In view of recent incidents of robbers posing as TNVS passengers
 
MILLENNIAL SOLON SUGGESTS E-MICROINSURANCE, EMERGENCY ALARMS FOR TNCs, TNVSs
 
To address emerging safety and security issues affecting Transport Network Companies (TNCs), Transport Network Vehicle Services (TNVS), and the riding public, I urge the insurance industry, including the microinsurance sector, to develop affordable electronic microinsurance products that TNCs and TNVSs can jointly avail of to provide adequate insurance coverage for their customers and hired drivers in case of accidents and other insurable situations.
 
E-microinsurance is the solution I see that will address the concerns raised by the TNVS regarding limited shared liability.
 
E-microinsurance acquired by TNCs and TNVSs to insure passengers can be designed to be specific to each booking, factor in road risks during bad weather, and calibrated for risks during late night trips and travel through high-risk areas or localities.
 
Carnapping and robbery should be among the insurable situations the e-microinsurance should cover.
 
As Member of the House Committee on Transportation, I also urge Uber, Grab, and other TNCs to upgrade their booking apps with emergency silent alarms so they can be instantaneously notified of when their passengers and TNVS drivers are in imminent or present threat from robbers, carnappers, molesters or rapists. The TNCs should of course devise some way by which they can alert the police of TNVS units in distress.
 
The emergency alarms should also be designed for medical emergencies (i.e. heart attacks, stroke, sudden childbirth) that could befall or affect their TNVS drivers and passengers.  (END)

Republic Act 8485 (Animal Welfare Act of 1998, Philippines), as amended and strengthened by House  Bill 6893 of 2013--- violation means a maximum of P250,000 fine with a corresponding three-year jail term and a minimum of P30,000 fine and six months imprisonment
