remove the burden associated with having numerous cards for different agencies.

Encrypted in the card will be information such as the individual's SSS number, tax identification number, PhilHealth number, voter's number, and all other information relevant to agencies of the government.

If everything pushes through as planned, the new ID can be used by voters in the upcoming 2010 national elections.

However, SSS President Romulo Neri made it clear that the unified card is not a national ID. "This is not a national ID, you need legislation for that. This is more of a convenient service card."

When questioned over the need of such a costly upgrade in a time of global economic uncertainty, SSS President Romulo Neri replied: "The idea is also to save money. At present, each agency spends about P200 per card. The more agencies, the more you must pay. A unified card will cut the cost considerably."

"We have a crisis every year. If we use that as an excuse, we'll never get anything done," he added

MANILA, Philippines - Trina Arteche Etong, the wife of news anchor Ted Failon has passed away, about 20 minutes after doctors tried to revive her, radio dzMM's vice president for Manila division Peter Musngi reported Thursday night.

The 45-year-old Etong sustained wound in the head in a shooting incident that is being investigated by police.

Etong was brought to the New Era General Hospital in Quezon City at about 11 a.m., Wednesday. She stayed at the hospital's Intensive Care Unit and died there minutes before 9 p.m., Thursday.

Failon and Etong's relatives were seen crying while two doctors and four nurses were trying to revive Trinidad whose blood pressure had continued dropping minutes before she died.

New Era's Dr. Adonis Gascon, a neurosurgeon, said Etong was pronounced dead at 8:50 p.m.

“The immediate cause of death is penetrating cranial missile injury and then disseminated intravascular coagulation, and subsequent multi-organ failure," Gascon told radio dzBB.

A separate radio report said Failon and Etong's relatives broke into tears after learning about Trinidad's death. An ABS-CBN report also said that the younger daughter of Failon have yet to learn about Etong's death.

Musngi described the mood inside the ICU when the doctors declared Trinidad’s death.

“Andito si Ted at ang kanyang anak na si Kaye [older daughter]. Hindi tumitigil ang pag-iyak ni Ted. So far napakalungkot ng pangyayari dito sa ICU [Ted and daughter Kaye were here. Ted could not stop crying. So far, there is a very sad mood here at the ICU]," Musngi said.

“After mga 20 minutes na pagpupumilit ng mga doctor at iba pang medical staff na i-revive si Trina ay tinigilan na nila. Tinaggal na ang mga intravenous device [After 20 minutes of trying to revive Trina, the doctors and the medical staff gave up. The intravenous devices had already been taken out of her]," he added

SEATTLE â€" Microsoft Corp.'s next version of its Office desktop programs will reach consumers next year, though not likely in conjunction with the Windows 7 operating system.

Microsoft is set to announce Wednesday that Office 2010 will be finished and ready to send to manufacturers in the first half of next year.

From there, it can take six weeks to four months or more for the programs to reach PC users, said Chris Capossela, a senior vice president in the Microsoft group that makes Office. The timing will differ for big businesses and individual consumers, and for people who buy packaged software versus those who download it.

Some industry watchers had expected a new version of Office this year, but Microsoft Chief Executive Steve Ballmer extinguished that rumor at a meeting with analysts in February.

Capossela declined to be more specific about a launch date. Windows 7, the successor to Windows Vista, is scheduled to reach consumers by the end of January 2010.

Office 2010 â€" previously known by the code name "Office 14" â€" will include slimmed-down versions of Word, Excel, PowerPoint and OneNote that let people create and edit documents in a Web browser. Consumers will have access to a free, ad-supported version, and Capossela said the company is still hammering out what to charge businesses that want a version without ads.

Microsoft plans to let hundreds of thousands of people test a technical preview of the new Office portfolio starting in the third quarter of 2009, Capossela said. The company did not say whether average PC users will have a chance to test a more polished beta version.

Microsoft also said a new version of its Exchange e-mail server will be available for purchase in the second half of 2009. When paired with the next version of Microsoft's Outlook e-mail program, Exchange 2010 aims to prevent e-mail faux pas and would warn people against trying to "reply all" to a huge distribution list. Microsoft said it can also be tweaked to stop people from sending e-mail outside the organization, helping businesses cut down on unnecessary e-mail and prevent leaks.

A beta version of Exchange 2010 was to be made available on Wednesday. - AP

First, the council got an assurance that the patrol boats strategically posted in Jagna and in Mabini are presently in good condition and are dependable.

On the other hand, representatives from the municipality of Mabini showed their official record that indicated high level of marine-related cases that the local government attend to.

In Candijay town, the municipal executive faces internal problem with coastal barangays in addition to the problem on seaweeds sector in the town, as reported Vice-Mayor Arlene Caadlawon.

PATTAYA, Thailand - A summit of Asian leaders in Thailand was canceled on Saturday after hundreds of anti-government protesters breached security and swarmed into the media center at the hotel venue.

Thai Prime Minister Abhisit Vejjajiva declared a state of emergency in Pattaya, a beach resort about 150 kms (90 miles) south of the capital Bangkok and the venue for the East Asia Summit.

"The task for me and the government now is to provide security for the leaders to travel back home safely," Abhisit said in a brief televised address.

With protesters still roaming around the sprawling summit venue, about half of the leaders were evacuated by helicopter to a nearby military airbase.

The summit fiasco is a huge embarrassment for Abhisit's government, which came to power in December through parliamentary defections the opposition says were engineered by the military.

The weekend's events will also raise questions about how enduring his government can be. Four prime ministers over the last 15 months have failed to resolve Thailand's deep political rifts between the royalist, military and business elite, and a rural majority loyal to ousted prime minister Thaksin Shinawatra.

On Saturday, hundreds of red-shirted Thaksin supporters broke through lines of soldiers and invaded the media center adjacent to the summit venue, the Royal Cliff hotel, blowing whistles, waving flags and shouting "Abhisit Out."

Red shirts vs blue shirts

Troops tried to stop them, but "red shirts" and soldiers came hurtling through a huge picture window at the media center in a furious scrum. Soldiers then bolted down the road to protect the hotel where Asian leaders were to hold a lunch.

After rampaging about the media center, the "red shirts" -- including a 90-year-old woman in a wheelchair -- were soon huddled with reporters in impromptu news conferences around the vast conference center. They denounced Abhisit's government as "anti-poor."

Thaksin, who lives in self-imposed exile to avoid jail on a corruption conviction, is thought to be bankrolling the "red shirts."

The billionaire was ousted in a 2006 coup, but his reconstituted party regained power after elections, sparking months of protests last year by "yellow shirts" who closed airports in Bangkok and took a huge toll on the economy.

ASEAN leaders were to sign an investment agreement with China, but that was scrapped after the protesters kept Chinese Premier Wen Jiaboa from reaching the Royal Cliff Hotel.

The "red shirts" had intended to protest peacefully but became infuriated when a group of blue-shirted pro-government vigilantes arrived on the scene.

U.N. Secretary-General Ban Ki-moon said he deeply regretted the summit's cancellation.

"I hope for an early restoration of normalcy in Thailand and for the settlement of differences through dialogue and peaceful means," he said in a statement.

The East Asia Summit brings together the 10 members of the Association of Southeast Asian Nations (ASEAN) and China, Japan, South Korea, India, Australia and New Zealand for discussions about trade, economic issues and regional security.

The $16.43 billion that overseas Filipino workers (OFWs) sent home last year placed the country in the fourth spot in the world's top recipients of remittances, the World Bank said.

The top three are India ($45 billion), China ($34 billion), and Mexico ($26 billion).

Landing in fifth place is Poland with $11 billion, followed by Nigeria ($10 billion), Egypt ($9.5 billion), Romania ($9 billion), Bangladesh ($9 million), and Pakistan ($7 billion).

Even with a projected drop of 5 to 8 percent for developing countries this year, the World Bank said remittances will remain resilient as well-established migrant workers are unlikely to leave their host countries even with the ongoing crisis.

Instead of going home, these workers are more likely to reduce the amount of money they send, the World Bank said.

The World Bank is expecting remittances to developing countries to fall to $290 billion this year from last year's high of $305 billion as the global economic crisis continues to take its toll on employment, particularly in host countries such as the United States.

In the Philippines, the multilateral lender is expecting a 4-percent drop in remittances for 2009. This will have a huge impact on the country as many families are highly dependent on remittance inflows.

Analysts watch the pace of Philippines' remittance growth as indicator of consumer spending, the fate of the peso, and other hints of upcoming economic data.

SINGAPORE - Indonesia and Thailand are perceived as Asia's most corrupt economies, with last year's cellar-dweller the Philippines making a marked improvement, an annual survey of foreign business executives showed Wednesday.

Singapore and Hong Kong retained their top two rankings as the region's least corrupt economies, although there are concerns about private-sector fraud, according to the survey by the Political and Economic Risk Consultancy (PERC), made available to AFP.

Despite the negative perception of Indonesia, PERC noted "there has been a real headway in fighting the problem" under President Susilo Bambang Yudhoyono, who is seeking re-election in presidential polls in July.

Table of the corruption scores of 14 Asian economies as seen in a survey of more than 1,700 expatriate business executives by the Political and Economic Risk Consultancy (PERC).
Australia and the United States were included in the survey for purposes of comparison.

On a scale of zero to 10, zero is the best possible score.

1. Singapore, 1.07

2. Hong Kong, 1.89

3. Australia, 2.40

4. United States, 2.89

5. Japan, 3.99

6. South Korea, 4.64

7. Macau, 5.84

8. China, 6.16

9. Taiwan, 6.47

10. Malaysia, 6.70

11. Philippines, 7.0

12. Vietnam, 7.11

13. India, 7.21

14. Cambodia, 7.25

15. Thailand, 7.63

16. Indonesia, 8.32

Source: Agence France-Presse
"To be sure, the absolute scores show corruption in the public and private sectors is still very high," PERC said.

"But our latest survey shows that residents in Indonesia are more favourably impressed with the determined way the KPK (anti-corruption commission) has been fighting corruption than any of the other countries graded poorly for corruption."

It said the major question its respondents are asking in Indonesia is whether the anti-corruption efforts can be sustained.

The March results are based on more than 1,700 responses from 14 Asian economies plus Australia and the United States, which were included for comparison purposes, PERC said.

In a grading system with zero as the best possible score and 10 the worst, Indonesia got 8.32.

Thailand was seen as the second most corrupt country with a grade of 7.63, but PERC said foreign investors were more concerned about political stability.

"Very few expatriate executives find that corruption makes the country a less attractive place to live and do business," it said.

Cambodia was seen as the third most corrupt country with a score of 7.25, followed by India with 7.21 and Vietnam with 7.11.

A grade greater than 7.0 indicates that a "serious" corruption problem exists, PERC said.

Perceived as Asia's most corrupt country in the 2008 survey, the Philippines had a score of 7.0 to rank sixth from the bottom this year.

It was followed by Malaysia with 6.70, Taiwan with 6.47, China with 6.16, Macau with 5.84, South Korea with 4.64 and Japan with 3.99.

A score between 4.0 and 7.0 indicates a "moderate" level of corruption, the Hong Kong-based consultancy said.

The Philippine customs and tax agencies, police and politicians have the meanest reputation for corruption in the country, the consultancy said.

But while "there is very little confidence in the government's seriousness about fighting the problem," PERC also said that "the actual level of corruption is not as bad as it is often portrayed."

Singapore again topped the survey as Asia's least corrupt country with a score of 1.07, followed by Hong Kong with 1.89.

Australia scored 2.40 to be in third place followed by the United States with 2.89.

On regional financial centres Singapore and Hong Kong, PERC said "it is possible that the pressures of the recession will result in an increase in corruption in the private sector this year."

Brangelina in Manila?
News that the Hollywood celebrity couple are in town spread on Friday after a US-registered private plane arrived at the Ninoy Aquino International Airport. The travellers reportedly booked a room in a Shangrila hotel.

The buzz was that the couple will grace a soft opening of one of the ShangriLa Hotels and Resorts' four branches in the Philippines.

Attention focused on the luxury hotel group's branch in Boracay island as representatives of its high-end hotel in Makati, the country's premier business district, and its Mactan resort in Cebu province, denied the rumors and told ABS-CBN News and abs-cbnnews.com that the couple is not among their guests.

In Boracay, one of the country's most popular tourist destinations, Shangrila recently opened the first 5-star international resort. The new spa resort has 219 rooms, suites and villas that sit on a 12-hectare resort north of the island and has 350 meters of pristine beachfront.

Rates for the 60-square-meter deluxe rooms that have balconies and sea views start at $450 a night, while villas that have butler-serviced retreats and private plunge pools start at $1,000.

However, Shangrila's representative in Boracay denied that a certain Joy Wassmer, purportedly the alias of Jolie, booked a room with them for the week.

Nonetheless, a source from the resort confirmed that a representative of the couple booked a suite during the Lenten season. It is not confirmed, though, if Brangelina--the moniker for Brad and Angelina--will be there to use it. -- with ABS-CBN News

The Abu Sayyaf released late Thursday, Mary Jean Lacaba, one of the three International Committee of the Red Cross (ICRC) workers the group has held hostage since January 15.

In an interview with ANC, Defense Secretary Gilberto Teodoro Jr., said that Lacaba is already with Sulu Vice Gov. Lady Ann Sahidullah and Philippine Marines Col. Eugene Clement and are on their way to the headquarters of Task Force Comet, as of posting.

“I got a phone call from Lt. Gen. Nelson Allaga, the commander of the Western Mindanao Command, and [Armed Forces chief] Gen. Yano that Mary Jean Lacaba was released,” said Teodoro.

He said he was not sure about the physical condition of Lacaba but said, “I’m reasonably sure that she is in fairly reasonable health.”

Teodoro added that Lacaba will undergo medical check-up. “The immediate thing would be is to have a thorough physical exam for her,” he said.

Lacaba was abducted by the Abu Sayyaf together with Andreas Notter of Switzerland, Eugenio Vagni in the southern island of Jolo.

The Abu Sayyaf guerrillas earlier threatened to behead one of the workers unless Philippine troops pulled out of the area  where the military had been battling the militants by 2 p.m. of March 31.

The three workers of the ICRC--Swiss national Andreas Notter, Italian Eugenio Vagni and Filipina Mary Jean Lacaba--were abducted January 15 after a visit to a local prison where the Red Cross is funding a water project.

The Abu Sayyaf, which has been linked to the regional Jemaah Islamiah and to al Qaeda, has been blamed for the worst militant attack in the Philippines, the bombing of a ferry in Manila Bay in 2004 that killed 100 people.

An estimated 300,000 Filipinos are staying in the United States illegally as of January 2008, data from the US Department of Homeland Security revealed.

The DHS report said the Philippines is the fourth leading source of illegal immigrants in the country as of January 2008.

Mexico remained the leading source of unauthorized immigrants to the US with an estimated seven million Mexicans living in the US illegally. The next leading source countries for unauthorized immigrants in 2008 were El Salvador (570,000), Guatemala (430,000), the Philippines (300,000) and Honduras (300,000).

Overall, a total of 11.6 million immigrants are estimated to be staying in the US illegally as of January 2008, which declined from 11.8 million recorded a year earlier.

The DHS said an estimated 8.8 million of the total 11.6 million unauthorized immigrants living in the United States in 2008 were from the North America region, including Canada, Mexico, the Caribbean, and Central America. The next leading regions of origin were Asia (1.2 million) and South America (850,000).

The department defines unauthorized residents as foreign-born persons who entered the US without inspection or were admitted temporarily and stayed past the date they were required to leave. Unauthorized immigrants applying for adjustment to lawful permanent residence under the Immigration and Nationality Act (INA) Section 245(i) are unauthorized until they have been granted legal permanent residency status, even though they may have been authorized to work.

Most illegal immigrants staying in California

The DHS report said California remained the leading state of residence of the unauthorized immigrant population in 2008, with 2.9 million; followed by Texas (1.7 million), Florida (840,000) and New York (640,000). California’s share of the national total declined from 30 percent in 2000 to 25 percent in 2008.

The DHS said males represented 57 percent of the unauthorized immigrant population in 2008. Males accounted for 62 percent of the unauthorized population in the 18 to 34 age group in 2008 while females accounted for 52 percent of the 45 and older age groups.

The DHS has said the number of Filipinos immigrating to the United States posted a significant decline last year. It said the number of Filipinos immigrating to the US fell from 74,606 in 2006 to 72,596 the following year to 54,030 in 2008.

The Philippines slid from the third biggest source of immigrants in the US, overtaken by India despite a slight decrease in their own numbers during the same period.

Mexico remained the top source of immigrants followed by China.

Talk of the Town / 'Leakage' on ECE Exams
April 02, 2009, 03:39:01 AM
The Professional Regulation Commission (PRC) faces another leakage complaint, this time coming from some examinees of this year's Electronic and Communications Engineering (ECE) Board Licensure Exam, the results of which are set to be released Thursday.

The ECE examinees stormed the office of the PRC Wednesday morning calling for a retake on the examinations conducted over the weekend, according to a report by Rawna Crisostomo aired over "24 Oras," GMA Network's early evening newscast.

"Sabi nila engineers na daw sila. Hindi daw nila aantayin yung result ng PRC, kasi nandun na sa reviewers nila, na Powerpoint na sa kanila yung sagot. Inasure na sila yung papasa," said Raschid Lee Apostol as he recounted the words of his friends, hinting of a leakage.

[They said they are already engineers, and they don’t have to wait for the PRC result because the answers were already given in their reviewers. They were assured that they would be among the board passers.]

But the initial investigation of the PRC found no evidence that a leakage took place. The commission added that the examinees got a low mean score, indicating a low probability of any leakage.

"Ang aming finding hindi sila sufficiently prepared itong mga student kaya medyo mababa ang examination nila [Our findings showed that the students were not sufficiently prepared. That’s why they obtained low scores in the examinations]," said Nicolas Lapeña, chairperson of the PRC.

The PRC, meanwhile, assured the students that it would look into the allegations.

The report added that the student had sought the help of the National Bureau of Investigation to look into the leakage mess.

In 2006, the PRC was also stormed with complaints following leakage complaints in the Nursing Licensure Exam. - Aie Balagtas See, GMANews.TV

Chip Tsao would go down in the short-term memory of Filipinos, along with Malu Fernandez and the Desperate Housewives slur as one who demeaned hardworking and often harshly treated Filipinos working abroad.

His comment triggered an uproar in the Philippines, with one lawmaker urging Filipinos to boycott Hong Kong for a year.

It took three days for the publishers and editors of HK Magazine to say sorry for the “politically incorrect" column it ran last March 27 following calls from Manila for an apology.

The infamous column by the “best-selling author" called the Philippines nation of servants and even threatened a Filipino maid of being fired should the Philippines finally take over the disputed Spratly Islands.

Asia City Publishing House, HK Magazine's publisher, with office at 301 Hollywood Centre, 233 Hollywood Road in Hong Kong, issued the statement on Monday:

"The publisher and editors of HK Magazine wish to apologize unreservedly for any offense that may have been caused by Chip Tsao’s column dated March 27. HK Magazine has long championed the rights of Filipinos working in Hong Kong. We note that Filipinos have often been unfairly treated in Hong Kong, and that they make an important contribution to this community."

The column had disappeared from the magazine’s Web site as of posting time.

Despite admitting that Tsao’s column was offensive, the publishing company defended that the column was satirical and could be read “in different ways."

“One aspect of satire is that it can be read in different ways. In this particular case, many people have read meanings into this column that were never actually intended."

Tsao wrote in his March 27 column for the HK Magazine that the Philippines has no right to lord over the disputed Spratly Islands because it is "a nation of servants" who shouldn’t “flex your muscles at your master, from whom you earn most of your bread and butter."

MANILA, Philippines - The search for the administration standard-bearer for the 2010 elections has been narrowed down to three that includes Vice President Noli de Castro and Defense Secretary Gilbert Teodoro, Malacañang officials revealed Friday.

Presidential Adviser for Political Affairs Gabriel Claudio and Press Secretary Cerge Remonde in separate interviews also did not discount the possibility that the third still unnamed candidate would come outside of the ruling coalition.

De Castro ran as an independent in the 2004 elections but joined the administration ticket of President Arroyo. He has been consistently at the top of the latest surveys.

Teodoro, a Harvard-trained lawyer, declared his intention to join the selection process earlier this month.

His announcement was well received within the administration but his name has yet to be included in public surveys.

“I believe the (selection) process (for standard-bearer) has narrowed down to three,” Claudio said.

“The vice presidential candidate (however) will depend on final choice for president and negotiations with allied parties.”

Claudio said the criteria in selecting the administration’s presidential bet would be the “winnability” of the candidate, track record, support for Mrs. Arroyo and her administration, and “presidential qualities and qualifications.”

Claudio said consultations with regional, provincial and district leaders of the different political parties in the ruling coalition are in progress while internal surveys are being conducted and validated.

“As it has been mentioned in the past, politics is the art of the possible, so it will not even be impossible that there will be people from the outside (the ruling coalition),” Remonde said.

Claudio added the administration’s senatorial lineup would come from incumbent administration senators, political allies, Cabinet officials and third-term congressmen.

He said the administration is fortifying its Lakas-Christian Muslim Democrats and Kabalikat ng Malayang Pilipino (Lakas-Kampi) machinery through an arbitration process “with the end view of fielding only one set of candidates at the local level.”

“Thus our local candidates will not be distracted by adversity within the same party or coalition therefore better able to help our national candidates in respective areas,” Claudio said.

Claudio stressed efforts are being made for the administration to have the strongest possible local and congressional candidates.

He said the candidates would be chosen with proven record of supporting the President in previous elections.

“We are also fighting efforts of the opposition presidentiables to raid administration ranks even as are succeeding in expanding ours,” Claudio said.

Remonde added the administration candidates are those “whose performances are proven.”

“The best politics is good public service,” he said

Marilao River, one of the dirtiest in the world.

Unlike other bodies of water, the Marilao River will be peaceful this summer. As one of the 30 dirtiest rivers in the world, no one would dare swim on its waters, not even fearless and adventurous broadcast journalist Abner Mercado.

Mercado, however, will dive into the sorry state of the Marilao River this Tuesday, March 24 on “The Correspondents,” as he investigates the condition of the Philippine rivers and the efforts being put in by the Filipino people and government to take care of them.

Like the Marilao River, Pasig River has gained the distinction as one of the dying rivers in the country. Factories and communities have lined up along its shores, turning the river into a waste bin. However, there is still hope.

[ABS-CBN recently launched “Kapit Bisig sa Ilog Pasig,” a clean-up campaign to save the historical body of water in seven years. The group hopes to unite people to make Pasig River a tourist spot like Bohol’s Loboc River, which still has a thriving ecosystem. The Boholanos take pride of having the discipline not to throw anything into the river which could lead to its deterioration. [/color]

Mercado will find out if there is still hope for other endangered river systems in the country.

Join Abner Mercado as he talks about the murky future of Philippine rivers this Tuesday, March 24 on “The Correspondents,” after “Bandila” on ABS-CBN. Visit thecorrespondents.multiply.com for more information on the anchors and documentaries of “The Correspondents

More than 8,000 hopefuls have tried out for the special auditions of Pinoy Big Brother (PBB) Regular Edition, Pinoy Big Brother Teen Edition and Pinoy Dream Academy (PDA) at the Parkmall, Mandaue City, Cebu Sunday.

PBB director Laurenti Dyogi has spearheaded the auditions for PBB regular. There were a total of 8, 629 people who auditioned for the reality-based TV shows.

Some hopefuls came as early as 12 a.m. and all of them came with stories of their life struggles.

Karen Bangga from Iligan City auditioned for PDA in 2007 but she didn't make it. Undaunted, she auditioned again for PDA this year, believing that this time she would make it.

"I believe that I can do it, this is my dream," says Karen.

Melchor Buenaflor, 19, from Barangay Basak Pardo, meanwhile, said he had to borrow money just to get to the audition venue. He said he came to the audition in spite of his parents’ objections.

"They didn't want me to audition because they felt that I couldn't make it. They told me we would be poor forever. I don't believe that. Everything that I'm wearing now is borrowed from a dear friend who has faith in me," said Buenaflor.

Esterlita Montianto, 55, also had to endure the excruciating heat of the sun to wait for her 16- year-old daughter, Maria, who lined up as early as 1 a.m.

"This is her dream and I will support her. We (parents) don't have a job to support her schooling. So, this is the only way we can support her," said Montianto.

The Philippine presidential elections next year will be one of the closest fought in history and will be won by the candidate who has the biggest campaign budget and ground-level network, analysts said on Thursday.

About a half-dozen candidates are expected to be in the fray for the May 2010 elections to replace President Gloria Macapagal Arroyo and lead the Southeast Asian nation for the next six years.

"This is going to be one of the closest political contests in Philippine history," Earl Parreño, an analyst from the Institute for Political and Electoral Reforms, told Reuters.

"Based on initial public opinion polls, we don't really see any runaway candidate. Next year's contest might be decided by less than one million votes (out of a 40-million electorate) so the candidate with vast resources and network would really have a clear edge."

The main likely candidates are:

- Senator Manuel Villar. Perhaps the best placed in terms of money, he is a self-made billionaire and controls real estate firm Vista Land and Lifescapes. In politics for 17 years, he says his experience of running a company will be key to a successful presidency.

- Senator Manuel "Mar" Roxas II. Called the intelligent man's candidate, Roxas is a former Wall Street banker and the grandson of a former president. He has served as trade secretary in two cabinets. No slouch in the money department either, his mother belongs to the wealthy Araneta clan, which owns a large chunk of Manila real estate.

- Senator Francis "Chiz" Escudero. Not yet 40, he qualifies to run for president only this October. He is frequently compared to U.S. President Barack Obama and is banking on his charisma and the large number of young voters to win. Seeking the backing of the Nationalist People's Coalition, headed by San Miguel chairman Eduardo Cojuangco, one of the wealthiest individuals in the country.

- Senator Loren Legarda. The only woman among likely candidates, she won the most number of votes in senatorial elections in 2007, a good indicator of national appeal. A former cover girl and television news reader, she wants to be the country's first "green" president. May be hampered by a lack of funds and doubts whether another woman would be able to win after Arroyo, whose popularity is currently low.

- Defence Secretary Gilberto Teodoro. Says he is waiting for Arroyo's approval to contest. If he gets that, he will get the support of the powerful Lakas-Kampi ruling coalition's electoral machine, but may also inherit Arroyo's unpopularity. He is also nephew to former President Corazon Aquino and to Cojuangco of San Miguel, and the latter could end up supporting him.

- Vice-President Manuel "Noli" de Castro. Consistently high in opinion polls, but has refused to indicate whether he will be a candidate. Has rarely spoken publicly about serious issues, but enjoys wide popularity because of his career as a radio and television news anchor.

Parties don't matter

Analysts say a good campaign could cost 3-4 billion pesos ($60-80 million), a huge sum in the Philippines, and a loyal network will be essential for a candidate looking to win.

"Parties do not really matter, because at the end of the day politicians will choose the one with the biggest chance," said political analyst Antonio Gatmaitan.

Local politicians, from governors down to mayors, were expected to cross party lines and loyalties to support the candidate perceived to have the highest chance to win, he said.

"The candidate is the party," he said.

By the end of this year, perhaps only four serious candidates will be left, analysts said.

"By then, the major political forces would have chosen their bets," Gatmaitan said.

"It's totally a free-for-all contest," he added

Source from abs-cbnnews.com dated March 11, 2009.

After enjoying a recent weekend family vacation in Bohol, actor-singer Cesar Montano shared that he and wife Sunshine Cruz are now discussing his political plans in 2010.

Montano admitted that he is still studying the possibility of him running for Bohol governor in next year’s election. But a big consideration for the 46-year old actor is if he can relocate permanently to the south.

“I’m almost considering it. To be the father of the province, you have to be there. I have to think twice and I have to ask and answer so many questions. Questions that I need to answer like kaya ko bang tumira d’on ng matagalan?

“’Yong tipong five days nand’on ako tapos two days lang ako nandito [sa Manila] to check on my kids. Or ita-transfer ko ba mga kids ko at doon sila mag-aaral, tapos d’on kami,” he said.

After his unsuccessful senatorial bid last 2007, Montano said his wife’s opinion on the matter is important to him before he makes any political decision.

“Si Sunshine ‘pag sinabi sa akin na ayaw niya na pumasok ako sa pulitika, then gan’on. Sabi niya she has to think it over first. Tapos magde-decide kaming dalawa. Nag-usap na kami sa ibang bagay, ang sabi ko kanya, ‘Don’t decide early, we don’t have to hurry deciding on it.’ Sabi ko, ‘Pwede tayong mag-decide later on ‘pag last quarter na of this year,’” he said.

Montano also knows that his career might even take a backseat if he runs and wins.

He bared that he already has some supporters who are willing to finance his campaign.

As a filmmaker, he knows that his experience in the industry will definitely come in handy when he becomes governor.

“The island of Bohol is a tourist zone, it’s a tourist island. Film is a very, very powerful medium na pwede gamitin to elevate ang tourism ng isang island… and I think na kaya ko pang gumawa kasi napakarami nating mga historical [background] na pwedeng stories, na pwede mo gawing pelikula,” he said.

Montano, who admits to being a fan of “Slumdog Millionaire,” said he hopes to produce a film of the same quality in his province in the near future.

Emerging economies, including the Philippines, should brace for the worst and expect dwindling export revenues and remittances from workers overseas as well as rising capital outflows in the next 12 months through 2010, the Asian Development Bank (ADB) warned yesterday.

In a speech that opened a two-day forum in Manila, ADB President Haruhiko Kuroda issued a stark warning that the region remains vulnerable to spillover effects from the global financial crisis that sprang from the US.

“As the crisis unfolds, it is becoming apparent that no country could remain immune," Mr. Kuroda told an audience of Asian finance ministers and monetary authorities.

Already, the region shed $9.6 trillion in wealth last year, about a year’s worth of economic output and a fifth of the $50 trillion in financial losses globally, a report released yesterday by the Manila-based bank said.

The massive figure reflects the extent of the integration of emerging and developing nations into the global economy, bolstering critics of the so-called decoupling theory in which developing economies are supposed to be immune from the crisis in Western economies. The ADB said such interconnection is “unlikely to unwind."

“Most emerging market economies, including in developing Asia and Latin America, are at a crossroads, and the next twelve to eighteen months will be very difficult," said the ADB report titled “Global Financial Turmoil and Emerging Market Economies: Major contagion and a shocking loss of wealth?"

“The perception that they had broken the links with the larger economies has been painfully refuted by the hard facts of the last 18 months."

The ADB, which projects the region’s economic growth to slip by 2-2.5 percentage points this year, said the decline is only a “minimum" adverse outcome of the fallout from the crisis.

“Even as Asia and Latin America have diversified their investment and trading partners, the effect of the slowdown on exports, finance and investment is earthshaking," the ADB said.

The outlook for countries that benefit from remittances, including the Philippines â€" which joins India and Mexico as the largest recipients of money sent home by workers overseas â€" is dim, the ADB said.

The Philippines saw a 14 percent growth in remittances last year to $16.4 billion. Various forecasts predict zero to single-digit growth this year.

“The prospects for 2009 are equally dire, with adverse consequences for the well being of many millions of households among developing countries," the report read.

The bank is scheduled to put out its country-specific economic outlook on the Philippines by the end of the month.

A deterioration in the region’s external accounts, mainly from the large sum of capital outflows, is one of the more worrisome consequences of the crisis, the ADB said.

“The external accounts are reflecting the consequences of the fall in prices, economic activity, and in wealth, and capital flows are falling drastically," it pointed out.

Carrying excess weight around the middle can impair lung function, adding to a long list of health problems associated with belly fat, French researchers said on Friday.

Abdominal obesity is already linked with diabetes, high blood pressure and heart disease as part of a cluster of health problems known collectively as metabolic syndrome.

Researchers have now shown that a large waist measurement is strongly associated with decreased lung function, regardless of other complicating factors that affect the lungs such as overall obesity and smoking.

The researchers analyzed health information about 120,000 people in France, assessing demographic background, smoking history, alcohol consumption, as well as lung function with respect to a measure of obesity known as body mass index, waist circumference and other measures of metabolic health.

"We found a positive independent relationship between lung function impairment and metabolic syndrome due mainly to abdominal obesity," Dr. Natalie Leone of the French National Institute for Health and Medical Research wrote in the American Journal of Respiratory and Critical Care Medicine.

The researchers defined abdominal obesity as having a waist circumference of greater than 35 inches for women and 40 inches for men.

Several large studies have linked poor lung function with higher rates of deaths and hospitalization from heart disease, the researchers said.

While it was not clear from the study, the researchers think belly fat may impair the way the diaphragm and chest function. Fat tissue is also known to increase inflammation in the body, which may be playing a role, they said.

Although the reasons may not be clear, Dr. Paul Enright of the University of Arizona said in a commentary there is now enough evidence to include waist measurements as part of routine assessments of lung function.

"Abdominal obesity could then be highlighted on the printed report so that the physician interpreting the report could take the effect of obesity into account," Enright wrote.

Filipino seafarers will be affected by the slowdown in the shipping industry business.

However, the Department of Labor and Employment (DOLE) said affected seafarers will be saved by training. The DOLE said those who work in cargo ships are definitely at risk. The department sees more training as the solution.

"So what is more important is kung ma-lay up yung vessel at ibaba yung Filipino crew. Kailangang andun yung ating training program and were prepared to do that," said DOLE Secretary Marianito Roque.

The shortage in seafarers is estimated at 34,000 within five years. DOLE said, Pinoy seafarers need to be prepared.

The Overseas Workers Welfare Administration (OWWA) has already been given P50 million for the training of seafarers.

Seafarer Al Tupas has been looking for a new employer four months since his last contract ended in November.

"Kasi ang mga owner daw, nalulugi sa freight na tinatawag. Almost 50 percent ang bumaba," said Al Tupas.

Tupas has been working as a seaman for almost 20 years. However, he is still unable to find another job.

International shipping company "K" Line explained that shipping, particularly container and cargo carriers, have been hit by the global economic crisis.

Cargo volume went down by 40 percent due to a significant slump in export and trade. Because of this, around 25 percent of vessels worldwide are expected to be laid-up or docked.

"In layman's term, it’s like operating a bus. You want it to be full of passengers. Ayaw mong kaunti lang kasi kapag bumiyahe ka ng kaunti, hindi sulit sa gasolinang ginagamit. So that's why some shipping lines have decided na i-park na lang o i-lay up yung mga vessels temporarily," said Arnie Tuazon, Vice President Marketing Officer, K-Line Phils.

Figures from the Department of Labor (DOLE) showed that around 1,800 vessels have been laid up across various ports in Asia, and about 30 of them in Philippine ports.

The Philippine Liner Shipping Association, meanwhile, said that even domestic ship owners are starting to become worried.

"The volume is not picking up. So kung ang January is a lean month, so dapat yan paakyat na nung last week of February going to March pero hindi pa nagpi-pick up," said Joy Maitim, Executive Director, Philippine Liner Shipping Association.

In an effort to protect the region's favorite animal, the Bohol provincial council has limited "tarsier viewing" to a local sanctuary.

In line with the passage of the "Tarsier Conservation and Protection Ordinance" by the provincial council of Bohol this month, tarsiers can only be viewed at the Philippine Tarsier Sanctuary in the municipality of Corella, Bohol.

The ordinance, authored by Bohol 1st District Board Member Alfonso Damalerio, Jr., limits tarsier viewing within Corella, the only place in Bohol declared as a sanctuary by the Department of Environment and Natural Resources (DENR).

The Philippine Tarsier Foundation, which is housed within the Corella sanctuary, said the move was long overdue.

The Foundation's head Carlito Pizzaras said that tarsiers should not be held in highly-visited tourist areas in Loboc and Loay, since tarsiers are "very fragile and suicidal once stressed out" from excessive noise and being repeatedly touched by people.

Piazzaras said that if the tarsiers from those municipalities would be moved to the sanctuary, the tarsiers will undergo a series of observations to ascertain if they are healthy and therefore safe enough to be set free within the 167-hectare sanctuary. He added that the ideal habitat for every tarsier is at least one hectare.

Bohol Tourism Committee Chair Ester Galbreath said that the ordinance will be implemented in full once the "Task Force Tarsier" is formed and reservations among some tourism committee members are eased.

Bohol Tourism Board Press Relations Officer Lito Responte said further discussions are needed because tourism in Loboc and Loay could be severely affected.

The Philippine tarsier, reportedly the world's smallest monkey and a species endemic to the country, is a favorite tourist attraction in Bohol.

The tarsier, however, has been listed in various endangered species lists, including the DENR's Administrative Order Number 48 issued in September 1991, declaring that the tarsier "are in danger of extinction and whose survival is unlikely if causal factors continue operating."
