published by the Bohol Chronicle A piece of legislation authored by Vice Mayor Jose Antonio Veloso was vetoed by Mayor Dan Lim who claimed it was "flawed in form and in substance".
The veto, which was criticized by the Veloso camp allegedly because a resolution cannot be subjected to a veto, brought out into the opening a simmering feud between the city's two top officials.
Resolution No. 07-94 authored by the vice mayor is "Authorizing the Disposition and Sale of Copies of the Ordinance No. C-201 Otherwise Known as the 2007 Revised Code of Administrative Ordinances of the City of Tagbilaran".
The resolution said copies of the Code in book form are available at the office of the Sangguniang Panlungsod (SP) secretary.
It added that the mayor, vice mayor, city councilors, heads of offices, department heads and city secretary to the SP, reading centers in the different barangays and all barangay captains "should be given complimentary copies of the said Code for their ready reference."
The measure added that libraries in the city, provincial, national offices of the Department of Interior and Local Government, the provincial governor and vice governor and accredited people's organizations and NGOs in the city "should likewise be given complimentary copies".
However, the resolution said taxpayers and other interested parties should be given copies of the said Code "upon payment of the copies at cost and the proceeds thereto shall go to the city coffers."
In his veto letter to Veloso, Lim said he "cannot sign a legislative measure that is flawed in form and in substance".
"It is flawed in form because a resolution is merely 'an expression of legislative opinion' or sentiment while an ordinance 'pertains to governmental functions'," the mayor added.
Lim said even a mere glance at the title will show that it is "more than just an expression of legislative opinion and rather pertains to government function."
