Acting Gov. Julius Caesar Herrera has categorically declared his opposition to the move to amend the Constitution through a constituent assembly.The vice-governor reiterated his stand when interviewed on "Kwentas Klaras" hosted by Post publisher BG Guingguing, lawyer Salvador Diputado and Ted Ayeng over Station DyTR.
"First of all, I have been consistent in my stand that if there is going to be a constitutional amendment, it will be through a Constitutional Convention," declared the vice-governor.
Herrera revealed that the Sangguniang Panlalawigan where he presiding officer already came out with a stand through a resolution that any constitutional amendment will have to take place after 2010.
"This is to ensure that no one from among those holding public office will benefit from such an amendment," said the vice-governor who is also national president of the League of Vice Governors of the Philippines.
Herrera also lamented the voting which was done by viva voce.
He said it was obscene for Bohol's three congressmen to defend the controversial resolution but they did not elaborate on their position.
In fairness to the three, Herrera said he had high respect for Rep. Adam Relson Jala of the third district who, although the only neophyte among the three, explained his position during the plenary.
The vice-governor said what made the vote obscene was the fact that there is a process that was needed to be complied with first.
"The fact that they voted for this reveals their bad intention," he added.
The vice-governor said that if there were two pieces of cake, the three solons ate one when they voted for the con-ass resolution and still wanted to have a part in the second which is the 2010 elections.
Asked whether he would be willing to try to convince the three congressmen to change their votes, Herrera declined saying that they are supposed to be honorable men and they know what they are doing.
The vice-governor also decried the position taken by the three solons which they made without consulting their constituents.
"They presume that as representatives of their district, everything they do is right," he added.
The vice-governor also noted that while the issue should be discussed thoroughly by constituents down to the barangay level, this is not the case.
"They are more concerned with the business of survival and making a living," he added.
During the same interview, Herrera also reiterated that he remains with Lakas despite reports that Sen. Manny Villar's Nacionalista Party has gained headway in Bohol with the recruitment of virtually half of its mayors.
He said he is waiting for Gov. Erico Aumentado to discuss the matter about the mass defection.
Aumentado is with the party of Pres. Gloria Macapagal Arroyo which visited South Korea and Russia.
