    Bohol Vice Gov. Julius Caesar Herrera today called on all three Boholano congressmen to withdraw their signatures to House Bill 1109 seeking to convene Congress into a constituent assembly.
    Representatives Edgar Chatto, Roberto Cajes and Adam Relson Jala of the first, second and third districts respectively are signatories of the controversial House measure.
    “The entire Filipino nation today mourns the passing of our revered President Cory Aquino. One of the ways to pay tribute to her at this hour is to honor her wish that the Filipinos be relieved of the uncertainties brought about by the con-ass resolution,” Herrera said in an interview. 
    The vice-governor urged his three Lakas colleagues to reconsider their initial position on the con-ass which is viewed as a scheme to extend the term of President Gloria Macapagal Arroyo.
     Herrera said that one of the last concerns that had bothered President Aquino before she died was the con-ass which she actively opposed.
    “For the sake of the memory of President Cory and for the greater good of our country, I call on the three Boholano congressmen to withdraw their support for this unlamented measure,” he added.
    At the same time, Herrera said he hopes more congressmen who signed HB 1109 would do the same.
    “It would be great if we bury the con-ass while the entire nation is in mourning,” he added.
    The vice-governor said he agrees with acting Executive Secretary Gabriel Claudio who said the move of Makati Rep. Teodoro “Teddy Boy” Locsin Jr. urging administration allies to abandon their efforts to amend the Constitution as “valid”.
    HB 1109 has threatened to split the Lakas leadership in Bohol.
    While Chatto, Cajes and Jala supported HB 1109, Gov. Erico Aumentado and Herrera have publicly opposed the bill.
    The vice-governor said that a categorical and unequivocal statement that the con-ass is dead is no longer sufficient to reassure the people that it is dead.
    “The best reassurance is for the supporters of the bill to withdraw their signatures,” he added.
    Herrera warned those who refuse to abandon the con-ass of the backlash of the people’s wrath.
    “What we see now is nothing compared to what will unfold after the burial of President Cory,” he added.
    Herrera’s call came as House Speaker Prospero Nograles issued a statement that it would be up to the 180 lawmakers who signed the controversial measure because he cannot tell his colleagues what to do.
    “In the first place, neither the House leadership nor Malacañang forced them to sign the measure,” Nograles was quoted as saying.
    The Speaker said it’s not for the leadership to dictate on the authors how to treat the resolution “or if they feel that Cory’s death significantly comes into play here.”
    Another proponent of the measure, Rep. Rodolfo Antonino, said he was willing to defer making amendments to the Constitution until after the 2010 elections, but that he would still want to push the measure through just to trigger a Supreme Court case to clarify the issue.
