MANILA, Philippines - Sen. Sergio Osmeña III has come to the defense of 1969 Miss Universe Gloria Diaz after she allegedly made a comment that was insulting to Cebuanos.

This was after Diaz said that 2010 Ms Universe 4th Runner Up Maria Venus Raj failed to bring home the crown because English is not her first language and that she should have used an interpreter.

In a text message, Osmeña said Diaz was just misinterpreted and she never meant to insult Cebuanos. He said Diaz's long-time boyfriend hails from Cebu.

"She was misinterpreted and misunderstood. What she meant is - do not answer in English if you are not too fluent. Use the language you are most comfortable with. After all, the sponsor provides interpreters. I agree with her," the senator said.

" We Filipinos understood what Venus was saying. But we should also appreciate that Americans and other peoples use different idioms and would not understand ours. Miss Diaz did not intend to insult the Cebuano people. Her longtime boyfriend for the last 12 years is from Cebu. "

On Wednesday, Cebu congresswoman Rachel "Cutie" del Mar criticized Diaz for making insulting statements against Cebuanos.

She said Cebuanos are also tired of racial slurs, such as people making fun or belittling Cebuano maids and drivers and imitating their accent.

The Vice Mayors League of The Philippines-Cebu has also issued a resolution declaring Diaz persona non grata in the province, according to an online report.

Diaz earlier maintained that she never said Cebuanos cannot speak English. She added that her proposal should not be taken as an insult against Cebuanos.

“Let me clarify it once and for all. People should have the right to say or to answer [questions] in whatever language they want to say it in. If they're Cebuanos, they can say it in Cebuano. I did not say that they did not speak English,” Diaz fired back.

“If you're Ilocano, say it in Ilocano. But if you're Ilocano who speaks good English, say it in English. If you're Cebuano who can speak Spanish, if you're comfortable with Spanish, say it in Spanish. That's what I said and that's what I meant,” she added.

Diaz said she was shocked when she heard that some got angry over what she allegedly said.

"I was like, shocked. Everybody was so angry.. I thought they're gonna stone me to death (laughs). I want to just make people realize it is just , you know, say it with whatever you're comfortable with," she added.

It was temporarily removed as we are on a testing mood on how to conserve server resources. That feature alone calls out a thousand of mysql hits. So, for a 3,500 members, kada topic, it calls out 3,500 mysql. So, if 10 topics, 35,000 calls na. We're trying to find ways to get more server resources but cant afford this time. So, nag-diet pa. If you notice, the stats was also removed kay it consumes a lot of server resources. They can be restored any time as soon as we have the resources

MANILA, Philippines â€" Typhoon Parma weakened slightly and veered course overnight, easing the threat to Manila and surrounding areas still reeling from a deadly storm, Philippines weather officials Saturday.

"The threat of typhoon Pepeng to us [in the disaster zone] has eased," weather bureau spokesman Nathaniel Cruz said in a radio interview, referring to Parma's local name.

"That is good news."

Weather officials said Parma, billed as a supertyphoon, altered course toward the northernmost tip of the Philippines' Luzon Island.

It was now expected to land Saturday evening on the province of Cagayan, north of its earlier predicted landfall in Aurora province and about 400 kilometers (250 miles) from the nation's capital.

The Philippines had been bracing for Parma, which churned toward the country just a week after tropical storm Ketsana (Philippine codename: Ondoy) triggered the worst flooding in 40 years in and around Manila, leaving 293 people dead.

Of the more than three million people affected, over 400,000 remain in evacuation centers, most of them with poor sanitation facilities.

Parma was packing wind gusts of up to 210 kilometers per hour (130 kph), easing from 230 kilometers per hour on Friday, the weather bureau said.

Cruz said storm signals placed over the disaster zone in and around Manila had been removed, although slight rains were still falling.

"There will still be rains but they will not be comparable to the rains dumped by Ketsana," he said.

On Friday, President Gloria Macapagal-Arroyo placed the Philippines under a "state of calamity" to expedite relief efforts.

Lieutenant Colonel Ernesto Torres, spokesman for the National Disaster Coordinating Council, said that with the threat from Parma downgraded, "we can now focus on relief efforts" for the Ketsana victims.
