LAWMAKER ASKS DOLE, DBM, DOF TO STUDY GOV’T PARTIAL SUBSIDY OF SME WORKERS' 13TH MONTH PAY

I ask the DOLE, DBM, and DOF to crunch the numbers on what and how much it would take for the national government to partially subsidize the 13th month pay of rank and file employees of small and medium sized enterprises that have reopened for business.

There is nothing in the Labor Code that prevents the national government from intervening with a partial subsidy of the 13th month pay. Perhaps we could aim for 50 percent of the minimum wage as the point of reference.

Let us strive to find different ways to make the 13th month pay happen for the businesses which have reopened. Perhaps the 13th-month pay can be pro-rated to apply only to those months of the year the businesses were in actual operation, not including the months they were shut down.

We already have the databases of eligible employees and businesses which DOLE and SSS used for direct cash grants earlier this year.

Perhaps DBM can check if there are available funds which could be realigned from discontinued projects and programs.

The rank and file employees await our collective effort in government to find solutions instead of just surrendering in the face of problems.

If partial government subsidy of the 13th-month pay of SME employees is doable, then we in the House can support the needed bill or resolution certified as urgent. (END)
